Continued development and intensification are fuelling the urgent need for new trunk infrastructure within The Regional Municipality of York and throughout the Greater Toronto Area. Permitting of these projects is increasingly subject to public scrutiny to severely restrict dewatering through construction technologies and the requirement for a comprehensive and effective Environmental Management Plan. Mechanical mining holds great promise for the mining industry. Realizing this promise depends on developing the tools needed to mechanize a mining operation with a reasonable expectation of success. Mechanical mining entered the 1990s with new machines, new operating methods and new ideas for the future. Mechanical mining can provide higher production, increase safety, reduce roof support requirements, create smoother openings for better ventilation, substitute continuous production for cyclical drill-and-blast procedures, and create opportunities for automatic and teleoperated control. The full promise of this important technology still lies ahead. Obstacles include: • Long-term production prediction: Mechanical systems have a high capital cost. Although recouped by lower operating costs, the tradeoffs are not always clear to mine operators. • Cutting tools for hard rock: Rock of more than 103.4 MPa (15,000 psi) cannot be cut by flexible mining machines. • Machine designs: Many machines cannot convert the required power into rock cutting capability. • Engineering: Better use of the machines in the mine is needed.

A mining company plans to extend its surface coal-mining operations in central Pennsylvania. Although the proposed site contains pyritic material, the results of the acid-base accountings for the site shows an overall Neutralization Potential to Maximum Potential Acidity Ratio (NP:MPA) of 4.26:1 for the entire site. The pyritic material is, however, associated with the lower of the three seams to be mined. If traditional dragline-mining methods are used, this would result in the acidic material being placed at the top of the spoil piles, exposing it to air and water, and therefore to the formation of acid mine drainage (AMD). Further concerns are associated with the fact that the alkaline material is not distributed evenly over the mine site. To prevent the formation of AMD, the company has proposed to mine the area using truck-shovel mining methods. This technique offers a more flexible alternative for cut sequencing and for the selective placement of waste material. Working with the Department of Mineral Engineering at The Pennsylvania State University, amine plan was developed for this site. This plan results in the layering of the alkaline and acidic spoil to achieve an overall net alkalinity in all spoil areas. Therefore, mining this site should not result in the formation of AMD.

The disposal of the phosphate slimes produced by Florida beneficiation operations is perhaps the biggest single problem of the phosphate mining industry. This is an old problem which has not been solved and which is becoming increasingly severe. In a typical phosphate mining operation, the phosphate rock mined is initmately mixed with sand and clay, constituting what is known as matrix. During the beneficiation, the clay and other fine materials are separated usually at -150 mesh, and washed from the phosphate rock in a form of diluted slurry known as phosphate slimes. The quantity of slimes solids and their composition vary considerably with the location but usually represent from 25 to 35% of the ore mined. Because of the affinity that clays have for water, large volumes of water are required to separate the granular material in the matrix forming a dilute slime suspension (1.5 to 3% solids) of colloidal material, which settles very slowly, and thus requires immense impounding areas, which never becomes totally usable land. "History can provide many answers with regard to what today’s mining industry looks like and how we got to where we are today. It has always been self-evident that safety has to be given the highest priority and, throughout history, many mine workers have been injured, become ill and have even sacrificed their lives due to the way in which attempts have been made to extract the ore, often due to ignorance of the dangers being faced. In more recent stages of history we have seen certain dangers being compensated by means of higher wages and bonus systems in order to have the work carried out: one example of this is when the rock heating method was employed and the men who first went underground to put out the fires that were burning, were paid extra. The working conditions, to which these people were exposed, with smoke-filled closed spaces, shortened their life expectancy considerably and today we can ask ourselves whether it is really possible to value these efforts just by higher wages. In all mines worldwide the working environment has been improved and many mining companies have a zero vision where work-related injuries and accidents are concerned. Despite this, incidents of varying severity still occur and a continuous improvement process and ongoing training is necessary in order to constantly minimise risks and improve the working environment. Atlas Copco takes this into account in all its development and we not only review our own production units but also the needs of our customers, with regard to the machinery that is produced in order to cater for customers’ safety and production objectives. Underground mining probably started at the beginning of the 11th century when people with modest tools tried to extract ores that were present in the bedrock. Methodology has developed enormously over the years with a strong focus on increased efficiency and higher production. In different parts of the world the development is driven forwards at different rates depending on which controlling factors are regarded as necessary. Political decisions, profit goals and productivity have partly controlled the development, but the greatest factor where improvement is concerned still remains with increased understanding of the totality. During more than 1000 years since underground mining has been conducted, all individuals at all levels have constantly improved their expertise and the human element has been of great importance with regard to the development that has been made, even though technology often occupies a leading role when we describe the improvements made."

In January we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. At the same time we hired an outside firm, READEX Inc., of St. Paul, MN, to send the same questionnaire to a sampling of about 1000 US members, selected on an nth name basis, so that we could have some preliminary numbers for the Annual Meeting in February. READEX sent us the final results of its survey in March. At that time, 525 responses of the 992 surveys sent out had been returned, for a 52.9% response, an extraordinarily high return for a low-key (no incentive for return) random sampling. On May 7, we cut off on tabulating returns from the magazine so that we could report the results to you in this issue. At that time, we had 594 questionnaires returned. Our 594 and READEX's 525 (we have assumed that relatively few people returned both), represent a 1119 return, about 3.5% of the approximately 32,000 who received the January issue of ME. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded, told us something positive-you look at or read the magazine. Of the 1119 respondents, 1068 or 95.4% indicated that they had read or looked through the November and/or December issues. Those of you who refer to the magazine once are 466 or 42.6%. Those of you who refer to the magazine two or three times are 559 or 51.1%. Those of you who refer to the magazine four or more times are 68 or 6.2%. How much time do you spend reading the magazine? Of those responding to this question: 186 spent up to 1/2 hr 16.6% 590 spent up to 1 hr 52.7% 292 spent 1-2 hr 26.1% 51 spent more than 2 hr 4.6% In an informal survey among our staff, we determined that most people spend 1/2 to 1 hr reading magazines to which they subscribe at home. Does that match your experience? Many of you, 764 or 69.4%, clip your magazine for further reference. Also, many of you, 513 or 64.2%, do not pass your copy on to another reader, indicating perhaps that you are clipping it or receiving the magazine at home. Those magazines that are passed on reach: 2 people - 159 - 20.0% 3-5 people - 95 - 11.9% 5 or more - 31 - 3.9% Answers to what portions of the magazine you find useful indicated that the top three were Industry News, feature articles, and Technical Papers; see Table 1. The "other" category included advertising-display, classified, and employment-Coming Events, product information, Washington Survey, new books, the reader service card, and Engineering Fundamentals. Of those responding, 797 or 75.3% indicated a preference for dual notation of SI (metric) with English units; 228 or 21.5% preferred all SI units; while 34 or 3.2% preferred SI with dual notation of other metric units. Based on the preliminary numbers reported by READEX for this question, the MINING ENGINEERING Committee in February voted to return to a policy of dual notation. This decision has been implemented. We asked for your appraisal of the technical level of the magazine. Of those responding, 78 or 7.4% indicated it is too technical, 147 or 13.8% indicated it is not technical enough, and 836 or 78.8% judged it to have the correct tech¬nical level. In response to the question about whether you like to read an occasional feature that is not technically oriented, 32 said no, but an overwhelming 97% (1024) said yes. The planning and operation of ventilation network systems for uranium mines require special considerations since ventilation is the primary technique of controlling ambient concentrations of radon progeny. The major environmental challenge facing the ventilation engineer is the requirement to dilute radon progeny to below the Working Level Month per year of worker exposure required by law. The application of large airflow volumes and the utilization of low residence times constitute some of the factors considered by the design engineer. Good mine planning and sequencing are also critical for protecting the health of miners. The mine ventilation must have such characteristics as flexibility, high air distribution efficiency, rapid air transit times, zero recirculation and no short-circuiting. A well established maintenance program for all ventilation appliances must be in place to guarantee control of the distribution system. Real-time monitoring systems permit assurance the adequate quality of air is delivered to working places. A case study for an operating mine is used to demonstrate how the ventilation system is successfully managed and operated using the above concepts.

Many coal seams are associated with soft floor strata and during mine development if coal pillars are not properly designed, floor heave occurs and causes interruption of coal production. In the severe cases, the section or mine is abandoned. One of the methods for controlling floor heave is floor bolting. This paper describes the demonstration of floor bolting methods in a West Virginia coal mine. Three methods were used: (1) vertical full resin bolting, (2) floor truss bolting, and (3) floor truss bolting plus a floor cut at the center of the entry. The design of each method and the experimental results are discussed in detail.

The purpose of this project is to convey sanitary sewage from an existing pump station to a new waste water treatment plant. This paper will discuss the design and construction aspects of the project. The scope includes construction of three main shafts ranging from 34 to 100 feet in diameter at depths of 200 to 230 feet and 21,000feet of tunnel. Shaft construction consisted of slurry wall excavations keyed into claystone and limestone at depths ranging from 114 to 130 feet, followed by rock excavation utilizing drill and blast methods. The tunnel is being excavated in the Warsaw and Salem shale and limestone formations utilizing a 12'-6" diameter Wirth hard rock TBM.

Overcasts are indispensible ventilation control devices to permit one airway to pass over another without mixing in room and pillar coal mining. The airflow distribution inside the overcast depends on its spe-cific configuration at which the flow enters into it. This study uses 3D numerical simulation to examine the pressure and velocity distributions inside an overcast. The effects of the overcast angle on the flow field are also examined. The flow is assumed to be turbulent and isothermal and the standard k-e model is utilized. Simulated results display flow separation and recirculation regions of different sizes occurring not only upstream and downstream from the overcast but also inside it. The results also show that the size of the recirculation regions in-creased with the increase in the angle before and after the overcast influencing significantly the flow field and pressure losses. The stream-lines are plotted to show the 3D structure of the flow field. The results from the simulation can guide overcast design commonly used in un-derground coal mines. In a country richly endowed in mineral wealth, Climax Arimco Mining Corporation's (CAMC) Dinkidi porphyry Au?Cu deposit in Nueva Vizcaya province, Philippines, represents the most significant mineral discovery in the country in recent times. The deposit is located within a belt of young intrusive and volcanic rocks in the Sierra Madre mountain chain of north Luzon a region previously unassociated with porphyry-style mineralization. Since 1989, drilling of the Dinkidi deposit has outlined a resource of 124 million tonnes of 1.0 g/t gold and 0.41 % copper. Regional exploration throughout CAMC's 37,000 hectare FTAA has identified a further sixteen potential porphyry-related deposits. A new mining law was passed in March 1995 but prior to that CAMC had the first Financial and Technical Assistance Agreement (FTAA) granted by the Philippine government allowing 100% foreign ownership of mining projects.

Energold specializes in mineral exploration in remote locations with limited infrastructure. Such locations require the smallest footprint possible going in, leaving as little or no evidence on their way out. Energold?s rigs can be transported by helicopter or manually on footpaths as narrow as 1 m (3.3 ft). Silver, copper, and zinc are commonly known elements with antibacterial and antifungal capabilities. Attempts have been made to dope silver on minerals, glass, and ceramics and the resulting materials have been investigated for their antibacterial and antifungal properties. Since silver is expensive and very reactive, silver doped materials have been found inappropriate in some applications. Copper-vermiculite is investigated as an alternative. Vermiculite has high cation exchange capacity on the magnesium ion in the crystal structure. Copper ion may have a high tendency to replace magnesium because of similar charge interference and ionic radius. Copper-vermiculite is prepared by reacting vermiculite and copper chloride solution. By impregnating copper ions into the nanometer openings between the layers of vermiculite, it is possible to render the composite with antibacterial functions if the copper ions could be released gradually from the composite. The antibacterial efficiency of Cu-vermiculite against Escherichia coli was studied using the Halo method. The results show that Cu-vermiculite is effective for preventing the reproduction of the bacteria. Heat treatment of Cu-vermiculite at up to 400°C does not show significant changes in antibacterial activities.

The U.S. Bureau of Mines has conducted studies using microwave energy to stress-crack iron ores. In a microwave chamber which simulates a continuous throughput operation, the Bond grindability of a taconite sample was improved by 13 pct at a bulk temperature of 197? C. To further improve the economics of microwave fracturing, higher powers up to 16 kW were used to rapidly heat samples to relatively low temperatures in a continuous belt-fed applicator. A significant enhancement of grindability was obtained with a minus 1.9-cm taconite rod mill feed. At a sample temperature of 130? C, the grindability was improved a maximum of 26.1 pct over the non-microwaved sample.

Introduction It is estimated that nearly 40% of all the gold ever mined in free world countries has been produced by South African operations. There is concern that this immense productive capacity will soon decline. Such a decline could reduce world gold supply and lessen the ability of market economy countries (MEC) to exert the major influence upon the world gold market. This paper addresses three general issues concerning South African gold production: • How much gold remains to be recovered from the demonstrated resources of the 44 evaluated South African mines; • How long can production at current levels continue; and • What will be its cost. Table 1 provides production data on the world's 10 largest producers for the years 1971, 1981, and 1983. As shown, South African gold production declined significantly from 1971 through 1981. As of 1981, annual South African gold production had dropped by more than 311 t (10 million oz) in 10 years. Despite this, its mines still produced 656 t (21 million oz) that year, about half the world total. From 1981 through 1983, this trend was reversed. Annual South African gold production increased by more than 21.8 t (700,000 oz). The trend reversal was also evident in the US, Canada, and Australia. This illustrates the general, inverse relationship between gold price and gold production. In South Africa especially, as gold prices increased substantially during the 1970s, the average grade of ore mined (pay limit) was lowered as new, lower grade areas and materials were exploited. Gold production declined in volume. But gold revenues increased, and the lives of the operations were extended. The 1981-83 period was one of declining (US dollar-based, average annual) gold prices that resulted in increasing South African production as average ore grades were raised. South Africa currently accounts for 50% of world production (Fig. 1). Figure 2 illustrates South Africa's contribution to total MEC production in 1971 and 1983. Although South Africa's relative share of production has declined, it still represents the single most important source of new gold supply. In 1983, it supplied more than 65% of total MEC production. South Africa currently produces more than twice as much gold as the Soviet Union (ranked second in world production), and 11 times more gold than the US (ranked fourth in world production). Diatomite deposits, the skeletal remains of tiny aquatic plants called diatoms, are found in many parts of the world. Only a few of these de- posits are of commercial value. Open pit mining is used in nearly all deposits now being worked. Processing methods range from simple drying, crushing, sizing and packaging to carefully controlled and highly sophisticated calcining and air classification procedures, employing the latest control and testing techniques. The major uses of processed diatomite are in filtration as filter aids and fillers and extenders.

The Cadia Mine is located 25kms South West of Orange in the central west of New South Wales (NSW), Australia (Figure 1). Orange is a major regional centre with a population of 35,000 people. Cadia has a history of mining and exploration dating back to 1851 and shortly after the first Australian gold rush at Ophir, north of Orange. Newcrest Mining commenced an exploration program at Cadia Hill in 1992. This identified a substantial zone of copper and gold mineralization. Subsequent resource definition drilling defined an orebody with a mineable reserve of 200 million tonnes of ore with an average gold grade of 0.74g/t and 0.17\ copper. A full feasibility study commenced in 1994, approvals to proceed with development were granted in September 1996 and the processing plant was commissioned in July 1998. The project came in on budget at A$440 million and on time, 24 months from design to construction. The estimated operating cost at the time of commissioning was A$8.85/t of mill feed.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting.
