The phosphate rock review did not arrive in time for publication in the. June issue. The world phosphate industry continued its slide in 1992 from the already depressed levels in 1991. The industry is locked into a 30-year fertilizer price low due to the worldwide fertilizer glut. Domestic production and imported, marketable phosphate rock decreased 1%, while domestic consumption increased by 1 % last year. The US Bureau of Mines reported a decrease in the domestic phosphate rock value from $25.42/t in 1991 to $23/t in 1992 ($23.06/st to $20.80/st). The diammonion phosphate (DAP) product price also dropped in value from $138/ t in January 1992 to $11 0/t in December ($125/st to $99.70/st). Continued declines in DAP prices is forcing the US fertilizer industry to develop cost-saving programs and reorganizations. Layoffs in 1992 resulted in a 7.6% decrease in the Florida phosphate workforce. Since 1980, the Florida workforce has declined by 35%. Small phosphate companies were forced to close operations or were sold to larger phosphate companies. Federal and state environmental regulations for byproduct waste disposal methods are being studied. The Environmental Protection Agency (EPA) approved phosphogypsum use in agri¬cultural and research applications as long as the radium 226 concentration is lower than 10 pci/g. The EPA is also reviewing regulations concerning air emissions at fertilizer plants. Industry publications reported the possibility of continued company sales and mergers in 1993. Industry expectations are optimistic while waiting for an upturn in the market. The US phosphate industry consolidation into three or four major companies should evolve into a stronger world market force.

Financial analysts have often called National Mine Service Co. the only "pure play" company to the mining industry, meaning that an investment in NMS is an investment in the mining industry. As a leading manufacturer and supplier to the industry, National Mine Service does enjoy a close and direct relationship with mining. It is the only independent company that offers products and services that include mining machinery, health, safety, instrumentation, mine supplies, and reconditioning services for hydraulics, electronics, and machinery. But what is a positive relationship in periods of economic upturn can be eauallv as negative during the downturns. In fact, National Mine Service has felt the resounding blows of the current recession in the mining industry. Two-Fold Strategy Rising unemployment, corporate losses, bankruptcies, and mine closings in particular have directly affected NMS. But the company embarked on a strategy several years ago that included a two-fold approach to becoming less dependent upon the vagaries of the US coal industry. One strategy was to develop additional products and services for other mineral industries such as potash, trona, and salt and, where possible, apply the technology developed for the mining industry to industrial markets. The other strategy was to become a more international company. The objective was to make export sales a minimum of 10% of total corporate sales. Even today, NMS believes this is a good strategy as opposed to diversifying because its expertise is in mining, not in other areas. BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

In 1973, the Subcommittee on Contracting Practices, U. S. National Committee on Tunneling Technology, National Academy of Sciences, under the able chairmanship of A. A. Mathews, Engineering Consultant, now residing at Kaunakokai, Hawaii, undertook the task of developing recommendations for improving the performance of underground construction work, reducing the costs of such work and minimizing the adverse atmosphere in which owners and contractors were performing their respective functions. The author of this paper and C. F. Palmetier, a highly qualified engineer, were thereupon appointed as staff assistants to the Subcommittee, to conduct a study of existing practices and relationships in Western Europe and in the United States, to formulate recommendations, for consideration by the Subcommittee and the participants in a future workshop, as to desirable improvements in United States contracting practices and relationships. The study, conducted during 1973 and 1974, involved personal interviews of a total of 162 owners, engineers, contractors, lawyers, and educators throughout the United States and in 7 European countries, the analysis of 178 replies to questionnaires sent to individuals and firms involved directly or indirectly in construction, and a workshop, near Napa, California, attended by 53 representatives of all segments of the construction community. The resulting report, entitled "Better Contracting for Underground Construction", was submitted by the Subcommittee to the National Academy of Sciences, which approved its publication in 1974 by the National Technical Information Service. Nast Tunnel is the first granitic rock tunnel to be excavated by a machine for the U. S. Bureau of Reclamation. The machine has excavated 7500 ft of the tunnel at this writing. There have been a few good performances; 31 ft in 1, 8 hr shift, and 75 ft in a 24 hr period, but generally, progress has been slower than that accomplished in the area with reasonable comparable conditions using conventional excavation techniques. Button cutters, now employed using compression as the means of fracturing the rock, gives an average cutting rate of 3 ft per hr. Disc cutters manufactured by the machine builders were tried briefly but the snap rings holding the discs to the hub failed. However, disc cutting rates of 6 ft per hr were recorded for short periods of time in a competent coarse grained porphyritic granite. The snuck was also considerably larger and more easily handled than that produced by the button cutters. Hughes Tool Co. is working on a disc type cutter and expects to have them on the cutterhead by mid June. LOCATION, DESCRIPTION AND BID OPENING Nast Tunnel is located 2 miles west of the Continental Divide and 39 miles east of the town of Basalt in Pitkin County, Colorado. The outlet portal is in the Fryingpan River Valley at an elevation of 10,000 ft. The tunnel is a 3 mile long, 10 ft diameter gravity flow water conveyance structure and a part of the west slope water collection for the Bureau of Reclamation, Fryingpan-Arkansas Project. The Red Dog zinc-lead deposit, said to be the world's second largest, is located inside the Arctic Circle in northwestern Alaska - a location too harsh and remote for some mining companies but just right for Cominco Ltd. The complex has been in operation since November 1989 and is producing 508 kt/a (560,000 stpy) of zinc concentrate, 109 kt/a (120,000 stpy) of leadconcentrate and 45 kt/a (50,000 stpy) of an Imperial Smelter Feed, a combined zinc-lead mixture that is too small to separate. All of this concentrate production derives from a relatively modest mine production of 5.4 kt/ad (6000 stpd) extracted from a surface pit. Despite being a high-grade zinc-lead deposit, Red Dog's metallurgy is complex, requiring a very fine grind and use of column cells for flotation. The Red Dog complex is located in the DeLong Mountains. They are characterized by eight stack and folded thrust blocks that contain sedimentary and igneous rocks. The Red Dog deposit is located in the second lowest thrust and ist hosted by late Mississippian to Permian age black shale, the Ikalukrok member of the Kuna formation. The Red Dog mining complex is operated by Cominco Alaska, Inc., a wholly owned subsidiary of Cominco American, Inc, which, in turn, is owned by Cominco Ltd. In 1980, the deposit region was acquired by NANA Corp. as part of the Native American Claims Act Settlement of 1971. NANA is one of 12 such Native Corporations in Alaska. In 1982, NANA and Cominco American signed a develop¬ment agreement and formed Cominco Alaska to manage the project.

Analyses of jointed, cracked, and fractured rock masses are needed in a variety of applications, including estimates of reduced elastic modulus for damaged rock, estimates of permeability changes as a function of stress changes, and estimates of relaxed regions due to excavation. A numerical model of a jointed rock mass, the compliant joint model, was used to study the response of a jointed rock mass near a circular excavation. The joint constitutive model was linear elastic in shear and nonlinear elastic in the relationship between normal stress and joint closure. Initial stresses were geostatic and representative of stresses in a granitic jointed rock mass approximately 300 m deep. The joint properties were based on values that are representative of joints in granite. The results from numerical simulations were compared with analytical results for stress near a circular opening in an elastic medium having reduced Young's Moduli to simulate jointing effects on the rock mass. The differences in response between the two models resulted from the differences in the symmetry of elastic properties, the shear modulus of the continua, and the constitutive relations in the two models. For example, the non- linear anisotropic elastic continuum described by the compliant joint model resulted in vertical stress concentrations near the side of the circular opening that were 25 percent higher than the vertical stress concentrations in an isotropic linear elastic medium. The equivalent Young's Moduli in the vertical and horizontal directions of the compliant joint continuum deviated by as much as 50 percent from the values assigned to the modeled region prior to excavations. The perturbations of the elastic Young's Moduli extended to distances of two to three radii from the opening.

Field data from coalbed methane wells indicate a significant variation in composition as a function of flow rate and time. In particular, San Juan Basin wells have displayed an increase in C02 concentration over time. Prediction of gas quality is critical to the economic evaluation of any coalbed project. Previous models have forecast only pressure and production profiles, ignoring compositional variations. In this study a multicomponent model that incorporates binary isotherms for methane and carbon dioxide has been developed. An extended Langmuir isotherm is used for the adsorption representation and a constant separation factor (similar to relative volatilities in distillation) describes the phase distribution of the species. This separation factor depends both on the surface characteristics of the coal and on the adsorbing species. The chromatographic separation equations have been superimposed on Darcy's law flow. The formulation allows decoupling of the pressure and compositional partial differential equations. The equations have been cast in dimensionless form and solved for pressures and compositions. It is observed that the composition of the preferentially adsorbed C02 increases at the wellbore as a function of dimensionless time. The dimensionless time is directly proportional to the real time and coalbed permeability and is inversely proportional to the gas viscosity, coal porosity and the square of the length of the reservoir. As the separation factor increases, the compositional variation increases. This variation in produced C02 concentration is also greater when the initial C02 concentration in the reservoir is higher. A sensitivity study has been performed to identify the effects of important parameters such as isotherm variables and reservoir characteristics on pressure and composition profiles.

Introduction Since the Hardy Cross numerical algorithm was applied to the solution of mine ventilation networks, numerous developments have taken place in ventilation network analysis procedures. The Newton-Raphson method, the linear theory method and the second-order approximation method are three of the additional approaches that have been applied. The efficiency of a ventilation network analysis procedure depends not only on the method of solving the system of equations derived from ventilation networks but also on the method of deriving the equations through selection of the meshes. This paper investigates the impacts of three mesh selection methods on the efficiencies of four ventilation network procedures. The minimum-resistance spanning tree method is the most popular procedure for selecting meshes. The shortest-path method was suggested by Epp and Fowler (1970) for improvement of the Newton-Raphson method. The minimum-resistance-path method is suggested here as the third method of selecting meshes. The effects of these three methods on the Hardy Cross method, the Newton-Raphson method, the linear theory method and the second-order approximation method are analyzed in this paper. These network analysis methods have been summarized in the paper by Kim and Mutmansky (1991). Mesh selection methods A procedure for mine ventilation network solution based on mesh equations typically consists of two steps: • the mesh selection step and • the network solution step. The mesh selection step establishes a set of independent equations to solve the network. The resulting equations are nonlinear. One method of solving nonlinear equations is to linearize the equations and iteratively solve these linear equations. The four analysis methods previously discussed in this paper use this approach. The linear equations required for solution can be written in matrix form as: P•dQ = dF (1) where P is the pseudo-resistance matrix, Q is the quantity matrix, and F is the Jacobian matrix (Kim and Mutmansky, 1991). The efficiency of the solution method depends on the characteristics of the P matrix, which in turn depend on the method of selecting meshes. To understand the impacts of the mesh selection methods on the efficiency of the ventilation network analysis procedures, the characteristics of the P matrix must be understood first. The diagonal elements of the P matrix, m in number, are the sums of the pseudo-resistances of the branches contained in the m meshes necessary for solution. The off-diagonal elements are the sums of the pseudo-resistances of the branches shared by two meshes. For example, P12 (first row, second column element of the P matrix) is the sum of the pseudo-resistances of the branches common to mesh 1 and mesh 2. When solving the system of equations expressed in Eq. (1), three of the iterative procedures (the Newton-Raphson, the linear theory and the second-order approximation methods) use the direct factorization method (Burden and Faires, 1985) on the P matrix. When the direct factorization method is used, the computational efficiency is enhanced by larger diagonal elements and a sparser P matrix. Generally, the sparsity of the P matrix is more important than the size of the diagonal elements. There is no known mathematical method of predicting the efficiency of these procedures, but heuristic methods can be used to study the efficiency. The Hardy Cross algorithm applies the Gauss-Seidel method of splitting the P matrix and applies the Newton-Raphson procedure. The efficiency of the Hardy Cross method depends on the spectral radius of the matrix[[D-L]-1U], where D is the diagonal, L is the lower triangle and U is the upper triangle of the P matrix for the Newton-Raphson method (Ortega, 1972). The smaller the value of the spectral radius, the faster the convergence. As with the other three methods, larger diagonal elements and a sparser matrix aid in faster convergence. With the Hardy Cross method, however, the size of the diagonal elements is more important than the sparsity of the matrix. Remembering that each of the diagonal elements of the P matrix is the sum of the pseudo-resistances of the branches in a mesh and that each off-diagonal element is the sum of the pseudo-resistances of the branches shared by two different meshes, the following strategies can be used: • Avoid having branches with larger resistance values shared by multiple meshes. This increases the size of the diagonal elements and reduces the chance of off-diagonal elements being large.

As an important part of the concept validation phase of the MX Advanced ICBM development program, Air Force System Command's Intercontinental Ballistic Missiles (ICBM) Program Office developed and demonstrated large trenching and cast-in-place equipment for placing many miles of buried concrete tunnel rapidly and economically. A tunnel or "buried trench" containing a mobile ICBM is one of the candidate basing models for MX. Upon remote command, the cannister housing the missile would break out of its concrete tunnel and earth overburden by erecting itself to a suitable angle and then launching the missile. The ICBM Program Office developed two each trenchers, cast-in-place machines, and breakout mechanisms, as well as a mobile concrete truck unloader. The machines were demonstrated in varying soil conditions in the southwest US. The breakout mechanisms were demonstrated nearby as well. The fluidized bed was invented by Fritz Winkler of Germany in 1921. The first application in the U.S. was in the development of the fluidized bed catalytic cracking of petroleum in 1942. Today, fluid bed cracking reactors are an integral part of every oil refinery. When fluid bed technology was first considered for applications outside the petroleum industry it was recognized to have uniform temperature, close control of the gaseous atmosphere and excellent mixing between solids and gases. Roasting of sulfide ores and concentrates was an obvious match. The first application was a single stage roaster for gold refining in 1947. There have been over four hundred commercial fluid bed roasters built and operated successfully in the four decades since the fluid bed was invented. There are three general categories of roasting applications. The largest number of roasters fall into the dead roasting category which includes gold ore roasters. The other categories are sulfating roasters and partial roasters (Reference 1).

In this paper, the performance of the Knelson Concentrator and of the batch and continuous Falcon Concentrators are compared. The units are based on different operating principles, and perform quite differently. The Knelson yields very high free gold recoveries over a wide size range of both the recovered and rejected species. It is less effective in recovering very fine (<15 μm) or very flaky gold, as encountered in flotation feeds, concentrates or tails. It is the preferred unit for gold recovery from grinding circuits. The batch Falcon is effective in the fine range, typically less than 37 μm for gold. Its recovery zone is quickly saturated when there is significant heavies in the feed. It works best as a pre-concentration unit, or when sulphide content is low. The continuous Falcon is a versatile unit which is capable of recovering fine heavies (density down to 5 g/cm 3), especially from coarser gangue.

Sharing the Future in a Community of Values ? encourage our industry to continue to innovate and develop many of the environmental and social initiatives already underway. Sustainable development is here to stay and has been placed strategically at the heart of all European public policy. The future of the minerals industry here in Europe as well as elsewhere depends on how well professional mining people, both as individuals and through their associations and others, have to present their case for a sustainable mining and minerals industry to a critical world. And, Greece with its strong and expanding mining, minerals and metals base has more to win or lose from this endeavor than many others.

Mine planning and scheduling done with computer programs is possible only after extensive work has been completed to define the geologic extent of an ore body and an overall mine design. Mine planning methodology on computer can vary from computerized engineering tasks through systems which completely optimize a plan with little input from an engineer during the actual scheduling process. However, a strong emphasis is placed on producing practical mining sequences which may be "best" rather than "optimum". This section offers several viewpoints on the planning process using computers. Interactive planning and scheduling systems are attractive for many companies because they are easy for engineers to understand, and the results are acceptable. The engineer develops an open pit mine sequence by trial and error using interactive graphics. The results of this approach can usually be improved. A computer program can help an engineer make many trials in a short time period and provide a higher level of confidence that a "best" plan has been generated.

Gas hydrates have unique properties of storing selective gases. As much as 180 volumes of gas (standard conditions) per volume of hydrates may be stored. Recognizing the need for natural gas storage near electrical power plants for peak load use, DOE funded our laboratory to investigate gas hydrates as an economically viable storage means. Our developed process forms hydrates and self-packs the hydrates by only maintaining the gas pressure above a surfactant/water solution while hydrates form and self-pack. The laboratory process was scaled-up and demonstrated storage of 5300 scf of natural gas in hydrates. Subsequent to the demonstration, we discovered preparation procedures whereby laboratory gas hydrates could be stored at 1-atm with less than 1% decomposition over multiple days. The paper will discuss how these two advancements offer potential ways to recover vent gases as well as released hydrate gases from the seafloor. Boddington Gold Mine1 (BGM) commenced production in 1987 and is currently ranked as the second largest gold producer in Australia. In a strategy to improve plant efficiency, constraints to plant performance were identified and prioritised with a view to maximising benefit for minimal expenditure. After identifying that leach kinetics and circuit residence time were major constraints, the introduction of oxygen was identified as having the greatest potential for the delivery of sig­nificant cost benefits. The application of oxygen, initially by conventional tech­niques, and subsequently by installation of Atomaer's Filblast gas shear reactor, improved gold recovery, reduced the resi­dence time constraint and enabled higher mill throughput to be achieved. Additional benefits included operation at lower pulp densities and a reduction in reagent usage. A significant reduc­tion in unit operating cost resulted from these benefits. This paper quantifies the above benefits in a format accept­able to both metallurgists and accountants by integrating the findings in a techno-economic perspective.

The Meteoric Water Mobility Procedure (MWMP) was developed in the State of Nevada during the 1980’s as part of their mine waste characterization programs. During the 1990’s the Waste Subcommittee of the Nevada Mining Association (NvMA) contacted ASTM Subcommittee E01.02 on Ores, Concentrates and Related Metallurgical Materials to undertake a standardization program for the method. A cooperative program was developed in conjunction with the Acid Drainage Technology Metal Mining Sector (ADTI-MMS)Prediction Committee, which involved eight of the NvMA labs performing duplicate leaching tests on two test materials: a coarse fraction of the USGS Hard Rock Mine Waste standard and a typical spoils sample from a heap leach operation undergoing closure in Nevada. Solutions for metals analysis were preserved and sent to the USGS Laboratories in Denver to determine the reproducibility and repeatability of the leaching. The history of the method and reference material and the results of the interlaboratory testing and statistical analyses will be presented.

As the Powder River Basin coal industry has grown, many changes have occurred in the coal market, the economy and the Basin&apos;s methods of dealing with competition in the coal mining business. This article notes the mines that have changed to draglines as the major overburden-stripping tool. The Powder River Basin is defined as those mines within a 97 km (60 mile) radius of Gillette, WY. Mines to the north and south of this area - Decker, Spring Creek, Glenrock - have used draglines more extensively. The reasons for the conversions to draglines at each mine, and the specific timing of these changes, were different. However, the driving factor was economics. As coal production increases, strip ratios increase and coal sales prices decrease, mines must find ways to deal with rising costs and falling revenues. The primary method used has been conversion of overburden stripping to dragline operations. Stripping ratio equals the bank cubic yards of overburden removed for every ton of coal mined.

A thorough Life Cycle Assessment of ilmenite extraction and processing to yield synthetic rutile (ERMS/EARS process) was performed according to ISO norms 14040 and updates. The LCA includes the parallel application of selected environmental impact assessment methods (as illustrated in Ulgiati et al. [1]), the results of which are compared and discussed. A MI value of 16 kg of abiotic matter per kg of output rutile is calculated, which is largely determined by the amount of coal that is employed in the reduction and drying steps. The Gross Energy Requirement is 3.33 * 107 MJ/kg, a value which we found to be comparable with that previously calculated by us for alumina. Finally, the increase factor of the Emergy Intensity from the raw mineral to the marketed rutile is 3.19, which points to a comparatively medium-low requirement for indirect environmental support. GWP and AP were calculated to be respectively 1.89 kg(CO2eq)/kg and 12.7 g(SO2eq)/kg.
