This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health integrated the results of studies from a seismic tomographic survey, a finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. The key findings were that (1) the seismic tomograms showed that seismic velocities in rock adjacent to mine openings were low, (2) a difference tomogram in which in situ stresses on the east and west sides of the slot were compared showed that velocities increased west of the slot but decreased east of the slot, (3) geologic features (rock types and a fault) identified through geologic mapping were recognizable in the seismic tomograms, (4) ultrasonic velocity measurements on the rock cores agreed with seismic velocity measurements in the tomograms, and (5) results from a finite-difference analysis compared well to the seismic tomograms west of the slot but not east of the slot. The significance of this research is that seismic tomography is a useful tool for determining relative stress in underground pillars.

In modern warfare mica is truly indispensable. The coordination of combatant units necessitates maintenance of intricate communications equipment, in the construction of which high-grade sheet mica is essential. Scrap, ground, and the poorer qualities of block mica, which are less essential to the military program, are not considered in this paper. Furthermore, as the paper is designed primarily to assist mica miners, mica derivatives such as splittings and films are also excluded from discussion. The paper therefore relates solely to block mica of strategic quality.

"Tunneling and Underground works are unequivocally subject to a diversity of inherent uncertainties associated with the geotechnical, hydro-geological and environmental regime that surrounds them. On many occasions, these uncertainties can provoke loss events of considerable consequences. The present contribution elaborates on losses that the insurance market has suffered in the recent years, following a construction failure event. These losses are being considered and analysed on a quantitative basis through evaluation of cost related data, with explicit discretization of the applied construction methodology and of the subsequent developed failure type since both of which are considered of major importance. Given the identified persistence and regularity of some loss-contributing factors, recommendations are provided on the basis of a proactive risk engineering management approach that are envisaged to reinforce the understanding of project risks and alleviate the incurred insurance cost. 1 INTRODUCTION The underground construction sector has always been a very challenging area for all involved parties, including the insurance market. Main reason for that remains the uniqueness of the uncertainties sources and the subsequent inherent risks that the tunneling and underground projects are exposed to. In many instances, these risks materialize, leading to loss events with substantially high impact on reinstatement cost and incurred delays, which depending among others on the insurance coverage will have to be bared by the Insurance market. In the recent decades and as the tunneling industry boomed and expanded with many major and significant projects undertaken around the world, the insurance market was faced with additional challenges. Increased competition during tender coupled with the scale and complexity of the projects and politically driven decision making exerted pressure on the project timelines, completion dates and budget. The pressure for on-time or even early project completion- to avoid liquidated damages or achieve bonus payments, respectively- along with cost reduction efforts and the incentive for innovative failure events. That, in turn, put additional pressure on the Insurance market which had experienced a significant amount of losses with substantial cost. One of the triggered mitigation actions was the introduction of the Code of Practice for Risk Management of Tunnel Works (ITIG, 2006 & 2012; MunichRe 2006, Wannick, 2007, Spencer, 2008, Adeyemo, 2011)."

Geometallurgy is a tool that, for more than a century, has been present in the implicit operations of mineral beneficiation. There’s a need to understand the characteristics of the material to be processed. This has led metallurgists to ask geologists what type of rock and mineralogy is entering the Beneficiation Plant and vice versa. The geologist needs to understand the beneficiation process in order to be able to carry out the production programming. The paradigm is whether geometallurgy can be applied to small-scale mining or if it is only aimed at large companies that invest millions of dollars to conduct studies. With this work, we provide an example of how geometallurgy can help improve the processes of a small mining company located in Ecuador (South America). We performed characterizations of geological and mineralogical and metallurgical tests in universities and the National Research Institute of Geological Metallurgical Mining. The origin of the theme is based on the fact that gold has been detected in the final tailings. The flotation concentrates meet the standards in terms of the content of economically profitable metals, but this isn’t the case with regards to the percentage of arsenic, which has hindered sales. The hypothesis is: conducting technical and scientific research will optimize the metallurgical process for the recovery of gold and concentrates. The referential framework is the mining geology of the Bella Rica District, current status of the Beneficiation Plant. In the theoretical framework there are parameters of the veins, comminution operations, gravimetric concentration, flotation, and cyanidation. The methodological framework contemplates the characterization of the gold ore, the chemical, mineralogical, textural, metallurgical analysis and the interpretation of the results. Thus, the design of a geometallurgy model of the deposit, with its main characteristics, is a conclusion that serves as a basis for the proposal of the optimization of the metallurgical process.CITATION:Lozada, D and Salazar, A, 2018. RISKGATE is an interactive online risk management system developed by the Minerals Industry Safety and Health Centre (MISHC; University of Queensland) to assist the mining industry in implementing continual improvement in management of major unwanted events so maximising health and safety performance. A comprehensive body of knowledge has been compiled from diverse mining industry experts for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, manual tasks and slips/trips/falls. This paper presents an overview of the RISKGATE body of knowledge captured specifically for the management of unwanted events that stem from the handling and use of explosives (drill and blast) within surface coal mining operations. The knowledge presented is divided into a series of initiating events (listed below) within which there are further degrees of classification based on design, operation, and management concerns. Initiating events: ? Loss of control of explosives and associated chemicals in storage on site ? Loss of control of explosives and associated chemicals during transport ? Loss of control of explosives and associated chemicals during manufacture ? Loss of control of explosives and associated chemicals during handling and blast operations ? Loss of control of explosives and associated chemicals during disposal The system guides the user in generating substantive and leading-edge controls to assist in the design, management and reporting of drill and blast operations to meet stringent internal and external requirements. From a broader industry perspective, RISKGATE provides an environment for knowledge capture and knowledge exchange to drive innovation and best practice in the identification, assessment and management of risk. By capturing operational knowledge from industry experts, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover in the coal industry.

The redox reactions that occur on pyrrhotite and pentlandite in contact with oxygenated deionized water were examined using voltammetry. Reactions were put forward in which both minerals were progressively hydroxylated to form thermodynamically metastable surface intermediate products. These intermediates were modelled as metal deficient sulphides where a sulphurous layer was coordinated onto the remaining metal sites via polysulphides. Prior to hydroxylation pentlandite exhibited changes in the surface stoichiometry which were not related to pH effects. The formation of polysuiphide-sulphur intermediates were believed to promote collectorless; flotability for the two minerals. Microflotation tests (0.3 g samples) verified that the surface potential and particle size affected the flotation response, excessive oxidation inhibiting the minerals' flotability. Larger scale tests using ore samples (30 g) confirmed that the extent of pulp oxidation, particle size distribution and the presence of frothers affected the flotation response, the findings being in accordance with the postulated model for the hydrophobic species generated on the pentlandite and pyrrhotite surfaces.

Over the past several years, Somerset International has successfully installed over 20 patented Sub325® Fine Coal Recovery Systems in the United States, Australia, Canada and Russia. These installations recover between 5 TPH and 40 TPH for the host sites. In addition to the increased revenue from the direct recovery of a recirculating load (Screen Bowl “Insurance”, Direct Recovery vs. Indirect Recovery via Recycle, CPSA 2020), host sites have seen benefits ranging from improved operation of refuse equipment to a reduction in the solids content of the refuse streams. As Somerset has improved ultra-fine coal recovery through the introduction of Sub325® Effluent Flotation and, most recently, the Sub325® Effluent Settler™, the amount of coal that has been recovered from these systems has increased by up to as much as 25%. Many host sites have taken a sense of ownership in the Somerset system and consider it to be a critical circuit in the overall optimal performance of the plant. In the past year, Somerset has taken the initiative to expand upon the capabilities of the Sub325® Fine Coal Recovery System, primarily the Sub325® Solid Bowl Centrifuge, to include Refuse Tailings Dewatering to allow for co-mingled refuse disposal. As slurry ponds and boreholes are becoming difficult to impossible to permit and operate, there is a need for a reliable, low-maintenance, continuous operation that can produce a handleable refuse cake. Refuse tailings disposal applications are by no means limited to coal plants and impoundments. Somerset has successfully tested at iron ore and phosphate locations throughout the world and have begun commercial installations. The ability to dewater -325 mesh material, whether it be coal, coal refuse, iron ore tailings, or something else, is a vital piece of processing capability for the continued production of mining operations across the globe. This paper highlights the success that Somerset has had in the coal industry worldwide as well as the initial successes with phosphate, iron ore, and copper tailings (patent pending).

A salt dome appears to provide the basic medium requirements for the excavation of the 315 foot diameter, unsupported spherical cavity at a depth of 2700 feet required by the AEC in a proposed "decoupling" experiment. Tatum Salt Dome was a natural choice for a site because more geological and hydrological information has been accumulated on Tatum than any other salt dome on the Gulf Coast. The Tatum Dome is a mile in diameter, roughly flat topped, nearly cylindrical in shape and has some overhang at the top. The salt stock has nearly vertical layering of alternating bands of salt and anhydrite. In the vicinity of the dome, adequate fresh water for solution mining is available in surface streams and in subsurface aquifers. A saline aquifer is available for brine disposal. A tentative cavity location was selected near the center of the dome which meets the design criteria established by the AEC.

HW Process Technologies, Inc. (HWPT) has developed a patented membrane-based ion fractionation system, which specifically separates copper from gold and silver species in a cyanide matrix. This Engineered Membrane Separation (EMS?) system was pilot demonstrated on the 82,000 liters of pregnant leach solution' (PLS) generated from tailings, via thin layer leaching, at a mine site in Durango State, Mexico. The EMS? recovered ~90% of the gold-silver cyano-complex to a 90% volume permeate (based upon an EMS? feed stream of 100% volume) while rejecting -90% of the copper cyano-complex to a \0% (by volume) concentrate. The EMS? technology combines pore-size specific electro-statically charged membranes with engineered materials of construction and application-specific operational design that reject multi-valent, ionically charged species to the concentrate and transmit mono-valent species through the membrane to the permeate. The 850 ppm Cu PLS contained approximately 0.8 gil free NaCN with, the copper cyano-omplex principally in the CU(CN)3 and CU(CN)4 forms. The gold grade of the PLS was -2 ppm Au. The ~LS calcium concentration at -700 ppm Ca was reduced to ISO ppm.Ca (± 50 ppm) by sodium cycle ion exchange pre-treatrnent prior to EMS? processing.

Digitally enhanced Landsat MSS images are being used'in delineating the structural and tectonic features in the Arabian Shield as part of a project funded by King Abdulaziz City for Science and Technology (KACST) of Saudi Arabia. The delineated features together with statistical modeling and structural analysis are to assist in an improved understanding of the evolution and mineralization of the Arabian Shield. Specific emphasis is to be given to relating the extracted linear features to the location of known mineral occurrences and areas of potential geologic hazards. A number of textural (spatial) and spectral enhancement techniques have been applied, to the MSS data covering selected areas, in selecting the most optimal enhancement product for visually delineating the structural geologic .features.

"Problematic issues in materials handling applications are often amplified in the iron ore industry due to the relatively high density of the ore as well as the abrasive nature of the product. One of the main issues arising from the handling of iron ore is excessive wear, with two applications typically suffering accelerated wear issues being transfer chutes and conveyor belts. These wear issues are problematic due to additional capital costs, but mainly due to the associated downtimes resulting in the accelerated wear. Most blast fragmentation models assume the rock mass properties, explosive properties and blast design variables to be constants and uniformly distributed within a blast. However, in reality all these input variables vary within a blast resulting in variation in the resulting fragmentation size distribution. A stochastic modelling approach is introduced in this paper to quantify this variation. This technique takes the input variables as statistical distributions rather than constants and through several thousand iterations, generates a statistical representation of the expected fragmentation resulting from a production blast. A case study of three production blasts from a large open pit mine are presented and the modelled fragmentation æenvelopeÆ shows good agreement with the fragmentation æenvelopeÆ estimated from Split image analysis. The various blast-related parameters influence different parts of the fragmentation distribution, eg rock strength and explosive velocity of detonation have most impact on the fines. The technique is used to identify the parameters that have the greatest influence on various size fractions. Such an analysis will be useful to direct resources to efficiently minimise the variation.

Mines in Canada and the United States are subject to regulations limiting ammonia, nitrate and nitrite levels in mine effluents released into the environment. The primary source of these nitrogen compounds is typically explosive used in blasting operations, as ammonium nitrate (AN) remains a significant component of most explosives used in the mining industry. The amount of AN entering a local water drainage system is related to site conditions, explosives used, explosive handling and blast efficiency. Mining operators acknowledge AN loss to mine water from blasting operations. However, the mechanisms by which ammonia, nitrite and nitrate are entering the water drainage system, or the relative contribution of specific mechanisms, may not necessarily be assessed or monitored adequately. Characterization of these mechanisms, through systematic investigations, allows a mining operation to focus its efforts on reducing AN loss. This paper outlines a strategy for investigating the mechanisms through which AN enters the mine water drainage system and methods to mitigate this loss. This strategy includes collection and analysis of data to identify and quantify the AN loss mechanisms, design and implementation of tests to mitigate this loss, and assessment of the results. Such investigations are not intended to be a separate one-time project, but part of a long-term process of continual feedback and optimization that is related to the collection and reporting of AN levels for regulatory purposes. The implementation of the strategy must be tailored to each mine?s requirements and existing conditions.

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year's contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented wad more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592 an increase of more than 100 per cent over, the previous year's total of 2.259,572 hours. The frequents of accidents declined from 74.4 per million hours for all plants enrolled in the first year's contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930.

IN most applied sciences there are two distinct methods of carrying out research and development work. One of these, the theoretical, attempts to solve problems that may arise and to predict facts of practical importance by the application of the various laws of science, the other, the experimental method, attempts to each the 'same goal by obtaining data and trying out various processes in the laboratory. Since individuals frequently find themselves better adapted for one or the other type of procedure, it is natural that -two groups should 'arise, both working toward the sane objective but with somewhat different points of view, although many in each group are thoroughly competent in both fields. Metallurgy, in particular, offers an excellent opportunity for a comparison of the two methods.

F many years it has been suspected that a correlation existed between pits produced by etching and the density of dislocations in crystals. In 1953, the interest in this correlation was greatly stimulated when Vogel et al' demonstrated a 1:l correlation between etch pits and dislocations in low angle grain boundaries of germanium. About two years ago, the author began attempts to produce etch pits at dislocation sites in zinc mono-crystals. These attempts met with success a year or so ago,' and since that time a survey has been made of the etch pit patterns that are associated with various modes of deformation in zinc monocrystals. Unfortunately, the etching technique that will be described is too delicate for use as an accurate quantitative tool. Nevertheless, it has been of considerable assistance in clarifying the structure of plastically deformed crystals. Technique Many attempts were made to produce etch pits in high purity zinc crystals. It was found that several techniques would produce surface grooves at grain boundaries that had misorientation angles greater than about l°, but no technique was successful for boundaries with smaller angles. Among the things that were tried were: electrolytic CrO, (both etching and polishing concentrations), HNO, in various water and alcohol solutions, dilute HC1, many 0-0,-Na,SO, solutions, Cr0,-HC1 solutions, picral, electrolytic Na,S,O,, and electrolytic NaOH and KOH. A few attempts to use cathodic sputtering and thermal etching were also made.

The Mt Wright underground mine (MTW) is located near the town of Ravenswood in north Queensland and is operated by Carpentaria Gold – a wholly owned subsidiary of Resolute Mining Limited.The Mt Wright mine has gone through many stages, from the conception and implementation of the world first ‘sub-level shrinkage’ stoping (SLS) with continuous fill mining method in 2010, through to steady state production. These have been outlined in detail in papers presented by Mackay (2011) and Mackay, Long and Koen (2014) at previous Underground Operators Conferences.Since the last paper was presented, MTW has experienced significant change in two key areas.The first significant change was the discovery of a previously unknown hazard in the form of flat rilling events (FREs) from closed drawpoints (DPs). These events are believed to be unique to MTW and pose a significant risk to both the safety of personnel and the business as a whole. The paper will discuss this hazard and the evolution of the controls and practices that have been introduced to mitigate the risk posed by the identified hazards. The material involved in these events is extremely dry, fine and hot.The second significant change is an altered stress regime bought on in part by a change in the production front orientation and a general deterioration in ground conditions in some areas of the mine. This has caused some production interruptions at MTW. The second half of the paper will describe the challenges encountered, the mechanisms behind these challenges and the strategies implemented to safely return MTW production to planned levels.It is believed that other operations can learn from the issues mentioned above, and the paper has been written with this in mind.`CITATION:Long, S, Carnovale, D and Louwrens, L, 2017.
