This paper is an update of the activities of the U.S. Bureau of Mines, other government agencies, and the automotive and truck industry concerning diesel emission control. Enacted and proposed regulations from the U.S. Mine Safety and Health Administration (MSHA) and developments in diesel emission control are presented in terms of their impact on underground coal, metal, and nonmetal mines. Mine air quality regulations proposed by MSHA may require the underground mining industry to comply with new standards. Some mines may be required to take additional actions to meet new diesel particulate and lower nitrogen dioxide exposure standards; however, the mining industry is in a position to benefit from emission controls developed for the on-highway diesel engine market. The U.S. Environmental Protection Agency (EPA) has enacted regulations to reduce emissions from on-highway diesel trucks and buses. Engine manufacturers have responded by developing cleaner burning engines. Fuel producers have responded by providing cleaner burning reformulated diesel fuel, and exhaust aftertreatment devices have been developed to provide additional emissions reductions. Bureau research and development projects seek to determine the advantages of using modern engines and fuels, and to evaluate the efficacy of new exhaust control devices on mining machines. It appears that the diesel engine will continue to be a practical power source for use in confined environments because no other available power source is as mobile and efficient.

Remote sensing methods have been used to evaluate vegetative growth patterns for many applications, though relatively little work has focused on tracking mine reclamation progress. For coal mines in Central Appalachia, reclamation approaches that include production of biofuel feedstocks are increasingly attractive, as these may yield significant post-mining land values and contribute to carbon-neutral energy supplies. To optimize biomass productivity, the influence of reclamation practices on biomass production must be well understood, which necessitates tracking biomass production over long time periods. Satellite-based estimations may offer low-cost alternatives to conventional biomass estimations and, also, the potential to provide critical input for carbon accounting at varied spatial scales. In this paper, experimental biomass production plots on reclaimed mine sites established in Wise County, VA, are used for a comparative study of satellite spectral derivatives, which are evaluated against groundbased biomass estimates. Metrics based on four spectral derivatives, band ratios and spectral transforms were regressed against biomass measured in situ for different species. The results demonstrate that greenness and principal component 2 (PC2) were more efficient than the other spectral derivatives for monitoring the biomass of this reclaimed area. Also, it is shown that Landsat-5 TM has provided promising results for monitoring of the biomass changes occurring from 2008 to 2010 over the study area.

A well designed mining plan is one which minimizes the cost and the mining induced problems and maximizes the recovery of the coal reserve. In order to minimize the negative effects on surface structures caused by ground subsidence process due to underground mining activities, two kinds of practices are commonly employed by the mine operators. One is the support techniques which leaves an area of coal un-mined or partially mined beneath the structure to be supported. The other is the protection techniques which protect the structure when it is subsiding with ground taking advantage of the ground subsidence process (Luo et al., 1992). In designing the supporting techniques, the only currently available method in the U.S. is the one stated in the Pennsylvania Underground Coal Mining Rules (1985). However; The size of the support area designed by this method will be excessively large resulting in wasteful use of coal reserve when the overburden depth is more than 350 ft. A more scientific method is proposed in this paper for de-signing the support area. This method is based on a large amount of subsidence data collected throughout a number of major U.S. coal fields and the authors' experience with monitoring and protecting surface structures undermined by longwall panels. It considers the critical deformation in-dices that a structure can tolerate, and depth and height of underground extraction. The support area designed by this new method will not only assure the safety of the structure to be supported but also maximize the extraction of the coal reserve.

The Parallel Thimble Shoal Tunnel project involves the construction of a bored tunnel under Thimble Shoal Channel in Chesapeake Bay (VA), between two artificial islands and parallel to the existing tube tunnel, built in the sixties. It will be the first transportation tunnel constructed in the Mid-Atlantic region using a Tunnel Boring Machine (TBM), a 44-foot-diameter Earth Pressure Balance (EPB) named "Chessie," manufactured by Herrenknecht, and which was assembled at the CBBT's southernmost island, with extremely limited room, live adjacent traffic, and difficult access. "Chessie" was successfully launched in February 2023 and this paper describes this complex and challenging process.

1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. Based on the limiting-equilibrium analysis of roof processive caving in hanging wall caving method and the critical medium column theory, a new model of subsidence prediction caused by sublevel caving mining method was proposed in this study, considering the drawing influence and the dynamic process of filling granular media. Meanwhile, the distribution rules for lateral pressure with different orebody dip were studied under drawing ore, and subsequently complemented the model. This model indicated that the surface subsidence scope decreased as the unit weight of crack rock and the orebody dip increased. In addition, the height of critical medium column showed a decreasing trend as cohesion of rock mass, the internal friction angle and the unit weight of rock mass. Also, the method of predicting the scope of surface subsidence in the Dabeishan Iron Mine was applied. The results showed that the relative errors are less than 9% and the prediction method could be used in practical application.

"Controlling float coal dust in underground coal mines before dispersal into the general airstream can reduce the risk of mine explosions while potentially achieving a more effective and efficient use of rock dust. A prototype flooded-bed scrubber was evaluated for float coal dust control in the return of a continuous miner section. The scrubber was installed inline between the face ventilation tubing and an exhausting auxiliary fan. Airborne and deposited dust mass measurements were collected over three days at set distances from the fan exhaust to assess changes in float coal dust levels in the return due to operation of the scrubber. Mass-based measurements were collected on a per-cut basis and normalized on the basis of per ton mined by the continuous miner. The results show that average float coal dust levels measured under baseline conditions were reduced by more than 90 percent when operating the scrubber. IntroductionAirborne coal dust is a byproduct of coal production, and engineering controls exist to deal with both the respirable dust health hazard as well as the float dust explosion safety hazard. Float coal dust, smaller than 75 µm (0.003 in.) in size, can deposit throughout mine entries and propagate explosions that had been initially fueled by methane gas. The inertization of float coal dust with rock dust helps prevent a potential secondary float coal dust explosion, but a preferable course of action is to significantly reduce the hazard by removing float coal dust from the airstream before it has the opportunity to deposit on the mine’s surfaces.Since 1970, disasters due to explosions in underground coal mines have caused 201 deaths in the U.S. mining industry, including 29 deaths in a single mine explosion in 2010 (Wade, 2010; U.S. Mine Safety and Health Administration, 2015). The U.S. National Institute for Occupational Safety and Health (NIOSH) had initiated a fiveyear research project that aims to investigate methods and technologies to reduce the potential for secondary coal dust explosions by the purposeful capture and/or suppression of float coal dust prior to its deposition on the mine roof, rib and floor (NIOSH, 2013). The project aims to evaluate the efficiency of methods to reduce longwall and belt airway float dust in the general airstream as well as methods to capture it at or near the source. Prioritization is given to longwall sections given the amount of coal produced relative to continuous miner sections, but the research is open to technologies that may be adapted from one method of mining to another."

Rockfall hazards are ubiquitous in mining environments making their control critical for safe mining operations. The complex processes involved in rockfall events necessitate a probabilistic modeling approach with well-calibrated material properties. The controls designed to mitigate rockfall hazards need to be reliable, efficient, and safe to deploy to meet the constraints present at an active mine. This paper presents an innovative solution to rockfall at Rio Tinto’s Bingham Canyon Mine. The solution incorporates the site-specific calibration and creation of a predictive rockfall model with the design, field testing, implementation, and monitoring of the rockfall controls.

Throughout all segments of the United States mining industry, 163 independent contractor employees were fatally injured between 1990 and 1997. Factors that contributed to these injuries were identified after reviewing descriptive information contained in Mine Safety and Health Administration fatality reports for each of the incidents. Thirty-three unique contributing factors were identified and multiple factors were noted for each fatality. Those most frequently discerned were "failure to follow `standard operating procedures"', (35% of the fatalities), "poor positioning of employee" (26% of the fatalities) and "failure to maintain equipment" (23% of the fatalities). Contributing factors were then associated with the accident and job classifications of the victims. Factors having the highest frequencies in the top five accident classifications where most fatalities occurred were as follows: powered haulage - "failure to maintain equipment"; machinery - "poor positioning of employee"; slip/fall of person - "inadequate fall protection" and "failure to wear safety line"; electrical - "equipment contact with power line"; and falling/rolling/sliding rock - "poor positioning of employee. " Among the job classifications in which most fatalities occurred, leading contributing factors were as follows: truck driver - "failure to follow standard operating procedures" and "poor positioning of employee"; laborer/utility man/pumper - "poor positioning of employee"; mechanic/ repairman and welder - "failure to follow standard operating procedures." Recommendations for utilizing contributing factor information as a basis for safety training are proposed. Training programs may be developed that inform independent contractor employees of factors which, in the past, have contributed to fatal injuries in their job classifications. Then, by combining this information with contributing factors identified in "related" accident classifications, a truly focused training intervention that addresses very specific workplace hazards may he developed.

The Urad property had been worked intermittently for over 50 years before American Metal Climax (AMAX) started an extensive exploration program on this property in 1961. The detailed studies of the property proved a large ore body of low grade molybdenum ore that could be mined by modified panel caving methods. Mine development and mill construction for a 5000 TPD operation was completed in July 1967. The Urad mine and plant site is located 55 miles west of Denver near Berthoud Pass. The plant elevation is 10,200 feet. The crushing plant is located underground because available surface area is re¬stricted by snow slide hazards. Crushing plant layout and ventilation system design for the Urad mine was based on our operating experience at similar crushing facilities located at the Climax operations. Low speed conveyors of generous width, adequate exhaust volumes at all ore transfer locations, large hoods and good conveyor skirting have made the Urad underground crusher dust control operations very satisfactory. Good maintenance and cleanup of the crusher facilities have made a clean working area with very low dust exposure. The ore from the mine is dropped approximately 1000 feet through ore passes to scraping drifts above the crusher and then transferred to the coarse ore bin by 150 h.p. slusher hoists. A reciprocating plate feeder under the coarse ore bin feeds a 48 x 60 jaw crusher. Ore from under the crusher is conveyed on a 48 in. belt to a vibrating screen where oversize passes through a 7 ft. Standard cone crusher. The crushed ore along with the screen undersize is conveyed on a 42 in. belt to a 1000 ton surge bin.

Results are presented that were gathered during pilot-and field-scale testing of an innovative technology, sulfate-reducing bacteria (SRB), designed to treat and control acid mine drainage (AMD). The project was performed under the Mine Waste Technology Program (MWTP), which is funded by the U.S. Environmental Protection Agency (EPA) and jointly administered by the EPA and the U.S. Department of Energy through an Interagency Agreement. The MWTP is implemented by MSE, Technology Applications, Inc., located in Butte, Montana. Sulfate-reducing bacteria, a common group of anaerobic bacteria, produce hydrogen sulfide and bicarbonate when supplied with sources of carbon and sulfate. Hydrogen sulfide reacts with metal ions in AMD, precipitating them as metal sulfides; the bicarbonate serves to help neutralized the drainage. Pilot-scale testing was performed within eight packed-bed reactors at a temperature representative of a field application of this technology in a northern climate, nominally 8°C. The reactors, packed with an organic substrate, were operated continuously in upflow configurations receiving AMD at a flow rate corresponding to a 5-day retention time over a test duration of 60 days. During this time, numerous physical and chemical parameters were monitored. Pilot-scale metal removal efficiencies reached 99% for zinc, 99% for aluminum, 96% for manganese, 98% for cadmium, and 96% for copper. Iron and arsenic removal was not as effective as the aforementioned metals, which was largely attributed to the high levels of iron and arsenic contaminating the organic substrate. Evidence existed that both adsorption and sulfate reduction were occurring within the reactors.

When the original water-only cyclone patents were established in the 1950?s, the supplies of low cost oil and natural gas were abundant and low selling prices for metallurgical and steam coal provided little incentive for developing more sophisticated coal cleaning systems. Bituminous coal sold for less than $5.00 per ton, and in this period many domestic coal producers discarded to the slurry pond the coal finer than 0.5-mm. For many producers, the selling price would not permit the recovery of the capital and operating costs required for dewatering and drying the fine coal. Water-only Cyclones Clean Fine Metallurgical Coal The first broad interest in the water-only cyclone became evident in the mid- 19601s, and though some work was done on coarser coals, investigators were particularly interested in cleaning coal finer than 0.5-mm. Flotation was the only fine coal cleaning method that was broadly accepted, but short-comings were recognized and investigators were looking for an effective fine coal cleaning device or system. Because of the greater market value and the need for reducing pyritic sulfur in metallurgical coals, much of the development work of the 1960's was done on coking coals.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This research will be presented in a series of papers, this one and two more that will be published on Mining Engineering?s web site, www.me.smenet.com. This paper identifies the variables associated with risk in mining projects, and their effects. The second paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved. There are several major competing entities, including BHP Billiton, Rio Tinto, Anglo American, Xstrata, Freeport-McMoRan, Chinese government- run companies and Japanese trading companies, that have large foreign holdings, controlling deposits in most of the world?s established and productive mining districts. In general, the mining industry considers the United States, Canada, Australia and the European countries to have good mining investment environments, but because the major companies have already achieved market dominance in those countries, large investments are required there. Newcomers seeking to enter the industry, either as producing companies or as investing partners, often have difficulty breaking into these established markets. Thus newcomers are increasingly turning to new areas like South America and Africa, which are relatively less developed. The competition among businesses to secure a share of the new market is intense, but there are still good investment opportunities. However, because most of the countries in these areas are not well developed, several additional risks are associated with participation in mining projects in those areas.

The lanthanon compounds are becoming increasingly more important for ceramic and allied applications. As the supply increases and the cost decreases, further development of these interesting materials will undoubtedly lead to new applications and an increased demand. Recent improvements in separation processes have lead to high purity in the individual lanthanon oxides. This report includes short discussions on the mineralogy of the ores as raw materials, and on the separation processes required to produce the pure individual lanthanon oxides in useful quantities. To discuss the presently known applications of lanthanon oxides, this general review is divided into the following categories: A. Glasses, Glazes, and Porcelain Enamels. B. Refractories and Abrasives. C. Electronic Ceramics. D. Nuclear Ceramics.

Large tonnages of copper and molybdenum sulfide ore are treated by flotation. Substantial savings could be realized, particularly in high-capacity concentrators, by use of a simplified flotation technique involving lower reagent consumption. Chalcopyrite and molybdenite from some deposits can be floated by use of only a frother as a single flotation reagent; acceptable concentrate grade and recovery can be obtained. Separation of molybdenite from copper sulfides may become simpler and less costly. The genesis of the ore and the ions present in the flotation pulp liquid phase appear to be the major success-determining factors.

The discovery of tungsten-bearing quartz outcroppings in Vance County, N. C., by the Hamme brothers in 1942, made international news in the mining industry and was, in fact, one of the major ore discoveries made in the U.S. during the last 25 years. Operations began at the Hamme mine in 1942, but after 16 years of successful operation, the mine was closed down in 1958 under adverse market conditions. By that time, it had produced nearly 20 million lbs of metallic tungsten. Because of the square-set timber mining method then in use, mine operating expenses were high, actually representing 78% of the total operating expenses at the property. In timber work alone, 160 men were employed. Approximately 500,000 bd ft of timber were placed monthly at a direct supply cost of $1.00 per ton of ore mined. Late in 1959, following a slightly improved position in the tungsten market, company management decided that, by changing the mining method, the operation could be economically feasible. The major premise in this decision was that a reduction of from 25 to 30% of the mining costs could be achieved by the conversion of the mining method from square-sets to horizontal cut and fill. Reopening of the mine began in February 1960, Full production has now been reached and overall mine productivity has been doubled.
