Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

"The Mine Haul Road Optimization Alliance is an Australian industry-academia collaboration which has been developed to support mine haul road operators by fully integrating mine road design research solutions with industry end-user service providers to design, assess, implement and monitor the various equipment, materials and road management strategies required to optimize the safety, environmental and economic performance of a haul road. Initially, a broad overview of the university-industry collaborative landscape is presented, following which the current situation in the Australian mining sector is reviewed both nationally, and on a country-wide basis, internationally. This insight places realization of a collaboration between Curtin University Western Australian School of Mines Mining Engineering and Metallurgical Engineering (WASM ME2) and the Haul Road Optimization Alliance (HROA) industry members into context of opportunity. Following an overview of the HROA collaborative structure, aims and objectives, it is shown how academia and industry can collaborate to deliver a more robust solution to mine haul road design, performance or management needs, especially where integrated solutions are needed. Critically in this approach, implementation and monitoring data provided by industry and service-providers alike forms the foundation on which to develop research knowledge and innovation that is more responsive to the end-user requirements, typically represented by ‘early goals’ and implementable solutions. The paper concludes with examples of how the alliance collaborations work in practice to deliver improved mine haul road designs and optimized operational performance, together with the mechanisms used to ensure industry needs are met through focused, end-user driven research and integrated solutions implementation."

South Africa has extensive mineral processing and extractive metallurgy capacity and infrastructure for metal production from natural resources. Decreasing ore grades, increasing labor costs, and more stringent legislation have made economic metal production from primary resources challenging. Opportunities exist for metal production from secondary resources such as mining wastes and end-of-life consumer goods. The objectives of this study were to evaluate the current status of metal production from secondary resources in South Africa and to identify potential opportunities for further development. Two main classes of secondary resources, namely mining waste and electronic waste, were considered. Primary metal producers are dominating metal production from mining wastes; several of the gold, platinum and chrome producers operate low risk and low cost tailings retreatment facilities that contribute significantly to their overall production. Further opportunities exist in, for example, the treatment of more than 450 estimated gold tailings dumps in Gauteng, as well as metal recovery from slags and furnace dust. The majority of companies involved with electronic waste recycling in South Africa focus on collecting and disassembling; only a few perform preliminary physical processing, with the recovered fractions then being sent overseas for metal recovery. Projections are that the rate of waste generation will increase significantly and that treatment will become critical to comply with more stringent environmental legislation. Projects related to process development, techno-economic evaluations and environmental impact studies for metal recovery from batteries, printed circuit boards, and fluorescent lamps are underway. South Africa is ideally positioned to further explore opportunities for synergistic relations between metal recyclers and primary metal producers. Processing of electronic waste for production of technology metals, for which limited natural resources exist in South Africa, would be a key enabler for local manufacturing industries and expansion of the value chain.

The New Orient mine, owned and operated by the Chicago, Wilmington & Franklin Coal Co., has caused a great deal of comment and interest because of its unusual features and huge daily production. It is in Franklin County, Illinois, adjacent to the town of West Frankfort. The seam being mined is the Illinois No. 6 which in this locality is 9 to 12 ft. thick and lies approximately 500 ft. below the surface. Without fear of contradiction, it can be said that this is one of the largest coal mines in the world from a daily production standpoint. During 1928, New Orient produced 2,400,000 tons, which amounts to over 10,000 tons each day the mine operated that year. The mine is built for a capacity of 12,000 tons but has actually hoisted over 15,000 tons in one 8-hr, shift. This enormous production can perhaps be better visualized if it is realized that each day's operation depletes over two acres of coal. The general features of this mine have already been fully covered in a paper by George B. Harrington,' President of the Chicago, Wilmington & Franklin Coal Co. In a paper of the nature of Mr. Harrington's, it was unnecessary to stress any particular phase of mining conditions, consequently the ventilation problems were touched upon but lightly. In this paper an attempt has been made to describe some of the problems which have been encountered in providing adequate ventilation for the mine. Ventilating Conditions The acreage allotted to New Orient mine has a length, north and south, of approximately 6 miles, and a width, east and west, of 2 to 4 miles. A number of important considerations caused the hoist shaft, air shaft and surface plant to be located near the southeast corner of the property, instead of near the center, as is usual. During the initial phase of the mine development, the mine was ventilated through these shafts, although there was a full realization that at some future date other shafts would be required.

Melbourne Water Corporation, through the Pipelines Alliance, has commenced construction of a new drainage pipeline to provide additional flood protection within the Sandgate Avenue Main Drain catchment, in order to mitigate against the risk of flooding of Frankston’s central activity district (CAD).The project involves the construction of a 1550 m long, 2.5 m internal diameter tunnel, commencing upstream at the Monash University Peninsula Campus and traversing approximately west to the outlet located at Kananook Creek. The tunnel was excavated by a dual slurry-earth pressure balance tunnel boring machine (TBM), with the depth to tunnel crown ranging from 0.7 m to 14 m below the natural surface level. The TBM navigated 500 m radius curves, with a maximum drive length of 608 m. The tunnel lining consists of 2.5 m internal diameter, 250 mm thick reinforced concrete jacking pipe.The geotechnical conditions along the tunnel alignment consisted of mixed face ground conditions, predominately clay, with clayey sand and sandy clay and some sand deposits near Kananook Creek.This paper presents the challenges associated with the operation of the slurry separation plant during tunnel construction. In particular, the paper focuses the impact of slurry separation on tunnel advance rates, the lessons learnt during construction with regards to slurry separation and on the decision to adopt a dual slurry-earth pressure balance shield TBM. In addition this paper highlights the importance of having a thorough understanding of the slurry separation requirements on a slurry TBM project prior to selecting the necessary plant.

The Bureau of Mines oil-shale program, initiated in April 1944, is concerned with the future utilization of oil shale in the United States as a source of liquid fuel. One phase of this program is the accumulation of information on the location, extent, and richness of oil-shale deposits that may be suitable for processing to oil and related products. A previous publication5/ presented, by means of logs, the oil yields of sections of the largest known oil-shale deposit in this country -the shales of the Green River formation occurring in adjoining portions of the states of Colorado, Utah, and Wyoming. This present supplementary report presents the oil yields of cores from 48 holes drilled during 1952 to 1954 in the Green River formation of Colorado, which is distributed over an area of more than 1,000 square miles. The oil yields of the 48 oil-shale sections, involving the assay of 9,651 samples, representing 22,451 feet of core, are presented by means of logs. In addition, the oil yields of samples comprising the maximum sections of 15 gallon-per-ton shale are tabulated for these cores and for the 28 cores from Colorado which were logged in the previous report.

This study analyzes the implementation of an integrated strategy for environmental education and community awareness in Cajamarca, Peru—an Andean region affected by climate variability and the public perception of miningrelated water shortages. In collaboration with the Interactive Water and Earth Museum and the Newmont ALAC Foundation, three-month campaigns were conducted in schools and local communities. Key topics included the water cycle, climate change, and water availability, linked to urban infrastructure projects that improved flow rates through strategically located tubular wells tapping underground aquifers. The initiative addressed the challenge of communication in a context where mining is often blamed for scarcity, fostering scientific understanding of contributing factors. The study highlights how science-based outreach and institutional collaboration can strengthen resilience and promote sustainable water stewardship in mining-influenced regions.

Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

Boreholes are used for many purposes in mining operations, petroleum engineering, and construction works. Numerous factors affect the performance of drilling equipment. Researchers continue to work on the variable drilling parameters that can be adjusted in order to reach more efficient drilling operations. Penetration rate is an essential indicator in drillability analysis and estimating. This parameter is of great importance in mining projects. There are almost no models that can estimate the penetration rate for core drilling operations. Under the abovementioned circumstances, this paper focuses on developing models that allow estimating the penetration rate based on rock material properties. During the conduct of this study, drilling experiments under 11 different pressure forces were performed on 8 different rock units, and the equations which estimated the penetration rate depending on the physico-mechanical properties of the rock samples were derived. Experiments were carried out under different pressure forces to investigate the effect of the pressure force on the derived estimation models. The obtained results allowed deriving equations that ensured estimating the penetration rate based on the physico-mechanical properties of the rocks and the applied pressure force. Using these equations, the penetration rate in core drilling operations can be estimated.

Upgrading of commercial red cake and recovery of vanadium oxide from uranium-vanadium mill solutions were investigated by the Bureau of Mines. Alternative procedures potentially useful for manufacture of high-quality vanadium oxide at the mill site were explored and developed. The simplest and best procedure for converting commercial red cake containing about 10 percent combined sodium and potassium oxides (Na20) (K20) into a 98- to 99-percent vanadium pentoxide (V205 product appeared to be a metathesis in an ammoniacal solution of ammonium sulfate. Molybdenum, as well as the alkali metal oxides, was removed from the red cake by this procedure at a modest expenditure of labor and reagents. When preparing vanadium oxide of higher grade, it was necessary to dissolve the red cake and reprecipitate the vanadium as ammonium metavanadate. Calcination at 450° C, decomposed the metavanadate and yielded oxide of about 99.5 percent V205. By recyrstallizing the metavanadate before decomposition, an oxide product approaching 99.9-percent purity was obtained.

"The Beal Mountain mine near Anaconda, Montana, is an interesting case history of a mine that has continued operations despite several large pit wall failures over a period of approximately 10 years. The largest event involved some 3.9 million tons of rock that has moved steadily at a rate of about 0.05 ft/day since 1992. This paper documents the geotechnical instrumentation and monitoring programs implemented at Beal to provide the company with a comfortable baseline that supported ongoing operations. The success and failure of a variety of stabilization measures will be discussed, along with typical instrumentation responses for several significant events. The success of Beal Mountain serves as a good model for mines faced with serious geotechnical challenges."

"The LaRonde mill was commissioned in 1988 and began treating ore from the Penna shaft in 2000. The mill has been expanded to accommodate 7,500 t/day, but ramped down to 6,000 t/day since the deep extension began. The process recovers gold, silver, and base metals. In 2008, the Goldex plant began trucking gold-pyrite concentrate to a treatment plant feeding pulp to the LaRonde mill, increasing gold output by 40,000 oz. In 2009, the high-grade Lapa ore processing facilities were annexed to the LaRonde plant, increasing gold output by 120,000 oz. This paper outlines the metallurgical considerations related to the treatment of different ore types.RÉSUMÉ Le concentrateur de la mine LaRonde a été mis en service en 1988 et a commencé à traiter le minerai du puits Penna en 2000. La capacité du concentrateur a augmenté afin de permettre le traitement de 7 500 tonnes de minerai par jour, capacité qui est retombée à 6 000 tonnes par jour (tpj) depuis le début de l’extension en profondeur de la mine. Ce procédé permet de récupérer de l’or, de l’argent et des métaux communs. En 2008, l’usine de traitement Goldex a commencé à transporter par camion du concentré de pyrite et d’or vers une usine de traitement alimentant en pulpe le concentrateur de LaRonde, augmentant ainsi la production d’or de 40 000 onces. En 2009, les installations de traitement du minerai à haute teneur de Lapa ont été annexées à l’usine de traitement de LaRonde, augmentant la production d’or de 120 000 onces. Cet article passe en revue les considérations métallurgiques liées au traitement de différents types de minerai.INTRODUCTIONThe LaRonde metallurgical plant in the Abitibi region of Quebec, Canada, evolved into a mature milling site following expansions in 2000–2003, thanks to improved processes, manpower, and water treatment capabilities that better accommodate the complex constituents of the LaRonde ore. The ore requires a sequence of grinding, copper- lead and zinc flotation, and precious metals leaching, ending with a carbon-in-pulp (CIP) gold recovery. A portion (35%) of the tailings is sent back underground as paste backfill after being treated with the SO2-air cyanide destruction process. The tailings area has a dedicated cyanide destruction and metal precipitation area through which the used water passes before returning as recycled water. A biological water treatment plant was built in 2004 to address water toxicity in the final effluent. The water toxicity was the result of the high sulfide content of the LaRonde ore (from thiocyanate or stable cyanide species buildup) and the use of 90% recirculated water in the mill. The water treatment plant uses bacteria to transform thiocyanate into nitrates and precipitate phosphorus from the water before it is discharged into the environment."

In flotation, particulate materials are separated by controlling the hydrophobicity of the particles using appropriate collectors. In this regard, contact angle (?) is the most important process variable. However, the flotation models used in industry today do not include ? as a parameter. As result, flotation circuits are designed based on the first-order flotation rate constants (k) determined from laboratory experiments. A problem with this approach is that laboratory experiments usually give substantially higher k values than achievable in full-scale operations, which makes it difficult to use the model for plant design. In the present work, we have developed a model from first principles using both surface chemistry and hydrodynamic parameters, such as ?, ?-potentials, surface tension (?), particle size, energy dissipation rate, etc. The basic approach is similar to the one developed previously for bubble-particle interactions under laminar flow conditions (Yoon and Mao, J. Colloid and Interface Science, 181, 61, 1996) except that the model parameters have been modified by considering the turbulence in a flotation cell. In addition, the model describes the recovery processes in froth phase, including bubble-coarsening due to coalescence. Based on this model, we have developed a computer simulator (FlotSim) that can be used to design flotation circuits from the mineralogical (or liberation) data on the feed and the hydrodynamic characteristics of a flotation machine. Since the model is dynamic, it can also be used for process control. Further, the simulator has predictive capacity as it is based on a first-principles model. The model-based simulator has been validated in a carefully controlled bench-scale flotation experiments. The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature of ash, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions~ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The use of an integrated software package to simulate and optimize the performance of mineral processing circuits is illustrated by three examples. Each represents application of the software and associated techniques to optimization of an existing plant. In the first example, a South-western U. S. copper company employs the method to simulate and improve performance in crushing, screening and SAG milling. A second copper producer evaluates equipment changes and flowsheet alternatives in a closed-circuit ball mill-cyclone operation. A Southeastern U. S. aluminum refinery optimizes performance of a dry milling and classification circuit for production of carbon particles used in anode casting. Graphical and tabular data describe the circuits simulated and the results achieved in each example.

As part of a general plan for control and economic utilization of the waters of the Missouri River Basin as well as development of its inherent power resources, the Corps of Engineers of the United States Army has under construction a rolled earth dam near the site of old Fort Randall in South Dakota. The dam is in Charles Mix and Gregory Counties on the Missouri River at a point about 922 miles above its mouth. It is approximately 125 air-line miles southeast of Pierre and 55 miles southwest of Mitchell, S. Dak. The storage reservoir to be formed by the dam will extend upstream for 150 miles and, at maximum operating pool level, will cover an area of some 107,000 acres. It will have a storage capacity of 6.2 million acre feat.

The mining industry is at a crossroad. To sustain our technically based society, demands for commodities are increasing, and exploration for these commodities is a must. The debate is between sustainable development and the status quo and begins with exploration, where it is determined if a mineralized area contains enough potential ore to be mined economically. Mineral deposits are relatively rare and depend upon certain natural geologic conditions to form and may not always occur in locations that are most suitable to society. Exploration can be compatible with environmental protection and social responsibility, but difficult challenges face the industry to develop a property that is environmentally, economically, and socially responsible.

Means of improving the U.S. Bureau of Mines Brattice Window Method have been investigated by Goodyear Aerospace Corporation (GAC). An extensive series of laboratory tests at GAC and a series of tests in three operating coal mines of the Bethlehem Mines Corporation were conducted. The GAC laboratory tests defined the window coefficients and the accuracy of the method using different measuring techniques for a range of window sizes and shapes with window areas from 0.0873 to 4.0 square feet for flow velocities through the windows of from 100 to 1000 FPM. The results indicated that for the range of window sizes and window flow velocities investigated a single window coefficient value can be used with little error for each window size and for each flow direction, for the investigated range of window flow velocities. The mine tests developed techniques for quickly erecting the Temporary Test Stopping (TTS) in a cross-out, making the measurements, taking down the TTS and moving it and the test equipment to the next cross-cut. The time period for the total cycle ranged from 15-45 minutes depending on the properties of the cross-cut's surfaces. The total weight of the TTS and test equipment carried by the two miners conducting the tests was approximately 40 pounds. Correlation was obtained between the sum of the leakage values past 10 consecutive individual stoppings using the brattice window method and the value for the difference in the airway flow values before and after the 10 consecutive stoppings when the value for the sum of the leakages for the 10 was significant when com¬pared to the airway flow values. The mine tests reiterated the importance of using the largest TTS window(s) consistant with making accurate anemometer measurements for the best results with the brattice window method.

Mill operating teams are expected to engage in a perpetual quest for process improvement – pushing the boundaries of practical process limits and testing new technology to achieve the next step-change in plant performance. Often the barrier to improvement lies in gaining management approval for process changes.Getting approval for investment in novel technology carries an added degree of difficulty, particularly in risk-averse operations, when it challenges conventional wisdom. A case in point is a new technology for controlling variability in slurry distribution. There is a widely held view that less-than-specified classification efficiency and spraying and roping of individual units in a hydrocyclone cluster, must be accepted as unavoidable. That these are wholly correctable deficiencies resulting from unequal loading of the individual units seems a bold claim. Wouldn’t the high turbulence of pumped slurries overcome all potential for segregation of solids? This paper discusses how the task of developing confidence in a new technology can be approached by a combination of physical modelling at small scale, and full-scale operating experience. Proving efficacy then leads to the next task: demonstrating value. Again, the particular technology serves as an example that could be of value to others developing relatively low-cost technologies. A high-pay-off as an investment may be achieved with improvements in metallurgical performance that are small in relation to normal process variations. This has led to an exploration of how process simulation modelling could be used, in conjunction with production data, to provide a benchmark for the expected change, which could be expressed in monetary terms.The next goal, which is currently being achieved in operating plants, is to realise the greater value now available through the optimisation of cyclone configuration, which becomes practical when the confounding effects of cluster instability are removed through equal loading.CITATION:Doig, S G, Algie, S H, Lovatt, I A and Knoblauch, E J, 2018. The Chagres Smelter, part of the Anglo American plc group, situated 80 Km north of Santiago in Chile, completed a series of operational improvement in 2005 resulting in an optimum capacity in its operational units. At present the Chagres Smelter has developed an operational strategy which seeks to reduce bottle-necks in the production process. In this way we have managed to lower operational cost, decrease energy consumption and maximize the capacity of the Acid, Oxygen, and Smelting, Converting, Refining and Casting units. A constant review of international benchmarks together with continuous staff improvement and the latest smelter technology have combined to place Chagres among the finest smelting works in the world. In response to environmental challenges, we have studied various options for investment that will yield a suitably profitable business to benefit both Anglo American and Chile. The most relevant technical indicators are: energy consumption=6,3 GJ/ton fine copper (1st in the world), intensity of smelting rate in Flash Smelting unit of 6,900 ton of copper concentrate/m2 of furnace area (1st in the world) and to be one of the top five smelters in achieving the lowest direct cash cost .
