Critical minerals are nonfuel minerals, essential to the U.S. economy and national security, whose supply chain may be disrupted. Mine wastes are potential sources of critical minerals. The goal of this project is to estimate and characterize critical minerals endowment in three mining districts in New Mexico: Black Hawk (Grant County), Hillsboro (Sierra County), and Magdalena (Socorro County), and assess their acid-generating potential. The Black Hawk district is an arsenide five-element vein deposit (Ag, Ni, Co, As, U, Bi, and local minerals like Pb, Cu, Zn, W, and Sn). The Copper Flat mine in Hillsboro district is a copper porphyry deposit. The Kelly mine in Magdalena was first mined at 1878 and are carbonate-hosted Pb-Zn deposits. Mine waste rock piles and tailings are sampled using USGS Beta sampling procedure. Geochemistry results show that Black Hawk district mine wastes samples are elevated in Ag (>200 ppm), Co (290 ppm), Ni (2,130 ppm), and Zn (8,463 ppm). Copper Flat mine tailing is elevated in Bi (111 ppm), Cu (7,453 ppm), and Zn (2,360 ppm). Downhole profile plots in Copper Flat show the positive correlation between Cu, S and Te values. Magdalena samples are elevated in Cu (5,700 ppm), Zn (129,500 ppm), and Pb (58,100 ppm). Determination of acid-generating potential in these areas suggests that Black Hawk district mine wastes are non-acid-forming while high S present in some Copper Flat and Magdalena samples can potentially cause acid mine drainage.

With the current trends of increasing costs and decreasing head grades the mineral industry is no longer operating in very high profit areas and has been forced to pay greater attention to the application of modern technology. Although here are many technological advances to the credit of the industry in recent years there are still many processes being operated in the traditional manner and still many areas awaiting the application of methods which have been proven in other industries. Compared with the chemical industry the mineral industry is seriously ageing in the general areas of process analysis and process control, more so than can be justified by the complications arising from having to deal with particulate systems with properties far different from ideal, or even non-ideal, liquid systems. One area in which there has been a remarkable lack of application in the Mineral industry is that of analog computation and the authors feel that there is considerable scope for the use of the analog computer in studying mineral industry processes. The paper outlines the basic principles and features of the analog computer and describes its role as a simulation tool in some engineering and mineral processing systems.

Quality controls for various grades are exacting and complicated. Particle processing is a key to using solid particles in fuel cell applications. Selectivity with regard to reactivity, impurities, etc. is important feature and the treatment of particle surfaces could greatly impact the performance of direct carbon fuel cells. Solid fuel particles will become increasingly important in the future. Present energy conversion systems for solid fuels are too inefficient. New energy conversion systems for solid fuels with higher energy conversion efficiencies are possible. Fuel cell technology is a key-technology in these new conversion systems. The direct carbon fuel cell (DCFC) operates on carbon particles obtained from a variety of solid fuel feedstocks. The DCFC is the only fuel cell designed to directly oxidize carbon particles in a special anode chamber. The particles are generally graphite structure with high purity. The electrolyte used is the high temperature solid oxide, molten carbonate or hydroxide electrolyte. Since a pure stream of CO2 is produced the stream can easily be sequestered and disposed. Pure carbon dioxide produced as a by-product would also have a market in many industries. A well-defined technology roadmap identifying key research and development (R&D) issues is necessary to provide a framework for the development of these systems and to prevent entrenchment in inherently inefficient technologies. This review paper describes the direct carbon fuel cell and its system, how it works, the developmental status, the characteristics of the carbon particles needed, and the research and development issues for the technology. INTRODUCTION The DCFC has been under development for many years. It was researched as early as 18961), but an intense research and development is necessary to realize its potential. William W Jacques, a US electrical engineer and chemist, described a DCFC in 1896 in US Patent 555511 for a “Method of converting potential energy of carbon into electrical energy”. Jacques used coke electrodes in a molten NaOH electrolyte. Molten carbonate fuel cell (MCFC), solid oxide (SOFC) or hydroxide electrolyte (AFC) technologies can be used as the basis for the DCFC technology. A schematic of the direct carbon fuel cell in the MCFC mode is shown in Figure 1. The molten carbonate fuel cell operates at approximately 650°C (1200°F). The high operating temperature is needed to achievesufficient conductivity of the carbonate electrolyte, yet allow the use of low-cost metal cell components. A benefit associated with this high temperature is that noble metal catalysts are not required for the cell electrochemical oxidation and reduction processes. INTRODUCTION Conveyor belt fires represent a serious hazard in underground mines. This fact is well understood in most mining countries. The statistical data for Ontario mines (1) indicates that the majority of the conveyor fires occurred at the head pulley of the conveyor belt. The main emphasis for fire prevention and detection should then be concentrated at the drive pulley of the conveyor designed to transport non-combustible material. In the case of conveyor belt fires, it is of utmost importance to detect the hazard at an early stage, when the overheating has not yet reached the ignition point. Thermal noise detection sensors were installed in 1987 at several conveyor sites at Inco mines. PRODUCTS OF COMBUSTION THERMAL DEGRADATION OF CONVEYOR BELT Various investigations on conveyor belt fire hazards have been made in the past (2, 3, 4, 5, 6, 7). Several belt samples (6, 7) were subjected to thermal oxidative degradation. The belts used in these tests were neoprene, polyvinyl chloride and styrene-butadiene rubber (6). About 70 different compounds were identified in the volatile thermooxidative products. As expected, hydrogen chloride was the major toxic product formed, accompanied by relatively low quantities of other toxic compounds such as carbon dioxide, carbon monoxide, sulfur dioxide, carbon disulfide, hydrogen sulfide, benzene, chloroprene, cresols, chloroethanol, formic acid and C8 hydrocarbons. The research investigation (8) performed by the USBM indicated that "smoldering combustibles generate a very low level of CO compared to the level of smoke produced". The cited publication (8), states that, "During smoldering combustion, typical mine combustibles produce about 2.5 times more smoke than CO. As fires develop to their flaming stages, the trend reverses and about eight times as much CO is produced as smoke." The reader is referred to several significant sources of additional information pertaining to emission products that can be found in references (8), (9), and (10). ANALYSIS OF FIRE HAZARDS U.S.A. AND ENGLAND Nearly 15 percent of all underground coal mine fires in the United States involved ignition of conveyor belts (7). In many cases, the fires propagated through thousands of feet of belt entry and created losses in the millions of dollars. Some of these fires consisted of rubber belts. Some involved polyvinyl chloride and neoprene belts that were classified "fire resistant". Typically, a belt fire begins after the conveyor is stopped. The fire is initiated by burning coal dust and grease accumulation around defective rollers or belt drives that have become heated by friction (7). An analysis of 113 conveyor fires (11) showed that 41 originated at the driving pulleys, 32 at the defective rollers, and 40 elsewhere on the conveyor system. The severity of the fire, which can spread along a conveyor road, has been emphasized by the disaster at Creswell Colliery, Derbyshire, on September 26, 1950, when 80 men were overcome and killed by toxic fumes from the fire (12). The fire started from smoldering caused by friction, and developed into a flaming combustion, propagating along the roadway containing the rubber belt at an estimated speed of 40.2 m/s (90 mph), and travelling a total of 650 m (2100 ft) THE INFLAMMATION OF CONVEYOR BELTS THE MECHANISM OF IGNITION Defective operation of a conveyor belt may start a fire in several ways: - Friction of the belt on the drive pulley. - Jamming of a guide roller, and others.

INTRODUCTION The increasing concern for the environment may well present far more opportunities than problems for those involved in all phases of tunneling. All too frequently in the past, environmentalists and their concerns have been cast in a negative light, as obstacles to be overcome. Often forgotten is the fact that these same environmental concerns have created a rapidly increasing demand for new tunnels. Tunnels for rapid transit projects, clean water supply, and sewage treatment have been given a boost because of environmentalists' concerns about overuse of automobiles, inadequate water supplies, and improper sewage disposal. Concurrent with increasing use of tunnels to help solve or alleviate some of our environmental problems is an obligation not to create new ones in the process. Concerns which we feel responsible tunnel owners, engineers, and contractors should address themselves to include: (1) Minimum energy consumption, both during construction and in operation of the completed project; (2) proper storage and/or disposal of the excavated material; (3) minimum disruption during the construction process - noise, traffic, unnecessarily unsightly work areas, and possible weakening of foundations of nearby structures; and (4) a finished project consistent with community and environmental goals. We are especially concerned about two things. First, the longrun implications of a project -- what's good for a few people in the short-run may be bad for most of the people in the long-run. The Coteau Properties Company's Freedom Mine is a surface lignite mining operation located near Beulah, North Dakota. As part of the mining process, Coteau removes and replaces thin layers of suitable plant growth material (SPGM) generally ranging in thickness between one and five feet. Historically, tractor-scrapers completed this work; however, rising tractor-scraper costs and increasing haulage distances sent Coteau in search of a lower cost method resulting in the acquisition of a backhoe/truck fleet in 1995.

A new method is proposed for measuring the grindability of solids and the energy efficiency of grinding mills. The method is based on a similarity law of fracture mechanics for elastic materials in conjunction with the self- preserving character of the size distributions formed when feed particles are comminuted individually in compression. The single-particle grindability index reflects more closely the inherent resistance of a solid to size reduction than the grindability indices currently in vogue. The performance of grinding mills is evaluated in comparison with the single-particle breakage mode, which has the highest energy utilization or efficiency of all mechanical grinding routes. For a given set of stipulations, the performance index of the commonly used ball mill when grinding dolomite is found m he only 21%. compared to 44% for the high-pressure roll mill, a newly-invented energy-efficient mill. The difference is also reflected in the energy consumed per unit mass offines produced when closed-loop grinding circuits are simulated, which shows that the high-pressure roll mill circuit is invariably more energy-efficient than the ball mill circuit, provided the energy input per pass through the mill does not exceed a prescribed limit. Theoretical upper bounds on the yield of the ground product in a desired size range and lower bounds on the energy investment are calculated from the single-particle breakage mode which has, apart from the highest energy utilization efficiency, a minimum dispersion in size of the comminuted particles. Data on theoretical hounds for seven minerals/ores are presented. It is argued that it is unlikely that a grinding mill can be designed and a comminution circuit constructed whose performance exceeds these bench-mark values.

New York City's $360 million North River Water Pollution Control Project is part of New York State's plan to clean up the Hudson River. The project is to provide a sewage treatment facility capable of accomodating a peak waste water flow of 330 MGD which will in great measure eliminate the 192 MGD of raw sewage that N. Y. C. discharges into its surrounding waters. Eleven miles of intercepting sewer lines must be constructed along the west side of Manhattan Island to service approximately one-half of the island. The first contract award was for a 4134 ft. sewer tunnel with a finished inside dimension of 16' x 16'. This main intercepting sewer will feed a sewage treatment plant located on and adjacent to the Hudson River. The tunnel is parallel to the river and is located under 12th Avenue between 125th Street and 143rd Street. The Penn- Central Railroad tracks are above and just to one side of the tunnel location. The working tunnel diameter is 21 ft. and numerous problems of support, mining method, and ground control have been encountered. (see Dwg. 1)

Fine coal cleaning by froth flotation has become common practice in the U.S. with more than 80,000 tons treated in this way per day. In spite of this large tonnage, developments in the automatic control of coal flotation circuits have lagged significantly behind those for mineral systems. One reason such developments have been limited is that instruments have not been available for the on-line measurement of carbon or ash and another critical variables in coal slurries. A second reason is that the influence of the operating variables on coal flotation has not been completely understood. During the last few years some of the required instrumentation has been developed and an improved knowledge of the flotation process itself has occurred through mathematical modeling; as a result certain control strategies for coal flotation are beginning to emerge. This paper attempts to evaluate several control strategies using a detailed flotation dynamic simulator, DYNAFLOAT. After constructing a process matrix for the system of interest, promising alternatives for linking manipulated and controlled variables have been analyzed. In order to develop combined grade and recovery control strategies, the authors found it necessary to construct a grade/recovery map with the aid of the simulator to drive the system to known final, feasible grade/recovery operating conditions. Finally, an advanced strategy which uses an on-line model to identify disturbances and take control actions is proposed.

The traditional approach to safety clearance monitoring and proper PPE usage in underground mines is time-consuming, costly, and susceptible to negligence. However, automated real-time monitoring can be implemented using computer vision-based approaches. This study aims to develop a system that provides timely information based on the automatic detection of proper PPE use and safety clearance in underground mines. Deep learning and a decentralized computing structure between the cloud and sensing devices (fog technology) are used. We hypothesize that a camera-based system can provide near real-time assessment of proper PPE use and verified clearance to access restricted areas in underground mines.

Sixty years of rock bursting in the Coeur d'Alene district has taught painful lessons and led to a number of practical advances in controlling rock-burst hazards. This paper summarizes these lessons, concentrating on practical measures that have been successfully adopted to reduce hazards. These lessons are explained in the context of district mining history and current understanding of rock-burst phenomena. Overall, the paper provides the practicing mine engineer with an appreciation of rock-burst hazards and an overview of practical measures that can be used to control these hazards in the context of Coeur d'Alene district experience.

Exposure to hand-arm vibration (HAV) among the labor force in the mining industry can result in permanent vibration diseases such as behavioral disorders, visual impairment, osteoporosis, pain (mostly in the hands, wrists, and shoulders), circulatory system disorders, and malnutrition. In this study, the vibration exposure of excavator operators working regularly in 25 different natural stone quarries was measured. In addition, the relationship between vibration exposure and rock properties was investigated. Gloved and ungloved vibration measurements were performed and revealed that antivibration gloves reduce excavator operators’ vibration exposure by 7.10–25.95%. Samples from each quarry were characterized with rock mechanics tests. The correlations between the hand-arm vibration measurements and the natural stone physical–mechanical properties (uniaxial compressive strength, Shore hardness, Knoop hardness, apparent density and total porosity) were determined to be over 70%. One finding of the study was that the health risk in excavators cannot be reduced sufficiently by the sole use of antivibration gloves. Furthermore, the excavation of any rock with a Knoop hardness above 121 is associated with an 81% risk of HAV. To increase awareness of the danger of vibration exposure for natural stone miners, training programs should be provided, and technical and operational changes should be implemented.

Three case studies were undertaken to investigate the role of land use potential evaluation in reclamation planning and to determine the impact of regional differences on the evaluation process. The three surface mines studied were representative of operations in the Appalachian, Interior, and Northern Great Plains provinces. The scope of the investigations included a survey of regional characteristics, a detailed investigation of the mining operations and site conditions, and an assessment of local land use planning activities in the area of the mine. Special attention was given to key factors that presently determine the use of reclaimed land. Also, for each case study, the postmining land use potential was evaluated using site planning principles. Specifically, the environmental, economic, and social impacts of several potential postmining land use plans were considered.

"The presence of enargite (Cu3AsS4) is problematic in gold processing not only because it is environmentally hazardous due to its arsenic content but also because it is refractory, causing both cyanide and oxygen consumption to increase. Selective leaching and treatment of the arsenic would prove advantageous prior to applying conventional gold leaching methods. The reactivity of enargite samples from Butte in Montana and Quiruvilca in Peru were spectroelectrochemically studied under alkaline conditions – pH range of 8-13 – using Raman spectroscopy and cyclic voltammetry. Raman spectra of the surface were collected during and after potentially cycled voltammograms in order to determine and compare surface species against theoretical EH-pH diagrams constructed from mass-balanced thermodynamic calculations using STABCAL software. Under slightly oxidizing conditions, covellite (CuS) peaks were found in a short matter of time, above ~100mV vs. SHE for pH 9-13, suggesting arsenic leaching specifically occurred. At longer conditioning times, elemental sulfur was observed and tended to passivate the surface. The presence of elemental sulfur suggests that copper was eventually leached from the surface. By operating above pH 12, under slightly reducing conditions near -300mV vs. SHE, arsenic can be selectively leached as thioarsenate (AsS4 3-) or thiosulfate (AsO4 3-) without sulfur formation.IntroductionEnvironmental limitations on the pyrometallurgical processing of ores and concentrates bearing arsenic and other hazardous elements often outweigh those in hydrometallurgical processing, particularly when minerals like enargite (Cu3AsS4) are present. The hydrometallurgical processing of enargite-bearing materials can be broken down into two categories: the co-dissolution of arsenic and copper under acidic conditions, and the selective leaching of arsenic under alkaline conditions. The selective leaching of arsenic would preferably leave behind copperrich sulfide phases, typically chalcocite (Cu2S) and covellite (CuS), which then become more amenable to conventional copper (and gold) processing. Furthermore, selective leaching often employs sulfide (S2-), bisulfide (HS-) or polysulfides (Sx 2-) to first extract the arsenic as AsS4 3- and AsS3 3- (Delfini et al., 2003; Anderson and Twidwell, 2008; Tongamp et al., 2010a,b). However, hypochlorite leaching (Viñals et al., 2003; Curreli et al., 2005; Mihajlovic et al., 2007), ammoniacal leaching (Gajam and Raghavan, 1983), and finegrinding to mechanically activate the enargite surface (Balaz and Achimovicova, 2006) have been investigated to increase the normally slow reaction kinetics. Because gold ores are becoming more refractory due to increasing arsenic contents as a result of enargite, these methods are being examined more closely by the gold-mining industry."

This report will be given in two sections. The first sec¬tion outlines techniques and equipment to form almond shaped fluorspar briquettes by means of briquet presses, and the second section outlines techniques of the balling disc. PART I - BRIQUET PRESSES Fluorspar has been briquetted for a number of years and the so called "peach pit" briquet is known to many steelmen. Present production is estimated at over 100,000 tons annually. Slide 1 shows an assortment of various sizes and shapes of briquettes. It is possible to form fluorspar into almost any configuration of briquet. For safety on the melting floor, pillow type briquets are preferred. Ease of mechanical handling and durability of the product are facil¬itated by an almond shape. The dimensions of the almond can vary from 1-in. to 1-1/2-in. in length, from 13/16-in. to 1-in. in width and from 1/2-in. to 1-in. in thickness. The type of equipment to pro¬duce almond shaped fluorspar briquettes is shown in Slide 2. Here we have a Komarek-Greaves and Company 300 ton briquettor equipped with almond rolls. This machine is capable of producing fluorspar briquettes at a rats of 30 tons per hour with power consumption of 35 hp per ton par hour.

Potash is Canada's leading industrial mineral in terms of value of production, with 11.1 M tonnes of muriate of potash produced in 1992 for a value in excess of $1 billion U.S. Each tonne of potash produced generates about 2 tonnes of waste salt, together with slimes and brine. The disposal of these waste products, particularly the salt and slimes which are discharged on the surface, has recently become an environmental concern. This concern is forcing companies and regulatory authorities to review disposal practices. In New Brunswick, on Canada's east coast, Potash Company of America operates a mine at which 2 M tonnes of potash ore and 0.5 M tonnes of rock salt are mined each year. The mine is situated in an environmentally sensitive area, noted for its dairy farming and salmon angling. In such an area it was recognized that the storage of waste on surface would be unacceptable, and the mine was designed around this principle. Three main waste streams - salt, slimes, and brine - must be managed as an integral part of the mining system. Around 1.5 M tonnes of fine salt tailings from the milling process and the rock salt screening operation, are sent directly to the active cut-and-fill potash stopes to be used as backfill. Slimes and excess brine from the mill are piped underground as a slurry to be discharged into one of the basin shaped stopes created by mining of the rock salt. While the slimes settle out, the clarified brine is withdrawn from part of the stope to be pumped to surface as a feedstock for the evaporator - a process which recovers the contained potash values in the brine. By designing a system which integrates the mining, processing and disposal of all product streams, and by careful production planning, it has been shown that zero effluent potash mining is possible and points the way for the industry in the future.

Mining operations in close proximity to dwellings and sensitive structures present challenges in terms of mitigating the undesirable effects of blasting while maintaining productivity and ensuring the safety of surrounding communities. This paper explores the application of advanced blasting techniques, including the use of electronic detonators and the splitting of total explosive charges, to address these challenges. A series of experimental blasts were conducted, comparing blasts conducted with and without splitting of holes, to assess the impact on ground vibrations. The results demonstrated significant reductions in vibration magnitudes when implementing controlled blasting practices with splitting techniques. The findings highlight the importance of total explosive charge in determining ground vibration magnitudes within the danger zone of mine workings. The use of electronic detonators provided precise control over blast sequencing, contributing to safer and more efficient mining practices. These advanced blasting methods offer a practical and innovative solution for conducting safe mining operations near dwellings and sensitive structures, ensuring compliance with safety regulations while sustaining productivity.

Computer-assisted instruct ion is now being used in areas as diversified as training handicapped children to preflight simulation for airline pilots. This paper reports on two courses that have been developed at SDSM&T on the PLATO system for miner safety training. Advantages of computer-assisted instruct ion for this type of training is discussed. (Figures show examples of actual use.) A discussion will be given on other applications such as maintenance troubleshooting, training of engineers and managers at remote sites and training of local people for working in the mine.

The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance.
