"Rare earth elements (REEs) are a kind of new materials which have excellent optical, electrical and magnetic properties, and they play an important role in the development of high technology and green energy industries. With abundant reserves and a wide range of REE type, rare earth industry has a rapid development in China in recent years. However, environmental issues associated with REE exploitation have severely restricted the sustainable development of rare earth industry in China. At present, literatures on the externalities of REE exploitation are very limited, especially in China. This paper builds an evaluation model based on life cycle evaluation to estimate the external costs of REE exploitation at Bayan Obo. The results show that the external costs for producing one metric tonne of rare earth oxides (REO) in Bayan Obo was CNY 34739 in 2013, the external costs of waste gas, waste water, radioactive substance, REE resource depletion, and land occupation are CNY 14945, 12515, 1400, 3199, and 2680, respectively. Waste gas and water constitute about 79% of the total external costs. The internalization of the external costs would reduce the financial profit of Northern Rare Earth (Group) by 18%. This study has taken into account only those externalities whose market values can be estimated, and therefore the external costs of REE exploitation in Bayan Obo is likely to be underestimated. The results fill the gap in literature and provide further understanding on the external cost of REE exploitation.Introduction / Background Along with increasing concern about environmental pollution problems caused by the usage of fossil fuel and the shortage of fossil energy, a transition has occurred where development has moved toward green and renewable energy sources with less pollutant emissions (Stegen 2015). Rare earth elements (REE) are a group of important raw materials for these trends since they have unique magnetic, electronic and optical properties, and thus make them widely used in making high-performance magnets and energy saving lamps (U.S. DOE 2010). In addition, REE are crucial for manufacturing of widespread high-tech applications in medical, defense and electronic industries. Many countries have made medium-term and long-term plans for the development of their REE industries, and the annual growth rate of global REE demand is expected to increase by 6% by 2020, and reach about 170,000 metric tons of rare earth oxides (REO) by 2020 (Rollat et al 2016)."

European industrial policy seeks to provide the right framework conditions to allow companies to develop and innovate and to make the EU an attractive place for job creation. This includes providing the basis for a competitive manufacturing industry which provides around 20% of EU economic output and employment for about 34 million people. The EU non-energy extractive industry with an annual turnover of around ?40 billion and a direct workforce of about 270,000 people is considerably smaller, but it plays a vital role in providing much of the manufacturing sector with raw materials. It also supplies very large quantities of minerals such as aggregates and natural stone to the construction industry, facilitating the development of modern infrastructure such as roads, railways, houses, schools and hospitals. However, despite an active extractive industry, Europe is increasingly dependent on imports of raw materials and particularly metallic ores and concentrates. In 2005, the trade deficit for minerals was in excess of ?11 billion, of which ?10 billion related to metallic minerals. Such import dependency is not a new phenomenon, but the rapid industrialisation of developing countries such as China and India has significantly increased global demand, resulting in large price increases for downstream industries and at times, bottlenecks in supply. The impact of this and other competitive pressures on some sectors of the European manufacturing industry, including the possibility of them being lost to lower cost countries outside Europe, has moved the issue of industrial policy and access to raw materials up the political agenda. A number of measures have already been announced by the European Commission to address these issues including: - The analysis of the competitiveness of individual industrial sectors, in order to understand their specific needs and take account of the particular opportunities and challenges they face.

INTRODUCTION A team effort by the Owner, Engineer, and Contractor can help avoid serious problems on a construction project. It can save cost and time for both Owner and Contractor, as illustrated in the following case history of the West Zone and Siouf Keblia Collector System in Alexandria, Egypt (Contract 02-AID-83/84). Under the bilateral agreement made in 1980 between the United States of America and the Arab Republic of Egypt, the United States, through the Agency of International Development (USAID), gives approximately $1 billion per year as a grant to Egypt for various development projects. The Alexandria Wastewater Management System was selected in 1981 as one such project. The Egyptian Government Agency responsible for this work is the Alexandria General Organization for Sanitary Drainage (AGOSD). A joint venture of two U.S. consulting engineering firms, CH2M HILL, Inc., and Metcalf & Eddy, Inc., called Wastewater Consultants Group, along with two local subconsultants, Engineering Consulting Group and Warith Engineering Co., were selected by AGOSD to study the sewer system and develop a plan to serve the immediate and long-range sewage disposal needs of Alexandria. Wastewater Consultants Group is currently involved in Phase I of the Master Plan. This initial step in providing Alexandria with an operating sewerage system for the current and near-term population (year 2000) consists of the design and construction management of 140 kilometers of collector and force main pipelines (including 9 miles of pipe jacking and tunneling in very soft clay), five new pumping stations, extensive rehabilitation of two treatment plants (built in the 1960s but never operated successfully), and installation of a sludge handling system. The Research and development review arrived too late to appear in the May issue. The competitiveness of the US mining industry in a world market depends on many factors. The introduction of new and innovative methods, though, can have a significant, long-term impact. As industry cuts back its own long- term research and development efforts, the federal government continues to provide the major support for mining and minerals research. The US Bureau of Mines works with the mining industry and the academic community to develop innovative concepts for the mining and processing of non-fuel minerals. The Bureau’s research focuses on exploration and mining technology, minerals and materials science, processing technology, health and safety and environmental technology. Mine design A conical caving system, being designed by the Bureau, would allow the development of low-grade ore bodies, early startup at lower initial capital costs and increased safety and versatility in development and production. This method is a form of mass caving that allows the ore to be drawn from a central loading point at the bottom of the cone- shaped caving zone (Fig. 1). A simulation laboratory model and computer analysis show initial promise for predicted performance. For tabular, flat-lying ore deposits, the Bureau is investigating a version of the Finnish slot-and-fill system. For this total extraction method, a pattern of rectangular panels is laid out. One panel is extracted in a series of parallel slots and is replaced by alternating-row pillars of backfill. After one panel is mined, equipment and operations are transferred to another panel. By transforming this rectangular layout to a curvilinear geometry, one continuous spiral can be mined without re positioning equipment. Instead of parallel slots and pillars aligned in a rectangle, the slots and pillars are arranged in a spiral.

Introduction People, systems, methods, and organization make up maintenance productivity. Methods promote efficiency in operations, systems ensure consistency and continuity, and organization maintains direction and control. The common denominator in these techniques, though, is people. Management systems can be technically correct, but fail to work because management systems do not work by themselves - people make them work. Therefore, the foundation for mine maintenance productivity must begin with the people involved. Traditionally, the emphasis placed on mine maintenance, as opposed to production, is not proportional to the impact that maintenance has on a mining operation. The performance and productivity of mine maintenance substantially affects the operating costs, revenues, and profits of the mine. The mining industry has recently experienced a period of economic depression. While it has created financial problems in all segments of the industry, it has caused the industry to focus on the need for improved productivity. Mining companies that have made investments in productivity during this period will have a competitive edge during the recovery, and mine maintenance may be the best place to put that investment. Future lost production and maintenance cost problems can be avoided if mine management has the foresight to seize the opportunities that now exist. Background Technological improvements over the last 30 years have been dramatic in the industry. Before these changes, mining equipment was not very sophisticated. So maintenance needs were not very sophisticated. Maintenance people were not required to have any formal training in mechanical or electrical skills. At many mines there was no formal maintenance organization. The mechanic was a part of the section crew and received direction from the face boss. Mine maintenance was not a function, it was a task. Technological change in mining came about in response to an expanding economy and greater demand for mined products. The past 20 years brought about a change in the kind of individual needed to mine ore and coal, and an even greater change in the person needed to maintain equipment. Equipment went from mechanical and pneumatic to complicated electrical and hydraulic. Maintenance progressed from being a task to being a function. Types of Mechanics Mine maintenance workers can be grouped into three categories based on experience: mechanics with more than 20 years, five- to 10-years, and less then five years. These groupings have influenced mine maintenance productivity. The 20-plus mechanic has been the foundation of the maintenance force. He had no formal training and his skills were acquired on the job. As new equipment was introduced, he learned to repair it by trial and error. Not all of what he learned was correct. Personal initiative and conscientiousness are characteristics of this group. They have experienced the bad times and the good, and appreciate the opportunity to work. The five- to 10-year group worked with the older, more experienced mechanics to acquire maintenance skills. These mechanics came in during industry boom times, and many progressed quickly by being in the right place at the right time. Many in this group have difficulty with diagnostic trouble-shooting, and depend on changing out parts to identify problems. This group is generally more mobile and less apt to have a strong work ethic. Mechanics with about five years experience have vocational training, some formal education or basic skills training. Like the five- to 10-year group, these miners are mobile and tend to move readily to satisfy their changing needs. These two younger groups are less apt to feel any loyalty to the employer or obligation to be productive. Their attitudes and abilities reflect the influence of their general age groups, and has a definite impact on mining productivity. Past Requirements In the 1960s, the basic requirements for a maintenance supervisor was that he be a top mechanic, get along well with the men, and be a hustler and improviser. He learned the details of new equipment as repairs were needed. Oftentimes, this individual would be the only person on the property with the ability to read prints, use diagnostic testing equipment, and troubleshoot using an analytical approach. This approach to maintenance is sufficient when the equipment design is reasonably uncomplicated. Management Changes As technology progressed, organized labor gained strength, government regulation increased, and the job of supervising and managing people had to change. Introduction The McClure River Processing Plant is located at McClure in Dickenson County, VA. The plant was originally constructed in 1979 as a 600 st per hour facility. The plant is fed by coals from numerous mines in the area as well as a major longwall mine onsite. Coal is processed predominantly for the metallurgical coal market. The original plant was comprised of three separate processing circuits incorporating a heavy medium vessel for the coarse material (+10 mm). Intermediate sized material (10 x 0.6 mm) was beneficiated in heavy medium cyclones, with the remaining fines (0.6 mm x 0) passing to froth flotation for upgrading. The products from all three circuits were combined prior to thermal drying and then stored in silos or ground storage prior to shipment to the metallurgical coal markets. A middlings heavy medium cyclone circuit was also present to rewash the vessel and primary heavy medium cyclone rejects. The original circuit is as shown as Fig. 1 (Editor's note: All figures are reproduced at the end of this paper.) In reasonably close proximity to the McClure Plant is the much older, less efficient Moss 1 Plant, (Chance cone, table, water only cyclone, froth flotation, Fig. 2), which prior to the McClure Plant expansion was processing considerable tonnages of coal. At that time, the McClure River Plant was processing coal at the maximum possible feed rate, and the Moss 1 Plant was finding increasing difficulty in maintaining the stringent quality specifications on its major metallurgical coal accounts. Given the fact that many of the feeder coals to Moss 1 could be moved with minimal difficulty and cost to McClure, an exercise was conducted to evaluate the potential of expanding the McClure Plant. This would result in transferring coals from Moss 1, thereby increasing yield, reducing operating costs, and enabling customer specifications to be met more easily. After evaluating many possible ways of expanding the McClure Plant, we eventually settled on an approach based on the idea of Gallagher at German Creek in Australia (Gallagher, 1986). Our objective was to increase plant capacity by removing the coarser size fractions (0.60 x 0.15 mm) from froth flotation and at the same time eliminating the finer fractions (1.25 x 0.6 mm) from the heavy medium cyclone circuit, thereby allowing these circuits and therefore the plant as a whole to increase its capacity. These size fractions (0.60 x 0.15 mm from froth flotation and 1.25 x 0.6 mm from the heavy medium cyclone circuit) would be treated in a new spiral circuit. After desired evaluation of the various circuit capacities, including desliming screen, clean coal filter and thermal dryer capacities, etc., it was concluded that we should be able to maintain high levels of processing efficiency in the existing circuitry while at the same time expanding plant feed rate from a nominal 600 st per hour to 1000 st per hour, thereby achieving the objectives The circuit that was finally settled on is shown in Fig. 2. Several unique features were incorporated in this circuit in an attempt to maximize processing efficiency and reduce maintenance costs. First, the idea of a single-stage spiral circuit was abandoned in favor of a two-stage circuit incorporating rewashing the primary spiral middlings in a secondary spiral (Bethell, 88). The spirals selected were Mineral Deposits Model LD4 units. It was felt, after much previous testing, that spiral middlings rather than being a true middling gravity fraction were in fact a combination of true middlings with a preponderance of misplaced light coal and high-density rock. Consequently the insertion of this material directly into either clean coal or refuse streams (per normal practice) would only lead to loss of efficiency. The operating philosophy behind the design of the circuit was to produce the purest coal and rejects possible by adjusting the spiral splitters. Misplacement of refuse into the clean coal and vice versa would be minimized by taking a fairly large middlings cut. By reprocessing this material (10%-15% of primary spiral feed) in a secondary bank of spirals the misplaced material in the primary middlings would be reprocessed and its probability of reporting to the correct stream greatly enhanced. To minimize fines loading on the spirals, fine aperture sieve bends were to be included. A further novel feature of the circuitry is the desliming/ dewatering system. A philosophy of accepting inefficiency but forcing it to work in our favor was developed. The dewatering screens (Linatex Combis) were chosen not for their ultimate screening efficiency but for their ability to remove slimes (tolerating a fair quantity of oversize in the effluent) and their enhanced maintenance characteristics. Any oversize passing into the effluent, together with the fine coal centrifuge effluent, would pass to classifying cyclones, the objective of which was to reject to overflow (and hence froth flotation) as many fines as possible (-150 µm) without running the risk of losing coarse (1.25 x 0.15 mm) material to oversize. Hence, by a process of producing a "slime free" screen product coupled with a "coarse free" cyclone overflow, sizing efficiency could be maximized. Obviously, recirculating load had to be factored into the Combi Screen design capacity. The spiral circuit as shown in Fig. 2 was installed at McClure River in January 1988. The spiral circuit efficiency was very high immediately, and, after the normal debugging, plant capacity has been increased to the point at which we are currently processing of the order of 1100 st per hour. Test program The performance of the spiral circuit has been evaluated by two major samplings of the entire new circuit, coupled with routine bi-monthly tests on all other major components of the plant circuitry.

Several shale-hosted Pb-Zn-Ag deposits have been discovered in the northwestern Brooks Range, Alaska. Best known among these are the Red Dog, Drenchwater Creek, Lik, Ferric Creek, Hot Dog Creek, and Competition Creek deposits. They occur in a tectonically disturbed sequence of of Mississippian to Triassic shales, argillites, and cherts, and most are spatially associated with volcanic rocks. The sulfides are hosted in shales as disseminations, banded layers, massive lenses, and crosscutting veins. Detailed geologic descriptions of sulfide prospects in the Brooks Range were given by Tailleur (1970), Nokleberg and Winkler (1978), and Plahuta and Robinson (1979). Lange et al. (1980) discussed the formation of the deposits, the nature of the mineralizing solutions, and the temperature of formation on the basis of sulfur isotope studies. More recently, Harrover et al. (1982) detected a correlation between sulfide mineralization and high-temperature formation of charts associated with the sulfides by oxygen Isotope and chert crystallite size determinations.

Elemental sulfur deposits generally can be classified as either volcanogenic or biogenic. The latter can be divided into biosyngenetic and bioepigenetic deposits. Essentially all economically important sulfur deposits are bioepigenetic replacements of anhydrite or gypsum in basins containing evaporites and hydrocarbons. Anaerobic bacteria utilize the oxygen of sulfate ions to oxidize hydrocarbons to C02 and reduce the sulfate to H2S. Sulfur deposits are formed by concomitant and subsequent oxidation of the H2S. These bacterial systems can operate on enormous scales, producing deposits containing over 200 million tons of elemental sulfur. There are no known "old" sulfur deposits; almost all known deposits are younger than Miocene and most are still actively forming today. Therefore, it is probable that, with burial and time, sulfur deposits are converted to sulfide deposits. Perhaps more important, bacterial oxidation of hydrocarbons and resultant production and trapping of large quantities of H2S appears to be the logical explanation for the location of many important metal sulfide deposits such as the Mississippi Valley type lead and zinc deposits.

Acid rain legislation, the new tax package, excess coal capacity, the effects of low oil prices, how to increase coal exports: These were among the items discussed at the May 4-7, American Mining Congress coal convention in Pittsburgh. Some 2000 people attended the convention, which also offered 15 technical sessions. As always, the state of the domestic coal industry might be characterized as "long-term promise, short-term problems." And one of these problems is acid rain. Acid rain The proposed acid rain legislation in Congress could be the most costly piece of environmental legislation ever written. In its present form, the measure could cost the nation up to $110 billion over the next 15 years. Rep. Henry Waxman's (D-CA) bill, HR 4567, would mandate large reductions in sulfur dioxide emissions from coal-fired power plants. The bill has more than 150 Republican and Democratic cosponsors. Ed Addison is president of the Southern Co., one of the nation's largest utilities and users of domestic coal. Addison noted that America's electric utility industry buys and uses nearly 85% of the coal consumed in this country. He said Waxman's bill would drive up prices of low-sulfur coal, raise electric rates, and force miners out of work in high-sulfur coal regions. In repeating a standard coal industry response, Addison said the Clean Air Act is doing the job. In recent years, while coal use has gone up, S02 emissions have gone down. Current air pollution standards are producing cleaner air, he said. Despite concern over HR 4567, the bill's future is uncertain. Several coal industry executives and analysts predict the bill will die under weight of opposition from coal, utility, and steel interests. But the acid rain issue is gaining momentum. Future legislation of some kind is likely. Meanwhile, research continues to develop clean coal technology to deal with the S02 problem. Commercialization of these front-end technologies currently lags public sentiment for acid rain legislation. Ground water runoff and contamination is another area where future legislation would seem likely. Already, one bill has been introduced in Congress. A second is being drafted. The impact of such legislation may be significant according to Bruce Leavitt, a hydrogeologist with Consolidation Coal Co. He said if current proposals are adopted, there will be more federal, state, and local government involvement in ground water regulation. In any event, the coal industry can expect to see more emphasis on preventing acid mine drainage and on water replacement, according to Leavitt. He urged those in the coal industry to present information about mining and ground water. That is needed to prevent misdirected state and federal programs, he said. Another coal industry concern is excess capacity. The industry has the mines, equipment, and employees to produce 15% more coal than at present. Problem is, the markets are not there. Slower-than-predicted growth in electric utility coal use has kept sales sluggish. There are also tax uncertainties. Congress is considering repeal of the investment tax credit and elimination of black lung payments and excise taxes as deductible expenses. One analyst estimates the coal industry would lose $1.1 billion in five years, if the changes are approved. In addition, there are the usual concerns about excessive governmental regulations involving safety and environmental matters. Bill Kegel, for example, said these regulations mean extra costs and delays in developing mines. Kegel is president and chief executive officer of the Rochester & Pittsburgh Coal Co. More than half the electrical power in the US is generated by coal-fired plants. That percentage could slip by a couple of points as nuclear generators come on-line the next few years. About 1990, though, we will see the end of US nuclear plant construction. No new nuclear plants have been scheduled since 1978. So any growth in electric power use should benefit the coal industry. BethEnergy - High Power Mountain During 1985, BethEnergy - a Bethlehem Steel Corp. - subsidiary developed High Power Mountain, a 1.8-Mt/a (2-million-stpy) surface mine in West Virginia. Construction saw movement of more than 3 hm3 (4 million cu yds) of earth. A computerized 544 t/h (600 stph) heavy media cyclone prep plant and a 3.6-kt/h (4000-stph) railroad loadout facility were built in six months. And a 5.6-km (3.5-mile) railroad spur and loop bridging a major highway were constructed. Larry Willison of BethEnergy noted the project's ambitious construction schedule. It was forced by the need for the project to be market driven and - lacking available capital - externally financed. BethEnergy did several things before obtaining with Detroit Edison a market for 0.9 Mt/a (1 million stpy) of coal. Willison said his company prospected and proved the eastern half of its 8-km2

It has been demonstrated by Arrowhead Industrial Water that a proprietary reverse osmosis technology can be used efficiently, effectively, and economically to reduce the levels of cyanide species, heavy metals, and other ions as shown in Figure 1 to allow safe discharge of a permeate solution to the environment. A simultaneous benefit of this process was the cost savings of reduction in quantities of cyanide requiring destruction by hydrogen peroxide and recovery of a concentrated gold and silver value in the concentrate solution.

A petrographic approach to studying the organic matter in ore deposits is advantageous in that direct observation of sample heterogeneity can be made, organic constituents (macerals) can be identified, and valuable information about the geological history of the sample (such as thermal history, oxidation, and reworking) can be obtained. Thermally immature bitumens are compositionally and structurally heterogeneous, and optically isotropic. The end product of thermal alteration, graphite, is compositionally and structurally homogeneous, and optically an isotropic. One route by which thermally immature bitumens can approach the graphite structure Is by an aromatic intermediate phase, termed mesophase. The development of optical anisotropy and a thermal mesophase has been observed In several high temperature deposits. Textures in bitumens are described from the thermally-altered Mississippi Valley-Type deposit at Nanisivik (Northwest Territories), the silver-vein deposit at Kongsberg (Norway), and the gold deposit at Carlin (Nevada). Textural evidence for multiple generations of bitumens, supportive of a pulsing model for incoming brines, is shown. Petrological evidence for the introduction of bitumens as an immiscible phase or possibly as micelles is shown in the Carlin and Kongsberg deposits.

About 100 mine-waste dumps from past metal exploration and mining in Colorado and Montana were sampled using surficial-sampling methods for laboratory studies of the minus-2-mm fraction. In the laboratory, the composite samples were split into l00g samples that were leached to assess their acid-generation potential and associated release of potentially toxic metals that may degrade water quality in the headwaters of the Animas River watershed in Colorado and the Boulder River watershed in Montana. Two leach methods were studied: a passive leach using de-ionized water, and a more aggressive leach following the EPA-1312 method. The resulting pH values of the leachates using both methods are comparable. The concentrations of sulfate and several, but not all, dissolved or water-soluble metals are higher in the EPA-1312 leachates than in the passive leachates; however, the overall trends of the data are very similar. The passive leach method is less labor intensive and may be more representative of the natural weathering process occurring on the mine-waste dumps, simulating the natural precipitation and snowmelt. Three chemical characteristics of mine wastes studied here provide a relative ranking of mine-waste dumps for the purpose of determining priority for removal or remediation. These characteristics are: net acid production (NAP), sum of dissolved toxic metals (?As+Cd+Cu+Pb+Zn), and dissolved iron in leachates. Ranking can be done evaluating plots of NAP versus the sum of dissolved toxic metals, and NAP versus dissolved iron. These two plots serve as a basis for relative ranking of polymetallic-vein and acid-sulfate mine wastes studied. This ranking scheme may apply to mine wastes from production of other deposit types in other watersheds.

This paper describes the development of the underground mining methods employed for narrow silver-lead-zinc orebodies at the Isa Lead Mine. Cut-and-fill methods were the chief underground mining methods for the narrow orebodies at the mine over 35 years ago. Benching methods were introduced approximately two decades later, and quickly replacing the cut-and-fill methods. The cut-and-fill methods and the benching methods are briefly reviewed in the paper. The benching methods and technologies have been continually evolving and one of the recent achievements is a multi-lift benching method. The multi-lift benching method is described in detail.

Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. This paper presents an apparatus and procedures to implement a methodology for controlling ambient air quality in a confined working environment, such as an underground mine, an underground storage area, or a tunnel. The air quality control methodology is directed at limiting the quantities of exhaust pollutants emitted by diesel-powered vehicles into the confined space by identifying vehicles that are excessive polluters. The methodology is based on tailpipe and ambient air measurements in the confined space, and the ambient air threshold limit values (TLVs) for the various diesel exhaust pollutants. The methodology consists of two computational methods; a deterioration criteria computational method to identify excessive polluting vehicles, and an engine performance computational method to determine engine performance and to provide information needed to diagnose engine faults. The methodology is designed for implementation in conjunction with a preventive maintenance program. The first part of the paper describes the mine air and tailpipe emissions measurement apparatus and techniques used to obtain data. This is followed by sections discussing the deterioration criteria and the engine performance computational methods. A section discussing some common engine emissions-related faults is also presented. Lastly, a proposed procedure to implement the methodology including a possible hierarchical structure for mine personnel involved to implement the procedures is presented.

In this work, the block theory was applied to determine the safe limit of the angle of face slope at Limestone quarry of Assiut cement company in order to decrease the occurrence of dangerous potential key blocks. Four joint sets were observed and measured at the face. Computer program based on the vector analysis technique was developed to determine the removable block codes. Stereographic projection was also used in this work to determine the removable block codes and to calculate the maximum limit for the angle of dip of the free face, which was found to be 77°.

Pore-fluid/rock chemical interactions on both short and long time scales can produce significant pore structure and mineralic changes that can markedly alter transport properties, such as fluid permeability. The introduction of the chemical factor requires modification of experimental systems and methodologies developed for measurements in which chemical effects are minimal. Particular attention must be given to temperature effects, fluid chemistry, fluid/rock reactions and kinetics, fluid flow rate, and fluid/experimental-system reactions. The ability to obtain very low, steady flow rates at constant fluid pressure is important for study of some fluid/rock systems. Minimization of metal corrosion is of paramount importance and requires choice of proper metals, such as titanium, and certain Ti-alloys and Ni-alloys. In this paper, we briefly discuss the relevant chemical factors affecting system and experimental design. The primary focus, however, is on the characteristics of highly corrosion resistant metals, thermal and chemical resistant jacketing materials, and the attributes and limitations of various flow-rate and back-pressure control systems and flow-rate measurement systems.

Breakage, handling and treatment techniques that result in the placement of greater quantities of coal in fixed volume haulage units such as ships, railroad cars, trucks, mine cars, shuttle cars and scoops can do much to increase productivity by improving bulk density to reduce delivered cost, surprisingly enough, only in steel industry by-product coking has this subject been investigated and applied to practice, where as much as 20% or more productivity has been achieved. Research at UK Mining using popular coal mine loading cycle simulators shows that for typical Central Appalachian mining conditions a 10 to 20 percent gain in bulk density can produce a 15 to 30 percent increase in the loading cycle time of fixed volume shuttle-car/scoop based mining systems.

The oxygen consumption method utilises an oxygen sensor to monitor the gas-phase oxygen concentrations in sealed chambers filled with reactive waste rock with subsequent confirmation of the oxygen content by gas chromatography. Results of experiments utilising low sulphide (<0.5w1%) waste rock yielded reproducible oxygen consumption rates on the order of 10-10 mol O2.kg-1. s-1. Petrographic analysis of the waste rock material indicated that the dominant sulphide mineral is pyrite (FeS2). Assuming a stoichiometry of 1.75 moles of O2 per mole of SO4 sulphate release rates were inferred to be between 6 and 18 mg SO4 kg-1 wk-1 Typically these results are 2 to 3 times greater than measured sulphate release rates from humidity cells. Our findings suggest that this techniques offers a rapid. cost efficient method for determining sulphate release rates in waste rock piles, even at low sulphide concentrations.

Introduction In 1969, the US devalued the dollar. This action, over the ensuing four years, resulted in the deregulation of the price of gold. It also resulted in the rebirth of the US gold mining industry. The extreme inflation of the 1970s led to a dramatic increase in the price of precious metals. Consequently an increased interest in the exploration for and mining of gold has occurred. The enthusiasm began among the few existing producers who had survived on marginal profits during a prolonged period of fixed prices and constantly rising costs. Then came the newcomers. They saw the opportunity to enter an industry that historically had been characterized by small operations with low capital costs. It was not until the late 1970s that large mining companies recognized that investment in gold projects could generate cash flows that previously were associated only with world class deposits. Today, gold mining has tremendous appeal for the entire mining community, despite the dramatic price drop from 1980-81 levels. There are even major firms with no mining experience attempting to gain a foothold. But how easy is it to enter the US gold mining industry? What are the basic factors that influence the economics, and what are they likely to be for the remainder of the decade? How has the industry changed, and what is the composition of the active companies? An examination of the industry will help to answer these questions. US Gold Mining History The current gold rush is actually the fifth in the 208-year history of the US. The first recorded commercial mining of gold occurred in the Southeast in 1799. It produced from small, yet relatively rich placer deposits. The famous California gold rush of 1848 placed the US as a major producer with 62.2 t (2 million oz) of output by 1850. More than 93.3 t (3 million oz) was mined by 1853, equivalent to 63% of world production. But the richest placers were soon depleted. By the end of the Civil War, annual production had declined to well below 62.2 t (2 million oz). The government then relaxed prices and the industry again began to recover. The 1870-80s saw the great mines of the California Mother Lode and Grass Valley brought into production. This was followed by development of Nevada&apos;s Comstock, which later became one of the world&apos;s largest producers. Discovery of gold at Cripple Creek in 1892, coupled with technological advances in the use of large dredges in the California placers, resulted in significant production increases. And, with the expansion of the Homestake mine at Lead, SD, in 1898, US output again surpassed the 93.3-t (3 million-oz) level. By 1905, produc¬tion climbed to 124.4 t (4 million oz) with the addition of the Alaskan deposits, new output at Goldfields, NV, and the introduction of the cyanidation process. During World War I, the government forced the shutdown of gold mines. By 1920, total production had dropped to little more than 62.2 t (2 million oz). Many mines remained closed until the Great Depression. This, combined with the devaluation of the US dollar in 1934, resulted in a gold price increase to about $1.13/g ($35 per oz). Then began the fourth gold rush. By 1937, output had again surpassed 124.4 t (4 million oz). This was due to an increase in primary production and new byproduct production from base metal operations.
