The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

The frustration encountered by exploration crews in connection with land acquisition could be graphed to show a correlation with the natural law that everything tends to become more so. Figure I shows a rather common, situation. The combinations of ingredients are almost limitless and the resulting brew is often poisonous to an exploration man. A single step, that of taking a series of deep soil samples is often delayed until some sense can be made from "floating" unpatented claims which are obscure in orientation as well as position, placer claims overlapping lode claims, location posts with empty Prince Albert cans, and claims with no apparent assessment work for ten years. Add to this some patented claims with¬out monuments, a state or federal withdrawal area which may or may not invalidate pre-existing claims, a loosely defined tunnel site, and some ranchers who understandably resent the separation of surface rights from mineral rights. The picture is familiar to exploration men. One approach to such problems is to ignore them until someone voices an objection -- but then an even more chaotic situation is likely to develop. Another practice is to stake new claims to cover all ground that is "open" at first glance and then find out if there are conflicts so that the new claims can be adjusted accordingly.

The design, development, and testing of hydraulic props to provide a lightweight, high strength, recoverable unit is described. Modifications in design incorporating threaded components resulted in the development of a lightweight hydraulic prop fabricated from aluminum alloy tubing. This new design facilitates interchange and replacement of component parts, and the physical properties of the material are not changed as they are when welding is required. The new prop is 65,000 pounds and has a maximum load capacity of a lower weight-to-load capacity ratio than the hydraulic props now available.

Al2O3 has been regarded as a harmful gangue component in iron ore, especially causing reduction degradation in industrial sintering of iron ore. The current study aimed to utilise low-grade iron ore containing high Al2O3 content in sintering process. In order to counteract the adverse effect of Al2O3 on reduction behaviour of iron ore sinter, mill-scale and calcined dolomite were chosen as FeO- and MgO-bearing materials. Firstly, mill-scale was added to high Al2O3 sinter and addition was optimised as 10 wt per cent, then calcined dolomite was added further. Magnetite and magnesio-ferrite were identified as the major phases in iron ore sinter when adding mill-scale and calcined dolomite. As the dosage of calcined dolomite increased beyond 4 wt per cent of in sinter mix, unreacted MgO particles were observed, which is ascribed to the limitation of MgO dissolution into magnetite matrix. Both mill-scale and calcined dolomite were effective in improving compressive load and Reduction Disintegration Index (RDI) of iron ore sinter although its reduction degree was highly decreased. The addition of both FeO and MgO-bearing materials to high Al2O3 sinter has a potential to improve the sinter quality, also contribute to the recycling of industrial by-product. However, the amount should be optimised in views of phase development and deterioration of reducibility.

SAG Mill process control classically maintains the SAG mill volumetric filling within a set operating range. Typically a SAG mill weight measurement, by either bearing pressure transducers or load cells, is used as an inferred measurement of volumetric filling. To maintain volumetric filling within a set operating range the SAG weight setpoint use for process control requires regular review due to changes in SAG mill charge density (rock:ball ratio) and the wearing of mill liners. At Lihir Gold Mine in Papua New Guinea, the use of SAG mill weight for process control is additionally complicated by compromised load cells and drifting bearing pressure measurements. The need for an improved method of measuring and controlling volumetric filling led to the recent installation of the Outotec MillSense, a SAG mill toe angle instrument. QNI Pty Ltd operates the Yabulu Refinery located 25 kilometres north of Townsville, North Queensland. The plant treats nickel laterite ores sourced from the Philippines, Indonesia and New Caledonia. The cobalt head grade and overall recovery expectations for the 2001/2002 financial year are 0.161 per cent and 53.8 per cent respectively. Cobalt is a valuable byproduct derived from the nickel refining operation which utilises the Caron Process. Any increases in cobalt recovery that are achieved from the existing relatively low level provide significant improvements to the bottom line of the operation. Towards the end of 2000, a project was undertaken to characterise cobalt losses with the sole purpose of improving cobalt recoveries using a variety of analysis techniques. The Time-of- Flight Secondary Ion Mass Spectrometry (TOF-SIMS û University of South Australia) method was used to verify the presence of surface bearing cobalt species, originating from either co-precipitation or adsorption mechanisms. Cross-section examinations were also performed using Scanning Electron Micrscopy (SEM) and Energy Dispersive X-ray Spectrometry (EDXS). These techniques indicated the presence of high cobalt concentrations (in the order of several per cent) within a select number of roasted and leached ore particles. The phenomenon of cobalt losses due to incomplete leaching within specific ore particles was not widely documented within the Refinery prior to these studies. In order to quantify losses via this mechanism, Mineral Liberation Analysis (MLA û JKTech Centre) was also performed on key samples. This paper serves to document a systematic approach in determining the source of significant valuable mineral losses in an established, operating plant. It discusses the use of a variety of analytical techniques, which have been adapted for the minerals processing industry, but are strongly relevant for plant investigations in the hydrometallurgical industry.

Vibrating screens play an important role in the dry classification circuit of Gol-e-Gohar iron ore processing plant. This circuit was designed to classify the autogenous mill discharge and produce a suitable feed, with K80 about 450 ¦m, for dry magnetic separators. Three parallel vibrating screens produce more than 50 per cent of the separatorÆs feed. The efficiency of the magnetic separator is greatly affected by feed size distribution. In this work, the JKSimMet 5.1 software was used as an analysing tool to assess the flow rates and USIM PAC3 software as the simulation tool to control and optimise the vibrating screens. Samples were collected and the circuit was mass balanced. Then the vibrating screen was simulated and adjustment parameters such as cut-point, bypass and imperfection factor were determined. The product streams of vibrating screens can also be predicted.

The sinking of the new No. 3 Shaft being mainly concerned with providing for the continuation of mining operations north of the existing workings, requirements for the shaft and haulage equipment were assessed, having in mind the anticipated needs of the Company in future years, the .available knowledge and probable future trends of the orebody, and also that the shaft would be required to act as a downcast airway for the ventilation system associated with the northern underground workings.

"WELFARE…Welfare endeavor in connection with both the metal and the coal mines of Utah has shown gratifying progress during recent years and both the operators and their employees are deserving of much credit for the efforts put forth to better living, working, educational and receational conditions in most of the mining camps of the state.In the older metal mining camps of Utah, where the towns are incorporated and independent of the mining properties operating in the vicinity, less opportunity is pre¬sented for the companies to exercise efforts looking towards improved welfare conditions than is the case of camps located on company ground and under the full control of operators.Even in such camps, however, as illustrated in Bingham, the companies can do much to better welfare conditions. In this camp the Utah Copper Company has spent $800,000 since 1 920 in the erection of modern brick cottages, apartment houses and the Gemmell Memorial Club. The cottages and apartments have every convenience to be found in up-to-date city homes. The Gemmell Memorial Club, erected and equipped at a cost of $1 75,000, was provided by the company for the benefit of the Utah Copper Company employees living in the canyon and has been made the recreational center for the camp."

On the basis of a recent visit to mining research centres in a number of European countries, the author describes their organization and their role in the mining industries of these countries. Some observations are made on Canadian mining research efforts, with a view to indicating a more systematic basis of procedure."

The problem of comparison of island arc's andesites in terms of petrochemical data is exa- mined. It is definitely established that only two main factors exist controlling the petroche- mical variety of the Kurile arc's andesites.Ori final multivariate statistical technique and computer software are used to extract these fac- tors. It is shown as well that the chemical com- position of igneous rocks depends on the type and structure of the Earth's crust. The follo- ~cing interpretation is proposed for the two factors describing petrochemistry of andesites: the first one is the depth to the Benioff seis- mofocal zone and the second one is supposed to indicate the position of the peripheral magma chambers. General Electric introduced electric drive systems on 85 ton Off-Highway mining trucks in the early sixties. Due to favorable economics, trucks have increased in size to handle larger payloads. Series Motorized Wheel systems were developed to meet this demand. When the technology was available, General Electric switched from use of Series motors to separately excited motors with the added benefits of static exciters and simplified control. Over 20 years of electric drive experience have been incorporated in the STATEX drive systems, which covers truck sizes from 85 to 220 tons. This paper traces the drive system developments from the early stages to the present and takes a look at what's ahead.

A gold sampling optimization study was carried out in support of open pit gold mining operations for the Newmont Gold Company Bootstrap-Capstone deposits in Northeastern Nevada. Six bulk samples were tested using fire refining techniques at field particle size, to determine coarse particle heterogeneity of the ores, and by gravity .concentration methods at 10 mesh particle size, to observe any particulate gold liberation. An overall sampling model is presented for the deposit based on the pooled test information, to reconcile the results of coarse particle heterogeneity testing and the fine particle 'liberation testing. The sampling model is used to recommend procedures to control the variability of gold grade estimation due to the fundamental error (nugget effect) during sampling, sample preparation and assaying of the ores and other fundamental variances. The technique of simplified quantitative risk analysis (SQRA) is used to provide an economic justification for implementation of. recommended improvements to field sampling practices.

Rope guides, consisting of ropes spanning between anchor points at the top and bottom of shafts, have frequently been considered as a viable alternative to fixed guides, comprising buntons and guides. However, their design has generally been based on empirically derived rules, arising from European hoisting practice of 50 to 100 years ago. This paper describes a recent technology development project aimed at defining and quantifying the important forces acting on rope guided conveyances, calculating the resulting displacement of the conveyances and assessing whether the displacements are acceptable or not. The paper describes the derivation of aerodynamic force coefficients based on CFD analyses and other significant forces acting on the conveyance and rope system. The conveyance displacements may be calculated using computer simulation of the mechanical system, or approximately using simplified equations given in the paper. Measurements taken to confirm the suitability of the proposed formulation are described. The combination of displacements and assessment of the rope guide system design are proposed, based on the ratio of design clearances and the predicted displacements.

Galvanic corrosion between dissimilar materials, such as steel and graphite, leads to safety concerns for many industries, including mining. In this study, researchers from the National Institute for Occupational Safety and Health (NIOSH) analyzed rock samples from two mines in the United States that exhibit electrochemical properties similar to graphite through laboratory measurements to investigate their observed in-situ influence on underground metal support. Uniform corrosion rates of mild steel coupons, inflatable bolt coupons, and friction bolt coupons galvanically coupled to rock samples were obtained using both potentiodynamic polarization and zero resistance ammetry. Increased uniform corrosion rates were witnessed between the coupled rock and steel system, over those of just the steel alone. Surface analysis of the metal samples showed the presence of pitting corrosion, reflective of bolt samples removed from partner mines. Corrosion pitting of ground support structures in contact with graphitic rock in underground mines poses safety concerns for mine workers by increasing the rate of corrosion and decreasing bolt strength over time and will be further investigated for intervention strategies.

In a recent paper [1], the present authors discussed calculated energy consumption numbers in copper sulphide concentrate smelting for four different smelting technologies. For the present study, from among these technologies, they selected the Noranda/Teniente continuous bath smelting followed by Peirce Smith (PS) converting route to investigate the impact on total energy requirement of some key process variations, such as tuyere injection of dry concentrate vs. slingering of wet concentrate over the molten bath, continuous converting vs. conventional batch PS converting and commercially proven slag cleaning alternatives. In their calculations, the authors used the same thermochemical model and methodology used in their earlier paper. This approach to explore plant design options provides an interesting basis for evaluating flowsheet modifications that could lead to significant copper smelting energy savings. The METSIM software was used in the present paper to carry out heat and mass balance computations for 8 different flowsheet configurations. The results are presented and discussed in the paper with respect to copper recoveries, energy requirements and CO2 emissions.

The Canahuire deposit is a recently discovered Au-Cu-Ag epithermal deposit in Southern Peru. A geometallurgy program is a key study element of the project Feasibility study. Metallurgical, mineralogical, and comminution studies have been completed over a suite of samples, spatially distributed among the various geological/ore domains. The early stage of Canahuire presents challenges as there is a lack of metallurgical information to guide geometallurgical sampling, in contrast with an established deposit at a more advanced stage of development or mining. Nevertheless, the available information will assist in the development of geometallurgical domains for Canahuire in order to ensure that future metallurgical, mineralogical, and comminution test work is representative of the deposit variability. This supplementary knowledge will be able to predict important metallurgical parameters which will be incorporated into a geometallurgical model to spatial predict material types, metallurgical recovery and through put. The information obtained will be a valuable addition to the future mine plan, influencing process design, engineering design, plant operation, operating and capital costs, and ultimately will reduce project development risk.
