"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. A new generation of hydraulic efficient pumper and auxiliary impeller designs is the result of an extensive research program focused on improving the overall performance of optimized SX/EW plants. Combined with the proper scale-up, these optimized designs will greatly reduce aqueous and organic entrainment losses, reduce or eliminate air entrainment and crud formation, enhance mass-transfer and maximize the overall copper yield. Currently, these new pumper and auxiliary impellers are installed full-scale in numerous plants ranging in flow rates from 90 to 15000 G.P.M. and developed heads up to 51 inches. Operational results reported by the independent metallurgist at each processing plant are reporting the lowest entrainment results in the industry. Further R&D has just been completed on a new mixing configuration that separates the systems mixing and pumping requirements. Results from the system pilot test document further improvements in reduction of both chemical entrainment and crud formation, while keeping mass transfer stage efficiencies.

In this study, numerical simulations of yield pillars employing the finite element method with time-dependent Drucker-Prager material model are conducted. The stress control mechanism of yield pillars on weak floor strata is studied. The development of pillar yield zone, the distribution of pillar stress and the development of failure zone in the weak floor strata are investigated. The study indicates that a properly selected yield pillar size may significantly reduce the peak stress induced in the weak floor strata and effectively control the development of failure zone in the floor.

Exposure to respirable crystalline silica (RCS) remains a serious health hazard to the U.S. mining workforce who are potentially exposed to RCS [1,2] as various ore bodies are drilled, blasted, hauled by truck, crushed, screened/sized and transported to their destinations. To examine a method for assessing RCS exposure using a NIOSH-developed video exposure monitoring (VEM) technology (referred to as Helmet-CAM), video and respirable dust concentration data were collected on 80 miners across seven unique mining sites. The data were then collated and partitioned using a thresholding scheme to determine exposures that were in excess of 10 times the mean exposure for that worker. Focusing on these short-duration, high-magnitude exposures can provide insight into implementing controls and interventions that can dramatically lower the employee’s overall average exposure. In 19 of the 80 cases analyzed, it was found that exposure could be significantly lowered by 20 percent or more by reducing exposures that occur during just 10 minutes of work per eight-hour shift. This approach provides a method to quickly analyze and determine which activities are creating the greatest health concerns. In most cases, once identified, focused control technologies or behavioral modifications can be applied to those tasks.

"Rock mass classification systems are often applied in many empirical design practices in rock engineering, some contrasting with the original intent and applications of these classification systems, for example, estimation of TBM performance in various ground conditions. While accurate estimation of machine performance is significantly impacted by rock mass properties, parameters used in many of the existing classifications are more related to ground support design and not rock mass boreablity. The results of many investigations on this issue have shown a weak correlation between TBM rate of penetration and rock mass classification. This limitation can be overcome by fine tuning the rock mass classification input parameters to represent influence of rock mass properties on TBM performance as has been the objective of RME or QTBM. This paper will offer an overview of the impact of rock mass on TBM performance and introduces an empirical equation for predicting performance of rock TBMs based on rock mass classification. The results of the preliminary analysis of a new model has revealed that the use of the proposed system can offer a reasonable accuracy for estimation of TBM performance in various rock masses. 1. INTRODUCTION Hard rock tunnel boring has become more or less the standard method of tunneling for tunnels of various sizes with lengths over 1.5–2 km. Estimating the performance of TBM is a vital phase in tunnel design, and for the choice of the most appropriate excavation machine. During the past three decades, numerous TBM performance prediction models for evaluation of TBM rate of penetration and advance been proposed. In brief, all the TBM performance prediction models can be divided into two distinguished approaches, namely theoretical and empirical ones (Rostami et al., 1996). The most common and recent works on this topic are summarized in Table 1. Currently, two models including Colorado School of Mines or CSM (Rostami and Ozdemir, 1993; Rostami, 1997) and Norwegian University of Science and Technology or NTNU (Blindheim, 1979; Bruland, 1998) models are the most recognized TBM performance prediction and prognosis models in use around the world."

The Crushed Stone Industry plays an important role in Pennsylvania's mineral economy. During 1965, the total production of crushed and broken stone in the United States reached 780 million tons from which 57 million tons were produced in Pennsylvania (Mineral Industries Surveys, 1966). It is further significant that Pennsylvania is the nation's leading crushed stone producer. Future trends in stone production will quite likely parallel those in the construction industry. Stone and stone products are finding greater and more varied uses each year. Continued record expenditures for structures such as dams, highways and buildings are the prime reasons for this accelerated growth in demand. Completion of the interstate road system and the maintenance of Pennsylvania's already expanded highway system form the essentials for this expanding market.

Niobium in kaolin clay from the Late Permian sequences was reported in the range of several hundreds of micrograms per gram and was considered as a potential resource for its high concentrations and large areal distribution. Ti-bearing minerals associated with kaolin clay were identified as the main host phase for niobium in some case studies. However, the correlation between the concentration of niobium and titanium is poor, and the types of Ti-bearing minerals and modes of occurrence of niobium are not clear. Typical kaolin clay samples from the Late Permian sequences from southwest China were characterized, and the final products derived from kaolin clay sample were investigated using XRF, ICP-MS, XRD, SEM, and TEM (EDS). The results reveal that there were three types of TiO2 mineral phases in the clay samples: (a) massive TiO2 minerals and (b) aggregates of nano TiO2 minerals did not contain niobium while (c) granular TiO2 minerals were the source of niobium from the EDS analysis. The granular TiO2 minerals included anatase and rutile, both of which were the sources of niobium in kaolin clay in the current study. The findings are of great theoretical implication for source and origin study of Ti-bearing minerals and guidance for separation and recovery of niobium from kaolin clay.

Locus Mining is working side-by-side with a prestigious iron ore company to evaluate the addition of Locus ESG-friendly green flotation reagents with the primary goal of improving recovery and grade. In this paper, we will focus on the cationic reverse flotation application. The most “established industry” reagents for cationic reverse flotation are amine as the collector, starch as the depressant, and in some cases frothers are also used (among them MIBC, pine oil, others). Here, we evaluate the synergies of different classes of eco-friendly biosurfactants and industry-standard reagents during the cationic reverse flotation method. Exploratory research was done first with an analog sample under different pHs, eight different biosurfactants with starch and no-starch, and a customized DOE was used to perform 145 microflotation tests. The results show Separation Efficiency from 20% (baseline) to 50% (biosurfactant), and Selectivity from 3.27 (baseline) to 5.67 (biosurfactant). Optimized result conditions were then applied to the iron ore samples received from our client to perform flotation tests on a Denver Lab cell. Similar results were obtained by improving Separation Efficiency and Selectivity, which corroborate with the previous work.

Power plants that utilize conventional wet flue-gas desulfurization methods produce enormous amounts of flue-gas scrubber sludge. A typical 400 MW power station that burns a high sulfur coal produces 170,000 tons of wet flue-gas scrubber sludge per year. This scrubber sludge is currently landfilled at an enormous cost to utility companies. This material could be used as a raw material for industries that use gypsum, such as the wallboard and plaster industries. However, before it can be used as feedstock for these industries, some of the impurities such as unreacted limestone and silicates must be removed from the scrubber sludge. Froth flotation has tremendous potential for separating these impurities from scrubber sludge. In order to select an optimum flotation process, it is necessary to characterize the surface properties of the major components in the scrubber sludge, which consist of calcium sulfite, calcium sulfate, calcium carbonate (limestone), and silica. In this study zeta potential measurements were used to determine the surface charge of the components in scrubber sludge, with the goal of optimizing a froth flotation process to produce a marketable gypsum product for the wallboard and plaster industries.

There has been a steady increase in shiploading capacities in the last 20 years. One of the reasons has been the general increase in ship sizes, with the largest vessels currently around 280,000 DWT in the bulk trades. Obviously, the large vessels can accept loads faster and their economic utilization justifies higher loading rates, up to a point. The high capacity facilities have loading rates far beyond this point. The economic logic of these facilities is based on the fact that for a given annual throughput the capital and operating cost of a single high capacity system is less than that of two smaller systems. Thus, where the projected throughputs are large, there is a great incentive to reduce capital costs by maximizing capacity. Tubarao, in Brazil, designed for a 100 million ton per year throughput with one finger pier and one high capacity berth is a successful demonstration of this approach. In the current state of the art, the high capacity systems have shiploading capacities in the range of 10,000 - 16,000 TPH, for annual throughputs of 20 million tons and larger per loading berth.

"The solvent extraction of cerium(III) and samarium(III) from mixed solutions of all rare earth elements (REEs) except promethium using PC88A (2-ethyl hexyl phosphonic acid mono-2-ethyl hexyl ester), an acidic extractant, was investigated. The effects of aqueous equilibrium pH, various acids (sulfuric acid (H2 SO4 ), hydrochloric acid (HCl) and nitric acid (HNO3 )), initial metal ion concentration and extractant concentration on the solvent extraction of Ce(III) and Sm(III) were systematically studied. From the experimental results, HNO3 and HCl were found to be the preferred aqueous media for the solvent extraction of both Sm(III) and Ce(III). The most promising experimental conditions of pH, PC88A concentration and metal ion concentration were identified for the extraction of Ce(III) and Sm(III). Separation results showed that H2 SO4 at pH 2 provided the best separation between Sm(III) and Ce(III). IntroductionIn recent years, demand for rare earth elements (REEs) has increased significantly because of their many commercial applications. REEs have especially important high-tech applications owing to their unique physical and chemical properties, and they are used in a wide range of areas such as catalysts, ceramics, magnets, lasers, glass, neutron absorption and alloys. As REEs have very similar physicochemical properties, their separation and purification from each other is challenging and gaining significant interest. Samarium (Sm) and cerium (Ce) are found in different REE minerals, including bastnäsite ((Ce,La,Nd(CO3)F), xenotime (YPO4) and monazite ((Ce,La,Nd,Th)PO4) at major production sites in the United States and China, as listed in Table 1 (Bleiwas and Gambogi, 2013). The most common acidic organophosphorous extractants used for REEs extraction and separation are DEHPA (di-(2-ethylhexyl)phosphoric acid), PC88A (2-ethyl hexyl phosphonic acid mono-2-ethyl hexyl ester), Cyanex 272 (bis-2,4,4-trimethylpentyl phosphinic acid) and Cyanex 301 (bis(2,4,4-trimethylpentyl)dithiophosphinic acid) (Sarangi, Reddy and Das, 1999; Surampally et al., 2012; Tian, Jia and Liao, 2013). Out of these extractants, PC88A is known for providing higher separation factors (Acharya, Mishra and Misra, 2015). El-Hefny et al. (2010) investigated the kinetics of the solvent extraction of Sm from chloride media using sodium salt of Cyanex 272 and reported the extracted species to be Sm(OH)A2•2HA. Lee et al. (2005) investigated the solvent extraction of Sm(III) with PC88A and saponified PC88A from chloride solutions and found the stoichiometry of the extraction reactions to be 1.5 with PC88A and 3 with saponified PC88A."

The effect of discontinuities on the fracturing and mechanical behavior of shale has been extensively investigated on a laboratory scale in previous works. It is well agreed that the lamination properties, including discontinuity and lamina properties, affect the behavior of shale. However, it is still unclear how the lamination properties are affecting the stability of the shale roof in an underground coal mine entry. This paper investigated the effect of lamination properties using the discrete element method on a mine-scale entry model as an extension to the previous work conducted on laboratory scale models.

The request to participate on your theme panel was accepted with some reluctance but indeed as an honor. My subject was outlined to cover 'Energy Resources - both nuclear and conventional' as related to your theme 'Minerals - Treasure Trove of the West'. This is indeed quite an order and I hope you will forgive me for concentrating mainly on the nuclear-uranium portion with brief references only to conventional fuels some of which will be covered in detail later in your conference. In regard to Uranium, I am speaking on the fringe of the area containing half the uranium reserves in your country and no doubt to many who are very conversant with knowledge of these resources. Nevertheless since our two countries have been very closely allied in both nuclear developments and uranium supplies I hope an exchange of information may be mutually beneficial. Concentration on the nuclear fuel resources is I hope understandable as nuclear energy is the coming source of power which will augment the rapid demand in the industrialized countries and provides hope for economic power in many of the more underdeveloped countries. The situation regarding conventional fuel resources is more widely known and their expanding future revolves around production cost reductions, research into diversified uses, plus more assurance of imports from countries less effected by international controversies determining export policies.

Coal ribs present a major safety hazard in underground mines, and there is currently no unified approach for their design in the United States. To tackle this issue, this study investigated the stability of underground coal pillar ribs under development load. Utilizing over a thousand 3DEC models, a framework for calculating coal pillar rib rating (CPRR) was developed. A detailed step-by-step method was outlined for computing the CPRR based on a 3DEC analysis, which was then validated with various 3DEC models, demonstrating a strong correlation between the two models. The results demonstrated that the rib factor of safety (RibFOS) under development load is directly proportional to CPRR, coal mine roof rating (CMRR), and floor strength, and inversely proportional to the overburden depth and rib height. Moreover, a regression equation was formulated to predict the RibFOS based on the aforementioned parameters. Furthermore, empirical relationships were developed between the RibFOS and the applied primary rib support density (PRSD) in U.S. coal mines. To ease the calculations, a stand-alone application, Design of Rib Support (DORS), was developed. This application can be used to assess rib stability and easily calculate CPRR, RibFOS, and PRSD.

Bismuth, one of the heavier chemical elements, is a pinkish metalloid that is chemically related to antimony. It is a byproduct of lead and tungsten extraction and, to a lesser extent, of copper and tin extraction. Antimony is a metalloid and less heavy chemical element, an extraction coproduct of metals such as lead, silver and gold. While both bismuth and antimony are metalloids, their major uses are as chemical compounds. In order to overcome some of the deficiencies associated with conventional fine coal cleaning methods, a novel process known as microbubble column flotation (MICROCEL?) was developed at Virginia Tech. This article provides an overview of recent commercialization efforts and in-plant testing of this technology. The results of the in-plant test work indicate that the MICROCEL technology offers several advantages for the upgrading of difficult to clean coals. The test data have also been used to develop guidelines for the design of coal flotation columns and to validate existing scale-up procedures.

The rare earth element (REE) industry has sought to develop ore deposits where geologic processes have produced mineralized zones with commercially attractive concentrations. These deposits are extremely uncommon, particularly in the United States. Given the criticality of these materials and the need for a sustainable domestic supply, the current research seeks to leverage the generation and treatment of acid mine drainage (AMD) as an autogenous process that can lead to concentrated REE resources.

Regional characteristics in the coal resource base have resulted in application of different mining methods across Canada. Longwall methods predominate in eastern Canada, whereas open pit, hydraulic and room-and-pillar methods are utilized in the west. Both provincial and federal agencies have regulatory responsibilities and both also share in the development of R&D programs. This paper outlines the scale and scope of the various agencies involved with health and safety R&D in our expanding coal mining industry. Specific R&D activities in ventilation, dust control, explosion hazards, tunnel boring, strata control and truck braking, which form part of the national program, are outlined.

INTRODUCTION The problems involved with moving millions of tons of rock are being addressed by nationally recognized tunnel contractors who have converged in Chicago over the past 5 years. This wealth of expertise has been needed to meet the risk and challenge of constructing the world's largest network of underground tunnels which in turn has required a dramatic advance in the art and science of tunneling. These pioneers, through innovation, adaptation, and hard work, have eliminated the one major concern of The Metropolitan Sanitary District of Greater Chicago - how to move 8 million tons of rock. The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves 122 municipalities covering 866 square miles in Cook County, Illinois. Of these cities, towns, and villages, 53 have combined sewer systems. On an average of once every four days, these systems overflow about 4 million gallons of combined sewage and rainwater into the area's rivers and canals. The overflows occur at approximately 640 outfall locations of which 10% are owned by the MSDGC, with the remainder of the points belonging to various other municipal bodies. All those who own these "point" sources of pollution are in violation of Illinois State and Federal regulations. To enable its member municipalities to come into compliance with State and Federal law, the MSDGC is implementing its Tunnel And Reservoir Plan (TARP). TARP is a regional solution to the problem of combined sewer overflow in the metropolitan Chicago area. Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?
