The production of small heats of alloy steels on an experimental scale is often desirable in beginning the study of new alloy steels before large amounts of expensive alloys are used in heats of commercial size. Such small heats can sometimes be made up at crucible-steel plants, but few crucible-steel makers care to undertake experimental heats for other firms. Small electric furnaces offer some advantages over crucible furnaces for experimental work. Hansen1 in 1909 described a small 100-kilowatt single-phase, direct- arc furnace with a capacity of 50 to 300 pounds of steel, and such furnaces, of 200 pounds capacity or larger, are being successfully used by various firms for experimental work. They have the advan- tage of using the same metallurgical procedure as is used in prac- tice for larger electric furnaces. The very small sizes have the draw- back of lack of precision in controlling the carbon content of the steel. Small Rennerfelt two-phase, indirect-arc furnaces of 40 to 60 kilo- watts and small Industrial Electric Furnace Co. furnaces, single- phase with one electrode embedded in the hearth, of 25 to 50 kilo- watts, are also in use by a few firms for experimental work or for production on a very small scale. Hoskins carbon-plate resistor crucible furnaces are also sometimes used. Little seems to have been published on the use of these furnaces in making experimental alloy steels. Keeney' has given data on the making of uranium steels in a tilting Siemens furnace of 25 pounds capacity, and has described a small stationary Siemens furnace.

The Bureau of Mines has developed a method for determining the H2S content in natural gas samples. A gas chromatograph with a flame photometric detector was used to analyze samples with H2S concentrations ranging from 5,000 ppm to a minimum detectable limit of 0.01 ppm. A mass spectrometer was used to analyze samples containing H2S in amounts greater than 5,000 ppm. Methods are presented for preparing containers for H2S samples and for preparing standards using partial pressure and weighed standard methods, Sample collection techniques are discussed, as are analytical results which illustrate the loss of H2S while in the sample container and provide a basis for evaluating containers used for sampling and standard preparation.

[An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. modeling system with the, 1985 county database was to create an Input/Output based model of the regional economy. The leading ice, with respect to income, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown for each county and the region. Interindustry transactions, final demand, and value added components for the region are shown in the Regional Gross Flows Table. The total gross output for the region is valued at $36.7 billion. Total industry output for the region is $18.1 billion. The region provides $5.4 billion in income to a work force of 286,000. Spokane County, Washington accounts for about 50 percent of the regional total industry output, income, and employment. Both Spokane County and then as a whole produce about 80 percent of the total industry output for final demand with remaining 20 percent going to intermediate inputs for further production. Spokane County exports about 43 percent of its total output while 35 of the regional output is exported. Exports account for more 50 percent of the total in 18 of the 22 counties within the region. The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. This report (part 3 of a five-part series) presents computer programs for evaluating moments and moment relationships of the generalized probability distributions extended or developed in parts I and 2. The principal program is for evaluating the first three moments and moment relationships of the compound-multinomial distribution for finite as well as for infinite populations. This is the generalized distribution for sampling to some amount of items per sample. Another program is for evaluating the first four moments, the moments of the mean, and the moment relationships of the multinomial and generalized hypergeometric distributions. This is a general moment program in sampling to some number of items per sample or for sampling to some number of samples. This program will accept either ungrouped data, frequency data, or probability data.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

This study has been carried out to use the waste sludges generated at Pohang Iron & Steel Co. Ltd. (POSCO) as the raw materials of Ordinary Portland Cement (OPC). The burnability index of the raw mixture and the hydration characteristics and compressive strength of clinker have been examined. The waste sludges were mainly composed of CaO, SiO2, Al2O3, and Fe2O3, the main component of OPC. The Burnability index of mixture was improved, according to the replacement content of POSCO sludge increase. POSCO sludge can be used as a raw material for cement because the state of mineral development and property of clinker produced from POSCO sludge are similar to the plain. Therefore, POSCO sludges can be used as the source materials of iron and calcium oxide.

Mining One (M1) is often challenged with the task of evaluating deposits considering open cut and/or underground (UG) mining methods. In many near surface deposits a combination of both methods results in the optimum economic means of exploitation. As common as it is to have open pit mines eventually develop into underground mines, theory associated with determining the optimum underground/open pit interface location continues to be subject to refinement. With recent developments in underground software packages, the generation of rudimentary underground mining stopes from basic economic inputs is not only fast, it provides a practical underground mining solution. The determination of the open pit/underground interface is not new to Gemcom's Whittle 4X (Whittle). However, its solution has only ever claimed to be indicative, mainly due the rudimentary nature of how Whittle represents any potential underground mining. The efficient generation of the aforementioned underground mining solution has provided mining engineers with a unique opportunity. Underground mining can now be represented within the Whittle environment to allow the open pit/underground mining scenario to be modelled with increased accuracy. Providing Whittle with the ability to now consider mineable underground stopes combined with the consideration of time value of money (discounting), has delivered a solution with higher credibility than ever before.This paper will elaborate on the potential value gains associated with improved accuracies in the modelling of any potential underground mining in the Whittle environment. Furthermore, it will explain the importance of incorporating time value of money in the optimisation process to provide a consistent solution through to pit selection and final analysis.

The Australian mining industry, a cornerstone of the nation’s economy, is on a journey towards greater equity and inclusion. Th paper introduces a comprehensive exploration of how universal design principles, stemming from architectural roots, have evolved through automation and digital technology into the more encompassing frameworks of inclusive design and equitable design. The paper proposes a practical framework for those involved in work, facilities and equipment design in the mining industry to identify and assess for equity and inclusion. Universal Design emerged in the 1960s with a primary focus on architecture, aiming to create spaces accessible to people of all abilities. Its foundational principles sought to ensure equitable use, flexibility, simplicity, perceptibility, tolerance for error, low physical effort and optimal spatial considerations. Over time, these principles evolved and expanded beyond physical spaces, finding applications in various fields, including technology, education and transportation. In response to advancements in technology and a growing understanding of the multifaceted nature of diversity, Universal Design evolved into Inclusive Design. Inclusive Design goes further than mere accessibility, considering a broader spectrum of users with varying cognitive, sensory, cultural and socio-economic backgrounds. It emphasises user centred design, customisation options, diverse user research and continuous iteration. Equitable Design emerged as a framework that addresses not only the diversity of needs but also systemic disparities. It emphasises fairness, justice and the elimination of structural inequities. Equitable Design encompasses accessibility and affordability, representation and diversity, ethical considerations and community engagement. This paper will explore the applications of these design principles through a series of case studies including village and on-site facilities, remote operations and office based work design and technology design. By applying these frameworks in a mining context, the paper proposes that mining companies and suppliers can improve diversity, equity and inclusion leading to safer, more engaged and productive workplaces.

The methods and equipment developed and used at the Mount Isa mine to obtain samples of uncemented hydraulic fill lying above major horizontal pillars are described. From existing underground development, samples were obtained at distances up to 50 m, of which up to 30 m was through hard rock. Samples were used to predict fill behaviour as it affected mining security during recovery of the pillars.Specialized equipment for difficult sampling situations and also other sampling exercises are described.

MULTIFLUX, a new thermal, hydrologic, and airflow model and software is being developed to solve the flow of heat, moisture, and air in and around an underground opening. MULTIFLUX couples two distinct domains that are solved separately first and re-coupled as an iterative task: (1) the rockmass, and (2) the airway. The airway is solved with a lumped-parameter Computational Fluid Dynamic (CFD) module which is an embedded part of the MULTIFLUX code. The CFD model includes convection, conduction, and radiation for heat, as well as convection and diffusion for moisture transport in an air-filled opening. The CFD model also solves for the airflow field. The surrounding rockmass model may be from any analytical solution, or from a complex thermal-hydrologic numerical model such as NUFT or TOUGH2. The rockmass model is interfaced to MULTIFLUX using a novel technique called Numerical Transport Code Functionalization (NTCF). The method provides fast convergence on a personal computer platform. The paper reports the results of MULTIFLUX simulations for a mine drift, comparing calculations with a known mine climate software, CLIMSIM, and with measured data. Through this validation example, the performance of MULTIFLUX is demonstrated. The results show excellent agreement due to the use of realistic modeling assumptions and boundary conditions.

The electrochemistry of carbon monoxide, nitric oxide and nitrogen dioxide was investigated at a variety of electrode materials in different supporting electrolytes. A portable detector for carbon monoxide was developed using a porous gold anode in perchloric acid supporting electrolyte. This detector has two full scale ranges, 0-100 ppm and 0-500 ppm. A portable detector for mixtures of nitric oxide and nitrogen dioxide was developed using a porous silver cathode in sulfuric acid supporting electrolyte. Nitrogen dioxide was determined in the gas stream by electroreduction. The nitric oxide in the gas stream was oxidized to nitrogen dioxide by passing it over Cr(VI) on firebrick. Electroreduction gave the sum of NO + N02. Analog circuitry was used to display the amounts of NO and N02 separately. Two ranges were available for each gas. They were 0-10 and 0-50 ppm for NO and 0-2 and 0-10 ppm for N02.

This report describes the preparation characteristics of the more significant coalbeds in Monongalia County, W. Va. It is one of a Bureau of Mines series planned to determine coals suitable for producing metallurgical coke, either as mined or after beneficiation. Over 9.5 million tons of coal was produced in Monongalia County in 1957, of which more than 7 million tons was cleaned mechanically in 8 cleaning plants. On January I, 1954 the Bureau of Mines estimated that 1,576 million tons of recoverable coal remained in the county in beds 28 inches or more thick.

Siliceous float sampled in the Wafi River by CRA Exploration in 1977 assayed 22 g/t Au and 89 g/t Ag. Follow up in 1979 led to the discovery of outcropping mineralisation now known as Zone A. Soil sampling in 1980 and 1982 outlined a 350 m by 400 m area of >1 g/t Au at Zone A and smaller areas at Zones B, C and D. Thirty-one diamond holes were drilled between 1983 and 1986. Elders Resources continued evaluation of Zone A under a farming agreement between 1988 and 1990. Mineralised diorite porphyry was discovered in 1990 by drilling conceptual targets 500 m to the NE of Zone A. Evaluation of this copper-gold porphyry became the main focus of exploration for the next five years and a substantial resource was outlined within a single, discrete body. A review of the paths to project development in late-1995 highlighted the need for increased resources via a second mineralised porphyry and/or an additional resource of Zone A size to make the project viable. It was concluded that the greatest immediate potential for increasing the resource inventory was at Zone A itself where the mineralisation was open in all directions. Detailed mapping and drill core logging lead to the geologic and structural models being revised in early-1996. The objectives of the 1996 drill program were to extend the Zone A resource, to test for continuity of mineralisation westwards to Zone B, to better define the controls on gold mineralisation and to delineate high-grade blocks amenable to selective mining by infill drilling and 3D orebody modelling. The last drill hole of 1996 intersected 30 m at 4.6 g/t Au from 273 m in WR147, deep in the western limit of Zone A. This intersection gave impetus to continue drill testing towards Zone B. In April 1997, hole WR154 was drilled 100 m to the west of WR147 and intersected 20 m at 8.5 g/t Au and 70 m at 11.0 g/t Au at similar depths near the diatreme contact. Drill hole WR155 was then drilled 100 m to the west of WR154 and intersected 86m at 5.7 g/t Au and WR159 drilled 100 m to the south of WR154 intersected 36 m at 9.2 and 50 m at 4.4 g/t Au. A significant zone of essentially blind, high-grade gold was discovered beneath the dipping flank of a poorly mineralised diatreme in what became known as the Link Zone. The long history of evaluation has been driven by the conviction of a dedicated team that a mineralised system of the size and complexity of Wafi with strongly anomalous gold in outcrops over the entire Mount Golpu area must contain economic mineralisation hidden within it. The keys which redefined the direction of exploration and lead to the discovery of the blind, high-grade gold Link Zone were, in our view, the critical review of the project status, detailed geological and structural studies to define clear exploration targets and the necessary funding and persistence to carry this through.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. A leaching column technique that produces effluent similar in quality to coal mine drainage in the Eastern Interior Basin has been developed. The columns are charged with 1000 grams of crushed overburden and cycled through the leaching process once a week for twelve weeks. Inter-relationships among the important chemical constituents are very similar to those present in actual mine drainage waters, but the overall concentrations of ion are more dilute in the leachates. Multiplying the leachate concentrations by a factor of 4.5 gives values similar to mine waters. Available data suggests that each of the leaching cycles represents about three years of natural weathering, so that the leaching technique can predict the evolution of the mire drainage water over a time span of nearly 40 years. Use of the leaching technique with drill core samples should provide a method of approximating mine drainage quality in advance of mining and should be quite useful in identifying potentially toxic units in the overburden. However, the results should he considered to be a 'worst case' situation because the technique' does not consider the effects of reclamation.

Reduce the potential for injuries in underground mines by providing an alternative to manually lifting and holding heavy roof-support beams. The Problem I-beams, rail sections, and wooden cross-beams are often used in mine haulageways where extensive roof support is needed. Studies by the Bureau of Mines have shown that many mines must resort to manually lifting, moving and installing these beams. Such manual-handling activities have the potential for causing injury to mine workers, particularly back injuries. I-beams used for roof support can typically weigh from 400-500 lbs. Rail sections weigh about the same as the I-beams. Wooden beams can weigh from 200 to 300 lbs. To lift a single beam usually requires the efforts of 3 to 5 mine personnel.
