This annual report deals with a multi-faceted research effort to increase mine electrical system safety. The project can be broken down into six task areas. Task one deals with the development of tests and instrumentation to perform these test- that are designed to detect incipient faults on mine power systems. This program also encompasses evaluation of the tests and automation of data collection and recording using a microprocessor. Task two concerns the prediction and suppression of mine electrical transients. This program involves digital simulation and suppression hardware evaluation. Task three deals with the reliability and fail safe assessment of various components of the mine electrical system including both the protective system and bulk power system components. Task three deals with theoretical analysis, laboratory testing and in-situ testing in coal mines of power system devices. Task four is an effort to design an optimal mine electrical distribution system. The initial effort is along the lines of refining analytical tools such as the load flow model. Task five is an attempt to optimize the selection of molded case circuit breakers makes or models on the basis of total annual cost. Task six assesses the availability of equipment to satisfy existing federal regulations.

Regulation of mineral property valuation methodology by governments and others is due to frauds, condemnation and takings, banking industry problems, and litigation. Definitions of "reserves," "resources," and "qualified person" continue to evolve, along with guidelines to the data and disclosure required to support valuations. A less recognized but vital issue relates to the regulatory acceptability of alternatives to the comparable sales method. Comparable sales generally work well for surface real estate, and sometimes for precious metal deposits, but not at all for most industrial mineral properties. Alternative methods, such as net present value, or a geoscience rating system, often provide better valuations. Yet US regulations dictate comparable sales as the preferred method. The task of convincing regulators of the inapplicability of comparable sales to mineral properties, particularly those lacking reserves, may be as important as the valuation itself.

To isolate the tailings basin so surrounding land is not degraded. The first step here is stabilization of the surface to prevent wind and water erosion."

Lafarge Corporation's Texas Quarry, in Baltimore MD, achieved a substantial expansion of pit reserves by removing an inactive underground mine. The day lighting program, designed, and completed in 1997, open pit mined more than 400 meters of room and pillar workings which were originally developed to recover high brightness Calcium Carbonate. The project proved to be a challenge throughout its course as the pit plan was modified and successful daylighting techniques were developed to remove the mine without adversely affecting the safety of the operation, quality of the stone recovered, or negatively impacting the surrounding community. The design parameters and techniques developed and implemented at Texas may prove of interest to other operators as they are faced with daylighting opportunities. This article will detail the challenges we faced and the solutions which made the project a success.

Following the preparation of tantalum oxide and carbide (1) an investigation of the details relating to the production of tantalum metal powder was planned. From the literature (2) it was evident that tantalum could be produced either by reduction of potassium tantalum fluoride with an alkali metal or by electrolysis of a fused salt mixture containing a tantalum compound. The latter method appeared to be the more suitable and, as there was considerable divergence of opinion in the literature as to the nature of the reactions involved, it was decided to study the electrolytic process. The ultimate aim in any case was to produce tantalum pOWder for use in an investigation of the problems relating to the preparation of consolidated tantalum.FACTORS GOVERNING ELECTROLYSISAfter a few preliminary exploratory electrolyses several factors which needed amplification were revealed. These will be mentioned before the details of the electrolysis experiments are given.COMPOSITION OF THE BATHWithout the knowledge gained in the preliminary experiments it would be thought that the best material for the bath would be that one which underwent electrolytic decomposition. Consider what at first appeared the most likely - namely - potassium tantalum fluoride. The melting point of K2TaF7 was determined to be 630°C with volatilization and decomposition taking place at that temperature so that it would not have been very satisfactory.

Bench-scale beneficiation studies were made on Idaho dolomitic phosphate rock using the TVA carbonate flotation process. The process employed diphosphonic acid as a phosphate mineral depressant and fatty acid as a carbonate mineral collector. Silica was subsequently rejected as float using an amine collector, with phosphate product recovered as the sink fraction. Two samples of prepared flotation feed from commercial operation were used; one contained 21% P205 and 3.2% MgO, and the other contained 26% P205 and 1.8% MgO. The results indicate that concentrates containing 31-33% P205 and 1% or less MgO can be obtained, with P205 recovery of about 80%.

Since the beginning of the computing age, technical software packages have not been developed to address only programming specialists but have been dedicated to process engineers. For process analysis, BRGM is developing and commercializing three packages: ? sampling software: ECHANT 2.0 for Windows ? material balance calculation: BILCO 2.0 for Windows ? steady-state simulator for plant design, adaptation and optimization: USIM PAC 2.1 for Windows This paper deals in a first part with the main features of these three packages. In a second part, advanced models are presented for SAG/ AG mills and flotation columns. An industrial case of application is shown for each of them.

"On October 11, 2000, an estimated 306 million gallons of water and coal waste slurry drained from an impoundment in Martin County, eastern Kentucky into an adjacent underground mine. Approximately 230 million gallons of the water and slurry discharged from two underground mine portals and affected over 75 miles of streams in Kentucky and West Virginia. In response to this and several other similar events, the U.S. Office of Surface Mining Reclamation and Enforcement (OSMRE) commissioned an oversight study that evaluates how well state and federal regulatory programs established under the Surface Mining Control and Enforcement Act are ensuring that impoundment operators are minimizing the potential for impoundment-basin breakthroughs. The study focuses on slurry impoundments constructed in the hollows of Appalachia where numerous coal seams and steep topography combine to result in a large number of mined seams intersecting and underlying impounding facilities. Factors under consideration include: (1) full accounting of all mineable coal seams intersecting and underlying the impoundment; (2) identification and accurate location of underground mines close enough to the impoundment to potentially affect its stability; (3) assessment of the stability of coal barriers between the impoundment basin and adjacent mines, and stability of roof rock and pillars in mines subjacent to the structure; (4) determination of the flowability of the impounded slurry when expanding or undermining the facility are being considered; and (5) measures undertaken to reduce breakthrough potential when necessary. The oversight study began in 2012 after program-evaluation criteria were defined in an OSMRE technical position paper. The study is scheduled to be completed in 2017. BACKGROUND The Surface Mining Control and Reclamation Act (SMCRA) authorizes the disposal of coal mine waste by constructing a coarse coal mine waste embankment across a valley and pumping the fine coal mine waste (slurry) into the resulting basin (Figure 1). A concern shared by many engineers, geologists, and mine inspectors familiar with coal mine waste slurry impoundments is related to the common occurrence of underground mine workings adjacent to or beneath the impoundment: the potential for slurry “breakthroughs” into mine works and subsequent breakouts into the surface waterways (Figure 2). On October 11, 2000 a combination of coal refuse slurry and water from the Big Branch impoundment in Martin County, Kentucky broke through into an underground mine and subsequently discharged into the receiving streams. The location of the point of breakthrough, pathways of slurry/water flow within the mine workings, and two points where the liquid exited the mine are shown in Figure 3. An estimated 306 million gallons of water and coal refuse slurry drained from the impoundment into the adjacent underground mine. Approximately 230 million gallons subsequently discharged from the underground mine at two portals."

Central Norseman Gold Corporation was established in 1935 and has been mining on the Norseman field in Western Australia since then. It is Australia’s longest continuously operating gold mining operation at nearly 80 years, although it has had its periodic challenges in the intervening years.Over the last 40 years, a series of open pit mines around the Dundas Goldfield have supplied lower cost mill feed to the Phoenix Mill at Norseman from time to time but this has largely come to an end for the foreseeable future. Now that underground ore sources are once again the principal mill feed, there are several challenges to be met for an ongoing profitable operation.During the last 20 years, there have been three different owners and this has affected the manner in which the operations were managed quite significantly. These differing approaches are contrasted and examined in some detail from both the operational and financial aspects.Planning of a downsized operation to ensure sustainable profitability in the future in a mining environment where there has rarely been more than two to four years of reserves ahead of the mill for planning purposes has been a significant challenge. Gold and precious stones were mined in Egypt in prehistoric times. This mining, carried on at intervals, extended over thousands of years, until about 1300 A. D. Then ensued a dormant period of several hundred yoars. In the mean- time Europe made great rogress in mining practice, metallurgy, and geology and sent out various expeditions during the nineteenth century to investigate ancient mines. But the exploratory work produced no material results, and not until the beginning of the present century did actual mining recommence. The reopening of old gold mines in Rhodesia aroused interest in London and Paris, and these cities provided the capital necessary for the investigation of the ancient minee in West Africa and Egypt. Speculation resulted in the division of most of the uncultivated area of Egypt and the Sudan into huge concessions, and a number of expeditions were made; but after an unprecedented activity in West Africa, roaction set in, and the flow of capital ceased. Coalbed methane (CBM) is currently being produced from a relatively small area in the Dunkard and Pocahontas basins, in the northern and central parts of the Appalachian Basin, respectively. In general, much of the production occurs where the coal beds are beneath 500 feet or more of overburden, where the rank of the coal is high-volatile B or greater (%Ro >0.8), and where the natural fracture system is enhanced by structural deformation. It is anticipated that near-term CBM development will continue within these areas and will expand in the Appalachian basin as technology improves and as the price of gas rises.

THE Metal Sales Department, with offices in New York, is responsible for the sale of the Company's products, with the exception of gold and coal. At present the department handles the sales of lead, zinc, silver, antimonial lead, , cadmium, bismuth, arsenic trioxide, and tellurium; gold is shipped direct to the United States Mint and coal is marketed by United States Fuel Company's own sales organization. The department keeps in close touch with the metal markets and collects information on marketing conditions, which it makes available to other departments of the Company. The electrolytic lead produced at the U. S. S. Lead Refinery, Inc., is a high-uality product marketed as corroding grade under the "U. S. S.-ELECTRO" brand. It is largely sold to manufacturers of paints, pigments, lead oxides, and storage batteries.

Minimizing the effects of corrosion improves the long-term performance of the rock anchors and ground control systems in underground mines, which is fundamental for safe operation over the design period. The primary objective of this study is to explain the problems due to stress corrosion cracking (SCC), strain-induced corrosion cracking (SICC) and other forms of corrosion, and why the mining industry’s ground control professionals should take this into serious consideration. It is important to clearly determine the kind of SCC mechanisms that causes roof bolt failures in order to suggest the necessary action plan to mitigate or eliminate the possibility of the cause. Pertinent literature and studies around the globe on this complicated subject are reviewed. The secondary objective is to encourage the use of corrosion-resistant ground control products in the underground mining industry in areas of high corrosion potential. Characteristics of SCC on high strength steel are also reviewed. The literature and preliminary studies to date indicate that research work is necessary in United States.

Newmont Mining Corporation owns and operates the Phoenix Mine near Battle Mountain, Nevada, USA. The existing milling facility has operated since 2006. Following the startup of the milling operation, and coupled with the upswing in the copper market, Newmont realized that Phoenix needed a process option to treat lowgrade transition and oxide copper ores. This meant that potentially revenue generating ore was being mined as waste. With no system in place to treat the transition and oxide copper, work began to determine the most feasible approach. After evaluating multiple options, the flow sheet was set for a run-of-mine (ROM) heap leach pad and solvent extraction/electrowinning plant (L-SX/EW). This paper will discuss the synergies and challenges of developing a copper L-SX/EW plant at the Phoenix copper-gold mill.

"Koman dam is one of most important high dams in Drin River Cascade. Safety of these dam is very important not only in power production but also in social and environmental aspects connected with vital activity of local people living in downstream of Drini River and in economic development of the country. In December 2014, during the rehabilitation works on some protection measures at the downstream dam toe, a considerable amount of water leakage emerged from the dam toe. This was noticed even before, but its amount and physical-chemical properties were not evaluated. In order to study the origin and flow direction of this water leakage, KESH sh.a. (Albanian Power Corporation) realized Geophysical and Hydro chemical surveys, turbidity and flow measurements and respective analyses of them. Geophysical survey consist in Apparent Resistivity surveys and Self Potential survey. The survey was done in 3 lines using Resistivity “Real Section” technique. Results are plotted in Sections and plan maps of resistivity and SP parameter. There are defined possible leakage areas and the main flow directions are defined. Also, there is done a hydro chemical analyse. Nine water samples were taken from the different places as Komani lake, service galleries of dam, dam toe and two karst springs which were analysed for both physical-chemical parameters and isotopic composition of O-18 and D. The attained analytical data found that water from the dam toe leakages shows the same chemical signature and isotopic composition of O-18 and D as the water from the lake, thus confirming the hydraulic connection between them.Also, There is done the analyse of water leakage turbidity and amount of this leakage"

Based on the analysis of a sealed coal mine resulting from a fire-triggered explosion, limitations were discovered in the re-entry procedures used to reduce the size of the sealed area that were being applied during the process of re-opening the mine. The analysis of two re-opening plans in a mine using mechanical ventilation showed that the estimation of the degree of damage of two air doors close to the working face with the fire was key to the identification of the optimum mine recovery plan. The operation points of airflow and air pressure of the main fan under either the doors? damaged or intact conditions can be estimated through the use of a ventilation network simulation program. Starting the main fan for a short time period and measuring its operation points of airflow and air pressure allowed their comparison with the simulated values. This procedure provided a reasonable estimation of the degree of damage of the ventilation structures and more confidence in choosing a recovery plan. Through this process, it was possible to conclude that the two doors were still intact. Consequently, the final plan of installing a new main fan in the main decline, sealing the initial upcast shaft and unsealing the auxiliary downcast shaft, was proven to be reasonable at the mine site.

Building tunnels means dealing with what rock is encountered. Relocation of the site of the underground structure is rarely possible. Tunneling engineers and miners have to cope with the quality of the rock mass as it is. Different tunneling philosophies and different rock classification methods have been developed in various countries. Most of the rock classification methods are based on the response of the rock mass to the excavation. Tunnel support requirements could be assessed analytically, supplemented by rock mass classification predictions, and verified by measurements during construction. Rock mass classifications on their own should only be used for preliminary, planning purposes and not for final tunnel support. Design of blast pattern in tunneling projects in Korea is also for the most part prepared according to the general rock classification methods such as RMR or Q. It, however, does not take into account the blast performance, and as a consequence, produce poor blasting results. In this paper, the methods of general rock classification and blast design for tunnel excavation in Korea are reviewed, and efforts to develop a new classification method, reflecting the blasting performance, are presented. Morris-Shea, an Alabama-based deep foundation contractor, is installing foundation piles at the sites of North America's two largest liquefied natural gas (LNG) terminals currently under construction. The contractor has crews working at Venture Global's LNG lique- faction plant in Plaquemines Parish, Louisiana, as well as constructing foundations for the Cheniere Energy Stage 3 Liquefaction Project in Corpus Christi, Texas. This work includes installing ap- proximately 27,000 DeWaal drilled, full displacement, cast-in-place concrete piles to support seven new midscale LNG trains at Cheniere's Texas ter- minal. Deep foundation installation began at Venture Global's Plaquemines facility, located approximately 30 mi (50 km) south of New Orleans, with an initial phase of 24,000 piles. Plans for the Plaquemines LNG terminal include three loading berths on the Mississippi River and four LNG containment tanks. The facility will utilize new pretreatment com- pressors, liquefaction trains and on- site gas turbine power plants to maintain an annual LNG export capacity of nearly 20 million tons (18 million tonnes) per annum. The site's LNG trains are configured in 18 blocks. The contractor is installing piles through an initial 6-20 ft (1.8-6 m) of cement mixed improved soils, which provide a safe work plat- form for equipment to operate on the extremely weak native soils. Drilling continues through soft clay in the subsurface and tips into a stiff clay or dense sand layer. Production piles are drilled to depths up to 124 ft (38 m) below ground surface. The firm is working with engi- neering, procurement and construction contractor KZJV, a Kellogg Brown & Root and Zachry joint venture, at the Louisi- ana location. The foundation team mobilized at the Plaquemines site in May 2022, to install 16, 18 and 24 in (400, 450 and 600 mm) diameter test piles to depths of 90 and 120 ft (27 and 36 m). The piling contractor returned in September 2022, to start Phase 1 of the deep foundation project, beginning installation of production piles.

State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.
