Several factors need to come together in creating an integrate mining equipment dispatching system. At the hub of these factors ace the central dispatching formulas. This paper details the development of these central dispatching formulas and explores the combining of these formulas with other elements to create an integrated dispatching decision. WHY DISPATCHING? Truck dispatching implies and in reality should equate to mine equipment efficiency. Good truck dispatching will yield good mine equipment efficiency while poor truck dispatching will yield the alternative. Truck dispatching can either be automated through a computerized, process or it can be manual. Every mine with haul trucks has a truck dispatching system whether it is recognized or not. Even a system wherein the hauler operators determine where they are going for their next load is a truck dispatching system.

In considering slurry transportation for Consolidation Coal Company's Loveridge Mine in Northern West Virginia, many things were taken into account. The advantages of slurry transportation in comparison to shuttle car, belt and rail transport have been given in previous publications." These include increased safety and the potential for increased productivity. In addition to these considerations, the slurry transport system installed in an existing mine provides an alternate or additional transportation mode to the one already existing. In the Loveridge Mine, this is rail haulage. Since the rail system is a single track system and the distances involved are several kilometers, it is not always possible to provide for haulage of loaded cars, return of empties, supplies and maintenance in an efficient manner. Slurry transport of the coal from the production faces to the preparation plant allows the rail system to fulfill the remaining transportation needs in an efficient manner. Consol initiated development work in slurry transportation in the early fifties leading to the construction and operation of the 174-km (108-mile) Cadiz-to-Cleveland pipeline which carried 1,200,000 metric t/y (1,300,000 t/y) from 1957 to 1963. Development work on coarse coal slurry transportation for underground mines started in 1970 with feasibility tests on coarse coal at Conoco's Ponca City, Oklahoma, slurry test facility. A series of tests were conducted in several locations as development work proceeded on the various subsystems, mechanical equipment and controls required to produce a working system to follow a continuous miner in a room-and-pillar type mine, then to combine the coal production from several mine faces for mainline transportation to the preparation plant. The face system, including the crusher-pump vehicle, hose hauler vehicle, slurry booster pump units, return water unit and 900 to 1,200 m (3,000 to 4,000 feet) of pipeline was brought together for the first time and tested as a system at Consol's Robinson Run Mine in northern West Virginia in 1975. A pipeline wear test at the Loveridge Mine where 300,000 tonnes (330,000 tons) of minus 127-mm (5-inch) run-of-mine coal were pumped from the raw coal bin into the preparation plant and a large scale test in Ponca City on a multiple feed sump where several slurry flows could be combined to provide surge capacity and a constant reclaim rate for mainline transportation completed the preliminary testing for a complete system. A decision was made to commit the system to a mine, and the south half of the Loveridge Mine was chosen. This site required the transporting of coal from one longwall and two continuous miner development faces. To prevent startup and unexpected problems in the slurry system from shutting down production of coal from the longwall face, the rail car loading point from the main section belt was chosen as the feed point for the slurry system and the design would allow for rapidly switching from one transport mode to the other. Scheduling of required development entry work and the developmental nature of the system led to a decision to install only one continuous miner face slurry transport system rather than two for this first system. The type of continuous miner in use at the mine for the foreseeable future was the Joy 2BT6 twin boring machine. This machine cuts a stable, arch-shaped entry and was therefore allowed to mine about 26 m (85 feet) of entry before roof bolting was re¬quired. Since peak production from this type of machine was not high, a smaller transport system could be used with it.

A continuous pilot-scale test of the GranuFlow Process was conducted using a screen-bowl centrifuge for the dewatering and reconstitution of column -flotation concentrate at a coal preparation plant in Virginia. In this test, a slipstream of the fine clean-coal slurry from the column flotation con¬centrate was treated with a bitumen emulsion before dewatering. The treated products from the screen-bowl centrifuge appeared to be dry and in a free flowing granularform, while the untreated products were wet, sticky and difficult to handle. Test results indicated that the average moisture contents of the dewatered coal products were 35.7%, 35.5%, 32.6%, 29.9% and 26.5% (by weight) with Orimulsion additions of 0.0%, 0.7%, 3.2%, 4.8% and 6.4% (by weight), respectively. The handleability and dust reduction of the dewatered coal products were also vastly improved.

This paper will detail the work that has been done in 1990 and 1991 at the Pittsburgh Energy Technology Center (PETC) on the development of the U.S. Department of Energy's (DOE) patented Micro-Mag Process. This process entails the use of a micronized-magnetite (minus-10 microns) and water mixture for cleaning fine coal (minus-600 microns) in a cyclone, along with the production and recovery of the magnetite. Emphasis will be on the results from micronized-magnetite recovery testing using both conventional wet-drum and high-gradient magnetic separators in which several key operating conditions were varied including feed percent solids, magnetite-to-coal ratio, magnetite grade, and feed rate. Also presented will be selected results from testing done on a 76-mm diameter cyclone at a relative density of 1.50 showing the effects of operating pressure, magnetite grade, and medium-to-coal ratio on separation efficiency. In addition, two methods for producing micronized magnetite, along with the corresponding size distributions, will also be discussed.

The Macassa Division of Lac Minerals Ltd. is a high grade gold mine that has been operating in Kirkland Lake, Ontario for the past 51 years. It produces approximately 120,000 tonnes of ore per year, averaging approximately 18.7 grams per tonne (0.45 ounces per ton) of gold. Over the years, the ore body has been developed to a point where mining takes place below the 1,220 m (4,000 feet) elevation and 1,830 m elevation (6,000 feet) west of the original shaft. The mine is currently serviced by two surface and two winze shafts. (Figure 1). The ore body extends below the 1,930 m (6,400 feet) Level which is the bottom of the existing mining operation. An ambitious underground exploration program has substantially increased these reserves. Concurrent with the discovery of greater reserves, has been rapidly escalating mining costs, particularly labour which constituted 66% of the total cost in 1981. These costs continued to escalate as the major proportion of mining was carried out to the west, far away from the existing hoisting systems. This required a three lift hoisting system for men, materials and ore. In addition to the increased travel time and ore handling expense, increased humidity, temperature, ventilation and compressed air losses have added to the inefficiency of the operation. As a result, studies were initiated in 1980 to assess the future of the Macassa operation. The results of the studies indicated that a new deep shaft with a potential to hoist from 2,135 m (7,000 feet) or below was the most attractive option. Detailed design of the shaft and associated surface plant commenced in January, 1982 and the following milestone dates were achieved: 1980 - initial study of hoisting and haulage facilities; January, 1981 - ore reserves in excess of 1 million tonnes of ore at 18.7 g/tonne (0.45 oz/ton) confirmed; March, 1982 - preliminary study of Macassa No. 3 Shaft completed; April, 1982 - permanent hoisting plant purchased; June, 1982 - site clearing commenced; September, 1982 - shaft collared; May 1, 1983 - shaft sinking commenced; February 11, 1985 - shaft reached 1,600 m (1mile); December 1, 1985 - shaft scheduled for completion.

On January 5, 2012, the Mine Safety and Health Administration ordered the closure of the Silver Shaft, the primary underground access to Hecla?s Lucky Friday Mine, for removal of built up backfill material that accumulated over time on the shaft walls and furnishings. Lucky Friday and Cementation USA personnel worked quickly to identify the most effective means to get the mine back into production. The team developed a fast-track procurement and refurbishment plan utilizing shaft sinking winches, headframe modifications, a partial shaft sinking Galloway, and modified cages to not only complete clean-off of buildup, but also replace pipe brackets, shaft steel, and power and communications cables as needed in the 1,860 m (6,100 ft) deep shaft within 14 months.

A subsequent spin off of the energy shortage is the new life for barite. Over 90% of the barite produced in the world is used as a weighting material in oil well drilling muds. Business is booming; the price of barite has risen; scarcity is imminent, and exploration is going full steam ahead. New barite-producing companies are being formed and many of the barite consumers are considering becoming producers. Prospectors have found a new "love," smaller deposits are being explored, and old deposits, previously rejected, are getting a reappraisal. Even barite tailing piles are being resampled.

There was a time, not too long ago, when the most daunting challenges facing those in the mining and mineral processing industries could be solved through better technologies and better practices. But now the challenges that come from the actual acts of mining and processing are just part of the bigger picture. SME?s Colorado Section of the Mineral Processing Division (MPD) hosted its 63rd annual meeting at the Broadmoor Hotel in Colorado Springs, April 25-27 and, while the conference had its fair share or mineralolgy and processing presentations that were heavy on the technical side of things, this year?s conference was also focused on the issues of permitting, regulation compliance and legislative issues. The so-called ?softer? issues, that, if not addressed, can lead to very real and very hard challenges. Under the theme ?Mine your own business - permits, startups, expansions and resources,? even the most dedicated metallurgists were drawn into the discussions of politics and legislation, and how those issues affect their business. Fittingly, Colorado Mining Association (CMA) president Stuart Sanderson was honored with the Arthur C. Daman Lifetime Achievement Award. Sanderson, an outspoken proponent for the mining industry in Colorado and beyond, also presented the keynote address to the lunch crowd where he spoke about framing public opinion toward mining and the efforts of the CMA to move the public opinion dial in a direction more favorable to mining. Sanderson explained that Colorado, once a Republican stronghold, turned after 2002 and now is controlled by Democrats who are traditionally less supportive of the mining industry. Sanderson said the deciding factor in the power shift was money, as supporters of Democrats outspent Republicans in the most recent election cycles. CMA has done its part to keep mining going in the state with a broad marketing campaign that was outlined by Sanderson.

In October, November and December, teachers at the National Science Teachers' Association (NSTA) area conventions were lured to visit the Minerals Education Coalition (MEC) booth by the promise of free rocks, video tapes, and literature on earth science topics. Teachers were content to stand in lines that at times took as much as an hour and a half to progress through the exhibit. Adding to their interest was the opportunity to converse with people from the minerals industry who were staffing the booth. The MEC was formed by a group of associations and companies in the minerals industry. They felt the need to educate the public about the current-day minerals industry and how it affects everyone's life. The American Institute of Mining, Metallurgical, and Petroleum Engineers, Inc. (AIME) underwrote the major expenses of exhibit space and exhibitor services at all three conventions in 1997. SME members have been active in staffing and chairing the NSTA exhibit booth. But they represented only about one-third of the volunteers for the booth. Additional volunteers were drawn from local minerals companies, associations, interested teachers and other support groups. (See donors list on page 64.) In 1997, the conventions were held in Pittsburgh, PA, Denver, CO and Nashville, TN. The local SME GEM Committees chaired Pittsburgh and Denver and The Rogers Group Inc. supplied the chairperson in Nashville. Each exhibit relies on a local committee to plan and run the booth. Support is available from the GEM Projects Coordinator at SME headquarters. Usually the chair of the committee is drawn from the local SME membership. It is easy to see why the MEC booth is so popular. Free literature, videos, posters, workshop packets and rock specimens were handed out to about 5,500 science teachers at the three sites. Feedback from the attending teachers was overwhelmingly positive: "Who do we thank for these great materials?" Some of those great materials included Caterpillar's outstanding donation of Common Ground videos and teacher packets for Pittsburgh, Denver and Nashville for every teacher expected to attend. Placer Dome sent enough What's a Mine coloring books and It Comes from a Mine activity books for teachers at all three sites. Newmont supplied all teachers with an excellent poster describing gold processing. Women in Mining Education Foundation had plenty of its classroom activity handouts. The American Coal Foundation provided a list of its educational materials that are given out free to teachers who request them on school letterhead. The National Mining Association had its Facts About Minerals and Facts About Coal available. US Borax provided the funding to reproduce the NMA black and white posters that were published as inserts in Mining Voice magazine. In addition, each site had other materials chosen by the local committees to round out their selections. At each exhibit site, committees raise between $8,000 and $12,000 in cash donations from industry to support the high overhead of producing this exhibit. Usually, there are between 12 and 18 different rock specimens representing a range of mineral ores from aggregates to the metal ores. The committee arranged to have these donated (along with the freight charges to ship them to the site). Literature is also donated by the industry. It covers a diverse spectrum from basic information on rocks and minerals to posters, flow charts, videos and coloring books. Other donations include storage space before the event, haulage of items to the hall and door prizes. These exhibits could not have been staged without the network of SME Local Sections and the able chairs and committees at each site. At this time, credit should be given to their extensive donation of time and effort.

Thermal damage is an urgent problem faced by deep mining. High-temperature rock mass, hot water and electromechanical equipment are the sources of the thermal damage. The increase in air temperature in mine tunnel is the result of fluid–solid coupling heat transfer from various heat sources. This paper takes a roadway with hot water and a mine car as the research object. Based on the Fluent, Static Structural and Steady-State Thermal modules in ANSYS, the thermal-fluid–structure coupling analysis in the roadway is carried out. It is found that the hot water has a significant effect on the thermal environment of the mine. Under the experimental parameters, the maximum heat flux density and equivalent elastic strain at the interface between the hot water and the rock are 9789.3 W/m2 and 0.00054532 m/m, respectively. The heat flux distribution in the rock area near the mine car does not change much, and the equivalent elastic strain value in this area is high. After the air is heated in the hot water area, the temperature curve changes gradually and then rises steadily. By changing the inlet air temperature parameter, it is found that the lower the inlet air temperature, the better the cooling effect, and the change of the inlet air temperature can change the air temperature field in the roadway as a whole. By changing the parameter of inlet air speed, it is found that higher wind speed brings better cooling effect, but with the increase in wind speed, the cooling effect of roadway thermal environment is very limited. When the wind speed increases from 5 m/s to 10 m/s, the air temperature of most measuring points drops by more than 2℃; when the wind speed increases from 15 m/s to 20 m/s, the air temperature of most measuring points drops below 0.7℃. After the wind speed reaches a certain value, the cooling effect of ventilation is very limited.

Weir Minerals ? Linatex has developed a new approach to the dewatering of fine solids, particularly mine and process plant tailings and wastes. The Weir process, patented in 2009, uses standard process equipment in a standard flow sheet, but applies this approach to materials previously thought to be too fine to be dewatered with this type of equipment. The process can be applied to a wide range of materials, making lower moisture products that can be re-used elsewhere or sent to disposal. It has already been tested successfully on a small scale in Australia on coal fines, zinc mine tailings, red mud, iron ore tails, and copper/gold tailings. The principal factors affecting the solids recovery have been established as: 1. The % solids in the slurry feed to the process ? a higher % solids provides a higher recovery. 2. The particle size of the feed solids ? coarser feeds provide higher recoveries. The key factors affecting the % solids in the dewatered product have been determined to be: 1. The particle size of the dewatered product - coarser materials produce a higher % solids in the dewatered product. 2. The height of the discharge weir on the dewatering screen - a higher discharge weir on the dewatering screen also yields a higher % solids. 3. The angle of the dewatering screen. Setting the screen horizontal increases the travel rate, reduces the bed depth and reduces the % solids in the dewatered product. Back-sloping the screen up to 5° reduces the travel rate and increases the % solids in product. Eight plants ranging in size from 3 t/h to 40 t/h have been sold to a range of customers in China, for coal and iron ore tailings treatment. Australia has one plant, a small unit rated at 30 t/h of sand fines, and has recently completed test work on iron ore tailings for a dewatering plant rated at 135 t/h. Additional tests are under way with clients around Australia, to demonstrate the capabilities of this process on specific applications and to provide confirmation that materials can be processed successfully, before moving on to larger scale tests or full size plants. The advantages of the Weir process include - lower moisture in products, uses proven equipment, lower capital and operating costs, lower maintenance costs, reduced power consumption, compact footprint, can be used in parallel or in series with existing equipment, modular design to facilitate redundancy or expansion, efficient water recovery and simpler water management, reduced cement in backfill mixes, smaller tailings disposal footprint, reduced earthworks requirements, much lower seepage losses, more stable tailings mass, progressive site rehabilitation, reduced impact on local wildlife, reduced risk of dam wall failure, and reduced environmental monitoring and compliance costs.

P. T. Freeport Indonesia (PI) in conjunction with Crescent Technology Inc. has developed a method to predict the metallurgical performance of ores blends based on the behavior of their component ores. The question addressed in this paper is whether ores treated individually could be extrapolated to predict the behavior of a blend of ores. The work further investigates the use of modal analysis to establish individual mineral flotation kinetics in each of the ore zones. This information would lead to the prediction of grade-recovery curves of ores made up of those minerals. Nine samples of ore, representing various zones of FI's Grasberg ore deposit were tested metallurgically and examined microscopically. The same testwork was performed on blends depicting the 1994 mill quarterly feed. Flotation kinetics of the individual ores were then "mathematically" blended and compared to the results obtained from the quarterlies. The calculated kinetics of the actual blends of ore received by the mill were fed to the simulation program and compared to the actual mill performance.

"This paper delves into the constraints on the nature, origin and thermal evolution of the accretions formed in the uptake shaft of the flash smelting furnace operated by Atlantic Copper in Huelva, Spain, outlining recommended practices for preventing accretion buildup. The accretions were investigated using quantitative electron probe microanalysis, X-ray diffraction and digital imaging techniques, and the experimental data on mineral composition, crystal chemistry and textural relationships were interpreted in terms of thermodynamic phase equilibrium in the SiO2-Fe-O-S system. The results suggest that two distinct types of accretions were formed by the fractional crystallization of two coexisting immiscible melts, under changing conditions of oxygen partial pressure (pO2). The type I accretion of magnetite + delafossite ± cuprite ± tridymite ± metallic copper crystallized from a fractionating copper-rich melt at pO2 above about 10-5 atm, while the type II accretion of magnetite + fayalite + metallic copper + chalcocite derived from a melt with lower copper concentration when pO2 levels dropped below that critical level. Phase compositions and textures were consistent with a cooling history of both compositionally contrasting liquids from about 1,250 °C, the liquidus temperature of magnetite, to eutectic or near-eutectic temperatures of around 1,100 °C. The maintenance of appropriate temperatures — above the liquidus temperature of magnetite — and oxygen partial pressure levels may be critical for the prevention of accretion buildup. IntroductionCopper flash smelting with oxygen-enriched air, an autothermal process developed half a century ago by Outotec (Espoo, Finland), formerly Outokumpu, currently accounts for about 50 percent of the world’s primary sulfide-based copper (Schlesinger et al., 2011). The partial reaction of copper sulfide concentrates produces two separate molten streams, copper-iron-sulfide matte and iron oxide-rich slag, and releases sulfur dioxide (SO2) gas. The matte is sent to converters to remove the remaining iron and sulfur, leaving blister copper with grade of about 99.5 percent copper (Cu), which is cast into anodes for electrolytic refining.The SO2-rich gas generated by the oxidation of sulfide feed particles contains a significant proportion of dust that is entrained in the process off-gas. The gas from smelting is transferred into a waste heat recovery boiler, where it is cleared of dust and cooled before it is converted into sulfuric acid. If the process is not operated properly, the dust-bearing gas may form accretions between the uptake shaft of the flash smelting furnace and the waste heat recovery boiler, causing severe problems in the gas handling system (Swinbourne, Simak and Yazawa, 2002; Miettinen, 2008; Stefanova et al., 2012). Removing the dust accretions usually requires a greal deal of time, effort and resources. Understanding the buildup of accretion may help in reducing the problems and optimizing the process"

Maptek, an international development software company, released version 3.2 of its Vulcan three-dimensional mining and geological software package. This latest release is expected to give clients better graphics performance and improved overall solutions. In addition, the company also released the NT version of Vulcan for Unix and personal computers. More than 800 code changes have gone into the 3.2 release, the Lakewood, CO-based company said. Many of these changes were in response to requests from Maptek's customers. Others have been motivated internally by the company to achieve better performance in its Envisage graphics interface. The introduction of hot keys and user-defined menus makes Envisage a more flexible interface and a more productive working environment. A new animation option provides new ways to enhance the organization and display of data. The animated data can include point, string, grid, triangulation and photographic-draped data. The shaft-mapping facility is also included in version 3.2. It enables the cylindrical view of the shaft to be unwrapped and displayed on the screen while the data remains in its true world coordinates. Major upgrades to Vulcan include underground blast design and geotechnical modules. The new blast design module allows the user to develop a ring design in any plane defined by the stope layout. Radial and offset holes can be developed. User-friendly editing tools make adjustments to the initial design a simple task. The user defines the plotting and reporting of rings and plot style templates allow flexibility in reporting. New features in the geotechnical toolbox include options to create daylight windows and pitch lines on the stereo nets. Geotechnical databases can be directly updated from the interpretation of the stereo net. Direct annotation of the symbols on the net is now possible and the stereo net display can be customized. Improvements to the documentation and links within the text have made the on-line help easier to navigate. Maptek also released the NT version of Vulcan soft- ware. The comprehensive design of the software pack- age for Unix and personal computers provides a three-dimensional geological modeling and mine planning system within a natural graphics environment. Users who require the power to manipulate extra- large and complex data sets will still be served by the Unix platform. Users who handle small-to-large datasets can now choose between Unix and personal computer platforms. The NT version will appeal primarily to companies that already have a personal computer network. Response to industry feedback was the basis for developing the NT version. "We want to ensure that our clients receive the optimal product for their needs," said Nicolas Simon, vice president of Maptek in North America. Some advantages of the NT version include: ? Most mining professionals are familiar with the personal computer platform. ? All of the familiar personal computer tools are now available to Vulcan users. ? Resource modeling tools that previously required the powerful Unix workstations have been brought into the personal computer environment. This will help mining companies save money. Abandoned mines in parts of the Black Hills of South Dakota have the potential for acid rock drainage. For this work, ten sites were examined on Black Hills National Forest land or on private land whose drainage could affect Forest Service land. Water samples from all the sites had pH values less than 6. Results of analyses from water samples and rock samples showed a correlation between metals content and pH. Acid-base accounting was used to determine acid drainage potential of the sites. One site (King of the West Mine) had a high potential for acid generation; fortunately, little or no surface runoff leaves the mine site. Six sites appeared to have moderate potential, including the Minnesota Ridge Mine, which currently is being remediated. Three of the sites had low acid drainage potential.

Naturally occurring arsenic has been detected in water from inactive mines and several wells in the Keystone area of the Black Hills. Keystone City Well #4 showed a total arsenic concentration of 69 parts per billion (ppb) during pumping in 2004. The well is not used currently except for arsenic-removal research. Water also can be pumped from a mine shaft in the abandoned Keystone ? Columbia ? Bullion gold mines, whose interconnected workings flooded after mining ceased in the 1930s. This water has been considered for local supplies, although it would require treatment or blending because of arsenic concentrations. According to historical records, the Bullion Mine produced 100,000 pounds of white arsenic. An aquifer test on the mine workings was performed at a pumping rate of about 550 gallons per minute. The arsenic concentration in pumped water was 33 ppb. In addition to wells within Keystone, samples from the water supply at nearby Mount Rushmore National Memorial have shown arsenic concentrations greater than 10 ppb, the U.S. Environmental Protection Agency?s maximum contaminant level for arsenic in drinking water. Limestone-based technology for removal of arsenic from drinking water is an innovative and promising method that has been considered for treatment of water at Keystone. In batch testing with water from Keystone Well #4, limestone removed about 65% of arsenic from solution. A related problem of arsenic removal from drinking water involves disposal of the waste product, which is critical for commercial viability of removal technologies. Current research is investigating thermal stability of the waste in order to determine the potential for recycling of the material during manufacture of cement.

An analysis was conducted to determine the effects of blasting on slope stability and downstream comminution processes. To investigate these effects, the extent of blast-induced rock damage and the magnitude of induced stress were examined. This analysis showed that damage may extend up to 500 meters (1MPa, tensile strength) in the rock mass, a distance that is sufficient to impact the pit-scale slope over the long term. In addition, the damage zone was calculated using the reasonable assumption that compressive waves are the primary agent in microfracturing during blast fragmentation. The calculated damage zone ? up to 5.6 meters (30MPa, 30% of the compressive strength) ? indicates that microfracturing can occur throughout the entire rock mass in the blasting area. Finally, an economic analysis was conducted by comparing two reasonably assumed blasts in a copper mine. The change in energy required for crushing and grinding was demonstrated using Bond?s law after increasing the blast energy from 180kcal/t to 350kcal/t. A total cost saving of 13.3% ($9.4M) was achieved with the increase. An optimal blast design should consider both slope stability (safety) and downstream comminution energy (production).

Geomembranes have been used in the mining industry since the early 1970s in solution and evaporation ponds, tailings impoundments, and heap leach pads. Traditionally, heap leach pad lining systems have consisted of a single geomembrane liner placed directly over a prepared subgrade of locally available soil. Heap fills are constructed by placing a layer of highly-permeable drainage stone (overliner) over the geomembrane. Crushed ore is then placed on the leach pad in 3- to 10-m (15- to 30-foot) thick lifts, sometimes reaching final heights of several hundred feet. The crushed ore is irrigated with a chemical solution which dissolves the precious metals from the ore. The nature of the chemical leaching solution depends on the metal being targeted. Low pH sulfuric acid solutions are generally used to leach copper and nickel; high pH cyanide solutions are used to leach gold and silver. The metal-laden pregnant leach solution (PLS) passes down through the ore pile and is captured in a drainage system. Metals are extracted from the leach solution and the solution is then recycled back onto the leach pile. When under load, geomembranes are vulnerable to damage from large stones both in the soil subgrade and in the overlying drainage layer. Although intact geomembranes are virtually impermeable, installed geomembranes will have a small number of holes due to imperfect seams or damage during construction and filling operations. These holes serve as open pathways for leakage into the soil below. Smith and Welkner (1995) estimated liner leakage rates ranging from 5 to 10,000 L/ha/day, depending on the type of heap pad liner and level of construction quality assurance (CQA). Thiel and Smith (2003) reported liner leakage rates up to 2,000 L/ha/day for a valley fill facility with heads ranging from 15 to 35 m.

Synfuels development in the upper Colorado River basin and the population growth attendant with such development demand sizeable quantities of water. Unfortunately, the water supply in the basin is limited and such limitation may impose a significant constraint on the development of the West's abundant energy resources. Although the water for the synfuels development will be governed by the law of prior appropriation adopted in the upper basin states, the authors point out that an apparently senior water right .my not deliver a firm supply of water. The federal and Indian Reserved Water Rights Doctrine, the Colorado River Compacts the Doctrine of Equitable Apportionment, and the federal and state environmental laws can all severely diminish the value of any given water right and the synfuels industry should take care to evaluate these factors in acquiring its water.

One need be neither an historian nor technologist to recognize that activi¬ties related to the conversion of coal to other usable energy forms have been active for nearly fifty years. The degree of such activity and its evolution to significant commercial proportions has, however, fluctuated widely with world circumstance. For the past decade there has existed both a consistent technology evolution effort in classic R & D proportions, and a mainstream commercial acti¬vity but in rather modest proportions when viewed from the vantage point of world energy needs. But the chain of events wherein it became increasingly obvious that we were in energy trouble irrespective of world politics, spurred alternative energy source activities in the fossil fuels areas. The oil embargo of 1973-1974 made the obvious even more so and provided additional emphasis for the need of such alternatives. Yet the preponderance of these added expenditures and activities (with one notable exception which is the subject of this discussion) has been focused on the intended identification of the best or ultimate process by means of analytical and modest empirical means, whereas our circumstance dictates a bold, higher-risk effort to prove the viability of coal conversion as an industry on a real-time, real-size, real-economics basis. With such proof on hand, industry demands in all related areas will provide the stimulus, motivation and environment for all processes. There is both need and room for many who will compete for a meaningful segment of this new industry which can grow at a rate never seen before in our growth history. The single program in the world today oriented specifically toward the goal of proof of industry viability is the Energy Research and Development Administration's CBF (clean boiler fuels) Program for which COALCON is proud to be the prime contractor.
