Sales: I began in Butte, Montana, on August 22, 1900 as an assistant engineer for the Boston & Montana Consolidated Copper and Silver Mining Co., and continued at that job for about a year. The general manager was C. S. Batterman, and the mines- Mountain View, Pennsylvania, Leonard, East Colusa, and one or two others-were part of Boston & Montana.

A SPECIAL meeting arranged by the Petroleum and Gas Committee of the American Institute of Mining and Metallurgical Engineers was held on Tuesday and Wednesday, Sept. 21 and 22, in the Assembly Room of the American Annex Hotel, St. Louis, Mo. Preceding the first session on Tuesday morning, the members and guests were registered and presented with the usual Institute badges. The morning session was opened at 10:30 by Ralph Arnold of Los Angeles, Calif., Chairman of the Petroleum and Gas Committee. In his opening remarks, he suggested that the petroleum section specialize more and more on the technical problems of the oil industry and that an effort be made to enlarge the membership of the Institute among the technical men of the industry. The following program was presented : OIL FIELDS OF RUSSIA, by A. Beeby Thompson and T. G. Madgwick, of London, England. Presented by H. A. Wheeler; discussed by Arthur Knapp and R. VanA. Mills. This most comprehensive paper was one of what is hoped to be a series to be presented by some of our foreign members. It is by far the best description in English of the world-famous Baku and other fields of Russia.

CHARACTERIZING the annual meeting as the biggest and best one yet has happened so repeatedly that some may suspect it has become a conventional phrase, like "good morning," and yet, what else can be said when not only one but all the many who express an, opinion use exactly those words, while the first of the two adjectives refers to a physical fact that is established by count. Perhaps there were hose who thought it not the best, but if so they were too tactful to say it out loud. So without further ado . let us admit that the one hundred and thirty-ninth general meeting of the A. I. M. E. held; as our By-laws provide, in New York during the third week of February, was the biggest and best of them all. Perhaps it is because we appreciate friendliness more as we grow older, but somehow the friendly atmosphere seems to rise slowly in temperature with the passing of the years. The actual atmosphere on the opening morning was quite the contrary, Feb. 17 being the coldest clay, so far, of this winter, and the suburbanites claimed that their thermometers had registered 5" below zero when they got up, though the official records of the weather man did not go that low. From that time the temperature steadily rose until Thursday afternoon, when the official record of 66" constituted a record high for Feb. 20 at New York. The weather man explained it by learned discussion of highs and lows, but we suspect the A.I. M. E. members must have had something to do with it.

First-order kinetics adequately describe the recovery of a single floatable species. The conditions under which cell behazior can be simulated by a single-phase model are discussed; deviations from the multiphase model are accountable. The rate coefficient depends upon operating conditions besides particle size and mineralogy and the physicochemical properties of the pulp constituents. The model for a real flotation system combines the first -order, single-phase model with a distribution of noninteracting species. Methods for determining the distributions are discussed. Applications of the procedure to flotation studies are outlined. The mathematical description of flotation as a rate process can be traced to Garcia1 who reported cases in which the fraction of solid remaining in a cell in semi-batch operation, F (for Notation used throughout, see Table l), decays exponentially with experimental time T. F = e-k>r. (1 The differential equation leading to Eq. 1 is dF ----= -k,F (2) dT which is recognized as the algebraic analog of the chemical kinetics first-order reaction equation.' This has led to suggested mechanisms for flotation and mathematical relationships other than first order: with very little foundation other than analogy. The flotation rate coefficient kl can be accounted for as the product of several probabilities concerning bub-ble-particle attachment and detachment, aggregate entry from pulp into froth and return from froth to pulp, and removal from froth as concentrate. These factors clearly contribute to the magnitude of the overall flotation rate, and there are others also, but describing flotation merely as the overall probability of consecutive gross events hardly appears a significant advance in understanding. More recently, it has been described in terms of a stochastic process, which promises to provide a more satisfactory approach? The present paper will be more concerned with a phenomeno-logical description of the flotation process than with an account of the internal mechanics of the process. This is not a statement of priorities, or a judgement of the relative importance of these options but rather an assessment of what is presently possible. Previous investigators'" have developed methods for interpreting semi-batch flotation data in terms of species distribution. These methods have been used in an attempt to explain flotation behavior in response to changes in operating conditions." ENGINEERING COUNCIL has passed, not out, but upward! Therefore, its recent wake was conducted by itself as a joyful occasion somewhat in advance of its official demise. Council held its last meeting in Washington, Dec. 16, 1920. Business was transacted with dignified gravity in the forenoon. During the afternoon calls were made upon the chiefs of technical bureaus of the Government: the Chief of Engineers, U. S. Army; Chief of Yards and Docks of the Navy Department; Director of U. S. Reclamation Service; Director of U. S. Geological Survey; Director of Bureau of Mines. The Council pronounced them, each and all, able men and true. But what of the evening? Well, there was a dinner at the Washington Hotel. Twenty-six men gathered around a flower-strewn table-not a casket. As guests, there graced the festive board the hosts of the afternoon calls, and a number of members of the new American Engineering Council. The body about to be apotheosized-otherwise known as Engineering Council-was both jocular and reminiscent. Rewards were bestowed and appreciations expressed. To the man who had for three long years borne the burden of chairmanship and whose financial recklessness made possible the Washington office and the movement for a National Public Works Department, the following "note," duly engrossed and signed, was given, accompanied by "The Song of the Council Crew."

A high speed gas quenching dilatometer useful in studying phase transformations in low alloy steels is described. Changes in specimen length are measured by means of an electrical micrometer tube. The maximum instantaneous cooling rate is approximately 5000°F per sec; the maximum average cooling rate from 1650' to 950°F is approximately 2900°F per sec. Data for steels of 0.11 pct and 0.67 pct C content are included. KNOWLEDGE of phase transformations as they occur in an alloy under conditions of continuous cooling affords valuable insight into its properties. THE Institute of Metals Division of the A. I. M. E. has joined with the American Society for Steel Treating and the American Welding Society in support of National Metal Week in Philadelphia, Oct. 8 to 12. Individual and joint technical sessions, plant inspection trips, and a general exposition to be held in Commercial Museum have all been arranged. With the coming of the Institute of Metals Division into the circle, the scope of the exposition has been broadened to cover non-ferrous metals, and exhibits of much interest are promised. Headquarters for the Institute of Metals and the American Society for Steel Treating will be at the Benjamin Franklin Hotel, and for the American Welding Society at the Bellevue-Stratford. The American Society for Steel Treating and the Welding Society will hold technical sessions each forenoon at their hotel headquarters. The Institute of Metals Division will hold sessions Tuesday morning and Wednesday and Thursday afternoons; that for Wednesday being a joint session with the American Society for Steel Treating. The latter society will hold independent afternoon sessions on Thursday and Friday. Registration and information desks will be open at the hotels throughout the week, and an attractive program of entertainments has been arranged.

A number of papers have appeared in the past several years concerning the nature of the fatigue limit. The hypotheses presented in those papers fall into three groups. Some authors attribute the fatigue limit to the distribution of interstitials prior to testing (static group). Others consider the fatigue limit to be due to dislocation-interstitial reactions during testing (dynamic group). Still other propose that the fatigue limit results from a characteristic peculiar to the iron (bee) lattice (inherent group). This communication is an attempt to digest the salient features of each of the hypotheses, discuss them, and present some constructive criticism. It is shown that each of the extant ideas has some merit, and that each of the mechanisms thus far proposed is necessary, but individually insufficient, to provide the desired level of understanding of the fatigue-limit behavior of metals. Static Group. The data of Oates and wilson1 on finegrained (=0.022 mm diam) low-carbon steel indicate that the fatigue limit exists in the absence of sufficient plastic deformation for any dynamic strain-aging mechanism to be operative. Specimens tested just below the fatigue limit showed yield-point behavior typical for unstrained material when removed from the fatigue machine and tested in tension. These results led them to the conclusion that initial dislocation locking controls the fatigue limit in this material, which has a yield stress higher than the fatigue-limit stress. Prestraining this material just prior to fatigue testing would be expected to lower the fatigue-limit stress; this they observed experimentally. Yoshikawa and sugeno2 are of the opinion that the sharp fatigue limit in fine-grained iron is caused by

The following is a case study illustrating the use of thin sections and polished sections of crude ore to predict metallurgical response. By examining polished sections of the metallurgical products, the textural and mineralogical reasons for unsatisfactory separation can be explained. An area of oxidized Negaunee Iron-Formation located south of Negaunee, Michigan, in the Marquette Iron Range, has been considered for roast reduction-magnetic separation. Preliminary metallurgical studies and subsequent pilot plant testing produced varied results. THE presence of fine dispersions of a second phase has long been known to have a strong influence upon the mechanical properties of solids. Until recently, the influence of particles on the deformation mechanisms has been assumed to be solely that of barriers to dislocations. This is seen in the classic models of edge dislocations being restrained by the particles.1 4 There is, however, considerable evidence that this is not their primary effect, and that the particles can have a large influence on the defect structure generated by plastic deformation. The presence of particles causes changes in the surface topography observed after deformation. In overaged precipitation-hardened materials containing hard, noncoherent precipitates, fine intersecting slip lines are found after deformation of single crystals. indicating the activation of many slip systems. This has been extensively observed in the A1-Cu systen;, both by optical microscopy and replica electron microscopy.'"13 In some of the observations. the slip lines were seen to extend between the particles. Similar observations of extremely fine slip lines or the apparent absence of normal slip lines have also been found in A~-M~."

EDWIN LUDLOW, president of the American Institute of Mining and Metallurgical Engineers for the year beginning Feb. 15, 1921, is a well-known figure in the state that was the birthplace of the Institute-Pennsylvania-although he was born and educated in New York and is again one of its residents, after years of active work in the field. Mr. Ludlow was born at Oakdale, Long Island, and was graduated from the School of Mines at Columbia University with the class of 1879. After graduation, he became a civilian worker with the U. S. Engineer Corps under General William Ludlow, his brother, and for two years did river and harbor surveying along the New Jersey coast.

ERLE VICTOR DAVELER, who in his application for membership in the Institute in 1909 modestly described himself as "millman," was born at Denver in 1885 and graduated from the University of California in 1907. After a few months' work at gold mills in California he went to Tonopah, where for the next two years he had a varied experience working on pumps, convey- ors, tube-mills and filters. For the following two years he was experimental foreman and metallurgical engineer for the Utah Copper Co. at Garfield. He was sent in 1911 to be assistant superintendent of mills at the Ray. From 1913 to 1917 he was mill superintendent at the striking but unsuccessful experiment in large-scale low-grade gold mining of the Alaska Gold Mines Co.

It has been known for some time that there was some relation, but it has been but recently. that careful study has been given to this subject. Like all the criteria used in this district, this relationship must be used with caution, for what-is true in one part of the district is not necessarily true in another.

WITH J. T. Ryan, of Pittsburgh, in the chair, 40 men on Monday afternoon were attracted to the first meeting of the new Health and Safety in Mines Committee. The speakers were well received and the discussion was good and virile. The field and scope of the new Health and Safety in Mines Committee was reviewed briefly, yet concisely, by Scott Turner. This committee is to cover the whole mining industry, in which much progress in reducing accidents has been made in recent years. Members of the A.I.M.E. can considerably assist in this important problem.

WE are all interested in our ou7n lines of endeavor and consider ourselves the center of the universe. The farmer thinks he is the most important man because he feeds us. The doctor knows he is the real center because he keeps us well. The lawyer says that he is indispensable because he keeps the peace. The banker furnishes us a place to keep our money and tells us how to make proper use of it. The miner sags that without metals there would be no civilization. I think that my branch has sufficient interest and exhilaration. of accomplishment to fully occupy any man's mind and attention. Mining and metallurgy are as old as the human race. It did not have much, if any, importance in the stone age as there are not found remains of iron and copper, but in the bronze age, which was co-existent with the stone age, it came to the front. Iron and copper were the most important metals. Copper, as bronze, was known in ancient Egypt, I\~:IS important in Rome and other parts of Europe and in Asia; in South America among the Aztecs and farther North were the Mound Builders and the early inhabitants of Lake Superior. At a very early date the Egyptians conquered the Sinai peninsula for the sake of the copper produced there. The history of copper metallurgy can be compared to that of a flower. The seed is sown in darkness and in the Dark Ages the crude metallurgy of copper began. As the shoot comes up from the seed it may be compared to the age of alchemy; the branches of the plant can be compared to the Middle Ages; the flowering shoots to the 17th century, the budding to the 19th and the blossom to our own time from 1870 on.

ALL previous records were broken by the Iron and Steel Division, in the number of sessions, the number of papers, and the attendance. In addition to ten papers (all preprinted) on properties, structure, aid hardenability of, carbon and alloy steels, eight formal papers were presented on one or more phases of steelmaklng, and a symposium on the determination of hydrogen and nitrogen in steel. This last started at 2 p.m. and was going strong with more than a third of the audience still present at 6 p.m.
