This report examines the effectiveness of bonus plans in the coal industry. The analysis uses theoretical, literature review and empirical approaches to determine the impact of bonus plans on safety and productivity in underground coal mines. The basic finding is that the modal bonus plan in underground coal mining does not have a major impact on productivity and safety indicators. The design of the plan, or organizational factors, and the process of introducing the plan all contribute to its relative ineffectiveness. Strategies and options for designing effective plans are presented.

"The purpose of this paper are (1) to present a broad picture of the recognized methods of measuring the various forms of atmospheric pollution; (2) to evaluate the significance of such measurements; and (3) to suggest suitable methods for obtaining comparative information on the concentration of contaminants in city air.The atmosphere (the gaseous envelope surrounding the earth) consists of a mixture of gases. These gases and their usual proportions are:4/The volume of water vapor in the atmosphere ranges from almost zero (in very cold weather) to about 5 percent arid averages about 1.2 percent.Strictly speaking, any other substance in the atmosphere or an excess of any of the substances mentioned (with the possible exception of water) is a contaminant. Needless to say, there are many contaminants in the atmosphere.In accordance with their physical state, contaminants may be classified as gaseous or particulate, and the latter may be classified as solid or liquid matter. Particulate matter, especially when dispersed in some medium such as air or some other gas, sometimes is referred to as dispersoid, and the complete system of gas and dispersoid is referred to as aerosol.All substances on the earth are potential sources of atmospheric contaminants. Combustible materials (particularly fuel for heating and power), sea water, earth or soil, metals, and animals (including man) are some of the important sources of contaminants.Ordinarily gases are produced by chemical processes, whereas dispersoids are produced by both chemical and physical processes. There are two general dispersoid-producing processes: (1) Condensation, in which molecules join to form larger units or particles, and (2) disintegration, in which large units are reduced to the particulate range (which for the purpose of this article may be considered to be from 100 microns, or 1/254 inch, down to molecular size) by such processes as crushing, grinding, abrading, and atomizing.“Condensoid"" is a convenient term for dispersoids formed by condensation, and ""disintegrasoid"" for those formed by disintegration. Groundwater restoration is an uranium leaching. Information on the technology, costs, and the current permitting regulations is of vital operators and to firms considering in important aspect of in situ effectiveness of the current state and federal government importance to in situ leach situ leaching. This study, funded by the U. S. Bureau of Mines, describes: (1) all recent restoration attempts at commercial in situ leach operations, (2) restoration costs reported by the industry, (3) empirical equations that predict the amount of groundwater flushing required to meet the current restoration criteria, and (4) in situ uranium permit requirements for the states of Texas, Wyoming, New Mexico, Utah, Montana, Colorado and South Dakota, and Federal requirements.

The investigation of mine shafts and underground workings at Leadville, Colo., was started in May 1946 and recessed in November 3, 1946. Thirty-eight shafts and connecting accessible underground workings, comprising about a third of the accessible shafts in the district, were investigated. The Leadville district, a former important producer of lead and zinc, was considered by the Bureau of Mines to be capable of bolstering 'the waning domestic output of .these important metal. Accordingly, the investigation was initiated for the purpose of. .obtaining more definite data on sulfide and oxide reserves, evidence to justify completion of the Leadville drainage tunnel, representative large samples of the complex oxidized and mixed ores for testing to determine methods, beneficiation factual data to be supplied to property owners in order to stimulate production, and to determine the more favorable areas for development by the Bureau.

Whereas many researchers and mine engineers have conducted tests on cable bolts using various grouts, water: cement ratios, and physical modifications of the cable to determine the load-carrying characteristics ofa bolt, few studies have been conducted on cable bolts fitted with internal instruments. Those studies that have been done have concentrated on cable response averaged over significant (6.1 m) cable lengths. Researchers at the Spokane Research Laboratory (SRL) of the National Institute for Occupational Safety and Health in Spokane, WA, are investigating the physical properties of cable bolts by replacing the conventional king wire with a modified king wire on which strain gauges have been installed. A numerical analysis was performed to match laboratory results. Loads calculated by the model were then compared to loads measured in the laboratory on 1.83-m-long cables grouted into two 0.91-m-long pull-tube assemblies. Load along the cable was monitored with 20 strain gauges installed along the length of the cable. This paper documents test results on these modified cable bolts. The instrumented cable bolt provided reproducible point measurements of cable load as opposed to load measurements averaged over long cable lengths. Such point measurements can assist in interpreting the influence of cable confinement, grout quality, rock mass stiffness, and other factors. The instrumented cable bolt is a practical field and research tool because it can predict point loading along the cable. The instrument has been successfully field tested at FMC's Granger Mine, Granger, WY; the Meikle Mine, Carlin, NV; the Stillwater Mine, Nye, MT; and the Getchell Mine, Golconda, NV. By monitoring load and displacement of the rock mass using these instrumented bolts, more-effective ground support can be selected and installed, which will lead to safer working conditions for miners.

Continual occupational exposure to vibrating hand tools can damage the neural, vascular and other soft tissues of the fingers. Rat tail models have been developed to investigate the biological responses of the tissues to vibration.1-2 However, the biodynamic response of the tail relative to that of the human fingers has not been characterized. The objective of this pilot study was to compare the transmissibilities of rat tails measured via a scanning laser vibrometer to those of human fingers gripping a handle. Methods In Part I of this experiment, four male Sprague Dawley rats (6 weeks old) were exposed to discrete 5g-rms sinusoids of 32, 63, 125, 160, 250, and 500 Hz. The rats were restrained in Broome-style restrainers with their tails constrained without compression to an exposure platform via elastic straps as shown in Figure 1. The platform was attached to a vertically vibrating shaker. The vibration was measured for the array of points shown in Figure 1 using a scanning laser vibrometer (Polytec) and the transmissibility calculated for each point on the tail relative to the reference points on the platform. In Part II, three male human subjects were exposed at the frequencies specified in Part I - with the addition of 1000 Hz - at a magnitude at the ANSI <0.5-hr limit up to 63 Hz, after which the acceleration was held constant at 5g-rms. The subjects gripped an instrumented handle at 20 N as shown in Figure 2. The transmissibility was calculated relative to the reference points on the handle. [ ]

Researchers at the U.S. Bureau of Mines have developed a FORTRAN computer program that can calculate stress states from overcoring measurements obtained from hollow inclusion cells, triaxial cells, strain gauges installed on the wall of a bored raise, doorstopper gauges, borehole deformation gauges, or a combination of any of these gauges. Such stress states are calculated with reference to global and principal coordinate systems. The background of the development of the program, its capabilities, and its special features, as well as the input required, are described in this report. Sample output is also shown in appendix C. Difficulties associated with numerical calculations of principal stresses and directions are pointed out. Threshold values for detecting these problems are reported; these values may be changed by the user as desired. Several test problems were set up to verify the computer program and were successfully solved.

This handbook describes effective methods for the control of mineral dusts in mines and tunnels. It assumes the reader is familiar with mining. The first chapter deals solely with dust control methods, regardless of the application. It is a brief tutorial on mining dust control and will be of help to the reader whose dust control problem does not conveniently fit any of the mining equipment niches described in later chapters. The subsequent chapters describe dust control methods for different kinds of mines and mining equipment. This includes underground coal and hard-rock mines, as well as surface mines, stone mines, and hard-rock tunnels. Because dust sampling has so many pitfalls, a chapter on methods used to sample dust is included. For those occasions when there is no practical engineering control, a chapter on respirators is also included. Except for those listed as ?future possibilities? in the longwall chapter, the dust control methods described are practical and cost-effective for most mine operators. If controlling dust were a simple matter, dust problems in tunnels and mines would have been eradicated years ago. Unfortunately, most underground dust control methods yield only 25% to 50% reductions in respirable-sized dust. Often, 25% to 50% reductions are not enough to achieve compliance with dust standards. Thus, mine operators must use several methods simultaneously, usually without knowing for sure how well any individual method is working. In fact, given a 25% error in dust sampling and day-to-day variations in dust generation of 50% or more, certainty about which control methods are most effective can be wanting. Nevertheless, over the years, some consensus has emerged on the best dust control practices. This handbook summarizes those practices.

NINE-TENTHS of the total anthracite deposits of North America are in Pennsylvania. Corrosion of pumping equipment by acid mine waters has been experienced at tremendous cost by mining companies in the anthracite region of Pennsylvania, for many years in many ways. The design and specifications of the large centrifugal pumps as provided in the proposed mine-drainage system (7-35, 45, 46, 48, 54, 64, 70, 71)° make it imperative that a metal or alloy be recommended that has the highest corrosion resistance and, at the same time, acceptable properties suitable for general workability (welding and machining). This report presents data on the corrosive and erosive effects of acid mine waters in the anthracite region on metals and alloys for pumping equipment and drainage facilities necessary to remove or control this water.

This paper, which describes the milling practice at the Britannia concentrator, Britannia Beach, B. C., is one of a series being prepared by the Bureau of Mines. The concentrator treats copper ore at the present rate of 6,000 to 7,000 tons of dry ore daily and produces copper concentrate and pyrite concentrate by selective flotation methods. The copper concentrate is smelted and the pyrite product is utilized for acid manufacture.

Case 1: A driller raised a drill rig mast into a 7200-volt overhead power line. Both he and his helper were killed. Case 2: A driller-helper was pulling a winch cable toward a stack of drill steel when the cable contacted a 12,000-volt power line. The helper was killed, and the driller at the rig controls was severely injured. [ ]

"INTRODUCTION In accordance with the outline of investigation described in a previous report 5 of the Bureau of Mines dealing with the use of acrolein for detecting leakage of methyl chloride from unit--type refrigerating systems, the work has been extended to include an investigation of its use in a multiple system, This report gives the results of analysis of samples of the gas from representative units of a multiple system charged with methyl chloride containing approximately 0.9 per cent acrolein by volume, The results furnish a basis for estimating the Warning that would be given in event of leakage. The Bureau of Mines compiled information for the nonspecialist about natural gas liquids recovery from hydrocarbon streams in natural gas processing plants. Attention is directed to the impact of the technology of processing and the quality of gas processed in view of the increased availability of natural gas for processing. Significant changes in product and market trends within the natural gas processing industry are highlighted. Fixed capital-plant costs for grassroots, refrigerated-oil absorption and conventional adsorption schemes, adapted from published studies, are presented giving ranges of cost estimates for medium-sized plants. Marketed products of the natural gas processing industry are briefly discussed in relation to automotive air pollution problems and approaches to their control.

An interactive computer program has been developed by the Bureau of Mines which enables the user to identify the effect of cutting system changes on relative dust generation for longwall shearer drums. The program simultaneously evaluates machine and coal seam parameters, and those parameters which the user can control. The user can change one or more of these parameters at a time to determine their effect on relative dust generation, cutting forces, and/or cost. The program is written in the BASIC programming language. A complete program listing is included along with user instructions and sample outputs. This program is a more comprehensive version of the relative dustiness index (REDI) program described in Bureau Report of Investigations 8979.

"""Rock-dust barriers""5 as they are termed in this country, are for the purpose of confining a coal-dust mine explosion to the limited area in which it originates. These barriers were first tested in 1910-1911, with favorable results under the conditions of test, at the French official gallery which was then at Lieven, Department of Pas-de-Calais. Shortly afterwards the Bureau of Mines in the course of its investigation of all practical explosion-prevention methods tried barriers in the Experimental Mine near Bruceton, using the primary form of simple fixed cross shelves 20 inches wide extending over the passageway and laden with rock-dust. The Bureau termed them “Taffanel barriers"" in honor of the director of the Lieven testing station. The trials were made in conjunction with tests of explosibility of different coal-dusts.Experience showed that although the principle of barriers had merit when they were used for secondary defence, the primary form was uncertain in effectiveness. This led the senior author to design mechanically discharging barriers to be operated by the compression air waves which precede the flame of an explosion. For the better understanding of the principal involved, it is pointed out that the advance air waves are what make a coal-dust explosion possible by stirring up the coal-dust from the walls and floor of the passageway. If a barrier can throw inert dust into the air to form a cloud as dense or denser than that formed by the coal-dust, it will neutralize the explosiveness of the coal-dust, and the flame of the explosion will be extinguished. When the flame ceases, the pressure dies away in a short distance if the 'area that had been traversed by the explosion is not large."

The development of Alaska depends on the existence of an adequate fuel supply in the Territory. The need to investigate coal deposits was recognized as early as 1911, when the first investigations were conducted in Alaska by engineers of the Bureau of Mines. Conditions existing in the Bering River and Matanuska coal fields, as found by Dr. Robert A. Holmes, former Director of the Bureau of Mines, are described by the Honorable W. L. Fisher, former Secretary of the Interior./ Following Dr. Holmes&apos; investigation, a party of Bureau of Mines engi¬neers headed by R. Y. Williams visited the Bering River field in 1912 in cooperation with the Navy Department. A detailed examination was made of the Bering River field, and 855 tons of coal were mined from three prospects on Trout Creek. This bulk sample was delivered to the Navy for steaming and other tests. A description of the work of the field party and results of tests of the coal by the Navy Department and the Bureau of Mines has been published.

Several evaluations were made by Modified Rhyme Test (MRT) word lists transmitted through various simulations of the Trapped-Miner Communication System being developed by the U.S. Bureau of Mines. The tests were performed in a "single blind? situation so that the evaluators would not be biased by knowing the characteristics of the system being simulated. A computer program was developed to provide a simulation of the electrical aspects of the communication system and to provide an evaluation by calculation of the articulation index (AI). The study indicates that communication through the presently proposed system will be somewhat unreliable at depths as great as 300 metre even with the system operating at maximum effeciency.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. Productive and beneficial use of reclaimed surface-mined land is a concern of industry, government, and the general public. An investigation was conducted of current mined-land planning practices to aid in the development of a procedure for evaluating postmining land use potentials. This investigation considered both the industry and public planning approach to mined-land planning. It included a detailed review of the impact of regulation, factors that determine land use, and current site planning methods employed by the mining industry. The methods of this investigation included three in-depth case studies of surface mines in the eastern, central, and western United States. A site planning pro-cess has been developed and applied to the surface mine case studies to evaluate the economic, environmental and social impacts of postmining land use alternatives. In add it ion, guidelines are proposed to enhance the cooperation between local land use planners and surface mine planners, as well as to improve comprehensive planning with regard to mineral resources at the local and regional level.

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.
