The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

Wireless technologies are increasingly being implemented in underground mines for various purposes such as communications, tracking, remote control, remote sensing, and environmental monitoring. However, the adoption comes with risks as common wireless systems, such as WiFi, Bluetooth, IWT (Innovative Wireless Technologies) wireless system, often operate in the unlicensed ISM (industrial, scientific, and medical) band. The shared nature of the ISM band can lead to interference among devices and consequently cause performance degradation and reliability issues. In this study, we developed two wireless communication evaluation boards as a tool to evaluate the performance and reliability of a wireless system with the presence of electromagnetic interferences (EMI) from other wireless systems in underground environments. We adjusted various parameters including signal power from adjacent frequency channels, noise power within the same channel, the movement of personnel, and communication packet size. Our findings indicate that, while the power of the EMI source plays a key role, the motion of personnel in the tunnel also has a strong impact on performance, and this impact increases as the power of EMI sources increases. In noisy environments, smaller packet sizes are preferable as they enhance the likelihood of successful transmission. High levels of interference or noise can lead to increased packet loss or error rates, potentially causing communication links to fail completely or become ineffective. The evaluation boards utilized in this study are based on a practical wireless transmission system deployed in a remote controller for a heavy mining machinery used in underground coal mines. The results and findings presented in this paper can aid in the design of wireless systems that are resilient to EMI in underground mining environments.

INTRODUCTION The decontamination of the former Shiprock uranium millsite and the interim stabilization of its tailings piles began in March 1974, and ended in June 1978. Personnel monitoring for whole body gamma ray exposure was conducted for selected individuals working at the mill site throughout most of this period. The millsite and exposure conditions are briefly described to develop a basis for interpretation of the exposure data. Millsite The Shiprock uranium millsite is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the millsite are located on the Navajo Indian Reservation. About 1.5 million tons of tailings were produced on the millsite during its operation from 1954 to 1963. The tailings were pulped with waste process fluids and water, and discharged to form two tailings piles. The piles (ponds, dams) were formed with earth starter dikes and the dikes were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and tailings reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a tribal enterprise. In addition to its regular activities, NECA established an on-site training school for heavy equipment operators. The trainees principally used the south tailings pile as a practice area and spread the tailings into a 10 hectare row of raffinate ponds located along the southwest side of the millsite. Overall, the training activities inceased the effective area of the tailings piles from 20 to 35 hectares. Another 56 hectares were contaminated with wind and water eroded tailings. Exposure Conditions Persons decontaminating a millsite may be subject to radiation exposures from several sources. Only whole body gamma exposures are discussed in this report. These exposures are arbitrarily divided into three levels: high, intermediate, and low. The levels are related to areas in which the decontamination work was being done and have no connotation concerning imminent hazards. High exposures would result when persons were working with raw tailings, and intermediate exposures would occur when persons were working in the ore storage and mill yards. Low exposures would result from working in areas where surface contamination exists from wind and water erosion. For the REM (Réseau Express Métropolitain) project, a 2500 m tunnel was built using a tunnel boring machine (TBM) under the Montreal Pierre Elliott Trudeau Airport (ADM). Although the geology under the Montreal Airport (ADM) would have been suitable for an excavation with a hard rock machine, the rst section reuired an earth pressure balance (EPB) TBM due to the soft soil located under wetlands. After excavating 280 m, the TBM was blocked in a transition zone of unconsolidated, water-bearing soils directly above the underlying bedrock. A free air intervention was not possible due to these geological conditions. After several failed attempts to create a slurry cake for hyperbaric interventions, a ground freezing system was designed and implemented, incorporating angled pipes drilled from outside the wetlands to directly in front of the cutterhead. This paper discusses the engineering reuired to form a frozen, water-tight zone in front of the cutterhead using liuid nitrogen. It also describes the complex method of replacing the disc cutters while holding the ground freezing system active in a manner protecting the health and safety of the workers.

The iron mine and beneficiation facilities of Marcona Mining Company are located on the coast of south central Peru. The facilities include an open pit mine, crushing, concentrator containing grinding, magnetic-separation and flotation facilities, pelletizing plants and a completely self sufficient infrastructure. Total production capability is about 10,000,000 DLTPY, of which almost 6,000,000 DLT result from the fine-grind magnetic concentrate. Over 1,500,000 DLT of fine-grind concentrate is obtained from processing high-pyrrhotite ore. Although the orebody contains quantities of oxidized primary ore and transitional ores (mixed magnetite and hematite), the principal ore is predominantly a coarsely crystalline to fine grained massive magnetite.(l-3) In the primary ore the major impurities found are silicates and the iron sulfides- pyrite and pyrrhotite. Sulfur levels typically average about three percent although levels of five percent are not unusual and some ores contain up to ten percent total sulfides. In general the silicates and pyrite are readily rejected from finely ground primary ore by magnetic separation and very basic froth flotation processes. The high iron, low sulfur concentrate produced is particularly suitable for production of high quality oxide pellets. However, pyrrhotite is not removed from the magnetite matrix by either of' these simple beneficiation methods.

The long-term open-pit mine production scheduling problem (OPMPSP) is typically solved in two broad stages. The first stage entails optimisation of the ultimate pit limit, which delimits the economical final pit and maximises the undiscounted value of the deposit. The second stage entails optimisation of the long-term open-pit mine production scheduling, which maximises the discounted value of the deposit. The long-term OPMPSP is a type of an NP-hard problem, such as the travelling salesman problem (TSP), because it is intrinsically complex to solve since it incorporates both hard and soft constraints. Therefore, metaheuristic approaches have been used to find global optimum solutions to the long-term OPMPSP. This paper presents a metaheuristic approach utilising a dual interchange algorithm (DIA) to solve the long-term OPMPSP. The DIA is a parent algorithm which supervises two subservient algorithms, namely, simulated annealing (SA) and Tabu search (TS). The DIA selects the better solution generated in each run from the two algorithms, and simultaneously penalises the algorithm that produced an inferior solution, while rewarding the one that produced a better solution. The DIA was tested on the three-dimensional Arizona Copper Deposit (KD) dataset, which is publicly available for research purposes from the online MineLib repository. It was set to generate net present values (NPVs) in five-minute intervals and the solution improved until it plateaued at about 30 minutes of runtime. The NPVs compared favourably to those obtained on the same KD dataset but obtained over 24-hour runtimes, when solved using simulated annealing and Tabu search algorithms, and the NPV generated from the work of Muñoz (2012) using the modified TopoSort as found on the MineLib repository at the time of this study. Therefore, this paper demonstrates that DIAs can be developed and used to solve the three-dimensional long-term OPMPSP.

The U.S. Bureau of Mines used the East Fork Pine Creek watershed to conduct a pilot study for an inactive and abandoned mine lands inventory, during which techniques and methodologies would be developed for subsequent inventories. A total of 177 waste dump samples, 191 mill tailings samples, and 36 stream sediment samples were collected. Water samples were collected from 18 sample sites during five sampling events. Waste dump, tailings, and stream sediment samples were analyzed for antimony, arsenic, cadmium, copper, iron, lead, mercury, and zinc. Results indicate a multidisciplinary approach is necessary: disciplines should include geology, geostatistis, geochemistry, geophysics, biology, hydrology, and remote sensing; small prospects do not generally contribute to watershed contamination, major mine and mill sites may contribute metal enriched sediment of metal enriched water; speciation studies and bioavailability studies are important.

This publication is one of a series by the Federal Bureau of Minus describing methods and costs of minim, uranium on the Colorado Plateau. The La Sal mine is in the Big Indian mining district, about 29 miles southeast of Moab, San Juan County, Utah. The claims that encompass the mine were located in March 1953, and the La Sal ore body was discovered as a result of a drilling program begun in August 1953. The mine is owned by the La Sal Mining & Development Co., a subsidiary of the Homestake Mining Co. Homestake continued the drilling program and in May 1954 began sinking a 572-foot shaft and constructing a surface plant. The plant and shaft were completed in October 1954. The La Sal ore body is in the Chinle (Triassic) formation. it is tabular and dips with the enclosing beds about 8° southwest. The ore body is generally 4 to 8 feet thick but in a few places is as much as 20 feet thick it is being developed by a series of strike drifts and dip inclines, driven within the ore stratum on about 100-foot centers. A haulage level driven beneath the ore body is connected by raises to the upper workings.

The Bureau of Mines conducted research to determine the relationship between cur-rent load and temperature rises in coal mine trailing cables. Six low-voltage, unshielded, portable power cables were continuously and intermittently loaded with direct current of various magnitudes. Temperature rises within and on the cables were measured with thermocouples, and the data were recorded with a computer. Thermal time constants were calculated, which fixed the periods of the duty-cycle tests. Relationships between average temperature at the conductor-insulation interface and current load were established. The steady-state and intermittent currents that produce a 90° C average conductor-insulation temperature were then determined. Comparisons with Insulated Cable Engineers Association (ICE A) steady-state ratings revealed that 10 to 25 pct more current than recommended ICEA ampacities is required to reach rated insulation temperature. Examination of the maximum intermittent temperatures attained showed that autoignition of coal dust and burn injuries to personnel handling the cable would not be concerns if the temperature at the conductor-insulation interface averaged 90° C.

Despite several methods (empirical, statistical and machine-learning tools) to calculate blast-induced ground vibration, it is not easy to predict and simulate blast vibration precisely under varying blasting loads and strata conditions due to complications in the blasting procedure. In this study, field blast data were simulated in Ansys software using explicit dynamics, and ground vibrations for 20 single-hole blasts were monitored. The densities of emulsion explosives were in the range of 0.9 to 1.15 g/cm3. In the laboratory, rock properties were determined from rock samples collected from the mine site before blasting. The in-hole velocity of detonation (VoD) and density of the emulsion explosive were also determined and used in numerical analysis to know the ground vibrations at specific points. The results of ground vibrations predicted by the model were validated using field data.

This report describes a pilot-scale study of a hydrometallurgical process to treat high-grade nickel matte or a nickel-cobalt sulphide precipitate to produce high-purity electrolytic nickel. The first step of the process is the oxidative leaching of the nickel-bearing material by nitric acid; the nitrous gases generated during leaching are reconverted to nitric acid. The crude nickel sulphate nitrate solution is purified and is then subjected to a denitrification step. Nitrate separation is effected either by the crystallization of nickel sulphate or by precipitation of basic nickel carbonate. The electrolyte is prepared from the nitrate-free material and nickel is then recovered by electrolysis of the sulphate solution using insoluble anodes. Some technical and economic problems encountered with this processing route are discussed and the method is compared to the "all-chloride" process developed by Société Le Nickel.

The helium resources base of the United States was estimated by the U.S. Bureau of Mines (Bureau) to be 894.6 Bcf as of January 1, 1989. These resources are divided into four categories in decreasing degree of assurance of their existence: (1) helium in storage and in proved natural gas reserves, 282.4 Bcf, (2) helium in probable natural gas resources, estimated at 237.7 Bcf, (3) helium in possible natural gas resources, estimated at 263.1 Bcf and (4) helium in speculative natural gas resources, estimated at 111.4 Bef. These helium resources are further divided into depleting and nondepleting, with the helium in storage being in a classification. The depleting resources are those associated with natural gasfields that are, or will be produced for the natural gas they contain. Almost all of the helium in potential (probable, possible and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 775 Bcf of the total helium resource base. Helium resources contained in nondepleting natural gas resources, i.e., those in shut-in, abandoned, or otherwise nonproducing natural gas fields, are estimated to total 84 Bcf There is 35 Bcf of helium in storage in the Federal Government-owned Cliffside Gasfield near Amarillo, TX.

WHEN the pipe lines from the Middle East to the Mediterranean are completed, the Middle East supplies will relieve the strain on Western Hemisphere petroleum resources, part of which are now shipped for Eastern Hemisphere use. A sketch of the world petroleum situation as it appears today and in the immediate future will help in understanding the future place of Middle East oil supplies. Anticipated 1951 world demand is slightly under four billion barrels. To meet this requirement, crude output and refinery runs throughout the world (including Russia) must be increased about two million barrels per day above the average of 1947. This increment, together with pipe lines, tankers, and other facilities, will require in excess of ten billion dollars of new capital in the next four years. We are, therefore, looking forward to the greatest expansion program in the history of the industry.

Kelsey Centrifugal Jig was found to be promising for the beneficiation of fine coal particles. The present study was aimed at in-depth understanding of the separation features of Kelsey Jig through detailed experimentation. Beneficiation of fine coal of size 150 x 300 µm was studied in a laboratory Kelsey Jig. The thickness of the ragging bed is found to be an extremely crucial parameter apart from the other process parameters such as rotational speed and pulsation frequency. A constant pulp density (25% solids) of the feed slurry was maintained in the study. The feed rate was also kept constant at 50 kg/hr dry solids. Silica sand of size -1.68+0.85 mm was used as ragging material to avoid the pegging of internal screen having an opening of 425 µm. The rotational speed was found to have significant effect on the depth of the ragging bed and its porosity, which influenced the separation performance considerably. Pulsation was identified as the key factor in stratifying the coal bed and defining the misplacement as well as ragging bed porosity, which influenced the mass yield and quality of the products. Beneficiation studies were carried out with rotational speed varying between 900-1000 rpm while pulsation frequency was kept within 850-925 rpm. In a single pass through the Kelsey Jig 7-8% (absolute) reduction in the ash content of the feed material was observed at more than 55% mass yield. High rotational speed, moderate pulsation, and low ragging bed depth favored good cleaning. A high bed depth was found to facilitate rejection of high ash materials. It was established that Kelsey Jig is effective in fine coal cleaning though a controlled operation is required in order to achieve superior performance. ABSTRACT Pressure oxidation tests have been conducted by Sherritt for a refractory gold-silver project in China. The feed contained 39 g/t Au and 970 g/t Ag; the major gold-bearing minerals were pyrite and arsenopyrite. Because the feed contained a significant amount of silver, which can be refractory to cyanide leaching after pressure oxidation due to the formation of argentojarosite, the test program included investigation of methods to enhance silver recovery. The “lime boil” process proved successful and was incorporated into the flowsheet. Gold extraction from the lime boil product solids was 95–98%; silver extraction was up to 94%.

An upgrade to Vale?s existing Clarabelle dual-pinion, semiautogenous (SAG) mill was completed by the power and automation technology company, ABB. The mill is used to reduce the size of the ore at the company?s nickel and copper mines in the Sudbury area. The project was completed on time and on budget with an excellent safety record. Located in Ontario about 400 km (250 miles) north of Toronto, Vale?s Sudbury operations are primarily underground nickel sulfide mines, with integrated mining, milling, smelting and refining operations. One of the characteristics of Clarabelle Mill is to accept nickel-copper ore from various sources and companies and to produce a nickel-copper concentrate and copper concentrate for further processing. The size of the ore is further reduced in SAG mills, rod mills and ball mills, where all milling is done wet.

Backfill is usually considered a necessary evil that contributes little to the principal objective of the operation, ore production. Consequently, it is relegated to an auxiliary role in the operation with minimal equipment and resource allocation in planning and is only superficially considered during feasibility studies. In many mines, the inadequacy of the design and operation of the backfill system ultimately leads to frequent delays, excessive costs and, in the worst cases, major instabilities which result in reduced ore production and lost or unrecoverable ore reserves. The primary objective of backfill is to prevent the progressive deterioration of mined out excavations. With the exception of narrow vein operations, it is too weak to alter the mining induced stress regime and control stress concentrations caused by stope extractions. However, the direct benefits of backfill include the possibility to consider a wider range of mining methods, recovery of 100 per cent of the planned resource and the selection of a stoping sequence that minimises the regional stability problems that cause production shortfalls in the later years of mine production. Indirectly, backfill is a practical means of solving other issues, such as waste disposal, that impact the viability of mining. In Australia, the geotechnical conditions of many mines are becoming more difficult and increased attention to the importance of backfill is warranted. This paper describes realistic aspects of backfilling and the positive impacts a well co-ordinated fill system can have on mining activities as a whole. Examples are presented where an integrated approach to backfill systems have offered significant benefits to the operation.

In response to increasing national energy requirements. highlighted by the continuing growth in demand for coal for the generation of electric power the output of bituminous coal and lignite in 1965 passed the 500-million-ton mark for the first time since 1956, thus emphasizing the steady up-ward trend from the recent low of 403 million tons in 1961. There were corresponding upward trends in consumption, exports mechanization, and productivity. Production.-The output of bituminous coal and lignite in the United States in 1965-512 million tons-was 5 percent greater than the 487 million tons produced in 1964. The gain was attributed largely to expanded consumption by the electric utilities, greater use at coke ovens, and an increase in exports.

Barrier walls in levees and dams are designed and constructed for new structures and for rehabilitation or upgrade of existing structures to control seepage. Construction methods applied are often deep soil mixing with a cementitious slurry or excavating a trench and refilling it with a plastic concrete. This paper explains the technical background of jointless cementitious barrier walls inevitably developing thermal tensile stresses and how these stresses can be controlled. The theoretical background of thermal stresses is explained based on experimental and numerical studies of essential factors. Although a low cracking risk is generally inherent, risk mitigation measures should be taken to thermal cracking and to ensure the permanent function of such walls as a low-permeability and high-deformability barriers.
