As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

The majority of the tailings dam operations in South Africa will be required to comply with the new Global Industry Standard on Tailings Management (GISTM) within the next one to three years, depending on the dam classification and the requirements of the respective investors and insurers. With up to 72 auditable requirements, the implementation of the Standard needs careful planning and prioritization. This paper focuses on the practical steps to GISTM compliance for tailings facilities in operation in South Africa. The discussions are based on current practices, South African regulations, and industry standards requirements. The possible changes in dam classifications and the associated requirements are presented.

THE zinc-smelting industry of the United States has grown very rapidly in recent years and bids fair to outrival that of all other countries in the future. On account of the geographical situation of the chief ore-supplies, the industry may be divided into two main groups, the eastern and the western. The eastern and older group includes the works of Pennsylvania, New Jersey and Virginia, which practically control their own ore-supply. The western group includes the works of Illinois, Missouri, Kansas, Wisconsin and Indiana, which do not control their own ore-supply, but are compelled to buy the ore in the open market. It is for this reason that the western zinc-smelting industry has been undergoing continual changes since its inception 40 years ago. During the early discoveries of lead- and zinc-ore in the lead- and zinc-districts of Wisconsin and northern Illinois, the zinc-ore (sinithsonite or " bone " as the miner calls it) had no value and was considered waste; but later, when this ore was found in large quantities, it attracted the attention of metallurgists, which finally resulted, during the early sixties, in the building of the Matthiessen & Hegeler Zinc Works at LaSalle, Ill., the pioneer zinc-works of the West. A few years later, zinc-ore was discovered associated with the lead-ore in Jefferson county, southeastern Missouri, which started the industry at Carondelet or South St. Louis. Still later, the discoveries of zinc-ore in the lead-ore region, first' at Granby and then around Joplin, lead to the introduction of the industry in the southwest Missouri and Kansas districts. At first the development of the industry was slow, but it progressed steadily and it is now one of the leading metallurgical industries of the middle West.

This paper discusses small-scale lade gold mining and milling. It is abstracted from a bulletin being prepared by the United States Bureau of Mines entitled "Equipping, Developing, and Operating Small Gold Mines." Gold is widely distributed in the mountainous regions of the United States; relatively few deposits, however, can be profitably worked on a large scale. Because of the high intrinsic value of gold, ores containing this metal may be very rich; hence it is possible to mine profitably smaller bodies of gold ore than of the more common metals.

The weathering of coal mine waste rock releases iron, calcium, sulfate and associated trace elements like selenium [Se], which are introduced to seepage waters. Nitrogen species, such as nitrate and ammonia, are also found in association with coal-mining drainages mainly due to leaching of residual blasting compounds. Elevated concentrations of Se are a ubiquitous occurrence in coal mining environments in British Columbia, with values ranging from below 50 to over 500 µg/L in site waters. Selenate is the most common form of selenium found in waste rock seepages, and is exceedingly mobile in aerobic freshwaters. A major concern with waterborne Se in British Columbia is the potential for its bioaccumulation in aquatic food chains. Treatment to remove Se from coal-mining wastewaters has proven to be challenging for conventional water treatment technologies. Compounding this challenge, many streams are characterized by high flows and low selenium concentrations. Conventional membrane and ion exchange treatments produce concentrated brine streams that are difficult to treat or require disposal. Conventional biotreatment systems use excess nutrients to provide the required electrons to compensate for inefficient and variable electron availability, as well as to adjust reactor chemistry. The Electro-Biochemical Reactor (EBR) technology provides electrons to the microbes directly at a low voltage potential (1-3 V), supplying a controllable and consistent supply of useable electrons to the system and microbes at low current. In this manner, the EBR technology overcomes the shortcomings found in conventional systems, as it reduces the required nutrient addition and provides a more controllable, efficient, economical, and robust biotreatment system than found in past generations of biological treatment systems. Additionally, the EBR process does not produce excess solids or biomass; therefore, solids management post-treatment is not required. Laboratory EBR bench-scale and on-site pilot-scale systems were used to treat five British Columbia coal mine wastewaters; influent Se concentrations ranged from 35 µg/L to 531 µg/L. Se treatment targets for the tested waters ranged from 5 to 10 µg/L. Mean Se concentrations in EBR effluents ranged from 0.5 µg/L to 1.4 µg/L, while reducing sulfate concentrations. The test data demonstrate that the EBR technology is an effective Se removal option for British Columbia?s coal-mining wastewaters.

"The Stobie No. 7 shaft, 14 ft diameter, double- drum skip hoist, was installed at the INCO Limited Frood Stobie Complex in 1942. Figure 1 shows the hoist layout. The hoist was originally equipped with babbitted journal bearings on the main drum shaft and pinion gears. In 1990, the hoist was modernized with a new braking system, two new 2000 hp D.C. drive motors, a thyristor armature supply and a PLC control system. The new drive motors were connected to the drive pinion gears with a gear type flexible coupling. The pinion gear journal bearings were refitted during the refit in 1990 as the existing babbitted bearings showed signs of wear. The pinion gear journal bearings had always run warm and had external cooling applied during the warm summer months. Figure 2 shows the journal bearings on the pinion shaft. The skip hoist main bull gear and two pinion gears were replaced in 1997 because of cracked bull gear spokes. New drive couplings were installed on the pinion gears and the pinion journal bearings were modified to allow some self-aligning properties to try to reduce the heating and wear on the babbitt. The modifications did not significantly reduce the heating problems and a decision was made in the spring of 1998 to convert the bearings to self-aligning, anti-friction-type bearings.The traditional roller bearings used on double helical pinion drive gears in hoist applications has always been double-row spherical roller bearings due to their high load-carrying capacity and misalignment allowances.Unlike single helical gears, double helical arrangements do not exert axial thrust on the pinion gear bearings, therefore, both bearings in the pillow blocks must float easily with any pinion displacement. Drum misalignment, thrust bearing end play and a multitude of other influences causes continuous axial displacement of the pinions when in operation. This constant displacement or “hunting” of the pinion gear to maintain its centre on bull gear often exceeds the axial clearance limits of spherical roller bearings thus resulting in a continuous sliding motion of the bearing outer rings against the housing seats. With time, the housing fit eventually wears, creating an out-of-round condition for bearing housing (maximum allowable cylindricity tolerance is IT4/2). When this happens, the pillow block housings must be replaced or re-machined to specification. Premature bearing wear and overheating will occur if a housing out-of-round condition is encountered."

In this two-year study, an evaluation of mining and reclamation practices at 159 randomly sampled surface coal mines in the United States was conducted. It is concluded that reclamation practices in most of the 22 coal-producing states were adequate during 1975, but that improvement in reclamation performance was desirable in the acid area of the central U. S. and in mountainous southwestern Virginia. Productivity improvements should result from research to determine efficient or optimal operating procedures for dragline stripping of single and multiple seams, surface mining of lignite, multicut and multiseam haulback mining on steep slopes, mountaintop removal, and surface mining in swampy or deeply glaciated areas. Specific candidate research projects are discussed in this report.

The U.S. Bureau of Mines conducts research at the Galena Mine, Wallace, ID, with the aim of mitigating the effects of rock bursting. Destress blasting is commonly used as a stress control technique at the mine. A digital seismic array and an array of borehole pressure cells (BPC's) had been installed near the site of a stope undergoing mining and periodic de stressing. The instrumentation was being monitored at the time of a destress blast of the 46-99 stope. No significant seismic events occurred coincident with the destress. However, the destress was followed by a 2 ½ -week period of increased seismic activity, including two damaging events on February 7, 1990, at 034500 (hour, minute, and second) and 122020 Pacific standard time. BPC measurements indicated coseismic ground pressure changes on the order of 200 to 300 kPa associated with the damaging events. Fault plane solutions and dislocation models established that stress changes induced by the event at 034500 may have been significant in promoting the occurrence of the event at 122020. Theoretical investigations suggest that applying knowledge of the existing stress field, an understanding of rock burst mechanics, and fracture mechanics principles can improve destress effectiveness.

In conjunction with the research study of the Coronation Mine recommended by the National Advisory Committee on Research in the Geo-logical Sciences and coordinated by the Geological Survey of Canada, Canadian Aero Service Limited per-formed a detailed, low-altitude air-borne survey over a block of ground encompassing the .Coronation Mine. The in-phase/out-of-phase air-borne electromagnetic data are com-pared with "horizontal-loop" ground data with reference to: size and nature of conductors detected; criteria in selection of targets for drilling. In-formation provided by Hudson Bay Mining and Smelting Company on their drilling of the numerous conductors in the area is employed in this comparison. The merits of combining a sensitive airborne magnetometer with an air-borne electromagnetic unit are discussed. The magnetic data are considered very important in assessing conductors as prospects for commercial sulphida deposits in this area of numerous electromagnetic anomalies. The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. Planning and administrative services for the meeting and conference were handled by Bituminous Coal Research, Inc., under USBM Contract H0318038.

"The outlook for supplying the world's metal needs in the next twenty-five years is good, although in several cases basic costs are likely to increase with rising demand. Metal prices calculated at a constant dollar from 1900 to the present show that for nickel, copper, silver, lead, zinc and tin, prices -and presumably production costs -fell from 1900 to the early 1930s. Since then, they have generally risen, apparently reflecting some depletion in relation to demand. This tendency has been accentuated since the post-World War II adoption of managed, full-employment, growth economics, which have resulted in a sharp escalation in world demand for metals. (Abandonment of such policies, apparently now under consideration in North America, would, of course, affect the pre-dictions of this paper.) Nevertheless, metal prices generally are still below those prevailing in 1900. Exploration potential exists for disseminated ores of many metals still thought of as characteristic of lode and vein deposits. These include uranium, silver, gold, tin and nickel and, to a lesser extent, lead and zinc. Considering the discovery potential for some principal metals in relation to expected demand and prices, I would tend to rate them as follows: molybdenum, zinc, lead, uranium, silver, gold, tin, nickel and copper."

The first metal-mine accident-prevention course was prepared and published in 1942--45 as a series of seven miners' circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' Circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

An attempt is made here to collect together various reports and publications that are based on research supported all or in part by Contract No. H0155008 for the past two years. The subject matter deals primarily with the excitation, transmission, and reception of electromagnetic waves in mine environments. This contract from the U.S. Bureau of Mines with the Office of Telecommunications supports the efforts of James R. Wait (Principal Investigator and Consultant to OT), David A. Hill (Co-Investigator), and various associates within the Boulder scientific community. The contributions of Samir F. Mahmoud were supported, in part, by the contract while he was a Visiting Fellow with the Cooperative Institute for Research in Environmental Sciences at the University of Colorado. The purpose of this research was to develop a system capable of detecting changes in the structure of rocks, leading to failure of mine roofs, and/or excavations. A prototype system was developed, field tested and delivered to the United States Bureau of Mines for further evaluation and research. This system is based on the analysis of acoustic signals generated on the surface of the roof by an impact device and which are reflected or backscattered by flaws and discontinuities in the rock. The specially designed impact source is capable of generating high frequency acoustic signals with excellent repeatability. The system can also be used in conjunction with conventional acoustic pulse transducers. The received signal is digitized and the data transferred to a minicomputer for processing and display. This capability allows the immediate determination of wave velocity and/or distance to a reflecting interface. Various data processing techniques such as averaging, differentiating, and comparing of different signals can be selected by entering the appropriate commands on the keyboard. Being a programmable system it is possible to implement more advanced signal processing techniques. All results as well as the signal are displayed on a CRT. Furthermore, a permanent record of the data can be generated on paper tape, which can be reentered and processed at a later date. A communications interface allows transmission of the sampled signal to a large scale re-mote computer. The system was tested extensively in the laboratory, and field tested at the York Canyon Coal Mine. These tests proved the feasibility of operation in the mining environment. Results indicate that further investigation and development will have to be undertaken to fully develop the potential of this system in satisfying the goals of this research.

The placer gold industry has experienced a roller-coaster history incorporating four major boom eras. The first, 'hand-methods' boom arose in the mid-19th Century from application of an old idea in new places around the globe. The subsequent hydraulic mining, bucket dredging, and 'hydraulic excavator-portable plant' booms each arose from application of new ideas in old places around the globe, ie in places where gold had been found during earlier booms. The new ideas that heralded the second, third and fourth booms were all significant advances in excavation technology. These enabled the industry to target the known deposits that were too deep, too wet, too small, or too low-grade for recovery by earlier boom methods. Relatively few new deposits or new deposit styles arose from the 'history book' exploration approach, so the number of known deposits to which each of the boom methods were applicable was limited. Consequently, the first three booms were each followed by significant periods of industry decline, and the fourth boom is currently waning inNew Zealand. Further decline is not inevitable and can be avoided by changing to a knowledge-based exploration approach similar to that adopted by the hard rock gold industry in the 1970s. Such an approach could easily herald the next placer gold boom.   Most of the relatively coarse, easily won alluvial gold in proximal and medial reaches of the active placer systems is gone. However, a substantial alluvial gold resource remains in the distal reaches of active systems, and in ancient placers formed onshore and on the continental shelf during previous sedimentary cycles. The resource in these deposits probably exceeds the total New Zealand placer production to date. Successful development of these placers requires application of robust geologic models for the formation and distribution of the placers through time, and advanced exploration technology that has not been used before in New Zealand. Nevertheless, the knowledge and technology required to explore and mine these deposits is available now. Many of these deposits contain a large proportion of problematic gold types that are difficult to recover with the commonly used gravity technology without sustaining significant losses. Despite advances in recovery technology in last few years, too much emphasis is placed on the incorrect assumption that gold size is the primary control on recovery efficiency. Other gold particle parameters, especially particle shape, exert a much greater control on whether gold will be saved or lost to the tails, and must be considered in the design of recovery technology and configuration of recovery circuits.

It is the purpose of this paper to examine a number of the recent developments in powder metallurgy, being most concerned with those which are yet to prove themselves rather than those which have achieved commercial maturity. Such developments include the production of very much coarser and very much finer powders, down to the near-micron size range. Also considered are activated sintering, direct powder rolling and extrusion (both hot and cold), brazing and welding, hydrides of reactive metals, oxide dispersion strengthened alloys and theoretical evaluations. Introduction T HERE surely can't be very much argument with the fact that powder metallurgy has made large advances on many fronts during the past ten or more years (1). These advances have taken place in raw materials, in processing, in product development and in a better understanding of many of the phenomena which occur in the various steps involved in powder metallurgy. The Iberian Pyrite Belt (IPB) is one of the world's largest reserves of primary sulphides containing base metals (Cu, Zn, Pb), precious metals and some special metals such as indium. Estimated resources are over 1,500 million tonnes of volcanogenic massive sulphide ores. From 1980´s Europe lives the decline in its mines mainly motivated by the low price of the metals. One aspect that contributed equally to this was the ecological disaster produced by the discharge of more than seven million tonnes from the tailings dam of Boliden-Apirsa (Aznalcollar) in 1998. Today the situation is different; the companies present in the IPB have given evidence that it is possible to reconcile mining projects and care on the environment, and the regional authorities are opening a public tender to re-start Aznalcollar mine. A new challenging era has been started at this Spanish/Portuguese mining area. This paper presents the results and preliminary economics of a project devoted to IPB primary sulphides processing through different technology approach, e.g. conventional selective flotation against bulk flotation or mixed metals flotation combined with hydrometallurgical processing.
