Eight members of the Board, the Secretary of the Institute, and eleven guests were present. Vice-president Henry S. Drinker presided. The President was authorized to appoint delegates to a meeting, on May 16, of the League to Enforce Peace. The Joint Conference Committee reported that the American Institute of Metals had accepted the invitation to form the Institute of Metals Division of this Institute. The Committee on Publications of the Institute of Metals was added to the Committee on Publications of the A. I. M. E. Exchange of one volume of Transactions of the A. I. M. E. at reduced price to members of the British Institute of Metals was authorized, in return for the reduced price given to our Institute of Metals Division on the annual proceedings of the British Institute.

The potash mine of the International Minerals and Chemical Corp. is about 18 miles east of Carlsbad, New Mexico, in sec 1 and 12, T 22 S, R 29 E, N.M.P.M. Potash is produced from two zones in the Salado formation of late Permian age. The lower zone, consisting of a mixture of sylvite (KCI) and halite (NaCl), lies at a depth of about 900 ft, and the upper zone, in which the principal potassium mineral is langbeinite (K2SO4 2MgSO4), lies at a depth of about 800 ft. Because of the plastic nature of the material, fractures in the Salado formation are extremely rare and have been noted only on the 800 ft level of the International mine. The open fracture described below is almost unique. Only one other open fracture has been noted, and it was on a working face in the same general area as the one described, but was destroyed before the writer had a chance to examine it. According to J. E. Tong, foreman on the 800 level, this fracture was similar to, but smaller than, the one herein described. The saline strata are nearly flat-lying and comprise interbedded layers of halite, anhydrite (CaSO4), and poly-halite (2CaSO4.MgS04.K2SO4-2H2O), with halite predominating. The halite layers contain local concentrations of sylvite, carnallite (KC1.MgCl2.6H2O), and langbeinite. The principal marker in the potash mines area is a bed of anhydrite about 8 ft thick, and 70 ft below the 800 level. This bed contains varying amounts of polyhalite, and locally a few blebs of sylvite. Two principal marker beds are present over most of the 800 level. The lower is the "Middle Salt Marker," a bed of bright-orange halite, which ranges in thickness from a knife-edge to about 0.6 ft, and is usually bounded above and below by thin seams of green or reddish-brown clay. In langbeinite-rich areas, this marker usually contains abundant blebs of langbeinite. The upper of the two principal markers is a green clay seam, containing abundant halite, which ranges in thickness from 0.1 to about 0.5 ft. This paper will describe design of precast segmental tunnel lining for the Pawtucket CSO Tunnel Project in Providence, Rhode Island. The tunnel is 11,700 LF long with 30-foot finished diameter to be constructed in complex sedimentary rocks. Special features of the segments include a large keystone and no connector used on radial joints. The typical segments will be steel fiber reinforced, and hybrid segments with additional steel rebars and shear bicones will be used around the adit openings without use of any structural framing. The important design considerations will be discussed, including special 3D segment to adit connection analyses performed.

Data obtained from on-the-site observations have been compiled to describe the equipment and installation methods used for satisfactory suspension roof support in a large-diameter tunnel. Experimental roof bolting was undertaken from June 1950 until May 8, 1951, in the East Delaware tunnel, which is part of the Delaware aqueduct in Delaware and Sullivan Counties, N. Y. Revised suspension-roof-support plans and specifications were prepared during the spring of 1951 by the City of New York Board of Water Supply; these were approved by the State of New York Department of Labor April 13, 1951, and adopted by the City of New York Board of Water Supply on May 8, 1951.

Aggregate producers nationwide well recognize the numerous problems often faced in securing local approval to open and operate new gravel pits and rock quarries. Similar problems are faced in Colorado, but this region also presents certain political, social, and geological complexities that have become particularly troublesome in the last 10 years. The gravity of the local permitting dilemma can be related directly to the worsening supply-demand imbalance for aggregates in the state's most populated area, the Front Range urban corridor, particularly the Denver metropolitan area. The drive to develop crushed-rock reserves to supplement dwindling alluvial supplies and to meet increasing regional growth demands was somewhat predictable but perhaps more a "last resort" alternative forced onto producers by a hesitant and often apathetic government.

Mine pit slopes in the Pacific Rim are a geotechnical challenge because of the complex geology in which they are developed. Mines are currently being fast-tracked to meet the increase in commodity prices, often resulting in some reduction in ground studies and short-cutting of design procedures. In addition, the resources boom means that skilled personnel are in relatively short supply. At a time when mine pits are getting bigger and deeper, and the engineering is getting more demanding, there is an increased demand on managers to effectively implement the work.   Experience both in New Zealand and the Philippines, display the complex range of geological environments in which pits are being excavated. Working in these conditions has shown that successful geotechnical design requires a strong geotechnical model based on sound geology. An appropriate level of investigation and analyses results in a certain level of understanding for the mine design. There is a point where additional expenditure (on investigation and analyses) is not warranted based on the expected minimal impact on decreasing the level of perceived risk on the project. For most projects in our experience the analytical methods and complexity of geotechnical assessment changes increases as the level of knowledge grows.

"The generation of free radicals from reactions of nickel (Il)-thiol complexes with molecular oxygen and model lipid hydroperoxides was investigated by electron spin resonance (ESR) utilizing 5,5-dimethyl-1-pyrroline-N-oxide (DMPO) as a spin trap. Incubation of nickel (II) [Ni(II)) with cysteine in an aerobic environment generated hydroxyl (·OH) radical, which then reacted with cysteine to generate a carbon-centered alkyl ( · R) radical. Radical generation was inhibited under a nitrogen atmosphere. Model lipid hydroperoxides, cumene hydroperoxide, and I-butyl hydroperoxide enhanced the yield of these radicals and also generated an alkoxyl (·OR) radical. Radical yield decreased by approximately half under a nitrogen atmosphere. Although histidine did not cause radical formation in the reaction between Ni(II) and cumene hydroperoxide under aerobic conditions, the addition of histidine to a mixture containing Ni(ll), cysteine, and cumene hydroperoxide under the same experimental conditions increased the yield of · R radical but lowered the yield of ·OR and ·OH radical adducts. It thus appears that histidine caused the ·OH attack to be more site-specific. Similar results were obtained utilizing 1-butyl hydroperoxide. Penicillamine or N-acetylcysteine yielded similar results except that under aerobic conditions, reaction between Ni(ll) and N-acetylcysteine without hydroperoxide did not generate a significant concentration of free radicals. Under the same experimental conditions, cystine did not generate any detectable free radicals, suggesting an important role of the -SH group in Ni(II)-mediated free radical generation. The results indicate that free radical generation from the reaction of Ni(Il)-thiol complexes and molecular oxygen, and/or lipid hydroperoxides, may play an important role in the mechanism(s) of Ni(II) toxicity and carcinogenesis. INTRODUCTIONWhile nickel is a well-recognized carcinogen [l, 2]. the underlying biochemical mechanisms remain unclear (3, 4). Recent studies suggest that these mechanisms may involve oxidative DNA damage through free radicals, especially the hydroxyl (•OH) radical [5-13]. The mechanisms of nickel carcinogenicity and toxicity may also involve lipid peroxidation [14-21]. Unlike ferrous ion [Fe(II)], the Ni(II) cation itself does not directly react with 02, H2O2, or lipid hydroperoxides to generate free radicals [12, 21]. However, it has been reported that Ni(II) complexes with certain synthetic oligopeptides, e.g., tetraglycine or glycylglycylhistidine, make Ni(II) reactive with 02. This reaction results in transitory formation of Ni(III) and degradation of the organic ligand via free radical reactions [22]. Such Ni(II)-peptide complexes are also capable of reacting with H2O2 to produce oxygen free radicals [11, 12]. Although the cellular environ¬ment may not contain these particular peptide ligands that are known to render Ni(II) redox active in vitro, it does contain a variety of oligopeptides that are capable of forming Ni(II) complexes at physiological pH, and thus may facilitate Ni(II) redox activity in vivo. These oligopeptides include glutathione (y-L glutamylycysteinylglycine), carnosine (homocarnosine (y aminobutyryl-L-histidine), and anserine ( B-alany1-3-methyl-L-histidine)."

The test equipment used in these studies is described in Report of Investigations 3615. 7/ The preliminary study data and results of tests made on various types of mechanical-leading cutting, and transporting equipment at two mines. This report is analysis of the energy requirements of the energy requirements of the underground equipment of a third mine. An analysis of the use of energy and its distribution usually requires in a saving in energy consumption and the reduction of hazards. The distribution system should be designed to supply energy effectively and study for the efficient operation of all machines."

The Federal Bureau of Mines made pilot plant investigations of the process requirements necessary to produce heavy fuel oil by the liquid-phase hydrogenation of bituminous coal. The investigation was carried out in three separate series of experiments. The first series studied the effect of temperature and contact time on product distribution at 3,500 p.s.i.g. and 420° to 480° C. in the presence of 0.1 wt.-pct../ stannous sulfide plus 0.05 wt.-pct. iodoform based on gross coal. As a result of increased contact times and temperatures, the conversion-6/ and yield of hydrocarbon gas increased, the viscosity of product oil decreased, and elimination of oxygen, nitrogen, and sulfur from coal increased. The yield of oil did not indicate any definite trend with changes in temperature and contact time. The yield of oil ranged from 76 to 85 pct. for Pittsburgh coal and from 60 to 85 pct. for Rock Springs coal. Asphaltenes in the product oil ranged from 17 to 38 pct. of the total oil for Pittsburgh coal and from 12 to 22 pct. for Rock Springs coal. Fuel oils meeting Bunker C or American Society for Testing Materials (ASTM) Grade 6 specifications were produced with Rock Springs coal at 0.2- to 1.0-hr. contact time and 440° to 480° C. and with Pittsburgh coal at 0.3- to 1.0-hr. contact time and 420° to 460° C. In the second series of experiments tin, nickel, iron, and zinc were evaluated as catalysts for the hydrogenation of Rock Springs coal to heavy fuel oil at 3,500 p.s.i.g. and 460° C. Using the apparent conversion of coal as criterion of catalyst activity, at a contact time of 0.45 hr. tin was the most effective catalyst; nickel and iron were nearly as effective, but the use of zinc resulted in much lower conversion. When the contact time was increased to 0.80 hr., the apparent conversion of coal was essentially the same for each of the catalysts. When the yield of oil boiling below 3550 C. was used as criterion of catalyst activity, at 0.45 hr. the order of activity was tin, iron, nickel, and zinc; at 0.80 hr. tin was far superior and the others were essentially equal. The product oils contained from 8 to 20 pct. asphaltenes.

The development of new stoping methods and more effective control over dilution, recovery and fragmentation depends on improved accuracy in blasthole drilling. The mechanisms and factors which control accuracy are poorly understood. Canadian blasthole stoping and the practices adopted for monitoring and controlling drilling accuracy are reviewed. The techniques and problems associated with blashole set-up and trajectory surveying are discussed. Four new blasthole trajectory survey systems are evaluated on the basis of their performance in recent underground trials. Conclusions are drawn as to the technological developments required so that more precise control over drilling accuracy can be achieved.

The Bureau of Mines evaluated the potential availability of chrysotile, amosite, and crocidolite asbestos from 42 properties in market economy countries. This resulted in the development of tonnage-cost relationships indicating the quantity of grades 3 through 7 asbestos at various average total costs of production at 0% and 15% rates of return on invested capital. The availability of grades 2 and 8 was also evaluated, but since each is produced at only one property, no analytical results were given. Total demonstrated recoverable chrysotile fiber potentially available of grades 3 through 7 from the 42 properties evaluated follow: 1.59 million t, 21.00 million t, 16.74 million t, 15.54 million t, and 19.27 million t, respectively. The total amount of crocidolite is 1.69 million t. Owing to the good potential for discovery and development of new deposits, long- term availability of fiber of all three types is not in jeopardy. However, many of the crocidolite properties evaluated in the northern Cape crocidolite field of South Africa have relatively small demonstrated resources, and new deposits will have to be exploited by the late 1990's to sustain projected levels of production.

Some of the mineral deposits that are being processed today, and especially those expected to be processed in the future, have relatively low compositions of the valuable mineral. With these low-grade ores, it is necessary to be able to design processes that are sufficiently low-cost to permit exploitation. One approach to minimizing the capital and operating costs for these processes is to use the capabilities of computer process simulation in the design phase of development, to make important technical and economic decisions regarding the evaluation of alternative process flow schemes, the selection of equipment and the choice of operating conditions. There are mathematical simulation models for most mineral processing operations, including several each for size reduction, size classification and mineral separations. To be able to tie these individual operating models together in an integrated mineral process simulation, however, it is important, in fact in some cases essential, that there be a model which describes how the mineral system responds to size reduction in making the liberated valuable and waste mineral particles available for concentration or rejection operations and the locked particles available for possible recirculation. This, then, is the role played by the mineral liberation model, showing the relationship between particle size, quantity and composition throughout the process.

Co-disposal of partly-dewatered mixed-plant rejects (MPR) from coal processing into spoil dumps is gaining favour amongst Australian coalmine operators in preference to conventional tailings disposal methods which require a tailings dam. Owing to their often low permeabilities and high degrees of saturation, MPR materials may be prone to the development of excess pore pressures when covered by spoil during routine dump advancement. The likelihood of dump failure will increase if these pore pressure regimes and the associated delay of shear strength development are not accounted for during waste dump design. To date however, little is known about these pore pressure regimes due to the complexities associated with their in situ measurement.This paper describes the in situ measurement of pore pressures in a cell of MPR placed within a coalmine spoil dump. Four vibrating wire piezometers (VWPs) were placed within a cell that was then filled with MPR and allowed to consolidate under self-weight before advancing an adjacent tiphead across the cell. The VWPs recorded the transient pore pressures during MPR placement and dump construction, and their interpretations are described within the context of laboratory measured parameters. Edward Cooper was born in New York City, Oct. 26, 1824. His father, Peter Cooper, to say nothing of manifold reasoils for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment .of public schools ; and it is not surprising that. he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.' For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper's character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the student of those data which the modesty of the man permitted to be placed upon public record.

High-pressure grinding rolls (HPGR) offer capacity increases, savings in operating costs and metallurgical advantages. The first installation of the Polycom HPGR in a copper ore treatment plant occurred in July 1995 at Cyprus Sierrita’s mining complex near Green Valley, AZ (Fig. 1). Until that time, the benefits this technology offers for copper and gold ore were only demonstrated on testwork. In other industries, such as diamonds, HPGR have proven to be reliable in industrial-scale plants and have set a new standard for this kind of ore treatment plant. HPGR are also successfully used for the comminution of coal, blast furnace slag and in cement and pelletizing plants. The installation at the Cyprus Sierrita Mine should prove the economical benefits in commerical-scale copper mining, confirming the results of comprehensive testwork(Fig. 2).

A helicopter-mounted lake-sediment and lake-water survey was carried out over Grenville rooks in the Renfrew area (parts of Renfrew and Lanark counties) during four days of October, 1975. In the course of this survey. 1150 square kilometers were covered, with 246 lake-sediment and 276 lake -water samples collected from every body of water on which the helicopter could land. Sample sites, which averaged one per 4.6 square kilometers, included lakes, ponds, beaver ponds, swamps and marshes. Lake-sediment samples were taken using a G.S.C. sampler. Waters were collected directly into polyethylene bottles. At each sample site , surface and bottom-water pH, dissolved oxygen content, conductivity and temperature were measured using a Martel. Water Quality Analyzer. The lake sediments were air dried and then ball milled to pass a minus 80-mesh sieve. Lake sediments were analyzed for U by delayed neutron activation and for Mo, Cu, Zn, Pb, Fe, Mn, Ni and Co by atomic absorption techniques. The organic content of the sediments was determined by loss on ignition at 450 °C. Lake waters were acidified with nitric acid on the day of collection. The U content of the water s was determined by fluorometry; the Cu, Zn, Pb, Fe, Mn , Ni and Co contents of the waters were determined by solvent extraction - atomic absorption techniques. A close relationship was found between bodies of granitic, syenitic and pegmatitic bedrock and elevated U levels in the lake sediments. The Hurd Lake and White Lake granitic intrusive were encompassed by an annulus of higher U activity. Field inspection revealed that the U concentrations occur within a zone which may represent a contact metamorphic aureole. Within these complexes, anomalous concentrations of U appear to be associated with Mo. Information derived from the lake-water data reinforces the geochemical distributions outlined by the lake-sediment survey . This survey was carried out in order to develop optimum sampling and analytical procedures for geochemical reconnaissance of the Grenville Province that may be carried out under the auspices of the Uranium Reconnaissance Program.

THE need for more efficient utilization of labor in the metal-mining industry has been the subject of several recent editorials in the mining press, and one attractive possibility for such improvement lies in the designing of future milling plants particularly with economy of man-power in mind. We are accustomed to think of mill design as the selection and coordinated arrangement of process equipment, but if labor is to be efficiently utilized it must be given early consideration in planning the new mill. There are three good reasons for economizing in labor: (I) to reduce costs, not only in the form of wages but also in housing, hospital, welfare, and other obligations that a company accepts when a new man is added to the payroll; (2) to prepare for recurrent periods of manpower shortage, during which a well-designed plant can manage to get along with skeleton crews; (3) because a milling plant that must depend upon an inordinately large labor force for its operation and maintenance is certain to be inefficient in other respects, for many of the shortcomings in design that make necessary the excessive use of labor are generally not corrected merely by having too many men. A simple example of this is a poorly designed ore-feeding system: if this is inadequate to the extent that one man must be constantly unclogging feed chutes, it may help the situation to put two men or three at this task instead of one, but the feed rate will still be inconstant. First of the factors that affect labor saving is the location of the mill. This is often determined by transportation costs alone, and as a result the mill may be placed close to the mine regardless of the nature of the terrain. The designer must then adapt his layout to the conditions, favorable or not. This happens often at small properties, where capital investment may seem more important than operating expense. In most instances, however, a mill site carefully selected for the advantages it gives the designer in laying out the plant is the most economical in the long run, even if it involves a slight increase in cost of ore haulage. Given some freedom of choice, the design engineer may be able to find just the piece of ground that provides the proper gradient for the needs of the flowsheet, permits installation of essential yards and trackage, and perhaps supplies an excellent site for a tailing dam. Further justification for having placed the mill not too close to the mine sometimes emerges only years later as an opportunity to treat ores from other properties. When it is known from the beginning that the new mill will serve a number of scattered mines, a free choice of mill site is naturally stimulated. The Truong Son fold-thrust belt (TSFTB) is a prominent tectonic component of mainland Indochina that occurs as a north-west–south-east-trending tectonic entity that extends from north-eastern Laos, straddles the Laos-Vietnam border area and is submerged under the sea basin in east central Vietnam. The TSFTB hosts numerous regional-scale gold and polymetallic base metal deposits, and the mineralisation occurs along the strike of the belt; however, the potential of many of these deposits are inadequately evaluated. The ore mineralisation is hosted by different rock assemblages, including highly metamorphosed Late Proterozoic metasedimentary rocks and Palaeozoic sedimentary and/or volcanic packages, which were intruded by several phases of magma and underwent a number of tectonic events. Several ore-forming styles – including porphyry, Carlin-type and sediment-hosted orogenic Au – were formed during at least two phases of regional thermotectonism that have been identified in the TSFTB. However, all of the major gold deposits/mineralisations are closely related to region-wide structural breaks and many of them are controlled by large-scale, high-strain zones. On April 30, 2003, representatives of the Society for Mining, Metallurgy and Exploration, Inc.(SME) met with the staff of the Division of Corporation Finance of the U.S. Securities and Exchange Commission (SEC). The meeting was held to discuss issues related to the estimation and publication of mineral resources and ore reserves. It took place in the Washington, D.C. offices of the SEC. SEC staff members included Roger Schwall, assistant director, Division of Corporation Finance; Jill Davis, senior accountant; Roger Baer, senior mining engineer; Carl Chavez, chief mining engineer; Ron Winfrey, senior petroleum engineer; and John Murphy, senior petroleum engineer. SME committee members included JM Rendu, independent consultant and chairman of the SME Committee on Resources and Reserves; Ian Douglas, manager of deposit modeling and reserve estimation with Newmont Mining; Art Graham, director and mining engineer with Deutsche Bank Trust Company Americas; Larry Smith, chief geologist with AMEC Mining and Metals Consulting; and George MacDonald, vice president of exploration with Freeport-McMoRan Copper and Gold.
