There is a need for direct tailpipe sampling of diesel vehicles in mines in order to determine the effects of an emissions-based maintenance program, evaluate control technologies such as diesel particulate filters and identify the worst diesel particulate matter (DPM) emitters in a fleet of vehicles. therefore, this study examined the performance of three portable instruments: a personal dust monitor (PDM) manufactured by thermo Scientific, a prototype elemental carbon monitor (Airtec) manufactured by FLIr and a prototype Ae91 instrument from Magee Scientific. These instruments were evaluated on the basis of their ability to provide direct reading tailpipe analysis for DPM. It was determined that the average bias of the tailpipe results from the PDM and the Airtec were 3±12% and 4±20%, respectively, when compared to the standard method of determining tailpipe particulate concentrations from a diluted exhaust. It was also determined that the Ae91 instrument correlated with the standard method.

Most recent work in the field of mine production scheduling has focused on either the computerization of the traditional methods or the development of sophisticated mathematical optimization models. Yet it is clear to all concerned that the optimizers need to be made more practical and the traditional approach needs to be made more optimal. This paper, along with another recent paper (Gershon, 85) open a middle ground between these two approaches. In that recent paper, a heuristic procedure for production scheduling was introduced. Here, a series of short term optimizations are used in a creative manner to approximate the true long term optimization. Since these small optimizations are aimed at blending to meet production quality specifications, this approach is most applicable to commodities where the blending function is very important such as coal, cement, phosphates or iron, to name a few. The traditional and the optimization approaches are so far apart that their' advocates have difficulty identifying with the other approach. This is especially true concerning the difficulty of understanding the optimization models for those not trained in the field of operations research. This paper takes the position that the pro- 120 per role of the operations researcher is to provide not only useful and advantageous approaches, but practical, understandable and implementable ones as well. This is the goal of the paper in describing a new approach, consistent with the traditional methods and aimed at approximating the results of the optimizers.

Stopewall or room closure can be a problem in nining operations. In some mines, wall closure causes ore passes and nanways to collapse when they are enclosed in nine fill. When this phe- nomena occurs, heavy ground and, or, rock bursts frequently happen. Often, ground problems become progressively worse as mining in the stope block progresses toward the upper level. The sill and pillars in the level above may experi ence heavy ground and bursts. Sometimes the conditions get so bad in the stope that it is unsafe to mine the ore, so the stope is abandoned and the ore is lost.

Modern business practice dictates that in order to ensure the economic optimization of investment, the size of any investment venture must be such that every increment of capital invested in such a venture yields at least a corporate minimum acceptable rate of return. This practice is based on the premise that alternative investment opportunities capable of yielding the minimum corporate return are immediately available. If a mining corporation is to make the maximum use of its investment funds, any capital investment in a mining property must comply with the above practice. The most important parameter in estimating ore reserves is the cut-off grade which is used to separate material into ore or waste. The cut-off grade is calculated on the basis that material of cut-off grade produces sufficient revenue to cover the estimated costs of mining and processing through to sales, including depreciation and produce a pre-determined profit. Ore reserves so estimated are adequate for determining the magnitude of an orebody but do not provide a sound basis for determining plant size and therefore capital investment in a new property or for expansion consideration on an existing property. From a financial analysis of this one ore reserve it is impossible to ascertain whether each increment of capital investment is providing the minimum acceptable rate of return, Other difficulties associated with the calculation of a cut-off grade including the determination of depreciation and the amount of pre-determined profit to be included in the cut-off grade calculation are outlined in the text. The proposed solution to determine optimum ore reserves and plant size for new properties avoids the complication of calculating a cut-off grade by computing a series of ore inventories using arbitrarily selected cut-off grades. A comparison of the cash flows generated by production from such ore inventories using incremental financial analysis clearly indicates the ore reserve and plant size which will best serve the corporation's investment and metal production goals. Incremental financial analysis of a corporation's operating mines and prospects assists management in assessing the comparative expansion and investment possibilities of each property for increasing or maintaining metal production on a long term basis.

Iron transfer from the pregnant leach solution (PLS) to the electrolyte can have a major economic impact on solvent extraction (SX) operations. High iron transfer will lead to greater operational costs, due to increased reagent consumption through electrolyte bleed and make up, or increased power costs due to decreased electrowinning current efficiency. Bioleaching of low-grade copper sulfide ore from the Kennecott Utah Copper Mine was investigated in a large scale piloting program including SX and electrowinning. Plant data and lab test work conducted throughout the course of operation, show that the unique containing PLS high ferric iron with high pH can lead to lower Cu: Fe selectivity than is typically seen in traditional copper SX operations. The impact of high ferric iron on the plant operation, and methods to reduce iron transfer will be discussed. Special considerations need to be taken for plant operating conditions and selection of SX reagents (including both extractant and aromatic content of diluent) based on the feed PLS characteristics.

Some of the members will probably ask themselves what close relationship exists between hydro-metallurgy and a wet scrubber, but we are sure that as soon as deeper thought is given to the matter it will be realised how vital scrubbing, operations are in metallurgical plants. In ordinary metallurgical installations or pyro-metallurgical processes ore concentrates are first of all shifted from place to place and dust is created. In other cases the ores or concentrates are crushed or dried or roasted, and in each one of these operations dust and fumes, are created. All suspended particles and fumes originating from the abovementioned conditions not only, in many instances, provide health hazards which disrupt production and endanger the personnel in the plant, but also are the source of economic losses through extra maintenance and wear to moving machinery due to abrasion and corrosion. Further losses are incurred by the waste of fine, very often valuable, components. The Party who once said that in several metallurgical plants the bulk of the profits was discharged into the atmosphere by the stack wasn't stretching the truth. There is a place in Africa where a gold producing concern used to lose over 5 oz. of fine gold per day out of a total production of 3000 oz. per month. In another instance, copper concentrate going as high as 80% Cu was discharged into the atmosphere at the rate of 4 tons per day. Realising the value of removing and collecting solids and fumes created in metallurgical plants, a thorough study was made of the available plant and equipment offered on the market. Some units were found very efficient, but very expensive; some others also very efficient but with temperature and maintenance limitations. Some others were also efficient but prohibitive from the point of running costs.

Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity', innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

With the opening of the Tilden mine near Ishpeming, MI, a new era in iron ore beneficiation was begun. A description of a U. S. Bureau of Mines investigation is summarized to illustrate the selective flocculation-deslime-flotation process developed by the Bureau and used at the Tilden concentrator, which is also briefly described. The operating parameters for the selective flocculation-cationic flotation of an oxidized taconite from the Mesabi range are discussed. A water reclamation system using lime and a cationic flocculant was applied to reclaim the effluents from a 900-pound-per-hour flotation pilot plant. About 80 percent of water requirements were recovered, and the calcium content of the reclaimed water was found to be more important than clarity in influencing the selective flocculation and flotation processes. Although reclaimed waters with about 10 ppm calcium registered turbidities of approximately 5,000 ppm SiO2 equivalents, the concentrates produced using these waters contained 64 percent Fe and =5.0 percent SiO2 and had accompanying iron recoveries of 75 percent. Lower grade concentrates resulted from using reclaimed water with higher calcium contents and lower turbidities.

This presentation will represent a diversion from the central theme of Cordilleran geology, in both time and space, as we move 2,000 miles east of Spokane to eastern Canada, specifically the province of Quebec, to discuss a major new Archean-age volcanogenic massive sulphide deposit called Louvicourt. The deposit is located in the Val d'Or camp in the prolific Abitibi Greenstone Belt some 400 miles north of Montreal. It was discovered by Aur Resources in June, 1989 on a property operated under the terms of a joint venture with Louvem Mining, a Quebec company controlled by Ste. Genevieve Resources Inc. of Montreal. As a geologist, I am proud to be able to describe Louvicourt as a geological discovery, as it was found by doing systematic deep diamond drilling based on a geological concept. The deposit is essentially blind from surface and lay undiscovered for the 10 years that the Louvem mine was in production just 2,000 feet away from its easternmost workings.

Exploration budgets are commonly determined by "rules of thumb" such as a percentage of earnings or other fiscal measure. An appropriate exploration budget is the amount needed to achieve the goals of the company. It can be determined by discounting the income expected from achieved goals. Budgets for individual projects are determined in a similar manner except that risk of failure is included in the computation.

"Mining companies want to be in a position to move quickly and seize a favorable market or to keep their key staff productively busy. One of the problems for these companies is the time required to compensate for unavoidable impacts that the mine will have on the natural environment and to gain environmental permits. All too often, circumstances that were favorable when the project was proposed have become less favorable by the time all the hurdles have been cleared.Accordingly, many mining companies are interested in ways they can inject more predictability into their timelines for gaining environmental permits, shorten those timelines, and be more certain of getting the permits they need to carry out their next project.One increasingly popular way to do this is through a relatively new kind of service — the mitigation bank.Mitigation banks purchase property or easements through property that has been impacted by agricultural, industrial or resource activity. They then turn it around from an environmental point of view. This might include restoring streams and wetlands so that fish and aquatic organisms can survive, and animals have habitat and food to flourish.Appropriate native species of plants including trees and shrubs are planted, and steps may be taken to introduce wildlife to the new habitat. In some cases, a special focus is placed on creating habitat for rare and endangered species of plants or animals.The property is inspected by regulatory authorities, coordinated through an interagency review team (IRT). If the property is determined to be effective as natural habitat, the mitigation bank is then issued credits that it can then sell to development projects that are creating an unavoidable permitted environmental impact elsewhere. A mining company, for example, would buy credits to offset the aquatic impacts due to construction of a mine, access roads and other infrastructure — as required by the Section 404 Clean Water Act permit that governs those unavoidable aquatic impacts. The mitigation bank used for offset must have an IRT-approved service area that includes the location of the impacts."

Column and batch test methods are used to simulate and model the leaching of various mining by-products. Batch tests are simpler, while column tests more intuitively represent the field conditions to be simulated. Projects that have included different types of leaching tests illustrate the strengths, limitations, and associated uncertainties of each. Column and batch tests have been used to evaluate arsenic solubility in leachate from treated copper smelter flue dust, to simulate the leaching of pit wall rock from a proposed gold mine, and to simulate the release of uranium from aquifer materials.

Increased emphasis on industrial pollution control has intensified investigation of waste treatment technology for methods of reducing the amount of pollutants discharged by industry. The mining and mineral processing industry can point to a record of considerable accomplishment in the field of wastewater treatment and reclamation because these operations are so frequently an integral part of the entire operation of an ore dressing facility. This is amply demonstrated by metal producers in the arid regions of the Southwest where water shortages require maximum use of available water. For example, the copper industry in Arizona during 1960 employed an estimated 184 billion gallons of water of which 87% was reused water. (1) Only 0.0003% was discharged to streams and the remainder was consumed by evaporation (8%) and seepage (5%). The most severe pollution problem facing the mining and ore processing industry today is that resulting from acid mine drainage. This problem is largely associated with the mining of coal although it occurs to a lesser degree with the mining of other materials. The degradation of streams by acid mine drainage in the vicinity' of the Appalachian coal fields has been widely publicized and a major effort is underway to determine the best means of correcting this situation. Other forms of pollution from mining operations are less well-known, but it is anticipated that improved or advanced waste treatment techniques will be required for segments of the industry to comply with new pollution control regulations. The current emphasis on redefining hazardous levels for heavy metals and various chemicals with regard to the total environment will in all likelihood lead to tighter discharge controls in some cases. An open pit mine design system should have the characteristics of being flexible, versatile, and simple. All of these characteristics are necessary for producing a dynamic mine design. In other words, a design that can be improved, updated, and implemented. Flexibility is an important characteristic due to changing times. For example, the effects of a changing economy, increased knowledge of the mineral deposit, or improvements in mining technology can result in a considerable, if not a complete change in the long range mining plans. Since the short range mining plans are based on the long range mining plans, they will-also be effected. Also, it is very important to validate the information used in the design or the design itself. This means the system should have the flexibility of being able, not only to detect, but to correct errors. Versatility is another important characteristic of a mine design system due to the wide range of situations that may appear. First, a design system must be able to handle both long and short term planning. This is necessary because of the variability in the definition of a time range. Second, a design system must be able to handle different types of deposits. Special emphasis must be placed on this issue, because many deposits, if not the majority, do not fit predefined categories such as bedded, massive, or roll-front, etc . . . Furthermore, the true test of the versatility of a design system is not only the ability to create an ultimate design but also to schedule sequences for this design. Thus, the versatility of being capable to design with a variety of time ranges, variety of deposit types, and scheduling are all important characteristics of the design system.

The guiding principle in developing this plan resulted from evaluating potential future markets for oil, the quantity of mineable oil shale and the optimum rate of production comensurate with market demand on the available oil from shale. In addition, the rate of production may depend upon a solution to the problems of scarcity of resources other than oil shale. The rate of production finally will tend to establish the choice of technologies with these limits. The principle components discussed will be: 1) The place of oil shale among the various energy sources and its relative adaptability for use in the area of major consumptive demand. 2) A recalculation of the reserves and their classification on the basis of quantity, grade - gallons per ton, - and physical characteristics principally thickness, overburden and depth.

Basic design features, details of the face ventilation system, roof support and Operator protection system, certified lighting, and in-mine evaluation plans are presented for an Automated Extraction System (AES) that has been designed to fill needs which are present in the Mining Industry. The philosophy of design and proposed operation of the machine, as well as the relationships between these factors, are reviewed. The AES is designed to help overcome production problems resulting from the regulation of roof control, clean-up, ventilation, dust suppression, and operator protection required by the Federal Coal Mine Health and Safety Act of 1969. The design permits more continuous operation and greatly improves operator safety. The machine is a full-face drum-type continuous miner which includes self-advancing, continuous temporary roof support and permanent roof support equipment. Onboard self-advancing face ventilation, dust suppression, and air scrubbing equipment are also included in the design. A further improvement over existing equipment is the incorporation of an automatic programmed cutting cycle control system. All mining functions including movements of the roof support system are handled by this automatic system.

INTRODUCTION Good ventilation bulkheads (stoppings) can be obtained only by conscientiously adhering to four basic principles: carefully selecting the site for the bulkhead, adequately preparing the site, properly constructing and sealing the bulkhead, and checking the results with a smoke tube before leaving the area. If all these guidelines are followed during each ventilation project, a poor job will result only from the use of improper materials and cannot be blamed on carelessness or oversight. SITE SELECTION A perfectly constructed bulkhead in the wrong location can be completely worthless. Conceivably, a bulk-head in the wrong location could cause dangerous ventilation conditions that are difficult to identify and isolate. If the suggestions herein are followed, a considerable amount of work, time, and material may be saved. Perhaps the single most important step is always to select the exact site for a bulkhead before starting construction. Although the latitude in selecting a site may be limited by instructions or operating conditions, it is common to find poor bulkheads built within a few meters (feet) of a site that would have been far superior but was overlooked during the planning process. The ideal site for a bulkhead should have as many of the following features and conditions as possible: 1) To provide a solid bulkhead, the selected site should be in firm and unbroken ground. 2) To minimize the amount of work and material required and to minimize the danger of later damage to the bulkhead, the site should have as small a cross section as possible. 3) The bulkhead site should not be encumbered by interferences such as pipes, wires, ditches, wire roof supports, trash, muck piles, etc. 4) The walls and timbers of the site should be free from oil, grease, or tar that would inhibit adhesion of the sealant used on the bulkhead. 5) Unless special precautions are taken, the site should not have water seepage, standing water on the floor, or water-carrying ditches. 6) To expedite construction of the bulkhead, the site should have reasonable access to transportation, supplies, communication facilities, and compressed-air lines. 7) The site should have a reasonably level floor, allowing direction of the bulkhead door swing to be reversed at a later time if so desired. In a steeply sloping location, it may be possible to open the door in one direction only. SITE PREPARATION Once a suitable site has been selected for the bulk¬head, it must be prepared properly. All site preparation work should be completed before starting any construction work on the stopping itself. Unfavorable site conditions can be identified during the course of thepreliminary site preparation, saving time, effort, and materials that otherwise might be wasted. The follow¬ing preparation steps help assure the construction of a good stopping: 1) If wire mesh has been used at the site, a strip 457 mm (18 in.) wide should be cut and removed from the walls and roof at the selected location. 2) The exposed strip of rock should be barred down thoroughly to provide a smooth surface. 3) All obstructing materials should be removed, including old timbers, pipes, rockbolts, wires, etc. If a conduit must cross the bulkhead area, it should be located or relocated away from the floor, walls, and roof to allow a 6.28-rad (360°) seal around the juncture between the conduit and the bulkhead structure. 4) All loose muck should be cleaned from the site and a trench about 152 mm (6 in.) deep should be dug from wall to wall in the floor. The trench must be wide enough to accommodate the entire bulkhead, including the posts. 5) The rock surfaces of the walls and roof should be cleaned with a wire brush to remove as much loose surface material as possible. Thorough cleaning promotes adhesion of the bulkhead sealant to the surfaces of the walls and roof, thus promoting an airtight seal. 6) It is quite difficult to seal landing mats that cross a bulkhead. If such a crossing cannot be avoided, the bulkhead should be placed between the end and the first hole in the steel so at least one side of the bulk-head can be sealed easily and completely. That may have to be done prior to actual construction if the end is located on the opposite face from the seal coating of the bulkhead. BULKHEAD CONSTRUCTION The three principal considerations in bulkhead con¬struction are the type of bulkhead, materials to be used, and construction method to be employed. For many projects, the bulkheads are specified by the requesting agency, with no latitude for independent choice of the type, materials, or construction method. In such cases, any deviations from the specifications, for any reason, must be approved in advance by the proper department or by the project senior ventilation engineer. Types and Materials When a choice of type, materials, or method is allowed, consideration should be given to factors such as cost, required useful life, proximity to blasting concus¬sions, availability of materials, direction of permissible air leakage, and degree of airtightness required. Other factors to be considered include the amount of time available, accessibility of transportation, potential for interference with operations or production, ambient water conditions, availability of connections to com¬pressed-air lines, etc. Despite the multitude of factors to be considered, most stoppings can be analyzed easily and the proper choices can be made without much difficulty. For 10 years, the author has been engaged in a program of geologic mapping of the Seward Peninsula, Alaska, for the U.S. Geological Survey. Initially, two 1:63,360-scale quadrangles were napped by traditional methods of traverses by foot and by tracked vehicle, supplemented by reconnaissance from a light aircraft owned and piloted by the author. Five summers were required to map those two quadrangles, which lie north of the tree lice in typical Arctic climate. In 1967, the project was reoriented toward the reconnaissance capping of four 1:250,000-scale quadrangles, with helicopter support to be used for cart of each of four summers amounting to about 45 hours time per support year. The light aircraft was use-,' to support the field operations. Over the year,, the aircraft was used in progressively more geologic tasks, culminating in 1970 with a successful field test of rudimentary devices made to collect soil, rock, and sediment samples while the aircraft remained airborne. Additionally, an attempt was made j- 1970 to prepare reconnaissance geologic maps entirely by the use of the light aircraft combined with foot traverses [fr??], the landed aircraft. Several such maps, prepared at the rate of about one 1:63,360-scale quadrangle per day, were checked from a helicopter by an impartial observer end were found to be sufficiently accurate for reconnaissance mapping when reduced to 1:250.000 scale.

Historically, there have been many occurrences ofmine fires and explosions recorded in the United States and other countries that have demonstrated the existence of explosivemethane–airmixtures, herein referred to as explosive gas zones (EGZs). The risk of mine explosions can increase if the EGZs migrate out from the gob into the surrounding mine entries. Fluctuating barometric pressure is the common cause for EGZs outflowing or outgassing from the gob. Numerical analysis using a 3D computational fluid dynamics method was developed to fully understand the outgassing phenomenon. A number of simulations using various magnitudes and periods of barometric pressure changes indicated that the EGZ outgassing potentially occurs due to lags in pressure, which are strongly influenced by mine conditions and ventilation systems. An early warning system with a real-time pressure monitoring and the application of gob ventilation boreholes are recommended to detect and mitigate explosion hazards from gob outgassing.
