This report reviews the regulatory environment as it pertains to waste rock management and disposal from mining operations, excluding coal and placer gold operations, in the \irate of Alaska. It is based on the EPA's staff position on an effective program to regulate mining waste as presented in the May, 1990 Strawman II document. The unique conditions which occur in pans of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a waste rock facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection, are examined.

ABSTRACT Electricity production by the Electricity Supply Commission of South Africa (Eskom) is the most important beneficiation process for South African coal. As one of the world’s lowest cost producers, energy-intensive industries such as ferroalloys and aluminium were introduced. However the poor were neglected. The white paper on energy policy (Department of Minerals and Energy, 1998) sought to redress this. Also, chasing economic growth to generate jobs resulted in high electricity demand and interruptions. Lifespan estimates of South African coal reserves based upon peak theory vary widely. Approaching peak, coal production in the future will be more expensive and, thus, contribute to more expensive electricity, which could inhibit industrial development unless South Africans work smarter.

FROM prehistoric times to our own day man has struggled against extremes of climate. Human life, originating in semi-tropical or temperate areas, was unable to progress into the northern latitudes until fire was discovered and some form of clothing provided. It was found possible to maintain life even in the hottest parts of the tropics, but only at a great sacrifice of comfort and efficiency compared with the more temperate zones, or in cooler areas with the protection of clothing and artificial heat. It was no accident, but the natural result of climatic conditions, that efficiency became the greatest and civilization the most advanced in areas where the natural climate was favorable, or in cooler zones where protection against severe cold could be se-cured by relatively simple methods of conserving or producing heat.

The feasibility of redesigning and adapting the all- secondary-explosive, low-voltage, electric safe detonator for use as a delay detonator has been demonstrated. Experimental results have shown that operational characteristics can be adjusted to allow direct competition of safe delay detonators with commercial delay blasting caps. Five different experimental delay period models have been developed and tested. Test results are given and results are evaluated. Subsequent simplified and improved designs for practical and economical mass production are described. Design concepts to meet Bureau of Mines voltage withstand, incendivity, and spark sensitivity requirements are included. Recommendations are made for experimental procedures to ready the safe delay detonator for mass production and extensive use in mining and other industries.

The stability of a raise bore is often assessed using the rock mass classification system published by McCracken and Stacey as a modification of the Q system. Often the assessment is done using a spreadsheet to manipulate geotechnical log(s) of boreholes. This paper discusses the inherent difficulties with this approach. Recent work by others to provide guidelines to the classification system is discussed. A recent example of the design and raise bore performance at Macraes Gold Mine, New Zealand is presented. A key issue is that a visual assessment of the drill core and/or core photographs is necessary to æground-truthÆ the classification.

Individual specimens of sphalerite from the Broken Hill lode vary considerably in manganese and iron contents, even within the same orebody, so that study of the overall variation of manganese and iron content of the sphalerite calls for the analysis of a large number of specimens. This difficulty has been overcome by analysing a series of recleaned zinc concentrate products, prepared from stope samples and their equivalents, from most of the developed sections of the lode. The analyses reveal that during the formation of the sphalerite the concentrations of iron, manganese and zinc in the mineralizing solutions varied independently of one another from place to place in the forming orebodies, and also in time.The overall pattern of variation of the iron and manganese contents of the sphalerite in the several orebodies of the lode bears a general resemblance to the overall pattern of distribution shown by several other elements, notably, cadmium, lead, bismuth and arsenic. The iron content of the sphalerite indicates that it was formed at a temperature of 6000 C. or higher, but the variation in its iron and manganese contents demonstrates that Kullerud's method for determining the temperature of formation of sphalerite from its iron content must be used with caution if only single specimens of sphalerite are available.INTRODUCTIONThe four chemical analyses available of specimens of practically pure sphalerite from the Broken Hill lode (Table 1) reveal that the manganese content of the sphalerite varies considerably, and that there is a significant variation in its iron content. The variations revealed between individual specimens within the same orebody in the same mine suggest that specimen material is unsatisfactory as a basis for studying the overall manganese and iron contents of Broken Hill sphalerite, unless a great number of specimensis analysed.

Box-shaped pile and diaphragm wall foundations have proved suitable for transferring heavy loads of bridges, power plants, tanks, towers or other buildings in a concentrated form into the ground. The bearing-deformation behaviour and the earthquake resistance of such "box-foundations" are superior to those of conventional pile groups. The reason lies in the reduction of lateral soil displacement and in the composite effect between concrete elements and the enclosed soil. The paper describes results of comprehensive model tests and in situ measurements, theoretical aspects and case histories.

Equations for three-phase, three-dimensional, compressible flow (including capillarity) are reduced to two-dimensional relations by a partial integration. This reduction allows three-dimensional flow problems to be treated with mathematics for only two spatial dimensions. The results can be used to formulate flow equations for two-dimensional reservoir simulators in which the effects of capillarity and fluid segregation in the third dimension are represented. Such reservoir simulators would retain many of the aduantages of two-dimensional simulators while simulating three-dimensional effects. The principal restriction of the method is that the thickness of the reservoir should be small, compared to the distance across the reservoir. INTRODUCTION In recent years, computers have been used to calculate the performances of many reservoirs. Most of the detailed calculations, however, are based on finite difference solutions of the flow equations, and present day computers are seldom able to handle a sufficient number of cells to produce entirely satisfactory solutions, even for reservoirs represented by two-dimensional arrays of cells. The situation becomes much worse when one wishes to approximate the reservoir by a three-dimensional array. A great saving in computation or a more detailed solution can be obtained for many reservoirs by using the partial integration of the equations of flow presented in this paper. The integration reduces the three-dimensional equations to two-dimensional relations; and, for studies of two-dimensional flows in vertical cross-sections, the equations are reduced to one-dimensional relations. Most reservoir performance calculations currently are based on one- or two-dimensional flow re1ations.l-3 In some cases flow in the third dimension is approximated by assuming a particular type of vertical saturation distribution, such as gravity segregation.l.2. The relations developed in this paper approach those for segregated flow as the capillary pressures approach zero, and they approach those for uniformly distributed saturations as the capillary pressures are increased. For this analysis, the ratio of the reservoir's thickness to the maximum distance across it must be small. The capillary pressures between the oil and water should also be small compared to the maximum pressure difference in the reservoir. This requirement is met by most reservoirs. It is assumed that the capillary-pressure curves are well defined, whether or not hysteresis effects are included. Also, the reservoir must have sufficient vertical permeability to allow the fluids to segregate. The results presented here provide a firm theoretical foundation to Coats' et aL5 assumption of vertical equilibrium and extend the relations to three-phase flow. Coats' assumption of vertical equilibrium, which he verified by calculations and experiment, is developed here mathematically from basic flow equations. DISCUSSION SATURATION AND PRESSURE DISTRIBUTIONS Appendix A presents a mathematical analysis of fluid flow in reservoirs where the ratio of thickness to maximum distance across the reservoir is small. The results indicate: (1) that the fluids along any line perpendicular to such a reservoir's upper surface are in static capillary equilibrium (vertical equilibrium); (2) that, to a first approximation, the fluid pressures and properties are functions of only areal position in the reservoir and time; and (3) that hydrostatic pressure gradients exist along any line perpendicular to the reservoir's upper surface. The results might be expected after studying several physical considerations. First, no flow is allowed normal to the upper and lower reservoir boundaries, which are relatively close together.

The practical concern of economic minability of large, high-grade manganese nodule deposits in the northeast Pacific Ocean is addressed in this Bureau of Mines report. Principal objectives are to (1) estimate tonnage and grade of deposits with significant potential and (2) describe and estimate profitability of operations designed to mine and process deposits with greatest apparent potential. Analysis of data from over 800 ship stations identified three areas for detailed study. Average metal contents of these areas range from 1.30 to 1.45 wt pet nickel, 1.00 to 1.24 wt pct copper, 0.21 to 0.26 wt pct cobalt, and 26.8 to 27.8 wt pct manganese. Estimated recoverable nodule resources are 67.0, 66.9, and 148.8 million dry metric tons (t). A system to mine, transport, and process nodules from the three sites is described and costed. Although hypothetical, the system utilizes hydraulic mining and Cuprion (Kennecott) processing, which have been successfully tested at pilot scale. Nickel, copper, and cobalt are the three primary products, but ferromanganese is a considered option. Estimated capital requirements are approximately $1.5 to $1.7 billion for three-metal production. If ferromanganese were recovered, an additional investment of about $130 million would be required. Operating costs range from $71 to $83 per dry metric ton of nodules without manganese, and from $103 to $123 per dry metric ton with ferromanganese. Discounted cash flow analyses predict low returns, ranging from 2.7 to 5.2 pct with ferromanganese and from 4.1 to 6.0 pct without.

Mine to Mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian Mining Industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in NorthernQueensland, Australia, has espoused the Mine-to-Mill concept and isactively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROMstockpile. A blasting improvement program was undertaken betweenErnest Henry Mining, Thiess Contractors and Orica Explosives tooptimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance ofindividual blasts are needed before it is possible to optimisefragmentation or the downstream processes. These include suchspecialised Orica Explosives tools as SABREX, POWERSIEVE, andPOWERLINE and commercially available drill monitors. As importantare the more common still and video camera, borehole loggers,measuring tapes, surveying equipment such as face profilers, and ahigh-speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design - only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as theunderstanding grew and practices have been implemented resulting inreduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper discusses the technical issues and stakeholder collaborative processes which resulted in achieving a balance between the reclamation of abandoned mine sites, providing affordable housing, and preservation of open space at the French Gulch Site. Through this process, it was discovered that mine site reclamation would need to be conducted in conjunction with two priorities for community sustainable development: providing affordable housing for locals who work in the resort town of Breckenridge, and open space preservation. It was found that conducting these activities concurrently would result in providing resources necessary to complete mine site reclamation. The first phase of the affordable housing development is almost completed. This development resulted in redevelopment of mining impacted lands and was recognized by the U.S. Environmental Protection Agency (EPA) with a National Smart Growth Award in 2002.Negotiations are also underway to preserve the remaining 1,800 acres of land held by the mining company as open space. This transaction will in turn provide resources to address water quality issues associated with mine discharges.

In this decade of the 1.970's it is forecast that eight billion cubic yards of rock will be excavated from 400, 000 miles of new tunnels, drifts and other underground workings in the western world, according to estimates in a report of the Organization for Economic Cooperation and Development (OECD). It is expected that the cost of this work will be in excess of $54 billion in constant 1970 dollars. Most of this underground excavation will be in mining -- 97% of the tunnel length and 89% of the volume - -the balance in construction. In addition to this huge excavating task, in the 18 developed nations of OECD, will be projects in the Communist Bloc and in the developing nations. Underground excavation requires the successful completion of three principle activities: A. Break -- to free rock from the solid work face. B. Remove-- to clear the work area of broken rock. C. Support -- to assure stability of rock surrounding the underground excavation and to eliminate risk of rock collapse. In today's fully mechanized excavation systems, continuous miners, roadheaders or tunnel borers, (A) break the rock loose from the face, and (B) remove broken rock with their mucking devices and load it onto belt conveyors, mine cars, trucks, or any other appropriate haulage system for disposal. One of the significant benefits of electronic detonators is their safety, especially their relative insensitivity to extraneous electrical energy. The various brands of electronic detonators on the market have different resistance to electrical stimuli, but all have safety structures designed to afford a significant level of protection. A common source of extraneous electrical energy is lightning. This paper discusses the nature of the energy that occurs with a lightning strike and the resistance offered by electronic detonators. Four actual cases of exposure of electronic detonators to lightning strikes are considered. Electronic detonators, like other initiation systems, are vulnerable to very close or direct lightning strikes. The incidents are a reminder that all blast patterns need to be vacated on the approach and during the progress of a lightning storm. 1. Orica

Longwall minim; is a highly mechanized, high productivity mining method that is finding increasing applications in coal. Although the method would be highly advantageous in certain hard rock mining applications it cannot be applied in hard rock because no suitable cutterhead exists for such materials. The wedge longwall cutterhead is a, roller cutter device that is wedge-shaped, with cutters arranged to eliminate the very large normal force ordinarily required to cause such cutters to penetrate hard rock. However, the wedge geometry cannot be extended to a point: special nose cutters are needed to open a narrow slot for the wedge. This report describes the design, fabrication, and successful field testing of these critical nose cutters.

Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.

The general or macroclimate of the study sites in western North Dakota is characterized by rapid and sometimes extreme daily and day-to-day temperature fluctuations, rainfall patterns which are erratic in spatial and temporal distribution and intensity, generally low relative humidity, plentiful sunshine, nearly continuous air movement, and a relatively short frost-free period. Of particular relevance to plant growth and productivity is the mosaic of microclimates: these microclimates are affected by landform (convex and concave surfaces); exposure; slope angle, length and aspect; soil color, texture and surface cover (litter), and vegetation cover. The most critical plant growth governing factor in this region is available water. It is determined principally by water input (precipitation) and water loss (evapotranspiration) which is increased by high temperatures, wind, and poor litter and vegetation cover. While spring and fall precipitation is generally gentle and soil-soaking summer rains frequently come in the form of intensive, soil-washing, localized convective thunderstorms of short duration. Due to the convective nature of these storms, summer rainfall is particularly affected by regional topography; southwest slopes and crests often receive more rainfall since these storms usually move in a northeasterly direction. The water loss due to runoff and consequent soil erosion arc major problems resulting from such "cloudbursts". Previous fall precipitation (September - October) when added to current seasonal precipitation (March - August) was found to be significantly correlated (r-.93) with plant production. Winter precipitation (snowfall) is relatively light as the prevailing weather is dominated by dry polar air masses from the north. The nearly continuous wind is responsible for removing snow from open exposures and depositing it in depressions and windbreaks. Although the winter precipitation is not a large component of the total annual precipitation, conservation of that which does occur would contribute to plant production during the following growing season. Generally clear skies over the region facilitate receipt of abundant sunshine at the earth's surface. While good for early season soil warming and plant photosynthesis, this abundant sunshine coupled with long days and nearly continuous wind is responsible for evapotranspiration exceeding precipitation by an average of six inches between June' and September. On a local (micro) scale, the water deficit is most severe on the southern exposures which receive the most direct (most effective) solar radiation and therefore are warmer than other exposures. On a broader scale, it was found that ambient temperature extremes were slightly but significantly greater in the town of Beulah in the Knife River Valley than at the upland test sites, This may have been due to the difference in topography and/or the "urban heat island" effect. It is known that air temperatures in large cities may be 2° to 4°C higher than that of the surrounding countryside. It is also well known that basins, depressions or valleys are sinks for cold air masses and are often subject to frosts not occurring on adjacent upland sites.

The problem of reliable extreme event modeling of large diameter piles under enormous structural or kinematic loads has gained more attention in recent years. In particular, the soil response around the foundation and impacts to buried adjacent infrastructure has gained interest. One of the principal shortcomings with analysis of large diameter pile foundations under extreme event lateral loading is the reliance on conventional beam on elastic foundation methods, which do not model the soil field response around the pile. These methods are limited for large displacement problems, and for large diameter piles. However, the fundamental interactions between steel and concrete, and structure to soil are difficult to constrain, especially in large strain problems where the structural elements become inelastic. The non-linear interaction of the structural materials and soil is desirable so that assessment of stress changes in the field and effects on adjacent facilities can be modeled. A numerical modeling methodology that addresses these shortcomings has been developed. This method utilizes the interaction of brittle concrete with discrete steel reinforcing and casing in a robust manner capturing inelastic non-linearity in both soil and structure. This paper presents a comparison study of the method, wherein three different validation studies were made to data from full scale laterally loaded pile testing. INTRODUCTION Extreme event lateral loading of deep foundations comes in many forms including earthquakes, landsliding, tsunamis, hurricanes, surface fault rupture, liquefaction induced lateral spreads and many more. These extreme events induce loads on foundations far greater than service or strength loads. Perhaps the most dangerous extreme event loads are those of large soil displacements such as landslides, lateral spreads, and surface fault rupture, wherein the soil surrounding the foundations can move laterally 100 mm to 3 m! In these extreme event loading scenarios, small diameter foundations are pushed past their limits and many engineers prefer large diameter deep foundations for these situations. These deep foundations of diameter 900 mm or greater may be auger cast in place piles, cast in drilled hole piles, cast in steel shell piles, cased or uncased drilled shafts, bored precast piles, etc. For convenience in this paper, large diameter deep foundations will be referred to as Large Diameter Shafts (LDS). In LDS, steel may or may not used as a shell around the perimeter of the concrete and/or as internal tensile reinforcement. The interaction between brittle concrete and ductile steel within and/or along the perimeter of the LDS is critical to understanding the non-linear inelastic behavior of LDS for problems of large lateral displacements from extreme events.

INTRODUCTION SOONER or later in the development of any natural resource it becomes highly desirable to know the quantity of this resource in the country as a whole, as well as of the part that is being developed, for the general course and. conduct of the development work must be governed to some extent by the total supply available. An accurate estimate of the quantity of any natural resource is difficult to make; yet if one is diligent enough one can obtain a pretty accurate idea of the quantity of marketable timber, the acreage of tillable land, or the horsepower that may be developed from the streams, for these are things that may be measured. But any attempt to estimate the quantity of some mineral in the ground appears to enter the realm of imagination and it seems that the estimate can be nothing more than a blind guess. It may appear to be especially futile to attempt to determine the quantity of oil and gas that is available in the ground, for these minerals are so vagrant that even if the quantity now available should be known quite exactly, the quantity that will eventually be obtained may be much less, for certain losses in the extraction of both oil and gas are unavoidable, and just what these losses will be cannot be predicted. Though necessarily inaccurate, estimates of such mineral reserves are, however, of distinct value, for they summarize the existing knowledge of the deposits of the mineral and thus enable those who are interested in some industry that depends in one way or another on this mineral to formulate a rational commercial policy. This is a progress report summarizing more than 5 years of a long-range Bureau of Mines research program. The purpose of this program has been to investigate the fire and explosion properties of Green River oil shale in the Bureau's Experimental Mine, in laboratories, and in the field. The lean limits of explosibility of oil shale dust, by small-and large-scale tests, are reported as a function of grade, ignition source, and particle size. A limited number of laboratory tests on the autoignition of oil shale dust layers and the spontaneous combustion tendencies of oil shale are described. Moderate-scale rubble fire tests were conducted to determine flame spread rates as a function of ventilation flow. With the aid of a system to continuously monitor methane emissions in a deep oil shale mine, the characteristics of the methane flow are reported as a function of ventilation and blasting procedures, and are compared with gas yields from core samples. Tentative predictions as to the emission of the methane to be expected in deep oil shale mines, far from the outcrop, are offered. Brief reference is made to a parallel investigation into the fire and explosion hazards of oil shale mining and processing by a Bureau contractor; detailed results of the latter investigation are to be found in the contractor's reports.

In recent years, thermodynamic data have been used to a greater degree than ever by the chemical and metallurgical engineer as a means of predicting and controlling chemical reactions. To satisfy the spiraling demand for basic physical data needed for the calculations, the Bureau of Mines is studying the heat capacities of a variety of chemical compounds at high and low temperatures. This paper is one of a series presenting such data. The heat capacities of two alkaline earth compounds, strontium bromide and strontium nitrate, were measured in a temperature range of 60° to 300° K. in an adiabatic calorimeter and at temperatures of 300° to about 1,200° K. in a Bunsen ice calorimeter. The construction and operation of the calorimeters are discussed in other reports.3 4 The heat-capacity data presented in this report were extrapolated to 0° K., and smooth values of heat capacity, entropy, enthalpy function, and free-energy function were calculated and tabulated at even 10-degree intervals. The enthalpy data were fitted with algebraic equations by applying the method of least squares; calculations a£ heat-capacity values, entropy, enthalpy function, and free-energy function were made at even 50-degree intervals. The heat and entropy of fusion of strontium bromide were calculated from the enthalpy measurements.
