OFFICIAL Washington is gravely concerned over the adverse military situation caused by the all-out intervention of the Chinese Communists in Korea. What the policies of the United Nations and the United States will be in the new crisis is unknown. However, Stuart Symington, chairman of the NSRB, set the general pattern for mobilization in the near future when he said that this country would move from a "light gray to a dark gray mobilization." The implications of accelerated mobilization for the mining industry are particularly apparent with respect to the manpower situation. Revised policies recently initiated for the recall of reservists may be abrogated, in which case key personnel in the mining industry may face calls to active duty with insufficient consideration given to their indispensability to national defense in their present positions.

This acronym may be readily deciphered, and it represents the programming theme for the SME Sessions at the Centennial Meeting of AIME in New York in 1971. The Concentration Committee thus charged out to grab, to induce, and to accept volunteered papers within that framework. The program for the Concentration sessions is in and hopefully all deadlines will be met as specified in the instructions to authors. Without spelling out what is to be seen and heard in New York, how well did the Committee satisfy the theme described in the title? Perhaps it was by virtue of the international makeup of the Committee (Member Dan Pickett is with the Mines Branch in Ottawa) that an international slate of authors was assured. Four countries are to be represented-Bolivia, Canada, Italy, and the United States.

ENGINEERING has been taught at the University of Alabama for over a hundred years. The School of Mining and Metallurgy was authorized by the Board of Trustees in 1887 and four students were graduated in 1888. In 1919 the legislature directed that all mineral industry instruction in the state should be centralized at the University and designated the department of mining of the College of Engineering as the Alabama School of Mines and made financial provisions for carrying on both instructional and research work for the benefit of the mining industry of the state and for cooperation with the U. S. Bureau of Mines, which had established its Southern Experiment Station on the campus.

THERE are sufficient arguments and evidence to indicate that boron should be adsorbed to existing austenite grain boundaries during the austen-itizing treatment. Accordingly, it is possible that boron contributes to the hardenability of heat-treatable steels by the reduction of the interf acial energy of austenite grain boundaries, at which sites are nucleated heterogeneously the decomposition products of austenite. Such a reduction in interfacial energy would reduce the total energy that can be borrowed in these heterogeneous nudeation processes and thus retard the initiation of transformation. Meeting, of Jan. 22, 1915.-Dr. Albert R. Ledoux was unanimously nominated-by the Board as one of the representatives of this Institute upon the Engineering Foundation Board. The following Tellers to count the votes for officers and directors on Feb. 16, 1915, were appointed: David H. Browne; Arthur S. Dwight, and Bradley Stoughton; and the following Tellers to count the ballots, on the amendments to the Constitution: Arthur L. Walker, Max Roesler, and Burr A. Robinson. Karl Eilers was appointed a member of the Library Board of the United, Engineering Society, representing this Institute in place of C. R. Corning, ;resigned. The Pick and Hammer Club of the University of Oklahoma was established as an Affiliated Student Society. The sum of $150 was appropriated to the Columbia Local Section. The sum of $29.50 was appropriated to the Chicago Local Section.

US 4,194,729 - Sintering of iron oxide ore on a straight sinter belt. The upper strand of the belt is divided into sintering and cooling sections with windboxes for removing their respective gases. The main for collecting cooling gas is located beneath the lower strand and is connected to opposite sides of the windboxes, while the main for collecting sinter exhaust gas is located beneath the lower strand and connected to sinter section windboxes. The phrase "Clean Synthetic Fluid Fuels From Coal," implies that it is possible to obtain adequate and dependable supplies of fuel without sacrificing the quality of our air, water, and land. Because of the long lead times needed to develop technical feasibility, into commercial reality, however, vigorous efforts must be made now in order to do it. The available options for clean fuels include many exotic sources, like solar and geothermal power, fuel cells, and thermionic and thermoelectric systems. To solve the energy crisis, however, we have three basic energy criteria-abundance, reliability, and commercial availability by 1985. Only processes based on converting coal and oil shale to clean, synthetic fluid fuels can meet all three.

FOR two days preceding the Colorado Mining Association annual meeting, officers representing all interests of the lead and zinc producers hammered away at remedies for the ills of the industry behind closed doors at the University Club in Denver. For once in the stormy history of the industry, large and small producers alike came to agreement with an automatic sliding scale stabilization import tax. The proposal set forth in full on the following page, is not new being merely an amplification of the tariff arrangement whereby tariffs are imposed when the price drops below ceiling. Its advocates claim that it is simple, automatic, and flexible. It will give stability to the industry without subsidies and since no government bureaus will be required to administer it, there will be no cost to the taxpayer.

A new apparatus termed a "distribution analyzer" is introduced to ascertain the optimum conditions of electrostatic separation of minerals. It was found that with similar surface condition, testing environment and a constant feed rate of not higher than one layer of particles fed on the grounded roll of the separator, the behavior of each component mineral in a synthetic mixture or ore is roughly similar to that of the same mineral when tested alone.

THE late steel strike resulted in an unusual reversal of field when Brazilian interests shipped steel to the United States to assure completion of a blast furnace under construction in Cleveland for the national Volta Redonda mill. The furnace is one of the key factors in an expansion program scheduled to raise Brazilian steel production by 280,000 tons, bringing annual output to 1 million tons. The first consignment shipped to Cleveland included 500 tons of slab and plate steel, and was followed later by another 300 tons. Brazil wants to blow in the furnace by July 1, 1953, and the restricted allocation system brought about by the steel shortage offered a real threat to the deadline. Volta Redonda, established during World War II by Brazilian and American financing, accounts for more than half of Brazil's steel production.

Leslie Bullock (Engineering Consultant, Oak Park, 111.) — In reading over the paper, I find that I have no quarrel with the thoroughness of investigation of the points studied, but I am forced to question the selection of oxides from oxides as the subject of the investigation, the inclusion of silica gel as an example, and to question the validity of some of the conclusions. Separation of oxides from oxide, in minerals where the liberation of values is possible by grinding, are comparatively rare. Most oxides are only slightly soluble and the action of carbon dioxide or other acid forming ingredient in the air must be added to humidity to produce surface action. Silica gel is a very special synthetic substance in which the adsorption is determined by total surface, pore dimensions and temperature. Quartz is our most prevalent oxide and its action in electrostatic separation is far more sensitive to its three thermal transition points than to humidity.

Measurement has been made of the organic sulfur concentration in coal macerals using microanalytical techniques in the transmission electron microscope. This technique utilizes measurements of x-rays emitted by the sulfur atoms embedded in the hydrocarbon constituents and the bremsstrahlung x-rays generated in the matrix. It is a simple technique for thin specimens and yields reliable results. Although it can be used to measure the average organic sulfur content of coal, it is most useful in determining organic sulfur in extremely small volumes of material. Variations in organic sulfur content can be measured at a scale unimagined earlier. This TEM technique also has application for determination of organic chlorine, phosphorous, potassium and other elements often found distributed through the hydrocarbon constituent of fuels.

Despite the uncertain political situation in Katanga, copper and cobalt mining and metallurgical operations of Union Miniere du Haut-Katanga were normal at the time of this writing. In fact operations continued normal after Congo independence on June 30, 1960, with copper and zinc production for that year being slightly higher than in 1959. United Nations military operations from September to December 1961 resulted in death, shutdowns and damage to company persons and installations. Nevertheless, results for that year were only slightly off normal production. Moise Tshombe delared Katanga a separate state after Congo independence. Although there has been tribal unrest, the new State has enjoyed relative calm and normal industry by comparison with other parts of the Congo as a result of the firm hand of Moise Tshombe's government and the continued presence of Belgian officials and technicians.

IN mining in Malaya has been a courageous ad- venture in private enterprise, attended by all the hazards of prospecting in unexplored areas of tropical jungles-jungles that still cover four-fifths of the country. To assess the contribution of an industry to a country's revenue, it is necessary to consider not only duties levied on the products, but also the revenue from all businesses and individuals directly and indirectly deriving income from the industry. Exact figures are not obtainable, but from 1850 until shortly before the first World War, tin mining in Malaya was a dominant factor in the Federation's development. Even at the turn of the century, tin export duty alone represented 45 pct of total Government revenue, while in the 40-year period up to the end of 1937, tin ore duties collected by the Federated Malay States Government amounted to 383,- 81 0,284 Malayan dollars,* approximately one-fifth of the total revenue for the same period.

The Midvale Plant of the United States Smelting, Refining and Mining Company, situated twelve miles south of Salt Lake City, consists of mills for concentrating lead-zinc ores and a custom lead smelter. The milling department includes a 475-ton gravity mill for ores from the United States Mines at Bingham, a 100-ton Huff electrostatic zinc plant and a 60-ton pilot flotation mill for differential separation of lead and zinc. The gravity mill and electro- static plant are being replaced by a 600-ton differential flotation plant, now under construction, for differential separation of lead, zinc and iron. This new mill will have capacity for treating custom ores in addition to ores from the company's mines at Bingham.
