RIGHT OF LIFE TENAN1' TO OPEN MINES. The common-law rule that a life tenant was not permitted to open or share in mines does not prevail in Michigan; but a life tenant by dower right is permitted to share in the royalties, as the strict common- law rule is not in harmony with the spirit of our institutions and the policy of our law and would often result in defeating the purposes of dower statutes. Poole v. Union Trust Co. (Michigan), 157 Northwestern 430, p. 432, March, 1916. SALE AND CONVEYANCE. PURCHASE OF ENTIRE ESTATE--FRAUD. A purchase of land where no exceptions or reservations of minerals were made and the land was bought as property, when nothing is excepted and no qualifications or reservations are embodied in the agreement, was presumptively and by common understanding a purchase of the property in its entirety; and the insertion in the deed of a reservation of mineral rights in violation of the contract of purchase and without the grantee's knowledge or consent was fraudulent. RESERVATION OF MINERALS--EXTENT AND EFFECL A reservation in a conveyance of land excepting and reserving to the grantor all coals and mines beneath the surface with the sole right and privilege to remove the same, is not as broad as the grant itself. A contract for the purchase of a mine recited that a deed had been executed by the owner and placed in escrow to so remain until the sum of $30,000 should be paid. The contract provided that $1,200 of the purchase price was to be paid in cash, $800 in 60 days, and the remainder out of 20 per cent of the gross output of the mine, such per cent to be paid in five years unless the vein and value of ore should not continue in depth, in which event the purchaser was to have two years longer to complete the payment of the purchase price. The contract contained other covenants to the effect that the purchasing corporation would fit up a certain specified mill and would continue development work at such rate as to keep the mill in operation if ores sufficiently valuable should be found and in the absence of unavoidable accident. The contract also provided 1/ that abandonment of work for a period of six months at anyone time, except as above, on said property," should operate as a forfeiture of the purchaser's right. In an action by the vendor to quiet the title to the land and to have the contract declared void, the court found that the purchaser failed to perform the work on the property and failed to place thereon the improvements as required by the contract and permitted debts to accumulate against the property, taxes to be levied thereon, and that for more than a year the purchaser had not done any work or labor of any sort upon the mine or premises, and that the contract contemplated development work from the time the purchaser took possession of the property, or at least promptly thereafter, and the fact that no machinery was in place for a year or more after the execution of the contract was a breach of the covenant of continued development, and that the clause in the contract" except as above" does not contemplate a delay in the development resulting from a failure to install machinery, but it means that unless prevented by unavoidable accidents the purchaser shouLdhave no valid excuses for neglecting the work for a period of six months or more.

What is a nugget effect? In the early development of geostatistics, the term ?nugget effect? was coined for the apparent discontinuity at the beginning of many semi-variogram graphs. This name was chosen to reflect the large differences found between neighbouring samples in ?nuggety? mineralizations such as Wits gold reefs. Geostatistical theory assumes that the difference between a sampled value and a potential repeat sample at the same location is actually zero. Included in this ?nugget effect? would be true variation between contiguous samples due to the nature of the mineralization, micro-fracturing, nugget or crystal size and so on. Also included in the nugget effect would be any ?random? sampling variation which might occur due to the method in which the sample was taken, the adequacy of the sample size, the assaying process, etc. Arguments were put forward that ?sampling errors? actually exist at zero distance. Some geostatistical schools actually maintain that ?nugget effect? is all sampling error. This would imply that ?perfect? sampling would eliminate the nugget effect entirely. There is now a dichotomy both in the geostatistical world and in the software packages provided for geostatistical analyses. It may seem academic to argue over whether the semi-variogram model should take a value of zero, a value equal to the nugget effect or a partial value at distance zero. However, the decision can have a profound effect on both the estimated resource and in our confidence on that resource. Whereas most geostatistical texts define the semi-variogram model as taking the value of zero at zero distance, others imply that the full nugget effect should be used at zero distance. For example: ?The nugget effect refers to the nonzero intercept of the variogram and is an overall estimate of error caused by measurement inaccuracy and environmental variability occurring at fine enough scales to be unresolved by the sampling interval3. ?Christensen4 has shown that the ?nugget effect?, or non-zero variance at the origin of the sernivariogram, can be reproduced by a measurement error model. ?The nugget effect is considered random noise and may represent short-scale variability, measurement error, sample rate, etc.5. In many training texts and web courses, the definition of the semi-variogram is ambiguous as the formulae for semi-variogram models is not actually specified at zero distance6,7,8.

X-ray diffraction techniques are commonly used in the identification and quantification of fine-grained materials. A relationship exists between the size of crystals in a sample and the degree to which they diffract X-rays. The Scherrer equation relates the broadness of diffraction peaks to the size of crystals responsible for diffraction (Klug and Alexander, 1974). Relatively large crystals of the order of I - 10 ¦m strongly diffract X-rays; the diffractogram of such crystals exhibit narrow intense peaks. As the size of the crystals in a sample is reduced, diffraction peaks become broader and less intense. Crystals less than 10 nm generally exhibit broad, diffuse and low intensity peaks. Some material is so fine-grained and poorly-diffracting that X-ray patterns show very little information in a normal one-hour scan thereby necessitating very long acquisition times of up to 12 hours. The term poorly-diffracting material (PDM) was coined for such material found within the bauxite deposit of Weipa, northern Queensland (Tilley and Eggleton, 1994; 1996). Common regolith minerals such as hematite, goethite and layer silicate clays are quite commonly fine enough to possess a poorly-diffracting character. Noncrystalline and poorly crystalline Fe-Si-Al-oxyhydroxides such as allophane, opal, ferrihydrite and hisingerite, have either a nondiffracting (amorphous) or poorly-diffracting nature (Eggleton, 1987).

Any organization that subjects its activities to a continuous improvement process must be able to adequately measure the results of the implemented changes in order to pursue better results over time. This is no different for mining companies. When it comes to blasting, an accurate fragmentation analysis can correlate blast design and rock mass parameters to particle size distribution, enabling us to further analyze the correspondence of specific design patterns, applied to specific rock mass properties and the result in measured fragmentation indicators, such as P80 and fines percentage.

The objective of this work was to define jet fan performance in d variety of large cross-section underground mine applications and to develop guidelines for thin performance in open airways, dead headings, and multiple face areas. Measurements include common ventilation instruments, continuous recording remote electronic anemometers to measure air velocity, and sulfur hexaflouride tracer gas with chromatograph analysis to determine dilution rates and air recirculation. For open airways the following were determined: Large jet fans are leas efficient in smaller airways, but quite effective in larger open airways for achieving both uniformity end greater air entrainment, when inclined about 10° or elevated. For dead headings the following were determined: The jet fan must be placed against the rib of the heeding closest to the incoming airstream from the crosscut or recirculation will increase. The fan should be placed at the pillar corner to increase airflow. As the fan is moved closer inby, recirculation increases. Larger fans promote recirculation. Inclining fans about 12° improves airflow in large headings. For face areas the following were found: For panels having uncontrolled airflow, the fan should be placed in the incoming airflow, about one pillar inby, and directed diagonally across the faces. For panels having narrower rooms and controlled airflow, the fan should be placed alongside the panel side in the first room so as to direct or intersect the incoming airflow at the next entry or crosscut.

It is now generally conceded that coal is the product of deposition and transformation of debris of forests and swamps.29 Ample data are available to illustrate the metamorphosis of biochemical substances through biological action; other data show the progressive regional metamorphism existing in coal beds;25 and numerous examples of change effected by intrusion of igneous dikes into coal deposits have been established.23 However, often the relative importance of the biological and the geological factor in determining the character of the various natural coals is a debatable question. Since both biological and geological factors are ever present in nature, the problem, at first glance, would appear to resemble certain probability problems: specifically the simultaneous toss of two coins, with the biological factor as heads and the geological as tails. The probability is 2:I for the combined effect of both factors, as compared to the exclusive effect of either one, if the a priori probability is the same for each factor. This condition can be analyzed by a thermodynamic treatment of data, which may be obtained from a consideration of pertinent biological, chemical, geophysical and geological facts. Synopsis of Biological and Chemical Facts The biosphere is not sterile; i.e., microorganisms are always present. Microor- ganisms have been established in the ocean deep, under the ice of the polar regions, in the sand of the deserts, and in swamps far below the surface. The various biological media may be acid, neutral, or alkaline, and they may or may not be readily accessible to air. Microorganisms are encountered almost everywhere, except where the temperature is not within the range tolerable by microbial life. Of course, with changing conditions, the type of microorganisms will change. All chemical products of life—proteins, fats, carbohydrates, lignins, waxes, resins— may serve as a habitat of microorganisms. In the decomposition of a medium, some microorganisms macerate organic matter mechanically and remove certain constituents for their own nutrition; others decompose a large part of the organic matter but may leave certain constituents undecomposed. Some attack only certain specific ingredients of the organic matter. All of them build up cell substance. The nitrogen content of the medium largely determines the degree of decomposition. Below 1.7 per cent nitrogen, growth of microorganisms and hence decomposition of organic material is retarded; consequently organic material will accumulate.17,32 Such accumulations of organic material may give coal eventually. Coals differ in type and rank. The nature of the original vegetation and the conditions attending the transformation of the accumulated debris determine the type of coal such as bright, splint, cannel, and algal or boghead coals. "Much progress has been made over the last several years in the ability to measure flotation cell hydrodynamic parameters in both the laboratory and plant. These techniques have allowed fundamental research to proceed to determine the effects that frother chemistry has on the main hydrodynamic parameters (gas hold up, bubble size) as well as on the amount of froth generation and water content of froth. A research program was begun that brought together a team consisting of private companies and a University with expertise in hydrodynamic characterization (McGill), flotation reagent applications (Flottec) and chemical synthesis (Sasol N.A.) with the purpose of characterizing frother chemistries with two goals in mind: Determine which frother chemistry can provide optimized cell hydrodynamics; and, create new frother chemistries with specific hydrodynamic properties.This paper describes the key steps that were taken that led to the development of new frother chemistry for use in flotation.The first step was the characterization of the major frother chemical families in a two phase system. The parameters measured were gas hold up, bubble size, froth height and water carrying rate at different concentrations and gas velocities.Analysis of the data indicated that definite patterns existed between frother chemistry and hydrodynamics and showed that frothers could be grouped into classes. More importantly, by modifying known frothers through chemical reaction it was shown that these frothers could be moved from one class to another. As a result of this better understanding of the interdependence of hydrodynamic and chemical properties, a new frother chemistry was proposed that was predicted to perform similarly to MIBC.The new frother was synthesized and hydrodynamic testing confirmed that the chemical performed similar to MIBC. Laboratory flotation tests were conducted on two different ore types that also confirmed the similar performance of the new chemical and MIBC. Subsequently, the new product was placed on a plant for a short period of time. The results showed that the product was an excellent frother but increased the flotation rate slightly more than MIBC at the same addition rate.Further research showed that the new frother chemistry was a family of products. By changing the reaction the resultant products could be made to be slightly weaker or stronger than MIBC but that this chemistry cannot provide hydrodynamic/froth characteristics similar to strong frothers like glycols and glycol ethers. Further work is planned to conduct longer plant trials to confirm the efficacy of this new frother family."

The U.S. Bureau of Mines and the State of Indiana cooperated with AMAX Coal Co. and its consultants to determine the effects of coal mine overburden blasting on nearby pipelines. Five pressurized 76-m pipeline sections were installed on the Minnehaha Mine highwall near Sullivan, IN, for testing to failure. Four 17-to 51-cm-diameter welded steel pipes and one 22-cm PVC pipe were monitored for vibration, strain, and pressure for a period of 6 months while production blasting advanced up to the test pipeline field. In contrast to previous studies of small-scale, close-in blasting for construction, these tests involved overburden blasts of up to 950 kg per delay in 31-cm blastholes. Analyses found low pipe responses, strains, and calculated stresses from even large blasts. Ground vibrations of 120 to 250 mm/s produced worst case strains that were about 25 pct of the strains resulting from normal pipeline operations and calculated stresses of only about 10 to 18 pct of the ultimate tensile strength. No pressurization failures or permanent strains occurred even at vibration amplitudes of 600 mm/s.

The question of the desirability of recovering cullet from MSW in order to recycle it into the manufacturing of glass containers remains a controversial one. The main factors appear to be: 1. The position of the Glass Container Manufacturers Institute (GCMI), as the trade association for most container manufacturers, is that post-consumer cullet is a vital source of raw material. Present requirements are for: a) Flint cullet b) Non-flint cullet of known mix proportions c) Mixed unsorted cullet of known mix propertions c) Mixed or non-flint cullet of unknown mix proportions. A market balance for these products exists, and this might somewhat limit the outlets for (b), (c) and (d), or severely limit the outlet for (d) alone. 2. The color specifications are rather strict. With cullet admixtures of 20% of the melt or more, and the use of decolorisers in a flint furnace discouraged because their action is reducing in a process which requires an oxidising environment, color contamination in a flint furnace is serious.. For amber and green furnaces (reducing) it is less serious, but in order that the quantity of decolorisers may be controlled, the color balance (as a measure of the Fe and Cr content) of the admixtured cullet should be known. 3. Why not simply color analyze, either by a continuous on-stream or off-stream: photo-electronic analysis, or by systematic batch sampling (with some kind off electronic surveillance of the mainstream) and just send mixed, color measured cullet to only amber and green furnaces? The flint would-be simply included in the mix. This is probably technically feasible, but is subject to the market limitations noted in point1.

Electrodeposited copper of the 1860s was of unprecedented purity, although the profound significance of this achievement was not fully realised until the dawn of the electrical age a decade or so later. By the 1870s there were three somewhat large (4 to 4.5 tonnes Cu/day) electrolytic copper refineries in Germany based on J. B. Elkington’s process, first patented in the United Kingdom in 1865. More such refineries were planned throughout Europe. At the same time, copper output in the U.S.A. was starting to expand and with the spread of European electrolytic copper refining technology across the Atlantic, the door opened to major increases in North American output. The technology was first taken up in 1879 by James Douglas at the Chemical Copper Company in Phoenixville, Pennsylvania, where he was Superintendent. Douglas was assisted in this pioneering work by Edward Weston. The copper refinery at the Chemical Copper Company was small, not unlike the first plants in Europe. The present authors contend that the electrolytic copper refinery at the Chemical Copper should be regarded as the first copper refinery in the United States. The Balbach Copper Refinery in New Jersey, which commenced operations in 1883 with an initial production of about 2 tonnes Cu/day, has been erroneously considered as the “first commercial refinery”; it rightly belongs in second place. The early developments at these plants are discussed in this paper. INTRODUCTION In the mid-1800s, the main uses for copper were as sheathing on the wooden sailing ships of the day to protect from marine growth, boiler components in locomotives and steam engines, along with some construction uses. Copper ores were generally smelted, and further fire-refined for market. The recovery of gold and silver, if present in payable amounts, was a slow and relatively expensive step. This situation regarding copper would change by the 1870s with advances in the generation and use of electricity. The introduction of the dynamo led to major developments in electrorefining. First demonstrated in principle by Faraday in 1831 (Faraday, 1832), the dynamo was subsequently adapted and further developed by J.S. Woolrich for electro-metallurgical applications in 1842 (Woolrich, 1842; Napier, 1845). It provided a new source of power with the unprecedented potential to significantly change the scale of metal production by electrometallurgy. Interestingly enough, copper would be needed for the electrical age just beginning. By 1869, advances in dynamo design offered relatively reliable large machines, which enabled J. B. Elkington in the United Kingdom to use the dynamo in the radically new Pembrey copper electrorefinery — the first copper electrorefinery in the world (Wraith, 2013). Initial production at Pembrey was small — in the range of 1 to 2 tonnes/day — while gold and silver were recovered more readily by the treatment of the slimes than with methods used hitherto.

THIS REPORT covers the second in a series of five projects into which the Conowingo tunnel system has been divided for geographical and practical reasons. It outlines the construction work contemplated-to sink two shafts on the line of the main tunnel that are designated the Nos. 9A and 11 shafts, to turn off from the No. 9A shaft the Lansford and Lykens laterals, and to drive portions of the main tunnel. An emergency pumping plant, consisting of 2 separate pumprooms, each containing 3 horizontal-type centrifugal pumps of 100,000-gallons-per-minute (g. p. m.) capacity, will be constructed at the No. 9A shaft. From the No. 11 shaft will be turned off the Trevorton lateral and portions of the main tunnel, which will connect with the section driven from the No. 9A shaft. Under the proposed project, the Lansford lateral will be driven for a distance of 2 miles, the Lykens lateral for a distance of 10.56 miles, and the Trevorton lateral for a distance of 20 miles. To drive the Lykens and Trevorton laterals for the distance indicated, several construction shafts and slopes must be sunk to permit efficient and safe construction.

"One of the most important environmental issues associated with contemporary openpit mining is the closure of mine pit lakes, and the perpetual legacy these lakes can potentially generate. Ideally, successful pit lake closure includes the following:• The water quality within the pit lake, plus surface water and ground water discharging from the pit lake, meets premining or other acceptable water quality conditions of the receiving environment. • The termination of all active treatment processes.• The return of the pit lake to the government for long-term care and maintenance.• The release of the mining company from all future liabilities associated with the pit lake.• The return of the environmental bond to the mining company.• The reuse of the pit lake for some post-closure, beneficial purpose.The achievement of these goals is known as walk away pit lake closure.Peer-reviewed publications of successful walk away, pit lake closure provide mining companies with the ability to address public concerns regarding the safety of pit lakes which commonly occur during the permitting, operations, and closure phases of mining. To date, most published work on walk away, pit lake closure work has occurred in the coal mining sector in Germany and Australia (McCullough et al., 2009; Jones and McCullough, 2011; Kumar et al., 2013; Schultz et al., 2013). In North America, examples of walk away, pit lake closure are not widely discussed in the literature despite there being excellent examples from the coal mining sector in Alberta, Canada (e.g. Pleasure Island, Black Diamond, East Pit, Sphynx, Robb, Lovette, Siltstone and Sterling), and from the iron mining sector in Minnesota in the United States (e.g. Portsmouth Lake, see MNDNR, 2018). Although seldom included in discussions of pit lakes from the metal and coal mining sectors, the aggregate and fabricated-stone mining sectors also produce pit lakes, and there are numerous examples throughout North America where these pit lakes have been successfully closed and transformed into post-mining resources (Vandenberg, 2018; Crossman, 2019). The difficulty of finding these good examples in the literature makes it challenging for companies to respond to public and regulatory questions regarding pit lake closure and reuse. As such, there is a pressing need to document the motivations and approaches used in examples of successful, walk away, pit lake closure in North America so that the mining industry, at large, can learn from these examples and can better address public concerns."

The first paper in this series1 outlined practical methods for applying the theory of steady-state flow of an ideal Bingham plastic liquid through a circular pipe and axially through a stationary concentric annulus to the enginekring analysis of friction loss problems. In the present paper the properties of another useful rheological model, the pseudoplastic generalized Newtonian liquid, are considered. The terminology applied to the rheological models is derived from the following classification of rheological models. The term "generalized Newtonian" is a class designation applied to models which do not have yield points but which exhibit a dependence on shear rate. The term "pseudoplastic" applies to a sub-group of models within this class which exhibit a decrease in "viscosity" with increasing shear rate. The term "power model" refers to a mathematical model proposed for describing the behavior of the pseudoplastic liquid. This model is of interest since certain of the salt saturated, oil emulsion, and "low solids" drilling fluids, inverted emulsion- and oil-base drilling fluids, aqueous gels, gelled crudes and blocking agents employed in hydraulic fracturing operations are of this type. The present treatment considers the equations describing steady-state Poiseuille flow through a circular pipe and a stationary concentric annul us, and Couette flow between concentric rotating cylinders for a particular pseudoplastic model. As in the previous paper' it is demonstrated how these equations can be applied to engineering calculations of friction losses. Graphical procedures for recovering the various flow curves and cxample calculations are included. A method for simplifying turbulent-flow correlations is also proposed. PROPERTIES OF PSEUDOPLASTIC GENERALIZED NEWTONIAN LIQUID In contrast to the Bingham plastic the generalized Newtonian liquid is yield point-free. However, in the flow region the relation between stress and rate of shear is not linear as it is with ordinary Newtonian fluids. If the stress increases with shear rate at a less than linear rate the system is called pseudoplastic. While there is no yield point in this system, the Bingham advocates' coined the term pseudoplastic to distinguish this kind of behavior from Bingham plastic behavior. For the pseudoplastic a plot of flow rate vs friction loss or rpm vs torque, from pipe flow or rotational viscometer measurements, respectively, generally has three qualities: (1) it can be clearly extrapolated toward the origin; (2) there is very little slope at the origin. This accounts for the high apparent viscosities at low mixing and pumping rates; and (3) the flow curve possesses a continuous curvature which gradually diminishes as the shear increases. Rheological measurements on a pseudoplastic liquid can be easily misinterpreted as indicating Bingham plastic behavior. A typical case in point is illustrated in Fig. 1. These data were obtained from measurements on an oil-emulsion mud using a commercially available rotational-type viscometer (Model 35 Fann V-G meter). Applying the "two-point"* method3 gives a plastic viscosity of 17 cp and a yield point of 24 lb/100 ft2; at the same time weighting material settles very easily in this system. This illustrates that it is not possible to distinguish between the pseudoplastic and the Bingham plastic from only two data points. It is possible to determine qualitatively which model is more appropriate by a combination of dynamic and static measurements. Experience indicates that the simplest criterion for the Bingham plastic liquid is that the calculated dynamic yield point should be of the same magnitude as the measured gel strengths. For the oil-emulsion drilling fluid illustrated in Fig. 1, a value of 4 lb/100 ft2 was obtained for gel strengths measured

The original manuscript of section 2 of this series of miners' circulars devoted to accident prevention in bituminous-coal mines was completed in September 1944. At that time roof bolting had been tried with some success in the lead-mining district of south-eastern Missouri, but information on the subject was so fragmentary that it was not included as a method of roof support. References to roof support in bituminous-coal mines, therefore, were confined almost entirely to conventional timbering methods. In 1947 the Bureau instituted a research program and intensive study of the general problem of roof control, which emphasized roof-bolt application. The rapid increase in mechanized mining following the close of World War II provided the impetus for the Bureau's roof-control investigations, because the vertical supports used with conventional timber restricted the maneuverability of mechanical face equipment, and the industry wanted to explore every possible method of eliminating interference with the production cycle to gain full advantage of mechanized mining. Moreover, the accidental dislodgment of vertical supports greatly increased the roof-fall hazard. As roof falls have killed and seriously injured more mine workmen every year than any other cause or classification of injury since records have been kept, the Bureau assumed this investigative leadership with the prime objective of substantially reducing the annual toll from falls of roof, including falls of rib and face.

IT is now generally conceded that coal is the product of deposition and transformation of debris of forests and swamps.29 Ample data are available to illustrate the metamorphosis of biochemical substances through biological action; other data show the progressive regional metamorphism existing in coal beds;25 and numerous examples of change effected by intrusion of igneous dikes into coal deposits have been established.23 However, often the relative importance of the biological and the geological factor in determining the character of the various natural coals is a debatable question. Since both biological and geological factors are ever present in nature, the problem, at first glance, would appear to resemble certain probability problems: specifically the simultaneous toss of two coins, with the biological factor as heads and the geological as tails. The probability is 2:I for the combined effect of both factors, as compared to the exclusive effect of either one. if the a priori probability is the same for each factor. This condition can be analyzed by a thermodynamic treatment of data, which may be obtained from a consideration of pertinent biological, chemical, geophysical and geological facts. SYNOPSIS OF BIOLOGICAL AND CHEMICAL FACTS The biosphere is not sterile; i.e., microorganisms are always present. Microorganisms have been established in the ocean deep, under the ice of the polar regions, in the sand of the deserts, and in swamps far below the surface. The various biological media may be acid, neutral, or alkaline, and they may or may not be readily accessible to air. Microorganisms are encountered almost everywhere, except where the temperature is not within the range tolerable by microbial life. Of course, with changing conditions, the type of microorganisms will change. All chemical products of life-proteins, fats, carbohydrates, lignins, waxes, resins may serve as a habitat of microorganisms. In the decomposition of a medium, some microorganisms macerate organic matter mechanically and remove certain constituents for their own nutrition; others decompose a large part of the organic matter but may leave certain constituents undecomposed. Some attack only certain specific ingredients of the organic matter. All of them build up cell substance. The nitrogen content of the medium largely determines the degree of decomposition. Below 1.7 per cent nitrogen, growth of microorganisms and hence decomposition of organic material is retarded; consequently organic material will accumulate. l7,32 Such accumulations of organic material may give coal eventually. Coals differ in type and rank. The nature of the original vegetation and the conditions attending the transformation of the accumulated debris determine the type of coal such as bright, splint, cannel, and algal or boghead coals. AN insistent and steadily growing demand is evident for the broadening of undergraduate curricula in engineering. Among suggested additions are training in public speaking, report writing, business law and contracts, accounting, finance, money and banking, scientific management, economics, social and labor problems, psychology, and ethics. The demand for these subjects comes from the older engineers and from the industries that employ our graduates. Of course, many of the men who suggest such changes are influenced largely by their personal needs and contacts, but the demand is sufficiently widespread to merit serious study by educators. In fact, many educators themselves concur in the proposals for broader training. These matters were examined intensively a few years ago in an exhaustive study of engineering education. Opinion at that time was rather strongly against any profound change. Since then, however, the whole economic system has undergone violent disruption. Even if recommendations made a few years ago were appropriate to the conditions then- obtaining, the enormously changed conditions of the present make advisable a further careful study of this problem. In recent years, mergers, to reduce costs, have sharply limited the number of engineers employed and have thereby intensified the struggle to secure positions. In this stiffer competition, engineers with the most adequate training undoubtedly fare the best.

The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

PHYSICAL AND CLIMATIC DIVISIONS. PERU is divided into three regions-the coast, the sierra, or high mountainous region, and the a montana," or forest region of the Amazon basin. The Coast.-The coast is an arid region. No rain falls excepting in the extreme northern part, which borders the Gulf of Guayaquil. There is, however, a slight precipitation in the form of mist (garua), which occurs on the coast hills during the so-called winter months. The aridity of the coast is due principally to the antarctic or Humboldt ocean-current, which, being cold and having a temperature lower than that of the land, absorbs rather than produces vapors. The coast mists occur during the season when the land is relatively cold. Near the Gulf of Guayaquil the antarctic current diverges from the coast, so that in the Tumbes valley and adjacent country the conditions in the summer months are such as produce rains. In the remaining valleys of the coast, agriculture is made possible only by means of irrigation, and is accordingly very limited in extent, although rich and varied. In the northern and south-central portions of the coast, plains extend inland from the sea, while in the southern part there is a coastal plain separated from the Pacific by a range of coast hills. Between the northern and south-central plains, as well as between the south-central and southern, the foothills of the sierra descend to the seacoast. The Sierra.-The sierra embraces the high land dominated by the lofty cordilleras of the Andes. In the southern part of Peru there are two cordilleras, the western and the eastern, which enter from Chile and Bolivia respectively, and inclose between them the Titicaca Lake basin. To the north of Lake Titicaca these cordilleras unite in the knot of Vilcanota, south of Cuzco.
