Mining, including quarrying, dates back almost to the dawn of history, beginning almost with the beginning of what we call civilization. State surveys date back about 100 years. Evidently mining flourished for thousands of years before state surveys were thought of. Why should it not continue to flourish without state surveys? First, it may be noted that as mining and civilization were contemporaneous, so state surveys and the science of geology were almost contemporaneous. As recently as 30 years ago the United States mineral laws were interpreted to mean that coal lands in the public domain were only those lands on which workable coal outcropped. The half billion acres of public land underlain by .coal but on which it did not outcrop were treated as homestead lands and open to settlement. Just what did the science of geology do to or for the mining industry? Until geology arose rocks or minerals or ores were where they were found. Their finding might be accidental, or might be the result of deliberate search or prospecting. In open, rocky country, with little or no vegetation, as in parts of the West, prospecting served very well, though at an enormous expenditure of human time and effort, if not money. The old saying that every dollar's worth of gold taken from the earth has cost two dollars may largely be charged to the time value of the usual method of prospecting. Geology changed all that. The science is still young and it still labors under handicaps of immaturity and early errors. Geology, however, has gradually been discovering the relations and conditions under which the several mineral deposits occur. Its elaborate studies of exhausted or nearly exhausted mineral deposits has done for it what human autopsy has done for medicine and surgery. Perhaps in no field is this plainer than in the oil and gas industry. Note might also be made of several important coal fields in England and on the Continent, in which the coal is everywhere deeply buried. Passing over the long period of growth during the past 100 years, geology today is prepared to offer the mining industry: first, a knowledge of the geologic conditions under which most minerals occur and to explore

The term "electrocapillary amalgamation" is used in this paper to designate amalgamation processes that depend upon electrocapillary phenomenon; i.e., the action of an electric current upon the surface tension of mercury at the contact with aqueous solutions. Electro-capillary amalgamation is selected as a name for these processes because the electrocapillary phenomenon has been found to be the effective agent in the use of sodium amalgam, as well as in the various processes using an electric current from a source outside of the amalgam. Amalgamation processes that depend upon supplying an electric current to the amalgam from an outside source, such as batteries and generators, have previously been called electrical amalgamation processes. There has been a tremendous amount of experimental work done on amalgamation processes involving the use of an electric current, as shown by the large number of patents issued on these processes: the earliest in 1885 and the latest in 1934l. Regardless of all the experimental work, the fundamental principles causing the operation of electrocapillary amalgamation processes have not been described. The explanation usually given is that an electric current keeps the amalgam bright and clean. Patent No. 328532 states: It is well known that when amalgam plates are used for collecting gold and silver from their ores the surfaces of these plates are liable to become tarnished or sickened by certain substances contained in the ores or in the current of water which is employed to carry the ore over the plates, and that in this condition they are unfitted for amalgamating the particles of gold and silver. To prevent this and to keep the surfaces of the amalgamation plates always bright and in a better condition for catching and amalgamating the particles of gold and silver I employ electricity in the following manner: . . . A similar explanation is given 49 years later, in patent No. 1953364: The sodium (Na) ions lose their charge at the cathode becoming sodium atoms, which do not react with the electrolyte, but follow the grounded electrical current through the mercury body producing in their passage sodium amalgam and liberate themselves in the amalgamation compartment when brought in contact with the fed

Michigan has had another record year. Its production has been maintained by the development of fields discovered in 1938. Two minor fields were listed as discoveries in 1939. These are in the southwestern part of the state, where the greatest drilling activity took place. During the year 1465 tests were completed, of which 828 were oil wells, 56 gas wells and 581 dry holes. The four southwestern counties—Allegan, Ottawa, Kent and Van Buren—had 1077 tests drilled, while nine other southwestern counties had 70 tests, making a total of 1147 for this part of the state, 78 per cent of all drilled during the year. Michigan's production of 23,400,000 bbl. during 1939, equal to an average daily production of 64,110 bbl., exceeded 1938 by 4,655,000 bbl., thus establishing another annual record, which brought the cumulative amount for the state to a little over 125,000,000 barrels. A map showing location of Michigan oil and gas fields was published in the TRansactions in 1939 (Vol. 132, p. 353). Active Oil Fields.—The Walker field, near Grand Rapids, Kent County, had a rapid development during the year. Traverse limestone production was discovered here in September 1938, and development has been rapid during 1939. At the end of the year 5500 acres have been proved by drilling. The Traverse limestone is found in Walker field at a depth of about 1810 ft. The Temple field, Clare County, was the most active in Central Michigan. Its production is from the Monroe dolomite at a depth of 3890 ft. In this field 2500 acres have been proved by 125 producing wells. Michigan's largest producer for 1939 was drilled in the Temple field, with a rated potential of 8760 bbl. per day. The Wise field, Wise township, Isabella County, discovered in 1938, had a steady and orderly development because the operators agreed on a staggered 20-acre spacing program. So far 760 acres have been proved for production from the Dundee limestone, found at 3650 feet. The object of this paper is to describe, as concisely as possible, the methods of sampling and ore estimating used at the Copper Queen Branch, Phelps Dodge Corpn., as applied to the Copper Queen mines at Bisbee, Ariz. Because of the difference in occurrence, manner of prospecting, and methods of mining, the sampling and estimating practice falls into two divisions: That for the underground operations, and that for the Sacramento Hill steam-shovel operations. The orebodies of the Warren district may be divided into three main classes: Replacements of limestone, replacements of porphyry, and replacements of contact breccia. The first class is more or less intimately related to porphyry intrusions, although in badly fractured country this relationship may not be well shown. These orebodies are mainly oxide and carbonate ore and very irregular, both in size and outline, although usually roughly lenticular and following the bedding of the limestones. There is usually quite a sharp boundary between the ore and waste in the carbonate and oxide orebodies and sampling is not necessary to determine the limits of commercial ore. In the sulfide orebodies, it is exceedingly difficult, without sampling, to determine the boundary between commercial ore and the surrounding low-grade or barren pyrite. Calculations made a few years ago showed that these orebodies had an average thickness of 35 ft, As some of the orebodies are from 100 to 300 ft. thick, it can be seen that the smaller ones form a difficult prospecting and estimating problem. In the replacements in porphyry, both underground and in Sacramento Hill, the boundary usually cannot be determined without sampling. There is a gradual decrease in value until barren material is reached; this gradation may occur within a short distance or it may extend for several yards.

Rapid advances in any branch of science often follow the development of new instruments or techniques which permit the scientist a closer look at the material in which he is interested. With the development of the polariz¬ing microscope, modern petrology was born. The resolving power of the microscope, however, was not great enough to enable the geologist to dis¬tinguish or identify the material now known to be minerals which constitute the bulk of the rocks known as "clays" and laterites. The discovery of X-rays and the development of powder X-ray diffrac¬tion techniques provided the extra resolving power necessary to get "a closer look" at the minerals in the clays and laterites. These techniques are largely responsible for the great strides made in the past two decades in the identification of the clay, sesquioxide and hydroxide minerals. To obtain an X-ray diffraction. pattern of a mineral or rock is relatively a simple procedure, but to interpret this pattern in terms of crystal structure or min¬eral identity is quite another matter. It has taken the combined talents of physicists, physical and colloid chemists, mineralogists, and geologists to unravel the identity of some of the minerals in these complex rocks and, as this symposium will indicate, many more problems remain to be solved. To assist in the identification of these minerals, we have the ever-useful microscope, which, is supplemented by the development, only in the last ten years, of differential thermal techniques and the powerful and costly "eye" that enables us to see the shapes and sizes of extremely small particles -the electron microscope. To this array of equipment must be added such gadgets as supercentrifuges, spectrographs, and the apparatus necessary for chemical analytical work. Obviously, not only is it difficult for any one man to master all of the techniques to the point where he can do competent re¬search, but also few institutions are able to provide the high capital outlay for purchase and maintenance of suitable equipment. Here we clearly see that if this equipment is to help us solve our many problems, a close co¬operation of specialists from various institutions and industry is essential. This, however, is less than half the problem. If the geologist is going to learn to intelligently find, and the industrialist to intelligently and eco¬nomically exploit the materials that constitute a large part of the mineral wealth upon which our way of life is based, we must get a better insight into

THE Duquesne property of the Callahan Zinc-Lead Co. is about 20 miles east of Nogales, in southern Arizona. One mine is near the mill, but most of the mill feed is hauled in by truck from a number of small mines. The same sulphides are found in all the ores, in general, but the amounts vary considerably. All ores contain silver, copper, lead and zinc minerals but one mine ships ore high in silver and lead and low in copper and zinc; while another mine ships ore high in copper and zinc, and low in silver and lead. The common sulphides are galena, carrying most of the silver; chalcopyrite; sphalerite, carrying iron in solid solution; and pyrite, in a gangue consisting of limestone, quartz and garnet. Mineralization is fairly coarse. At the present grind of about 66 per cent minus 200 mesh most of the sulphides are liberated. A small amount of chalcopyrite is locked up with the sphalerite and cannot be liberated at an economic grind, and the copper carried into the zinc concentrate with the sphalerite accounts for the comparatively poor recovery of copper in the copper-lead concentrate. PRODUCTION OF TWO CONCENTRATES The milling problem, which was complicated by the extreme variation in the grade of the feed, was first attacked with the idea of producing a silver-copper-lead concentrate and a zinc concentrate, both with satisfactory grades and recoveries. By February I94I, it was felt that these objectives had been attained, when the grades of the various products and the recoveries were as shown in Table I. [ ] A rough outline of the flowsheet and reagents used is as follows: Minus ¾ -in. feed to a 7-ft. by 36-in. Hardinge ball mill working in closed circuit with a 36-in. Wemco classifier. The classifier overflow passes to the second cell of an 8-cell bank of No. 18 Special Denver Sub-A flotation machines (volume, 22.5 cu. ft. per cell). A rougher concentrate is removed from the second to the fifth cells inclusive, and returned to the first cell, which is the cleaner. The many complexities arising from our present oil pool proration systems emphasize the need for a suitable standard of property rights. Attempts at conservation and unitization agreements have frequently failed because of the lack of such a standard. The necessity of reducing production to consumption has caused umpires, committees, commissions and other governing bodies to allocate the production of flush fields among the respective owners. The methods of allocation vary widely and conservation of underground reserves is frequently neglected or misused. Critical economic conditions increase, rather than modify, competitive methods. In some fields we have irregular and uneconomically close well spacing. Many operators drill unreasonably large holes, take excessive sand penetrations or leave their wells untubed in order to secure higher potential open-flow tests than their offsets. All of these practices result in economic waste and frequently damage to the pool. Regardless of our agreement with the fundamental principles of proration or unitization, both are actual necessities in many of our present economic situations, and we are in urgent need of a suitable standard of rights to facilitate and simplify their operation. The problems pertinent to unit management are simple and of daily use in many partnership enterprises, but the problems of fair and proper division of production under either proration or unitization are, as yet, subject to controversy. The rights of respective owners must be ascertained and standardized before we can eliminate wasteful practices and still preserve constructive competition in our industry. Valuation of Tracts In a recent unitization conference it was found that each participant had a different basis for calculating the relative values of tracts. Some of these assumptions were as follows: 1. Unrestricted open-flow operation to abandonment. 2. Current proration system to abandonment.

Since the earliest discoveries of oil in the Rocky Mountain area the spirit of cooperation in drilling and production programs has prevailed. There has scarcely been a field which has not been developed in an orderly manner through mutual agreement between competitive operators. An appreciable saving has resulted, as many unnecessary wells have been eliminated. We have unit operation plans and agreements which were developed at an early date. Rock River, found in 1918, has been a unit operation. One of the first prorate agreements ever attempted was made in Salt Creek in 1921. Teapot, first developed in 1922, has been a unit operation; the lessee, the Government, and the lessor, one operator. South Casper Creek, found in 1918, has been developed as a unit. Rex Lake, found in 1923, is a unit operation. The list might be extended materially but it serves to indicate that the Rocky Mountain region enjoyed the fruits of unit operation at an early date. It is concluded from this unitization study in the Rocky Mountain region that there is an appreciable saving in both development and production costs as well as the elimination of waste of a natural resource. Certainly, when unit operation conserves an irreplaceable natural resource as well as capital, any legal or political impediment to its successful development will be overcome. If one company supervises the operations in one field, it appears to be a unit operation. This may not be true if the lands involved have been leased from a great number of lessors. Royalty holders create a most intense competitive operation. The Rocky Mountain region has its full quota of such diversified interests. The original study calls for consideration of two types of fields, unit and near-unit operation. This Committee has felt that if an agreement of any character has brought about a saving it is an approach to unit operation. The fields have been classified into four types: 1. Unit Operation.—Any field whereby the competitive drilling-drainage feature is or will be absent in the development and operation of the pool.

At least three million ounces of placer gold has been mined from hundreds of deposits in the Southwest since the 1600's. Nevada, the most productive state, produced about 1,700,000 oz. Most of the placers are in accumulations of unsorted, coarse, angular gravel in gullies, dry washes, and on hill- sides. The gold is mixed with debris from the adjacent bedrock and is typically concentrated at or near bedrock or on clay layers or caliche-cemented gravels above bedrock. The most extensive and productive placers are thick accumulations of debris in well-defined stream or gully channels, in alluvial fans at the edges of the range fronts, or as thick residuum on hillsides. With very few exceptions, the gold has been transported only a very short distance from the source. Numerous small high-grade gold-quartz veinlets, rather than single large lode deposits, are by far the most common source of placer gold. Most placer mining consisted of small-scale one-or two-man operations using rockers, pans, and sluices when water was available and dry-washing machines when it was not. Where gravels were deep the miner would dig shafts to bedrock and drift along the paystreak. Large-scale operations in the major districts utilized floating or stationary dredges or, more rarely, hydraulicking to mine extensive deposits. An adequate supply of water for efficient concentration of gold has always been a major problem in the Southwest. To overcome this problem, difficult and sometimes ingenious techniques were used-pipelines to carry water for miles to the placer area were constructed, or gravel was hauled to central washing plants where water was available; numerous designs of dry-washing machines were invented. In some districts, attempts to mine the gravels by large- scale operations failed because the gravels were too wet for dry concentration methods, and no water was available for wet methods; or, when water was available, the gravels were too porous to retain sufficient water in the dredging pond.

WHEN dealing with a new reagent, one is concerned with three principal factors: available supply, cost, and results. The atmosphere contains an inexhaustible supply of oxygen mechanically mixed with nitrogen (omitting rare gases and minor impurities) in the proportions of one volume of oxygen to four volumes of nitrogen. (All figures are based on slide-rule precision and minor impurities are neglected.) Expressed in terms of weight, 1 ton of oxygen represents a volume of 22,500 cu. ft. and is contained in a volume of 112,000 cu. ft. of air. Water, also an inexhaustible supply, is a chemical compound containing 89 per cent. oxygen and, 11 per cent. hydrogen. Of the hundreds of schemes proposed for the enriching of air or separation of oxygen, nothing of value has yet appeared. From the standpoint of mechanical separation, liquefaction followed by rectification is the only process that has been developed to a really commercial stage. Theoretically, it should be a .simple matter to separate the mechanical mixture of nitrogen and oxygen; but fractionation can be performed only by converting to the liquid phase and this phase can be obtained only at lower than critical temperatures. The problem, therefore, is not so simple and the cost of the actual operation bears no relationship to the theoretical simplicity of the process. The largest single unit of the required apparatus so far placed in commercial use will handle only 60,000 cu. ft. of air per hour through a compressor which operates at a little over 250 lb. per sq. in. After this apparatus has operated continuously for 14 to 18 days it must be shut down for 6 to 8 hr. to be thawed out, have accumulated impurities removed and again cooled down for production. The cost of such a unit erected in batteries, with necessary spares for maintaining production, and including prime movers, hoisting and all auxiliary equipment, will be about $125,000. To produce one ton of oxygen per hour requires two operating machines of this size; and if the production is to be absolutely continuous a spare unit must be provided. To operate a plant of two units requires 10 or 11 men, excluding boiler attendants, if steam is generated in the plant.

AT high temperatures a deformed polycrystalline metal shows grain-boundary displacement in preference to slip lines.' This has led to the conclusion that overall strain at high temperatures is produced chiefly by grain-boundary displacement. Detailed microscopic examinations of individual grain boundaries have shown many interesting ways by which their displacement occurs; sometimes no grain deformation was observed except possibly in the immediate neighborhood of the boundary. However, X-ray examinations show that at high temperatures subgrain formation occurs;Y he process, generally called polygonization, results from lattice bending and the subsequent climb of dislocations to form low-angle boundaries. Quantitative measures of the grain-boundary displacements show that they make a minor geometrical contribution to the overall strain; the major contribution is made by grain deformation."'" A relationship between grain-boundary displacement and grain deformation was suggested by McLean, who showed how the degree of polygonization would determine the amount of grain boundary displacement: and by Dorn, who showed that for a given creep stress, the amount of grain-boundary shear was related to the overall strain and was independent of temperature.' Although the grain-boundary displacement may make a small geometrical contribution to overall strain, it may still be the rate-controlling factor in high-temperature creep. If in general grain-boundary displacement and grain deformation are dependent quantities, then the designer of a creep-resistant metal would like to know whether it is more desirable to strengthen the matrix of the grain or to increase the strength of its boundary. The widespread interest in the relationship between temperature and grain-boundary displacement makes it desirable to test the generality of Dorn's result6 that the ratio of grain-boundary displacement to overall strain is independent of the temperature for a given creep stress. In this investigation p-brass was used because it produces sharp grain-boundary displacements above 400°C. Since B-brass undergoes an order-disorder transformation which abruptly strengthens the grain, it is an excellent metal for determining whether grain-boundary displacement or grain deformation is the rate-controlling factor in creep. This paper considers certain aspects of the acid bessemer process, particularly in its relations to the duplex process—that combination in which the pig iron is first desiliconized and decarburized in acid bessemer converters and then dephosphorized in basic open-hearth furnaces. The acid bessemer process employs an acid-lined converter and produces an acid slag. The blow is usually thought to eliminate the silicon and manganese as oxides and then to burn off the carbon as carbon monoxide On account, however, of the relatively large amount of metallic iron present in the converter, compared with the relatively small amount of the impurities it is desired to oxidize, the first reaction in the converter probably is the formation of iron oxide, which dissolves in the bath and acts as an oxygen carrier for the silicon and carbon. As soon as iron oxide is dissolved throughout the bath, the oxidation of silicon commences; but in the early stages of the blow the mass law would indicate that iron oxide must form first, and this oxide probably increases up to some saturation point. The molten metal in the converter from the early stages of the blow right through to its completion remains basic, while the slag produced is siliceous. This fact is shown by the corrosion of the acid bottom and the tuyeres, which is greatest at the tuyere orifice where oxidation is most active and where there is the most iron oxide. Why does this acid bottom corrode? Because it is attacked by a base. The thought, therefore, suggests itself, why not. make the bottoms of basic or neutral material?' As the converter slag is acid, those parts of the converter coming in contact with the slag should be acid; but those parts of the converter that are in contact with the molten metal saturated with metallic oxides should be basic. or neutral. Bessemer operators have for some time tacitly admitted this condition, for the blast pressures have steadily increased with the object of keeping the metal in suspension, and so preventing bottom corrosion; if the molten metal were not basic, it would not attack an acid bottom. In addition, the tuyeres are bunched together at the middle of the bottom and a clear space is left around the outside of the bottom; if tuyeres are placed too near the side walls the

In the year 1875, the Pennsylvania Supreme Court, acting on incorrect information concerning the production of oil and gas, established what has become the law of the land for the governing of oil production. While the decision was ideal for the refining monopoly which was completed in that year, there is no evidence that the court was in any way influenced by that refining monopoly. The evidence indicates that the court accepted the view of the royalty owner and independent oil producer. Throughout the life of the refining monopoly it accepted this law, which was so evidently to its advantage in securing cheap raw material. The same policy continued until the development of the exhaustion theory and the entry of the various units of the former monopoly into the production of crude oil. It is curious that no one doubted the new theory of shortage sufficiently to feel the need of changing the law. When the theory entered the economic field sufficiently to raise crude oil prices beyond justification it shortly disproved itself, but by this time the question of split ownership in producing fields made a change from legal error to justice too complicated to be undertaken by the large companies. Not even the ardent advocate of unit operation dared to carry the question to the United States Supreme Court, which has never been asked to pass on the complete question. The impossible position of the producing industry, hemmed in on one side by court law compelling wasteful production and on the other by the national law against cooperation, lasted until the demoralization of 1927 led to cooperation within a state and under state guidance. Since that time control of production has grown with the bringing in of each new field and at this time has the active support of the Department of the Interior in such ways as are definitely legal. As in 1875, the royalty owner and independent producer are opposing by all possible means the rational conduct of the business of producing crude oil. THE position of the coal industry has been affected by a wide variety of developments in the production and use of energy. The tempo of development and change has been increasing and the end is not in sight. Legislation is currently being proposed for commercial use of atomic power, and the employment of atomic energy in significant quantity will probably occur about the same time as the decline in production of petroleum and natural gas. But these developments are in the future and have little immediate effect on utilization and marketing of coal. While no one should try to suppress or retard the development of a new and economical source of energy, both the coal and private utility industry should be allowed to question how the nuclear power is to be used, who is to use it, and who is going to pay for it. The taxpayers have a monopoly on fissionable material and the knowledge to employ it. Any commercial use must stem from this source. It is not hard to visualize either taxpayer- subsidized private utility atomic power plants on one hand and super TVA's on the other. In view of the gains of gas and oil in the home heating field, it is interesting to compare the 1940 and 1950 census reports on the kind of fuel used for heating in occupied dwelling units. Table I shows that whereas coal provided 77 pct of the fuel for central heating (furnaces and boilers) in 1940, it was down to 45.4 pct in 1950. However, only about 1 ½ million units were lost in this 10-year period.

IT is intended to discuss in this paper the protection appliances used for high-temperature pyrometer installations involving the use of platinum couples and describe some of the characteristics of a new carborundum protection tube. Of all the components that go to make a complete pyrometer installation, the one given the least attention and the one about which there is the least exact information is the outer protection tube. This condition is unfortunate as much, and in some cases even the success of the equipment as a whole, depends on the proper type of protection. In the majority of cases, the installation is allowed to operate without attention until some part of the apparatus breaks clown. The outer tube is the component that usually fails and, more often than not, the failure causes breakage of the porcelain protection and ruin of the couple. This condition should be recognized and studied as it has a very important bearing upon the upkeep cost of pyrometer equipment. The cost of the outer protection tube is small compared with the cost of the platinum couple and procelain protection and it would well repay users of this type of equipment to replace their outer protection tubes at certain definite periods, which experience shows is necessary to prevent destruction of the platinum. Speaking generally, platinum thermocouple equipment is used for measuring temperatures over 2000° F. (1094° C.), and is used extensively for the control of brick and pipe kilns, glass pot furnaces, glass tank furnaces, heat-treating furnaces, open-hearth furnaces, and forge furnaces. A satisfactory protection tube must be sufficiently refractory not to soften at the maximum temperature within the furnace. It must be resistant to cracking clue to temperature changes, should be as nearly gas-tight as possible, and should be made of a material with a high thermal conductivity and great resistance toward erosion by the furnace atmosphere.

Not much more is known about concrete today than was known to the Romans. For all the research only better tools have resulted to measure the quality of the materials that go into it." In this paper "some of the materials for lightweight concrete and their characteristics are considered and effort is made to indicate their effect on the end result — a structure of lightweight concrete." Lightweight concrete had noble beginnings. It is believed that the first specification for lightweight concrete was written by the Roman Emperor Hadrian in the early years of his reign, 117-138 AD. Hadrian, was an engineer by trade and an Emperor by adoption. He took considerable interest in the structures sponsored during his reign, even to the point of working out the structural details and preparing working drawings for some of the more prominent works in the vicinity of Rome. In order to reduce the dead weight of the 140 ft diam dome of the Pantheon he specified that the lightweight structural concrete members supporting this concrete and tile composite dome were to be fabricated from a concrete containing pumice and scoria. Still standing after 18 centuries of abuse, this structure has been described as the master effort of a great structural genius, the ultimate achievement of Roman engineering skill.' The Romans were the first to employ many concrete techniques we think of as modem innovations. Some unnamed superintendent noted that when a carefully measured amount of pigs blood was measured into each batch of concrete during mixing, the concrete was more durable and exhibited much better resistance to freezing and thawing climates. He no doubt, attributed this success to the appeasement of one of the gods who in return provided protection for the building containing this sacrificial offering in its walls. It is known today that the blood-entrained air in the concrete tends to make mixtures more workable, resistant to moisture penetration and more resistant to frost damage.

This paper describes the sources of funds required by the petroleum industry to finance capital expenditures and also presents a discussion of the effect of rising construction costs on these expenditures. The petroleum industry obtains its capital funds from several sources: (I) internal, from retained cash earnings; and (2) external, from borrowings and the sale of securities to the public. The upward trend of capital expenditures of the petroleum industry is caused in the main by the influence of two powerful factors: (I) the physical growth in the demand for oils; and (2) the rising cost of drilling wells and constructing refineries, pipe lines, and other facilities. The segregation of these factors is accomplished by deflating the actual capital expenditures so that they are shown in terms of 1939 costs and then subtracting the adjusted series from the actual figures to yield a set of data representing the expenditures made on account of higher costs. Rising costs affect prices and the portion attributable to this factor had to be generated from the cash earnings of the industry, which called for higher oil prices. Introduction Capital may be defined as "wealth employed in or available for production." All production requires capital. Expanding industries require more capital than static ones, and technological industries employ more capital than. those in which little equipment is needed. The petroleum industry is both rapidly growing and highly technological, and, being a large industry, its capital requirements are prodigious, amounting to about one-seventh of the total of all American business, excluding agriculture.* Capital formation may be defined as the method by which the wealth or capital needed in the productive processes is created. There are various ways in which capital funds may be obtained but there is only one way in which capital can be created—out of production in excess of consumption, that is, savings. The physical realities are simple, but the monetary concepts are complicated because the mechanism of credit can draw upon future savings. It is often written that the purpose of any mining operation is to produce efficiently, safely, and profitably, and always to search for more efficient, safer, and more profitable methods. To provide for continual improvement, an attitude that is not only reasonable but also imperative, there is an obvious need for a high standard of competence among the ranks both of supervision and of those being supervised. It naturally follows that, to achieve this standard, planned training in every level of an organization is a definite necessity. There are many factors involved in the need for training, and the scope of a program is influenced by answers to such questions as: "What is the geographic location of the project?" "What are the duties of each job?" "What is the source of the working force and supervision?" "What are the hiring standards for various jobs?" "What is the availability of trained personnel?" "What is the availability of outside training facilities?" The approach in this chapter will be to consider a need for a maximum of training, and it may be applied by the reader to whatever extent is considered necessary in each individual situation. 14.2-1. Administration. It is a basic responsibility of every supervisor at all levels to train those who work for him. However in a very extensive training program, which involves supervisors and the working force, includes both compulsory and voluntary participation, uses outside and in-plant methods, and where the increasing complexity of jobs requires more specialization, the establishment of a training department is definitely war- ranted. This will consist mainly of instructors for related classroom training and preparation of manuals, etc., and the necessary clerical help. Introduction THE use of roll scale in the Bessemer process dates back, to the "best of our knowledge, at least 20 years. It was first used by the Ohio Steel Co.; Youngstown, Ohio (now the Ohio Works of the Carnegie Steel Co.) under the direction of Sam, MacDonald, Superintendent of the Bessemer Department at these works. Two 10-ton vessels and one blowing engine capable of blowing one heat at a time were employed. The object of using the scale was to -shorten the length of the blow; or in other words, to increase the production with the same equipment. Various means were tried out for introducing the roll scale into the bath of molten iron: It was shoveled into the vessel before the heat was charged, so that the metal would flow over the scale; it was shoveled into the bath after the vessel was turned up; it Was dumped into the empty iron ladle by the wheelbarrow-load, and at times wars dumped on top of the molten metal in the iron ladle. But the practice of introducing the scale into the iron ladle had to be abandoned on account of danger from explosions and of skulling the -ladles. It was soon learned that the proper place to charge the scale was in the empty vessel, so that when the molten iron was poured into the vessel it flowed over the scale, causing a considerable reaction to take place before the heat was turned up. Eventually, cylindrical chutes similar to those now in use were installed. Into these chutes the scale is dumped and carried into the empty vessel. Before this convenient means of introducing the scale was adopted, the Ohio Works had satisfactorily demonstrated that roll scale would increase production, by blowing 107 heats in one 12-hr. turn (1,087 tons) with one blowing engine, blowing one heat at a time; whereas, prior to the use of scale, the best practice at these works was about 80 heats under the same conditions.
