IN the past few years the mineral raw materials problem has risen from comparatively obscurity to great national significance. The transition has come so rapidly that the nature of the problem and what it portends have not yet been clearly defined. Consequently there are wide differences of opinion among the experts as to what can, or should be done to insure a continuing, adequate supply. On one hand, it is said that depletion of known domestic deposits and lagging discovery of new ones will bring about an imminent decline in mineral production and that in future U. S. mineral-using industries will have to depend on foreign sources for more and more of the major mineral raw materials. On the other hand, it is argued that domestic mineral resources are virtually inexhaustible if there were only legislation against competition from low-cost foreign producers. Still another school of thought contends that within the past decade the country has entered a period of unprecedented mineral discovery that is rapidly solving the problem of depletion. Only time will tell which of these widely divergent views is nearer the truth, for mineral resources are, after all, the result of research and adaptation, and resources of the future, as of the past, will depend largely on human response to circumstances. Of 18 substances now termed reactive metals, only 8 (boron, thorium, potassium, sodium, lithium, uranium, molybdenum, and tungsten) were considered of commercial significance at the turn of the century. Except for hafnium and rhenium, the other ten were well known to chemists and mineralogists before this, but none had found use commercially, whereas some, like titanium, were looked upon as nuisances in the ores of other metals. Of these ten elements, several were considered of minor commercial significance, and others were of little more than academic interest as recently as 15 years ago. Before World War II only a few of the better informed spoke of uranium or thorium as possible sources of power. Still fewer talked of converting boron into a super- fuel, and the time had not yet arrived when hafnium, rhenium and even zirconium were thought of as critical to U. S. welfare and safety.

ON Aug. 25, 1911, a rail failed on the Lehigh Valley Railroad, causing a disastrous wreck. The surface of the fracture was in a plane at right angles to the length of the rail. There was a dark-colored, oval spot on this surface, located on the gage side of the head, representing the part of the rail which was the first to fracture. The nucleus of this spot showed that the fracture had an interior origin. Other fractures of this kind, the peripheries of which had not reached the surface of-the rail, presented surfaces having a silvery luster. The darkened surface of the present fracture was caused, doubtless, by the air having had access to it. This fracture was recognized as a fatigue fracture, of a modified type, its interior origin having been due to a component in the rail which is not usually present in cases of fatigue fractures. The metal next the running surface of the head of the rail was in a state of internal compression, this being the component not commonly met with in other cases, and which caused the fracture to have its interior origin. For the purpose of giving this modified type of fatigue fracture a specific name, for identification, the term "transverse fissure" was applied. No mystery was thought to attach to its formation, or to its development. The explanation of its occurrence was obvious in the light of common knowledge upon the behavior of steel under repeated alternate stresses. By reason of the state of internal compression at the running surface, the maximum tensile stresses in the head, under bending loads, were along an interior element. Here the tensile strains were higher than in the fibers more remote from .the neutral axis. Under such conditions the fracture of the rail would be expected to have an' interior origin. A discussion of the subject of transverse fissures essentially becomes a discussion of fatigue fractures, since they are identical. The descriptive term employed, merely for the identification of this type of fatigue fracture, had the appearance of creating alarm. The individual projections for large mines in the Pittsburgh coal seam in northern West Virginia are discussed with emphasis on roof control and ventilation requirements. All four mines use continuous miners with panel belts and rail for main line haulage. Both development and retreat-type mining are covered. There are a variety of mining projections being used currently in northern West Virginia. To discuss each would be impossible, so an arbitrary cross section has been selected in an attempt to indicate a fair degree of representation. Four mines, hereinafter referred to as Mines A, B, C and Dl will be discussed separately. The greater part of northern West Virginia coal production is mined from the Pittsburgh seam. This is the seam worked by all the mines discussed here. Although the coal bed outcrops at the eastern and southernmost points, these mines are all working in a depth ranging from 400 to 1400 ft below the surface. Some steep gracles have been encountered but are only considered local in nature; the overall average dip of the seam is 1 1/2 % northwest. In each of the operations the particular mining scheme used has proved advantageous, since they have been designed to satisfy particular equipment and/or physical condition requirements. So regardless whether such projections utilize a partial or full recovery principle, the productivity performances appear better than average. MINE A Full retreat is the basic mining approach for mine A, although current mining is primarily in the entry-driving stages to expand territory in preparation for pillar work. Only one section unit now on retreat. The average clean coal production at this mine is 7000 tons per day. Initially, a ripper-type miner was used for development at this mine. But with a rather weak roof overlying the coal bed and the greater horizontal span left at the top by a ripper machine, roof control became a critical problem. Up to within a few years, the consumption of nickel has been more directly dependent upon the available supply than that of any of the other useful metals. The Gap mine, in Lancaster county, Pennsylvania,* has been, for the last quarter of a century, the only property in this country furnishing nickel in paying quantities. Its yearly output was about 300,000 pounds of metallic nickel, or nearly half the amount used annually in the United States. Foreign nickel from mines on the New Caledonia islands, in the South Pacific, found entrance into our markets as the production of the Gap mine fell off. The price of nickel was constantly maintained, and no special effort was made to extend its use. Over-production was cautiously guarded against, and all surplus metal was held by the banking-houses of the Rothschilds, who assumed the bonded indebtedness of the Sociètè le Nickel. The opening of the Ontario nickel-mines has, however, brought about a radical change; and nickel from the Sudbury district can be delivered in New York within four days, and in European markets within two weeks, as against two months consumed in transporting South Pacific ores. Former prices have been irretrievably smashed, and European trade-journals comment favorably on the influence which Canadian nickel has had in making lower prices, and breaking the backbone of the " nickel trust." DURING the past four years the experimental work in coal washing carried on by the U. S. Bureau of Mines and the University of Washington has been devoted mainly to the development of special methods for the tabling of fine sizes of coals that are difficult to wash. One important outgrowth of this investigation has been the application of hindered-settling classification to coal tabling. Although used for many years in ore dressing, the term "classification" as used here may be new to many readers. It may be defined as the separation obtained when a bed of particles is held in a uniform state of suspension in an upward current of water, either continuous or pulsating, just sufficiently strong to keep the bed in a mobile condition. A common example of this type of separation is a jig in which there is no suction stroke. When the hindered-settling classifier is used with the coal-washing table, the fine-size raw coal, instead of being fed direct to tables, as is the prevailing practice, is first fed to the classifier and grouped, according to the rate of settling against the upward current of water, into perhaps six separate products. After dewatering, each of these except the sixth, a refuse product, is elevated to a seperate feed bin and washed on a separate table. This paper gives a brief discussion of the basis for the use of hindered-settling classification of a table feed; a description of the experimental work; a comparison of the results obtained with and without classification; and a discussion of the application of the classifier in commercial coal washing.

During the past 10 or 12 years very little information has been made generally available concerning the commercial possibilities of separating materials by means of static electricity; and yet during that same period important improvements have been made in various branches of the science of electricity, which, when taken together, and applied to electrostatic separation, have resulted in important improvements in that art as well. For example, much improvement has been made in high-voltage electrical equipment such as full-wave vacuum-tube rectification and improved mechanical rectification. Great strides have likewise been made in the development of insulators for high-voltage work, not only in the materials used but also in the design of the insulators themselves. Again, in another field, the development of air-conditioning equipment has improved the technique of controlling the surface condition, through drying or humidifying, of the various materials that are passed through the electrostatic separator. In many authoritative publications and textbooks, the electrostatic separation process is declared to require a balance far too sensitive for general commercial application. For example, one publication1 in the past has referred to an unfavorable effect on the process caused by varying atmospheric conditions such as humidity. Some2 have even gone so far as to state that sunlight and shadows may seriously affect the separating efficiency of the process. Such statements may have been true in the early development of the art, when the source of static electricity was derived from a friction disk machine, such as the Wimshurst. The Blake Mosher equipment and the work of Huff in applying motor-generator sets, transformers and mechanical rectification overcame much of this kind of objection to the commercial application of the electrostatic separating process. The application of gas or air under pressure to obtain more oil from a sand which has been practically exhausted by ordinary production methods has been practiced to a limited extent for many years. Until recently such methods were confined to the Eastern fields, principally those of Ohio and West Virginia, where in many cases the production obtained after applying pressure for a few years was nearly equal to the total production prior to that time which had been obtained by the usual production methods. As early as 1917, J. 0. LewisL called attention to this method of increasing the recovery of oil and cited the phenomenal results obtained by H. E. Smith, I. L. Dunn and 0. C. Dunn, who pioneered the application of air or gas pressure recovery methods. With this information available it would appear that other oil-producing sections of the country have been extremely slow to realize the advantages of repressuring. However, after a few successful projects in the Mid-Continent area, the oil producers appreciated t' e value of this method for obtaining further and profitable production from their practically exhausted leases and are now making extensive use of it. In general, it has been the practice to apply pressure to the sands when production has declined to a small yield per well. The purpose of this paper is to discuss some of the advantages which may be expected from returning gas under pressure to the oil sands during the early stages of development, before the rock pressure has been dissipated and the gas exhausted, and to stimulate discussion of this subject on which comparatively little actual field data are available. The Function of Gas Gas associated with or dissolved in the oil is the source of energy causing movement of the oil to the well. When this energy is dissipated production ceases. In some fields the problem of mud fluid is simple and easy of solution. But in the Ventura Avenue field the acquisition and disposal of good drilling mud is not the least of the problems that confront the operator. In fact, mud fluid in the Ventura Avenue field is a very important factor in the drilling of the wells. It is quite probable that many of the factors affecting mud in this field will not be found in most of the fields with which the reader is familiar. However, in the fields where the mud fluid causes no apparent problem it is probable that some of the points brought out in this paper could be used to economic advantage. In fields where caving and squeezing formations and high gas pressures are present, as in the Ventura Avenue field, it is believed that application of methods outlined will be of great assistance in drilling wells. On account of the sandy nature of the formation and the lack of suitable shale bodies in the strata drilled through in the Ventura Avenue field, the wells make practically no mud during drilling. It is necessary therefore to supply drilling mud to the wells that will carry the drill cuttings to the surface, and also will " wall up" the drill hole and prevent the sandy formations from caving. Mixing and Handling Mud Fluid The clay used to make the mud fluid is obtained from a shale stratum in the upper Pico (Plioccne) formation found about a mile on either side of the field. Since high gas pressures and caving formations were first encountered in the Ventura Avenue field and mud fluid was needed to combat them, the mixing of this mud fluid has gone through a process of evolution. First, the clay was mined and hauled to the derrick, where it was shoveled into the well and left for the churning action of the bit to mix into a mud in the hole. THE mine blacksmith and drill-steel sharpening shop at the Franklin mine of the New Jersey Zinc Co. is on the surface, adjoining the main shaft. It is a brick building, 51 by 30 ft. inside dimensions, with a corrugated iron roof and concrete floor. About two-thirds of the steels used are brought up through the main shaft; the remainder through two auxiliary shafts. The latter are carried to the shop by team or truck. At each shaft sufficiently large stocks of sharp drills of various types are kept to replace all the dull steels that may be sent up; while at the shop enough sharp drills are kept to replace the dull steels in the stocks kept at the auxiliary shafts. Though this entails keeping a larger number of drill steels in service than might be required by other methods, there is less hurry in the sharpening shop and the steels have a longer period of rest. If a rest from use enables steel to recover from fatigue strains, this method secures that rest. The forms shown in Fig. 1 are supplied to each shift boss in books of 100. These are used to requisition sharp drills from the shaft stocks and enable the men at the tops of the shafts to sort out the required sizes and to have them ready to be sent to the various shaft stations. At one of the auxiliary shafts, the dull drills are placed on a platform from which they are dumped into the body of the wagon that takes them to the shop.

Six or seven years age the United States Bureau of Nines started development of instruments for the purpose of accurately measuring the vibrational movement of the earth in the vicinity of quarry blasts. V For this work a new type of seismometer has been developod.1/ A number of these have been constructed, the accessory field equipment has been assembled, and approximately 200 field tests of actual quarry blasts have been made. The results of some of these tests have been. published 2/ and others arcs the subject of two manuscripts now in preparation. So far the attention of the investigation has been centered on ascertaining the characteristics and behavior of the ground vibrations. Occasionally, when opportunity Prose, measurements of the vibrations occurring in houses or other structures caused by quarry blasts were made, but without Piny attempt et direct correlation or interpretation. During; 1936 the National Bureau of Standards conducted some experiments to determine the normal vibrations to which the walls and floors of buildings are subject. Cooperation of the Bureau of Mine's was requested in measuring the displace-ment. This afforded an opportunity to study the affect of mechanically induced vibrations end make limited comparison with previous records of vibrations from blasting. This paper duels with the experiments made in cooperation with the Bureau of Standards and includes soma comparisons with affects from quarry shots. The results are in the: nature, of , progress report only, and are not intended to draw definite conclusions. Those, tests were concerned with the determination of the maximum amplitudes of vibration possible in the floors and walls of a typical dwelling when subjected to commonly experienced vibrations. The dwelling tested was obtained by the National Bureau of Standards. It was a large four-story stucco building, 41 ft. south off the southerly curb of Park Road, in. Washington, D.C., which was constructed about 1900 and was supported on overburden. The basement floor elevation was approximately that of the pavement of Park Road. Park Road runs east and west; the front door of the house faced north.

THE Coal Hydrogenation Demonstration Plant at Louisiana, Missouri, was completed early in the year 1949. It has operated more or less continuously since completion except for the time required for making necessary inspections, repairs, and alterations between runs. Operations have included a short vapor-phase run on North Dakota lignite-tar distillate oil in 1949, followed in 1950 by four comparatively short exploratory liquid-phase runs and one vapor-phase run on Rock Springs [ ]

ALTHOUGH some of the observers who first paid especial attention to the occurrences of oil and gas in the strata (such as Hunt in 1859, Andrews in 1861, Winchell in 1865, Mendelejeff in 1876, Höfer in 1876, Minshall in 1881, and I. C. White in 1883) seem to have been impressed with the fact that oil and gas deposits were connected with the disturbances in the rocks caused by their upheaval,1 yet, with the exception of Mendelejeff, and possibly Andrews, these observers do not appear to have understood what is really the one essential factor in the occurrence of oil and gas in the strata: viz., the faulting, uplifting, fracturing, fissuring, and jointing always accompanying even slight rock disturbances, and in certain districts (petroliferous provinces)2 allowing solfataric hydrocarbon emanations to force their way up from the interior and to reach and impregnate the porous portions of sediments subjected to the disturbances. Instead of this simple explanation to account for the observed connection between petroleum deposits and rock disturbances, most of the observers mentioned above, and many others who have followed them on the name lines since, have entirely reversed the problem. To them, instead of the dissemination of gases from fissures into the sediments, it presented the accumulation and concentration, according to anticlinal or other geologic structures, of oil and gas originally present throughout the whole mass of the strata where they were produced by the decomposition or distillation of organic remains. Whether this important problem involves accumulation from sources within the oil-bearing strata themselves, or infiltration and dissemination from outside sources, may be easily determined if all preconceived ideas are put aside and the established facts only are considered.

The standard free energies of formation of some gaseous metal oxides together with those of their condensed oxides have been plotted against temperature. The heats of formation of the gaseozcs oxides are tabulated. An explanation is given of the use of the data to predict the importance of the gaseous metal oxides at high tenzperatures. RECENT mass spectrometric work1 has resulted in the detection of several hitherto unknown gaseous oxides and the measurement of their free energies of formation. Of especial interest is the fact that several of the refractories in common use either as crucibles or furnace tubes, and metals used in Knudsen cells and in furnace windings, have been found to have one or more stable gaseous oxides. In view of the present emphasis on high-temperature techniques, the development of vacuum metallurgy.z heating by electron bombardment and plasma jets, and the resultant shift to ever higher temperatures, it is no longer possible to plan experiments without taking into consideration the significance of the presence of these gases in the system, the reactions they undergo. and their contribution to the vapor pressure. A good example of what went wrong in earlier work, when the existence of these gaseous molecules was not yet known, is presented by the work of Hoch, Nakata, and Johnston. Hoch and coworkers attempted to measure the vapor pressure of solid ZrO2 by letting the vapor in equilibrium with zir-conia effuse from a tantalum Knudsen cell. THE places where, yesterday, oil was unknown contain tomorrow's fields. Unquestionably, some states that now yield little or no oil have great potentialities, and developments in these states, although perhaps of less immediate interest than those in regions where great pools now exist, may easily be of greater ultimate importance than the results of exploration closer to known fields. Not long ago, Montana had only a quarter of an oil pool, and that was regarded by many as an accident that had strayed from Wyoming. More recently, the northern line of Louisiana was a dead line that would not be crossed by any Louisiana operator who valued his reputation for sanity. Within the past few months, Colorado has shown that it is far from being a negligible factor in the oil supply of the Rocky Mountain states, and it is now known that western Kansas, long shunned by many reputable geologists and operators, should be reckoned with. There may be a vast difference between what a wildcat well yields and what the well signifies. The fact that no commercial production is encountered may be lamentable and may well be disastrous to an individual or a company, but the same well that spells ruin to one may convey to another the information that will result in opening a new field. In presenting the conclusions, in this paper, the writer recognizes fully the possibility of erroneous deductions, particularly since he has had contact with only a few of the wells that are mentioned. Information comes principally from the scout. maps and files maintained at the Geological Survey by M. E. Latimer and G. K. Drach, without whose cooperation this summary would not be possible, supplemented by some personal contact and second-hand information gained by. conversation and correspondence. However, it is felt that the data contain few errors, and that the conclusions are at least reasonable.

A number of investigators have noted the importance of various precipitation reactions on the properties of commercial-purity beryllium.1-5 Carrabine, for example, has demonstrated the interaction of iron and aluminum on the mechanical properties of hot-pressed polycrystalline beryllium.6 He considered the determining factor on elevated-temperature properties to be a reversible AlFeBe, precipitation reaction which could be directly related to the Fe/Al impurity ratio of the beryllium. Any aluminum in excess of the stoichio-metric amount required to form A1FeBe4 was presumed to remain primarily in the grain boundaries. We have observed, by transmission electron microscopy, such a grain boundary effect after various heat treatments of beryllium sheet. The starting material in this investigation was bare-rolled beryllium ingot sheet (0.001 to 0.005 in. thick), in contrast to the hot-pressed powder utilized by Carra-bine. It should be noted from the ingot sheet analysis shown in Table I that the Fe/Al weight ratio was near unity which would provide some free aluminum although the total aluminum and iron content was still small. Fig. l(a) shows some aluminum or aluminum-rich precipitates in the grain boundaries of a beryllium foil which had been quenched from 1200°C into brine at -TPC. Similar grain boundary precipitates were found, particularly at grain boundary intersections, in other samples quenched from 1100° and 1000°C. The length of annealing time at these elevated temperatures did not appear to substantially alter the amount of grain boundary precipitates, thus attesting to their relative insolubility. The mechanism of the oxidation of high-purity copper has been studied at temperatures from 500° to 981°C employing gravimetric, high-temperature microscopic and inert marker techniques. An investigation of the adhesion of copper oxides was also made. The oxidation of copper is found to be parabolic at all temperatures. It is concluded that the controlling mechanism is the outward diffusion of CU+ ions through the Cu2O layer, but the mechanism of diffusion is modified by the state of compressive stress in the oxide layer at the oxidation temperature. At temperatures below the transition from elastic to plastic behavior of Cu2O the growth stresses reach a value sufficiently high to cause CuO whiskers to be extruded. The extrusion of whiskers results in the injection of a large number of vacancies into the CuO. The Cu20 layer grows by the advance of the CuzO/CuO interface into vacancy-rich CuO. Since there is an adequate supply of non -thermally created vacancies, the activation energy for oxidation is that required to move the Cu+ ion through the appropriate saddle point to a neighboring vacancy, which has been determined to be 20,000 cal per mole. At temperatures at which the Cu20 can deform plastically the stresses are never high enough to cause whiskers to form. thus vacancies must be supplied by themal activation and as a result the activation energy increases to 40.000 cal per mole. ALTHOUGH extensive studies of the oxidation kinetics of pure copper have been made in the past. the mechanism has received relatively little attention. As a result, certain features of the kinetic data have not been satisfactorily explained' For example, several workers1,2 have reported that the activation energy for oxidation in the range from 500° to 700° C was about 20,000 cal per mole whereas that above

THE Cuajone porphyry copper deposit is the northernmost of a group of three deposits in southern Peru controlled by the Southern Peru Copper Corp.-Toquepala, Quelleveco, and Cuajone— all within a 20-mile belt. Although small pockets of high-grade copper oxide ores were worked in the Cuajone area in the 19th century, it was not until 1939 that its potentialities as a disseminated deposit were recognized by 0. C. Schmedeman. An exploratory drilling pro- gram was begun in December 1942 and continued until early 1945. The program was revived in November 1952 and completed early in 1954. Early exploration was by diamond drilling. Later exploration was predominantly churn drilling, with diamond drilling used only for wildcat holes. Along this northwest-trending belt of deposits. which follows the western slopes of the Andean Range, quartz-monzonite has invaded earlier dio-rite intrusives and a series of warped and tilted Cretaceous volcanic flows. Little faulting of consequence has been recognized within the mineralized areas. WHEN I had the honor of receiving an invitation to give the-Institute of Metals Lecture, it occurred to me that it might be of interest to review the advances which have been made in refractories, considering how important these materials of construction are in the carrying out of many metallurgical operations and what a large factor they represent in our costs of production. Frankly, I can claim no recent contact with the refractories industry and what little work I myself have been concerned with has been rather unorthodox in character. However, perhaps in consequence of this, I can approach the review without bias and include some suggestions which may prove stimulating or provocative to some of you, who have a more intimate knowledge of refractories and their uses than I Possess. It is neither possible nor necessary for me to survey the progress of industrial refractories, for this has been so thoroughly undertaken by others1-7 in recent publications. Perhaps the best way to get a broad picture of this progress is to compare the Faraday Society Symposium on Refractory Materials 20 years ago8, containing a report on one of the first attempts at standardized testing, with the American Society for Testing Materials Committee Report of February 1935. Suffice it to say, lest my provocative remarks be misunderstood, that I do appreciate that great advances have been made, particularly by companies that have established their own research laboratories and by universities and cooperative research institutes working for the common weal of groups of manufacturers or for national and international progress. The scientific study of the constitution diagrams of binary and ternary refractory oxides, which American workers have been foremost in under-taking, ? led by the work of the Geophysical Laboratory at Washington, has laid a firm foundation for the whole subject. It should be remem-bered, however, that to a much greater degree than with the constitution of metal alloys, the equilibrium conditions are so sluggishly arrived at

THE geognostical relations of the metals and their ores present many problems of great interest, alike for the geologist, the chemist, and the mining engineer. The association with certain rock-formations of characteristic mineral species may help to guide the geologist in the identification of geological horizons, and throw light on the chemical activities which have been especially manifested in certain periods; while it is clear that such relations, if established, must be of great utility to the miner, and especially to the explorer of new regions. In inquiries of this kind, however, it is only by careful observations over wide areas, and by the collocation of a great number of facts, that anything like a safe basis for induction can be attained. The effects of hasty and imperfect generalizations in this field have already in many instances been felt to the prejudice of scientific progress. I come before you to-night, therefore, not to lay down any laws or general principles, but to call your attention to certain facts, many of them doubtless known to you, which have forced themselves on my attention, with regard to the associations of various metallic ores and other useful minerals with different series of stratified rocks, and to ask you to aid the progress of this branch of geognostical inquiry. Your observations in the various regions to which you may be called by your professional duties will enable you to determine how far these associations are mere coincidences, and how far they are chemical and geological constants. The associations here to be noticed concern only those mineral species which occur, either distributed through the strata in such a manner as to show that they are contemporaneous deposits, or occupy rifts or gash-veins in these strata, and may be supposed to have been

Since the end of World War II the Soviet Union has made great strides toward economic development of the country. Today it is firmly established as the world's second largest industrial power after the United States and it has committed itself before the people on both sides of the Iron Curtain to catch up with and to overtake us within a few decades. No nation could achieve such a degree of industrialization or aspire to become the world's industrial leader without a large supply of many basic mineral raw materials or at least easy access to such resources. In addition, it requires technical competence, a large skilled labor force, and a high rate of capital investment. Why should we concern ourselves with these Soviet aspirations? The Free World's yardstick of measuring a nation's well-being is the standard of living of the people in that country. Presumably even Communist governments are committed to some, however gradual, improvement in the standard of living of their people. The population of the USSR is 20 pct greater than that of the United States. Hence, if they ever achieve a standard of living equal to ours, they must by all logic reach a greater overall industrial output. However, in the U.S.S.R. the standard of living of the masses has not kept pace with the expanding industrial production and is still far behind that of the United States. Our concern, therefore, is with what the USSR intends to accomplish with its expanding industrial power: Will they produce large mineral raw-material surpluses and manufacture products to compete with us for world markets and attempt to put us out of business if not use it directly to wage war; or will they use their resources merely to produce more consumer goods for the Soviet people; or will they, along with other Communist nations in the not-too-distant future, compete with us for the world's sources of mineral raw-materials to maintain a high level of mass consumption?
