Cosmo Howley is a gold deposit in the Northern Territory of Australia. The geology is complex and the input of geological data is an important part of the grade control process. As the geology of the deposit has become better understood, grade control and mining techniques have evolved to meet the changing circumstances. Present grade control depends on the use of angled blast holes, 21/2 benches and selective mining. Data is processed on site using 2 386 PC's running Surpac software. An environmental protection programme is employed, including soil stripping and stockpiling, sulphide waste containment and water quality monitoring.

The concept of flying employees in and out of remote mine sites on a regular rotation basis, rather than establishing permanent support communities nearby, has gained increasing acceptance by mine operators, unions and regulatory agencies in Canada. The development of successful fly in/fly out programs and resultant compressed work schedules is dependent on meeting design requirements through comprehensive research of worker profiles to ensure the selection of suitable employees and the implementation of satisfactory working conditions. This paper presents an overview of Canadian mine industry practice with regard to the fly in/fly out mode of operation and compressed work schedules.

Corporations today must comply with an ever growing number of complex and increasingly stringent environmental laws and regulations. An environmental audit program is an effective means in which to uniformly and systematically assess compliance, and to assure management that environmental liabilities are being minimized. This paper describes the design and implementation of Homestake Mining Company's environmental audit program, which has as its primary focus the objective verification of compliance with external requirements and internal good management practices. Major elements of the audit program discussed in the paper include: pre-audit preparation; on-site audit activities; and the post-audit report.

INTRODUCTION In open-pit mining of high grade ores, operators of mining equipment in a pressurized cab are protected from inhaling radioactive aerosols by the use of filtered air through a pre-impactor and a HEPA (high efficiency particulate air) filter. At present, a limited amount of scientific information is available on the worker exposure to airborne alpha emitters in the mining of high-grade ores. (Miller, 1977, Nielson, et al, 1979). Factors affecting the worker exposure to alpha radiation are: the grade of uranium containing ores, the environmental conditions inside the mine pit, the protection factor of the cab filter system, the workers' attitude towards the hazards of radioactivity and the adopted contamination control in the cabs. Four series of field samplings were conducted during the fall of 1980 and the summer of 1981 at a mining site in northern Saskatchewan to investigate the extent of protection an equipment operator has against cab internal exposure to airborne alpha emitters with short and long half-life radionuclides. The variation in the breathing zone concentrationnof aerosols as a result of resuspension is discussed, however no attempt was made to isolate and investigate the factors and the associated parameters of the aerosol resuspension phenomenon. AEROSOL RESUSPENSION IN A CAB Mechanisms of Resuspension [Sources]: The presence of radioactive aerosols inside a cab and in the breathing zone of an operator may be due to initial concentration inside [(CO)], concentration in the filtered (HEPA) air (CC, at the flow rate [QC]), the concentration of the aerosol through resuspension ([CR]), the aerosol concentration in the air outside the cab ([CE]) and the concentration of the aerosol in the leaking air [(CL)], at the flow rate of [(QL)]. [Volumetric Equilibrium]: Assuming a uniform concentration of the aerosol in the cab, the aerosol concentration in the breathing zone[ (CBZ)] may be expressed as, [CBZ+CO+CC+CR-CL] If [QC] remains greater than [QL], there is pressurization in the cab. There is particle loss as a result of the leaking air from the tight cab, however the condition of adequate pressurization ensures that [CL ~ CC]. Also for dust particles filtered through HEPA [CC – 0] thus [CBZ + CO + CR] For the radioactive gases, [CBZ - CO + CC] Over long periods,[ CBZ – CE] but if [CBZ] exceeds the value of CE then the aerosol build-up in the cab has, occurred. [Resuspension]: Turbulent bursts are generated within the core region of a cab confinement, such that the down sweeps and the up sweeps of the air bursts cause resuspension of dust from the surfaces. Particles initiate resuspension by four major modes: namely, sliding, rocking, rolling, bouncing or sudden ejection or by combinations of these. Nevertheless the adhesion force between the particles and the surface must be overcome by ejection forces before ejection takes place (Kline et al, 1967, Corino and Bradkey 1969, Kim et al 1971). The phenomenon of particle resuspension from a surface may be expressed in a generalized form as: CR =f (Uz . R . D . H) where CR = Rate of particle resuspension UZ = Surface shear velocity R = Surface roughness parameter D = Aerodynamic diameter of particle H = Frequency of surface airburst A detailed discussion of the individual parameters was attempted for the case of farm tractor cabs by Atiemo (1981), such a treatment is out of the scope of this study. Only the effects of the properties of surface roughness will be discussed. Effect of Surface Properties The roughness of the surface from which dust particles are ejected plays a significant role in the deposition and resuspension of the dust. The roughness or the amount of protrusions greatly influence the intensity of air turbulence in the immediate vicinity of the surface (Schmel 1976). For most roughened surfaces therefore, larger particles may be dislodged in greater quantities than smaller particles. The deposition and the resuspension of dust particles from different surface materials of glass, cloth, metal and rubber have been studied in a wind tunnel (Atiemo, 1981). Field Conditions Mining equipments used are: a backhoe, a bulldozer with ripper attachment and two dumptrucks for high-grade ore operations; a payloader and two dumptrucks for waste handling; and a jumbo drill which drills dynamite holes for ore blasting. In a recently completed research project for the U.S. Bureau of Mines - Twin Cities Research Center, a computerized costing procedure for uranium in situ leach mining was developed by the NUS Corporation. This costing procedure, termed a cost model, employs a process engineering approach for estimating total project costs as well as equipment and manpower requirements for uranium in situ leaching operations in either Texas or Wyoming. 80th capital and operating costs are generated by the model along with the overall production cost/pound U3O8 subject to a known rate of return. Conversely, rate of return on equity can be solved for, subject to a given price of yellowcake. During the course of the research effort, this cost model was applied 50 typical site conditions in Texas and Wyoming. Sensitivity rests were conducted for numerous key parameters to determine the cost influence attributable to incremental changes In parameter values. The results of these sensitivity tests along with a description of the in situ leaching cost model have been documented as Bureau of Mines, Mineral Research Contract Report No. J019912, "Cost and Sensitivities Analysis for Uranium In Situ Leach Mining," dated March 1981.

The U. S. Bureau of Mines investigated a method of using inert gas to prevent the formation of explosive gas mixtures in auger highwall mining of coal. A combination of gasoline and diesel engine exhaust gases was introduced into the auger drill hole using a short section of pipe located at the collar. Gas samples were taken and analyzed on site with infrared detectors for oxygen, carbon dioxide, methane, and carbon monoxide. Evacuated bottle samples were also taken and analyzed by gas chromatography at the Pittsburgh Research Center. These gas results were analyzed for explosibility. Personal exposure to carbon monoxide was also monitored. The highest methane level observed was 9.55 pct. The Inert gas levels, (carbon dioxide and nitrogen) were sufficiently high to prevent any ignition of the methane. Results showed that for all conditions during mining, gas concentrations were non-explosive. The maximum personal time weighted average sample for carbon monoxide was 20 ppm. This system provides a safe, inexpensive, simple method for preventing explosions during auger mining. INTRODUCTION The auger highwall mining method is an effective method to recover coal from a reserve when removal of the overburden by surface mining equipment becomes uneconomical. In this method of mining, a horizontal auger enters the coal seam from the surface mine bench under the highwall and the coal is drilled in a series of parallel holes. Historically, coal mined from the surface is relatively shallow, and over time, methane associated with the coal has dissipated through the surface. In most circumstances, little methane has been found associated with auger mining. However, mining technology has enabled surface mining of deeper reserves of coal. Furthermore, environmental constraints have forced the highwall extraction method to be used to remove coal under wetlands, further increasing the chances of encountering methane. Recently incidents of methane explosions at a few auger mining operations have resulted in injuries and increased testing for methane at the collars of auger holes. The fuel source of the reported explosions was not necessarily limited to methane, but may also have involved coal dust. The Mine Safety and Health Administration (MSHA) met with the Bureau to discuss what technology might be available to enable the safe resumption of mining. The discussion included the difficulty of ventilating through the solid shafts of the augers, that steel bits probably created the ignition source, and that perhaps inerting the holes with low oxygen and high carbon dioxide concentrations from the machine's diesel exhaust was a potential solution. Considering the ventilation aspects of the problem, it was not clear If ventilation could be reliably established. If some degree of ventilation to the front of the mining head is achieved, it may combine with methane to bring the hole atmosphere from a rich, nonexplosive mixture to an explosive mixture. Furthermore, it may not prevent a dust explosion in such a mining configuration. Lack of access through the shafts of auger type mining machines further limits the ability to add water or air to cool bits to prevent an ignition source from developing. Either of these approaches would also be expensive. The process of mining coal In an inert atmosphere has been considered in the past, but to our knowledge, never implemented (Department of Interior, 1970). Clearly, implementation in underground mining would be more complicated. On a mine bench open to the atmosphere, however, adding inert gas to the mining head could provide a quick, feasible method to prevent explosions at auger highwall mining operations. Also the problem of how to move the inert gas to the cutting head of the machine had to be considered. Preventing explosions on auger mining machines using inert gas requires three primary considerations: first is the source of inert gas; second, placing the inert gas at the cutter head; and third, monitoring the hole atmosphere. Any gas source having an effective inert gas concentration of 34 volume pct or greater will prevent methane from Igniting (Zabetakis, 1965). Sources of inert gas considered for this application included liquid nitrogen, modified shipboard inert gas generators (for hydrocarbon shipping and transfer), jet turbine engine (Paczkowski, et. al., 1982), the auger's diesel engine and a gasoline engine. Operation cost, purchase cost and availability limited our testing to the diesel and gasoline engines. This work tested each engine, separately and combined. To ensure effectiveness, both company and enforcement personnel need to know how to monitor the condition of the inerted hole. Measurements at depth inside the hole are possible by remote sampling through rigid tubing, but this method is Impractical for routine monitoring. Continuous monitoring of the exhaust gas stream is an alternative. The U. S. Bureau of Mines evaluated an inert gas system at an auger mining operation at a surface mine near Owensboro, KY. Coal was mined from the Number 9 Coalbed in Henderson Co. KY. Tests were conducted in January and March of 1992.

There has been a phenomenal increase in production of coal from opencast mines in India. At the same time environmental problems caused by mining are receiving greater atttention. Deterioration in ambient air quality due to increased concentration of suspended particulate matter (SPM) in and around an opencast project is a major problem. Some measured values of SPM level around opencast mines in diff coalfields show that in many cases the TLV of 500 ug/m^3 is exceeded. The impact of dust emission from a mining project on surrounding areas are estimated by using computer models for air pollution dispersal but such treatment suffers from errors in predicting the dust load and failure to take into account the terraced nature of the opencast mine site. The haul roads have been identified as the most prolific source of dust and some recent trials on haul road dust consolidation in Indian mines are mentioned in the paper. Statistics regarding pneumoconiosis cases in Indian coal mines for the last decade are presented to show an increase in reported cases and a gist of the recently amended regulations on the subject of precaution against dust is mentioned.

A pneumatic impact breaker is used to fragment the rock at the shaft bottom, replacing the drill and blast cycle. A backhoe-type mucker removes the broken rock. The operators are in protective cabs below the bottom work deck in the shaft. Preliminary testing has been accomplished at underground and surface test sites in Arizona. Seven, approximately 6.4 m deep by 7.3 m-diameter (21 ft by 24 ft) test holes, (a total of 45 m (148 ft)), were recently excavated in various rock types, including jointed and massive quartz monzonite and rhyolite. An average advance rate of .4 m/hr (1.24 ft/hr) has been achieved. This includes breaking and mucking the rock. Further data is being sought from an in-shaft demonstration.

Outokumpu introduced Flash Flotation in the early l 980's for the recovery of floatable material from grinding circuits. The devel­opment came as a result of surveys made in the company's own concentrators, initiated to find ways of improving recoveries with increasingly complex and lower grade feeds. Hydrocyclones make a separation on the basis of particle size and mass, resulting in the "over collection" of fine grained, high S.G. particles. Minerals such as pentlandite, galena and gold are easily caught in the circulating load around the mill until they are overground and rendered more difficult to collect. In the case of downstream flotation this may simply involve a reduction in the rate coefficient due to the finer sizes or, as is commonly experienced in gold operations, the mate­rial is slimed and coated onto non-floating gangue and is eventual­ly lost to tails. At the time of Outokumpu's plant surveys, it was a relatively common practice, particularly in Pb operations, to have a flotation section fed directly from the secondaiy mill discharge. This is called unit flotation and certainly provided an improvement but very high wear rates and frequent sanding out of the cells was com­mon. The development of the SkimAir® Flash Flotation cell by Outokumpu provided a subtle but quite dramatic departure from the unit cell approach. Now it was possible to feed cyclone under­flow into a special purpose-built flotation machine and recover a final grade concentrate from the grinding circuit (see Figure I). The cell was designed to handle the coarse circulating load, per­mitting the coarsest fractions to be short-circuited back to the mill and retain the floatable sizes for a nominal time of 30 seconds to several minutes. The short retention time was possible largely due to the relatively clean content of the cyclone underflow stream. This means that the fine gangue is not present except in small quan­tities and most of the fine to mid-size paiiicles are higher S.G. and more likely represent valuable mineral. This condition provides for very high rate coefficients. Typical operations would recover 40-60% of the valuable mineral in this fashion and improvements in recovery were typically from 2-5% for sulphide minerals to the 5-20% range for gold and silver.

Few members of the general public have a clear understanding of mineral resources. Most people do not know how minerals are mined or why they must be extracted from many diverse locations. Many people acquire knowledge of mineral development from mass media sources with incomplete details or obvious anti-mining bias. The California Mineral Education Foundation was formed in 1991 to provide educational opportunities for the public and industry. There have been major changes in earth science teaching requirements for kindergarten through 12th grade (K-12) curricula since the passage of California Senate Bill 813 in 1983. Model graduation standards, curriculum standards and the state science framework mandate substantial coverage of geoscience topics. The California State Commission on Teacher Credentialing has completed changes in multiple subject and single subject science credentials which will require more geoscience preparation for all teachers. The need for pre-service and in-service education in geoscience is at an all time high. Teachers must have continuing education to maintain their credentials and many are now seeking information in geoscience. The California Mineral Education Foundation designed and conducted the California Mineral Education Conferences held in August 1991 and 1992. The conferences involved lectures and field trips on mining geology, environmental problems and political concerns. Master teachers were employed to share how they get across mineral resource concepts in the classroom. Ninety-six percent of the participants stated that they had changed to a more positive perception of mining after taking the three day course.

To date some 1,000 exploration targets (by way of adits, mine dumps, shafts, outcrops and unstoped mine areas) have so far been identified using an interactive data base system to query a digital data base comprising topographic, cadastral geological and mine components developed as a compilation of old plans, records, surveys and recently flown aerial photography. The exploration targets are intended for early follow-up as part of a 1987 exploration programme to investigate the reserve potential of the former producing property located in southern Utah. Of further interest is the unscrambling of old mine plans to provide drill targets for investigation of unstoped reserves with one target being a possible 800,000 tons in part of the lower workings. The project site encompasses about 3,200 acres of mainly patented lode claims covering most of the claims and mines of the Gold Mountain mining district formed in 1889. Turn of the century mining saw several mines operating whose total production was at least 143,000 oz. gold and 460,000 oz. silver from steeply dipping veins up to 20 ft. or more in thickness.

A mining operation in Zimbabwe produces a pyritic gold concentrate that requires oxidative pretreatment prior to cyanidation in order to liberate 80 percent of the gold values. Bio- oxidation offered the potential of increased gold recovery and was considered to be an economically advantageous alternative to the existing practice of roasting the concentrate. Based on bench- scale test work, a small bio-oxidation plant, capable of processing approximately 50 percent of the concentrator production, was installed at the mine to evaluate this approach. The plant included two 57 m3 bioreactors in series and the ancillary equipment needed to prepare the feed concentrate, to wash the leached residue prior to cyanidation, and to neutralize the waste liquor. The plant was operated for a year-and-a-half, and the conditions needed to achieve a 90 percent liberation of gold values were determined. A number of critical technical problems were encountered, and many were resolved on-site. Others have been addressed since the pilot plant was moth-balled in June 1988. Valuable insight was gained from the operation of the pilot plant, which has provided useful guidance for continued process and equipment improvement.

The Mine Safety and Health Administration (MSHA) academy in Beckley, WV, received enquiries from various segments of the mining industry concerning alcohol and substance abuse in the mining industry. The MSHA Director formed a committee, the Mining Industry Committee on Substance Abuse (MICSA), to deal with these enquiries. The committee met in April 1985 at the mining academy in Beckley. The MICSA committee expanded its membership to represent labor, management, and government agencies affiliated with the mining industry as well as government agencies dealing with alcohol and drug abuse. This expanded 18-member committee met for the first time in July 1985. At that time, two cochairmen were elected, one from labor and one from management. MICSA has spent time on education by sharing information on the issues and by calling in outside experts for advice and consultation. The committee also initiated several projects. These include a resource manual on substance abuse and employee assistance programs. Mine operators and labor unions can use these programs as guides. MICSA is also assembling statistics on substance abuse, particularly as applied to mining. And the committee commissioned an Education film, Substance Abuse, Is It Our Problem? (The results of a survey on drug use, given in Table 1, suggest that substance abuse may indeed be a problem.) The educational film, produced by MSHA, is an introduction to the problem of substance abuse in the mining environment. The film encourages mine operators, labor unions, and miners to analyze their individual circumstances to determine whether a problem exists. The film also offers ways to deal with the problem. And the film invites the mining industry to request additional information from MICSA. There is no single approach to substance abuse that will fit the need of every mining operation. As with any health, safety, or production problem, remedies must be site specific. MICSA's aim is to channel ideas to those who seek to help employees in a mining environment who seek to rid themselves of alcohol and substance abuse. As stated more formally: The Mining Industry Committee on Substance Abuse represents the efforts of labor, management, and government. The mission of the committee is to make the mining industry aware of the problems resulting from alcohol and other drug abuse and to recommend possible methods to remedy the problem. The function of the committee is to assist the industry in developing programs and resources to recognize and provide help for troubled employees, and thus reduce the risk of accidents, while lower absenteeism and increasing productivity.

A resource of low grade good quality diamonds has been discovered through the Diamond Company NL-Moonstone Diamond Corp. Joint Venture. A limited bulk sample diamond test of two large kimberlite pipes on the Kelsey Lake Property, Colorado, has been completed. These kimberlite pipes have petrological and mineralogical indications of the presence of diamond. Small diamonds were recovered from surface samples. Drilling and trenching revealed both pipes were complexes of diatreme facies kimberlite. One pipe contains crater facies kimberlite as well. This is the first reported occurrence of crater facies kimberlite in the Province. Approximately 1000 tonnes of kimberlite rock was excavated and processed through a scrubber -HMS -Sortex -Grease Plant. Significant diamonds were recovered. The diamonds were generally of good color and clarity, with many being in the gem and near gem categories. Grades are considered low however. Additionally, a small potential resource of alluvial diamonds is present.

Deep, stable, unlined space promises secure, efficient, acceptable solutions to several current problems. With truly favorable conditions, it can be economic as well. The basic requirement is sufficient sound, tight rock at required depth. This and unusual surface requirements point to special testing. An objective is to describe conditions for planners, estimators and contracts. A first stage concept study needn't be prolonged but should overlook nothing significant. Although observations and tests on core are considered essential, time and expense can be cut by supplementing then with tests on walls of rotary or percussion holes. In some places initial drilling could be shallow.

Three Sulfate-Reducing Bacteria (SRB) passive field-bioreactors were constructed at an abandoned mine site near Butte, Montana, to mitigate AMD emanating from a waste rock pile. Each SRB field-bioreactor contains chambers of an organic source, limestone, and cobbles. The field-bioreactors are configured differently to test the effect of different environmental conditions on the SRB. Preliminary observations indicate that, during start up and the first eight months of operation, the quantity of organic carbon supply significantly impacts the SRB activity. To date, the dissolved metals have been reduced significantly and the pH has increased.

A waste management area of a copper zinc mine which is expected to be generating acid exceeding 1000 years is used as a research facility to develop a passive treatment approach to decommissioning the site. One of the processes proposed to be implemented in a lake with a one million cubic metre volume is biological polishing. To determine the expected performance of the process, model is constructed from experimental data collected in the lake. The model results and the field data represent a weak fit, but the discrepancies are useful indicators of key factors affecting the process, such as iron cycling.

"The Eglinton-Crosstown Light Rail Transit line is a 19-kilometre corridor with a 10-kilometre underground portion currently being constructed by Metrolinx in Toronto through a densely populated urban environment. Tunneling works are being completed through two separate design-bid-build contracts that include consideration for a phased handover to a follow on contractor who will take ownership of the tunnels, including warranties, and will complete the stations and remainder of the system through a PPP delivery model including maintenance of the system for 30 years. Warranty provisions, settlement apportionment, tunnel leakage, potential delays and conflicts between contractors are just some of the risks the team managing tunnel contract integration had to consider when developing the PPP contract. This paper will present an overview of how these risks were assessed and allocated through the contracts and the strategies adopted to minimize risks to Metrolinx while ensuring successful procurement was maintained. INTRODUCTION The Big Move is a 25 year, $50 billion ($-CAD) plan for coordinated and integrated transportation in the Greater Toronto and Hamilton Area (GTHA) in Ontario, Canada. This plan has been initiated by Metrolinx, a division of the provincial government of Ontario, and its vision, goals and objectives are rooted in creating a high quality of life; a thriving, sustainable and protected environment; and a strong, prosperous and competitive economy for the GTHA. The Big Move will triple the length of rapid transit service in the GTHA to 1,725km, significantly increase the percentage of the GTHA population living within two kilometers of rapid transit, reduce commute times to an average of 77 minutes per person per day and decrease greenhouse gas emissions from passenger transportation per person by 29%. Work is currently underway on several projects and more than $16 billion ($-CAD) of the planned investment has already been committed. A key project that forms part of this commitment is the Eglinton Crosstown Light Rail Transit (LRT) Project which is being delivered in the City of Toronto under Metrolinx’s Rapid Transit (RT) Program. This complex and sizeable undertaking has been broken into a number of separate contracts comprising: LRT Vehicles contract; Eglinton West Tunnels Project; Eglinton East Tunnels Project; and a Public-Private-Partnership (PPP) contract to complete the underground stations, at-grade stops, all rail infrastructure and systems and to maintain the entire system for 30 years. The PPP contract, which includes an initial capital portion of approx. $5.1 billion ($-CAD), has recently been awarded to Crosslinx Transit Solutions, a Special Purpose Vehicle (SPV) consortium comprised of SNC Lavalin, Aecon, Dragados and EllisDon."

Development quarterly mine plans is generally time-consuming and requires consideration for many operational constraints and competing objectives. With lengthy turnaround times, there is often limited opportunity to adjust the quarterly plan details to account for differences between actual state of the mine operation at the time of execution and expected state at the time that the plan was developed. Actual mining task completion times can vary significantly from the expected task completion times, due to many factors. In the absence of revision to account for differences between the planned and actual state, resource allocations and mining sequences, embodied in the quarterly mine plan may no longer be the best approach at the time of execution to achieve an efficient mining operation. Simulation and optimisation tools can be used to support rapid refinements for development and execution of weekly mine plans. When initialized with an operations data feed to establish the actual state of the mine operation, optimisation models can be used to facilitate both automation and revision of the quarterly plan to produce a weekly or daily plan for execution. This approach can remove much of the manual burden of revision if the existing quarterly plan no longer represents the best approach to meeting production objectives. Following initialisation with mining actuals, simulation models can provide a representation of the range of likely mine operations outcomes. The models can be used to accelerate the planning process by providing visibility of future performance and identifying likely operational issues. They can also be used to test the robustness of the plan with respect to performance variability and response to disturbances. Following identification of issues, simulation models can also be used for evaluating mitigation measures, through automated testing of alternative plans. Integration of mine data feeds with simulation and optimisation tools enables automated optimal responses to variations between the quarterly mine plan and actuals to be tested prior to release of and execution plan and implementation. The use of simulation and optimisation in weekly mine planning will be discussed in this paper with reference to surface mining examples.
