The Allegheny County Sanitary Authority (ALCOSAN) adopted its Clean Water Plan (CWP) in May 2020, as part of a federal consent decree to comply with the USEPA’s Combined Sewer Overflow (CSO) Control Policy. Planned improvements include constructing a new regional storage/conveyance tunnel system, promoting green infrastructure/ source control, and expanding the treatment plant. Preliminary planning for the tunnel system was completed in October 2020. The Ohio River Tunnel (ORT) project is the first of three tunnel projects that make up the regional tunnel system. The ORT project began final design in 2021. This paper discusses the advancements made to the ORT preliminary planning concepts considering property availability, alignment optimization, tunnel boring machine evaluation, contract packaging and delivery schedules.

Effects of flux, vulcanizing agent and reductant on slag cleaning in new-type slag cleaning furnace (Φ3.6 × 8.1 m) were investigated under the conditions including smelting temperature of 1200 and 1250 °C, settling time of 30 and 60 min, and Fe/SiO2 of 1.7–1.9. The results show that addition of SiO2, B2O3 or CaF2 into original copper smelting slag can improve settling separation effect. Though no effect on copper recovery, addition of FeS can provide heat required by reaction with oxygen and reduce copper dissolution in spinel phase and slag. Copper content in discarded slag can be controlled at 0.26% under the optimum comprehensive conditions with ratio of oxygen to natural gas of 1.6.

Emeritus Professor David Robertson of the Missouri University of Science and Technology was born in Dublin Ireland on 29 December 1941. His father was a merchant navy Captain who served during WWII and during David’s early years his family lived in Dublin and Donegal where David went to the local elementary school. In 1954 he moved to London with his parents and attended Highgate School before commencing metallurgy at the Royal School of Mines, Imperial College, London in 1960.

"The first study of this subject has been made in Illinois, but as opportunity affords, similar studies will be made in other States. It is hoped that the data obtained will assist the coal—mining industry to standardise the forms of leases, and so avoid some of the abstruse and ambiguous clauses which may be found in many of then and the consequent liability of costly litigation.In some of the publications of the Illinois Mining Investigations prepared under a cooperative agreement with the U. S. Bureau of Mines, the Illinois State Geological Survey and the Engineering Experiment Station of the University of Illinois, the coal areas of the State have been dividedinto eight geological districts, each district being treated separately.report covers District No. VI of that classification, and it is hopedstudies of the other districts will be completed in the near future and similar results published.The report includes a short description of the geological condition the character and quality of the coal and the nature of the surface, data for which have been taken largely from the Illinois Geological Survey publications.Mining methods and percentages of recovery are mentioned, together physisal conditions, market and transportation facilities, because all of these factors have a bearing on royalties and leasing conditions."

The primary objective of this Bureau of Mines research was to measure the size distribution of respirable quartz collected at metal mines, nonmetal mines, and processing plants to select the best reference standard for use in quantifying quartz in mine and plant dust samples. The secondary objective was to size all the nonquartz particles collected at the same sites. Particle size measurements were made on 29 samples using a scanning electron microscope in the backscatter mode of operation, interfaced with an image analysis system. The Mine Safety and Health Administration, Denver, CO, provided the 29 samples, which were collected at mines and processing plants in 19 states. The accumulated particle size measurements indicate that NBS 1878, minus 5-f.lm Hin-U-Sil, and minus 5-f.lm Supersil would be preferred over Silver Bond B as reference standards for most quantitative determinations by X-ray diffraction and infrared spectrometry. The respirable dust samples collected at sand plants, however, would be better served by a new reference standard having a quartz particle size distribution of approximately 2.2 um, as none of the four existing reference standards matched closely with them. Commercially available NBS 1878 and minus 5-um Hin-U-Sil CQuid be used as reference standards for 28 of the 29 samples studied in this investigation.

In- situ rock stresses were determined by flatjack and borehole - deformation methods . Estimates of the stress distribution around a flatjack were obtained by a combination of flatjack and borehole - gage techniques . The investigations were part of a study , conducted jointly by the State of California and the Federal Bureau of Mines , to determine the stress in rock at the site of an underground powerplant for the Oroville Dam near Oroville , California . The stress distribution around each of three flatjacks was nonsymmetric ; however , stresses obtained from 9 flatjack and 157 borehole measurements are considered reasonably accurate for engineering purposes . The stress near the edge of the openings is between 800 and 1,600 psi ; the stress in the undisturbed rock is approximately 500 psi , nearly hydrostatic .

This paper examines how legislation and regulation can be external drivers of technical change in mineral processing and extractive metallurgy and how the industry can respond. Two examples are considered; the production of copper metal from concentrates and the cyanide process for gold production.The Clean Air Act (1970) in the USA initiated a wave of attempted innovations in the extractive metallurgy of processing copper sulfide concentrates to meet forthcoming standards on sulfur dioxide emissions. Interestingly, a satisfactory technical solution existed (flash smelting and gas capture) but had not been widely adopted.Nearly fifty years later the primary copper industry finds itself with new challenges. One major challenge is how to deal with the increasing level of arsenic in copper concentrates. Most countries impose an upper limit on arsenic in imported concentrate; typically, 0.5% As or less. Higher arsenic concentrates can be blended with cleaner ones to meet the limit, but this tactic cannot be used indefinitely as the average arsenic level of global concentrates rises inexorably. Further, smelters (often in urban locations) cannot be expected to deal with both ever-increasing arsenic in the feed and stricter restrictions on emissions and disposal. A rising “inventory” of primary copper deposits are already constrained from development by high arsenic concentrate. These deposits will need to be developed if future copper demand is to be met. An economic and technical solution to arsenic is needed. The gold industry may also face challenges in the use of cyanide, by far the dominant lixiviant used in gold and silver production. Public perception has driven restrictions on the use or transport of cyanide in some jurisdictions. History suggests that such pressure is only likely to increase. While there are several alternative lixiviants, none can yet match the utility and economics of cyanide.Such important issues will not be resolved by incremental change or new equipment items. They require development of new process technology - a tectonic event rather than an incremental change. It requires sustained effort (and expenditure) over decades and is very unlikely to result from “business as usual” for producers, suppliers or academics. Past major process developments were driven by a dire need for economic survival or by legislative change. Abstract-Most large skarn deposits are zoned in both space and time relative to associated intrusions. Zonation occurs on scales from kilometers to micrometers, and reflects infiltrative fluid flow, wallrock reaction, temperature variations, and fluid mixing. The most spectacular examples of skarn zonation usually occur at the skarn-marble contact, where transitions between monomineralic bands can be knife sharp. Other small-scale examples occur in zoned veins and individual mineral crystals. Although, visually striking and scientifically interesting, in mineral exploration these small-scale variations are less useful than deposit- or district-scale zonation. In most skarn systems there is a general zonation pattern of proximal garnet, distal pyroxene, and vesuvianite (or a pyroxenoid such as wollastonite, bustamite, or rhodonite) at the marble front. As well, individual skarn minerals may display systematic color or compositional variations within the larger zonation pattern. Such patterns are reviewed for 14 well-studied examples of Cu, W, Sn, Au, and Zn-Pb skarns. In addition, many deposits have endoskarn or other alteration of the associated intrusion, and recrystallization or other subtle changes have occurred in the surrounding wallrocks. Copper skarns, such as Mines Gaspé in Quebec and Big Gossan in Irian Jaya, have high ratios of garnet:pyroxene and are zoned outward from the intrusion, to garnet, to pyroxene, to massive-sulfide replacement and vein deposits. Garnets in Cu skarn are Fe-rich and change from dark red-brown near the intrusive contact to paler brown, green, or yellow in distal locations. Pyroxenes in Cu skarns are pale and diopsidic near the intrusion, and become darker and more Fe- and Mn-rich away from the intrusion. Tungsten skarns, such as Salau and Costabonne in France and Pine Creek and Garnet Dike in California, have intermediate ratios of garnet:pyroxene, are more extensive vertically and along strike than perpendicular to the intrusive contact, and have zonation patterns commonly complicated by overprinting of metamorphic lithologies. In W skarns, garnet is commonly subcalcic and the pyroxene is Fe-rich, reflecting particularly reducing wallrocks or great depth of formation. Tin skarns, such as Dachang in China and Moina in Australia, also can have subcalcic garnet and Fe-rich pyroxene, but this reduced mineral assemblage typically is due to an association with reduced S-type granites. Tin skarns differ from most other skarn types in having a late greisen stage that may replace earlier Sn-bearing calc-silicate minerals, thus liberating Sn to form cassiterite. Many high-grade Au skarns, such as Hedley in British Columbia and Fortitude in Nevada, have low ratios of garnet:pyroxene and are associated both with reduced plutons and reduced wallrocks. Goldrich zones occur in Fe-rich, pyroxene-dominant, distal skarn. Zn-Pb skarns, such as the Yeonhwa- Ulchin district in Korea and Groundhog in New Mexico, have low ratios of garnet:pyroxene and generally form distal to associated intrusions. These skarns also are zoned from proximal garnet to distal pyroxene and pyroxenoid (bustamite-rhodonite), with significant zones of massive sulfides within and beyond skarn. Manganese enrichment of most mineral phases, particularly pyroxene, is characteristic of distal zones. Fundamental controls on skarn zonation include temperature, depth of formation, composition and oxidation state of associated plutons and wallrocks, and tectonic setting. Most W skarns form at relatively great depth, 5 km to 20 km, with extensive high-temperature metamorphic and metasomatic mineral assemblages. In contrast, most other skarn types are relatively shallow, <10 km and mostly <5 km, with limited, lower temperature metamorphic aureoles. A consumable-electrode arc-melting furnace was constructed at the Bureau of Mines Physical Metallurgy Laboratory, College Park, Md., for the production of uncontaminated titanium and titanium-alloy ingots. The furnace was designed to allow for evacuating to very low pressures and back filling with helium and argon mixtures for melting at or near atmospheric pressure. Vacuum melting at a few millimeters pressure was also used with a mixture of helium and argon gas sweeping the crucible. For research purposes a 25- to 30-pound ingot, 4 inches in diameter by 15 inches in length, was selected to provide, enough 1/2-inch plate for extensive tensile and impact testing of standard size specimens. Enough plate was also provided for testing by other Government laboratories. The homogeneity of several alloy ingots was determined, and excellent results were obtained. By using a large electrode-to-ingot-area ratio and high currents or power inputs to the arc furnace rather uniform ingots were routinely prepared.

A hvab coal was carbonized in a closed system at 600 ° C and 40 to 1 , 200 psig to produce a high- Btu gas and char . By retaining the volatiles within the system, it was possible to virtually eliminate production of tars and oils . Depending on pressure and residence time , yields of combustible gases (72 to 92 percent methane ) amounted to 4,000 to 6,000 cubic feet per ton of maf coal and gross heating values of these gases varied from 830 to 960 Btu per cubic foot . Yields of char (maf ) were about 1,600 pounds per ton of maf coal . Increased residence time favored production of gases but reduced their heating values , whereas increase in pressure resulted in somewhat higher heating values and lower production . Similar effects were observed from the carbonization of a low- temperature tar . If these results could be translated to an economical carbonization process for producing high- Btu gas from coal , the demand for coal could be expanded by 40 to 50 million tons per year . Because of large yields of char , a process of this type would obviously have to be integrated with coal - fired power plants . Fortunately , operations could be conducted at essentially atmospheric pressure as product gas under this condition can be obtained in satisfactory yields and with good quality .

The mining industry, like most other industries, has had a difficult couple of years. What are your thoughts on the industry?s direction in the next few years? I am bullish on our industry. There is no question in my mind that the quality of life we enjoy today is largely a result of our past successes in the minerals and mining sector. I am equally certain that the sustainability of that quality of life and the aspirations of the rest of the world to attain that same level of lifestyle will depend hugely on our future successes and will be the driver for our industry to continue to excel and prosper. Surely, there are going to be challenges along the way. These challenges are not only from the public, regulators and various governing bodies, but also from our industry?s own self regulating efforts. However, we have demonstrated throughout the past several decades that we have the capability to meet these challenges head on and come out ahead.

In addition to capital and operating costs, the accurate estimation of ore reserves is a key component to the successful outcome of any feasibility study. In recent years, there have been many project failures caused by the improper estimation of ore reserves. The accurate estimation of an ore reserve relies heavily on an understanding of the geology and the underlying assumptions unique to the estimation techniques being used. These assumptions are reviewed, and the shortcomings of the estimation techniques and their possible impact on a given project&apos;s economics are discussed. The latest developments in geostatistics in overcoming existing reserve-estimation problems are presented.

The St Lawrence Seaway, a deep-water canal system between Montreal and Lake Ontario, was opened for navigation on April 25, 1959. Prior to the opening of the new Seaway, small boats known as canalers and a few deep-sea carriers, primarily from Norway since World War II, were the only ships able to journey past Montreal into Lake Ontario through the old Canadian St. Lawrence canal system. Thus it was necessary for many tons of bulk and general cargo to be shipped all-rail to and from Atlantic ports or to be transhipped to and from canalers. With the opening of the new Seaway, large Great Lakes bulk carriers and a much larger percentage of the world&apos;s shipping fleet are now able to sail directly from the sea to the heart of industrial North America. In this paper, the historical events leading up to the construction of the Seaway and the physical nature of the Great Lakes transportation system are briefly reviewed. Following this, an attempt is made to evaluate the effects of the new Seaway on Canada&apos;s mineral industry. Because the Seaway has been in operation for only one season, this paper must be considered only an interim report. Because of the importance of the Seaway to iron ore, this commodity will be dealt with in detail, although the effect on other mineral commodities such as coal, petroleum, nonferrous ores, iron and steel will be mentioned. At this time the author wishes to thank the various company and government officials who provided both factual information and critical opinions.

Sound Transit’s ST3 program will add 62 miles of light rail to the Puget Sound area, including connections to the neighborhoods of West Seattle and Ballard. These connections include considerations for both elevated and tunnel alternatives in West Seattle and Ballard, as well as a new tunnel and six underground stations in the densely developed downtown Seattle. This paper describes the conditions and constraints along the corridor, and the latest development in the ongoing process to plan the underground guideways and stations.

"A reliable determination of the in-placed cement factor, as defined by mass of cement over volume of final element of treated soil, allows the optimization of cement usage to achieve treated soil requirements. Cement determination tests were performed on soil-cement samples, both fresh (as per ASTM D5982) and hardened (as per ASTM C1084). This paper reviews the calibration work required for the D5982 determination of cement content by the heat of hydration method used on soil-cement samples obtained by wet-grabbing. Using the correlation curves in the field provides a rapid assessment of cement content hence optimizing the cement injection rate to match laboratory tests previously conducted. Cement determination tests on hardened soil-cement specimens from wet-grabs and cores were performed using the oxides method. Samples, both cored and wet-grabbed, were tested in a given cement-treated element, and in different soils to inform on the expected variation in cement content from field installation. Results indicate that both cement determination methods are valid for forensically determining cement contents and that they provide better assessment than the conventional field reporting methods. The methods can be used to optimise the cement usage as well as for Quality Assurance, especially when coring quality is poor.INTRODUCTIONThe degree of improvement, and inherent strength, which is attained in a deep-mixed soil is a function of many factors. The binder type, the existing soil, the mixing conditions and the curing conditions are the categories of factors influencing the strength of a given cement-treated soil as agreed by the deep mixing community and as summarized by the Coastal Development of Technology [CDIT] (2012). Given a site with existing soils and conditions requiring soil improvement using a given binder, the designer and/or contractor can control the mixing conditions. Mixing conditions are inclusive of the degree of mixing, mixing duration and the quantity of binder. Once a deep mixing method has been chosen to mix optimally the in-situ soil, the quantity of binder is the only remaining factor to be optimized. The quantity of binder, in the construction industry is commonly referred to as the field binder factor [ar] and defined by the mass of binder over the volume of soil treated with kg/m3 as unit. In research, the quantity of binder is referred to as the binder content [Cc] and expressed as a ratio of the mass of binder over the mass of dry soil mixed."

"The Central Canada Potash facility, a division of Noranda Metal Industries Limited, is located 3 kilometres south of the junction of Highways 16 and 2, about 75 kilometres south-east of Saskatoon, Saskatchewan. The site occupies 26~ hectares of land and includes well-equipped machine and electrical _shops, a 325,000-tonne muriate storage and reclaim warehouse, a stores warehouse, processing plant (mill), two mine shafts (one for production, the other for servicing and personnel transport), as well as a two track product loading complex. Access to the site is by road and railway (CN and CP Rail). Suppliers of operating and maintenance use both means of transportation, whereas muriate shipments are entirely by railway.Currently five continuous mining machines - one a Goodman 526 borer and four Marietta 911-A units produce some 10,500 tonnes of ore per operating day. A smaller Voest-Alpine Af.1-100 boom type miner is used for floor cutting which was previously done by a production unit. In order to maintain safe, competent ground conditions only 35 percent of the total ore is extracted. At this rate mine reserves are deemed adequate for about 100 years. The plant has operated since August 1969 and has a current practical annual capacity of 1,270,000 tonnes of muriate. As of June 30, 1981, some 11.9 million tonnes of muriate had been produced from 31.4 million tonnes of ore. Of the total muriate, 6.1 million tonnes was granular, 4.8 million was coarse, and 1.0 million was standard. No standard product has been made since August 1978."

Wind turbine components undergo many loading cycles during their operational life. Additionally, wind turbines may undergo extreme loading conditions from natural hazards, mechanical failures, or emergency stops. Current design practice for the foundations of wind turbines accounts for these complex loading conditions through a simplified pseudo-static approach based structural loading combinations. A rotational stiffness for the foundation is estimated from the pseudo-static analysis and then compared to an acceptable minimum rotational stiffness provided by the turbine manufacturer. These minimum rotational stiffnesses are based on dynamic analysis of the tower and nacelle system with the foundation represented as linear springs. This approach provides a reasonable approach to the foundation design but does not accurately capture the true dynamic performance of the entire soil-foundation-tower-nacelle system. This becomes especially important for pier-type foundations, which are being more commonly used to support modern and future generations of larger turbines. Additionally, the dynamic performance of the foundation will vary as the adjacent soil undergoes a large number of loading cycles of varying strain magnitudes. In this study, the full turbine-tower-foundation-soil system was modeled using finite element methods. An advanced non-linear soil constitutive model and dynamic loading time histories were used to investigate changes in stiffness of the soil, and the possible impact on the dynamic response of the system. Results were compared to conventional design methodologies with the goal of reducing foundation capital costs while avoiding increases in O&M costs and which can lower the LCOE of wind energy.

Blast patterns span zones of high and low grade ore, as well as zones of waste, and selective excavation is required in order to maintain economical head grades for the carbon-in-leach processing plant.

The purpose of this standard is to provide a method for testing of cushion materials that leads to uniform results when employed by various organizations and laboratories. The load-deflection characteristics measured using this method are intended to provide input data for analysis of pile driving, as in wave equation analysis of pile driving. It should be recognized, however, that there are several factors which may cause a difference in performance between the test samples under laboratory conditions and actual cushion materials under pile driving conditions. These factors include variations in material properties from sample to sample, compaction and/or deterioration of the materials with use, eccentric loading due to misalignment, confinement effects or the cushion container or inter layered materials, head buildup, rate of loading, etc. In order to obtain representative load-deflection characteristics, therefore, testing of cushion specimens which have been subjected to actual pile driving conditions is encouraged 1 such specimen should be tested at various stages of the useful life of the cushion. The users of the data are cautioned to determine if the particular wave equation program they are using requires either the secant or tangent definition of the stiffness and modulus of elasticity.
