The Henderson Mine is a large underground panel cave molybdenum mine located near Empire, Colorado. Secondary blasting requirements have varied from one shot per 27 tonnes (30 tons) to one shot per 900 tonnes (1,000 tons) of ore. Geology, structure, cave abutment loads, and location of the ore in the column all affect the amount of oversize boulders (greater than three-fourths cubic meter or one cubic yard) that require secondary breakage. The primary method of breakage utilizes cone charges (plastic funnels filled with an emulsion) placed on accessible oversize rocks. Hangups in the brow area of the drawpoint are drilled with a self contained diesel hydraulic drill and loaded with gelatin dynamite. High hang-ups located beyond the reach of the secondary drill are "bombed" in with strategically placed emulsion bundles or ANFO bags loaded in place though a sectioned aluminum pipe.

Introduction In April 1998, AIS Sommer GmbH of Germany delivered the first laser-induced fluorescence (LIF) analyzer to the mining industry. LKAB's Kiruna iron ore mine in Sweden shared the costs and the risk of building the prototype. This marks the beginning of LIF analysis as a technique for quality control in mining and mineral processing. Photoluminescence analysis is well established. In most laboratories, fluorescence spectrometers are standard equipment for quality or pollution control. LIF is being used in several applications, including combustion studies and particle image velocimetry. However, it has mostly been used in laboratory environments. The availability of rugged lasers for industrial use brings this powerful tool to the forefront of production, even in the rough conditions found in mining and minerals processing. Laser-induced fluorescence Basics. Fluorescence of naturally occurring minerals has fascinated man since scientific investigation of this phenomenon commenced about 200 years ago. However, importance in industrial application and peripheral activities. Hand sorting of ore under ultraviolet (UV) lamps is seen as an archaic method. Long gone are the days when geologists set out at night with UV hand lamps to find valuable ore deposits, especially those of tungsten. Today, fluorescent minerals are considered collectors' items and museum exhibits. In the late 1960s (Hemphill, 1968) and during the 1970s, attempts to use lasers for excitation of fluorescence in minerals led to the development of an airborne fluorosensor (Seigel and Robbins, 1980). However, this prospecting technology did not gain industry acceptance and vanished from the market. During the past seven years, ongoing research of the LIF of minerals resulted in new findings that give good reason to revive the interest in fluorescence and its use in the mineral industries (Broicher and Zydek, 1995; Broicher, 1998). Fluorescence is defined as the short-lived form of photoluminescence, in which matter emits visible radiation during and after irradiation with light – the fluorescence generally being of a longer wavelength than the irradiation. Fluorescence of matter is described by: • the absorption spectrum, • the emission spectrum, • the decay curve and • the quantum efficiency. The absorption spectrum shows the fluorescence intensity in a fixed spectral band as a function of the excitation wavelength, while the emission spectrum shows the fluorescence intensity at varying emission wave- lengths for a fixed excitation wavelength (Fig. 1). The decay curves describe the exponential decrease of the fluorescence intensity with time. The quantum efficiency is the ratio of irradiating energy to emitted energy. FALKIE, DIRECTOR, BUREAU OF MINES, U.S. DEPARTMENT OF THE INTERIOR, BEFORE THE FALL MEETING OF THE SOCIETY OF MINING ENGINEERS, AIME, ACAPULCO, MEXICO, SEPTEMBER 23, 1974 This is a time of uncertainty on the world mineral scene. For some of the world's so-called "developed" countries, reserves and production of key minerals are running low. And, we have learned that the energy so essential in recovering and processing minerals can suddenly be in short supply. The prospects for a "no growth" situation in energy or mineral consumption are practically nil. Moreover, the world's economy is in flux, casting doubt on whether traditional mineral customers will continue to be able to buy, or for that matter, whether traditional suppliers of minerals will continue to sell. It is clear that the mineral situation is contributing to world inflationary pressures, which incidentally are most damaging to developing countries. So it is appropriate that SME members devote this session to the world mineral situation, and consider some of the opportunities and responsibilities that we will inevitably encounter as the future becomes the present. The opportunities, to me at least, are especially intriguing, I have the good fortune to be part of an organization that has an enormous capability and responsibility for dealing with mineral problems. The Interior Department's Bureaus, including the Bureau of Mines, have been around for a long time. They are. a prolific and reliable source of both mineral information and mineral technology.

In recent years, there have been many articles and papers written on the use of specially designed belt conveyor systems in mining operations, either economic studies or actual experience. These papers generally conclude that the use of these systems can reduce overall costs from 10% to 40% over conventional methods using general purpose equipment (truck/shovel, scrapers, etc.). However, they also generally conclude that conveyor systems are inflexible and capital intensive. With the increasing cost of mobile equipment, the capital cost conclusion is losing steam, particularly when the costs of maintenance shops, road and ramp construction and other related start-up costs are thrown in. Attention here will be focused on answers to flexibility related questions, but first, a look at costs in general. Basic production economics tell us that when we have a small job to do, it is cost effective to use simple, low cost, general purpose tools which will have a minimum impact on total cost. It also tells us that when we have a large project, we can employ methods using special, relatively expensive production tools. Figure 1 illustrates what occurs on projects, of different sizes, with various quantities of production. With small quantities of work, the cost per unit of work starts out much lower using general purpose equipment, rather than using special purpose methods and equipment. However, at a relatively low quantity of work, the cost hits a lower limit and, regardless of how great the quantity of work, the unit cost can never go any lower.

About 1/3 of the world's supply of phosphate rock is produced in a relatively small area of the Florida peninsula east of Tampa. Until this past year, a circle with a radius of about 25 miles and centered on Bartow would encompass the major producing areas. During the past year producing areas have opened in North Florida which promise to vie with the Polk-Hillsborough County area in terms of proven reserves. In addition, new phosphate production is planned for counties to the south and west of the present fields. From the existing production areas, however, more than 19 million long tons of phosphate were mined in 1965. As mining engineers most of you probably are familiar with the methods of mining and beneficiating the pebble phosphate rock. You thus recognize that, although some water quality problems may arise from these processes, there is no potential air pollution problem. To make an economically useful product, however, further processing must take place. It is from this additional processing that potentially damaging materials may be discharged to the atmosphere.

Oleic acid has been almost invariably used in the flotation of siliceous fluorite ores. The performance of oleic acid, however, deteriorates with carbonaceous fluorite ores. Oleoyl sarcosine developed recently has been found to produce results superior over oleic acid with ores containing high calcite contents. While the mechanism of oleate adsorption is usually considered as chemisorption involving calcium oleate formation on both calcite and fluorite, no mechanism has been so far proposed to explain the adsorption mechanism of oleoyl sarcosine. In this study, the selectivity of oleoyl sarcosine, as inferred from flotation, zeta potential and infrared measurements, is ascribed to the interaction of fluorine ion to the nitrogen via hydrogen bonding.

I work as the Bureau's Liaison Officer for Colorado and am one of 38 Bureau employees who are stationed, for the most part, in state capitals across the nation. These offices serve all 50 states and Puerto Rico--some being assigned more than one state. Our primary task is to seek ways to achieve a closer and more productive relationship between State agencies and the Bureau of Mines. In 1970, when the Bureau initiated this nationwide system, our activities were limited to mineral supply operations. The potential of the program was soon recognized and Liaison Officers became the personal representatives of the Director and responsible for con- ducting the business of the Bureau that is best handled at the local level. Knowledgeable in the total operations of the Bureau, Liaison Officers are a primary point of contact for the public and for you to obtain information and, again, for you to provide the government with insight into the difficulties you have in providing this nation with an adequate supply of industrial mineral materials.

The January 1988 issue of Engineering and Mining Journal includes two short articles on blasting practices in surface gold mines (Anon., 1988 ; Carr , 1988). A reader of these articles learns, among other things, that a "12 x 13 ft" blasting pattern is used at the Carson Hill Mine, and a "17-ft burden and 18-ft spacing" is used at Echo Bay Mineral's Borealis operation, while at Mascot's Nickel Plate Gold Mine "ore shots are on a 10 x 10 ft" pattern. Like a new edition of the World Book Almanac, these articles are overflowing with useful tidbits of technical data; but, they never mention why the particular blasting patterns were selected. A survey carried out during the Winter of 1988 at six surface gold mines in the western United States also failed to produce a satisfactory answer. The responses from mine planning engineers to the question "why is your blasting pattern X by Y", reduced to "we use X by Y here because we used X by Y at our last operation, and it worked ok." Certainly, with the available decades of experience and professional practice in blast holes design, rock fragmentation in surface mines has been thoroughly investigated. However, and this is the central issue, fragmentation of the rock is not the primary purpose of most rotary drill holes in surface gold mines. The structure, properties, and composition of commercial chelating-type copper extractants are examined. Characterization of these extractants was accomplished using organic separation techniques and analytical tools such as NMR and IR. Results indicate that only the trans isomer of the diphenylhydroxyoxime (LIX (R) 64N) is capable of copper chelation. The effect of the structural modification of the extractants on the extraction and stripping reactions are discussed.

Accurate, repeatable density measurements of a coal-magnetite-water slurry are difficult to achieve using a nuclear density gauge. Changes in the coal-to-magnetite solids ratio cause fluctuations in the readings of nuclear gauges. To investigate this problem the Electric Power Research Institute's Coal Cleaning Test Facility compared the performance of a nuclear density gauge on a coal-magnetite-water slurry with the performance of a differential pressure gauge modified with a new pressure sensor. A second aim of these preliminary tests was to determine if the differential pressure gauge is also sensitive to the type of solids in the slurry. This paper explains current slurry density measurement practices, describes the nuclear and differential pressure gauges used in the CCTF tests, and presents test methods and results.

Open pit mining, always a demanding task, faces two relatively new problems today: 1. Availability of equipment. Moderate to large draglines can take as long as 6 years from date of contract to date of operation. 2. Environmental restrictions. Strip mining in the minds of environmentalists compares unfavorably on the scale of social desirability to the activities of Jack the Ripper and Attila the Hun. Specifically, lowering of the water table to allow strip mining in the dry is being looked upon with increasing disfavor. The modern dredge offers relief in both problem areas. Delivery on a major dredge might run 18-24 months rather than 60; and lowering of the water table is precluded, thus minimizing environmental objections. In addition, a lower first cost and potentially increased efficiency may offer real advantages to the miner who is forced away from his traditional mining methods. This talk is dedicated to acquainting the miner with dredge types, advantages, and limitations.

Profit, product quality, speed of operations, reliability, operator confidence, safety and environmental improvements have all been enhanced as a result of the recently completed maintenance, renovation and construction program at Crown Central Petroleum Corporation?s (Crown?s) coke calcining unit at its Pasadena, Texas refinery. (Figure 1) BACKGROUND The calcining unit was built in 1969 - 1970 and has been operated continuously. Approximately 400 to 500 TPD of high quality metallurgical grade coke is manufactured, stored, and shipped to consumers. About 1/2 of the feed stock to the calciner is manufactured in Crown's coking unit and the remainder is received, via barges, from various sources. The green coke is off loaded from the barges with a conventional grab crane that discharges into a small travelling hopper over a conveyor belt that feeds a radial stacker, which forms a stockpile on the ground. The green coke, from the coking unit at the refinery, is moved to the calcining unit with front end loaders. Reclaiming from the stockpiles is also done with front end loaders. The coke is primarily handled by covered conveyor belts. The finished product is stored in steel silos and can be shipped via railroad cars, but the majority of it is shipped out in ocean going bulk carriers. Maintenance work in the calcining unit is performed by Crown's refinery maintenance department on an as needed, on call basis.

A theoretical and experimental study was made of the surface phenomena occurring in a silicate - sulfonate system and a silicate -amine system, Experiments were conducted varying the collector concentration to examine its effect both on the total surface sorption and the rate of sorption. The results were compared to a theoretical model based on a Langmuir-type isotherm, Finally, the flotation behavior of selected silicate minerals was predicted from the sorption results and an explanation for the flotation of silicates postulated on the basis of both the theoretical predictions and experimental data.

Prior to 1912, coal research for Republic Steel, Corporation was limited to a periodic box test conducted in a commercial coke oven. Then in 1912, a Koppers movable-wall test oven was -built to research wall pressures for selected blends and to conduct other varied research work. In the 1950's economic pressures caused a reassessment of position resulting in the establishment of a Coal and Coal Chemical research group in 1956. In 1958 this group, along with other groups of research endeavor were incorporated into the new Republic Steel Corporation Research Center at Independence¬ Ohio. Currently this section is divided into four groups. 1) Coal Preparation, 2) Coal-Chemicals, 3) Coal Characterization, and 4) Coal Carbonization. The objective of each group is described, and a brief listing of the work done under the first three groups is indicated. A more detailed description of the studies by the Coal Carbonization group of the coking characteristics of Republic Steel Corporation's coals as blended among themselves or in conjunction with selected purchased coals follows. The wall pressure, contraction, and stability index criteria are specified, and the method of assessing these criteria as a function of blend composition is indicated.

The selection of efficiency machinery for an underground mining system is a highly skilled art. Modern techniques of mining, based on sound engineering principles, increase the probability of success. These techniques alone, however, will not guarantee maximum productivity. Human judgement, based on experience with mineral seams and geological conditions, remains the single most important input of the decision-making techniques in selecting high production equipment. The myth of a "Scientific Selection Factor" is absurd. The belief that such a factor exists can waste the time and resources of mining management. Until now, mineral extraction from the original desposit has defied all attempts to systematize the knowledge. Computerized programs are excellent for solving underground transportation and ventilation problems. The variables can be defined by mathe¬matical techniques in this type of problem. By the same, token, "Trial and Error" is not an acceptable method in today's technology-minded world. The candid truth of the matter is that practically nothing is known of the phenomenon of extracting a mineral from the solid. Likewise, local conditions make it nearly impossible to predict accurately the reaction of surrounding strata after the mineral has been removed. The unpredictability of the environment resulting from extracting minerals underground will remain a challenge to mining engineers for many years. In fact, we are barely beyond the trial and error stage at this point in time.

The mechanistic or phenomenological approach to ball milling involving the, concepts of particulate selection and breakage functions with particle population balance models has been well established over the past decade (c.f., the review articles by Austin (1) Herbst and Mika, (2) and Snow (3)). Initial efforts to apply this approach concentrated on batch milling, but since most milling in industrial practice is continuous, much recent research has been directed to extending this approach to continuous milling. The primary difference between batch and continuous milling processes is the relative importance of material mixing and transport in the mill in the latter case. Much analytical (4-8) and some experimental (9-15) work on the effect of mill mixing and transport on milling has been recently reported. Much of the analytical work has naturally centered around extension of the well-developed concepts that have been applied to chemical reactors, (16-18) Fortunately, it has been found(1) that most milling processes are analogous to first-order chemical reactions so that the combined effects of material transport and reaction (breakage) can be handled by the relatively simple segregated flow concepts. [First of all I want to thank the Society of Mining Engineers of AIME for the opportunity to present what Industrias Penoles, S.A. is doing in Mexico to reach the basic objetive of the enterprise without compromising, in short or long term, the living conditions of the community or attempting in an irreversible form against Nature. Industrias Penoles, S.A. is one of the largest mining and metallurgical companies in Mexico. It was founded in 1887 and at the turn of the century installed a lead smelting operation close to the village of Torreon, which became city five years after the start up of the Penoles smelter. Now Torreon has a population close to 300,000 inhabitants. In 1974 Penoles is still the largest industry in Torreon and the dynamic growth of the city is close related to this factor. Today Penoles in Torreon has a lead smelter with a capacity of 130,000 metric tons/year of bullion, an electrolitic zinc plant of 105,000 metric ton/year, and it is modernizing its lead smelter to control pollution and expand it to 190,000 metric ton/year of bullion including all the services and refinery. The Penoles complex in Torreon is the biggest in the non-ferrous metals field in Latinoamérica.]

The Province of Ontario covers an area of some 400 thousand square miles, however the subject I will be talking about today, the licencing of pits and quarries in southern Ontario, refers to about one quarter of this total area but contains better than 93% of the total population of the province or about 8 million people. Southern Ontario had and still has many inviting features to industry. The Great Lakes almost surround us, hydro power has been relatively inexpensive and abundant, but more in line with our topic today are the ample deposits of sand, gravel and limestone, all of which are used directly or indirectly throughout and are the mainstay of our construction industry. I say we are fortunate to have these non-renewable resources in abundance in close proximity to our industrial and metropolitan areas, but like so many of our resources we have taken them for granted for too long. What has happened in our case, as I am sure is common in many of your own similar situations, because of the recent, current popular trend by naturalists and environ- mentalists to preserve our natural heritage at the expense of all else, through parklands and indiscriminate zoning policies, these once abundant reserves have been tremendously eroded.

The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.

The term "finite element analysis" is heard and seen in print a great deal these days; a few words on what precisely it is are in order. In the broadest sense, finite element analysis is an application of an idea developed by a nineteenth century mathematician named Rayleigh. His basic idea was to decompose any problem in mathematical physics into a large number of simpler problems, solve the simpler problems, and then put those solutions together to form an approximation to the solution of the original problem. The scheme works nicely because of two features: first, much of the difficulty in solving practical problems of mathematical physics stems from irregularities in the boundaries and the simpler problems can be chosen with regular boundaries and second the smaller problems are solved for small physical areas where simple approximations of the solution do not differ much from the true solution. In the narrower sense, in which we are now interested, finite element analysis is a technique of using imaginary simple structural elements to construct analytical models of real structures. A direct parallel with the Rayleigh approach exists since the "finite elements" have simple boundaries and are restricted to simple behavior within a single element. Although the correspondence between Rayleigh's ideas and finite element analysis is now widely recognized, the computational tool, as it has developed over the last thirty years, comes not from the discipline of physics but rather from that of structural engineering.
