INTRODUCTION Chevron's Uranium Mill is located near Panna Maria, Texas; 70 miles southeast of San Antonio. Designed by Kaiser Engineering, the Mill will process a nominal 2500 dry T.P.D. of uranium bearing ore containing 15% uncombined moisture. Earl Torgerson, San Mateo, California, is the consulting metallurgist on process design. Feed to the plant consists of a mixture of high, medium and low grade sandy day ore; the average grade of the ore will be 0.7% throughout the life of the project. The ore is delivered to the mill via truck and stored by type in individual piles on a flat storage area. The ore is fed by conveyor to a semi-autogenous grinding mill. The SAG mill discharge slurry is pumped either to a storage tank or to the first of five mechanically agitated leach tanks where both H2SO and NaC103 are added. Following leaching, the slurry is mixed with thickener No. 2 overflow before being pumped to a six-thickener, countercurrent decantation circuit where the solution containing uranium is separated from the leach residue. The residue is washed essentially free of solubilized U308 values at the sixth thickener and discharged to an adjacent tailings pond. The first thickener overflow, containing approximately 0.4 grams U308 per liter, is filtered for clarification and sent to the liquid ion exchange (solvent extraction) section. The pregnant aqueous solution is mixed with organic solvent containing amine on which the complex uranyl sulfate ions are absorbed. The immiscible aqueous and organic solutions are mixed and separated in each of the four stages of solvent extraction. The final pregnant organic is directed to a stripping section. A strip solution containing (NH4)2S04 (ammonium sulfate) and NH4C1 (ammonium chloride) is contacted and separated from the organic in each of the four mixer-settler units. The strip solution is mixed with NH3 and the uranium precipitates along with trace amounts of sulfate, chloride, and ammonia. After washing in a thickener, the uranium precipitate or yellowcake is centrifuged and dried in a multiple hearth roaster. Overflow from the yellowcake thickener is recycled back to the stripping section of the solvent extraction circuit. The dried yellowcake concentrate contains more than 98% U308; diluents include H20, ammonia, chloride, etc.. Impurity concentratons in the product are sufficiently low, after drying, to permit direct shipment to refinement installations. ORE RECEIVING Ore from one or more mines will be stored on a pad adjacent to the uranium processing mill. Ore stored in the area may total 200,000 tons or more, which is equivalent to over a two month treatment reserve for the mill. In addition to providing surge capacity, the proposed storage facility permits natural oxidation of the ore and affords an area which, in turn, improve plant U308 recovery and reduces consumption of oxidizing reagents. The uranium bearing ore is segregated at the storage area into several distinct types. One group can be identified by its sandy, clay-like matrix and will be distinguished by its U308 concentration of high, medium, or low. Other ores contain substantial quantities of carbonaceous shale, typical of ore in the area. Feed is recovered from any one or combination of piles, in accordance with operating requirements and recovery factors. The run-of-mine ore, at 15% moisture, is transferred to a stationary, 24-inch by 24-inch grizzly. Undersize material falls into a 280-ton surge hopper located below grade, while oversize material is removed for preliminary size reduction. A sump-pump is located at the reclaim hopper to recover excess mositure and ore spillage for processing. Plant feed is continuously drawn from beneath the hopper at an average rate of 120 tons per hour by means of an apron feeder. The hopper is equipped with a low level safety system to protect the apron feeder assemble. The ore is transferred to a belt conveyor, elevated and discharged into a semi-autogeneous grinding (SAG) mill. Water addition at the discharge point is automatically controlled by a feed rate, moisture analyzer system located on the belt conveyor. GRINDING Minus 24-inch ore, at a rate of 120 mosit tons per hour and cyclone underflow at a rate of 137 moist tons per hour are combined with a controlled 186 gallons per minute fresh, warm plant process water. The mixture, at an average 68% solids, is fed to the SAG mill. The viscous mass is subjected to grinding at a temperature moderately above ambient resulting from use of the 140ºF well water. The 16.5'x5.0' Marcy Mill is driven by a 500 H.P. A.C. Motor. The mill will rotate at 73.4% of critical speed or 14.06 R.P.M. Eight percent of the mill's volume will be occupied by steel grinding balls; 22% by pulp. The mill is designed to rotate in either direction, in order to obtain maximum lifter and liner life. The SAG mill is equipped with a trommel having ½ -inch slots for removal of oversize material at its discharge and the large or oversize material is collected and either recirculated periodically or discarded. The undersize slurry is diluted to 64% solids with the addition of hot well water or mine water to the mill discharge sump. The flow is automatically controlled utilizing data from a gamma density meter. The slurry from the mill discharge sump is pumped to hydrocyclones to classify the particles. The purpose of this paper is to review and discuss some of the less evident and sometimes neglected opportunities for progressive developments in coal research. While a great deal of both promotional and technical information flows from some areas of coal research, output deficiencies in other areas of activity have reached a magnitude where important developments have been, and will increasingly be, unfavorably affected. These areas mainly involve coal mining and preparation. Some recommendations for the intensification of effort in these areas follow: Coal Mining While a huge tonnage of in-the-ground coal is assured, the location and distribution of these tonnages are becoming less favorable. The easy-to-mine coal which is located in or near population centers has been, or is being, mined. The vigor with which the less accessible reserves are recovered by the mining industry depends largely on the condition of the coal market at the time of mining. Hence, during a buyer's market, the commercially oriented mining industry is compelled to mine the easier and less costly reserves. Conversely, during a seller's market, the need to rapidly expand production results in more difficult mining and higher cost coal as few obstacles are encountered in finding markets. Hence, a seller's market tends to enhance the recovery of reserves while a buyer's market does not. One reason for today's fuel supply problems is that the Nation has recently emerged from a long-term coal buyer's market which lasted from about 1950 to 1968. During that period, national policy caused severe production cutbacks which regretably drove the industry to mining only the more accessible and better quality reserves. Often in order to remain in business, many hundreds of millions of tons of more difficult to mine reserves were abandoned and lost behind caved areas. Many of these reserves are close to population areas and would not have been lost in a more stable economic climate. It is difficult to fully account for all the impacts that were caused by the great buyer's market of the 1950s and 1960s. Besides the obvious loss of reserves that were once considered national wealth, the mining of better reserves tended to produce a generation of technically optimistic mining people. Mining people frequently became accustomed to looking at nothing less than outstanding mining conditions as a result of the declining market. Many are now and have long since received a re-education in the other half of mining. Going from many years of mining accessible, select and easy-to-win reserves, to the crash-driving of development entries in reserves that were considered unworthy of mining during 50s and 60s, frequently results in a much higher rate of encounter with in-seam and out-of-seam rock as well as with coal-deficient areas or "washouts." Intensive entry driving activity and compulsory non-selective mining in sometimes lean reserves were brought on by the need to rapidly open up new supplies of coal. Working under these requirements presents a continuing reminder that much more needs to be known about the relatively esoteric art of planning the best direction for driving entries in order to insure that a more consistent and greater supply of coal is available during early mine development. All of the preceding discussion tends to point to a need for a better estimate of those reserves of coal that are likely to be mined in the future. Such estimates should not be limited to the compilation of the amount of coal in the ground; but, where possible, should also include information concerning the capability for producing this coal. After all, a coal seam of ample thickness may have a degree of thickness variability, undulation, bad roof or floor, so as to make what would otherwise appear to be an attractive mining condition untenable. Underlying the problem involving the feasibility of producing known reserves is the need to develop better methods for the characterization of coal seams and associated lithotypes, based on drill core data, once at area is selected for mining. Reserves and their characterization involve aspects of exploration technology that are frequently considered mature. The resulting technological deficiencies may be the main reason why coal exploration frequently does not end with core drilling of a property, as it should, but extends into the mining operation during the driving of development entries. When exploration is extended to the driving of development entries, the near absence of integrated decision-making theory involving mining, geology, mathematics, and economics becomes, once again, all too painfully apparent and frequently results in very costly rationalizations. Hence, by the formal initiation of a concentrated program to combine the cyclical effects of economics with geology and mining, more relevant estimates of reserve distribution, tonnages, and production capability should be forthcoming. Moreover, a similar formal effort is needed to develop a combination of the most advanced concepts of mathematics, geology, and mining to better "see" coal seams as a means to favorably implement many long-range decisions involving mine safety and productivity. Much more applied research needs to be done on coal mining systems for mining in thin seams and/or under bad roof. Current difficulties in both of these areas at recently opened coal mines should provide a sobering glimpse into the future. Full-scale applied research, sponsored by appropriate federal agencies, is urgently needed on a scheme involving a new combination of established mining and preparation elements. The scheme may include: (1) a continuous mining machine remotely operated by a miner stationed at some distance behind the machine using a cord attached control box; (2) hydraulic transport of coal through pipes from the mining machine to a coarse refuse removal grid, crusher, and then on to portable concentrating equipment; (3) the hydraulic transport of clean coal out of the mine in pipes to the surface for thermal dewatering, if neces-

THIS paper gives a short review of the installation for and the use of gas, as a. fuel, at the Anaconda Reduction Works of the Anaconda Copper Mining Co. Before putting in gas tile fuels used were pulverized coal, lump coal, coke distillate and oil. These fuels are now almost entirely eliminated. For nearly fifty years bituminous coals from Wyoming and Montana fields had been used. These coals were of a good grade, analyzing 11,300 B.t.u. and having an ash content of 12 per cent. When hydro-electric power replaced steam-driven equipment, the coal requirements were reduced; and, on account of improvements in metallurgy and/ or in furnace design, the quantity was lessened. Later, oil and distillate were introduced and used in some of the operations. All of these things tended toward the lessening of the amount of coal used, and had it not been for the increase in the size of the plant, the tonnage used would have been small when the change was made to gas.

THE value to the engineering profession of a liaison between the engineering societies of Russia and America, through Engineering Council, was the subject of a meeting in the Engineering Societies Building attended by over 500 persons. In introducing the subject, Mr. N. A. Stephanoff, President of the Russian Society of America, said: In Russia, engineers were divided into two classes: those who had graduated from the high technical schools and the practical engineers who had graduated from special technical schools. These technical schools were divided into three groups: The first corresponded to the German polytechnical schools with many departments, mechanical, chemical, metallurgical, mining, etc. The second group corresponded to the French special schools of the "Écoles des Ponts et Chaussées." "École des Mines." The third group was formed by the Military and Naval Academies of Engineers. In 1910, Russia's high technical schools had about 45,000 students, whose training covered a period of not less than five years, and who enjoyed all opportunities afforded by laboratories in no way inferior to those of Germany.

RUSSIA was the United States Number One source of manganese ore in 1948 when 34 pet of imports were received from that source, stated Norwood B. Melcher, assistant chief, ferrous metals and alloys branch, Bureau of Mines. In 1949, this country received only 20 pet of 1948 shipments from Russia, and only token amounts are now being received. Aggressive programming by industry and government resulted in prompt increases in shipments from major, producing sources; India, Gold Coast, and the Union of South Africa all increased exports to fill the vacuum left by Russia and provided an excess adequate to increase total imports approximately 290,000 short tons in 1949. Again in 1950, and with, even less ore from Russia, imports increased another 290,000 short tons. Since the shift from Russia as a source of manganese, the United States has received in total about 85 pet of its imports from India, Union of South Africa, Gold Coast, and Brazil in that order of importance. Producers of both home consumed and merchant ferromanganese have been able to adjust downward the manganese content of the home-consumed product and so obtain partial relief. Millions of tons of steel were produced in 1951 with a relatively low grade ferromanganese. This adjustment has been made without decreasing the quality of the steel, although with some increase in cost through introduction of new problems, including increased hand- . ding of material and additional removal of carbon. Forced into a pattern of price and grade structure such as exists today, the producer of ferromanganese must adopt one of three possible courses as a short-range program: 1-He may continue to deplete his stocks by producing standard (78 pet) ferromanganese and hope that the future will bring some form of relief; 2-he may attempt to produce 78 pet ferromanganese by paying higher prices for premium ores; or 3-he may drop the grade of ferromanganese and stretch stocks and future supplies of ore as far as possible. The present rundown condition of Indian railroads is attributed to the fact that the service has had no opportunity to recuperate since the beginning of World War II, while the demand for the movement of commodities has probably increased. The Union of South Africa has expanded its exports to the United States greatly since 1948, but, the showing of that country in 1951 was disappointing. Efforts have been made for some time by firms in the United States, at the urging of the manganese miners in the Union, to prevail on the railroad authority to grant and make available larger allocations of cars for manganese ore movement. As a whole, such efforts have been unsuccessful. Although the allocation of rail shipping has been the obvious factor in the decreased movement of ore, many other less determinate factors appear to be involved. Brazil, long an important supplier of manganese to the United States, has important manganese deposits in three areas, all of which are significant to this country. The Gold Coast is an important source of supply. Its metallurgical ore is particularly of significance because of its unusually high grade which permits considerable latitude in blending with the lower grade materials of South Africa and India. The Belgian Congo should have an output of 100,000 tons or more annually beginning this year. R. S. Dean presented two papers. One with K. M. Leute on hydrometallurgical methods for recovery of manganese from domestic ores and one as sole author on the so-called carbamate or Dean process. The two papers tied into each other. In the first mentioned he reviewed the various processes applicable to oxidized, and nonoxidized and reduced ores. The advantages of each .were pointed out. So far the only process tried on a substantial scale on oxidized ores was the SO2 process used at Las Vegas, Nev., on Three Kids ore during World War II. Many problems were encountered. Some of them were whipped while some of those remaining perhaps would have been whipped had time permitted. Since then work has been done elsewhere to avoid the formation of the troublesome thionates encountered at the Three Kids plant. Dean discussed the thionate and NO, processes as applied to oxidized ores. The only commercially used process on reduced ores is that of making electrolytic manganese. Among others that have been considered are the nitric acid process, the Bradley-Fitch ammonium sulphate process, and Dean's ammonium carbamate process. Dean's thesis was that extremely large tonnages of so-called low grade manganese ores are available, and that these should not be depleted in attempting to simulate a foreign metallurgical grade ore. He pointed out that the grade of the domestic manganese ores would be considered high if the same grade were found in copper ores. The selling price of electrolytic manganese and electrolytic copper are roughly the same. In addition to electrolytic manganese, he believes that domestic ores should be used to make exceptionally high grade products. These might be battery grade oxide or substantially pure oxide sinter, which might be used for high manganese alloys or for upgrading metallurgical grade manganese to produce a high manganese ferroalloy. The carbamate process is based on the fact that manganous oxide is readily soluble in concentrated ammonia solutions containing ammonium salts. In solutions of sufficiently high concentration the manganese exists as an anion. Lixiviants of ammonia and ammonium carbonate permit extraction of the manganese from reduced ores and the manganese can be recovered as carbonate by heating or by driving off ammonia. R. V. Lundquist presented a paper on upgrading high-silica ores or concentrates with sodium hydroxide to extract silica and to yield a product with a more favorable manganese: silica ratio. The NaOH is, regenerated in part by CaO.

M.S. Azun I have many objections to the content of the author's paper. Before discussing it, however, I would like to repeat the property of semivariogram function. Second order stationary properties of regionalized variables (ReV's) such as semivariogram function ?(h) are perfectly known in geostatistics. Also, the kriging equations in the language of mathematical statistics using second order stationary properties are well understood. However, the way to use the sample (estimated) semivariogram function in any one of the kriging procedures is vague. The sample semivariogram function is given as follows: [1 N-hy*(h) = 2(N h) i21 {Xi-Xi+h}Z, h=0, 1, N-1] where N is the total number of samples, Xi is the sample value at the i - th location, X i+h is the sample value at the i +h - th location, and h is the distance among the samples. An estimation variance of sample semivariogram function of first lag is smaller than that of higher order lag. The theoretical semivariogram function reaches the variance of samples asymptotically. But this is not easily observable because of the larger variation involved in the estimate of semivariogram function. In general, an estimation procedure is done for h = 0, 1, 2,…., up to the greatest integer less than N/2, even though sample semivariogram function can be computable through N-1. After estimating semivariogram function, the critical question of how to model sample semivariogram function arises. As seen in the above equation, sample semivariogram function is discrete and can be smoothed by the model being selected. Therefore, modeling of sample semivariogram function is the most important step in geostatistics. It not only smoothes a discrete function but also affects the results of the kriging procedure. When the only aim is to model the semivariogram function, which is the basic point of the author's paper, one can employ any fitting techniques, such as curve fitting, or any ar¬bitrary functions, which are called submodels in the paper. The term "arbitrary function" is used rather than "submodel" because there is no basic understanding of developing them. The author suggests that the sum of those submodels can also be used for the modeling of sample semivariogram function. The combination of any arbitrary functions brings many problems instead of giving an insight of the domain structure considered. The author used two arbitrary functions and the nugget effect in response to sample semivariogram function (Fig. 10). For the same example, he stated that the parameters involved in the mixed arbitrary function model can be accepted when the discrepancy between sample semivariogram function and the model is small visually. For verifying the fitting behavior of any selected model, one should not be contented with the visual satisfactory. Some statistical measure such as goodness of fit has to be used. The author's practice is no more than an exercise in curve fitting without any fundamental understanding or conceptualization of the underlying physical mechanism. Furthermore, the selection of any model is not an easy task if the purpose is the search for the "best" response to the observed second order properties of ReV's. I suggest that the Markovian model (Azun, 1983), on the basis of a theoretical understanding of underlying mechanism, which gives more information about the occurrence of regionalized variables, is used to respond all properties of ReV's. There are a lot of problems for modeling of onedimensional sample semivariogram function. Thus, it is not appropriate to go to higher order dimensional sample semivariogram function modeling. In the meantime, I would recommend that one can connect the values of standardized sample semivariogram function rather than simple values of semivariogram function in the two-dimensional estimation. The standardized values can be computed in dividing the semivariogram function value by the number of sample pairs involved in each lag regardless of the directions. In conclusion, geostatistics is an interdisciplinary area in mining that uses the principles of mathematical statistics. Thus, it should not violate any probabilistic and statistical rules. When Matheron was developing the theory of geostatistical study in the early years of geostatistics, many mining people had a reservation accepting the geostatistical tools. However, this does not mean that we, the geostatisticians, might try to convince those people using some "strange" tools or rules as some authors implied (Baafi and Kim, 1984). Instead, we have to develop and explain the geostatistical tools staying only in the framework of statistical concepts and properties. ? Rendu The interactive method proposed by Rendu allows practitioners to develop semivariogram models that take into account not only the numerical information obtained by sampling, but also highly significant additional information that often cannot be quantified. The geology of the deposit - including hypotheses concerning its genesis, sampling methods, assaying methods, and mathematical methods used to calculate the semivariograms - all have an influence on the numerical results obtained and on how these results should be interpreted. If all the information concerning the spatial distribution of values in a mineral deposit was contained in the sample values, it could be argued that statistical techniques alone would produce optimum models. However, this is rarely, if ever, the case. Methods that allow the user to take into account his experience and his geologic understanding of the deposit should not be rejected for the sake of theoretical statistical purity. ?

(Wilkes-Barre Meeting, June, 1911.) THE arrangement of a flow of cyanide-pulp through Pachuca tanks in agitation, so as to permit a continuous process, instead of alternate filling, agitation, and emptying, has been proposed by various writers within the last two years, and more particularly by A. T. Grothe, agent for the Brown patents on Pachuca tanks in Mexico. It was first put into practice, I believe, by M. H. Kuryla at the Esperanza mine in El Oro, Mexico. The starting of agitation in Pachuca tanks after filling may offer no serious difficulties with ores which do not settle rapidly in such tall tanks; and the adaptation of the tanks to continuous agitation under such conditions may give simply a somewhat more convenient method of treatment and greater agitation-capacity for a given number of tanks, because of the saving -of time lost in filling and discharging. But in the treatment .of pulp which tends to settle rapidly, as in the cyaniding of concentrates or of the whole pulp of ores containing heavy sulphides, the packing of the slime at the bottom may, cause much trouble. The use of the radial air-pipe attachments near the top of the cone and of the air-valve outside of the air-lift .tube at the bottom may obviate the difficulty to some extent; but the action of the radial air-pipes on the cone-sides is that -of a sand-blast, and their continuous use cuts through the tanks. Moreover, even when these pipes are used, some pulps will pack tightly below them in the cones. Under such conditions the use of Pachuca tanks with intermittent filling and discharging becomes a troublesome process. Time is lost in ,starting agitation; large quantities of compressed air are wasted; pulp is blown over the tank-tops; and not infrequently it may be necessary to dig out the bottoms of tanks by hand. This trouble is the only important one occurring in the use of Pachuca tanks; and, since it is caused by intermittent filling, the .arrangement of a continuous flow of pulp from tank to tank,

THE electronic arts today constitute the outstanding development in the field of rare metals, if not indeed in the arena of scientific progress at large. The year 1930 may become known as the year in which the electronic tube took hold of the wheels of industry; it is the year in which the tube's emancipation from the art of communication was proclaimed. The little tube which made a $500,000,000 industry out of a vacuum has now been applied to mining, manufacturing, transportation, chemistry, and other industries. Not many appreciate the extensive utility that e1ectroni.t tubes have already found in transportation, where they control the speed and security of express trains, as well as operate traffic lights on important highways-in the case of the Detroit-Windsor bridge counting the traffic and instantly turning the reports into the superintendent's office some distance away. In an Ohio steel mill, ten-ton ingnts 'rash back and forth through the rolls, reversed by their own shadows. The vacuum tube also starts, stops, and levels, fast passenger elevators.
