Most iron ores treated by the R-N direct reduction process yield metallic iron products considerably lower in titanium, manganese, and chromium oxides and alkaline metal sulfates/sulfides than were contained in the original ores. These metallic iron products are suitable as feed stock for the open hearth and electric steel-making furnaces. The elements which are rejected in part are acceptable in the product since the product is designed to by-pass the blast furnace. R-N reduction conditions (PCO+H2-1 atmosphere, 1830° to 2150° F.) are adjusted for each ore. The iron ore which is reduced to 90 to 95 percent metallic iron is then subjected to the conventional beneficiation techniques. Under these conditions, 55 to 80 percent of titanium oxides, 75 to 95 percent of manganese oxides, 60 to 90 percent of chromium oxides and up to 97 percent of alkaline metal sulfates contained in the ore are rejected with the gangue to the non- magnetic tailings. The metallic iron products illustrated in this work contained 89 to 96 percent total iron, one to five percent TiO2, 0.2 to one percent MnO, 0.3 to 1.6 percent Cr2O3 and/or up to one percent alkaline metal sulfide. Usually only one of these components was present. Recoveries ranged from 80 to 96 percent of the iron in ore.

Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

INTRODUCTION A very important factor in froth flotation is the use of surface-active chemicals to form a froth in which minerals or coals are retained, thus allowing for valuable component enrichment. In coal flotation reagents (frothers) specifically designed to provide an efficient froth are employed. It is this group of chemicals that will be the primary emphasis of this paper. Despite the importance of frothers, surprisingly little systematic scientific work has been performed with the goal of quantifying frother mechanisms and the influence of particles on froth stability. Based on direct experimental observations in both batch laboratory and continuous large-scale flotation cells, the use of a frother significantly increases first, the possibility of a particle- bubble contact, and second, the efficiency of sticking after such a contact. Thus, a major role of a frother is to significantly increase the rate of flotation. This rate modification by a surface-active agent occurs through several observable mechanisms including the formation of a froth of relatively consistent character (bubble size and bubble density) under a variety of operational conditions, an increase in the ability to disperse air in the flotation cell, a reduction in the rate of coalescence of individual bubbles in the cell, and a decrease in the rate of bubble rise to the pulp surface. It will not be the intention of this paper to exhaustively list all frother accomplishments related to research, development and use in coal flotation. Rather, the authors will attempt, based on their experience, to present a technology overview of the role of frothers in the chemistry of flotation as successfully practiced at the industrial level. A very useful framework for flotation is the concept suggested by Klimpel (1984, 1984a) of viewing flotation as a system consisting of three major components: chemistry, equipment and operating variables. This is illustrated in Figure 1. A major point of this figure is that flotation is a highly interactive system with many technical and economic combinations of component settings available to operators to achieve a given goal. Sometimes simultaneously changing various component settings will reinforce a particular attribute. Also various component settings can cancel or counteract each other if changes are not chosen wisely. Thus, coal flotation must be viewed by the plant operator as a complex system with the economic/technical optimization of a given flotation process being directly related to the operator's knowledge of how his particular flotation system behaves as a function of the major control variables he has at his disposal. Typical important component settings in coal flotation are collector dosage, frother type and dosage, air flow rate, feed rate, particle size, pulp density, and the surface oxidation conditions of the coal. Because of the above complexities, it is sometimes assumed (especially in laboratory studies) that the choice of frother type and dosage is not as crucial as some of the other factors such as collector type and dosage (e.g., Leja, 1982). Detailed plant level testing of all of the factors of Figure 1 performed in recent years, Klimpel (1980, 1980a, 1982, 1984, 1984a), Hansen (19861, Klimpel, Hansen and Meyer (1982), simply do not support this assumption. The above testing has shown rather clearly that certain frother chemical structures consistently exhibit predictable performance characteristics in both mineral and coal flotation. In addition, significant changes in both rate and recovery can be expected. In the remaining sections of this paper, the following topics will be covered: requirements of chemicals capable of use as frothers, types of chemicals used commercially as frothers, some general performance characteristics of existing commercial frothers, and recent work in developing new frother chemical structures.

The SME Research Council assists SME and its constituencies in establishing research directions that will benefit the mining industry and its professions. It also provides information about these directions to its membership, to government and to related industrial societies. The 1995 Research Forum, organized and chaired by George Luxbacher, was the second in a series of meetings organized to develop these directions. A copy of the full proceedings is available from SME for $12 plus postage and handling. The first research forum (Saperstein, L., 1993, "Technology for the Future, MINING ENGINEERING, Vol. 45, No 11, November, pp. 1382-85) invited mining industry representatives to discuss the unsolved technical problems that were keeping the industry from greater economic and environmental efficiency. The second forum asked academic researchers to discuss the same general topics from their perspective. It came as no surprise that, in general, the two sets of presenters tackled the same problems. There was no surprise when the academics spoke of the need for fundamental long-term research. What may have been surprising was the number of university people who spoke for near-term research that leads to measurable economic returns or savings. The closure of the US Bureau of Mines (USBM) has changed the objectives and attitudes of the SME Research Council. From being a point of liaison between SME and USBM - a conduit of items from each party to the other the council is now much more on its own. This isolation presents opportunities and hazards. The opportunities are exciting because the council could be the focus for mineral industry research policy if it were properly structured. The hazard is obvious - if there is no bureau, it could be argued, why maintain the council? Many people believe that SME should take the first course and become the beacon for research policy. More than ever, money is being spent on minerals industry research by the federal and state governments - particularly at the mineral-oriented land-grant universities - by industry and by consortia among these groups. SME could be at the hub of these programs. There is a general concern that industry is less able to maintain an economic edge by means of geologic discovery. According to Titley, there will be fewer major, new world-class discoveries except, possibly, at the continental and tectonic-plate margins. Consequently, economic advantage will go to those companies and nations that stay ahead technologically. Given the inevitable diffusion of technology, it can be concluded that technology development, underpinned by research, must be continuous to maintain profits. This is a change from earlier years when change would occur in relatively rare major steps that were interspersed with extended periods of technological equilibrium. Over the fiscal years 1994 to 1997, there has been a 24% cut in research spending by the Department of the Interior (figures from the American Association for the Advancement of Science). This is the largest budgeted percentage cut in research funding of any federal department. Even so, there is still a substantial amount of federal research funding expended in the mineral and extractive-energy industries. The US Geological Survey, Environmental Protection Agency, Departments of Defense and Energy and others expend substantial funds on minerals industry research. Industry - producers and manufacturers - is also spending large sums on research and research-like activities. This activity argues that there is a role for SME's Research Council. Providing focus Consortia. The closure of USBM has resulted in the migration of expertise to consulting firms and to other entreprenrutisl research entities. Many of these groups are creating ad hoc consortia among themselves, nearby universities and industrial partners. The Research Council is well placed to provide an open forum for these con¬sortia. Presentations of research results, as went on in the annual meetings of the Generic Mineral Technology Centers, can help to establish an. archive of results and an avoidance of duplication of research. A continuing sense of research directions can evolve. National Science Foundation. No discussion of consortia would be complete without mention. of the National Science Foundation's (NSF) programs for Industry/University Cooperative Research Centers (IUCRC) and Grant Opportunities for Academic Liaison with Industry (GOALI). NSF is aware of the gap in federal support of science and technology caused by USBM's closure.

Cu isotope fractionation in low temperature aqueous environments has been well documented. Here we apply Cu isotopes to two distinct, yet related mining problems. First, an exploration geological application where we measured copper isotope fractionation in oxidized leach caps, chalcocite enrichment blankets and hypogene mineralization in 4 porphyry copper deposits located in South western USA. Cu isotope patterns exist in the lateral and vertical distribution within the mines coupled with distinct relationships with Cu grade. Second, a hydrometallurgical application where we measured the leach fluids, feed and residues from a quick leach text of Cañariaco ores. The results indicate the relative proportions of the minerals providing Cu during leaching. Interpretations of the QLT test measurements indicate covellite is the dominant ore mineral providing Cu during leaching. Both applications clearly demonstrate the power and ability of using the Cu isotope technique to understand low temperature aqueous processed involving copper.

The term "fatigue" in mechanics, is used to refer to reduction in the strength of a material subjected to fluctuating or alternating stresses. Stresses that vary with time are called fluctuating stresses and if during fluctuation the stresses also change sign, they are called alternating stresses. In the field of rock mechanics, the term fatigue (static fatigue) has often been misused to refer to failure of geologic materials in time domain under constant load. To avoid confusion, we use the ten cyclic fatigue here to refer to failure of rock under alternating or fluctuating stresses. Fatigue in metals has been studied for over 100 years. Fatigue properties of geologic materials have, however, received little attention in the past. This is probably because until recently very little was known in regard to the behavior of geologic materials even under static loading. Secondly, suitable equipment for conducting cyclic fatigue experiments was not available until quite recently. A few cyclic fatigue studies have been undertaken on geologic materials to relate it to percussive or rotary drilling mechanisms (e. g. Grover et a11*; Burdine2). The results of these studies were inconclusive due to limited effort. Cyclic fatigue in concrete has been studied more extensively than geologic materials (e.g. Nordby3, Gray et al 4 and Bennett et a15) and mechanisms of fatigue in concrete are better understood than in geologic materials.

Although the physical appearance of excavating equipment doesn't seem to have radically changed over the past decade, important changes within the products and an innovative attitude on the part of the engineer in his design approach is becoming increasingly evident. The new philosophy is to go beyond simple refinements of existing designs that simply produce a machine which further reduces overall cost per ton or per cubic yard of material moved and to do it more efficiently than ever before. Standard ideas and preconceived notions have been discarded and have given way to providing a design and a machine that is best suited to get the job done. Understanding that the application will not always fit the machine, but, in most cases, the machine should fit or suit the application is a foremost consideration in the engineers' design criteria.

Introduction The Summitville Mine located in southwestern Colorado is an example of the potential impact that natural weathering and mining activities can have on environmental quality. Acid rock drainage and metals leaching from active and historic mine districts are a major environmental problem facing the mining industry today. Sulfide ore exposed naturally or during mining operations has the potential to produce leachates that contain high concentrations of dissolved metals. These leachates can affect the quality of plant and animal health in surface water used for agriculture, recreation and human consumption. Pintail Systems has developed biological processes for detoxification of cyanide in heap-leached spent ore and process solutions. During application of spent ore cyanide bio-detox processes we have also observed a substantial reduction in many of the leachable metals in biotreatment solutions. These field observations of soluble metal reduction led us to propose that metal bio-mineralization should be a secondary treatment goal of spent ore detox in Focused Feasibility Studies (FFS) for the Summitville Mine. In the FFS (described in a companion paper) for Summitville, spent ore from the heap leach pile (HLP) was loaded into PVC test columns (six inch X ten foot) and was leached with bacteria/nutrient solutions. Two treatment designs were studied: a standard percolation leach (aerobic) and a saturated leach design where the ore was saturated with the heap leach solution to which bacteria and nutrients were applied in a continuous biotreat leach. The bacteria for all column treatment tests were isolated from the spent ore at depth through the Heap Leach Pile (HLP) in the saturated and unsaturated zones. Bacteria isolated from the heap material were tested for cyanide oxidation capacity and were submitted to a bioaugmentation program to improve reaction kinetics and metals tolerance. The final treatment population consisted of several distinct species including aerobic heterotrophs, facultative anaerobes and sulfate-reducing bacteria. The remineralization of soluble metals was observed through a decrease in copper in column leachate solutions and the formation of observable mineral products on ore surfaces in the columns. Several of the tests were run in clear PVC columns to facilitate observation of mineral formation. The column ore contents were photographed before, during and after the biotreatment process which ranged from 10 to 20 days for each test column. Ores were collected from each column after the treatment was complete and were submitted for SEM and TEM study at two laboratories - the USGS SEM Laboratory in Denver, Colorado and the City College of New York SEM laboratory. Treatment Process Description Numerous species of bacteria, fungi and yeasts are capable of accumulating many times their weight in soluble metals. Both living and dead biomass are effective in removing soluble metals from waste streams containing gold, silver, chromium, cadmium, copper, lead, zinc, cobalt and others. Soluble metals may also be immobilized in soils by natural or engineered biomineralization reactions. Several commercial processes using biological reactions are being applied on an industrial scale for metal remediation. Bacteria found in natural and extreme environments have developed a wide variety of metabolic functions to adapt to these environments. These natural microbial functions contribute to global mineral cycling that continuously forms, transforms and degrades minerals and metals in the environment. Biomineralization is described as a surface process associated with microorganism cell walls where the remineralization occurs. The biogeochemical activities initiated by microorganisms in ores, soils, surface and groundwater environments can dominate the formation and transformation of those mineral environments.

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Froth flotation is a physico-chemical process for separating finely ground minerals from their associated gangue material. The process involves chemical treatment of a finely divided (ground) ore in a water pulp to create conditions favorable for the attachment of certain of the mineral particles to air bubbles. The air bubbles then carry the selected minerals, called valuable, to the surface of the pulp to form a stabilized froth which is removed and recovered. The unattached gangue material remains submerged in the pulp and is either discarded or reprocessed. To obtain the adherence of the desired mineral particles to the air bubbles, at least two specific steps must occur: a hydrophobic (water hating) surface film must be formed on the particles to be floated along with a hydrophillic (water wetting) film on all other particles; and a controlled bubble surface tension interface must be maintained, allowing for high particlelbubble collision frequency and efficient attachment or sticking of the particle to the bubble once collision has taken place. In most flotation applications, the above two steps are controlled by chemical flotation reagents. The collector is a chemical reagent which produces the hydrophobic film on the valuable mineral particle and is the primary driving force that initiates the flotation process. The frother is a chemical reagent which influences the collision frequency and attachment efficiency of hydrophobic particles and air bubbles. Thousands of research papers and books have been published on the chemical theory behind sulfide mineral collectors, e.g., Fuerstenau (1962), Fuerstenau (1976), Fuerstenau, et. al. (1985), King (1982), Leja (1982) and Moudgil and Somasundaran (1987), This article will only address and summarize some of the more practical aspects of collector usage. The industrial scale practice of froth flotation in sulfide mineral concentration has changed little since the 1950's. For example, of the approximately 80,000 metric tons of sulfide mineral collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago. A very interesting and informative history of collector development has been given by Crozier (1984). In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years. As a result of the above environment which makes reagent cost/performance analysis difficult for new reagents, there is a strong tendency for the flotation operation to use, and reagent companies to supply, as cheap as possible raw materials and manufactured products that are quite general in application. In the last 20 years or so, there has been increasing technical effort to tailor make reagents for specific applications, but to date such work has had little commercial impact. It is clearly the hope of this author and others that this situation will change in future years as technology improves and pressure for improved flotation performance intensifies. This article is a condensation of collector usage trends quantified as part of a comprehensive industrially oriented applications program on froth flotation organized by Klimpel and coworkers (1979-1987) and as reported in various countries that participated in the program from 1978-1983. The subject of strata control in mining can be approached from both static or loading concepts or from dynamic or impulsive loading concepts. The fracture process itself appears to be primarily a dynamic process as is the gross creation of fractures through the use of impact, stress wave passage or in more general terms, the use of explosives. This paper presents experimental results which indicate that the understanding of the fracture behavior of rock that has been, established in the open literature is not always appropriate. In particular, the results of this experimental program have shown very interesting differences between the formation of fractures in rock and the formation of fractures in other materials such as metals and plastics which are often used as models for rock behavior studies Fracture patterns and causes of dynamic fracturing in various rock and artificial materials are presented.

Bentonite is a common name applied to a variety of clays that develope swelling properties when associated with water. Useful bentonite deposits occur in many Western and Southern states. Their origins may consist of the alteration of volcanic sediments or the decomposition of shallow lake deposits. The specific type of bentonite that will be discussed in this review will be only the Western or high swelling sodium type bentonite that is mined primarily in Wyoming. Wyoming bentonite first entered the market in the late 1880's when it was used as an oil absorbing cosmetic. In the 1920's it was discovered that superior binding properties were present which created new opportunities in pharmaceutical, animal feed, and steel foundries. The swelling properties that were exhibited by the high swelling Wyoming bentonites soon led to its use in oil exploration when the rotary drilling process developed a need for multipurpose fluids. Bentonites in general and Wyoming bentonite in particular have fascinated chemists and process development specialists since the 1920's. There exists a long list of industrial uses that has led to hundreds of patents and extensive literature reviews. The binding and swelling properties are developed as a result of large surface areas and high cation exchange properties. Water, being a di polar molecule, attaches to the ionic vacancies and forms a network of tightly held water particles which in turn produces an impermeable seal or a binding characteristic in unconsolidated powder. Newer uses for Wyoming bentonite that once again utilized the binding and swelling properties include the pelletizing of iron ore and a vast array of civil engineering applications including slurry trenching, lagoon sealing, and garbage landfill sealing.

Unlike previous gold mining booms in Nevada's Great Basin, the current boom includes a serious commitment to mine reclamation. Many of the smaller mines began reclaiming in the late 1980s but met with limited success due in part to poor soil characteristics. Public land managers and the mining industry began looking for ways to improve reclamation success. One promising technique is suggested by an ongoing research project using sludge biosolids, the solid residue of municipal waste water treatment. During the 1980s, limited space in landfills led municipal governments to search for alternate ways to dispose of their biosolids. The cities of Reno and Sparks, NR and the US Bureau of Land Management (BLM) searched for ways to combine these needs to everyone's mutual benefit. Yet barriers remained. The federal government had major concerns about potential bioaccumulation of metals and contamination of drinking water from the land application of municipal biosolids. The barriers were lifted late in 1991 when an interagency task force led by the Environmental Protection Agency (EPA) issued a new federal policy on the use of biosolids on federal land. The policy encouraged biosolids as a soil amendment to reclaim degraded minelands and invited federal agencies to develop biosolid pilot projects. In response, BLM enlisted the help of American Resources Corp. (ARC) and the University of Nevada, Las Vegas for a pilot study at ARC'S' Butcher Boy Mine near Wadsworth, NR. Although biosolids have been used in mine land reclamation in the eastern United States for 20 years, before this pilot study, none had been used on public lands in the arid Great Basin. Land application of biosolids improves soil conditions by improving nutrient uptake, increasing water retention, permitting easier root penetration and enhancing soil fertility. Biosolids increase ecosystem productivity and can lead to significant improvements in the structure and diversity of plant and animal communities. Thus, land application of biosolids promotes biodiversity.

One of the seemingly eternal problems with which we are frequently faced is that of providing adequate and economical warehousing facilities to store large quantities of bulk product. Seasonal consumption, transportation, marketing, and other factors very often dictate extensive product warehousing requirements for an operation geared for steady, year-around production of a material requiring weather protection during storage. Fertilizers such as potash and urea are examples of such products; the consumption of these materials is extremely heavy in the early spring at which time the materials must be placed in the soil, whereas, for obvious operating efficiencies, production is more or less constant for a given operation throughout the year.

BACKGROUND Diesel exhaust is an animal carcinogen, although evidence of the carcinogenicity in humans is "limited". (World Health Org. , 1989) Of the eight cohort studies in the 19808, five found an increased risk for lung cancer among workers who may have been exposed to diesel exhaust (RR from 1.3-1.5, SMR from 101-132). (Howe, et al., 1983) Only two studies accounted for smoking indirectly. Of the ten case-control studies in the 1980's, eight reported increased risk of lung cancer among those populations purportedly exposed to diesel exhaust. (Benhamou, et al. , 1988) All but one of these adjusted for smoking and other occupational exposures. The odds ratios ranged from 1.2 to 2.1. In two of these studies, miners experienced a two to three fold risk. (Benhamou, et al., 1988) Bladder cancer has also been linked to diesel exhaust in cohort and case-control studies. Excesses of approximately 50% were observed among truck drivers in studies by NCI. (Hoar, et al., 1985) In the National Bladder Cancer Study, risks for truck drivers rose with duration of employment. A study by NIOSH in Ohio also found an excess of bladder cancer among truck drivers, particularly among those with 20 or more years of employment. (Steenland, et al, 1987) Despite the large number of studies in which the relation between diesel exhaust exposure and lung cancer has been examined, exposure to diesel exhaust has been quantitatively estimated only in the studies of railroad workers and truck drivers. (Woskie, et al., 1988) The excess lung cancer risk experienced by workers in these two occupational groups was modest, ranging from 40 to 90% for those with long-term employment. However, diesel exhaust exposure among railroad workers and truck drivers is lower than that seen among miners. Several markers of diesel exhaust have been utilized in these studies. Diesel exhaust is a complex mixture of particulates, vapors and gases. One group of these gases, the nitrogen oxides, react with polynuclear aromatic hydrocarbons, forming mutagenic and possible carcinogenic nitrated derivatives. (World Health Organization, 1989) For this reason, and because it is easy to measure and analyze, NO, was frequently used as a marker of diesel exhaust exposure. As part of the Garshick (Garshick, et al., 1988) study of railroad workers, Woskie measured NO, exposures of 477 railroad workers. (Woskie, et al., 1988) Geometric mean exposures of 13 job groups ranged from 12 to 80 ppb. In a New Mexico potash mine, (Attfield, et al. , 1982) exposures of from 100 to 3300 ppb nitrogen dioxide

During the last decade various modifications of room and pillar and sub-level methods have been tried in an effort to eliminate gob-fires, dangers from roof falls, surface subsidence and to increase efficiency of extraction in the Armutcuk Mine, Turkey. It was eventually decided that the most likely system to give maximum benefits in view of existing geological conditions and coal seam characteristics was a system of cut-and-fill stoping employing hydraulic stowing. This paper has attempted to examine the trends of working techniques of hydraulic stowing. In addition, the results achieved and technical problems involved are discussed.

The majority of the regulations in Part 75 for underground coal mines have been in effect since March of 1970, almost nine years now. Although there have been some additions each year in specific areas where the need became apparent or the statute required some action, the bulk was promulgated on March 28, 1970 for the purpose of clarifying the statutory provisions of the Federal Coal Mine Health and Safety Act of 1969. Many of those regulations were derived from the Federal Mine Safety Code, or from experience gained by the Bureau of Mines in the enforcement of Public Law 552. Upon passage of the Federal Mine Safety and Health Act of 1977, these same regulations remained in effect and the statutory requirements of the Act placed a responsibility upon the Secretary of Labor to promulgate additional regulations in specific areas not previously covered. The Federal inspectorate has received formal training at the National Mine Health and Safety Academy in the proper application of the regulations, as well as routine retraining and special training courses subsequent to the promulgation of new regulations. With some exceptions, the vast majority of these regulations are nothing more than good mining practice. Basically, the regulatory problems are two-fold. There are a few specific regulations that, under certain circumstances, compliance is nearly, if not actually, impossible. There is non-uniform application of enforcement of regulations by the inspectorate based on opinions developed from personal experience of inspectors or lack of experience. The record is replete with examples of overzealous inspectors applying regulations that either do not exist or have been stretched far beyond the intent of the regulations.

For many years, the Machinery Division of Dravo Corporation has been designing and constructing bins and hunkers as part of overall plant facilities. We have designed bins to handle a variety of materials including coal, coke, iron ores and concentrates, sintered and pelletized ores, calcined and raw limestone, bentonite, alloys for BOF shops, and even cast iron chips from machining operations. We, along with everyone else in this business, have had our bin problems. The bins either plug, rathole, segregate, wear out, flood the discharge device, or overload it. Surprisingly, sometimes they have worked. As engineers, it has long concerned us that something as important as bin design should be so imprecise and that it has been so conspicuously avoided in research and in literature. In past years, rule-of-thumb design criteria had been to keep the sides of the bins as steep as possible and the outlets of the bin as large as possible. This criteria led to the design of bins with 600 to 700 side slopes and table feeders which were very large. Unfortunately, this meant trying to fit tall, skinny bins into a layout where minimum building height was required for obvious economic reasons. Like everyone else in the industry, we found that this design procedure was expensive and ineffective.

"Re-occurring face ignitions in U.S. coal mines are concerning and require a closer look at air quality monitoring systems and practices employed in these mines. The explosion disaster at the Upper Big Branch mine in West Virginia in 2010 caused 29 fatal injuries and was largely caused by inadequate water sprays and inadequate ventilation monitoring. In this comparison, the author compares ventilation system monitoring in Australian, German and U.S. underground coal mines and makes recommendations for improvements and best practices. Mines in Germany and Australia are adhering to more stringent requirements for monitoring air quality and quantity and for monitoring water spray systems on cutters to prevent frictional ignitions. Air quality should to be monitored for sufficient oxygen, toxic gases, explosibility and for fire gases indicating a potential fire. Ventilation monitors must also confirm that sufficient quantities of air are available. Fully automated, continuously recording atmospheric monitoring and alarm systems are established practices in Germany and Australia and should be mandated for U.S. mines as well, in addition to the current, regular spot inspections of the ventilation system by certified mine examiners. BACKGROUND: METHANE EXPLOSIONS, FACE IGNITIONS AND NEED FOR AIR QUALITY MONITORING Accumulations of methane in face areas of underground coal mines frequently lead to ignitions that can cause burns, traumatic injuries and, in the case of the 2010 Upper Big Branch disaster, cause major explosions with multiple fatalities. Table 1 shows the number of reported face ignitions in U.S. coal mines between 2010 and 2014, based on statistical data published by MSHA (MSHA 2010 – 2014). Although there appears to be a downward trend in such ignition incidents over time, ignitions continue to occur with some regularity; and each ignition may cause a potentially catastrophic mine explosion.Per regulation, all U.S. coal mining machinery, continuous miners and longwall equipment, is outfitted with continuously monitoring methane sensors wired to cut power to the equipment as the methane level exceeds 1%. Face ignitions keep occurring because these sensors are usually not positioned in sufficiently close proximity to the coal cutting drums or to the freshly exposed coal face where the methane is most likely released. Therefore, methane may accumulate in explosive concentrations near the coal face and the cutting drums long before the gas concentration reaches the 1% level near the monitor and creates an alarm."

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers.
