This report presents a structural analysis of the economies of Spokane County, Washington and 21 surrounding counties. An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. The Micro IMPLAN modeling system with the 1990 county database was used to create an Input/Output based model of the regional economy. The leading industries, with respect to employee compensation, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown (or each county and the region. The total industry output from the Spokane Economic Trade Area (S ETA) region is valued at $22.3 billion. The SETA region provides $7.1 billion in employee compensation to a work force of 374,000. Spokane County, Washington accounts for about 50 percent of the regional total output, employee compensation, and employment. Both Spokane County and the region as a whole produce about 80 percent of total industry output for final demand with the remaining 20 percent going to intermediate inputs for further production. About $7.4 billion of the $22.3 billion SETA output is exported from the region. Spokane County exports about $4.7 billion, or 41 percent of the $11.5 billion Spokane County output. Exports account for more than 50 percent of the total output in 12 of the 22 counties within the region. Based on the output of the top 25 industries in each county and the SETA region about 9 percent of the industry output from Spokane County and 18 percent of the regional industry output come from natural resource based industries. For counties other than Spokane County, total industry' output from natural resource based industries represents from 12 percent to 81 percent of county output from the top 25 industries. Among the problems of the flotation of sulphides by the thiol collectors is the dependence and varieties of the flotation starting with the time and oxygen contents in the slurry. For sulphides, the flotation stage follows after the electrocatalytic oxidation of the collector with oxygen on the surface of the conductor minerals. The necessity of the oxygen for sulphide flotation (Plaksin and Bessonov, 1957) is in accordance with a corrosion model of a collector surface sorption (Salamy and Nixon, 1954). As Golikov and Nagimyak (1961) showed, the sulphides possess catalytic activity which provides the autoxidation of the xanthates in the sluny to the dixanthogen. This stage can be rather protracted, which limits the speed of the total process. Disulphides constitute important collectors for the sulphide flotation and the optimal degree of the xanthate oxidation is about 20 per cent for different ores (Abramov, 1978) or, following Chanturiya and Nazarova (1977) the surface compositions for various sulphide ores are different and an optimal oxidation degree is variable from five to 25 per cent according to the ore nature. The optimisation of the surface composition is possible by application of the dixanthogens, or by a partial chemical, electrochemical, or catalytic oxidation of xanthates (Desains, 1847; Schall, 1896; Vigdergauz, 1989). According to Rand (1977) and Vigdergauz (1991) sulphides possess different catalytic activities for oxygen electroreduction. In neutral solutions, for example, the following decrease in the order: FeS2 (Fe,Ni)9S8 CuFeS2 FeS; Cu5FeS4 Cu2S; PbS (Vigdergauz, 1991). For the cases of low catalytic activities of the sulphides, the preflotation oxidation of xanthate could be useful to optimise the process kinetics.

"For a good many years the Bureau of Mines and various state mining experi¬ment stations have endeavored to develop some method of utilizing the immense deposits of lignite in the United States. Work in relent year has indicated that the best method of this is to drive off the moisture and most of the volatile water from the lignite in some form of carbonizing apparatus leaving a residue high in fixed carbon and low in moisture and volatile matter, which by briquetting can be made into a high-grade fuel. The earlier forms of carbonizing equipment tried were complicated, costly to build and keep in repair, and could not be operated intermittently without being seriously damaged. During the year 1922, however the Bureau of Mines devised a very simple carbonizing oven which produces a uniformly well carbonized product. This oven is essentially a vertical shaft with means for supplying raw lignite at the top and discharging the carbonized limited at the lower end. Air in regulated amount is admitted to the shaft at two horizons, and a zone of combustion maintained through which the column of lignite passes. The lignite is thus carbonized by construction of its contained matter and a small proportion of its fixed carbon, leaving most of the fixed carbon in the carbonized product or ""char"". The degree of carbonization can be closely controlled by varying the volume of air supplied to the oven and the rate of travel of the charre down the shaft.The ""lignite char"" produced is a soft material resembling charcoal more than coal or coke, but somewhat harder than charcoal. A model is discussed from which the work of adhcslon .tor liquid transition metals on aluminum oxide surfaces can he calculated, A close-packed (00011 oxygen surface on A12O3 is assumed with two different types of surface sites: one type involving metal-oxygen bonds and the other man der Waals into actions. The work of adhesion is thus expressed as the sum of these two bonsding free energies. Calculated works of adhesion for nickel, titanium, chromium, and zirconium on sapphire agree well with the experimentally determined quantities. The model is extentled to the calculation of the work of adhesion and shear stress required to remove a thin metal film from a sapphire substrate and is in good agreement with experimental values. The obsewed dependence of the work of adhesion on the free energy of oxide formation of the metal is shown to also provide an interpretation of the tittle dependence of thin-film adhesion. THIS paper presents a model for the type of bonding which occurs across a metal-A12O3 interface. The model is used to explain the results of two types of experiments in which such an interface exists: 1) the adhesion of thin metal films on Al2O3 substrates and 2) the wetting of A12O3 by liquid metal drops. The adhesion of thin films to various substrates has been the subject of a variety of investigations.'-' Benjamin and weaver3 and Bowie,6 using the scratch test developed by Heavens,10 studied the adhesion of metallic films to glass substrates. Their observations for noble-metal film adhesion agree well with an adhesion model involving a van der Waals type of bonding between the film and the substrate. For films of metals whose free energy of oxide formation. ?F°f, has a negative value. Benjamin and weaver3 and Bowie6 found a time-dependent adhesion with an initial value that can be interpreted in terms of van der Waals interactions but a larger terminal value which was related to ?F°f, Karnow-sky and Estill7 deposited films on sapphire at elevated temperatures and noticed no time dependence of film adhesion but a similar correlation with ?F°f. Because of the kinetic problems associated with thin-film adhesion it is desirable to examine adhesion in an equilibrium system. The wetting behavior of liquid-metal drops on Al2O3 provides such a system. Systems of this metal-ceramic type have been studied extensively.11 Humenik and Kingeryl2 have measured the wetting of A12O3 (and other substrates) by several metals and have pointed out that the wetting ability of these metals increases with increasing values of -?F°f. It is thus seen that thin-film adhesion and metal wetting on A12O3 are both related to the tendency of the metal to react with the surface oxide ions of the Al2O3 substrate and, because of this, both phenomena should be explainable by an appropriate model for the metal-Al2O3 interfacial bonding. In the sections that follow, wetting and adhesion data on A2O3 are reviewed and a model is presented by which these phenomena can be interpreted. ANALYSIS OF WETTING EXPERIMENTS In an equilibrium system involving a liquid-metal drop on a solid Al2O3 substrate, the work of adhesion, WAD, is defined by the Dupre, equation as WAD = ?s + ?L -?sL [1] where ?s and ?L are the surface free energies of the solid substrate and the liquid drop, respectively, and ?sL is the interfacial free energy. The work of adhesion is the work required to separate a unit area of the solid-liquid interface into two surfaces. The work of adhesion is usually determined from a sessile-drop experiment in which yL and the contact angle, ?, are measured. The Young-Dupr6 equation is then used to calculate WAD Wad = ?L (1+ cos ?) [2] The literature of this subject has been examined and Table I shows work of adhesion data for various liquid metals as measured on A12O3 substrates. Dolomite is a calcium carbonate sedimentary rock that can be found all over the world. In its calcined form it is employed for water treatment or as an additive in iron production. Calcined dolomite is produced at the Wünschendorfer Dolomitwerk GmbH in shaft furnaces (kilns). Because of an expansion of the mined deposit, significantly higher extraction costs were expected. Therefore, the existing upgrading processes for the kiln stone fraction had to be adapted and improved. This paper presents a process optimisation which allows for an increase of the yield of calcined dolomite by 10 % due to a redesign of the crusher circuit and by an additional 5 % due to a comprehensive characterisation of the kiln stone fraction itself. Here the interdependency between the pressure drop in the furnace during calcination and the size distribution of furnace stones was used to increase the amount of fine size fractions in the furnace feed without deterioration of the calcination process. "The Cordilleran region of western Canada includes most of British Columbia and the Yukon and pares of Alberta and the Northwest Territories. The western part of this region was for about 50 years the principal mineral producing area of the Dominion. It lost this distinction in 1907 when production from the mines of the Canadian Shield took the lead, but it continues to provide about 15 percent of the total Canadian production. In 1945 the total mineral production of British Columbia and the Yukon was valued at $65,302,900, of which about 80 percent was derived from metals.This paper is intended to serve as an introduction co the more derailed Cordilleran papers. Part I includes a brief synopsis of the complex geology and diverse types of mineralization in the region and Parr II collates the main structural principles exemplified in the derailed papers, and draws some conclusions regarding the application of this information to prospecting."

In characterizing tars obtained by the low-temperature carbonization of North Dakota lignite, infrared spectra have been an invaluable aid in both qualitative and quantitative examination. Quite, early in the tar-research program of the Federal Bureau of Mines it became evident that the small number of published spectra available for hydroxy-aromatics would be inadequate for comparative purposes when dealing with the wide range of compounds present in coal tar; therefore, compiling a catalog of spectra was begun as a continuing part of the tar program. Because these spectra should be valuable to other investigators in this and related fields, they are being presented in these reports. This supplement to the original publications presents the spectra (figs, I to 32), representing 32 compounds, largely phenolic materials. The major problem of this project has been the availability of materials for examination. Most of the compounds included in this supplement were synthesized at the Bureau of Mines Lignite Research Laboratory. Some were obtained from commercial sources, whereas the compound 2'-hydroxy-l-phenylnaphthalene was synthesized at the Bureau of Mines laboratory in Bruceton, Pa. The cold-rolled steel output of cold-rolling mill (CRM) complexes are sometimes constrained by their batch annealing facilities (BAF). This paper examines a cost-effective solution to increasing capacity and quality of the BAF thereby making additional capacity available for CRM output. The solution involves applying a structured system of scheduling and operation to the BAF, using a proven level-2 software model. The system presented has been applied to a wide variety of BAF with all the leading furnace brands. Whether using traditional HN atmosphere or 100% hydrogen, peak performance can be achieved when using a properly configured, on-line, physical thermodynamic model. Given that it is not practical to place a thermocouple in each coil that is being annealed, various methods have historically been used to estimate the time required to properly anneal all the coils in the charge. This paper examines how the latest technology, in wide use throughout the USA, uses a physical thermodynamic model to shorten average cycle times, thereby increasing productivity and reducing energy consumption. The paper also examines the benefit of building thermodynamically balanced charges to further optimize the BAF operation and improve quality consistency by decreasing mechanical property variations.

A recent landslide comprising approximately 12 acres (4.86 hectare) and a displaced volume of more than 500,000 cy (382,000 m3) caused the shutdown of a four-lane state highway and two high-capacity freight railway lines. After completion of immediate landslide stabilization activities, various long-term slope stabilization measures were implemented that focused primarily on gradual slope unloading in areas near and upslope from the scarp of the landslide. Near the completion of the upslope excavation, an anchored soldier beam and lagging wall was constructed to allow for the temporary unloading of the toe of the main landslide area to facilitate installation of a permanent underdrain. The design of the anchored wall utilized information collected during the rehabilitation construction and included inclinometer data, site survey results, piezometer data, and field construction observations. Using the history of site-specific movements, results of back-analysis calculations from the landslide, and geometry/performance of the post-construction slope configurations, the fully softened and residual shear strengths along two potentially critical sliding surfaces were calculated. Owing to the high confidence in the values of shear strength as afforded by this information, the confidence in local groundwater conditions, and control of the loads, the designers selected a relatively low, calculated short-term factor of safety (FS) (i.e., FS ˜ 1.1 to 1.2) for the most critical unloading step. Long term calculated FS values on the order of 1.2 to 1.3 were anticipated. This paper describes the detailed evaluation of the landslide slope movement data associated with the shallow and deep potentially critical failure surfaces and selection of the associated values of design shear strength for these potentially critical surfaces. A description is presented of the analyses and design of the anchored wall, measures implemented during construction to minimize slope movements, and post-construction monitoring results during the unloading and subsequent installation of the underdrain.

RECOVERY of selenium and tellurium at Copper Cliff by the Ontario Refining Co. has been previously described by the writer.1 During 1935 a new building was erected to house this operation and description of the new plant and process form the subject of this paper. The building, of modern steel and tile construction, covers an area of 5900 sq. ft. with a volume of approximately 165,000 cu. ft. The large monitored center bay is flanked by two smaller outside bays, one of which is devoted to the tellurium section. All equipment, ceilings and upper walls, are treated with aluminum paint, giving good illumination and facilitating good housekeeping, essential from a health standpoint in handling material of this nature. EQUIPMENT Layout and type of equipment conforms to the requirements of the process as described below. In the selenium section, storage tanks, neutralizing tanks and precipitators are of steel construction, lead-lined and. arranged for gravity flow (Fig. 1). The neutralizing tanks are equipped with water-cooled lead coils for controlling solution temperature, agitation being accomplished with compressed air. The precipitators are provided with mechanical agitators, and sulphur dioxide is introduced into the solution through 3-in. lead pipes leading from a manifold attached to the cover of the precipitator. Each precipitator has internal cooling coils and an air-jet exhauster to carry off fumes. Neutralized solutions are filtered in a 29-plate wooden filter press using heavy cotton duck as a filter medium, forced feed being maintained by a Welmet centrifugal pump. Dilute solutions are concentrated by evaporation in a vacuum evaporator, constructed of cast hard lead. Heat is supplied by an outside steam chest operating under 15 lb. steam pressure. The solution is circulated through the steam chest by a pump of antimonial lead at a rate approximating 400 cu. ft. per min. The evaporator is evacuated by a water-jet condenser that creates a vacuum of 26 in. of mercury under normal operating conditions. The capacity of the vessel is 60 cu. ft. and the rate of evaporation 25 cu. ft. per hour.

During the last decade, since most smelters have included Cottrell plants as standard equipment for the removal of dust from furnace gases, it has become apparent that smeltermen have had a new problem slowly developing. This problem has manifested itself in accelerated destruction of, or serious injury to, the masonry of flues and chimneys. The masonry either spalls, if the material is of low strength, or acquires large major cracks, either of which conditions attains such proportions that renewals or reinforcing become necessary to maintain the structure in satisfactory condition. This paper describes the failure of a large modern brick chimney to such an extent that its safety was vitally impaired; the investigation of its condition; the methods of restoring satisfactory strength to the structure; and the installation of an acidproof lining. Plant History The Clarkdale smelter of the United Verde Copper Co., which was put in operation in 1915, was primarily a blast-furnace plant. The smelter at Jerome had utilized blast furnaces exclusively, and in the design of the new (1915) plant, blast-furnace smelting evidently was considered of major importance, the smelting equipment consisting of four blast furnaces 48 in. by 26 ft. 8 in. and three reverberatories, each 19 by 101 ft. The latter, supplemented by roasters, were intended mainly for handling dust and fine ore resulting from the crushing operations. The original roasting equipment consisted of six six-hearth Wedge roasters, six more being added in 1917. All gases from blast furnaces, reverberatories, roasters and converters were conducted by means of suitable flues and dust chambers to one central chimney. This chimney, 30 ft. inside diameter by 400 ft. high, is a self-supporting steel structure, lined with 4-in. brick supported on steel shelf angles, riveted to the shell, spaced about 15 ft. vertically. The bricks were of local manufacture, not particularly hard-burned, and were laid in ordinary cement-fireclay-sand mortar. No record is available to indicate that any particular effort was made to secure an acidproof mortar. Twelve properties in the Riverside Mountains have moderate to high potential, for silver, gold, copper, and molybdenum. Six properties in the Big Maria Mountains have moderate potential for zinc, lead, copper, silver, iron ore, and limestone. The Big Maria Mountains also have occurrences of building stone. Four properties in or near the study area have low-grade gold-silver-copper resources totalling more than 300 thousand tons (270,000 t). An estimated 29 million tons (26 million t) of limestone and dolomite, and 620,000 long tons (630,000 t) of iron ore are in the Big Maria Mountains section of the study area. INTRODUCTION The Big Maria Mountains Wilderness Study Area covers about 50,538 acres (20,453 ha) near the Colorado River in eastern Riverside County, California (fig. 1). The study includes portions of both the Big Maria and Riverside Mountains. It lies north of Blythe, California and south of California Highway 62 in the Mojave Desert province of the California Desert Conservation Area. The study area consists of two mountain ranges surrounded mostly by broad alluvial slopes or bajadas. It extends for 25 mi (40 km) from the Riverside Mountains on the north, to the south end of the elongate Big Maria Mountains.

Field-testing of a new on-stream X-ray fluorescence analyzer was conducted in a copper concentrator. The evaluation of copper tailings and concentrate streams indicated a statistically acceptable correlation with laboratory chemical analyses. The new equipment employs a “components off-the-shelf” approach to minimize capital cost and maintenance issues and to utilize the latest advancements in X-ray fluorescence detector technology and computer capability. A general description of the system is provided, and performance of the analyzer measuring copper (Cu), iron (Fe), and molybdenum (Mo) is presented.

The Northparkes, Endeavour 26 orebody is a porphyry copperûgold deposit and comprises a moderately to well jointed rock mass characterised by gypsum veining, the intensity of which decreases with depth. The top 480 metres of the orebody is currently being mined by block caving, the undercut dimensions measuring 196 metres in length by 180 metres in width. Continuous caving was never achieved after the completion of the undercut thus cave inducement techniques were sought to maintain caving so as to safely sustain production. The use of hydraulic fracturing as a cave inducement tool was successfully trialled in December 1997 using existing exploration boreholes located midway up the current lift. Subsequent fracturing campaigns have enjoyed various degrees of success and have yielded in excess of seven million tonnes of ore at a significantly lower cost than conventional cave inducement techniques. Monitoring of both the hydraulic fracture system and the rock mass response has provided considerable insight into the geometry, growth and influence of hydraulic fracture networks above the Northparkes block cave, and has initiated additional research into the use of hydraulic fracturing in other mining methods.

The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) has recently studied several redirected scrubber discharge configurations in its full-scale continuous miner gallery for both dust and gas control when using an exhaust face ventilation system. Dust and gas measurements around the continuous mining machine in the laboratory showed that the conventional scrubber discharge directed outby the face with a 12.2-m (40-ft) exhaust curtain setback appeared to be one of the better configurations for controlling both dust and gas. Redirecting all the air towards the face equally up both sides of the machine increased both the dust and gas concentrations around the machine. When all the air was redirected towards the face on the off-curtain side of the machine, gas accumulations tended to be reduced at the face at the expense of increased dust levels in the return and on the curtain side of the mining machine. A 6.1-m (20-ft) exhaust curtain setback without the scrubber operating resulted in the lowest dust levels around the continuous mining machine, but this configuration resulted in some of the highest levels of dust in the return and gas on the off-curtain side of the mining face. Two field studies showed some similarities to the laboratory findings, with elevated dust levels at the rear corners of the continuous miner when all the scrubber exhaust was redirected towards the face either up the off-tubing side or equally up both sides of the mining machine.

Recovery of selenium and tellurium at Copper Cliff by the Ontario Refining Co. has been previously described by the writer.l During 1935 a new building was erected to house this operation and description of the new plant and process form the subject of this paper. The building, of modern steel and tile construction, covers an area of 5900 sq. ft. with a volume of approximately 165,000 cu. ft. The large monitored center bay is flanked by two smaller outside bays, one of which is devoted to the tellurium section. All equipment, ceilings and upper walls, are treated with aluminum paint, giving good illumination and facilitating good housekeeping, essential from a health standpoint in handling material of this nature. Equipment Layout and type of equipment conforms to the requirements of the process as described below. In the selenium section, storage tanks, neutralizing tanks and precipitators are of steel construction, lead-lined and arranged for gravity flow (Fig. 1). The neutralizing tanks are equipped with water-cooled lead coils for controlling solution temperature, agitation being accomplished with compressed air. The precipitators are provided with mechanical agitators, and sulphur dioxide is introduced into the solution through 1/2-in. lead pipes leading from a manifold attached to the cover of the precipitator. Each precipitator has internal cooling coils and an air-jet exhauster to carry off fumes. Neutralized solutions are filtered in a 29-plate wooden filter press using heavy cotton duck as a filter medium, forced feed being maintained by a Welmet centrifugal pump. Dilute solutions are concentrated by evaporation in a vacuum evaporator, constructed of cast hard lead. Heat is supplied by an outside steam chest operating under 15 Ib. steam pressure. The solution is circulated through the steam chest by a pump of antimoniallead at a rate approximating 400 cu. ft. per min. The evaporator is evacuated by a water-jet condenser that creates a vacuum of 26 in. of mercury under normal operating conditions. The capacity of the vessel is 60 cu. ft. and the rate of evaporation 25 cu. ft. per hour.
