Indian tribes own a substantial portion of the West's minerals. More importantly, Indian reservations contain coal, oil and gas, uranium, and oil shale reserves in unusually large and unencumbered blocks. Many tribes are now prepared to intensify development of their large reserves knowing that they can offer energy partners the unique opportunity to develop major energy facilities free of overlapping local, state, and federal permitting authorities. The tribes, therefore, can offer mineral developers both substantial reserves and an unusual degree of freedom from a multiplicity of government regulation. In the past, Indians and energy companies enjoyed only partial success as business partners. Indian tribes lacked the resources and know-how to act as equal partners with large oil and gas and mining operators. The tribes relied on the Bureau of Indian Affairs (BIA) to initiate and execute reservation energy projects, and as a result the tribes never developed adequate tribal structures and the expertise to responsibly manage their energy resources. At the same time industry made little effort to understand and learn the laws, customs, and institutions existing on Indian reservations. To the contrary, industry found it easier to bypass the tribes and deal with BIA officials. But the situation has changed. In 1975 the tribes organized an effective coalition, the Council of Energy Resources Tribes (CERT), which recently acquired substantial federal assistance to bring the tribes a level of technical and business expertise that begins to equal that of industry. Because the tribes have changed the rules of the game, industry must now change and learn to work directly with tribal governments. A working knowledge of Indian law, practices, customs, and policies must be acquired by energy companies before beginning negotiations with tribal governments for development of reservation energy resources.

The Batu Hijau porphyry Cu-Au deposit in south-western Sumbawa, Indonesia is an ideal natural laboratory to study the fractionation of iron isotopes in magmatic rocks that range in composition from basaltic andesite to tonalite. Intrusive rocks are associated with a porphyry system that contains well-preserved early hypogene copper mineralisation. We analysed pre-, syn- and post-mineralisation igneous intrusive rocks. We also separated magnetite, chalcopyrite and bornite from hypogene porphyry-style quartz veins, and measured the Fe-isotope ratios of samples by solution multi-collector ICP-MS. Iron isotopic composition of samples from the magmatic suite show an increasing d57Fe with increasing SiO2, supporting geochemical and textural evidence that the Batu Hijau Tonalites underwent closed system fractionation. Equilibrium and co-existing mineral textures allow the calculation of the following preliminary empirical mineral-mineral fractionation factors at 500°C for certain mineral pairs.Iron isotopes have the potential to provide geothermometric data to complement fluid inclusion data, especially where heating stages have operational limitations and where fluid boiling results in a wide variety of inclusion types that may make analysis difficult.CITATION:Wawryk, C M, Foden, J D and Garwin, S L, 2015. For the first time in its history, the George A. Fox Conference let its focus venture away from the friendly confines of the East Coast of the United States to spend part of the one-day conference looking at projects from around the globe. With a record-setting attendance of 377 people, the conference, titled ?Tunneling: An international perspective,? opened with a keynote speech from special guest In-Mo Lee, professor, Korea University in Seoul, South Korea. He is also the president of the ITA-AITES. In a sweeping presentation, Lee walked the packed audience through some of the most fascinating and challenging projects in his home country. Among the projects he spoke about were Korea?s longest railway tunnel, the Solahn Tunnel and the Inje Tunnel, a freeway tunnel that is 11.94 km (7.4 miles) long.

Slag samples taken from adjacent to the furnace wall of a submerged arc ferromanganese smelting furnace have been found to contain high concentrations of K2O. To characterize the phase equilibria relevant to these slags experimental studies have been carried out to determine pseudo-ternary sections of the form ?MnO?-CaO-(SiO2+Al2O3) with a fixed Al2O3/SiO2 weight ratio of 0.65 and 6.0 wt% K2O for temperatures in the range 1523-1673 K. In the pseudo-ternary section investigated the primary phase fields are found to be mullite, 3Al2O3?2SiO2; corundum, Al2O3; spinel, MnO?Al2O3; manganosite solid solution, (Mn,Ca)O; dicalcium silicate,2CaO?SiO2; gehlenite 2CaO?Al2O3?SiO2; anorthite CaO?Al2O3?2SiO2; kalsilite KAlSiO4 and leuciteKAlSi2O6. It was found that the presence of K2O in the slag decreases liquidus temperature in the anorthite and gehlenite primary phase fields. The manganosite primary phase field is expanded in the direction of increased (Al2O3+SiO2) and the liquidus temperatures in the manganosite primary phase field are increased significantly with the presence of K2O in the slag.

Transient states of the air parameters in mine workings occur as the effects of natural and technological disturbances, and in particular as a result of changes in ventilation conditions, caused by alteration of the mine workings geometry, state of fans performance or emission of gases. Particularly significant are those transient states caused by disturbances resulted from catastrophes, since they are frequently associated with violent phenomena that may be a danger for life and health of the staff working underground. The paper presents a number of examples of transient states of the air parameters in mine workings after a catastrophe, like the bump in the ZABRZE-BIELSZOWICE coal mine. Registration of air disturbances by the monitoring systems of ventilation in mine workings in the area of disaster both at the moment of a catastrophe occurrence and later during the rescue operation, enabled to track out the incident and identify the circumstances and reasons of those tragic events which caused death of 18 miners during last two years. Furthermore, computer simulations of processes occurring in mine ventilation network make effective research tools to be applied in practice, among others for the study of accidents and disasters.

Two new splitter designs for intercepting moving streams of matter are presented, the variable cross-stream splitter (vCSS) and the rotary stream splitter (RSS), which are intended for implementation in a fully automated modus. The vCSS facilitates obtaining up to three subsamples with different splitting ratios from automated laboratory flow paths, while the RSS divides the intercepted sample into 16 equal analytical aliquots. The splitters can process a wide range of dry, granular and free-flowing materials (<5 mm). The required weight for each subsample can be set without mechanical adjustments in the case of the vCSS. Typical applications are subsampling/splitting for X-ray fluorescence pelletisation (or fused beads) or splitting for average shift composite sampling or grain size analysis. The vCSS combines the advantages of riffle splitting (three user-defined subsample masses) with miniature bed blending and can accept up to 15 kg in total incoming sample mass. In practice, the automated vCSS can deal with unlimited ingoing mass fluxes, while the RSS is designed to operate at a user-defined fixed subsampling rate (1/16th in the tested version). Both splitters have the potential to be optimised and evaluated according to an application/user-defined total sampling error (TSE) + total analytical error (TAE) threshold. Both splitters were tested under adverse conditions and with compositions involving three components with properties representing typical mass fluxes and components concentrations in industrial and technological systems: phosphate concentrate 89.00 per cent (<500 µm), slag ten per cent (>2 mm) and glass spheres one per cent (750–1000 µm). The slag particles vary widely in particle shape, aspect ratio and surface roughness, while the glass spheres are extremely prone to bouncing and segregation (spillage). This test system is extremely difficult to split and thus constitutes a realistic worst-case scenario. While the vCSS does not comply strictly with Theory of Sampling demands for correctness, both splitters may well be able to deliver fit-for-purpose representative results if/when tested properly. Average relative mass deviations ranged from 1.89 per cent for phosphate concentrate (relative standard deviations of 20-fold repeated splitting) to 4.72 per cent for glass spheres and 13.04 per cent for slag. For the RSS, the average replication experiment splitting variation was 2.89 per cent for phosphate concentrate, 4.82 per cent for glass spheres and 11.1 per cent for slag. Both new automated online splitters would therefore appear to be able to be tuned to fit-for-purpose representivity (defined here as maximum relative reproducibility <5 per cent) for many non-extreme materials; however, it is always imperative to test every new type/class of material empirically. Oxygen and carbon isotope mapping of hydrothermally altered wall rocks was applied to the blind ore prospecting of skarn Pb-Zn deposits in the Kamioka mining district, centralJapan, where the wall rocks consist of heterogeneous rock units. The results (d18OSMOW of -1.1 to +17.3ë and d13CPDB of -5.0 to +4.8ë for limestones, and d18OSMOW of -0.8 to +12.5ë for silicate rocks) show isotope zonations of the wall rocks with depletions in heavy isotopes (18O and 13C) toward the centre of mineralization. The isotope zonations likely formed by interaction of migrating thermal waters with the wall rocks during the mineralisation. The heavy-isotope depleted zone, which indicates higher temperature or higher water-to-rock ratio of the system, occurs in the footwall of a fault, indicating that the fault played the role of main conduit of the ore-forming fluids. A heavy-isotope depleted zone was also found in an area, where significant mineralisation had yet to be identified. Recent drilling in this area has intercepted a zone with a grade of 16.0% Zn, 0.8% Pb, and 35g Ag per metric tonne at a depth of about 360 m.

Longwall mining and related subsidence, and watercourse diversion for surface mining operations have the potential to impact on fluvial geomorphic processes and the health of river systems. This is evident in the Isaac River in central Queensland. The scale and likelihood of these impacts are a function of the extent of existing and proposed mining developments and of the ongoing geomorphic, hydrologic and ecological processes within the Isaac River. Understanding the objectives for the river, the past and ongoing processes at work, the cumulative impacts of longwall mining development and the options for managing those impacts is essential for the development of an effective strategy to manage the health of the river system. An assessment has been undertaken to identify and understand the cumulative impacts of mining subsidence and other mining influences on geomorphic processes and waterway health in the Isaac River over a river length of approximately 100 km near Moranbah in central Queensland. The assessment included the development of a vision and objectives for waterway health. The assessment has identified mining and landuse changes that have impacted on the hydrology, geomorphology, ecology and hence the health of the Isaac River. The assessment has then sought to identify the cumulative impact of longwall mining and related subsidence on current stream condition and the proposed vision for the system. The primary impact of longwall mining on the river was found to be associated with sediment transport. The investigation included assess- ment of total sand available for transport, the volume of sand transported annually and the fluvial process response to subsidence. Recommendations have been developed for the management of the system and for longwall mining to increase system robustness and achieve the river health objectives.

Block model estimates are commonly calculated by the well-established technique of kriging. The mathematics are well established, but implementation details require site-specific considerations. Checking and measuring the performance of the estimates is important to ensure the block model is suitable for its intended purpose. There are different criteria for long-term planning and short-term planning. The implementation of kriging should be checked with cross-validation and assessed for conditional bias and departure from theoretical optimality with the calculation of kriging efficiency. A new expression of kriging efficiency, which compares the kriging variance with the theoretically optimal kriging variance, is developed to aid in this assessment. The assessment tools presented here can be applied in a number of situations; however, ordinary kriging with a reasonably large search performs well in most cases.

"This paper describes the implementation of model-based predictive control (MPC) on a vacuum heat exchange network at Alcan's Jonquière Complex. The plant produces alumina from bauxite ore using the Bayer Process.The MPC system was commissioned in 2000, by Alcan personnel and an Advanced Control Engineer from Matrikon. The application has achieved an uptime of about 97%.The benefits were:• Energy savings : 0.5% - live steam reduction• Reduced variation: standard deviation of key temperatures reduced by 50%• Plant throughput increase: via the automated use of surge tanks• Decreased supervision time: by plant operations• Faster and easier diagnosis of problems and plant constraintsThe benefits were higher than expected with a payback time around 12 months.The purpose of the vacuum heat exchange network is to recover energy from a hot stream (pregnant liquor) by transferring it to a cold stream (spent liquor). The system is very tightly coupled, and the main constraints of the multivariable control system are: • to control the many tank levels involved in the process (8 tanks)• to maximize the temperature of the heated streams (spent liquor)• to prevent cooled streams (pregnant liquor) from cooling to below a minimum temperatureThe system includes 9 manipulated, 14 controlled and 2 feedforward variables.The advanced control implementation runs under an expert system environment and provides added flexibility to the overall control strategy."

This paper deals with the application of table flotation to two unusual mineral dressing problems. Both problems involved the removal of interfering minerals at sizes too coarse to normal froth flotation.The first problem was the removal of arsenical minerals from Broken Hill gravity concentrates without further size reduction. Table flotation without grinding of the original concentrates gave almost complete rejection of the arsenic from the concentrates. A typical test result was a reduction of arsenic in jig concentrate from 0.75% arsenic to 0.007% arsenic.The second problem was to develop a method to produce a high grade calcium carbonate concentrate from coastal dune sands containing about 10% silica and about 80% calcium carbonate. The sands were about 30 mesh British Standard Screen (B.S.S.), and for economic and other reasons it was stipulated that the separation be made without grinding. Again, table flotation gave excellent results. A concentrate was produced containing 99.62% acid soluble material, representing a recovery of 98.69% of the calcium carbonate in the feed with a rejection of 96.44% of the silica.The investigations' were carried out at the Kalgoorlie Metallurgical Laboratory, under the Department of Mines...

As a part of the United States Department of the Interior program for developing natural resources in Alaska, the Bureau of Mines studied the tin-bearing gold-placer deposits in the Tofty area of the Hot Springs district in central Alaska. The principal objective of the Bureau's work was to obtain facts about the extent and character of the placer deposits (including tailing) to indicate the economic or strategic tin-production potential of the Tofty "tin belt." A secondary objective was to determine (if possible) the bedrock Source of the cassiterite and other minerals found in the placer deposits. The placer phase of the work was begun in July 1954 and was continued during the 1955 and 1956 field seasons. Extensions to, and connections between, known placer channels were sought by 82 churn-drill holes. The Bureau drilling did not expand the placer deposits beyond the limits established by drift-mining operations and by previous drilling done by private concerns.

The Glenwood Canyon is a 13 mile long river gorge formed by the Colorado River approximately 2 miles East of Glenwood Springs, Colorado and approximately 150 miles West of Denver Colorado, (See Drawing #1). The canyon walls rise some 800 feet from the river elevation on either side of the river. The South-side river bank is occupied by the Denver and Rio Grande Western Railroad. The Northside is currently occupied by completed sections of Interstate 70 and US Highway 6. The railroad was built in the late 1800's and a hydroelectric power generating station was built in about the center of the canyon in the early 1900's. The Highway 6 platform was completed in the 1930's. The design and alignment for Interstate 70 thru Glenwood Canyon began in the early 1970's. The Highway thru Glenwood Canyon was designated a scenic Highway by the United States Congress, thereby allowing certain deviations from standard Interstate requirements. Environmentalists objections to the construction of Interstate Highways thru Glenwood Canyon resulted in especially careful design to avoid adverse environmental impacts. As a result, in many areas the new Highways will have restored the canyon to its more native configuration than what was the case in the building of the US 6 Highway platform.

This paper presents tunnel design considerations for the SR75/282 Transportation Corridor Project in Coronado, California. The project is managed by the City of Coronado in cooperation with Caltrans and the US Navy and may include a one-mile long twin-tunnel section with two options: a 36.5 foot diameter twin-bored tunnel or a twin cut-and-cover box. The alignment crosses the Coronado Fault, and design provisions were needed at the fault crossing to maintain life safety and prevent rapid inundation of the tunnel in the event of fault rupture. These provisions are discussed along with considerations related to liquefaction and ground shaking. The project is currently in the planning stage with construction to start around 2012.

MORE than a year before the United States entered World War II, the requirements of the National Defense Program indicated the need for additional sources of aviation gasoline. On September 10, 1940, Dr. R. E. Wilson, Group Executive, Advisory Commission of the Council for National Defense, requested the Bureau of Mines to undertake a survey of crude oils of the United States to designate those suitable for the production of 91-octane aviation gasoline. As quickly as a program could be defined, agreed upon, and funds provided to conduct the work, the Bureau began the project. Over a period of many years the Bureau had collected samples and made analyses of thousands of crude oils produced in the United States. Although these analyses did not include octane numbers of the gasoline fraction, they provided data necessary for calculating the correlation index. This index, developed within the Bureau, is a measure of the types of hydrocarbons present in gasoline and therefore is roughly indicative of the octane value. This fund of information from Bureau of Mines Hempel analyses, supplemented by information obtained from oil companies, reduced considerably the necessary laboratory work by providing data that permitted a large number of crude oils to be eliminated from consideration. However, in the survey carried out during the last part of 1940 and the first half of 1941, 225 samples of crude oil were collected and distilled. Octane values of the distillates were determined by the Army AFD-1C method. (See page 57.) A report containing these results, together with the calculated amounts of 91-octane aviation gasoline available from these sources, was prepared and distributed to the several offices of the Office of the Petroleum Coordinator for National Defense in August 1941. In December 1942 the Office of the Petroleum Coordinator for National Defense became the Petroleum Administration for War (P. A. W.).

Mining operations have made tremendous strides in improving the safety of blasting as shown by the significant and continual decrease in fatalities and serious injuries. Advances in blasting technology and blasting practices have played a significant role in reducing fatalities and injuries. However, even with the decline of fatalities and injuries blast area security continues to be by far the leading factor in blasting accidents. Even though there continues to be an increase in the use of industrial explosives and blasting agents in the U.S.A., the decline in fatalities and injuries from blasting accidents has persisted.

In the last years, supported gold catalysts with particle sizes smaller than 10 nm have attracted a lot of attention. While gold bulk metal is rather inert in chemical reactions and, thus, is of low interest for catalysis, highly dispersed gold particles supported on oxides as TiO2 or ZrO2 show surprisingly high activities in some reactions important for the chemical industry. The oxidation of carbon monoxide at low temperatures is mainly used as model reaction to study the unusual properties of gold catalysts [1]. On the other hand, to evaluate the catalytic potential of gold, other chemical reactions which allow to control also the selectivity have to be considered. The selective hydrogenation of ???-unsaturated aldehydes to allylic alcohols is of both commercial relevance (e.g. in fine chemical and pharmaceutical intermediate production) and specific scientific interest [2]. Note that thermodynamics favors hydrogenation of the C=C over the C=O group (stronger negative free reaction enthalpy of 35 kJ/mol), and for kinetic reasons the C=C bond is more reactive than the C=O group. Thus, in the presence of most of the conventional hydrogenation catalysts, based on Pt, Rh or Pd, -unsaturated aldehydes such as acrolein and crotonaldehyde are hydrogenated predominantly to the saturated aldehydes and only to a minor extent to unsaturated alcohols. Therefore, it is desirable to find catalysts which are able to control the intramolecular selectivity by hydrogenation preferentially the C=O group while keeping the olefinic double bond intact (Fig. 1).

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made an the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

Traditional dilution control systems range from computer modeling, use of physical markers on the field as polypipes to a technology that marks some control points where displacement is measured. The latter includes walking over a muckpile which is prohibited by some mining companies as a safety measure. The new technology presented in this paper is a patented system that is installed on board excavators (backhoe or front shovel types). Several control points are set along ore/waste contacts and their position is uploaded on the corresponding shovel. The operator proceeds on mucking until he is alerted when reaching any of the several control points previously located in the blast patterns and that have moved with the muckpile. A case study is presented at a high grade copper mine, were unique 3D shapes are showing as a result of using an on-board excavator dilution control system. Both ore-loss or dilution cost of opportunities are analyzed.
