The flotation behavior of quartz in the presence of alkyl ammonium acetates as a. function of alkyl chain length has been interpreted in terms of hemi-micelle formation at the solid-liquid interface. The van der Waals cohesive free energy that is responsible for hemi-micelle formation has been found from these results to be 1.02 kT per CH group. This 2 is in excellent agreement with literature values obtained from research on the properties of micelles in bulk systems.

The WIPP (Waste Isolation Pilot Plant) Project near Carlsbad, New Mexico. is a research and development project sponsored by the U.S. Department of Energy, designed to demonstrate the safe disposal of radioactive waste. A mine (repository) is being developed 2150 feet below the surface in a thick salt bed, which will serve as the disposal medium. The underground ventilation system for the WIPP project was originally designed based on a fixed project scope. The design criteria and ventilation requirements were developed for the performance of various activities as then envisioned towards the achievement of this goal. However, in light of new information and actual site-specific experience at WIPP leading to a clearer definition of the scope-related programs and activities, it was realized that the existing ventilation system may need to be modified. A re-assessment of the ventilation requirements--based on the current status of the facility and a clearer definition of the scope of the experimental programs, waste storage methodology, mine developmental activities. and current equipment list--indicates a two- fold increase in underground airflows from 210,000 cubic feet per minute (cfm) to 425,000 cfm. Various options to provide the increased airflow to the underground facility were considered and analyzed. Based on the techno-economic analysis, safety and environ- mental considerations, and other conditions unique to a facility like WIPP, it was decided to construct a new shaft to serve as the primary fresh air intake, along with the installation of additional fans in parallel with the existing set up. Low cost and the ease with which the new design could be implemented and integrated into the existing ventilation system with minimum impact on current activities and projected schedules were the guiding factors in designing the shaft and related ventilation modifications.

Cauê Mine, is a large open pit, to produce about 41 million tons of iron ore during 1974, and an intensive program of investiga Lion was carried out to provide the basic data for stabilizing its slopes, The ultimate rock slope in the W area will be about 400 m high with dipping angles decreasing gradually from top to bottom of the pit. The investigations started in 1969 and since then many geologists and engineers, from both CVRD and Geotécnica S/A., assisted by international consultants, have given their contribution to the achievement of solutions. It is hoped that this paper may contribute to the slope stability of other mines in tropical climate.

It is well known that the anticipated mineral price at the start of a prospective mineral project can have an overwhelming effect on a property's ex ante value. However, possible price movements throughout the life of a project can also have an impact on this value. This paper demonstrates how different potential price paths can affect project value. When considering commodity price projections for mine valuations, it is thus necessary to estimate not only the expected commodity price at the start of the project, but also the manner in which that price is likely to fluctuate throughout the project's life.

The construction involved in the Washington Metropolitan Area Transit Authority (WMATA), Contract No. lK0011 (K-1), encompassed some 2,621 meters of single track parallel tube rapid transit tunnels, 335 meters of cut-cover subway station and appurtenant ventilation structures at each end, and a fan shaft at approximately the mid point of the tunnels. The construction contract was awarded June 7, 1974 to a Joint Venture consisting of Intercounty Construction Corporation, Hyattsville, Maryland, and S $ M Constructors, Inc., Solon, Ohio. The former being responsible for performing the cut and cover construction, and the latter being charged with constructing the running tunnels and fan shaft at their mid point. (See Fig. 1) The problems of mining and supporting, the 183 meters of twin tunnels just east of Court House Square Station, by unique mixed face and soft ground mining methods is the main subject of this report, although a general review of the tunnels in their entirety, as well as the geology encountered in the excavations, is presented to give a better overall setting for the problems encountered. "The Central Bayside System Improvement Project (CBSIP) is a critical element of the Sewer System Im-provement Program (SSIP), a 20-year, $6.9-billion investment by the San Francisco Public Utilities Commis-sion (SFPUC) to upgrade San Francisco’s 100+ years old seismically vulnerable combined sewer system. The CBSIP’s centerpiece, a proposed 10,000-foot-long (3,048-meter-long) Channel Tunnel, will provide reliable and redundant gravity conveyance and storage of combined wastewater flows from the northern and central parts of San Francisco to the Southeast Water Pollution Control Plant (SEP) while ensuring compliance with regulatory requirements for combined sewer discharges to the Bay. A tunnel with a diameter of 23 to 30 feet (7 to 9 meter) is being planned using pressurized-face tunnel boring machine technology. Project challenges include tunneling through Franciscan Bedrock, mixed ground conditions in close proximity to the Bay, connector tunnels and shafts, construction in congested urban environment, and challenging real estate issues for shaft access. BACKGROUND AND NEED FOR TUNNEL The City of San Francisco is one of the most beautiful cities in the world. About 850,000 people live in the city and many more come to work, for tourism, and for attending conferences. The SFPUC is a department of the City and County of San Francisco that provides energy, drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydro-electrical and solar power to San Francisco municipal departments. The SFPUC wastewater system includes tunnels, large storage/transport boxes, 1000 miles of collection sewers, 28 pump stations, and three wastewater treatment plants. San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. After decades of service, much of the sewer system is nearing end of its working life. During the 1989 Loma Prieta earthquake, damage to SFPUC water and wastewater infrastructure was extensive. The 11,200-foot-long (3,400-meter-long), 66-inch-diameter (1,676-mm-diameter) Channel Force Main, built in 1976, and a critical component of the SF wastewater system was also damaged. This force main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the SEP. The force main is at the end of its life and was not constructed to the current seismic code; in addition it has no redundancy. Figure 1 shows the project background and the force main that will be provided redundancy by the new gravity tunnel."

The Colorado Joint Review Process (JRP), a bold step to expedite energy and mineral projects, is off and running. Blazing the trail is Amax Inc., which serve as guinea pig in JRP's development and is now test-flying the process at its Mt. Emmons molybdenum property in Gunnison County, CO. Although JRP is still in its infancy, the new permitting review process has drawn enthusiastic applause from across the resource spectrum: William K. Reilly, president of the Conservation Foundation, said JRP is "one of the most interesting projects I've seen" and called on environmentalists to monitor its progress "because it appears worthwhile." Stan Dempsey, vice president of Amax Inc., noted that of all the locales in which Amax operates, Colorado is "the only place where the complicated mine permitting scheme appears to work"-an achievement he attributes to JRP. Lynda Lee Brothers, the federal Energy Department's assistant deputy secretary of environment, reported that an extensive DOE search has not turned up "another single mechanism in all of government and private industry as good as JRP as a model for the proposed federal Energy Mobilization Board."

Suboleski and King (1990) analyzed the reasons for the dramatic increase in underground coal mine productivity during the last 10 years. This paper examines whether this increase can be extended. The paper forecasts whether the mix of technological, procedural and other factors that produced the increase will change in the future. The forecast is based on the base case and spreadsheet production model described in the previous paper.

Theoretical considerations, experimental results and plant experience have lead to a new design concept called the unit reactor approach. It has been successfully implemented to the largest flotation cell on the market, the 4000 cu ft OK TankCell. The work has also lead to a new operating idea called size specific flotation. The paper discusses these concepts in the view of full scale field experiments. In large scale porphyry copper flotation experiments conducted in Chile the new large TankCell with its new low energy input Free Flow mechanism out-performed the more conventional designs. The recovery was substantially better, especially in the coarse fractions. In some experiments the difference in total recovery was up to 10%-units and the savings in total energy consumption at the same time over 40%.

This study evaluates the roof-bolter canopy air curtain (CAC) system in an exhausting face ventilation system, demonstrating its effectiveness and illustrating the CAC protection zones. Two scenarios are considered: (1) a roof-bolting machine in the center of the entry for installation of the fifth row of bolts from the face, and (2) a roof-bolting machine positioned close to the face for the installation of the last row of bolts. In both scenarios, the bolting machine is placed in an environment that contains 6.0 mg/m3 of respirable dust and is ventilated by an exhaust curtain with 9,000 cfm (4.25 m3/s) of air to simulate the roof-bolter machine operating downstream of a continuous mining machine. Two operation positions are simulated at the same bolting location: dual drill heads in the inward position for two inside bolts and in the outward position for two outside bolts. The influence of the CAC on airflows and dust dispersion is evaluated with the CAC operating at 250 cfm (0.12 m3/s) with dust reductions ranging from 39.5 to 82.8 percent. When the roof bolter is operated close to the face, increasing CAC airflow was required for adequate protection, as the dust reductions can be as low as 39.5 percent. Increasing CAC airflows to 350 cfm (0.17 m3/s) and 450 cfm (0.21 m3/s) were evaluated, demonstrating that dust reductions increased to 59.7 percent (350 cfm) and 72.0 percent (450 cfm). These results revealed improvement in respirable dust reductions compared to the CAC airflows at 250 cfm when the bolter is operated close to the face, showing the CAC can provide protection against high respirable dust concentrations for roof-bolter operators.

A new coal interface detection (CID) method is under investigation by the U.S. Bureau of Mines. This novel concept is based on utilizing a passive infrared system (FIR) to measure temperature changes associated with the cutting of coal and adjacent strata. For this method to work successfully, a definite mechanical/hardness contrast must exist between coal and rock. Advantages include that FIR responds instantaneously at the coal-rock interface and it is minimally affected by dust and/or water sprays. Based on preliminary tests, results indicate that the PIR method can be applied successfully in mines having a hard immediate roof.

The information I have concerning the early in situ uranium mining activities in Texas is "sketchy." Apparently, the first test was conducted between 1967 and 1971 in Gonzales County, north of Yorktown, at the Dueterstat Site, by, City Service. Other tests were run in Webb County at the Bruni Site, and in Live Oak County at the Burns and Clay-West Sites in the early 1970's. During this period the Texas Water Quality Board maintained a general surveillance of these tests. In mid-1974, Mr. Glen Davis walked into our Austin offices and requested a permit for Atlantic Richfield's first in situ uranium mine. This permit, issued in January, 1975, was for 3 acres of production, and was the first such permit issued in the United States. It formalized the regulation of in-situ uranium mining in Texas. The 4 years since then have been characterized by growth and change. Today there are 20 permits approved for approximately 2,000 production acres. These permits are issued to 8 companies at 13 sites in 6 counties. There are 7 additional permits being processed, or on the verge of being applied for. These will involve possibly another 2,000 production acres, 3 more companies in one more county.

Rutile ore is an important resource for the production of titanium products, and flotation is an efficient method to enrich rutile from its deposits. Motivated by strong commercial demand for titanium metal and alloys, substantial efforts have been made to improve the flotation efficiency of rutile. Styryl phosphonic acid (SPA) and salicyl hydroxamic acid (SHA) are commonly used as collectors for rutile flotation, and lead (Pb) ions can be used as activators for rutile flotation with SPA or SHA. Xanthates have a price advantage over SPA and SHA for the flotation of sulfides as SPA and SHA prices are higher than xanthate prices. In this work, we found that when rutile is activated by lead ions, amyl xanthate is an efficient collector for rutile flotation at pH 8. A slightly basic slurry can be readily obtained. Moreover, the price of amyl xanthate is lower than that of SPA or SHA. In this regard, this flotation strategy has the potential to be used in industry. Furthermore, the adsorption features of amyl xanthate on the Pb-activated rutile surface was investigated by experimental methods, which provides insight into the role of lead ions in rutile flotation.

The RiverRenew Tunnel System project in Alexandria, VA forms part of a CSO scheme aimed at reducing overflows of combined stormwater and sewage into the Potomac River during storm events. A major piece of the project is a 12-foot internal diameter tunnel of approximately 12,000 feet length lined with a single-pass precast concrete segmental liner and excavated by an Earth-Pressure Balanced Shield TBM. The tunnel lies between 120 to 140 feet below grade in the clays of the Upper Potomac Formation with occasional dips of more granular, saturated soils of the Terrace Formation and the Alluvium. The TBM is launched from a figure-8 configuration Pumping/Screening Shaft located within AlexRenew’s operational Water Resource Recovery Facility. This paper discusses the challenges encountered during the launch of the TBM in short mode within a highly congested site and from narrow deep shafts.

The Rowland Coal Preparation Plant is located on Workman's Creek in Raleigh County, West Virginia, approximately 20 miles Northwest of Beckley and 10 miles Southeast of Ameagle. It is owned and operated by the Rowland Division of Consolidation Coal Company. This paper describes the plant flowsheet, process considerations that were evaluated in its development, and observations made during and since the plant was constructed. The final flowsheet was developed specifically to wash the coal from the Rowland Mine and contains several equipment combinations and applications heretofore never placed in a single, commercial operation. The major process equipment is presented in a functional description of the flowsheet. The coal reserves are leased from the Rowland Land Company and consist primarily of #2 Gas and Middle Eagle coals and various major splits of the Middle Eagle seam. The Rowland Coal Preparation Plant was designed to process 560 TPH of raw coal consisting of 50 percent #2 Gas coal intimately mixed with 50 percent Middle Eagle coal and containing lumps no larger than a 12-inch cube.

This paper will discuss a U.S. Bureau of Mines project designed to assess and predict the impacts which surface coal mining will have on the regional shallow groundwater systems in the Powder River Basin. The primary objective will be met through the accomplishment of the following: (1) The design and establishment of a regional network for monitoring of shallow groundwater systems in the Basin. (2) Monitoring of the direction and rate of flow, water quality, and aquifer characteristics of the shallow groundwater systems. (3) Development of a regional groundwater simulation model with appurtenant subroutines to determine local effects.

INTRODUCTION The mining, extraction and refining of metals into useful materials is an honorable profession with an ancient and productive history. Civilizations have long depended upon metals for their implements, structures and machinery necessary for survival, growth, and development. Today, as in the future, metals and minerals are essential to the progress of mankind as we approach the 21st century with technologies and concepts that will require new concepts and production from the metal mining and processing industries. Today is the tomorrow we talked about yesterday and the implementation of new ideas is essential if we are to achieve "Frontier Technology in Mineral Processing". Unfortunately, the state-of-the-art mining, processing, smelting and refining methods historically employed were less than desirable environmentally, which has caused todays public to view the metal mining and processing industry with concern. Presently the ancient rock and chat tips connected with old Roman lead-zinc mines which were worked in Wales are causing stream contamination problems that must be corrected at considerable expense to the local governmental agencies (Firth, J.N.M., et al., 1981). However, improved progress has been made and the environmental control and clean-up procedures utilized by modern lead-zinc operations in the "Viburnum Trend" or "New Lead Belt" of South East Missouri may serve as a model to illustrate how alternative technologies, environmental concerns and cooperative efforts contribute to efficient mineral production within the confines of a U.S. National Forest region without significant environmental impacts. This area received international attention when it was opened within the boundaries of the Clark National Forest in the mid 1960's. By 1970 it ranked first in the world by producing 432,576 short tons of lead ore and has since continued in this position producing 451,153 short tons of lead ore in 1983 representing 91% of the total United States lead production (U.S. Bureau of idines, 1983). This production comes from a mining area approximately 40 miles long by 10 miles wide extending in a north-south direction. Geologically the lead is disseminated throughout the Cambrain age Bonneterre Formation, mostly a dolomite, at depths ranging from 700 to 1200 ft. (213.4 to 365.8 m). Galena (lead) is the principal ore mined with lesser quantities of sphalerite (zinc), chaleopyrite (copper) and silver being recovered as economic co-products. This new mining development in one of Missouri is most scenic areas could have led to a classic confrontation between industries and environmentalists. Instead, through the cooperation of industries, governmental agencies and university researchers, the Ozark environment has been protected, and may serve as a model for future coexistence of the mineral industry with the environment. Cooperative Program Development As early as 1965 five new mines and two lead smelters were being prepared for production and environmental concern was an essential part of that planning. All the mining companies became acquainted with representatives of the various federal and state agencies and scientists from the University of Missouri-Rolla (UMR). During the next six years, St. Joe Minerals Corporation, American Metal Climax, Inc., Cominco American Incorporated, Ozark Lead Company (Kennecott) and American Smelting and Refining Company participated in cooperative research efforts. The companies also participated in information exchange meetings, the development of improved analytical methods and the utilization of research findings in the modification or construction of pollution-abatement facilities. Early on research was carried out to determine background values and to establish natural baselines of trace metals in the surrounding environment. The unusual topography and drainage pattern of the mining area were helpful since it was possible to establish control sites and test sites below individual mine-mill operations to study waste-water effects on the receiving streams. To mine safely and efficiently the working conditions must be systematically de¬fined. Their uniqueness distinguishes mining from other engineering professions. The worst case in underground mining is delineated and termed "encumbered space'", since it "seriously impedes motion or action." Working space is inherently hazardous, transitory, and expensive, inducing it to be of low quality, tight and congested, vulnerable and deteriorating, and isolated and inaccessible. These adverse conditions, are damaging to cumbersome, mobile equipment, and affect all activities, including surface work. The conditions are reorganized using the fundamental engineering dimensions: space, matter time, people, and money. Comprehensive tables are presented with attention paid to "disaster potentials". Examples are cited.

The Mississippi embayment east of the Mississippi River is part of a vast geologic and hydrologic province. The abundance of water available is largely responsible for the agricultural history of the area and is perhaps the key factor in the rapidly accelerating trend toward industrialization. The multiple artesian aquifer systems that underlie the region, and the alluvial aquifer along the Mississippi River are virtually undeveloped sources of fresh water in that they are yielding only a fraction of the water available. The potential yield of the 12 aquifer systems is estimated to be about 25,000 mgd (million gallons per day), of which only about 600 mgd is presently being withdrawn. The amount of water in storage in these systems is about 1,600 trillion gallons. Ground water having a dissolved-solids content of less than 500 parts per million is generally available at depths of less than 1,000 feet, and water having a dissolved-solids content of less than 1,000 parts per million is available in some places to depths of more than 3,000 feet. Iron is the most common troublesome chemical constituent in the ground water. Water in varying amounts is also available from streams within the region. The amount of water which originates within the region and which leaves it as streamflow during a year averages about 50 million acre-feet (about 45,000 mgd). An additional 375 million acre-feet (about 340,000 mgd) leaves the region as streamflow during an average year, this amount having originated outside of the region. Some streams have considerable flow during periods of no precipitation, and the water during these periods generally has a low dissolved-solids content.

The National Institute for Occupational Safety and Health (NIOSH) has been evaluating longwall mining-induced strata fractures and their impacts on casing stability of Marcellus shale gas wells located in longwall pillars. To understand the extent of overburden fractures after longwall mining, NIOSH researchers drilled a postmining corehole into the fractured strata above the Pittsburgh coal seam longwall gob. Knowing the extent of the fracture zone height will help gas operators minimize the hazards of drilling into longwall gobs. The core was retrieved from the surface down to the top of the gob void. Various fractures were encountered varying from 35 to 64 degrees, depending on lithologic type and relative closeness to the gob. The longwall panel dimension was 457 m wide and 3657 m long, in which the total fracture zone height was found to be at 141 m and the hydraulic connected fracture zone at 87.7 m above the top of the Pittsburgh seam. In addition to core drilling through the gob, FLAC3D modeling was also used to simulate the formation of fracture zone and the orientations of longwall-induced fractures. This study provides much-needed evidence on the fracture zone of Pittsburgh seam longwall gobs to help gas operators avoid potential hazards associated with drilling through highly fractured zones
