A ground-water flow model was developed to simulate the post-mining recharge rate at the Belle Ayr surface coal mine in the Powder River Basin near Gillette, Wyoming. State regulations of Wyoming require that reclaimed lands should provide a rate of recharge that approximates the pre-mining rate. Steady-state calibration and transient simulations showed that the post-mining recharge rate in backfill is at least five centimeters per year, exceeding the original infiltration rate of 0.4 centimeters per year to shallow, overburden aquifers. Major reasons for the increase include the flat topography of reclaimed areas and decreased spoil density. It is expected that the backfill will disaggregate and settle over time, eventually resulting in a nearly constant recharge rate less than five centimeters per year but somewhat greater than the pre-mining rate.

In order to obtain a better understanding of the explosion risk at the coal face, anomalies in the ignition sensitivity for different modes of ignition of hybrid mixtures of dust, methane and air were studied. Results indicated that the explosible behaviour of the working environment is highly dependent upon the ignition source and the fuel composition. For example, depending on the ignition source, the same hybrid mixture can be inert or extremely explosible. In conclusion, it is stressed how the explosion risk can be expressed in terms of a safety factor which takes into account the influence of both the fuel and the ignition source.

The regulatory landscape has changed considerably since the first passage of Oklahoma's land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.

This paper summarizes recent developments in modeling of underground coal slurry haulage networks for determination of optimum design and operating parameters. The model presented here is based on a stochastic dynamic programming formulation, applicable in any typical room-and-pillar and/or longwall mining configuration commonly practiced in the United States. The formulation and the structure of the model is general enough to handle design problems involving more than one face and mining method. Given the stochastic operating characteristics and a system layout, the model can be used to determine the equipment configuration and operating regimes that minimize the overall unit cost of coal haulage.

"CURRENT BASIS OF GROUND SUPPORT DESIGN ANALYSIS The current strategy used in determining what kinds of support are needed is based on empirical design charts (Grimstad and Barton, 1993). Figure 1 is an example of the topcut analysis used for a 14 foot wide (4.3 meter) drift, which is the current design width used for topcuts at TRJV mine. The majority of our topcuts are situated in ore of the Type IV and Type III weak rock class categories that necessitate the use of bolts, mesh and 2”-4” of shotcrete. This type of empirical chart gives excellent guidelines for the kinds of support, and it is based on case histories of civil tunneling and mining properties. It is a good starting point for determining the kinds of support needed, but not to the detail needed to optimize the number of bolts, type of mesh, or combination of types or strengths of shotcrete. This report is an attempt to help quantify the safety factor and optimum design parameters to include mesh and shotcrete as part of the design criteria and subsequent safety factor.SAFETY FACTOR ANALYSIS: BOLTS ONLY One type of safety factor analysis used at TRJV for the past 7 years is described as the “dead weight” method, developed by Pakalnis (2008). It involves the support of a conservative “dead weight” of rock held in place by bolts in which the depth of failure is approximated as a wedge whose height is one-half of the span. The failure or dead weight wedge resembles a triangular wedge that must be supported by the remainder of the bolts going through the wedge (see Figure 2).The support capacity of the system is determined by the bond strength of the bolts holding up the wedge, which is in turn based on the RMR. The method assumes the total support capacity is the sum of the individual bolt values defined by either the breaking strength or the bond strength of the bolts (whichever is lower) passing through the failure surface."

Gentlemen, my subject today is glass reinforced plastics. By definition, this encompasses a wide variety of materials: at least a half dozen basic varieties of polyester, epoxy, and phenolic; virtually infinite compounding variations within the basic groups: literally limitless variations in the amount and the nature of the glass reinforcing. Complicating all of this is the fact that different modes of application of the same material fall appreciably alter' the product's general strength and suitability. These many, many differing materials are what we conveniently call "glass reinforced plastics" or, more simply, fiberglass". This common name is actually a large part of the problem when dealing with fiberglass materials. Far too often a specification is written calling for simply "fiberglass reinforced polyester', based on successful prior use of a polyester laminate. Such a specification is very nearly worthless since such tremendous variation is possible under it. Success of a laminate furnished under such a specification is entirely dependent on good fortune

The purpose of wrapping ball mills with thermal/acoustic blankets is twofold: 1) to maintain the desired temperature inside the mill, and 2) to reduce the sound emanating from the mill. This field case study focuses solely on the latter, evaluating and documenting the sound level reduction attributed to the installation of the blankets on ball mills and its potential to reduce the noise dose experienced by the process attendant. One of the three ball mills had already been treated (baseline) before the evaluation started. However, treating the remaining two mills still proved to be very effective, further reducing ball mill noise in the near field by as much as 10.0 dBA and producing far field noise reductions of 3.0 dBA or greater, extending as far as 35 feet from the mills and to the floor above. The model developed from the survey data shows that a process attendant spending a substantial portion of a shift in the mill building will experience a significant reduction in overall noise dose.

With increasing interest in the physical cleaning of fine coal, there is a need for extension of the sink-float analysis procedure to finer sizes. Problems arise, however, in ensuring complete dispersion of the particles in the heavy liquids. A procedure has been developed in which surfactants are used as dispersing agents and solids concentration is minimized (using a simple formula to estimate the minimum weight needed for statistical reliability). Using centrifuges to increase separation rates and sub-sieve particle size analysis of the specific gravity fractions, a complete size-specific gravity distribution can be obtained. Analyses have been performed on coal samples as fine as -10 µm.

Significant economic benefits can result when rock mechanics is applied within a practical framework and integrated within the other engineering functions of the mine organization. Such application and integration requires management support and understanding of rock mechanics as a practical tool to help attain high standards of safety, productivity and resource recovery. For such an approach, a long-term geotechnical program is needed in most operations to build an adequate data base and to ensure that design and ground control issues are handled in a cost-effective manner. Best usage of rock mechanics in mining occurs when management recognizes the application as a long-term investment, where time is needed to realize good returns. The need for this approach is due to the difficulty in accurately predicting ground conditions ahead of mining. The practical application of rock mechanics must follow an iterative process of design and verification based on site-specific experience to account for geologic and mining impacts. Ground conditions experienced during mining must be used to check the initial mine design and, if necessary, to provide a basis for design modification. Such a practical rock mechanics program includes comparative experience, in situ instrumentation and numerical modeling. The program begins with the geologic site investigation and continues throughout the life of the mine. It is an integral part of mine planning and operation.

Throughout the history of the development of mechanical conveyor systems, it has always been an established condition that loads are received at one end of a single-belt conveyor and discharged at the other end, in a point-to-point, manner. In systems designed for the continuous transport of granular materials, vertical or horizontal changes in; direction have always necessitated two or mope single-belt conveyor units, with a corresponding number of motors, assemblies and attendant mechanical and human or electronic controls. Besides these high-cost factors, every change in the system's direction also calls for a transfer point that involves a drop-back of the material from one level to another with some loss of the material and, in many cases, unwanted additional granulation. Where changes in the location of the discharge point are wanted, the conventional single-belt conveyor must either be replaced by a shorter or longer unit or additional units purchased and installed, or existing units rearranged. This can take days or weeks, and involve special expenditures as well as loss of valuable production time.

The Minerals Industry makes heavy demands for and on its Material Handling equipment. It also gives progressive management the opportunity for considerable savings, ad consequently increased profits. In some cases, cost of Materials Handling amounts to 40°/o of the total cost of the ultimate product. Handling costs are hidden in overhead, indirect labor, excessive maintenance, productive workers performing handling tasks, and, a great many more. Even though Materials Handling is the oldest occupation of mankind, it is only within the past twenty years that it has emerged as a specialized field. While this industry has made full use of all types of mechanical and vibratory conveyors, pneumatic conveyors in their proper application can be a distinct asset. me use of pneumatic conveyors by this industry however is limited- to a certain extent by the particle size of your products through the various phases of manufacture, as well as their bulk density. However, with increasing knowledge of the fluidization of dry materials, their use is becoming more wide spread.

Ground falls represent a significant hazard at underground mines in the stone, sand and gravel (SSG) sector in the United States. Researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) are conducting detailed investigations into the complex loading conditions at underground stone mines operating in challenging conditions. This paper presents the application of numerical modeling to analyze pillar and roof stability at a dipping underground limestone mine.

The use of finite element programs for evaluating large grinding mill shells is becoming increasingly popular. However, large scale, detailed analysis can become a burdensome task when one is required to manually prepare the necessary data to be entered into the program, while evaluating the voluminous results is even more devastating. Although available computerized finite element analyses can reduce computation time from years to months or even weeks, additional pre and post processors can reduce the time for data preparation and result evaluation to hours, while simultaneously reducing the probability of human error. Examples of the uses of these processors are presented as well as typical modeling techniques.

Approximately forty years ago, the military services began a realistic investigation of the problems involved with the replacement of high pressure gaseous systems with liquid oxygen systems. The program was temporarily discontinued because of numerous State-of-the-Art problems. Ten years later, interest in the liquid oxygen breathing concept was revived. Initial testing of this concept was completed in 1946. The ensuing years have seen the general acceptance of many cryogenic breathing systems for airborne applications. The inherent features of weight savings (approximately 70%) and space savings (approximately 80%) make it very desirable for high performance military aircraft. A typical aircraft system consists of a storage container with appropriate integrated control valving (the liquid oxygen converter), a heat exchanger, breathing regulator, and oxygen mask. Normally the liquid converter is located in the aircraft wheel well for easy access by ground crew personnel and the breathing regulator is mounted in the cockpit where the pilot can connect his oxygen mask. An aircraft system such as this will provide the pilot with eight hours of breathing oxygen after a 24 hour standby period. Early in 1960, the National Aeronautics and Space Administration sought a means of providing a cooling system for their personnel involved in fueling the rockets used in the space program. The trends in the market place, particularly economic and political, suggest that the bulk of the coal will be consumed for generation of electricity. The utilization of coal to produce electricity will require technical solutions to the variable characteristics of coal and ash, development of methods to improve coal quality, and public acceptance of the cost of compliance with environmental standards.

The western phosphate field, one of the United States' great mineral resources, lies within the western states of Idaho, Utah, Wyoming and Montana. This Permian sedimentary deposit has been known since the turn of the century and since the 1920's has been mined for its phosphate content. Isolation from markets and relatively high mining costs have restricted development as compared to eastern United States deposits, but nevertheless a significant western phosphate industry has developed. Geographically the deposit covers an enormous area of about 337 000 km2 (130 000 sq miles). It covers Idaho from Pocatello east- ward, western Wyoming to the eastern flank of the Wind River mountains, and extends well into southwestern Montana and into a large area of northeastern Utah north of the Uinta Basin and east of the Salt Lake valley.

Abstract - A shiploading terminal near Punta Arenas, the southernmost city of the world (lat. 53°-10'S, long. 70°-54' W) is described. Strong winds, choppy seas, frequent gales, rain, and snow make it difficult to load ships at an offshore berth in this area. Detailed site investigations, including a wind-recording program, supplied sufficient information for the analysis of operating conditions. The weather pattern of the entire region, including the predictability of gales, was utilized in the analysis. The results showed that a bulk loading terminal at this location is feasible, provided that the design takes into consideration the specific problems of the site. The final layout shows a terminal that can be approached from several different directions, depending on the direction of the wind. The mooring system is arranged to allow alter- native ways of attaching and casting off mooring lines and executing docking and departing maneuvers. The berth is supported on piles and contains the minimum of structures, relying on a slewing shiploader to reach the ship in any position, with only limited fore and aft shifting of the vessel for loading the extreme hatches. Results of wind recording, statistical analysis of wind and wave data, operating criteria, and the results of berth availability analysis are included in the paper.

Keith, John R. 1968. Relationships of lead and zinc contents of trees and soils, Upper Mississippi Valley District. Preprint, Fall 1968 Meeting, Soc. Mining Engineers of AIME. Lead and zinc contents of elm, maple, and oak trees and of soils in which the trees grew were determined in samples from the Upper Mississippi Valley mining district, and from an area outside but contiguous to the district. The lead and zinc analyses of plant materials served to differentiate the mineralized and non-mineralized areas. Stems contained about two times as much lead and about 2-5 times as much zinc as did leaves taken from the same stems. Lead and zinc analyses of all soil horizons could be used to differentiate between the two areas. Soils at most sample sites in the mineralized district seemed to be more reliable than plants for geochemical prospecting and are a more practical sampling medium. Soil samples from areas with thick loess cover, however, failed to indicate the presence of mineralized bodies whereas tree samples from the same sites contained anomalous amounts of lead and zinc. It is suggested that in areas of thick loess cover plant samples could be used in prospecting for lead and zinc.

INTRODUCTION An evaluation of the radiological health risks from uranium mining and milling requires the determination of several key parameters. As shown in Figure 1, the first step is the estimation of the radioactive source term. The radionuclides in the ore consist of the 238U decay series nuclides shown in Figure 2, the 235U series nuclides, and 40K. The 238U decay series isotopes dominate the source term, with the 235U series isotopes causing less concern and 40K remaining at background levels. [ ] Specifically, the risks from uranium mining and milling are mainly associated with 230Th, 226Ra, 222Rn, and its short-lived daughters. These radioisotopes are mainly alpha-particle emitters; hence, some dispersion mechanism is necessary to bring them into intimate contact with man so that they can be inhaled or ingested For water pathways, the leaching of the isotopes from [ ] the solid ore or tailings provides a measure of the amount of contaminant initially available to the environment. For the air pathway, dust-creation mechanisms such as blasting, crushing or general resuspension processes dominate for 226Ra and 230Th. However, 222Rn, being a chemically inert gas generated from the decay of 226Ra, can migrate through the ore, overburden and tailings over considerable distances. As shown in Figure 1, the next step in the pathway to man is environmental dilution and delay. For the water transport mechanism, the delay in the isotopes reaching an accessible water supply may be considerable (several thousand years or more), but for airborne nuclides the dispersion in the atmosphere is rapid and constitutes the main mitigating factor. Considerable ventilation is provided in underground mines to dilute and remove radon and its daughters in order to keep their concentrations low and thereby minimize their inhalation by miners. The rate of uptake by both the workers and the general public is often difficult to ascertain. It involves breathing rates, rates of water consumption and other poorly-defined parameters. In considering the importance of lease management and administration, I have decided to approach the topic, Lease Default and Eviction: Action or Reaction, as a three phase presentation dealing with mineral lease administration and management, past, present and future. Though the title may border on the dramatic, it illustrates the real consequences of alternative approaches to property management viewed from my experience in the evaluation, development and implementation of a number of such systems and services in my current position as president of Talco Group Corporation. First, though, let's take a moment and set the stage by giving a few actual examples of why a pragmatic approach is needed in this particular area.
