NEW ROUTES - 63rd STREET CROSSTOWN The New Route construction along East 63rd Street in Manhattan began in 1969 with the East River tunnel connecting Manhattan and Queens. The 63rd Street Line, once in Queens, is planned to connect to another new route called the Queens By Pass or Super Express (See Exhibit 1) which would connect to the Queens Boulevard Line at Forest Hills. The purpose of the Queens By Pass was to alleviate subway congestion to and from the Borough of Queens, whose population had rapidly expanded during and after World War II. The existing Queens Boulevard subway lines (the "E" and the "F" trains) are almost filled to capacity at their terminal stations with passengers from Long Island. Passengers boarding trains enroute from the local Queens stations have difficulty boarding crowded trains, and, at times, cannot board the trains. The New Routes, thus, were to give additional train capacity into Manhattan and thereby relieve the crowded conditions along the Queens Boulevard corridor. PROFILE - METHOD OF CONSTRUCTION The portion of the New Route passing east-west under East 63rd Street on Manhattan (See Exhibit 2) had to snake beneath intersecting structures running north and south, such as the Con Rail tracks below Park Avenue and the 80 ft deep Lexington Avenue Express track structure along Lexington Avenue. Improved environmental performance comprises one of the key objectives of the sustainable development in the mining industry. Within this framework, a research project was undertaken by TVX Hellas, a mixed sulphides producer in northern Greece, in order to develop and evaluate anaerobic wetlands as an alternative method for the treatment of acidic waters originating from old mine areas. The anaerobic treatment using organic substrates, aimed to neutralize the acidity of the mine drainage and remove the dissolved metals, such as Fe, Zn, Mn etc., in the form of insoluble compounds retained within the substrate. The effectiveness of this treatment method, as compared with the conventional neutralization techniques with alkaline additives, extensively used in the mining industry, was assessed based on environmental and economic indicators. The indicators applied included contaminant removal, land take per unit of contaminant removed, effluents quality, remediation of past environmental damage, energy and reagents consumption, capital and operating cost. Based on the above, the applicability of anaerobic wetlands for the treatment of acidic streams originating from old mined areas was concluded.

A variety of dynamic failure cases with regional impact were described at a bump symposium held in 1958. These types of events, while rare, are of particular interest because their ability to impact a large area has disaster potential. These cases can be grouped into two broad classes of events by mechanism. These are (1) a slip along steeply dipping faults and (2) the fracturing of strong strata above or below the coal seam. Both failure modes produce dynamic or “shock” loads on the perimeter (roof, rib and floor) of mine openings. Special consideration should be given to these failure modes in the planning of deep coal mines, since their occurrence is not within the professional experience of many contemporary workers. In addition, their potential is not evaluated by many of the analysis tools commonly used to evaluate hazards in coal mine plans.

Tius paper describes the key considerations for design of impoundments for gold mine tailings. Design options available for construction are presented. The key considerations for design of a safe, economic and environmentally sensitive design are discussed. The dam design must also balance these conventional considerations with the pragmatic aspects of construction and operations and the risk of system upsets. Case examples of tailings facilities in Canada and Papua New Guinea are discussed.

I have been asked to talk to you this morning about phosphate marketing and distribution. In discussing this I will attempt to answer such questions as: What is phosphate? Where do we get it? What form is it and how do we sell it? How do we distribute it? How is it applied? And last, but not least, What about the future? To start with, phosphate is one of the three primary plant nutrients. It is the element essential for root structure of plants. Plants, like humans, need a balanced diet. Thus, the amount of phosphate required by individual plants is, in part, related to how much of the other nutrients are used. Virtually all soils contain a certain amount of available phosphates. Back at the turn of the century the most common source of additional plant nutrient, including phosphates, was from cattle manure. The use of chemical fertilizers is something that has grown significantly during the last half century, and in particular, the last 20 years.

Lithium-ion battery applications are increasing for battery-powered vehicles because of their high energy density and expected long cycle life. With the development of battery-powered vehicles, fire and explosion hazards associated with lithium-ion batteries are a safety issue that needs to be addressed. Lithium-ion batteries can go through a thermal runaway under different abuse conditions including thermal abuse, mechanical abuse, and electrical abuse, leading to a fire or explosion. The NIOSH Mining program is conducting research to prevent and respond to lithium-ion battery fires for battery electric vehicles in the mining industry. In this study, experiments were conducted to investigate the effectiveness of different suppression systems including dry chemical, class D powder, and water mist for lithium iron phosphate battery pack fires. The effects of activation time and release time of the water mist system on the suppression of lithium-ion battery fires were studied. The results of this study may be helpful for developing strategic firefighting and response plans for battery-powered vehicles used in mining.

The method of coal pillar design involves primarily two aspects, the geometry of the pillar and the strength of the coal. However, the strength of the coal has to be emphasized with respect to the entire pillar dimension rather than isolated strength values of coal samples taken and measured from different locations. The presently applied pillar design systems do not specify clearly what the coal sample strength really represents. The intention of this paper is to introduce the concept of seam strength as opposed to the current practice of using coal strength as a prime design criteria in the formulation of pillar calculations. Seams are most of ten composed of multiple layers of coal, partings, and bone in different configurations, changing within the vertical section of the seam even in relatively close locations. The difference in strength between the weakest and strongest component of the coal seam could be as much as five times or more. An experimental approach based on multiple compressive tests performed on coal samples from the Coalburg and the Warfield seams from Eastern Kentucky was undertaken. The analysis of the results lead to the conclusion that for pillar calculations both the weighted mean of the seam strength and the strength of the weakest stratum should be considered rather than the relatively vague aspect of coal strength The design of pillar dimensions based on the above mentioned aspects should assure a more realistic design performance.

"This paper presents the results of tests performed to study the effect of slurry solids concentration on the behavior of gas dispersion in industrial-scale mechanical flotation cells. The experiments were conducted at five concentrator facilities run by a Mexican mining company, specifically in the rougher bank of the lead/zinc flotation circuits. Those mechanical cells having significant contribution to the performance of the circuit, that is, the cells that enable high recovery, were characterized. The measurement protocol enables measurement of the superficial gas velocity, gas holdup and bubble size, and sampling of the mineral slurry. The measured data indicate that bubble size and gas holdup decreases as the concentration of solids increases. IntroductionThe process of mineral concentration by flotation is based on contact between particles and air bubbles, the selective adhesion of hydrophobic particles onto the bubbles, and the rising of the bubble-particle aggregates to the surface of the flotation cell to overflow over the lip to form the concentrate. It is now accepted that the physical and chemical process variables that control the flotation of hydrophobic particles are closely related to gas dispersion (Schwarz and Alexander, 2005). Gas dispersion is defined by the superficial gas velocity, Jg (Torrealba-Vargas, Gomez and Finch, 2006), the gas holdup, eg (Tavera, Gomez and Finch, 1997), the bubble size, d32 (Dobby and Finch, 1986; Gorain et al., 1995; Hernandez-Aguilar et al., 2004) , and the bubble surface area flux, Sb (Manqiu and Finch, 1989; Manqiu, Finch and Uribe-Salas, 1991). In recent years, the advances that have been made in sensor technology have enabled the characterization of gas dispersion in industrial flotation cells with excellent results (Gomez and Finch, 2007). This technology advancement has allowed the gaining of a deeper understanding of such complex mechanisms as carrying capacity (Yianatos and Contreras, 2010), collection efficiency (Gorain, Franzidis and Manlapig, 1997; Massinaei et al., 2009) and bubble coalescence (Finch, Nesset and Acuña, 2008; Zangooi, Gomez and Finch, 2010)."

Lithium-ion (Li-ion) battery pack fires pose great hazards to the safety and health of miners. A detailed experimental study has been conducted at the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Mining Research Division (PMRD) to investigate the effectiveness of different fire suppression systems on Li-ion battery pack fire extinguishment. Tests were conducted in a well-ventilated container. Two sizes of battery packs (12 V and 24 V) were heated by heater strips to trigger thermal runaway and fire. Water mist with different flow rates, ABC powder, type D dry chemical, and water mist with F500 additives were used as the fire suppression agents. Multiple thermocouples were installed on the battery packs to measure the temperature evolution during the tests. The results indicate that the water mist with F500 additives is the most effective suppressant among the agents tested. Dry chemicals, however, do quench the fire for a moment, but cannot prevent re-ignition of the battery since they do not provide enough cooling. The findings of this paper can be used to develop safer battery fire suppression techniques in mining environments.

First mining operations in the Tyrone District, located just north of the Burro Mountains in Grant County, New Mexico, commenced in the 1870's. A major operation was undertaken by Phelps Dodge Corporation in the early 1900's when a 2,000 ton per day underground mine was developed and a gravity concentrator was built east of the mine and across the Continental Divide. It was during this time that the picturesque Tyrone townsite was built and occupied. In 1921, however, the underground operation was closed because of high operating costs and low demand for copper. The area was drilled extensively during the 1950's and in October 1966 Phelps Dodge announced the pending development of the new Tyrone with a large open-pit mine, a modern concentrator, suitable support facilities, and a new townsite to be located between the mine and Silver City. Stripping for the pit and construction of shop and milling facilities began in 1967. By the spring of 1969, ore was being stockpiled near the primary crusher. Operation of the concentrator on a 3-shift per day basis commenced on July 17, 1969. The concentrator as initially built had one primary, two secondary, and five tertiary cone crushers, two grinding sections of six ball mills each, two flotation sections, four filters, and four tailing thickeners. 'he capacity was about 30,000 tons per day. In 1971 and 1972, the capacity was increased to 48,000 tons per day by the addition of one secondary and two tertiary crushers, one section of eight ball mills, one flotation section, two filters, and four more tailing thickeners. Tailings and/or wastewater generated from gold extraction plants employing cyanida­ tion must often be treated to remove the cyanides and heavy metals for environmental reasons and/or gold extraction inhibition reasons, due to the presence of heavy metals like copper, which have a detrimen­ tal effect during cyanidation. In recent years, the treatment of effluents contain­ ing cyanides and heavy metals has been widely studied, Among chemical treatment methods, the use of hydrogen peroxide has been universally employed as a viable option. However, in some cases, effluents containing high concentrations of heavy metals and/or solids decompose the hydrogen peroxide, an undesirable side reaction. The addition of stabilizers or other peroxygen compounds together with hydrogen peroxide can, however, considerably reduce the rate of decomposition and thus result in detoxi­ fication costs, which are considerably less than the standard detoxification process using hydrogen peroxide. In some cases, the reaction rate can also be increased, resul­ ting in lower investment costs for new detoxification plants. This paper deals with the results of developmental work performed in the recent past and introduces some new processes with the aim of optimizing reagent consumption and costs.

Gold ores in the geologically more recent rocks are often associated with copper minerals which pose problems of high reagent consumption with conventional cyanidation practice. Many examples exist in northern Australia, Indonesia, Papua­New Guinea, Chile, and Brazil where, despite various treatment options (LaBrooy, 1992), the processing of oxide and transition ores is uneconomic either for copper or gold recovery. Hence, there is a need for a reagent which is selective for gold without leaching copper minerals. The ammonia-cyanide system appears to meet this criterion (Muir et al, 1989; LaBrooy et al, 1991; Costello et al, 1992; Hayes and Corrans, 1992) but it has proven difficult to optimise and apply to a variety of ores due to differences in the mineralogy and reactivity of ores and a lack of understanding of how the system works. Recent work on the mechanism, however, (Muir et al, 1993) has thrown a new light on the problem which should allow better process control. Ammonia­cyanide mixtures behave neither like free cyanide nor free ammonia and too much of either reagent in the mixture is detrimental. The key to the process is understanding how ammonia enhances gold extraction yet inhibits copper extraction in an essentially cyanide environment.

Flowsheet improvements, such as series/parallel SX plant configurations, discontinuation of plant sumps and improved filter pumping concepts, the use of in-settler baffle systems, and the Krebs and combined mixer-settler designs offer opportunities to reduce SX plant cost. Today's plants employ permanent cathodes and mechanical stripping, and the increased capital cost can be offset by labor savings and higher current densities. The wider use of HDPE and new cell construction materials also reduce capital cost. The "Portelex" type of relocatable design embodies such new, cost-saving measures in a simple basic plant. Organic inventory and losses are reduced by new, fast-settling, hybrid organic reagents with improved kinetics and selectivity.

In the late1970s, mineral processing plants producing copper sulfide concentrates and oxide leaching feedstocks went online with operating tonnages that exceeded traditional installations. This created a need for larger capacity belt conveyors and apron feeders. Apron feeders are slow moving, heavily loaded conveyors that feed a deep bed of ore from a bulk holding location (a bunker) as a controlled stream, often into a large capacity crusher. Apron feeders use sprockets and caterpillars, while belt feeders use rubber belts with motorized head pulleys to convey the material. The damaging of belts and clogging of transfer points from tramp iron required larger magnetic separators and the removal of tramp metal cannot prevent these serious problems. Corrective action at this location is important for two reasons: Removing tramp iron early in the ore stream protects downstream equipment from potential costly damage. Installing apron feeder magnets before the primary large capacity crusher means that secondary and tertiary crushing steps (made up of multiple parallel units) operate more efficiently, since tramp metal is removed at the onset.

The concept of "classification is expanded beyond the performance of the classifying equipment to include all aspects of the fines removal system of the grinding circuit. Design and operating parameters which affect fines removal are identified and discussed, and a quantitative index for circuit fines removal effectiveness is defined. This approach lends new interpretation to certain observed phenomena, and suggests useful guidelines for circuit design and operation.

Case Studies in Open Pit Design Using Whittle 4D will be discussing the following four examples: 1) Optimization of process plant design using Whittle 4D as a sizing tool. In this case, the home office and project team had different views of the size of the final project. The home office wanted to reduce the size of the project to reduce capital expenditure, while the project team suggested a larger project. Whittle 4D was used to determine Net Present Value and Internal Rate of Return using the Whittle scheduler (FDAN) to schedule many alternatives, and calculate the NPV and return for each alternative. 2) Comparison of pit optimization methods: Lerchs-Grossman vs floating cone. Many pits are developed based on floating cone economics. A comparison of methods in one large gold mine resulted in the stripping ratio of the pit being reduced by 10% in the Whittle 4D optimization as compared to the floating cone optimization. 3) Pit optimization to determine if a new mill is justified. A large heap leach gold and silver mine needed to determine if a new mill was justified. The planning and scheduling would take several man months if completed without pit optimization and scheduling software. Whittle 4D software proved to be very effective in providing optimized pits and a mine schedule in a short time frame. 4) Pit optimization to determine how to mine and size. Open pit optimization determined where the underground operation should start, and whether the material should be processed by milling or heap leaching. One of our clients asked for help in determining where the pit should end and a new underground operation start. We used Whittle 4D to help determine where the pit should end and where to go underground. In addition the operation needed to determine how to process the material.

Effective management of ore loss and dilution is essential for successful grade control and short-term mine planning due to their significant impact on the economic, environmental and technical aspects of openpit mining operations. Factors influencing ore loss and dilution fall into two categories: (1) controllable factors, like mine equipment selectivity and blast design, and (2) uncontrollable factors, such as spatial heterogeneity of ore and waste blocks on a bench. This paper focuses on the second category by applying spatial entropy concept to capture heterogeneity at the scale of selective mining units. In this paper, global spatial entropy is used to assess the impact of spatial heterogeneity between ore and waste blocks on the magnitude of ore loss and dilution, while the local spatial entropy can guide the allocation of blast movement monitoring balls preblast. High values of the global spatial entropy indicate increasing potential of ore loss and dilution, which reduce profit. Furthermore, through a number of case studies, the study investigates the relationship between spatial entropy, cutoff grades, blast movement, dig-limits optimization model running time, and profit. The results show that changes in cutoff grade and blast movement can significantly affect spatial entropy post-blasting and increase ore loss, dilution and profit reduction, revealing the need for controlled blasting at specific bench sections. Additionally, the results demonstrate an exponential increase in profit reduction due to ore loss and dilution with a rising global spatial entropy

Introduction Flotation is a recovery process that utilizes natural or chemically-introduced hydrophobicity of minerals to separate ore from gangue by attaching the ore particles to bubbles. Flotation has been known since 1906, when it was patented by E. L. Sulman, H. G. K. Pickard and John Ballot. Flotation's first documented plant use was in 1911, when it was used on gravity tailings from a zinc plant. Cyanide leaching was first patented in 1887. Most early precious metals flotation was linked to lead or copper concentrates. Most precious metal flotation is linked to sulfide recovery and utilizes such reagents as xanthates, dithiophosphates and thiocarbanilides. But the involvement of flotation in precious metals recovery does not have to be limited to active flotation of the gold and silver bearing minerals. Flotation can be used to remove interfering minerals, such as carbon, or cyanicides, such as copper, arsenic bearing minerals or other cyanide complexing minerals. Cyanide Leaching The use of cyanide to recover precious metals is the backbone of the industry. The various recovery processes that use cyanide are: 1. Leaching-Counter Current Decantation(CCD) Merrill-Crowe 2. Carbon-in-pulp (CIP) 3. Carbon-in-leach (CIL) 4. Vat leaching 5. Heap leaching These processes are selected depending on ore grade, ore leaching characteristics, reserve size and capital limitations. Ore grade is used as the first criteria to determine the type of cyanide plant required. However, the reserve size can determine whether a ground ore alternative is used. The ore leaching characteristics may indicate that the higher recovery, associated with a process that employs grinding, is the only economic recovery alternative. There are some extremely large leaching plants with grades that would be non-economic for some existing heap leach plants. Many factors, such as strip ratios, metal recovery and reserve size, determine what the ultimate plant design will be. The exact processing scheme that is used, is a multifaceted decision matrix, which gives the process metallurgist some job security. Precious Metal Recovery Using Flotation Flotation recovery can conceivably be used on any ore that has been ground. Many operations utilize gravity separation on the ore to remove native gold from the ore prior to sending it to cyanide leaching.
