There is currently some pessimism over mixing of net-acid-neutralizing (NAN) and net-acid-generating (NAG) rock to obtain indefinite near-neutral seepage from mined-rock piles. This is due in large part to the lack of well- documented, successful cases of blending and layering, and to the knowledge of unsuccessful attempts. Past work often defined a potentially successful mix in terms of the ratio of net-acid-neutralizing rock to net-acid-generating rock. For example, one case study indicated the bulk pile-wide ratio was approximately 3: 1. Since this exceeded a common ratio used in acid-base accounting, no acidic drainage was predicted. However, acidic drainage appeared within two years. A large part of the ambiguity in mixing arises from attempts to predict success based on a ratio. This paper looks in detail at simple discrete-zone mixing, where at least one truckload of NAG rock is placed in a particular location with no further rehandling or dozing. The lack of acidic drainage in this scenario is dependent on the intervening distance between the discrete NAG zones, along flowpaths occupied by NAN rock. Calculations show that the bulk mixing ratio of a mined-rock pile is not an accurate indication of whether near-neutral drainage can be maintained. For example, a pile with a bulk ratio around 300: 1 could still release some acidic drainage. Calculations also show that the minimum separation distance of the NAG zones (L) can be so great, even with typical NAG and NAN rock, that the mixed pile could safely contain only a few percent of NAG rock, which would not be sufficient for many minesites with NAG rock. The comparison to a more elaborate, computer-based statistical model shows that the simple discrete-zone approach will provide a reliable yes-no indication of whether any acidic drainage will leave a pile. However, predictions of whether combined downstream drainages will be acidic depend on numerous site-specific physical and geochemical factors within and below a pile that cannot be modelled in a general way, like the number of flowpaths and the nature of their intersections.

The required reclamation of land disturbed by surface coal mining often results in the creation of some oversteepened slopes that are prone to rapid erosion and sediment production. This natural activity on such slopes is not desirable nor allowed under current regulations. Experience has shown that novel approaches must be devised to address the problem. Research conducted on field sites in Missouri has indicated that construction, during the reclamation and grading processes, of a man-made drainage system will control the erosion. The drainage system must replicate or exceed the natural system in terms of drainage density and channel frequency. Basic design considerations are summarized in this paper, and field results are shown.

Stability of fine quartz suspensions in process water is of concern in several mineral processing applications. In alkaline solutions, the presence of magnesium ions, arising from such sources as water hardness and magnesium-bearing minerals, leads to the precipitation of Mg(OH)2 which coats the surfaces of quartz. The conditions under which heterocoagulation or surface precipitation of Mg(OH)2 on quartz occur and the manner in which they influence the settling behavior of ground quartz was studied by means of settling tests, coating density determinations, zeta potential measurements and electron microscope observations. Coating density was greater when Mg(OH)2 nucleated on the surface of quartz than when the precipitates heterocoagulated on the quartz surface. The settling curves of quartz suspensions in the presence of different concentrations of MgCl2 exhibited a maximum of maxima which occurred at 10-3M MgC12 and pH 11. Interactions between quartz and Mg(OH)2, and flocculation-dispersion characteristics of quartz suspensions in this system are discussed.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. Land Use: Growth vs No Growth This is perhaps the most encompassing environmental issue. We, as a nation, are beginning to realize that land is a limited natural resource and that the way we choose to use 'this resource affects many other aspects of our lives--whether we can catch edible fish in the Mississippi, how much we pay for sewer services, if we can swim in a

There are two basic problems when one attempts to separate a solution of metal ions utilizing a chelation-solvent extraction cascade (commonly called liquid ion exchange). First, it is impossible to produce any great degree of separation unless the separation factor (also called selectivity, which is the ratio of the distribution coefficients) is very large. Second, the richest possible extracted product, using an infinite number of equilibrium stages, is at best only in equilibrium with the feed solution. These factors combined with equipment design considerations have led to a situation where only the most selective chelating agents are applicable to economic industrial operations. The authors know that distillation techniques are used routinely to separate compounds with nearly identical relative volatilities and that there should be a way of operating solvent extraction cascades in an analogous manner to obtain separations of metal ions. The advantage of this approach would be that solutions of metal ions of any desired purity could be obtained even if the separation factor was close to unity. This paper presents this idea and suggests some possible applications.

Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible' lighting while persons are working in such places. Section 317(e) further provides that such Working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31,1970 a notice of proposed ru1emaking which prescribed the illumination to be provided in the working p1 aces of underground coal mines. In 1ight of written comments, suggestions, and objections to this proposed ru1emaking, the proposed standards were with-drawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974 and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976 which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed ru1emaking for illumination of underground coal mines was published in the Federal Register on October 27, 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination; Conso1 felt that expertise in this field would become increasingly important. Conso1's initial efforts in illumination were aimed at investigati.ng practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage.

In the United States, some of the earliest (and largest) joint ventures involved the railroads and oil companies in the late 1800s. In the United States’ underground construction industry, joint venture names such as, Healy-Greenfield, Green and Winston, Gates & Fox and Walsh, Shea-Ball, Kenny-Paschen and S&M-Traylor bring back memories of successful joint ventures that operated over many projects.There are nearly as many definitions for joint ventures (JVs) as there are attorneys. A short and simple definition is, "an association of two or more companies engaged in a singular, for-profit business enterprise without actual partnership or incorporation." That’s it. Two or more contractors decide to partner up for one or more projects. One benefit of the JV relationship is that the partners typically do not need to file incorporation documents, or articles of organization within the state where they intend to operate. So it is a relatively easy business arrangement to pull together. Subsurface construction projects are risky ventures and the decision to deliver a project using the Design-Build model does not eliminate those risks. Differing site conditions, inadequate design, and delays will continue to plague some projects. The Design-Build procurement model, however, presents a broad opportunity to allocate those risks much differently than in the familiar Design-Bid-Build model. Starting with a philosophical approach to risk and reward, this paper discusses the continuum of possible risk allocation strategies. It concludes with a proposed optimum strategy in terms of the project’s overall economic efficiency, and points to the dispositive contractual provisions that serve to contour the risks.

Coal and rock pillar design is critical not only for mineral extraction but also for the safety of the mine operators. Pillar strength can be estimated through numerous empirical formulas that are available in the literature, which are typically based on a statistical analysis of case study data. The limitation of most of these equations is that they only considered the width to height ratio and in situ rock or coal strength for pillars in horizontal seams. The adoption of such equations to estimate pillar strength in inclined seams may overestimate the pillar strength and ultimately lead to a poor pillar design. This paper will discuss different techniques that can be used to estimate pillar strength in inclined seams as well as present preliminary modeling results for stress redistribution around inclined pillars. Factors in the parametric analysis include pillar shapes, geometry, and seam inclination.

A novel liquid-liquid separation for the recovery of free or liberated gold from mixtures of fine particles was evaluated. Two inexpensive and environmentally benign fluids were selected for the study, water and carbon dioxide. The separation, which is conducted at 295 K and at the vapor pressure of carbon dioxide (6.0 MPa), is based on differences in wettability between the precious metals and other minerals. Contact-angle results indicated that, in the presence of water and liquid CO2, gold is slightly hydrophobic. The addition of CO2-soluble fluoroalkyl thiols or f uoroetherthiols increased the hydrophobicity of gold exposed to water and CO2 to a greater extent than alkylthiols. Minerals, including quartz, pyrite and magnetite, were hydrophilic. During the separation, an aqueous slurry of fine mineral and gold particles was mixed with liquid carbon dioxide. Pure gold particles (-325 mesh) were found to agglomerate at the H2O-CO2 interface. The minerals tended to remain in the aqueous phase. Despite these promising preliminary results, very poor gold recoveries were obtained when applying the procedure to an Australian gravity concentrate. This was attributed to the native gold particles in the concentrate being either too large, agglomerated in slimes or coated with minerals. Although this particular application was unsuccessful, this water-CO2 biphase technique may be applicable for other separations that require the removal of very fine, hydrophobic particles from an aqueous slurry.

A computer program has been written to simulate ground vibrations induced by multiple- hole surface blasts. The program is an inexpensive and relatively easy to use tool for predicting the principal blast vibration characteristics that determine damage and annoyance potential: peak particle velocity, frequency content and pulse duration. The program generates a complete ground motion history by superposing, at any surface position, the vibrations induced by each individual explosive charge. It requires specification of (hence allows accounting for) the blast geometry, initiation sequence (including random delays), position with respect to blast, pulse characteristics induced by each charge, and propagation laws. A methodology is outlined to determine the necessary variables either on the basis of site investigations (e.g.,velocity, attenuation, single-hole input pulse), or by back-calculation from measured blast vibration records. The latter procedure has been applied to blasts from two coal strip mines. Main difficulties encountered are backcalculating individual input pulses, propagation (especially dispersion) parameters and delays. A normal distribution of delays, based on published results, has been shorn to influence the results and the response of a single degree of freedom structure significantly. Broadening of the wave types included, improved input pulse determination and propagation laws, and more detailed verifications with field results are required in order to make the program more directly applicable to practical situations.

The first phase of an investigation of the chemical composition of subsurface water and the hydrochemical processes in and near the abandoned Nordic tailings at Elliot Lake, Ontario, was conducted in 1979. The Nordic area, which covers 85 hectares with an average thickness of 10 m and overlies deposits of permeable glaciofluvial sand, contains 15 million tonnes of tailings with 4-7% pyrite. Nests of standpipe piezometers installed at three locations on the tailings indicate that seepage through the tailings is predominantly downward. The water table in the tailings slopes from the north side of the tailings dam, where it is within a metre of surface to the south side near the tailings dam, where it is approximately 10 m below surface. When they were deposited during the period from 1957 to 1968, the tailings contained pore water at a pH of about 8 resulting from neutralization treatment in the mill. At the three piezometer nests, the pH increases from 3 near the water table to 7 near the bottom of the tailings. The pore water in the tailings is gradually becoming acidic because of oxidation of pyrite in the zone above the water table. The concentrations of Fe, Mn, Ni, Co, Zn and Pb are high in the shallow acidic zone and much lower in the deeper neutral zone. Concentrations of 226Ra range from 30 to 230 pCi/L. At the three sites concentrations of major ions in the permeable sand a short interval beneath the tailings indicate 226Ra presence of tailings seepage, but Ra concentrations are only 2 to 8 pCi/L. Greater downward penetration of 226Ra probably occurs in the area closer to the tailings dam. Monitoring of a network of multilevel bundle piezometers installed in permeable sand that extends southward from beneath the tailings indicates the occurrence of a plume of tailingsderived water containing high concentrations of Ca, Mg, Fe and S04 that extend 400 m downgradient from the tailings dam. The total dissolved solids decline from 20,000 at the dam to less than 500 mg/L at the identifiable downgradient periphery of the plume. A much smaller but distinct plume of water with high heavy metal concentrations and 226Ra in the range of 10 to 130 pCi/L extends from beneath the dam for a distance of 15 m. The pH of the groundwater in this heavy metal-radium plume is 4 to 5, whereas elsewhere in zone of groundwater with high dissolved solids, the pH is above 6. Since the 1981 record of 54 mm tons of US fertilizer consumption, grain surpluses in the US have brought about massive acreage reduction programs, decreased fertilizer consumption, and resulting price pressures caused by excess capacity. The strong US dollar that reduced export sales of both grain and fertilizer, and new offshore manufacturing capacity using US engineering/contracting know-how have combined to put US producers of phosphate fertilizers in uncompetitive postures. While recent events suggest the industry may be growing out of this capacity problem, the cost of US phosphates will continue to be disadvantaged by such external factors as taxes, environ- mental regulations, and high power costs. There is no reason to expect help from the government in the form of reduced environmental regulation and taxation. In order to survive, phosphate fertilizer producers will have to develop technologies and adopt strategies that result in world competitive production costs. Current responses to the need to reduce costs include reduced energy costs through cogeneration, innovative reclamation techniques that create valuable land, and in- creased raw material recovery achieved by operator proficiency. While new technology offers long-term benefits for the producer, present efforts are concentrated on more mundane management efforts to reduce costs. Major attention is being given to the problems of labor utilization and productivity. Raw materials suppliers are being asked to renegotiate contracts which more appropriately reflect conditions in an industry operating at about 50% of capacity. Achievements in these and other areas will allow the producers to continue operating until longer term benefits materialize. `

The issues involved in mine closure are usually complex, and the risks are significant. Although environmental risks are paramount, other issues such as safety, community, legal, fiscal and technical factors need to he taken into account. This paper describes a simple empirical model based on the concept of the closure risk factor, which will enable decision-makers to analyze the mine closure risks at any site, regardless of the complexity of the issues and the scale, scope and location of the operation. The model enables all the issues to be captured and their individual and collective risk quantified. A number of case studies in Australia and the Pacific that illustrate the usefillness of the model are presented.

Bituminous sands of the Lower Cretaceous McMurray Formation in northern Alberta constitute the ore for the surface mining operation at Syncrude Canada Ltd. These sediments represent a complex succession of fluvial, estuarine and marine depositional environments. Grade prediction is realized through a combination of geological interpretation, computer modeling, and reference to past mining experience. Accurate forecasts of feed grade permit reliable predictions of volumes for removal to meet budgeted synthetic crude oil production. This planning facilitates efficient allocation of mining equipment and resources. The feed grade to the Extraction Plant is monitored at various points along the delivery system.

The Illinois State Geological Survey's program in industrial minerals is twofold-the gathering of information on mineral raw materials and the generation of data on the use of these materials. The first function is carried out by the Industrial Minerals Section and the Clay Resources and Clay Mineral Technology Section of the Geological Group, and the second is the responsibility of the Chemical Engineering Section of the Chemical Group. Gathering in formation on raw materials includes both mapping of resources and fundamental geological research. Recent and current research projects include studies relating lithologies of limestones to their physical properties, investigation of sulfur dioxide reactivity of various types of limestone, lithostratigraphic studies of limestones of Mississippian age, investigations of heavy minerals in Cretaceous, Tertiary, and Pleistocene sands, studies of the environments of clay deposition, electron microscope studies of clays and limestones, and investigation of long-term expansion in ceramic products. A relatively recent development that relates more to dissemination of information than to research is environmental geology. This affects the Survey's industrial minerals program chiefly by stimulating the study of rock and mineral resources in metropolitan areas and reporting the results for the land- use planner as well as the engineer or mineral producer. The Survey's program of research on the use of industrial minerals was expanded and diversified in 1966. Incorporating a minerals beneficiation lab, the program is designed to develop new uses for existing mineral resources and to assist producers in implementing these ideas: Projects of the minerals engineering program have included the separation of a feldspar concentrate from certain glacial outwash and river sands, recovery of kaolinite from the waste from silica sand operations, development of the use of an Illinois clay as a binder for pellets, and investigations into the use of fly ash and fluorspar mine tailings.

Anthracite mine refuse, or culm dump material as it is sometimes called, is the waste material resulting from the sizing and cleaning of run-of-mine deep and strip-mined anthracite coal. It may also contain mine rock, carbonaceous shale, pyrite, and other debris from mining operations. This material is generally stored in piles or banks, some of which are over 100 years old. Many of the older banks contain a considerable amount of good coal, particularly in the finer size ranges, since these sizes did not have any particular economic value in the early days of anthracite mining. Today, the refuse material from a cleaning operation must be piled in an orderly fashion and in such a way as to minimize the tendency to ignite. There are well over 400 of these banks in the anthracite region containing over 1100 million tons of refuse located in the north-eastern part of Pennsylvania. Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years. Introduction Though temporarily shutdown due to the depressed economy, the Henderson mine is a large underground molybdenite producer, using a continuous panel-caving mining system. The location of the ore body requires access from the surface through three shafts, the collars of which are located about 3.15 km (10,350 ft) above sea level. At this altitude, normal temperatures are such that heat must be added to intake-ventilation air for about half of each year. This prevents ice from building up in the intake shafts, waterlines from freezing underground, employee discomfort, and equipment-related problems such as pneumatic rock drill icing and cold starting of diesel engines. Because of topographic and environmental constraints, the Henderson mill and concentrator are located 24 km (15 miles) from the mine, on the west side of the Continental Divide. All ore from the mine is transported to the mill by an electrified rail haulage system, with 15.4 km (9.6 miles) of the trip being underground through a double-track tunnel. A shaft at the midpoint of the tunnel exhausts air drawn from the mine and from the portal that is at an elevation of 2.7 km (8,950 ft). Intake air at the portal must be heated for part of the year to prevent ice buildup. Mine Ventilation System The mine ventilation system uses three sources of fresh air and two exhausts. The primary freshair intake is No. 3 shaft. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 698 m (2,291 ft). An airflow of 755 m3/s (1.6 mil¬lion cfm) is supplied to this shaft by two vane-axial 932-kW (1,250-hp) fans on the surface. The air is distributed within the mine by means of fresh-air distribution levels connected to production and development levels by raises. A secondary source of fresh air to the mine is provided by No. 2 shaft, the primary man and material access. This shaft is concrete lined to a diameter of 8.5 m (28 ft) for a total depth of 946 m (3,105 ft). Downcast airflow is induced by a pressure differential produced by the fans in the system such that net intake and exhaust volumes are equal. The No. 2 shaft flow of 165 m3/s (350,000 cfm) enters the mine network from the production and haulage levels. Exhaust air is moved from the various working levels through connecting raises to exhaust col¬lection levels that return it to No. 1 shaft. No. 1 shaft is the primary mine exhaust. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 788 m (2,584 ft). Three vane-axial 932-kW (1,250-hp) exhaust fans are located at the collar of No. 1 shaft, producing a flow of 850 m3/s (1.8 million cfm). In addition, an airflow of 71 m3/s (150,000 cfm) from the intake distribution level is exhausted via the haulage tunnel, by means of No. 4 shaft located midway in the tunnel. The main features of the mine ventilation network are summarized in Fig. 1. "INTRODUCTION Many major cities in the United States have a combined storm water and sanitary sewer network. Regular rainfall overwhelms the system capacity and results in millions of cubic meters of untreated sewage being dumped into local waterways. One legally mandated solution includes several kilometers of large diameter shallow or deep rock or soil tunnels, a pump station as well as associated collection sewers, diversion structures and drop shafts. In this paper, the basis for design of different system elements including the drop shafts and pump station is explained in detail. Common construction methods used for different type of shafts including tangential vortex and baffle plunge, and also pump station alternatives comprising cavern or various shaft configurations are discussed. DIFFERENT TYPES OF PUMP STATIONS The dewatering pump station serves as the heart of any deep CSO tunnel system and is critical to the goal of reducing CSOs by providing a controlled release of the stored tunnel volume to the wastewater treatment plant. As the major mechanical component of the project, the station will require the greatest attention by operations and maintenance staff. Designing a durable and easily operated pump station requires addressing some major challenges, including the following: • Longevity – equipment, materials of construction, and station environment • Controlling odors • Safety for operators and maintenance personnel • Easy access to equipment • Protection from hydraulic surges Location. Owners face a fundamental decision relative to the location of the pump station, which will affect how these challenges are addressed. The pump station can be built within the tunnel launch shaft or within its own dedicated shaft. This decision is driven by cost and schedule. Use of the tunnel launch shaft may provide owners cost saving opportunities by not having to construct a separate pump station shaft. However, this will likely extend the pump station construction as much as two years until the tunneling has been completed. Furthermore, delays to the tunneling operation would delay the pump station construction work, potentially leading to delay claims. For this reason, it has been more common to utilize a separate pump station shaft on recent CSO tunnel projects (Nasri et al. 2015)."
