This is the first in a series of studies commissioned by the European Environment Agency that aim to raise awareness of the use of economic instruments and assess their effectiveness. The emphasis is on sharing good practice and increasing knowledge and understanding across European countries in this emerging policy area. A methodology for evaluating the effectiveness of economic instruments has been developed and this will examine whether the inclusion of economic instruments in complex policy packages can improve the overall performance, particularly as a prevention tool in terms of resource use and waste generation The focus for this initial study is the use of aggregate taxes in four EU countries which include the Czech Republic, Italy, Sweden and the UK so that a range of experiences (e.g. geographical, political etc.) can be included. The findings will be used to inform and influence future policy development in other EEA countries. The methodological approach is divided into two main sections: - Technical analysis, which covers quantitative and qualitative analysis. - Process design, i.e. who should be involved when, where and how. Process design is essential if the full learning benefits are to be gained from the technical analysis, which is the ultimate objective of these evaluations.

I have to express my .surprise and must send a note of warning concerning the use of polyurethane foam as described in a paper by R.N. Torbin and R.F. Kovar, entitled "Innovative Shaft Lining Method," published in your February 1989 edition. In September, 1986, 177 miners lost their lives when they were exposed to fumes downwind from a fire in a tunnel lined with polyurethane foam. Whilst polyurethane exhibits reasonable fire retardent properties in small-scale tests, mass use in a tubular configuration, exacerbated by the furnace effect of cross-radiation, can lead to a rapid, uncontrollable conflagration. I do not wish these comments to detract from the engineering achievements of the authors but rather to sound a loud warning as to the application of the system. Any shaft designed for human access- be it for transport or shaft work - and any intake airway, should not consider the use of polyurethane foam. It only needs a slip with a cutting torch or an electric fault to initiate a disaster. Many countries have banned or restricted the use of polyurethane foam in the workings of a mine and maybe alternative foams (e.g. phenolics) can be used or developed

Geothermal sources are exploited in two basic forms, i.e., the primary form of thermal energy and that converted into electrical energy by using an adequate thermodynamic cycle. There is a possibility of applying several processes for the conversion of thermal into mechanical or electrical energy, which depend on the thermodynamic characteristics of the geothermal water. Geothermal sources in Croatia do not contain steam of relatively high temperature, like in Italy, although both countries are nearly in the same position with respect to geothermal belt. Geothermal sources in Croatia are mostly so-called low-temperature geothermal sources with water temperatures lower than 100°C (Cubric and Jelic, 1993). A few of them have been exploited, although the percentage of utilization of their available power is still very small. The low-temperature potential is a major disadvantage when it comes to power generation, since state-of-the-art geothermal power plants require reheated steam or hot water to operate. There is a common belief that the optimum way of exploiting low-temperature geothermal sources is heat generation. Therefore, this analysis is especially aimed at potential users and showing the technical and economical possibilities of using low-temperature sources for conversion of thermal energy into mechanical work and electrical energy.

West Virginia's economy has been closely linked with coal. West Virginia is consistently one of the top three coal-producing states. Its 149 Mt (164 mil¬lion st) produced in 1992 represented 16.5% of total US coal production. In recent years, the state's economy has experienced a diversification away from its traditional employment base of min¬ing and heavy manufacturing. However, the coal industry remains an integral part of the lives of West Virginians. Coal is mined in 33 of the state's 55 counties. In many of these counties, the coal industry is the largest private employer and contributor to the economy. West Virginia has three major coal-producing regions. The northern region produces coal high in gas and sulfur content (steam coal). It is consumed primarily by utility and industrial markets. The southeast region produces high-grade coal low in sulfur content but high in carbons and Btu (metallurgical coal). The southwest region produces metallurgical and steam coal. The high-grade metallurgical coal is used in the production of coke for steel manufacturing. Metallurgical coal also comprises the majority of coal exported from the United States. During 1993, West Virginia was the country's largest exporter of coal, accounting for 44.5% of total US coal exports.

Presentation of the project Underground civil works to be performed They include two single track running tunnels and a service tunnel of a length of fifty kilometers . Many cross adits (180 adits) : to link the tunnels (53 cross passages), to relieve air super pressure from one tunnel to the other (87 piston ducts), to install technical adits (40 electrical rooms). Two cross-overs located at one third of the whole length, allow trains to shunt from one tunnel to the other so as to ensure one way traffic in case of emergency. Pumping stations allow water to be collected at the lowest point and pumped out. 1 Main features of the tunnels 1.1 The service tunnel This 4.8 m inner diameter gallery allows During civil works - front probing operations of the geological layers encountered (front and vertical probes). - lateral soil grouting that may be necessary to facilitate the boring of the two running tunnels . The drill-and-shoot excavation of the two underground Pumphouses for the Metropolitan Sanitary District of Greater Chicago's Mainstream Pumping Station is described. The construction sequence involved the concurrent excavation and support of the two 19.2 m (63 feet) wide by 83.6 m (274 feet) long by 29.3 m (96 feet) high caverns. Excavation was interrupted after taking the 6.1 m (20 feet) high top heading in order to cast-in-place a 0.2 m (8 inch) thick by 19.2 m (63 feet) wide concrete arch. The remaining 23.3 m (76 feet) of rock was then excavated in benches below the concrete arch. PROJECT DESCRIPTION Twenty-four kilometers (15 miles) southwest of the city of Chicago, Peter Kiewit Sons' Co., in a joint venture with John F. Shea Co., and Kenny Construction Co., has successfully completed the construction of the Mainstream Pumping Station for the Metropolitan Sanitary District of Greater Chicago. The five year, 169 millon dollar project is a vital component in Chicago's Deep Tunnel and Reservoir Plan in that its function is to lift the sanitary/ storm sewage back up to grade from 107 m (350 feet) below ground, and pump it to the treatment facilities 8 km (5 miles) away.

A recent attempt by a major mining company to mine phosphate in Chatham County, Georgia, resulted in a study by the Georgia Department of Mines, Mining and Geology which was intended to evaluate the deposit as well as potential hazards to the major fresh-water aquifer of the area. The study found that the confining layer above the fresh-water artesian aquifer is sufficiently thick and impermeable to allow removal of the phosphate ore zone without significant salt water infiltration into the aquifer. Therefore, phosphate mining under proper supervision will not adversely affect the quality of water used by the city of Savannah nearby. Volumetric studies show that there is a minimum of 4,800,000,000 cubic yards of phosphate matrix containing an average of 22.5% BPL. At an approximate weight of 1.5 tons per cubic yard and a concentration of 22.5% BPL, there are about 1.6 billion tons of 100% BPL concentrate present. At a conservative factor of 50% at least 800,000,000 tons of 100% BPL concentrate could be recovered for market sale. In addition to the area discussed, evidence indicates that the phosphate horizon-may extend continuously out to sea for at least ten miles, and probably beyond.

Appreciation and awareness of the unique nature of mineral investment and ultimate development of a mine are crucial in promoting sustainable development. Special characteristics of mineral development include high capital intensive, long pre-production period, high risk, and the unavoidable ?economic? depletion. This paper examines ways to integrate these unique attributes of the mineral industry into the educational process, so that a properly advised and knowledgeable culture in terms of a sustainable mineral industry can be developed. Specific approaches are investigated in order to achieve this objective. These include a stochastic evaluation of a mineral investment proposal, adding a premium to the cost of capital that is used for valuation process, and internalizing incidental costs to the private cost function, thereby realizing the true (vs. apparent) marginal social cost of the proposed development. Undoubtedly, a total evaluation of any mineral project that accounts for both tangible and intangible parameters will contribute to sustainable development objectives. By incorporating the practical application of apparent theoretical topics such as risk, probability, and externality, and their relevance and impact on mineral lifecycle (prospecting, exploration, development, exploitation, use, and ultimate disposal) into the educational process, it is hoped that a generation of technocrats and decision makers that are familiar with and concerned about sustainable development will emerge.

In April 1982, the contracting Companies, ABV of Sweden and Hoyer-Ellefsen of Norway forming the Consorcio Escandinavo Agoyan, signed the contract for the construction of the civil works of the Agoyan Hydroelectric Project, located in Ecuador, South America. The project is located in the Andes mountain region of Ecuador - one of the smaller countries in this part of the world, located on the Pacific Coast. The contract was signed with the Instituto Ecuatoriano de Electrificación (INECEL), a public institution in charge of the development of all major energy producing projects in Ecuador, for a value of approximately US$ 120,000,000. The contract's main elements are - Concrete gravity dam with a total volume of approximately 210,000 cu m. (60 m wide x 45 m maximum height, 320 m crest). - 2,400 m of headrace tunnel, interior diameter of finished lining 6 m of which 450 m is in-situ tunnel formed in a trench. - Pressure shafts, 132 m long, the lowest meters with sheet lining, the rest with concrete lining. - Powerhouse cavern with an excavated volume of approximately 25,000 c m in which two turbines of 78 MW each will be installed. - Two 140 m tailrace tunnels with a finished diameter (concrete

This paper describes the results of an investigation done to determine thermal properties and heat emission of coal measure rocks in Karadon district of Zonguldak Coal Colliery. In Karadon District, depth of working level is about -600 m where the heat problem arises. In the near future, workings will be at deeper levels and working conditions will be more difficult due to high heat emission. At the beginning of the paper the importance of wall rock heat emission in underground mine have been explained and then the amount of heat emission to the ventilating air has been calculated. It has been found out that the strata is the main source of heat in the mine. Therefore, geothermal gradient of the region has also been determined simply by measuring the virgin rock temperatures in different levels of the mine. All other data directly related with heat emission from different sources has been collected and has been analyzed by using a special computer package. As a conclusion, total heat and moisture content in ventilating air and heat balance has been determined for Karadon Coal Mine. In addition, some recommendations and suggestions have been made for the future works when the mine workings go to the deeper levels.

In the Czech Republic nitrogen was first used for the fight against the mine fire in 1949 (Hajek,1969). In the years 1949¬1996 the consumption of nitrogen in the Ostrava-Karvina Coal Basin /OKB/ reached more than 220 mil. m-3. The main source of nitrogen in the OKB is a central pipeline now. Gas nitrogen is used for the prevention of spontaneous combustion in gobs of longwall faces. The nitrogen infusion technology (Froger,1985), often called "franca technology", has been applied in the Czech coal mines since 1982. The aspects of the nitrogen infusion technol¬ogy can be theoretically solved by the calculation of mixing two gas streams in the filtration space. Longwall faces are parts of the ventilation network of the coal mine. The intake airflow of the longwall face is divided into the airflow passing through the face and a part of air losses passing through the gob. Air leakages through the gob and nitrogen in¬jected into the gob mix there. There is the main problem to solve air leakages in the gob. Usually, the principles of the gob aerody¬namics were used by many authors (Glusberg,1988;Voracek, 1994; Sulkowski,1993; Michailov, 1995; Dziurzynski, 1995; Kolarczyk, 1995; Saghafi, 1995; Sedlaty, 1993) that are applied to our case as well.

Sustainable development is defined as ‘development that meets the needs of the present without compromising the ability of future generations to meet their own needs.’1 There has been considerable debate of late between environmentalists and mining operators concerning the current regulation and operation of mountaintop mining. To those not familiar with the practice, it essentially applies an area mining method to a mountaintop, removing all overburden above coal seams, resulting in full recovery of the resource with the excess or swell spoil material - (rock and dirt) being deposited in engineered fills in hollows to the side (known as hollow fills or valley fills - very similar to highway fills). Because most of the dialogue has been adversarial and mining’s response is perceived to be primarily reactive instead of proactive, a rift in communication and value systems between the two sides has widened. Since 1999, the global mining community has been concerned that there is a disconnect between mining practices and the values of today’s society.3 Working through the World Business Council for Sustainable Development (WBCSD), the International Institute for Environment and Development (IIED) was created to review mining practices in a project entitled Mining, Minerals and Sustainable Development (MMSD) driven by the following four goals:

The effects of certain variables on the extraction of gold by thioureation have been investigated on a quartzose gold-bearing ore using a statistical multifactorial strategy. The factors taken into consideration were milling time (which corresponds to a given grain size), oxidant concentration, thiourea concentration and liquid/solid ratio. The influence of these four variables was ascertained first by a full factorial design at two levels for each variable (16 runs). This permitted the estimation of first-order effects of the factors affecting the process. Then 9 runs were added whose levels were both in the centre of and outside the axes of the previous plan thus originating a central composite design. This permitted estimation both of second-order effects of the factors involved and of parameters of a second-order polynomial model. The results show that extraction of gold depends only on milling time and oxidant concentration, at least in the experimental range considered. The equation fitting experimental data, as calculated by the least squares method, allows a response surface to be drawn. Due to the low gold grade of the ore (6 ppm) statistical analysis could lead to contradictory results, hence strict observance of Gy's rules for sampling and very accurate and precise chemical analyses were required.

INTRODUCTION The Tunnel and Reservoir Plan (TARP) (Figure 1) was adopted in 1972 as the most cost-effective way to bring Chicago area waterways up to Federal and State water quality standards. TARP will significantly reduce pollution of these waterways and provide flood relief for Chicago and 53 adjacent suburban communities. These communities, covering an area of 971 sq km (375 sq miles), are at present served by combined sewers, which carry both raw sewage and stormwater. Because porous ground surfaces have been covered over in recent years by buildings, streets, and parking lots, stormwater runoff into sewers frequently exceeds the capacity of the sewers. When this happens, sewers back-up into hundreds of thousands of basements, and the overflows on the combined sewers discharge rainwater mixed with raw sewage directly into the area's waterways at 645 overflow points. The result is severe pollution of the waterways and flooding in 53 communities. During particularly heavy rains, overloaded rivers have to be relieved by opening the locks and allowing the polluted waterways to flow into Lake Michigan, the region's water source. Goals of TARP 1. PREVENT BACKFLOWS INTO LAKE MICHIGAN. 2. ELIMINATE WATERWAY POLLUTION CAUSED BY COMBINED SEWER OVERFLOWS. 3. PROVIDE AN OUTLET FOR FLOOD WATERS.

The successful genetic manipulation of T. ferrooxidans is partly dependent on an understanding of the molecular biology of the organism. For optimum controlled expression of foreign DNA in T. ferrooxidans it is important that donor DNA is derived from bacteria that are genetically similar to T. ferrooxidans or placed under the control of T. ferrooxidans transcriptional promoters. Several structural genes and their controlling regions from T. ferrooxidans have been isolated and their DNA sequenced. These include the genes that encode the nitrogenase enzyme (nifHDK genes), glutamine synthetase (glnA gene) and the recA gene. These genes and the identical genes from a wide variety of other bacteria have been compared at levels of DNA sequence, protein sequence. Where possible, gene expression as well as transcriptional control and protein function of the cloned genes were tested in the enteric bacterium Escherichia coli. The two genes involved in nitrogen metabolism were either expressed or possessed the necessary elements for expression in other bacteria. In contrast the recA gene was not expressed in E. coli from its own promoter. The two gene products that would be tested (glnA and recA) were fully functional in E. coli. The relevance of these findings to the genetic manipulation of T. ferrooxidans is discussed

After two disappointing years where most industrial minerals posted decreasing production, 1981 saw an increase in production over 1980, or at least in status quo. Several commodities did, however, post significant gains. For example, bromine posted a 14% increase; fluorspar production dropped 21% in 1980, but gained 24% in 1981; and sulfur production increased. However, perlite was off 13% and manufactured sodium sulfate off 18% in 1981, while natural sodium sulfate production remained almost even with 1980. In fact, many industrial minerals production either remained constant, increased, or decreased only slightly over 1980. Increasing energy costs had their impact on industrial minerals in 1981. Hopefully, the recent downward trend in energy costs, at least gasoline, will financially help some of the more marginal plants. The 1979 shortage of rail cars that did not carry through 1980 also did not carry through in 1981. Rail rates increased 12.8% over-all last year, while average freight rates for industrial minerals increased 15.5%, according to Neil Johnson, consultant. Also, the trucking industry posted a 5-6% decrease in rates due to deregulation. All in all, we in the industrial minerals section seem to be holding our own at least. Stanley J. Introduction Gold exploration in the Dominican Republic has not received much publicity. The fact is, however, that a continuous program has been underway for some time. For the past two years, the Restauracion area of the western Dominican Republic, near the Haitian border, has been the scene of mineral exploration by the Dominican Department of Mines geologists, and later by geologists of Rosario Dominicana. The latter is a state-owned gold mining company and operator of the Pueblo Viejo open-pit gold mine. The exploration is for mineral deposits with the goal of finding another Pueblo Viejo-type deposit. Geology Exploration is being carried out in the western central Cordillera, the backbone of the Island of Hispaniola. Geology consists of quartz veins and veinlets and ramifying stringers carrying pyrite, barite, minor amounts of copper, and significant amounts of gold in places. They are associated with regional faulting in a complex of Cretaceous beds of andesites, dacites, argillites, siltstones, and shales. They are intruded by tonalites, diorites, and gabbros. Lesser amounts of zinc-lead mineralization occur in some locations. The showings appear as disseminations along the faults. To date, the work has been mostly geologic mapping - 1 to 50,000 with details on a scale of 1 to 20,000 and 1 to 10,000-stream and soil lithogeochemistry, and geophysics. Trenching and sampling were used to follow possible vein extensions. Particular emphasis has been placed on the Los Candelones district that was taken over by Rosario Dominicana. Here is where drilling has been initiated in the past months. The first hole drilled showed assays of 21 g/t (0.6 oz per st). The second hole intersected an interesting oxidized zone that reminded observers of the original Pueblo Viejo oxidized zone. A third drill hole went deeper than 75 m (246 ft), the depth to which the first two holes had been scheduled. An assay of 50 g/t (1.46 oz per st) was cut during drilling. Over 600 million tons of coal are handled annually for use by the country's coal-fired power plants. Coal is transported in various ways. overland conveyors. Railcars, trucks, and barges. It can travel short distances or thousands of miles, picking up moisture, freezing, or drying. When the coal is received at the power plant, environmental problems with fugitive dust and further handling problems can arise.

The Ecological Footprint is a resource accounting tool used to address underlying sustainability questions. Aggregates consist of natural, artificial or recycled materials. The production of aggregates is the fastest growing activity worldwide since huge quantities are required by the construction industry. This paper presents a parametric investigation of the ecological footprint of transporting aggregates for urban use as a function of tonnage and distance.

Demand for titanium minerals and pigments was nearly unchanged in 1996 compared with 1995. However, through mine expansions and process optimization by the TiO, pigment industry, the available supply of titanium minerals and pigments increased moderately. At the end of 1996, exploration, development and expansion programs were ongoing in the mining sector. But expansion projects in the pigment sector were delayed pending increased demand.
