Volcanic-hosted massive sulfide (VHMS) deposits in ancient, submarine volcanic belts of Australia include mound, lens and sheet-style Zn-rich polymetallic deposits, massive and disseminated pyritic Cu-Au deposits and disseminated, stratabound Au-only deposits. Variation in morphologies, metal ratios, volcanic environments and alteration features indicates there exists a spectrum of deposits from the classic VHMS model, to hybrids between VHMS-porphyry Cu and VHMS-epithermal end members. Zn-rich, polymetallic deposits form eitheron, or just below, the seafloor, whereas the Cu-Au and Au-only deposits form sub-seafloor by replacement of specific volcanic lithologies. Alteration zoned outwards from quartz -> chlorite -> sericite ¦ carbonate is typical of VHMS deposits across the spectrum. Quartz and carbonate alteration is dominant in the Au-only systems,chlorite alteration is commonly developed close to Cu-rich ores, and sericite and carbonate alteration zones are well developed in the stratiform Zn-rich ores. The most useful geochemical vectors for Zn-rich ores are the alteration index [AI=100(MgO + K2O)/(MgO + K2O + CaO + Na2O)], the chlorite-carbonate-pyrite index [CCPI=100(MgO + FeO)/(MgO + FeO + K2O + Na2O)], Mn content of carbonate, Mg/(Mg+Fe) ratio of chlorite,whole-rock Tl, Sb and Ba/Sr ratio, S34S of pyrite, and whole-rock S18O. The most useful vectors for pyritic Cu-Au ores are AI, CCPI, S/Na2O ratio, Na content of white mica, and Fe content of carbonate.

The ultimate object of this investigation is to develop a method for determining the pressure, in situ, on rock mine pillars, arches, and other mire structures. The preliminary investigations of Bureau of Mines engineers, as well as those of other investigators,4/ have shown that the velocity of sound depends on the pressure if it is dependent to such an extent that a measurement of the velocity might be used as a means of determining the pressure, a sonic method of measuring the pressure on rock mine columns is possible. Briefly the method would require, first, laboratory determination of the variation of the velocity of sound with pressure in samples of rocks taken from mine pillars to establish a. velocity-pressure relationship for the type of rock and, next, measurements of the velocity of sound in the mine pillars from which the laboratory samples were taken. The pressure on the pillars could be determined by correlating the velocity in the pillar with the velocity-pressure relationship established in the laboratory. Obviously the success of the method depends on the extent to which the velocity of sound varies with pressure in rock.

The fundamental principles by which bismuth may be removed from lead by pyrometallurgical processes are enumerated. Qualitative discussion of the phase diagrams concerned is followed by presentation of quantitative diagrams. Brief mention is made of the practical aspects. Data presented show how chemical lead (<0.005 pct Bi) may be produced by the Jollivet, Dittmer, and Kroll-Betterton processes. BISMUTH is an element whose properties are very similar to those of lead, and its minerals are associated to a greater or lesser extent with nearly all the major lead ore deposits of the world. In consequence, the lead produced contains bismuth unless a special debismuthizing process is practiced. There does not appear to be any published comprehensive review of the effect of bismuth as an impurity on the properties of lead, and there is some uncertainty as to the beneficial or detrimental effects of small amounts of bismuth in lead used for particular applications. Standard specifications of most countries stipulate a maximum bismuth content of 0.005 pct for chemical lead. With one exception, this specification is met only by lead producers whose ores are relatively bismuth-free, or whose refineries are electrolytic. In lead for certain applications a higher bismuth content is preferred by some fabricators.&apos; In contrast to the refining for silver, copper, and antimony, the refining for bismuth does not usually result in a large overalil economic gain from the sale of byproduct. Thus, debismuthizing is customarily practiced only if market conditions demand a lead with a bismuth content lower than that produced by classical refining; i.e., softening, desilverizing, and zinc refining. Until this century, debismuthizing was carried out only a:; an incidental result of desilverizing, as later described. This century has seen the development of the Betts electrolytic process—the only successful one of many electrolytic processes proposed and patented —and a number of precipitation processes based on the pioneering work of Kroll,&apos; although only one of these, the Kroll-Better ton process,&apos; is in wide commercial use today. It is proposed in this paper to deal only with the pyrometallurgical processes, excluding those based on aqueous electrolysis. Historical Background Prior to 1833 silver (and incidentally bismuth) could not be removed from lead. To recover silver from rich bullion, the only course available to lead refineries was to cupel the bullion, forming a slag of litharge. The first slag tappings or skimmings, on reduction, yielded soft lead of very low silver and bismuth contents. Intermediate skimmings yielded a lead of somewhat higher silver and bismuth contents, which could if desired be recupelled. The last skimmings yielded a litharge very high in bismuth, which could by successive oxidation and reduction cycles be separated into high purity bismuth, and lead returns. This oxidation reduction process, with modern operating techniques, can still be used today to produce a portion of a lead refinery&apos;s output of very low bismuth content, as discussed later. In 1833 Pattinsone discovered that lead bullion could be purified of silver and bismuth by fractional crystallization, the primary lead crystals formed by partial freezing being purer than the melt. INTRODUCTION Geotechnical investigations for tunneling projects typically use vertical test borings and, to a lesser extent, angled borings. Horizontal drilling applications were often limited to specialty testing programs and to perform probe drilling from a tunnel boring machine (TBM) as part of production tunneling. The former often involved cumbersome setups with skid rigs and cribbing in a pilot tunnel or shaft. The latter usually was limited to generic probing for rock quality and ground water conditions with no sampling. Neither yielded continuous core at production rates suitable for design and construction planning. Conventional vertical investigations still make sense in many instances, particularly for tunnels planned beneath urban settings where truck access is convenient and where the tunnel horizon is not readily accessible via a portal or shaft. However, equipment is presently available to conduct horizontal geotechnicall investigations at reasonable production rates and cost. Advantages include continuously sampling the tunneling horizon and minimizing “access drilling” to get the zone of interest at the underground construction horizon. Horizontal boring lengths of up to approximately 800 m are considered feasible and those in the range of 150 to300 m are now routine. These capabilities make horizontal borings an attractive option to consider when looking at deep tunnels beneath ridges, especially where access is limited. Fewer drilling staging sites can also mean reduced environmental impacts when investigating tunnels proposed beneath sensitive lands such as public wilderness areas. Investment in early construction packages to develop portals for investigation access and, possibly in excavating test shafts for the same purpose should even be considered. Potential benefits in the form of achieving improved overall project costs using horizontal borings exist because of the significant additional data collected in the tunnel horizon. For this reason they should be considered during the routine cost-benefit analyses generally conducted for planning geotechnical investigations for tunneling. The Functional Performance Equation for ball milling circuits allows us to isolate the circuit classification system efficiency (CSE) from the mill?s grinding performance. The factors which affect circuit CSE are reviewed, with emphasis on water usage at the classifiers. It is shown that manipulation of such water usage can be carried out to improve plant grinding circuit efficiency, at times by more than 30 percent.

The efficiency of water sprays in suppressing airborne colliery dust depends on many variable factors. A survey of previous work in this field shows that swirl spray nozzles are the best dust suppressors.Investigations carried out in an experimental dust chamber show that, in spite of limitations to the application of water sprays in underground use, promising dust suppression efficiencies in mechanised mining can be obtained with swirl spray nozzles.INTRODUCTIONA dust hazard has always been associated with coal mining, and the recent growth of mechanisation has resulted in a greater production of fine coal and dust, thus increasing the hazard. A better knowledge and appreciation of the medical aspects and dust explosion factors has led to practices reducing the seriousness of the problem. However, the dust hazard still exists and its control is basically an engineering problem.Dust, as with any atmospheric pollution, may be removed from the, mine by ventilation, which is an indirect method of control. Direct methods, in which the dust is prevented from being produced and from becoming airborne, should be employed where possible. Of these direct methods the most significant is the use of water sprays.THE DUST HAZARDAn appreciation of the physical nature of the more important dust hazards is necessary before considering the removal of the hazard. The main hazards associated with colliery dusts are the health hazard and the explosion hazard. &quot;Dust&quot; comprises solid particles of size minus 20 mesh Tyler (833 microns).

For years, the strategy was to contain waste and in many applications, is still the recommended method. Recently, it has become acceptable to create filters below ground for the in-situ treatment of waste. Consequently, in lieu of the waste being contained, it is desirable that the waste flow through a pervious treatment zone. For instance, subterranean pervious walls comprised of iron sand are particularly useful in treating chlorinated solvents in contaminated groundwater. The iron acts as a corrective filter to treat the contaminated groundwater. How are these impervious and pervious walls being constructed? One effective means of constructing an impervious barrier is the vibrated beam method. This method, in brief, involves the use of a fabricated steel beam, a vibrator, a pile driving crane, and a mixing plant. This method results in a 4-6" wide wall with depths up to and exceeding 100&apos;. Over one hundred slurry walls have been installed using this method in the United States. The need for the vibrated beam method continues to escalate due to its reduced health and safety considerations, high level of quality control, lack of excavation, narrow working area, and ability to achieve depths greater than 100&apos;. A recent project was in Marinette, Wisconsin at the ANSUL facility. The project consisted of a 28,000 square foot slurry wall and was completed in January of 1999. Another effective means of creating an impervious barrier, where structural support from the barrier is needed, is the Waterloo® Barrier System. This system involves the use of a pile driving crane, Waterloo® steel sheet piles which are patented steel sheet piles due to their groutable interlocks, and a grout plant. This system results in a water-tight barrier due to the grouted interlocks and provides structural support. A project was completed at Beta Steel in Portage, IN for a retention pond to protect Lake Michigan. Due to the new concept of "filtering", there are few accepted construction techniques available. One effective field proven construction technique is the patent pending mandrel emplacement technique. This technique involves the use of a fabricated hollow steel mandrel with a shoe, a vibrator, a heavy duty crane, and a material feeder. This technique results in a pervious wall which may be comprised of pure iron sand or any other flowable media. Using this technique, the pervious wall may be constructed in varying widths to depths in excess of 100&apos;. A successful installation occurred in October 1997 at Cape Canaveral Air Station in Florida.

Impala Platinum, the second largest platinum producer in the world, is embarking on a major expansion strategy to increase its platinum output from 1.95 moz to 2.8 moz by the year 2008. The smelter complex, situated in Rustenburg, will undergo substantial modifications, and will require a solution to the capture and treatment of the smelter off-gases and dust produced during smelting and converting operations. One of the solutions explored was an integrated approach, where all the off-gases from both the primary smelting electric furnaces and the converter operations are routed to a large central gas cleaning and double catalysis, double absorption acid plant. In-line sulphur burning, utilizing a highly flexible LURO1spin cup burner with a turn down ratio of 50%, ensures that the acid plant operates independently of operating conditions at the smelter complex.

Professional sport venue construction follows a very simple rule. Once the decision has been made to move the team to a new place, construction shall begin immediately, so that not more than one or two seasons pass by stuck in the old home. Such tight construction schedules require a different approach than traditional design-bid-build contracts. Design is mostly done on the fly, the construction schedule becomes a main risk factor and an early contractor involvement is desired. As specialty contractors become more and more sophisticated, owners, their construction managers or the general contractor have realized the value of ideas and modern technology they can bring to the table for a successful and fast project completion. Local knowledge and experience in a variety of solutions play a key role in the specialty contractor’s ability to provide added value to the project. This is also true for the specialty foundation contractor, who needs to understand the complexity of such modern structures from its integrate foundation, over the delicate concrete structure to a potentially fancy movable stadium roof. Not to mention all the modern high tech equipment which shall make such a place a great customer experience. His expertise shall enable him to propose the most suitable foundation element for the given ground condition and application. Rather to build what others have designed, his strength is to propose alternate concepts which will be faster and (hopefully) more cost effective. This paper highlights different value engineering (VE) input a specialty foundation contractor had on 3 major sports arena projects in California. Together with the entire team from owner to GC, including the Geotechnical (GEOR) and the Structural Engineer of Record (SEOR), the most efficient and best performing foundation solution can be found every time. But such an approach also requires the open mind of the owner to entertain last minute changes when the permit drawing set has already been submitted for approval.

Fluidized bed roasting of copper concentrates from Mt. Morgan, Mt. Lyell, Mt. Isa, and Peko was performed in a 3 ft 6 in diameter, slurry fed, pilot plant roaster operated under autogenous conditions to produce calcines with desirable leaching properties. A 12 in. diameter, externally heated roaster, provided with a dry feed system, was also used.An account is given of important factors which influence roaster behaviour and performance, and the effects of operating variables on calcine composition and leaching properties are described. Due to copper ferrite formation, a maximum of approximately 50 per cent of the copper in the calcines may be in the form of CuO before the copper leach efficiency falls significantly below lOO&apos; per cent. Recovery of gold by cyanidation of leach residues was consistently high and independent of roasting conditions.INTRODUCTIONIn traditional practice copper is produced by pyrometallurgical techniques when the ,copper minerals in the ore or concentrate are predominantly sulphides, and by hydrometallurgy when the minerals are oxidized. Copper smelting is most suited to large scale operations, and for many years small to medium size mines with sulphide orebodies have been interested ill; alternative processes.Since hydrometallurgical plants (ie. leaching and electrowinning plants) are essentially unitized, they may be scaled down in output without much loss in efficiency or increase in processing cost, and many proposals have been made for the application of this type of process following roasting of the sulphides to render the copper soluble. However, until the advent of fluidized roasting, it was not possible to control the roasting operations sufficiently precisely to produce calcines consistently of the required leaching characteristics.

Following the 1989 Loma Prieta earthquake, California Department of Transportation (Caltrans) expedited an effort to evaluate and retrofit important state-owned toll bridges to en­hance performance of the state&apos;s transportation systems during and after major (credible) earthquake events. Imbsen and Associates, Inc. (IAI) along with their sub-consultants, were awarded a contract to conduct seismic evaluation and to develop retrofit design for Benicia-Martinez Toll structure, to meet a "Serviceable" performance requirement after the event of a "Safety Evaluation Earthquake." This paper describes the design and construction specifications for the deep foundations supporting the main spans of the Benicia-Martinez Bridge. Benicia-Martinez Toll Structure (George Miller Bridge), a high-level deck-type welded truss bridge with welded girder approach spans, carries Interstate Route I-680 over the easterly end of Carquinez Strait near San Francisco, CA. The nearly 5000 ft long main truss structure consists of ten spans, ranging from 330&apos; to 528&apos; in length, supported on cellular reinforced con­crete pier structures. Foundation systems across the waterway, consist of cellular reinforced concrete footings, supported by groups of 6&apos; diameter, concrete filled, steel caissons, resting on 5&apos; deep rock sockets, at depths of 50&apos; to 150&apos; below the water level. Seismic evaluation of the existing foundation systems accounted for spatially varying ground motion along the length of the structure, variability of foundation material strength (i.e. at bed-rock), variation and effects of scour depth on the performance of the foundations, and dy­namic soil-structure interaction. Performance of caissons beyond their elastic strength, as well as their effects on the behavior of the foundations and substructures were evaluated and considered in establishing foundation vulnerabilities. Several retrofit strategies were considered leading to a final retrofit strategy to strengthen end connections of existing caissons, as well addition of new caissons to provide adequate lateral force resistance for the foundations. Final design package includes specifications as well as construction methods and requirements for existing and new caissons, under traffic, and pile load testing procedures for design loads of up to 12500 kips per caisson.

The Bureau of Mines has constructed a special compression chamber for developing stress-strain relationships of mine backfill and simulating the high compressive ground pressures encountered in underground mines. A one-dimensional, or Earth-Pressure-at-Rest model is proposed for backfills subjected to these pressures. Results of the compression tests performed in the chamber indicate that reliable stress-strain relationships can be developed from these tests. The primary objective of the test series was to evaluate the effectiveness of compaction of common backfills in retarding ground closure. Analysis of the stress-strain data shows an eightfold reduction in relative strain in optimum well-graded, compacted backfills over poorly graded, loose backfill material. Analysis of the one-dimensional compression test data also indicates a significant retardation of transmitted stress in dense compacted samples of backfill and natural sands. Although not fully understood, a deformation mechanism is thought to occur at the intergranular contacts in cyclic fashion causing frictional heat loss and a reduction in transmitted stresses in the densely packed materials. The experimental values of transmitted stress are compared with theoretical values of effective stress calculated from the one-dimensional compression relationships developed by Hendron (4).3 These experimental values of transmitted stress compare very closely with the theoretical values of effective stress.

Las especies minerales son los sujetos del quehacer metalúrgico -en tanto, el diseño, la optimización operativa y el monitoreo periódico de una planta de tratamiento requieren de un adecuado conocimiento de las características de los minerales involucrados. En ese sentido, el presente texto señala las particularidades de los minerales (tamaño de grano, composición porcentual y grado de liberación) y su determinación cuantitativa a través de técnicas que ostentan sofisticación, donde la primera característica no se determina mediante técnicas no microscópicas, mientras que las dos últimas son factibles de establecer mediante la microscopía óptica, utilizando la metodología desarrollada por uno de los autores. Dicha metodología es compatible con el entorno instrumental y tecnológico de la mediana y pequeña minería, aunque puede ser utilizada con igual beneficio por la gran minería. Asimismo se presenta dos ejemplos actuales de cómo la aplicación de estudios microscópicos al proceso metalúrgico que se utiliza en la mina Atacocha, un yacimiento polimetálico ubicado en los Andes centrales del Perú, se desarrolla exitosamente en la optimización del proceso.

INTRODUCTION South Coast Water District (SCWD) operates the Beach Interceptor Sewer Tunnel(BIST) in South Laguna, Orange County, California between Monarch Beach and Aliso Beach (Figure 1). The 10,200-foot long BIST houses a 24-inch gravity Techite sewer pipeline critical to the SCWD Sanitary Sewer Collection System. The original tunnel and sewer pipeline were constructed in 1954 and the sewer line was replaced in 1974.Periodic inspections by sewer pipeline maintenance crews documented deterioration of specific intervals of the tunnel. Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline and a 731-foot section of tunnel located at Thousand Steps Beach was determined to be in immediate need of repairs. SCWD and consultants Hatch Mott MacDonald (HMM) and Tetra Tec prepared a Work Plan for emergency tunnel stabilization and pipe protection measures that was implemented in January 2007. Normal access to the beach and the section of tunnel requiring repairs was limited to public stairs referred to as Thousand Steps and, therefore, all materials and equipment needed for the work were transported to the beach by ocean-going landing craft. Additionally, the emergency repairs had to be completed without taking the pipeline out of service. Numerous environmental, logistical and operational requirements had to be overcome to complete the challenging emergency repairs. GEOLOGICAL SETTING The Laguna Beach area is located in the Peninsular Ranges of Southern California. The project area is located on the southwest flank of Niguel Hill along marine wave-cut cliffs and slopes. The tunnel was excavated in the San Onofre Formation, a marine deposit, characterized by abrupt lateral and vertical changes in lithologies that vary from boulder to cobble and gravel size breccias to medium coarse sandstones with gravel, sandy claystone and siltstone. The interval of the tunnel that required repairs is located within the San Onofre breccia, a moderately-to-well cemented, poorly bedded to massive unit with angular to subangular boulder and cobble sized clasts of schist. The sandy silt matrix of the breccia is composed of quartz, feldspar and schist grains (Figure 2). GENERAL TUNNEL DESCRIPTION The approximately 6-feet high by 6-feet wide 10,200-foot-long BIST was hand mined in 1954 at the base of the coastal cliffs. Primary access is through twenty-one access adits from public and private beaches. The tunnel is located in an easement that extends beneath private property with residential structures situated 50 to 80 feet above and horizontally in close proximity to the tunnel alignment. The research described in the paper was aimed at providing standardized information of cases of failed and intact coal pillars in the form of databases to researchers. It also offered the opportunity to take stock of the pillar stability situation in coalmining and to review the impact of the application of the safety factor formula for pillar design. It was found that the physical parameters of coalmining have not changed substantially over the last four decades. However, changes in the controllable parameters like pillar width, pillar width-to-height ratio and percentage extraction have all moved toward the more conservative side. Scrutiny of the database indicates that of all the failures recorded, only 23 occurred in panels that were mined after 1969, when one can assume that the safety factor formula was fully applied. If the pre-1969 practices had been continued, at least 144 collapses would have been expected. There has thus been a substantial reduction of pillar collapse cases, justifying the cost paid for the formula, which has shown to be in the region of 600 million tons of coal. It is evident that that are distinct differences in the natures of the failures among different coalfields. This justifies the attempts to derive seam or coal field specific strength formulae and is a topic that should be pursued.

Gold placers in the Nokomai and Nevis valleys are dominantly Quaternary in age. They occur mainly in western tributaries of the upper Nevis, eastern tributaries of the middle and upper Nokomai, and in the trunk valleys themselves. Placer gold in both valleys is dominantly a-phase Au-Ag-Hg alloy. Au-Ag alloy is absent or rare in most of the deposits, except in the lower Nokomai. Alpha-Au-Ag-Hg alloy is typically coarse-grained (up to 2 cm), angular, and rarely flattened or folded. Crystalline texture, quartz intergrowths, and psuedo-hexagonal crystal-pluck cavities are common. Fluvial transport distance predicted from the maximum Flatness Index ofAu-Ag-Hg alloy particles is typically less than 10-20 km. Coarse (up to 2 cm) cinnabar is commonly associated with the Au-Ag-Hg alloy, and both were probably derived from hydrothermal sources in western tributaries ofthe upper Nevis and eastern tributaries of the upper Nokomai. Minor secondary Au-Ag-Hg alloy occurs locally in the lower Nokomai, where it coats or cements detrital a-phase Au-Ag-Hg and Au-Ag alloy particles. Au-Ag alloy dominates over Au-Ag-Hg alloy in the lower half of the lower Nokomai alluvial plain and gravel of a raised channel incised into semischist basement adjacent to the plain. The Au-Ag alloy is rounded and commonly flattened and folded. Crystalline texture, quartz intergrowths, and pluck cavities are rare, and a fluvial transport distance of 25-40 km is estimated from maximum Flatness Index ofAu-Ag alloy particles. The Au-Ag alloy, three types of gamet, magnetite, clinozoisite and well foliated schist boulders in the abandoned channel are not found in the pumpellyite-actinolite facies bedrock in the Nokomai. These components were derived from greenschist facies schist and sedimentary sources in Otago, many tens of kilometers north of the Nokomai catchment. They were transported to the Nokomai either in Wakatipu Glacier till or fluvio-glacial outwash that entered the valley via Nokomai Saddle, the confluence with the Mataura, or both.

Reduction of CO2 emissions is the key driving force behind the development and implementation of new solutions for energy production. One solution is circulating fluidized bed (CFB) combustion technology combined with a high-efficiency once-through water-steam cycle. Foster Wheeler&apos;s CFB technology is today commercially available in capacities up to 800 MWe with ultra-supercritical steam parameters. Simultaneously, the Flexi-Burn® CFB technology is being developed to provide capability of flexible operation in air firing and oxy-combustion for carbon capture. CFB technology can offer an attractive solution for the reduction of CO2 emissions, owing to advantages such as fuel flexibility and low emissions that the air-fired CFB technology offers today. Pilot test facilities provide information about the performance of CFB oxy-combustion technology, and the acquired knowledge is being incorporated in boiler modelling and design tools. One of the European R&D initiatives on carbon capture and storage (CCS) is the Technological Centre for CO2 Capture and Transport, which is supported by the Spanish Government through the Fundación Ciudad de la Energía (CIUDEN). CIUDEN is a research and development institution created by the Spanish administration in 2006 and fully conceived for collaborative research in CO2 capture, transportation, and storage. The Technology Development Centre for CO2 Capture and Transport comprises two technologies on oxy-combustion: pulverized coal (PC) and circulating fluidized bed (CFB). This paper will focus on the design and main characteristics of the 30 megawatt-hour thermal capacity (MWth) oxy-CFB boiler. Foster Wheeler is the technology provider of the Flexi-Burn CFB unit, for which commissioning has been completed in the first quarter of 2011. The CFB unit design allows operation either under conven¬tional combustion with air or under oxy-fuel conditions. The size of this experimental boiler is sufficient to allow the scaling of the results to commercial units. In this way, multiple fuels and operating conditions can be tested economically. The results will validate the design of a future 330 MWe supercritical Oxy-Combustion Power Station (OXY-CFB-300 Compostilla Project) intended to demonstrate the CCS technology at commercial scale. The Compostilla OXY-CFB-300 Project is one of the six CCS demonstration projects funded under the European Energy Programme for Recovery (EEPR) of the EU. The project is based on a future 330 MWe CFB supercritical oxy-combustion plant, with CO2 storage in a deep geological formation. The first phase of the project, granted by the EEPR programme and led by the Spanish utility ENDESA, includes all studies and characterization work needed on CO2 capture, transport, and storage, as well the costs, financing, and regulatory and permitting required, prior to the final investment decision for the construction phase of the plant by the end of 2012.
