On Aug. 20, 1913, the following 30 members of the Institute residing in Montana made written application to the Board of Directors of the Institute for authority to establish a local section of the Institute to be called the Montana Section, with headquarters at Butte, and having such territory as may, later be determined on. This petition was granted by the Board at its meeting in Butte, Mont., Aug. 20, 1913. The committee named at the head of this paragraph was appointed to' arrange for permanent organization of this section.

Gidel was, accepted, and Walter E. Gaby was elected to fill the office for the balance of the fiscal year. No further business was transacted, and upon motion the meeting adjourned WALTER E. GABY, Secretary.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." [ ] For President-Elect Leo F. Reinartz has been nominated for the Presidency of AIME in 1954. Mr. Reinartz is now vice-president, special operating development, Armco Steel Corp. He was born in East Liverpool, Ohio, and graduated from the Carnegie Institute of Technology as metallurgical engineer. He joined Armco in 1909 as a chemist and then became open hearth foreman; assistant superintendent, open hearth dept.; superintendent, open hearth dept.; assistant general superintendent; works manager, East works; manager, Middletown div.; and assistant vice-president, successively. Mr. Reinartz has been active in many technical societies and delivered papers before several. He has been the recipient of the Alumni Award from Carnegie and holds life honorary membership in the AIME National Open Hearth Conference. One of the organizers of the National Open Hearth Conference, Mr. Reinartz was Chairman, Executive Committee (1927 to 1946) and is presently Chairman of its Finance Committee. In October 1951 he was an American Conferee at the First World Metallurgical Congress held in Detroit. An AIME member since 1925, Mr. Reinartz has been active on numerous committees of the Institute.

This publication contains routine analyses and related source data for 278 natural gas samples from 14 States. All of the samples were collected during calendar year 1973 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 Fifteen previous publications have presented the results of 10,201 gas analyses prior to 1973. The first three, Bulletins 486,4 576,6 and 617,6 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other 12 publications,7 which were issued as information circulars, supplement the three bulletins and contain 4,983 analyses of samples collected since 1960. This publication is the 13th publication supplementing the three bulletins.

OIL FLOTATION DISCUSSED BY SOUTHERN CALIFORNIA SECTION . A meeting of the Section was held in the home of R. H. Norton, 335 W. 27th Street, on Mar. 10, thirty-two members and five guests being present. Vice-chairman Staunton opened the meeting with a description of an experiment he made with oil flotation, and then introduced the guest and speaker of the evening, L. C. Penhoel, of the South-western Engineering Co., who gave a very interesting and informal talk on the subject of Flotation. During the talk, as points were raised, there was a general discussion, in which valuable information was brought out. A number of examples of successful competitive, results by cyanidation and flotation in large milling plants in this country and Mexico were cited and discussed. The latter part of the meeting was devoted to a discussion of the bill introduced in the California State Senate, to license and register engineers. Mr. Ernest Strout gave a most favorable opinion of the principal of licensing mining engineers from his extensive experience in the working out of such a law on the Rand. All members who spoke were opposed to this bill as drafted but felt that the subject was of too great importance to the profession to attempt to amend the present bill in the week or two that remains, and that the passage of a bill that was so crude and inefficient for the achievement of the results desired, would harm the engineering profession. After the meeting adjourned a short time was spent in social intercourse, during which light refreshments were served. The appreciation and thanks of the Section is extended to Mr. and Mrs. R. H. The principal official test performed by the Bureau of Mines to determine the permissibility of coal-mine explosives, commonly referred to as the gallery test, has been in use at the Bruceton station for many years (2, 16).4/ In this test the explosive under study is loaded into the borehole of a steel cannon and fired into a flammable mixture of natural gas and air or natural gas, air, and coal dust. To meet the requirements for permissibility, the explosive must not ignite the gas mixture under the conditions of the test. There is little doubt that these tests have succeeded in the main objective, namely, to screen the relatively safe from the relatively hazardous explosives. It has been generally conceded that adoption of permissible explosives by the coal-mining industry in the United States has substantially reduced the frequency of disastrous underground explosions caused by blasting. In recent years, however, research workers planning programs for improving the safety of coal-mine explosives have felt the growing need of a more quantitative method for measuring the incendivity of explosives based on a better understanding of the role of the important variables in the gallery tests, Accordingly, it was decided to apply certain statistical methods and techniques to the gallery test to develop it into a more precise tool for evaluating permissible explosives. One of the first and more important methods applied for this purpose was the up-and-down technique (6,7,17), It was demonstrated (14,15) that the weight of the explosive charge directly affects the ignition probability of the natural gas-air atmosphere and that the curve of ignition probability versus charge weight is a cumulative normal curve. Following these experiments, a program, still in progress, was set up to study how the addition of sodium chloride to various permissible-type ex-plosives affects their incendivity. This program resulted in 3,294 shots,

The primary and secondary organic matter in sedimentary rocks changes markedly when it becomes heated as a consequence of thick sediment accumulation and normal geothermal gradients, high geothermal gradients, hydrothermal fluids, or igneous events. Contact zones adjacent to small igneous dikes allow sampling of a single sedimentary bed that has been exposed to temperatures in a range as great as 30-500°C. Dike-heated rocks are, therefore, good sites for research on thermal effects because variation of the original organic matter is minimal, the range of heating is great, and the history of rock heating in a dike zone is relatively well established. In rare cases, such as at the dike near Wolcott, Colorado, described in this paper, the rock samples are sufficiently unweathered to allow analysis of secondary bitumens generated by the heating. We show by optical microscopy, scanning and transmission electron microscopy, and geochemistry the kinds of solid organic constituents in sedimen¬tary rocks and in ore deposits and the effects of heating. The primary phytoclasts that make up kerogen In sedimentary rock and in some ore deposits (pollen, resin, charcoal, humified woody remains, etc.) change in ways that are familiar to coal specialists. Progressive loss of moisture and other volatile matter yields residual kerogen that Is relatively higher in carbon and lower In oxygen and hydrogen, and has greater molecular or polymer ordering. In our contact zone examples, atomic H/C ratios of kerogen decrease from 0.8 (one case from 1.4) to 0.4, the hydrogen index from Rock-Eval pyrolysis decreases from 70 to 5, and the transformation ratio from Rock-Eval pyrolysis increases from 0.06 to 0.5 with increased heating. The visible effects of heating seen by scanning electron microscopy and light microscopy include formation of vesicles and flow structure, the development of optical anisotropy and mesophase, change of color, and increase in the refractive index, absorption, and reflectance. Some of these changes In primary organic matter are observed also in secondary organic matter, for example, in solid bitumens in sedimentary gold ores or In lead-zinc deposits. Quantification of color or absorption changes is difficult because it Is hard to make thin sections of organic matter with uniform thickness. However, natural objects with uniform thickness can be used. We show the colors of pollen In rocks from the Salton geothermal field at temperatures ranging from 100 to 300°C, and of pollen heated in laboratory bombs from 150 to 400°C. Measurement of vitrinite reflectance is a practical way to quantify thermal changes of kerogen and minerals of most sedimentary rocks because vitrinite is fairly widespread In sedimentary rocks of Devonian age and younger. For example, the reflectance of vitrinite rises from the regional level, as low as 0.4 % Ro, to more than 5% Ro adjacent to dikes that cut sedimentary rock. This is equivalent to the rank change from subbituminous coal to extreme meta-anthracite. The rise is most abrupt near thin dikes, but when the distance from the igneous contact is expressed as a ratio of dike thickness the reflectance rise is similar for all dikes. Controlled heating of vitrinite-bearing rocks In the laboratory provides a means to assign known temperatures to vitrinite-reflectance values. The derived plots of temperature In dike contact zones have the same shape and level as those predicted by heat theory, and the temperature lines extend toward dike contact temperatures that are about half those of most magmas, as expected if the intrusions did not flow past the sedimentary rock for a long time. The globular submicroscopic structure of vitrinite and Its heterogeneity, which we show by means of transmission electron microscopy, pose some problems In selecting a uniform type of vitrinite for measurement of thermal changes. At present, routine reflectance values of vitrinite dispersed in rocks have a relative uncertainty as great as 10%. Thermally caused chemical changes in the primary kerogen, especially decrease in the oxygen and hydrogen contents, lead to formation of secondary products in the contact zone. The measured changes of secondary organic products in these rocks include formation of peaks In concentration of total extractable organic matter and in hydrocarbons, and in the saturated/aromatic hydrocarbon ratio over the interval where primary organic hydrogen decreases most rapidly--then destruction or expulsion of these products at high temperatures. The odd carbon-number predominance of the C25-C31 n-alkanes In samples far from the dike disappears by about 1.3% Ro whereas the 13C: 12C ratios of the saturated and aromatic hydrocarbons increase over most of the thermal range. The saturated aromatic hydrocarbon ratio at first increases, corresponding to thermal generation of saturated hydrocarbons, then decreases in the most altered samples. One use of organic petrography, in addition to identifying organic fades or thermal alteration, is recognition of sample contamination such as the solid organic additives used in some drilling muds which may contaminate geochemical samples.

Fourteen straight-run asphalts were prepared in the laboratory from bitumens obtained from three sources: (1) native bitumen from Rozel Point, Utah, (2). bitumen extracted from Athabaska bituminous sandstone at Canada, and (3) bitumen extracted from Edna bituminous sandstone outcropping in San Luis Obispo County, to seven asphalts with penetrations ranging from 19 to 287 at 77 F. were prepared from each of the bitumens. The yields of the prepared asphalts ranged from 74.5 percent for a 27-penetration asphalt from the Athabaska bitumen to 99.5 percent for a 271-penetration asphalt from the Rozel Point bitumen.

INTRODUCTION THE present study, based largely upon phase equilibrium diagrams and other theoretical considerations but nevertheless addressed primarily to the practical metallurgist, has been undertaken with a view to discovering what light can be thrown upon the role of alumina in slags. According to Liddell (23), "alumina apparently acts as .a base if much silica is present, as an acid if the silica is low, always as a nuisance." Newton and Wilson (26) state that .alumina "is never added intentionally, as it makes the slag viscous, and is generally an undesirable constituent of slags". Camp and Francis (3) sum up their views by saying, "alumina is seldom used intentionally as a flux, but it is present in nearly all raw material, hence unavoidable". One has only to read The Function of Alumina in Slags, by Henrich (I3), and the very extensive discussion that followed the presentation of his paper, to realize that, before the days of phase equilibrium diagrams, it was a very serious question indeed as to whether alumina should be calculated as a basic, acid, or neutral constituent. Opinions then differed widely, as well they might; today, even though no categorical answer can be given to the question raised, the function of alumina can be at least partly clarified by a study of the fundamental work done by the Geophysical Laboratory in Washington and by certain universities in both America and Europe. It will be a source of gratification to Canadian metallurgists and ceramists to know that work of this type is now under way in the recently organized Physical and Crystal Chemistry Section of the Mines Branch, Ottawa, and that results of practical value have in fact already been obtained.

Diesel engines are used in underground mining 1 throughout the world. Exhaust gases from those engines contain toxic components. To protect quality in underground mines, diesel emission control was introduced decades ago, many years before the first surface applications. Today, emission controls, such as catalytic converters, are standard on underground diesel engines in countries concerned with occupational safety and health. Nett Technologies manufactures a range of diesel emission-control devices for underground mining. Emission problems are not the same at each mining operation. And there is no universal control technology. The selection of exhaust aftertreatment technology depends on raw exhaust emissions, particular emission problems, fuel quality and economics. Some of the technologies that have been used in underground mining to control diesel emissions include catalytic converters, diesel filters, fume diluters and water scrubbers. Table 1 compares the effectiveness of these technologies to control the particular components or aspects of diesel emissions.

Saunders when the latter was President of the Institute. Professor Lincoln sought the assistance of the Nevada Mine Operators' Association, whose Executive Committee constituted itself a Committee on Organization, and authority for the establishment of a Nevada Section to include the entire State was secured from the Board of Directors of the Institute. The formal installation took place at 10 A.M. on May 18, Mr. William L. Saunders officiating. The Honorable Emmet D.. Boyle, Governor of Nevada (and a member of the Nevada Section), made the address of welcome. Magma Metals Company commissioned a 3000 tpd Outokumpu flash smelting furnace in July 1988. Through September 1992 the PSP has smelted a first campaign record 4.1 million tons of concentrate. This paper discusses modifications made to the original process equipment to overcome design flaws as well as future design changes currently under consideration.

Pressure relief borehole is one of the most effective methods to treat coal burst in deep-buried coal seams. However, due to the large amount of randomly distributed fractures in the coal body and the varying stress environments in underground coal mines, there is no practical method to assess relief boreholes by far, which brings problems for borehole design and construction. This study focuses on the assessment of relief boreholes in a single driving entry wherein the impact of mining panels on relief boreholes is eliminated. A practical method, focusing on field monitoring of borehole deformation with a new device, is developed to evaluate the single driving entry’s relief boreholes. This method is applied to a Chinese coal mine. The application results showed that the convergence process of the boreholes showed a three-phase characteristic. Phase one involves the fastest deformation, reaching up to 8% in the first 3 to 4 days. Phase two lasts longer and converges more, reaching up to 30% in 4 months. Phase three stays balanced until the excavating face moves. The three-phase characteristic indicates that a large diameter of the borehole ensures relief efficiency because the borehole provides adequate space for deformation throughout its life span. In addition, it is verified that long boreholes and slow footage improve relief efficiency by providing adequate time for the boreholes to work. The application proposes that boreholes in the test coal mine need to be drilled larger and longer for optimization.

The 37th meeting of the Boston Section was held at the Engineers' Club, on Monday evening, Oct. 2, 1916. Fourteen members and guests attended the dinner. The Society was fortunate in having present not only the announced speaker, J. G. Carleton of Marblehead, Mass., but also a brother member from afar, Thomas Warner of California. Mr. Carleton, who has spent the' past few years in South America, gave an informal talk on the mining of the precious metals on the South American continent. He drew a comparison of the geographical distribution of the precious metals in North and South America and pointed, out the similarity in the geological occurrence of the eastern mining, regions, mentioning particularly Venezuela and Brazil. He also directed attention to the fact that the great placers of the northwestern part of North America had their counterpart in the gold-bearing region of Columbia. The marked contrast between the southern end of North America, so rich in metals, and the southern part of South America, so poor in mineral deposits, was clearly brought out. It is difficult to avoid the conclusion that the South American Cordillera is less intensely mineralized, than the corresponding mountain.

The semi-annual meeting of the Montana Section was held at the Silver Bow Club, Butte, Montana, on Friday, Nov. 16, at 8 p. m.; this was a postponement of the regular October meeting because of conflict in date with the St. Louis meeting of the Institute. An informal dinner was served to 68 members and guests. After dinner, Chairman W. C. Siderfin called the meeting to order. The minutes of the annual meeting, of Feb. 2, 1917, and the special meeting of May 21, 1917, were read and approved. C. W. Goodale led the discussion with "Notes on the St. Louis Meeting." He was followed by J. H. Warner who spoke on " The Joplin and Miami Districts," and by J. L: Bruce, Alexander Leggatt, N. B. Braly, and E. B. Young, the latter speaking on the work of the War Minerals Committee; and on the Cosden Oil Refinery at West Tuba, Okla. R. H. Sales reviewed briefly the manganese situation. E. N. Norris presented a paper on "Fire Proofing of Mine Shafts by the Anaconda Copper Mining Co." This resulted in interesting discussion by C. L. Berrien, C. E. Nighman, N. B. Braly, W. B. Daly, B. H. Dunshee, and J. J. Carrigan. C. L. Berrien and C. E. Nighman presented their papers on "Fire Extinction by Hydraulic Filling." In view of the late hour, discussion was waived. The executive committee, by unanimous consent, decided to request written discussion of the above papers to be presented at the next meeting, in February. B. B. Thayer spoke interestingly on the work of the Naval Consulting Board, and referred to the arsenic situation. Spencer Miller, also a, member of the Naval Consulting Board, entertained the-meeting with a vivid description of the method of "Coaling Battleships at Sea." Robert Sticht of Tasmania, in a short talk, spoke feelingly of his relations with the United States. At a late hour adjournment ended a most successful and interesting meeting. E. B. Expect Labrador Iron Ore Shipments by 1954 Iron ore shipments from the Quebec-Labrador area are a "definite expectation" by late summer, 1954, according to William H. Durrell, general manager of the Iron Ore Company of Canada. About $120 million have been invested in the project, with a total of $200 million expected to be reached before a ton of ore is shipped, Mr. Durrell said. According to the general manager approximately 418 million tons of open pit highgrade ore have been proven in the project. Deposits lie several hundred miles north of the mouth of the St. Lawrence River in territory which was without transportation of any kind. Construction of a railroad from Seven Islands to Knob Lake, about 360 miles, is an important part of the development plan. The railroad will be the first to adopt complete roller bearing applications. Construction is on schedule with 215 miles of the route graded. Completion involves two tunnels through rock, one of almost half mile length, a 700-ft bridge and several smaller spans.
