Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

Use of vehicles with electric drive, which could reduce our oil dependence, will depend on lithium-ion batteries. But is there enough lithium? Will we need to import it from a new cartel? Are there other materials with supply constraints? We project the maximum demand for lithium and other materials if electric-drive vehicles expanded their market share rapidly, estimating material demand per vehicle for four battery chemistries. Total demand for the United States is based on market shares from an Argonne scenario that reflects high demand for electric-drive vehicles, and total demand for the rest of the world is based on a similar International Energy Agency scenario. Total material demand is then compared to estimates of production and reserves, and the quantity that could be recovered by recycling, to evaluate the adequacy of supply. We also identify producing countries to examine potential dependencies on unstable regions or future cartels.

The Manto Verde mine is found in the coastal ranges of the Atacama desert, 1000 km north of Santiago, Chile . The deposit is a fault-breccia specularite-oxide copper mineralisation hosted by the Jurassic andesites of La Negra Formation. It is located in a tensional fault that joins twoparallel arms of the Atacama Fault. The mine is in feasibility study: reserves are of the order of 60 Mt at 0.9 wt per cent soluble copper; mining will be undertaken at a rate of 11 000 tpd utilising an open pit and the ore will be heap-leached with acidified sea water, with copper recovery and by SX/EW.

Utilization of belt air in underground coal mines has been discussed extensively during the last decade. The Final Report of the Technical Study Panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Mining formed by the Miner Act of 2006 recommends research on leakage, use of booster fans, and escapeway safety. This paper discusses the role of ventilation modeling in evaluating primary escapeway pressurization in a three-entry development system to improve emergency escape in a coal mine using belt air. The intake entry of the NIOSH Bruceton Experimental Mine was pressurized using a 1.1 m (42 in) diameter, 37 kW (50 hp) fan. The work details air movement in the simulated three-entry system and the resulting leakage patterns. Three mine ventilation software packages were compared to analyze their performance in predicting the airflows and leakage conditions with different fan settings. NIOSH researchers found that the measurement results correlated well with the results of modeling.

This report is t e second of s series on roof movement in coal mines. The first (R. I. 3355)4/ dealt with convergence of roof and floor and movement of the surface accompanying and following extraction in a mechanized mine in which retreat of rib lines was rapid. The studies reported herein were made in a mine in which all the coal is loaded by hand, and movement of the rib lines was much slower in consequence. In choosing a site for this work, it was decided that the mine selected should have natural conditions akin to those of the first study and entirely different methods of working. To this end a cooperative agreement was made with the Crucible Fuel Co. through W. J. Whitaker, secretary, for conducting the work in the company?s Crucible mine, operating in the Pittsburgh bed in Greene County, Pa, This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as can be made.

The inquiry into the explosion at the Moura No. 2 Mine in August 1994 recommended -?Emergency procedures should be exercised at each mine on a systematic basis, the minimum requirement being on an annual basis for each mine.? (Windridge et al. 1996). In December 1996 the ?Approved Standard for the Conduct of Emergency Procedures Exercises? was published and has been subsequently revised (Queensland Department of Mines and Energy Safety and Health Division 1999). This document provided guidelines for conducting mine site emergency exercises as well as the requirement for a test of state-wide emergency response by holding a Level 1 Mine Emergency Exercise at one mine on an annual basis. From 1998 to date (January 2008) ten Level 1 Mine Emergency Exercises have been held in Queensland, Australia. This paper discusses each of the exercises conducted to date as well as the logistics, scenario preparation, planning and organising required to conduct emergency exercises at this level.

This paper considers the integration of uncertain real-time logistics data for reactive construction scheduling. In order to manage a construction project efficiently, an accurate schedule representing the current project progress is inevitable. The quality and up-to-dateness of such a schedule depends on the availability of real-time data. Typically, real-time logistics data contain information about the availability of material, equipment and personnel as well as delivery dates and site conditions. The accuracy and inherent uncertainty depends on the location where the real-time data was acquired. Currently, the integration of such data into a construction schedule is a very time-consuming, manual and, thus, errorprone process. Therefore, this paper proposes a methodology that enables an automatic integration of such uncertain data into construction schedules. By integrating uncertainties into the existing schedule their impacts on the construction work can be evaluated. For this, discrete event simulation is applied. In order to model uncertain input parameters for simulation models this methodology applies the fuzzy sets theory. In combination with alpha-cut sampling technique, discrete model input parameters are obtained. By applying reactive scheduling with several discrete event simulation experiments, the results can be used to modify construction schedules according to agreed timeframes and costs. In order to demonstrate and validate the presented approach an example is conducted.

The kinetics of copper cementation during atmosphere leaching of a Ni-Cu matte in CuSO4-H2SO4 solution was studied as a function of initial copper ion concentration, initial acid concentration, temperature, stirring rate, particle size distribution and pulp density. It was found that all these process variables influenced the rate of cementation. A two-stage rate of reaction was observed inmost of the experiments, with the rate of cementation in the initial stage being slower than that of the subsequent second stage. The increased rate of cementation in the second stage was attributed to the enhancing effect of the surface deposit. The cementation process was found to take place by two different rate-controlling mechanisms. At a temperature range of 50?70°C, an activation energy of 74.6 kJ/mol was obtained, indicating a surface reaction controlled process. At higher temperatures (70?80°C) a lower value of activation energy was observed (18.2 kJ/mol), indicative of a process controlled by diffusion through surface layers. The structural characteristics of the cemented deposit could not be determined in the investigated system where the deposit was mixed with the leach solid residue.

The Mission Valley Viaduct is located in San Diego, California. This structure is the intersection of Interstate 8 and 805. The project consists of the main viaduct, 8 connecting ramps, and one highway overpass. This job was originally built back in the 70's. After the Loma Prieta Earthquake in 1989, Caltrans began an aggressive program to seismic retrofit all of its bridges throughout the state. Most retrofit designs required major upgrades to the existing footings. These footing upgrades consisted of either driven or drilled shaft piling. The existing footings of the Mission Valley interchange were supported on driven H pile. The soils throughout the site were dense sands and gravels, cobbles, occasional boulders with a dense sandstone bearing strata, which varied through out the site. It was this sandstone strata that the engineers designed their pile tips around. High ground water in sandy soils created a high probability of liquefaction in all of the upper stratas.

Global Geoscience is developing a Rhyolite Ridge project, a shallow boron-lithium resource deposit, located in Nevada about 25 km from Albermarle’s Silver Peak operation. The main minerals of interest are the boron mineral searlesite (40%wt) and lithium containing clay minerals. These minerals are found among principally calcite, feldspar, muscovite, dolomite, and quartz. The equivalent commercial value is about 7–9% boric acid (H3BO3) and 0.8–1.0% lithium carbonate (Li2CO3) equivalents. Selective agitated leach tests at SGS Lakefield laboratory showed that searlesite can be acid leached between 20 and 75 °C and at a pH lower than 4. On the other hand, lithium can be leached between 20 and 75 °C and at a pH lower than 1. In other words, lithium can be recovered at low temperatures if sufficient free acid is available, which gave the motivation to investigate heap leaching of the mineral. The PLS contains boric acid, magnesium, sodium, lithium, potassium aluminium, and iron sulfates.

Universities are not immune from the large number of retirements facing the mining industry. Department heads anticipate that we will need to replace all of the senior mining engineering faculty in the U.S. by 2020. Long term studies of Ph.D. completion times and success rates indicate that in Engineering disciplines in the U.S., the ten year completion rate is 65% at best and the four year completion rate is less than 8%. We do not have accurate data on completion rates and times for mining or metallurgical engineering Ph.D. students in the U.S. but students self-report their expected completion times are around 4 years. National data on doctoral students indicate that younger, full time students with sufficient financial support have a higher probability of success in completing their degrees in a timely manner. Students in Eastern U.S. mining engineering programs are on average 32 years old, 85% are full time, and the gap between support and cost of attendance is $5,000 per year. Students in Western U.S. programs are on average 38 years old, 78% are full time, and the financial gap is $8,483. Further, it appears that domestic graduate students are not very geographically mobile. The current demand for new faculty is higher in Western programs but the longer term retirements are higher in Eastern programs. While all Ph.D. students who responded to the 2010 survey indicated an interest in a faculty position at some point in their careers, very few were applying for the open positions. Over the past 35 years for which data could be obtained, the maximum number of Ph.D. students enrolled in mining engineering in the U.S. is 115 with a maximum of 27 degrees granted in one year. On average 89 students are enrolled in doctoral programs in mining engineering in the U.S. with average degree production of 15 Ph.D.s per year.

This report supplements the date contained in Bureau of Mines Information Circular 6156, "Special features of core drilling in the salt beds of Western Texas and New Mexico," by J. S. Wroth. That circular dealt with the drilling of the first 12 of the 24 potash tests made by the U. S. Bureau of Mines in cooperation with the U. S. Geological Survey; this report is concerned with the drilling of the last 12 tests. ACKNOWLEDGMENTS The writer is indebted to R. E. The Federal Bureau of Mines reviewed the status of tungsten deposits of Utah in 1959. Industrial requirements of tungsten during emergencies have exceeded the domestic supply, and a knowledge of the sources of this strategic element may be helpful in the future. Tungsten occurs as the mineral scheelite in deposits that have been developed or explored on approximately 60 properties in 10 of the Great Basin ranges of Utah, none of which were being worked in 1957-59. Ores from most of the productive areas are similar in that they are contained in tactite deposits on or near the contact of calcareous and acidic intrusive rocks. The tactite ores consist predominantly of the silicate minerals garnet, epidote, and diopside and the carbonate rocks limestone or dolomite. Scheelite, where present, is disseminated irregularly in the tactite. Tungsten ores from Utah mainly have been produced from small deposits worked in World Wars I and II and the Korean campaign. The ores were either hand sorted to a grade ranging from 0.5 to 1.0 percent tungsten trioxide (W03) or were beneficiated in small mills to higher grade concentrates. The largest reserve appears to be in the area of the Notch Peak intrusive in the House Range, Millard County. A large part of the reserve in the House Range is mineralized tactite containing 0.2 to 0.3 percent W03. Research on flotation by the Bureau of Mines has indicated a method of concentrating scheelite in tactite ores that average 0.25 percent W03, with at least 85 percent recovery. The concentrate assays more than 5 percent W03 and can be processed into artificial scheelite ready for industrial use.

"Florida, the State that supplied 82 per cent of the phosphate rock sold in the United. States in 19284, has two producing areas - the hard-rock and the land pebble districts. Production of the hard-rock field, decreasing importance in recent years, is now confined to mines near Dunnellon, in Marion and. Citrus Counties. The land-pebble district, with a production of almost 80 per coat of the nation's requirements, is located, in Polk and Hillsborough Counties. In the land-pebble area the phosphate deposits - probably Pliocene in age, derived by marine action from underlying, older, phosphate-bearing formations - consist of beds of phosphate matrix, covered by practically barren sands and clays. The overburden, ranging in thickness up to 45 feet, is removed by hydraulic methods or by drag-line excavators. The matrix, ordinarily less than 25 feet in thickness, is mined by hydraulicking and is pumped to adjacent washing plants for beneficiation. The dried product of the washing plants is the Florida pebble rock that is sold in foreign as well as domestic markets.The beneficiation of phosphate ores in the land-pebble district of Florida has been largely limited in the past to the recovery of the coarser pebbles. By washing and screening the crude matrix a separation is effected at about 20 mesh (0.033 inch). The coarser material is the phosphate-rock product of the plant and the finer material is discarded. The amenability of the washer- rejects to treatment by other processes is being investigated. Of methods that may have some application to the treatment of the low-grade phosphatic sands that comprise the greater portion of the washer-rejects, gravity concentration has received some study.Laboratory experiments to determine the amenability of phosphate sands to gravity methods of concentration were first performed in October, 1927. Later, in the winter of 1928-1929, a further series of teats was made,. In these later tests phosphatic sands were concentrated by hydraulic classification, and. also by hydraulic classification followed by tabling. In these experiments concentrates with an analysis above the minimum grade of commercial phosphate rock (66 per cent bone phosphate of lime - B.P.L.) obtained. The recovery of the phosphate varied but was promising enough to warrant further study. A more comprehensive investigation was therefore outlined. This paper presents the results obtained from an investigation, of classification and tabling of phosphatic sands recently completed by the United States Bureau of Mines Su cooperation with certain Florida phosphate companies, the Missouri School of Mines and Metallurgy, and the University of Alabama."

Fourteen field plots were established at active coal mines in the Northern Great Plains. A wedge was cut into spoil and backfilled with soil; soil depth ranged from 0 to 152 cm over a linear distance of 15 m. Perennial grasses were planted in each plot, and production was measured from 1978 to 1981. Based on spoil traits and biomass response patterns, plots were grouped into four types. Spoil for Type I plots was near neutral, slightly saline, nonsodic, and clay loam in texture. Perennial grasses reached maximum production with approximately 50 cm of soil depth. Spoil for Type II plots was characterized as sodic and fine textured; soil-depth requirements averaged 83 cm for maximum production. Spoil for Type III plots was characterized as strongly acid, and production increased throughout the soil depth range tested. Spoil for Type IV plots was similar to soil in chemical and physical traits; there was no production response to soil depth. Soil depth requirements were also dependent upon precipitation and species. In general, soil-depth requirements decreased in dry years and with use of introduced species. An appendix contains data evaluations on an individual plot basis.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion and, in several cases, breaches between the gravel pit and the river. Initial evaluation of several sites that experienced breaches indicates that impacts to the river system are complex and vary significantly from site to site. The impacts to the adjacent river system may be viewed as both positive and negative. Several floodplain-mining sites in Oregon located in areas of historic river flow have reverted to active riverbed. In many cases, state and federal fisheries biologists and university researchers see the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries -Mined Land Reclamation Program (DOGAMI-MLR) is performing additional studies of the impacts to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound floodplain decisions regarding mining.

Temperature-dependent functions of various ten-sile flour stress and fracture parameters were investigated on iron and low composition alloys of Fe-C, Fe-Cr, Fe-Mn, and Fe-Ni. Data were obtained over a range of test temperatures from 200" to -196"C at an initial strain rate of 0.01 min". It was found that the strain-hardening exponent, n, for the Fe-Ni alloys increased significantly at very low testing temperatures with increased alloy addition. Also, the stress and strain at fracture followed a predictable transitional type of behavior. The flour stress-temperature dependence was evaluated employing the relation: M where it is shown that composition can strongly influence the constant M. An empirical formula describing this effect is as follows: M = MI (equivalent at. pct Ni)-'" Some preliminay, tests were run on several commercial steels to test the generality of this relationship. One of the phenomenological explanations of the ductile-to-brittle transition encountered in bcc metals is based upon the difference in the temperature dependence of the flow and fracture stresses.' It states simply that the fracture stress is relatively insensitive to temperature and that the yield or flow stress rises rapidly with decreasing temperature so that, when the flow stress reaches the fracture stress, brittle fracture occurs without appreciable plastic deformation. This behavior is illustrated schematically in Fig. 1 where the ductile-to-brittle transition is shown to occur at two possible temperatures. The lowest temperature, TB, represents essentially completely brittle behavior while the higher temperature, TN, represents "notch" brittle behavior. Support for this theory is obtained when it is observed that fcc metals, which do not commonly have a ductile-to-brittle transition, also do not commonly exhibit any strong temperature de- pendence of the yield stress. This relationship of yield or flow stress behavior with the ductile-to-brittle transition has been generally observed for most metals representative of these two crystallo-graphic structures. One exception to this generalization appears in the case of tantalum where no apparent ductile-to-brittle transition has been observed. However, this may simply be an indication that this type of behavior is not directly related to the flow stress and that some other mechanism such as twinning must also be operative. A comparison of the typical temperature dependence of the yield stress of some representative metals is shown in Fig. 2. "INTRODUCTION While investigating prevention of sabotage and maintenance of production of essential war minerals, engineers of the Bureau of Mines visited more than 1,400 metal and nonmetallic mines, quarries, and open pits in all parts of the United States.The need for, uniform safety practices is indicated by the fact that during 1938-1940, inclusive, the Western Safety Conference, under the sponsorship of the California Department of Industrial Relations, undertook the prepara¬tion of a set of standard safety regulations for the 15 participating political subdivisions. The membership of these political subdivisions is comprised of representation from Alaska, Arizona, British Columbia, California, Colorado, Hawaii, Idaho, Lower California, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming, For the guidance of its own engineers; the Bureau of Nines found it necessary to prepare a set of safety practices that could be used uniformly throughout the United States. These safety practices were compiled from State mining regulations, mining company safety rules, and the experience of Bureau of Mines engineers for more than 3 decades, and represent the best safety practices of the Nation's' mineral industry.The purpose of this publication is to make safety practices available for the non-coal branches of the mineral industry, with the hope that they may assist in reducing accident occurrence. The Bureau will welcome questions and suggestions regarding these practices in order that changes may be made as necessary.Where the adoption of any practice would not materially increase the safety of employees or would work undue hardship on the operator, the Bureau does not recommend such adoption."

The behavior of gold in a conventional copper electrorefinery anode slimes treatment process is expounded on in this study. In the raw anode slimes generated in a copper electrorefinery, gold occurs mainly as tiny particles of metallic gold, which are commonly attached to selenide particles. Some gold is also present in selenide form. Decopperizing the anode slimes retains much of the metallic gold, but also promotes the incorporation of gold in the structure of silver-rich selenide species. A greater fraction of the gold is converted to (Ag,Au)2Se or Ag3AuSe2 when high-Se and high-Ag anode slimes are decopperized at elevated temperatures and pressures. After pelletization and roasting of the slimes, the gold is converted to a (Ag,Au)-alloy and Ag3AuSe2. Smelting of the roaster products eliminates the selenium and converts the gold to a silver-rich (Ag,Au,Pd)-alloy in the dore metal. In the subsequent silver electrorefining process, gold collects as a gold-rich (Au,Ag,Pd)-alloy in the gold mud. Dore smelting rejects many impurities as a silica slag; minor amounts of gold are present as a (Ag,Au,Pd)-alloy in the silica slag. This gold is recovered by flotation and is recycled to the dore furnace. Gold is identified in both the tellurium caustic leach residue and the parting plant wash water mud as tiny particles of metallic gold. These products are also recycled to the dore furnace to recover their gold values.

The Bureau of Mines analyzed the cycle of secondary gold to determine the quantity of gold not being recovered from scrap, and to identify areas for research to increase the supply of gold from scrap. Secondary gold in 1967 was estimated to be 2.4 million troy ounces; this excludes secondary gold which is recycled within consuming plants. Firms contacted included consumers using about 41 percent of the gold in 1967, And refiners that recovered about 90 percent of the secondary gold. Results of the study indicate that loss of gold is small, and refiners and consumers are accelerating programs designed to reduce recovery costs. With the increasing generation of low-grade industrial scrap, research is needed to improve present recovery techniques and to develop methods to accelerate the flow of secondary gold back to supply.
