During the year 1940, production of crude oil in RiIexico totaled 43,914,000 bbl., or 2,776,000 less than in 1937, the year before expropriation. The 1940 output was I,2000,000 higher than in the previous year. In 1937, Poza Rica production accounted Declines in exports of Panuco crude, fuel oil and gasoline were recorded but these were more than offset by increased exports of 4,000,000 bbl. of Poza Rica crude, which was the approximate amount shipped to Sinclair during 1940 under the terms of the settlement. Over-all exports increased by 1,500,000 bbl. over the preceding year. The outstanding development regarding the destination of Mexican exports in 1940 was the increase of I0,000,000 bbl. in the exports to the United States. Exports to Germany ceased toward the end of '939 and to Italy in the second half of 1940. During the year 1940 the Sinclair interests and the Mexican Government settled their expropriation question. By the terms of the settlement Sinclair is to be compensated by cash payments and oil-purchase contracts. On Dec. I, 1940, Ada Camacho was inaugurated President of Mexico for a term of six years. Among his first acts following his election were: I. A proposal to change the Constitution to restore Supreme Court Judges' terms to life tenure. This has been ratified by both chambers of the Mexican congress and is now before the legislatures of the States of Mexico for ratification. Whole-rock analyses of limestones, fine-gralned dolostones and coarser-grained dolostones adjacent to mineralized breccias (Coy mine, Mascot-Jefferson City district) were compared with similar lithologies adjacent to apparently non-mineralized breccias at the new Thorn Hill section located approximately 39 km north of the Coy mine. Specimens were analyzed for Ca, Mg, Si, Al, K, Fe, Mn, Sr, Br, C1, S, Ti and P using X-ray fluorescence analysis. The concentrations of the major and most minor elements for Thorn Hill specimens fall within the range of concentrations for Coy mine specimens; however, significant differences (probability < 0.05) were noted for Fe, C1 and Br for fine-grained dolostones and for MgO, Fe and Mn for the coarser-grained dolostones. No significant differences were detected for the limestones.

The fate of generations yet unborn lies in man&apos;s hands. Shall it be prosperity, a high standard of living, and the development of spiritual values; or ruin, misery, and a reversion to jungle law? World affairs move in high gear, at high tension, in many directions. A way must be found to retreat without anarchy at home as well as abroad. Everything is relative and all things change, and change is the essence of civilization. It is now clear that man has not kept pace with changes of all kinds, some of them overnight, during the past 50 years. First discovered and claimed in 1929, the Cordero cinnabar deposit lies 11 road miles southwest of McDermitt, Nev., near the Nevada-Oregon boundary. The name "Cordero" means "little lamb" in the Basque language and is symbolic of the fact that the first ore specimen was found during the lambing season. The Bradley Mining Co. held the property for several years during the early thirties, but it was not until 1939 that Cordero Mining Co., a subsidiary of Sun Oil Co., entered the picture. The company, then known as Horse Heaven Mines, Inc. conducted preliminary work in 1940 which proved enough near-surface ore to warrant the construction of a mill during the following year. By 1943, Cordero was being rapidly depleted when deeper churn drilling intersected the large underground orebody that is still being mined today.

H. M. HOWE, Bedford Hills, N. Y.-One wonders, whether it might not be well to check, by a rather simple and direct way, the inferences that would be drawn from this investigation. Suppose we quench, in these various liquids cylinders of steel, selecting material that is not likely to split in hardening, and then examine their cross-sections micro-scopically. If the cylinder is of any size, you will find a series of concentric bands, a very hard band, a softer band, and a hard band-but it seems that here would be a way of checking the inferences from the cooling curves by comparing these waves of hardness obtained in similar speci-mens quenched in different liquids. One would think that there would be great promise in that way. One&apos;s first thought is to quench similar pieces of steel, similarly heated, in different liquids and determine their hardness. I suppose many of us have tried that. We then meet the-difficulty that it is not the most rapid cooling that gives the greatest hardness. There is an intermediate rate of cooling that gives maximum hardness so that you can not by any simple method as that check this cooling method. But it seems possible

Realizing that aluminum will have a great role to play in the coming industrialization of China, Chinese geologists have long been looking about for some aluminum deposits. The possible sources appear to be alunite, the alumina-rich shales, and the bauxite deposits. The locations of deposits are shown in Fig. I. Alunite Our attention was first directed to the alunite deposits along the southeastern coast of China. Table I summarizes the reserves now believed to exist in that region. Other alunite deposits have been found in Kiangpei, Szechuan province; Charming. Liuyang and Hsanshan, Hunnan province Tsingchow and Chowyuan, Shantung province. No reserve figures are available. High-alumina Shale Shale high enough in aluminum to serve as a source of that metal has been found in northeastern China(Tab1e 2). In Manchuria, the Manchuria Light Metals Co., at Antung and Fushun, operating under Japanese control, has been the only active producer of aluminum. It is not known, however, whether the company uses local raw materials or imports ore from elsewhere.* Shantung Bauxite Bauxite was first recognized in China at Paoshan, Shantung province. OBSERVING in the Engineering and Mining Journal, of January 16th, 1875, page 35, a report of a brief discussion upon the nature and origin of this unique and interesting coal, I take the liberty-on thus finding it a subject of interest to members of the Institute, and especially as my name came into this discussion-to communicate some results which may serve at least to overthrow certain erroneous ideas that have prevailed. While I would not claim to have made much approach to an understanding of this mineral-the whole of what I call Apozoic Mineralogy being as yet dark and almost unknown ground-yet I believe I have shown that few minerals of such importance and abundance, and so long before the world, have been so singularly misunderstood. On first examination of a sample of the substance to which the name of carbonite has been given, my surprise was not small, at failing to recognize in it one individual characteristic of true coke; neither the hardness, lustre, color, streak, porosity, sonorosity, structure, fracture, nor any of the so-called "pyrognostic" characters. Indeed, comparison with any coke, or variety or modification thereof, seemed altogether fantastic. Therefore the controversy regarding supposed trap dykes, whose existence at the locality is denied by some, seems useless, as we have no question of a natural coking, there having been no coking at all.

The purpose of this paper is to present an application of computer technology to assist the mineral company financial executive in assessing exchange risks. The paper is divided into five parts: Background, Translation Approaches, Theory, Empirical Validation, and Conclusion. BACKGROUND Exchange risk results from a change in the rate of exchange between a host and a home country&apos;s currencies. Legitimate reasons exist for changes in the currency exchange rates among countries in a world with over a hundred different currencies. These reasons include: different economic growth rates, social factors, cultural heritages, and political motivations. The problem of exchange rate changes are perennial and exist whether the world operates on exchange rates or floating exchange rate practices. The cause of the problem is trade and international payment imbalances. If one accepts the premise that exchange rates fluctuate over time, then the mineral company financial executive faces a continual process of reassessment of the impact of exchange rate changes on the financial worth of his company. (1) The mineral company financial executive prepares balance sheets and income statements that are audited by certified public account- ants annually for shareholders, bankers, and tax authorities. The financial executive translates assets and equities denominated in foreign currencies into domestic dollars, e.g., Japanese firms convert to Yen, French firms convert to Francs, and so on. ThE prediction of the activity coefficient for a solute in a multicomponent liquid metallic solution based on measurements in the related binary systems has been the object of study for some time, particularly in iron-base alloys.1,2 Very few measurements, however, have been made on nonferrous systems; furthermore, measurements made for the specific purpose of testing various prediction equations are almost nonexistent. The measurements here described of the activity coefficient of cadmium in liquid lead alloys were directed toward this goal. One of the most direct means by which the activity coefficient can be calculated has been based on the independent influences of each solute. When solute metals i,j, k, and so forth are present, the activity coefficient, y, of one of these (i for example) may be expressed as a product of factors which represent the effects of each of the other components:

THE modulus of elasticity is defined as the ratio of stress within the proportional limit to corresponding strain. This property, as thus defined, is a constant for each kind of material; and in tension or compression is usually designated by the symbol E. The modulus of elasticity serves as an index of the stiffness of a material or a measure of its ability to resist change of shape under stresses not higher than the proportional limit. In view of the frequency with which the modulus of elasticity is used in engineering calculations, it is surprising to note the uncertainty that exists as to authentic values, and the marked lack of published information relating to the variation of the constant E within individual alloy systems. A value of 10,000,000 lb. per sq. in. has been quoted as representative of aluminum and its alloys. This value has been found to be approximately correct for pure aluminum and aluminum alloys in which the total percentage of the alloying elements is low, but seriously in error in the case of alloys that contain relatively large amounts of the alloying elements.

THE increased importance and value of chemical analysis in connection with metallurgical operations is largely, if not entirely, due to the increased accuracy of the analytical methods used for the quantitative determination of the foreign elements always associated with the metal operated upon. This applies especially in the working of iron and steel, and to the determination of the amounts of such elements as phosphorus, carbon, and silicon. The influence of greater or smaller amounts of these elements upon the physical properties of iron and steel will be better understood when the proper experiments shall have been made upon samples whose chemical composition is known with almost absolute certainty. From the present standpoint of analytical chemistry, it is easy to see that at least one reason for the failure of many attempts to solve this problem, is the inaccuracy of the analytical methods used. Even at the present time the frequent want of agreement (over and above the unavoidable error due to manipulation) between chemists working on the same sample, leads one to think that there is still at least a choice in the methods used. It is true that very frequently a faulty method in the hands of a skilful analyst may be made to give corroborative results

I DESIRE to call the attention of the Institute briefly, and by no means in the way of an exhaustive description, to the interesting developments recently made on the east bank of the Hudson River, in the mining of spathic iron ores. The mines to which I refer are those of the Hudson River Spathic Iron Ore Company, situated at Oakhill on Hudson, Columbia County, N. Y., five or six miles from the city of Hudson, and opposite the town of Catskill. The ore occurs in beds, constituting apparently members of the stratified series of rocks on that side of the river, coursing nearly north and south, parallel with the river, and dipping east. The principal outcrops are presented in a range of low hills, about one mile from the river, along the crest, on the western face of which the stratum of spathic ore is more or less exposed. The length of the line in this range, along which, at various openings the ore has been discovered in profitable quantity, is about two miles. To the northward, the hills are somewhat higher, and the stratification may possibly be disturbed, though the rapid examination of the locality which I made in November last did not, include any determination of this

Reagent control in flotation is more an art than a science. Operators vary the amount of re- agents used according to the metallurgy obtained. The amount of collector may be increased, for example, if tailings losses are high and decreased if concentrate grades are low. Often control decisions are based on only one assay, such as the tailings analysis by microscopic or quick assaying techniques. This method of control has given reasonably satisfactory results but is clearly far from perfect. No adjustment in reagent addition can be made until information is received that metallurgy has deteriorated, that is, until the optimum time for adjustment has already passed. The first adjustment probably will be an overcorrection or an undercorrection, and time will be required to establish the best new addition rates. The seriousness of the problem depends on variability of the ore. In ore of continually shifting composition and complexity, mill results will shift back and forth from excessively high concentrate grades and high tailings losses to excessively low concentrate grades and low tailings losses. Economic incentive for improved control also increases with increasing size of mill. Even a small improvement in percentage recovery in a large mill pays for expensive control equipment.

I HAVE the pleasure of exhibiting samples of the rock in which the South African diamonds are said to occur, for which I am in debted to Mr. Franz Groeger, of Vienna, formerly an assistant of the Royal Imperial Geological Institution, whose account of the general geology of Southern Africa was contained in a recent number of the proceedings of that Institution. The rock is apparently a sort of tufa, evidently of volcanic origin. Mr. Groeger assured me that it could be seen in situ, bounded by uplifted stratified rocks; and that diamonds had been mined from it, by means of shafts, some distance below the surface. Groeger calls it "greenstone-tufa," and says of it, in the proceedings of the Geological Institution, " it breaks through the younger members of Group III [lower Trias and Jura], . . .. and crops out in oval masses, filling fissures . . ..The occurrence of this tufa is not locally limited, but has been traced and proved already over a large territory." DR. HUNT remarked that the material looked like the trass of the Rhine region. He thought it a new occurrence for diamonds. He believed diamonds to belong to ancient crystalline rocks, although these materials might be brought tip by volcanic agency, and the diamonds remain unaltered. In the volcanic rocks of Auvergne, crystals of sapphire, zircon, and spinel are found; and yet no one supposes that these minerals have been generated by volcanic agency. He had had a conversation with Bertrand de Lom on this subject, who agreed with him that these minerals, being hard and resistant,

THE importance, to geologists and metallurgists, of knowing the mineralogical forms in which the silver occurs in ores has increased during the past few years, and will continue to increase as long as working hypotheses are converted into proved theories and rule of thumb methods are supplanted by scientific data. The methods used for the determination of these silver minerals have been: (1) careful study of polished ore sections with the microscope, and more recently, (2) metallurgical separation of the ground ore by flotation, tabling and panning, supplemented by microscopic examination of these separated minerals, and chemical analyses. During the course of some experimental work carried on by the testing department of the International Smelting Co. and myself, it becomes important to determine, in a general way, the distribution of the silver values in the minerals, as they exist in Tintic Standard and North Lilly siliceous oxidized lead-silver ores. These mines are in the East Tintic Mining District, State of Utah. In this work the second method was used. Differential flotation tests were run, separating the sulfide from the oxidized minerals, and the products were assayed. Various concentrates were carefully panned and the separated products assayed; special samples of ore were selected and assayed. The microscope was used only for the purpose of determining whether the individual minerals were in the so-called "free" state.

• Phelps-Dodge Corp. signed an agreement with the Defense Materials Procurement Agency to increase copper production from the east ore deposit of the company&apos;s Copper Queen branch at Bisbee, Ariz. The company agreed to undertake a $25 million expansion program, including construction of a concentrating and leaching plant at the Bisbee mine and enlargement of the Douglas smelter. The Government agreed to buy the first 112,500 tons of the first 150,000 tons produced at 22e per lb if the company could not sell at a higher price. The new facilities will have a yearly capacity of 38,000 tons and should be in production by late 1954 or early 1955. • American Smelting & Refining Co. has started construction of a new building to house the Central Research laboratory at South Plainfield, N. J. It will have approximately 75 individual laboratories and an equal number of offices and shops. Modern apparatus to be installed will include electron microscopes, electric and fuelfired furnaces, miniature copper refineries and zinc plants, wire drawing machinery, and large pilot plant laboratory. INTRODUCTION The design of engineering structures such as mine openings in and foundations on rock requires a knowledge of the constitutive laws governing the behaviour of discontinuous and layered rock masses. At the present time there are two main approaches for predicting the stress distributions and displacements in such engineering structures. In one method, the whole of the rock mass is discretized. The behaviour of the components of the rock mass, that is, the joints and the intact rock are modelled using analytical techniques such as the finite or boundary element methods. Typically the intact rock is modelled as a linear elastic material bounded by non-linear discontinuities. An alternative method of analysis is to describe the load-deformation properties of the jointed, layered or even reinforced rock mass in terms of smeared or equivalent homogeneous material properties. Such equivalent material properties may then be used to compute the stress distributions around openings and in foundations using standard methods of analysis such as the finite or boundary element techniques. Once the stresses have been obtained for the equivalent material, the stresses in the individual constituent layers or discontinuities may then be determined. Each approach to the problem has particular advantages. The first method is more likely to yield results which more closely represent the behaviour of the rock mass, since the behavioural responses of both the joints and intact rock are modelled. However, for many large or complicated geologic structures such an approach can become unweildy and uneconomical. In such cases, the equivalent

Transit A light weight, totally enclosed theodolite, especially designed for mining, has been placed on the market by Askania Werke, A. G. The instrument weighs only 41/4 lb and measures 51/8 x 71/2 in. without tripod and in a waterproof aluminum hood. It may be mounted on tripod or bracket without removing the protective hood. [ ] Standard equipment includes diagonal eyepiece rotating in all directions which eliminates need to be in line with scope for sighting and makes an auxiliary scope unnecessary for steep sights. The transit reads direct to 1 minute and may be estimated to 6 seconds by means of optical micrometer on both horizontal and vertical circles. The telescope in vertical position serves as optical plummet, sighting through an opening in the base. The instrument is shown above mounted for attaching to a pin driven in timber or rock, eliminating tripod or set-up bar in cramped quarters. The chain clamp in the lower picture is used on timber or steel ground supports. Complete with carrying case and set-up brackets, ready for use in a raise, it weighs less than 6 lb, and the protective hood remains on until the instrument is securely mounted.
