The results of a study of the open-hearth process from the physicochemical viewpoint are given. This study includes experimentation in small laboratory furnaces and in standard 100-ton furnaces. The behavior of manganese, carbon and phosphorus are quantitatively explained. The action of "residual" manganese is discussed with reference to its relation to iron oxide dissolved in the metal. The solubility of CO in steel and its relation to dissolved FeO and carbon is given. The equation for phosphorus elimination has been tested out on a 200-ton furnace and the results are given in the text. The effect of temperature and slag composition on the elimination of metalloids in the basic open-hearth process has been qualitatively understood since the early days of steel making. The quantitative effect has, however, only recently been brought to attention. The effect of slag composition has received more attention than that of temperature, primarily because the range of finishing temperatures in the basic open-hearth process is small compared to the large variations found in the composition of the slag at different periods during the process, and to the variations occurring with the use of raw materials of different degrees of impurity. The effect of slag composition on the elimination of metalloids has been studied by Styril from the thermochemical standpoint. This method is open to serious errors, in that thermochemical data at 2900' F. are very inaccurate and in many cases completely lacking. Feild2 has calculated equilibrium constants from the rate at which the metalloids are eliminated. The effect of slag viscosity on rate of elimination will affect the constants calculated by this method. Whitely,a Colcough4 and others have used slag compositions as the basis for calculation of constants by which the extent of elimination may be calculated.

INTRODUCTION Cracks, crevices, holes, and fissures -- here collectively termed pores -- occur in all manner of substances in sizes from those evident to the unaided eye to those well below electron microscopic levels of detection. Naturally occurring materials having varying degrees of porosity are represented by wood, rock, soil, and mineral formations. Man-made materials that are porous include ceramics, sintered metals, catalysts, adsorbents, filters, and various compacted objects. The extent of their porosity greatly influences the hardness, rigidity, integrity, and general usefulness of such materials, and assessing both their pore volume and size is becoming increasingly necessary. Means by which this pore information can be obtained is the subject here. No attempt will be made to include all techniques and variations of them that have been suggested, but, hopefully, those of most general applicability will be described in sufficient detail to enable a potential user to judge their merit for a particular need. The results of pore measurements are made useful by relating them through other tests to performance criteria such as weatherability, water penetration, frost damage, oil recovery, strength, or thermal or electrical conductivity. These tests, of course, are outside the bounds for inclusion here. A pore is variously defined in dictionaries as "a minute opening", "a small interstice admitting passage of liquid", and "an interspace between particles". Clearly any object through which it is possible to find a continuous path from one side to the other either for a liquid or a gas must be regarded as porous. As this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a foremost industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry, protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no doubt creations of merit at the date of their birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machinery by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to, the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If, this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

Ventilation may be defined as the process by which vitiated air of an enclosed or partly enclosed space is continuously replaced by fresh air. Fresh air has been defined as invigorating pure air. It was, however, well known that the untoward effects produced on those exposed to such air was not due to the concentration of the carbon dioxide. It has been found that the untoward effects on the comfort and efficiency of those so exposed are due to the increased temperature and humidity. It has been found that men can breathe air containing many times the amount of carbon dioxide found in our worst ventilated theaters and assembly halls, which, according to Rosenau, do not contain above 0.5 per cent, carbon dioxide. Nevertheless, in mines it sometimes occurs in sufficient quantities to cause symptoms in men or even unconsciousness and death. One-half of 1 per cent. of carbon dioxide in normal air causes a slight and unnotice-able increase in the ventilation of the lungs, that is, a man exposed to one-ha,lf of 1 per cent. of carbon dioxide will breathe a little deeper and a little faster than when in pure air. THE average lead and zinc content of the ores mined and milled in the Joplin district is low as compared with that of other lead and zinc deposits throughout the United States. Because of this fact and of the high grade of the concentrates, the ratio of concentration is unusually high. Most of the operating companies have aimed to produce as high a grade of concentrate as possible in order to obtain the highest price for their product. They have done this at the sacrifice of the percentage of zinc recovered. The average percentage of zinc recovery is from 60 to 70 per cent. For percentage of recoveries from actual mill tests, see tables. The concentration is commonly effected by crushing the ore to h-in. (12.7 mm.) size and subjecting it to a roughing and cleaning over two or more large Cooley jigs, of the Harz type, the finer sands being treated on the usual types of sand and slime tables. The treatment of slimes by flotation is being tested at several of the larger mills. COARSE CONCENTRATION When the ore. has been hoisted from the mine it is dumped onto a chute leading to a grizzly made of iron bars, usually heavy rails, spaced 4 to -5 in. (101 to 127 mm.) apart. The oversize is caught on the grizzly, the mineralized pieces are broken with sledge hammers so as to pass through, and the boulders that are practically barren are sorted out by hand and trammed to the waste-rock pile. The proportion of waste rock thus sorted out varies from a fraction of 1 per cent to 15 per cent., depending on the nature of the rock.

The small amalgamation-test of the laboratory is not always reliable as a basis for important decisions as to the character and commercial treatment of ores. The conditions of continuous practice on a large scale are not always reproduced in the brief laboratory-test. Sometimes such a reproduction would be very difficult, or impracticable; sometimes it is not even attempted, and the test is performed in a rough way, without regard to the effects of small variations in the methods pursued. The aim of a laboratory amalgamation-test is to learn how much of the gold or silver in an ore can be economically recovered by amalgamation on a commercial scale. The yield can be increased, perhaps, by additional chemical treatment or by extreme comminution of the ore; but this might cost more than the value of such increase. Moreover, in practice, other operations often follow amalgamation; and these operations may remedy a defective extraction by amalgamation, more economically than could be done by directly increasing that extraction. The test should be performed, therefore, upon a uniformly-sized material, and under conditions that are precisely known and capable of being exactly duplicated, or purposely modified. The crucial feature of the test is the effectiveness of the contact made between the gold or silver of the ore and the amal-gamating-surfme. This may depend upon the temperature; the duration of contact; its force, due to gravity or impact; the hardness, plasticity or liquidity of the amalgam; the roughness or other quality of the amalgam-surface; the scouring action of the ore upon the amalgam, or the suspension and

The manufacture of iron in the Province of Quebec forms one of the most interesting subjects in the development of this great industry in America. It began soon after the first steps taken in the New England colonies, where iron was first practically made in America. In both cases the ores smelted were bog-ores. In Qaebec the first work was done in and about, the town of Three Rivers, and many interesting facts in connection with the development of this industry may be found in the paper read at the Halifax meeting, September, 1885, by Mr. James Herbert Bartlett, of Montreal,* which traces the industry from its inception, about 1730, down to 1883, at which time the St. Maurice forge is declared to be the oldest active furnace on the American continent. A few years later the Canada Iron Furnace Company, Ltd., became interested in the enterprise, the extent of which has been greatly enlarged beyond all former limits. In fact, the manufacture of this particular class of iron has never been attempted on the scale now practiced by this company. This work has been carried on for the purpose of supplying a grade of iron hitherto procurable only at heavy cost for Canadian consumption from the United States, and for English consumption from Sweden. The manufacture of iron in the Province of Quebec was based entirely on bog-ores during the period referred to; and as the supply of iron made elsewhere from cheaper ores became more abundant, the local manufacture, handicapped by want of shipping facilities, lack of capital, and other natural causes, was gradually discontinued. It was always admitted that for certain purposes the iron made in the Province possessed special value; but the demand for articles requiring such special virtue was limited, and cheaper grades were gradually substituted for general uses. To most mine operators, it seems evident that there is a drill-steel problem, although under certain conditions the amount of drill-steel breakage does not appear serious. What is at fault? It may be one or a combination of circumstances. The development of rock drills to the hammer-drill type in place of the old reciprocating piston drill, probably is one important cause for the greater steel breakage. Perhaps the manufacturers of drill steel have failed to realize what alloys are needed for this new service or have overlooked the changes in the art of rock drilling. Although suitable alloys are provided, they may not be SO handled in the manufacturing process as to be in the best condition to withstand the demands of rock drilling. The mine operator may be at fault in desiring to use the smallest possible drill-steel section in order that the gage of the drill bits may be correspondingly small and the amount of footage drilled per unit of labor may be greater; or the black-smithshop practice at the mines may need improvement. The miner who uses the drill steel may also require more intensive supervision and education. Again, the manufacturer of rock drills may have failed to study the types of blows the steel alloys will withstand satisfactorily and which their tools are delivering and so he may not know whether or not a different design of rock drill would equal or excel their present drilling speeds without treating the drill steel so severely. All of these hypotheses probably have their supporters. On the other hand, perhaps we are seeking too much service from drill steel and we need a fuller realization of the fatigue strains developed and should prepare to relieve these by a periodic heat treatment of the steels. However, we do not find any proof that any of these suppositions may be held responsible for the drill-steel breakage attendant to mining. The proposed investigation of this matter by the U. S. Bureau of Mines is fully warranted in the promotion of the conservation of labor and material, and the safety of the workmen. TO increase tonnage in the early days of coal mining it was necessary only to hire more men. The job now is to increase the tons per man, but other troubles arise because this has been accomplished. With the introduction of continuous miners, newer and faster loading machines, and faster belt conveyors the safety engineer has been faced with new difficulties. Use of larger equipment created roof control problems, which were thoroughly studied by the safety engineers of various companies. With the assistance of the U. S. Bureau of Mines, safety engineers in Alabama conducted roof bolting experiments wherever they appeared to be applicable. Accident records before and after the method was adopted showed results more than justifying the efforts and funds expended. The larger mining companies responded enthusiastically to the program because roof bolting not only prevented accidents but also increased production efficiency, in many cases rep- resenting the margin between profit and loss. In Alabama today there are miles of roof supported by bolts.

This paper makes no claim to any new idea; it simply reviews the Treasury Department Regulations pertaining to the practical application of depreciation and depletion and other allowances governing taxation of oil and gas properties. Other methods may be existent, but as they may not conform to the legal status they must be discarded. In complying with the present laws governing the industry with regard to taxation and the allowable deductions therefrom, the following considerations are essential: Depletion, depreciation, amortization, other allowances, and items not, deductible. It is definitely understood that depletion is the loss or exhaustion sustained in the continuous operating of an oil and gas property, and that each unit of oil or gas taken out reduces the value of the property until its final exhaustion. Depletion applies only to the natural deposits of oil and gas due to their removal in the course of exploitation of any property. Depreciation is defined to cover the waste of assets due to exhaustion, wear and tear, and obsolescence of the physical property, and is separate and distinct from depletion; its allowance is that amount which should be set aside for the taxable year in such sums as for the useful life of the property will suffice to repay its original cost—or its value as of Mar. 1, 1913, if acquired by the taxpayer before that date—less the salvage value at the end of such useful life. Amortization is allowed for such facilities as were built or acquired on or after Apr. 6, 1917, for the production of articles contributing to the prosecution of the war and, in the case of vessels, those built and acquired after that date. The amount to be extinguished, in general, is the excess of the unextinguished or unrecovered cost of the property over its maximum value under stable post-war conditions. Claims for amortization must be unmistakably differentiated in the returns from all other claims of depreciation. The taxpayer is also required to furnish full information with the claims for amortization to the full satisfaction of the Commissioner. Further reference is directed to the specific rules and regulations for making these claims.

AMONG the iron-bearing ores of the world, the titaniferous iron sands of New Zealand are probably the least known to American engineers. This is not surprising in view of the fact that. American ironmasters look with disfavor on any, even domestic ores, containing over 1 per cent. titanium. The possibilities of smelting titanium-bearing ores in the blast furnace are still undetermined, but the problem of their efficient reduction is becoming more important each year. There seems to be little inclination on the part of American furnace operators to tackle this problem, and they will no doubt continue to utilize the non-titanium ores at their command, leaving research and experiment to those countries not so fortunately endowed. New Zealand has, however, been intensely interested in her deposits of titanium,bearing iron sand, and during the last 50 years considerable English and New Zealand capital has been expended on this problem. The extent of the New Zealand iron-sand deposits is almost beyond measure. From Patea north to Manuka Heads, along almost the entire west coast of the, north island, these deposits exist. Wherever there is beach sand along this 300 mi. of coast line, the sand is iron bearing. It varies considerably in grade; but wherever the contour of the coast affords small bays and inlets, large dunes are found that are remarkably uniform in quality. Several of these large deposits, especially those at New Plymouth and Patea, are noted for their high iron content. The dune at New Plymouth runs between 55. and 60 per cent. of metallic iron; the panning action of the prevailing westerly winds and northwesterly currents has no doubt resulted in this concentration. Whatever the origin of this material may be, there is no doubt that deposition is going on continuously. At New Plymouth, a small artificial harbor, protected from the drifting sand by a large breakwall, has been dredged. Here sailing vessels have for years been loaded with iron sand for ballast by means of a crane and grab bucket operated from the wall of the breakwater. During the heating of cold-worked nickel silver, the tendcncy of the material to crack is well known. The present research deals with this question, and may conveniently be divided into the following sections: Changes in these alloys during heating and cooling, determination of the temperature at which cracking occurs, effect of grain size, quenching cracks, methods of overcoming annealing cracking. The work is far from complete, in particular the influence of impurities on this tendency has not been investigated, but the results so far obtained lead to certain definite conclusions, which are of theoretical and practical importance. Changes in Alloys During Heating and Cooling During the annealing of many metals at a temperature just below that at which recrystallization sets in, there is evidence of some change, the effect of which is to harden and embrittle the material. This effect has been most clearly demonstrated in the cases of aluminum, copper, brass, and nickel silver, and appears to be a common property of cold-worked metals and alloys, or, at any rate, the non-ferrous ones. The effect would obviously offer an explanation for certain types of annealing cracking, but the trouble is so much more common in the nickel silvers than in the other alloys that some special cause should be looked for. There is, however, fairly good reason for believing that similar cracking may occur in some of the brasses; D. Bunting1 suggests that the a brasses toward the saturation limit are subject to a transformation closely allied in nature to that known to occur in the nickel silvers at around 320" C. Although the existence of this critical temperature range was known, it did not necessarily follow that this transformation was responsible for the trouble under investigation, so the first portion of this paper deals with the attempts made to determine whether other critical changes might not occur in these alloys. Some of the more important properties of finished materials are strength, ductility, toughness, resistance to alternating and repeated stresses, etc. Of these, the property that appears to have received the least consideration, at least in this country, is toughness, which is due, possibly, to our regarding toughness as a qualitative property or, at any rate, as one that parallels ductility. This arises out of our greater experience with the simple carbon steels in the rolled or forged (non-heat-treated) condition which, qualitatively, are tough if ductile and are not tough if brittle. In this way we have erroneously become accustomed to judging the toughness of a material from its behavior in the tensile or similar test. The point of view presented in the present paper is that toughness, like hardness or tensile strength, should be regarded as an independent property and of sufficient importance to require, in so far as that may be possible, quantitative determinations. If such be true, it becomes at once necessary to devise experimental means for measuring or valuating toughness, and the notched-bar impact test (the Charpy test) is advanced as the most logical test that has so far been developed for this purpose. It is further advanced, with particular emphasis, that we have two kinds of toughness to deal with and, accordingly, they will be dealt with independently. Classification of Materials According to Toughness Toughness has been defined somewhat as follows: Tough materials are those that offer considerable resistance to permanent deformation but which, once such resistance has been overcome, may be deformed plastically, but only by the expenditure of considerable energy. In other words, tough materials may be deformed plastically but they absorb a considerable amount of work in the process. This kind of toughness may be called "static" toughness when the rate of loading is reasonably slow or "dynamic" toughness when the rate of loading is comparatively rapid, as in impact testing, but in all cases the stress distribution is essentially uniform.
