The Bureau of Mines was created in 1910 by an act of Congress and subsequently directed to: "...conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste ..." Under this broad charter, the Bureau's responsibilities have changed and grown from an almost exclusive concern with coal and coal mine safety to the present emphasis on a full spectrum of mineral producing and consuming problems. In the past 30 years, the domestic consumption of coal, oil, gas, metals, and industrial minerals has more than quadrupled, in parallel with the rapid and enormous growth in industrial production. Of the scores of metals and nonmetals essential to the Nation's progress and security, many are scarce and difficult to wrest from domestic sources. Reserves of some ores are dwindling. Available ore resources are becoming leaner and more difficult to treat. In recognition of this many faceted problem, the Bureau has engaged in a continuing quest for new and improved technology to enable economic exploitation of marginal minerals and fuels, to find substitutes for minerals in short supply, and to create better materials to meet the expanding and diverse requirements of the growing economy. The current central concern of the Bureau is focused on meeting projected fuel, metal, and mineral demands at the lowest real cost by recovery from available resources by new and improved technology that minimizes waste, hazards, and social and environmental problems.

This article presents results from a comparative case study focusing on newspaper coverage of mineral exploration and mining in three European countries representing different geological and socioeconomic contexts. The results show that regional newspapers in Finland, Germany and Spain report about mining issues relatively intensively even in the absence of major accidents or other media events causing peaks of attention. The tone of the articles is generally neutral to positive toward mining activities. Common themes include mining revival, mining events and social interaction, history of mining, and damages related to mining. Past, present and future employment opportunities related directly or indirectly to the mining sector are key storylines. Contrary to some expectations, the regional-level debate was not dominated by a long-lasting confrontation between the mining industry and its adversaries spearheaded by environmental nongovernmental organizations.

The total iron ore production in Sweden in 1969 was 33.3 million metric tons. 31.7 million tons were exported mainly to Western European countries. 27.8 million tons (87 per cent) originated from the mines at Kiruna, Svappavaara and Malmberget, located just north of the Arctic Circle in Sweden. Planned production for 1970 is 25 million tons during 10 months, due to a strike at the beginning of the year. Present production plans for the next five years expect an annual export capacity around 33 million tons in 1975, including 5.7 million tons of pellets. The mining and shipping at the loading terminals of Narvik on the Atlantic coast and Luleå at the Gulf of Bothnia are managed by LKAB - a 96 per cent state-owned company. 4 per cent of the share capital is owned by the private Grängesberg Company. The railway - 106 miles from Kiruna to Narvik and 130 miles from Malmberget to Luleå - is operated by the State Railways in Sweden and Norway. Comprehensive expansion of the Narvik ore port will be carried through during the next five years to increase the annual shipping capacity to at least 35 million tons and meet the development of rapidly growing ship sizes.

The title of my talk today might lead you to two logical conclusions: The industry is faced with a problem that requires a solution and after discussing the problem I will offer a solution. The first conclusion is painfully accurate. One need only look at the accident statistics to be aware of the problem. During the eight-year period 1954 through 1962, the United States Bureau of Mines reports that falls of rock and coal accounted for 1,435 of the 2,516 fatal injuries that occurred in underground bituminous coal mines. Some improvement was made during 1962. For the first time since records have been kept, falls of rock and coal accounted for less than 50 per cent of the underground fatal injuries. The 105 deaths recorded in 1962 indicate that a great amount of work remains to be done in this area. As to the second conclusion, let me assure you at the outset that I have no panacean solution; however, I do propose to discuss some aspects of the problem and some possible methods of solution. What methods of solution are now, or have been employed in attempting to solve the problem? More specifically, what methods have you and your associates used? Has it been an orderly well thought out approach to the entire problem, or has it been a somewhat piecemeal approach which tackled the immediate problem and left the total problem for another day? Perhaps a new approach may be in order.

Contaminated mine drainage presents a potential hazard for aquatic ecosystems and groundwater resources. Reliable predictions of long-term developments in seepage quality are necessary to select reasonable decommissioning options and remediation measures for waste-rock heaps during mine closure and/or mining site rehabilitation to minimize future risks and environmental hazards. Extensive geochemical modeling work was used to assess the consequences of various remediation options for waste rock heaps at a former uranium mine in Eastern Germany. The predicted contaminant discharges are used for an assessment of long- term benefits of decommissioning alternatives to derive conclusions for sustainable remediation measures using risk-based cost/benefit analyses.

During the last few years the New Lead Belt of South- eastern Missouri has become the main source of lead in the United States. It also produces significant amounts of zinc, copper, and silver. The mines are located on a narrow, mineralized trend extending southward from Viburnum, Missouri for about thirty-five miles. The area is part of the Ozark uplift and consists of steep-sided, heavily wooded hills with narrow valleys. Surface streams are very erratic, normally having low flows but becoming rushing torrents during the violent thunderstorms that occasionally occur. Because of the pristine nature of the country and the newness of the mining developments, the environmental impact of all phases has been closely watched.

In the Adriyala project, shield-leg pressure data from all shields and shearer location with time stamp from a mechanized longwall face are monitored and recorded in a surface computer. The data contain random noise due to power failure, leakage of legs, bad sensor readings, and other maintenance or geomechanical problems. An algorithm has been developed to detect mining cycle parameters such as setting and final pressures and duration of the cycle from these data for the analysis of periodic roof weighting phenomena. The intensities and persistence of periodic roof weighting are vital information for mine management to make judicious decisions on longwall operation.

The economics of open pit mine design are dictated by three basic elements: cut-off grade, stripping ratio and slope angle. Although these elements are functions of a number of independent parameters, they are interrelated through their influence on the overall economics. The optimum slope angle is the most uncertain element to determine, because rock mass properties are difficult to obtain. However, for preliminary estimation, the slope angle can be determined from the relationship between the probability of failure and the safety factor. The economics of the slope selected will depend on a profit versus risk judgment. In this paper, the author will present an actual case of application of this postulate.

Once mining compromises the stability of a rock mass, the dangerous task of roof bolting begins. Many attempts have been made to automate this process, but there are still many refinements that need to be made. In the past, roof bolting modules were designed around the abilities of a human operator. Currently, researchers are taking a new approach that focuses on designing modules that can utilize bolting methods that are easily automated. A non-rotating anchor that is locked into position by a linear force (as opposed to a rotational force) was designed by researchers at the U.S. Bureau of Mines. Once the bolt is secured in the bolt-hole by the anchor, the bolt is tensioned and a collet is used to secure the other end of the bolt. This process replaces the traditional bolt-nut fastening method. This program is part of an effort at the U.S. Bureau of Mines to automate the coal mining process.

Introduction Traditional aggregate sources - riverbeds and alluvial fans - located close to developing urban centers are being foreclosed to mining. As sand and gravel reserves are depleted, nearby production plants cannot secure additional, adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. It promotes development, street paving, home building, and industrial and commercial centers. Economics make us favor developments close to our operations. Thus, we encourage development by our neighbors, who soon become our detractors. Current Aggregate Mining Problems Urban development is not compatible with sand and gravel mining. Neighbors dislike the view of pits and quarries, and they complain about dust, noise, and trucking. In general, the neighbors are not happy being close to an aggregate source. This is reflected in land use or zoning laws. In most localities, mining requires a special-use permit. Public hearings are required before a legislative body. If a large group of opponents show up, legislators will often deny the land use. Urban areas are seeing traditional close-in sand and gravel sites becoming no longer available for industry. A parallel situation is also developing in most urban areas. That is, the not-in-my-backyard attitude toward landfills. As urban areas mature; a significant amount of change takes place in the physical makeup of a city. Streets and parking lots deteriorate and need repaving. Curbs and gutters need to be relocated. This necessitates a place to dispose of excess, or old, paving and structural material. Since landfills have become at least as difficult to permit as sand and gravel sites, they are becoming remote from urban areas. A significant portion of the structural material that needs to be disposed of is concrete and asphalt. This material is heavier than other materials. Thus, the cost of moving a large volume of very heavy material to a landfill becomes very expensive. In California, dump truck transportation is regulated by the State Public Utilities Commission through minimum rate tariffs. A rule of thumb for estimating the cost of such transportation is once the material is loaded, the extra kilometer (mile) costs $0.09/t ($0.08 per st). Thus, to haul an 18-t (20-st) road an extra 32 km (20 miles) will cost about $32. Because of its remote location, the cost of hauling aggregates to the point of use in an urban area becomes excessive - about the same as hauling the material to a landfill. Here is a classic example for synergism. If we could save the transportation cost of heavy demolition material by disposing it relatively close to the central city (its source), and at the same time provide an aggregate source close to the central city (its point of use), two difficult economic situations can be solved. Thus, the develop¬ment of recycling concrete and asphalt. Mining Concrete and Asphalt There are two methods of mining concrete and asphalt. The first is to pick up the old pavement in pieces. Thin, cracked pavement can usually be lifted from the grade with a front-end loader. It will break up into manageable-sized pieces. With heavier pavement, it is sometimes necessary to intentionally break it up with a stomper or heavy ripper. The pieces are loaded into heavy dump trucks and shipped to the crushing site. The estimated total energy demand for the U. S. is 60 quadrillion BTU for 1970 and is expected to more than double by the year 2000. Today the energy crunch is here. It is evidenced by brownouts to conserve electrical energy, and the shortage of gas and oil. Many such headlines, including suggestions for energy rationing, are in the news today. Paradoxically we have an abun¬dant source of energy in the form of coal. Energy consumers, however, are geared to use fuel in other forms. It is the intent of this presentation to discuss processes under development for conversion of the energy contained in these vast coal reserves to more usable forms. Coal conversion to synthetic fuels should be of particular interest to those engaged in mining. Coal consumption in a single conversion plant is expected to range from 10,000 to 40,000 tons per day. Plants will be located at the mine mouth and will operate continuously 24 hours per day, seven days per week. Further, many such plants will be needed., For example, looking at natural gas only, the supply/demand gap is estimated to reach 13 trillion cubic feet per year by 1985. Assuming that gas from coal conversion were to fill only 101, of this gap, 15 plants producing 250 MMSCFD would be required. These plants would consume about 90 million T/Y of coal or 135 million T/Y of lignite. It will indeed be a challenge to mine, suitably prepare, and transport coal at these projected volumes without interruption. Many ideas have been conceived for better utilization of coal and these are in various stages of development. Those supported by public money are covered by the Annual Report of the Office of Coal Research (OCR), Department of Interior. The two processes to be discussed, the Consolidation Coal Company's (Consol) C02 Acceptor Process (1)(2)(3) and The Pittsburg and Midway Coal Mining Company's (PAMCO) Solvent Refined Coal Process (4)(5) are both sponsored by OCR.

"The mining industry is a tough business. The obstacles faced in attempting to run a mine - much less build a new one - go beyond an orebody’s geology. There was a time when commodity prices dictated whether or not to build or expand a mine. Today, though, the challenges faced by miners include social responsibility, environmental regulations and a myriad of needed permits on several governmental levels that every miner knows will be challenged by opponents every step of the way. With all of those challenges, and others not mentioned here, it’s a wonder anyone would stay in the industry. But they do. In fact, more than 2,100 mining professionals from around the world gathered in Reno, NV last December for the American Exploration and Mining Association’s (AEMA) annual conference. That is an impressive number, considering that commodity prices remain in the doldrums, preventing companies from building many new mines and limiting expansions at existing ones. Even so, attending such a conference allows these mining industry pros to learn new and more efficient ways to operate their mines and plants through the dozens of technical presentations the conference offered. And mingling with their peers provided another avenue for learning. The AEMA conference also attracted many of the industry’s leading equipment and service providers (228 exhibitors in 246 booths). Technical presentationsThe AMEA meeting is known for its variety of high quality technical presentations and the 2014 conference was no exception. Some of the topics include new technologies in surface and underground mining, explorers and emerging producers, mine closure and remediation, regulations and reserves reporting, hydrology and new innovations in mining. During the 1970's geostatisticians were often accused of not paying sufficient attention to geologic features in the computerised generation of ore reserves. Unfortunately this charge was all -too-often justified and the results of such studies tended to be oversimplified and failed to reveal the full potential of computerised reserve estimation and geostatistical methods. There were some notable exceptions to this trend. Techniques were described that paid a great deal of respect to the geologic characteristics peculiar to certain deposits (Rendu J-M, 1984, Barnes T. E., 1982). At Gold Fields several techniques have been developed for handling the geologic characteristics of ore bodies for reserve estimation purposes. These have developed over time and the evolution of their adoption has been a reflection of our own learning experience from the practical application of computerised reserve estimation on many precious metal s deposits. Subway tunnels proposed for the Los Angeles County Metropolitan Transportation Authority (LAMTA) East Side Extension are to be excavated below the groundwater through an area of Los Angeles, California with dissolved hydrogen sulfide concentrations in excess of 200 mg/L. To address unique construction and worker safety issues, bench scale and field pilot test studies were conducted to evaluate various mitigation alternatives including in-situ oxidation by chemical injection, slurry pH adjustment to suppress H2S evolution, and chemical treatment to remove the H2S from the slurry and muck material. The results provided the basis for detailed hydrogen sulfide control specifications for the contractor.

Computers are a valuable tool to the aggregate industry and should not be overlooked. The selection of proper mechanical components is necessary. Merely the addition of a computer to operate a mechanical system will not guarantee that the system will work. Material delivery by rail or truck for stock-piling and intra-plant material transfer can be accurately supervised by automation with simplified controls for the layman to use. There are mechanical problems that occur in material blending and load-out systems when such a system is automated. Such things as material flow, bridging, stockpiling methods, overloading of equipment and safety must be considered. How these problems can be overcome by proper selection of compatible mechanical and computer equipment will be discussed. Also, there are many individual material circuits in a plant that can be computerized at a nominal cost. This type of computer installation will not necessarily result in increased production, but it will produce greater efficiency in manpower. These small computers, binary counters, memory circuits and other devices and their application to the aggregate industry will also be presented. A careful evaluation of the mechanical and computer inter-relationship by someone understanding both "Rocks and Electronics" is essential to proper handling of material by computers. Computers for the mining industry may be either digital or analog computers. Unless the computer is to control some type of chemical process, such as a cement plant, the, analog computer is not required and the digital computer' will be quite adequate and less expensive.

The phosphorus journey begins with the extraction of primary phosphorus in the form of phosphate in apatite through openpit mining and, in some rare cases, underground mining methods. The ores are processed in beneficiation plants to remove impurities before the phosphate rock concentrate is either sold on the open market or converted into phosphoric acid in downstream chemical production facilities by the wet acid process or thermal phosphorus routes. These can in turn be converted into fertilizers, as well as used in the food and electronic industries. The advent of the EV battery has given rise to a new use for purified phosphoric acid in the production of lithium ferro phosphorus (LFP) cathode material for EV battery cathode assemblies. The production of LFP relies on raw materials such as lithium carbonate, lithium hydroxides, iron salts and purified phosphoric acid.

Engineers at the Freeman United Coal Min¬ing Company, located in West Frankfort, Illinois, have been using a computerized production planning and maintenance reporting system, which have been designed exclusively for underground coal mining. This paper will explain a dynamic graphical simulation and computerized time study system that has been used to design and evaluate underground production systems for optimizing productivity. Also with the aid of customized software, detailed records on changeable components of underground equipment, including the vendor's name, date installed, operating and maintenance hours, etc., have helped Management to select the best available components for their equipment. The MPASS System, Mine Performance Analysis Simulation System, developed through a cooperative agreement with Freeman United, Ketron Inc., and the U. S. Department of Energy utilizes new methods to analyze and design production systems in underground coal mines. The MPASS System is a menu-driven user oriented system of interactive computer programs, which form five major subsystems. The subsystems: 1. Simulation 2. Time Study 3. Mine Background Reports 4. The Subtropolis Mine is a room-and-pillar mine extracting the Vanport Limestone near Petersburg, OH. In February 2018, mine management began implementing a new mine layout to better control the negative effects of excessive levels of horizontal stress. Almost immediately, the conditions in the headings improved. Conversely, and as expected, stress-related damage was concentrated within crosscuts. Over the last 18 months, the mine operator has diligently experimented with different techniques/methods to lessen the impact of the instabilities in the outby crosscuts. The range of controls used by the mine operator include angled crosscuts, crosscut offsets, increased distance between crosscuts, arched crosscuts, cable-bolted crosscuts, altered blasting pattern, and windows. A window is used to resist roof deformation by leaving a strong brow of roof rock within the crosscuts.

Specific software tools for Statistical Multivariate Analysis combined with real time process data were applied to Concentrator Plant at Compañía Minera Doña Inés de Collahuasi SCM in Chile, basically to two Mill Lines, each one with one SAG mill (32’x15’8MW)and one Ball mill (22’x36’9.7MW). The main objective was to empower the operator actions using process patterns references instead of process variable set-points. Pattern clustering and the analysis of pattern deviations regarding normal or desired pattern, allows for improvements in process control and the further implementation of soft sensors for those variables not included in the initial model.

The material balance computer program (MAT-BAL) developed at the Minerals Resource Research Center of the University of Minnesota, has been used in conjunction with routine process profile samples taken in the potash compaction plant at Great Salt Lake Minerals and Chemicals Corporation, Ogden, Utah. In this manner, a uniform data base is being established for the process, and selected key indicators are used for decisions in plant operation and maintenance. With present emphasis on improving product quality and increasing production rates, the standard data base system provides a means of measuring results from test programs to optimize the circuit. The development and application of this process control method is discussed. The compaction plant computer-assisted data base has been in existence for only two years, but it has made significant contributions to the knowledge of the process and continues to assist in monitoring the plant performance. It is anticipated that the material balance program will be adapted to the GSL flotation plant in 1979, and to other circuits in the potassium sulfate chemical plant.
