I WAS asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had- pot yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what' grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a fair deal is all the man wants.

Since prehistoric times, gold has been sought for its beauty and its unusual physical and chemical properties. Early in the dawn of civilization it became the ultimate unit of value, and for at least 6000 years it has been used to barter for other commodities. It has been prospected for, treasured and made into works of art and personal adornment. From time to time, it has even been the object of conquest. Because of its predominant role as a basis for money in recent centuries, economists have come to think of gold solely in these terms. Gold, however, has physical and chemical properties that make it one of the most useful metals in the modern world. It is the most ductile metal known. An ounce of it can be drawn into a continuous wire over 35 miles long. It is also so malleable that an ounce of it can be beaten into films 0.00001 in. thick covering 68 sq ft of surface. It has a density of 19.3 and is so heavy that 1 cu ft of it weighs more than half a ton. Gold is nonmagnetic and has a high electric conductivity that is only slightly less than that of silver and copper. Gold is so inert to all the chemicals found in nature that gold coins and jewelry buried beneath the soil or at the bottom of the sea for thousands of years appear to be as bright and perfect as when they were first immersed. Finally, gold has an extremely high reflectivity of both light and infrared rays.

"Best practice in the economic evaluation of mining projects and operations is based on the integration of geological, mining, metallurgical, environmental, marketing, economic and corporate information and strategies. Fundamentally, the economic evaluation takes into account mining, blending, stockpiling, processing, smelting, refining and marketing ore resources with grades estimated by geostatistical methodologies.Nevertheless, a realistic economic evaluation consists of a concurrent and integrated optimization process that maximizes the concentrates or products of liberated and selected ore minerals from mineral deposits. The optimum solution is obtained through a trade-off among mining, blending, stockpiling and processing ore reserves with distinct mineralogy and texture characteristics. The concurrent optimization determines both the practical mining sequence of ore reserves and the dynamic and robust mineral processing flowsheet design over the expected life of mining projects and operations.A combined risk-adverse and concurrent optimization process takes into account the spatial uncertainty of the mineralogy and texture characteristics of ore reserves. Additionally, a variety of mineral processing linear, non-linear, additive and non-additive parameters modeled spatially. The spatial uncertainty of these ore reserves characteristics and parameters has a direct impact in the expected mining sequence, mineral processing flowsheet design, concentrates or products quantity and quality, and economic value of mining projects and operations.Geometallurgical domain constrained stochastic geostatistical methodologies and multivariate mathematical models are applied for spatial uncertainty modeling of ore reserves characteristics and parameters. These mathematical models correlate the mineral processing liberation and selectivity responses of the mineralogy and textures within each geometallurgical domain. These models, in turn, are defined based on results of mineral processing and environmental testwork of unbiased and representative samples chosen for their variability. These samples are selected within mutually exclusive spatial geometallurgical uncertainty domains with similar mineralogical and textural characteristics in mineral deposits.Geometallurgical domains are defined by applying and combining multivariate statistical analysis and implicit modeling methodologies. These involve determining and constraining mineral processing liberation and selectivity properties explicitly contained in the extensive and integrated exploration drillhole database."

The Tui Mine is an abandoned Pb-Zn mine giving rise to water quality problems in the Te Aroha region of Coromandel, New Zealand. When sampled in September 2002, for example, both the Tui and Tunakohoia Streams draining the mine site exceeded ANZECC (2000) water quality guidelines for aquatic life protection (Cu, Cd and Zn) and recreational quality (Cd). Based on trace metal mass flux (kg/yr) from parts of the mine site, the principal pathways by which Cu, Zn and Cd contamination reach these streams have been identified as:the tailings dam leachate,the diverted stream water from above the dam,the drainage from Adit 5 (which accounts for 95 % of Zn and Cd contamination in Tunakohoia Stream), andto a lesser extent, run-off from waste rock piles below Adit 4 level. Of the various remediation options, which have been proposed for the site, the following are identified as providing the best protection for the Tui and Tunakohoia streams:stabilising the tailings dam embankment and capping the embankment and tailings,constructing and/or cleaning out engineered diversion drains around the perimeter of the tailings dam to divert surface water away from the tailings dam, andinstalling bulkheads within Adit 5. A formal postal survey of the people of Te Aroha (66 respondents from 230 surveys) indicated that their priority was that the site be made safe for the public to visit, and used for recreation. As soil samples in potential recreational areas of the mine site, significantly exceeded guideline values for Cu, Pb, Zn, Cd and As, soil removal or capping clearly also needs to be part of a remediation plan. Development of the site as a historical/ecotourism area was viewed favourably, as this may encourage more visitors to the Te Aroha area as well as educate local residents.

This report summarizes the problems of topsail handling as related to present requirements of law and current equipment availability. The most prevalent topsoiling systems are reviewed along with a listing of advantages/disadvantages and best features of each system. Seven mining regions are included, along with an analysis of prevailing land use, types of soils and attendant physical, chemical am biological characteristics. There are several probable areas of future research "lined which can benefit mining, minimize the social impact of mined lands and speed the return of mined lands to more productive long-term use.

RECENTLY, it has been demonstrated that a considerable densification and interparticle bonding can be achieved if a pressure is applied to a powder compact while the material of the compact is undergoing either a decomposition reaction' or a polymorphic transformation.' The term "reactive hot pressing" has been coined to identify this process in which a phase change is combined with pressure to achieve interparticle bonding. This process is based on a principle which postulates that there is an enhanced reactivity and mobility of the molecular species at the phase-transformation temperature and this effect is utilized for interparticle bonding in powder compacts. This note summarizes the results obtained in an attempt to utilize this technique to produce ceramic-metal composites. In this case, a decomposition reaction of a compound (which after decomposition yielded an oxide) was used to achieve interparticle bonding in ceramic-metal composites. The reactive hot pressing was carried out in a Phillips induction heating unit, using either a graphite or a high-temperature steel die which functioned as both the susceptor and the hot-pressing component. The die was heated to the desired temperature in a helium atmosphere. All cermets produced by this technique were based on alumina as the ceramic phase. Different metal phases such as iron, copper, and chromium were used to study the effect of varying the metal phase on the properties of the composite. a Mono-hydrate (Boehmite) was mixed with different proportions of metal powders (-325 mesh) in dry condition in a mortar and pestle. No special precautions were taken for proper mixing. The mixtures were then compacted into a cylindrical form having an approximate dimension of 1 cm in diameter and 1 cm in height. "A young private R & D organization, COREM celebrated its 10th anniversary in 2009. Managed by a consortium of nine mining and metallurgical companies, COREM has the mandate of increasing the competitiveness of its member companies through the development and transfer of mineral processing innovations. Typical technologies developed by COREM include alternative mineral processing techniques, novel operating strategies, innovative sensors and process simulation software. Many of them were developed in partnership with universities and selected research organizations.Because the COREM membership base is broad (from ferrous to base, to precious metal industries), its R & D program must deliver technologies with applications within a wide spectrum of mineral processes. Comminution, physical (gravity and magnetic) separation, flotation, cyanidation, pelletizing and thermal processes are the main topics of the R & D program. A number of new technologies have been developed and transferred to the plants of member companies. These examples of transferable technologies demonstrate the capability of COREM to impact the bottom-line of its member companies.INTRODUCTIONCOREM is a private mineral-processing R & D organization that operates from its own laboratories and pilot-plant with its own staff of professionals and technicians (about 95 persons). It is managed and financially supported by a consortium of nine mining and metallurgical companies and three provincial and federal ministries. The very ‘down-to-earth’ mission statement of COREM is to increase the competitiveness of the mineral processing plants of its members. "Lucky Strike and Menez Gwen are two hydrothermally active sites located along the border of the Azorean plateau, southwest of the Azores islands where the alteration processes affecting basaltic rocks are prominent (Costa et al., 2003). Here we report on a slabby brecciated rock, abundant at both Lucky Strike and Menez Gwen, composed mainly of basaltic fragments cemented by hydrothermal precipitates from warm fluid circulation system. Research reveals that hydrothermal alteration takes place mainly by replacement processes, in which silicification is dominant (Costa et al., 1997 and Costa, 2014).Petrographic observations, including scanning electron microscopy (SEM), microprobe analysis, and mass balance studies made on basaltic fragments within the breccia show that silicification is one of the main processes resulting from hydrothermal fluid circulation. This alteration process leads to complete replacement by silica, in extreme cases, forming an impermeable cap that may contribute to the formation of sub-seafloor sulphide deposits, including examples in the geological past."

Durability risks for underground facilities can be underestimated during design phase as compared to well-known geological risks. However, unclear durability requirements can result in construction schedule delay and change orders. Unlike bridges or buildings, a unified underground durability code or standard does not exist. This paper will provide a durability approach for underground facilities, including degradation modes, mitigations, and compliance measures during construction. In addition, this paper will address how to clearly specify durability requirements in a contract document to reduce disputes during construction and discuss key durability tests that are time consuming and will impact construction schedule if not timely planned.

"Tungsten skarn deposits on the Clea property in the Selwyn Mountains, Y. T., are related genetically to a quartz monzonite stock, about 500 metres in diameter at the surface. Lower Paleozoic sedimentary rocks are metamorphosed for a distance of 3 km from the stock. Tungsten-bearing skarn mineralization within the altered sedimentary rocks is of two types: sulphide-rich pods and calc-silicate beds. The most significant scheelite concentration is in calc-silicate beds near or adjacent to the quartz monzonite stock. Discordant K-Ar and Rb-Sr isotopic dates indicate that the stock is probably of early Late Cretaceous age, 94 Ma or slightly older, and that it cooled slowly. High initial 87Srl86Sr ratios and disequilibrium relationships between K-jeldspar phenocrysts and groundmass minerals in the porphyritic phase of the granitic rock , and between different granitic rock specimens, indicate contamination of crystallizing magma by old sialic continental crust which extends westward under the Selwyn Basin.This study is significant to regional tungsten exploration. Granitic rocks associated with tungsten deposits, in this part of the Canadian Cordillera at least, appear to have specific isotope characteristics that indicate they were generated at a specific time and in a particular way.IntroductionThe Clea tungsten skarn property (Fig. I) is owned by Canex Placer Limited, and lies in the Selwyn Mountains (Bostock, 1948) near the eastern margin of the Selwyn Basin (Wheeler and Gabrielse, 1972), Yukon Territory. The property covers a 20-square-mile area centered near latitude 62°47 ' north and longitude 129°52' west, and is accessible by helicopter. An airstrip and the terminus of a summer-use gravel road at MacMillan Pass, Yukon, are about 20 miles to the northnorthwest.This paper deals mainly with the geochronemetry of granitic rocks from a stock associated with tungsten mineralization on the Clea property. We show that these rocks have specific characteristics that not only define the genesis of this stock, but also have significance for regional tungsten exploration around plutons in the Canadian Cordillera."

"The Nain Province (NP) of northern Labrador is a >600 km long by =100 km wide Archean craton that has undergone relatively little mineral exploration until economically signifcant concentrations of orthomagmatic nickel sulphide were discovered by Diamond Fields Resources (DFR) at Voisey’s Bay. Due to the great time span between crust formation andfnal intrusive activity (ca. 3.9 Ga to 1.27 Ga),there were, however, numerous metallogenic events within the NP.The NP was intruded by the ca. 1.3 Ga to1.2 Ga Nain Plutonic Suite (NPS) composite anorthosite-granite complex. The NPS dividesthe NP into the southern Hopedale Block (90 km by 150 km) and the northern SaglekBlock (375 km long by =50 km wide). These two blocks appear to represent two distinct Archean cratonic nuclei, each with its own distinct metallogenic history. The NPS is a coalesced assemblage of composite intrusions which include anorthosite, troctolite, norite, gabbro and granite.The Hopedale Block contains the Hunt River and Florence Lake greenstone belts, and the Weekes Amphibolite which represents remnantsf the older Hunt River greenstone belt. Geologically, these belts have some potential to host komatiitic Kambalda-style nickel, volcanogenic massive sulphide (VMS) and meso -thermal lode gold mineralization. The unconformity between Paleoproterozoic cover sequences and the trondhjemite-tonalite-granodiorite (TTG)suite which engulfed the greenstones was the locus for lead-zinc-bearing quartz-carbonate veins. Minor fracture-hosted uraninite showings are also present in the TTG.The Saglek Block is a high-grade gneissterrane with deformed Archean supracrustal sequences but no greenstone belts. Within the gneiss are variably-sized enclaves that range in composition from anorthositic to ultramafic; some of these latter xenoliths contain abun-dant fuchsite. There are also three small anorthositic to ultramafic meta-igneous complexes present in the gneiss near Okak Bay.Some Archean meta sedimentary and maficgneiss supracrustal sequences contain iron-oxide and sulphide members. The sulphide-bearing Tasiuyak parag neiss defines the cra-tonic suture between the NP and Churchill(Rae) Province. Along the cratonic suture between the NP and Churchill Province from Ramah Bay north are remnants of the Archean(or Paleoproterozoic) Hutton Anortho site Suite. Ultramafc layers within the suite contain chromite and elevated Ni values.Three ca. 2.0 Ga supracrustal sequenceswere deposited in small fault-bounded basins within the NP. The Snyder Group contains pyrrhotitiferous massive sulphide horizons. TheMugford Group contains SEDEX-like massive sulphide blocks in a debris fow and ultramafic sills with unusual PGE concentrations; alaskitic granite cutting basement gneiss to the group contains stockwork-like pyritiferous quartz veins. The Ramah Group contains numerous MVT-style zinc-lead sulphide occurrences.The Reid Brook Intrusion of the NPS contains enormous and high-grade nickel-copper-cobalt massive sulphide bodies at the Voisey’s Bay deposit. Exploration in the northern portions of the NPS in 1995 has indicated the presence of other potentially economic nickel sulphide horizons."

The selective placement of coal strip mine overburden is examined. Physical end chemical properties of spoil detrimental to revegetation and groundwater are detailed. The United States is divided into regions of similar problems. Five mining methods already used in the industry, that are capable of selectively handling; waste are examined in detail. Technical and economic comparisons are made for the systems when applied to realistic mine settings. The same analysis is conducted for five novel methods capable of selectively handling waste. Comparisons arc made between novel and existing methods. Suggestions for new and modified equipment are outlined. Recommendations for further research are provided.

A new blasting technique has been developed by International Technologies, LLC. to eliminate subgrade drilling, lower ground vibrations, improve fragmentation and reduce explosive consumption. The new technique utilizes a uniquely designed borehole plug, with a bottom hole air deck and a predetermined stemming mass on top of the plug. This combination is referred to as the Power Deck?. Single holes and full scale tests were conducted by Blasting Analysis International, Inc. (BAI) to determine how the system works, the mechanisms behind its success and the best design parameters to use for the given rock conditions. Results have shown reduced or eliminated subgrade drilling, ground vibration reductions of up to 33%, reduced explosive consumption by 16 to 25%, and improved fragmentation by up to 25%. This paper summarizes the methodology, field test setups, analyzes procedures and results for one series of single hole and full-scale tests which were performed in a Pennsylvania, USA quarry.

In the last several decades, techniques of data collection have been rapidly evolving. Automated spectroscopic techniques in the chemical analysis of rocks for example have advanced to the point that we can analyze samples faster than we can grind them. Remote sensors of LANDSAT give us intensity measurements in four color bands of every acre of the U.S. every 19 days. Common depth point seismic instrumentation systems used at sea for surveying and networks of seismometers arrayed around the country for earthquake studies likewise are generating vast amounts of data. These along with many other earth science data generating systems have caused a veritable data explosion. How do we deal with these enormous amounts of geologic data presently being produced as well as those produced in the past, and to be produced in the future? There is an immediate need to acquire and utilize past and present basic data in order to address today's national earth science problems. Also data being collected and stored now must be compatible with future data in order for us to be able to undertake the wide spectrum of analysis that must be made in the future. This is a big order! In order to organize and to be able to analyze these data, the USGS has embarked on a wide ranging program of compatible data base construction and the development of computer technology, based on interactive computing, to facilitate resource assessments and analyses. These activities are analogous to two sides of a coin. One side deals with the logic, philosophy, and mechanics of information storage and retrieval; and the other side deals with the sensible application of computer technology to the treatment of data. The Boston Marine Industrial Park (BMIP) Boat Section, which is part of contract C04A2 of the Central Artery/Tunnel (CA/T) project, is currently under construction in South Boston, Massachusetts (Fig. 1). The Boat Section is approximately 900 feet long and varies in width from about 135 to 185 feet (Fig. 2). The depth to the top of the Boat Section base slab varies from about 28 to 31 feet below final ground surface and about 23 to 26 feet below normal ground water levels. The Boat Section is supported on 578 anchors drilled into the underlying bedrock each designed for a working load of 630 kips. Design and Construction Team The owner of the project is the Massachusetts Highway Department (MHD). The owner's representative is the Management Consultant, Bechtel/Parsons Brinckerhoff. The section design consultant (SDC) consisted of HDR Engineering, Inc. with GEI Consultants, Inc. as the geotechnical subconsultant. The general contractor was the joint venture of Kiewit, Perini, Atkinson, and Cashman. The boat anchors were installed by the subcontractor Delta Geotechnical Services, Inc.

? A helper stands beside a continuous miner as the operator is at the controls. The operator means to push the stop button but hits the drum rotation start button by mistake. The drum begins to turn and the bits catch the helper's clothing. He is thrown violently to the ground and suffers multiple contusions. ? A farmer's wife helplessly watches her husband drawn into the claws of farm machinery while she frantically and unsucessfully searches for the control to stop the machine. ? A mechanic on the night shift replaces plugs in the lubrication systems of all three engines of an airliner following routine maintenance. In doing so', he fails to notice that "0" ring seals have not been mounted on the plugs. A few hours later, as the fully loaded airliner is cruising high over the ocean, oil pressure on one engine drops precipitously. The pilots quickly shut down the engine and turn for home. Almost immediately, the two remaining engines lose their oil and fail.

THE PURCHASE of silver by the United States Government under the provisions of the Pittman Act is practically completed. Producers of silver in this country will now have to market their silver in competition with the rest of the world. It therefore becomes of interest to study such data as are available and endeavor to obtain such suggestions as may be afforded therefrom as to the probable future market position of the metal. Conditions influencing the marketing of silver are numerous and complex. It is a commodity entering. into the arts and manufactures, and therefore influenced by the condition of various lines of business which make use of it; it is currency-being used by all countries for subsidiary coins and even as the founda-tion of the system by a very few; and it serves as a frequent basis for speculation. The various factors involved can easily set up so many cross-currents in the flow of the metal that predictions in regard to the market position of silver can never be safely made, although it may be possible to form some idea of prob-able trends over a sufficiently long period. Of course price is determined, as is the case with all commodities, by the inexorable workings of the law of supply and demand.

The subject of bearing pile performance installed by vibratory hammers has been a matter of increasing study and continued controversy. A recent case study from a major bridge replacement project is discussed which provides encouraging data on the use of vibratory pile hammers as a primary means of pile installation and also presents the problems associated with its general acceptance. The bridge project case study foundations consisted of HP 14 x 89 pile sections, designed to develop capacity primarily in friction. Preliminary tip elevations were determined by traditional static analyses. Production pile installation was performed using an IHC S-70 Hydro-Hammer. Driving criteria and final production pile tip elevations were determined after preliminary indicator pile drive tests and static load test results at bridge pier cofferdam locations. Based on impact driven production pile performance, the Contractor wished to investigate vibratory driven piles as a means to accelerate construction schedule. Dynamic pile testing procedures were used as the primary measurement tool and test results were compared to the production pile drive records and prior static load tests. Field testing consisted of driving and monitoring with the PDA impact driven piles to the design tip elevation. Three vibratory driven piles were installed to the same tip elevation and immediately subjected to impact driving and dynamic testing to compare dynamic pile resistance. The results indicated that the site soil conditions were favorable for vibratory pile hammer installation. Recommendations and procedures for proceeding with vibratory hammer pile installation were presented to the Owner. These procedures included quality control in conformance with latest AASHTO recommendations. The Owner, in spite of the site specific data base and QA/QC procedures, would not accept vibratory pile hammer installation, due to the absence of precedence. It is concluded that for vibratory methods to become accepted a rational method of analysis, design and field QA/QC procedures requires development. In addition, the engineering community and Owners/Agencies must be more open to alternate methods of foundation construction. The continued development of dynamic methods of monitoring vibratory pile installation is considered to be key to the general acceptance of this installation procedure.

The term "operational research" was probably first used to describe work started under E. C. Williams, now Director, SHAPE Air Defense Technical Center, late in 1937 or 1938, at the Bawdsey Research Station of the British Air Ministry, a laboratory center concerned with the development of radar equipment. After the practicability of the early techniques had been demonstrated, a large (for those days) program of development and installation was authorized. It was very soon realized, both by the Royal Air Force and by the scientists that almost as important as the gear itself was the way in which it should be used. Accordingly, it was decided that some scientists should cooperate to study the way in which the equipment should be deployed and operated in conjunction with the Royal Air Force. To distinguish this work from the normal work of a research and development establishment, the term "operational research" was coined. It merely meant at this time that this particular section of scientists was to be concerned with the use of the gear rather than with its technical development and it seemed natural to those concerned to adopt the word "operations" which has a specific connotation in the armed forces.' This method was later extended to peacetime business enterprise, government operations and other human activities. Operations research appears to have penetrated the extractive industries more slowly and less completely than other industries, the military, or the government. This may be due (1) to a difference in the attitude of management towards operations research, or towards research of any kind, for that matter; (2) to unsuitability of the extractive industries for application of the operations research method; (3) to inaccessibility of the data; (4) or to a lack of trained personnel who are interested in applying operations research to the mineral industries.
