This report describes an investigation by the Bureau of Mines of flotation techniques for the recovery of chromite from fine-grained disseminated ores. Reported work on the concentration of chromiferous materials shows that flotation has been applied almost exclusively to slime-free pulps. Therefore, chromium recoveries that could be obtained by flotation were related to the amount of slime rejected. However, results of recent studies by the Bureau of Mines showed that des liming is not a requisite to selective concentration of chromite. Laboratory-scale tests on seven ore types from the more important chromium-bearing areas of the Pacific Northwest showed flotation to be technically feasible for treatment of all but one of the samples. Concentrate grades were affected more by the composition of the chromite mineral than by the grade or character of the ore. Test results from three of the samples showed that, without prior desliming of the pulp, 78 to 91 percent of the chromium could be recovered in concentrates of 90 percent or more chromite; two samples responded to similar treatment, resulting in concentrates of more than 80 percent chromite with recoveries of 85 and 89 percent chromium. One sample of mill products, subjected to severe weathering, required removal of the primary slime to obtain a concentrate of 65 percent chromite with only 75 percent chromium recovery.

As part of its program to help decrease the dependency of the United States on foreign imports of nonfuel minerals and to devise technology for the efficient and economic use of domestic resources, the Bureau of Mines smelted and sulfation-leached an ilmenite from northern Minnesota. The objective was to assess the feasibility of preparing chlorination-grade titanium feedstock. The concentrate was smelted with woodchips, coke, and soda ash in 91-kg-and 1-metric ton (mt)-capacity electric arc furnaces to form Ti-rich slag and commercial-grade pig iron. The slag contained from 67 to 77 wt pct titanium oxides and from 1.8 to 7.2 wt pct iron. Sulfation occurred in a 4.5-kg/h moving-bed reactor using S02-air mixtures at temperatures of 8000 to 8500 C to form soluble salts of the Ca, Mg, Mn,and Na impurities, which cause plugging of fluidized-bed chlorinators. Subsequently, the sulfated slag was leached in acid to remove the soluble sulfates. The final product from small-scale testing contained up to 95.5 wt pct Ti02, a minimum of 0.6 wt pct Fe, and a minimum total of 0.3 wt pct of the four impurities of interest. The final product meets charge specifications for chlorination. However, more large-scale testing is necessary.

An important activity of the Bureau of Mines is the promotion of safety in mining and industry . In connection with these activities , the Bureau determines the explosion hazards of combustible gases , liquids , and solids , and investigates means by which explosions may be eliminated or reduced in violence . The limits of inflammability and ignition temperatures of combustible gases , vapors , and solids are of practical importance because such materials can be manufactured , transported , and used with greater safety , provided the range of concentrations and temperatures that cause explosions are known. Acetic anhydride , ( CH3CO) 20 , with which this report is concerned , is a liquid at ordinary temperatures . It is used in the preparation of a number of organic chemicals and in the manufacture of photographic film and of artificial silk . It is perhaps the most important acetylating agent for industrial uses - a property that is especially important at this time because of its direct application in the manufacture of munitions . The sample tested was supplied by the Carbide & Carbon Chemicals Corporation . Its specific gravity was given as 1.083 at 20/20 . The vapor pressures , supplied by the manufacturer , are plotted in figure 1 .

When explosions have occurred in mines where rock dust has been used to some extent, generally to a very limited extent, the press has immediately characterized those mines as "rock-dusted." To persons familiar with the method of rock-dusting, it is apparent that if rock-dusting is done properly, if all mine surfaces are rock-dusted to within at least 40 feet of the faces of rooms and entries, and if the incombustible content of the dust is more than 65 per cent, there is little likelihood that an explosion of coal-dust will occur. The report that an explosion has occurred in a "rock-dusted" mine immediately conveys to the mind of the alert safety advocate the information that the mine is inadequately rock-dusted or that either dust sampling of the rock-dusted surfaces has not been done or, if done, the mine has not been redusted with sufficient promptness. Rules for Collection of Samples Collection of dust samples is by no means intricate, but a few simple rules must be kept in mind if the results are to be dependable. A sample must represent the true average conditions of the dust in the section or zone in which it is taken, and therefore 'the point at which the sample is to be collected must be selected with care. During an explosion much if not all of the dust on the ribs, roof, timber, and road in the affected region is blown into the air; the sample, therefore, should contain all loose dust and material on: the surfaces to a depth of about 1 inch, if that amount is present. If there is considerable sand locally along the track, care must be taken not to include enough of this material to vitiate the sale and distort the results; however, if the sand is distributed throughout the region being sampled it should be included. Dust should not be collected from recesses in the ribs, such as hitches cut for timber, as the character of the dust in such places is often different from that on the ribs proper. Samples should not be collected at points where the dusting machine has been loaded or at a point where the machine has stopped and discharged for a longer period than at other points on the entry or in the rooms. In short, the sample must represent AVERAGE CONDITIONS, and if there is any doubt as to the character of the dust it is far better to have too much combustible matter than too much incombustible matter in the sample, as it is best to err on the side of safety if it is necessary to err.

Reduce the hazards to which mine personnel are exposed by providing safer procedures for removing dragline wire rope terminations. Background The termination points of wire ropes used on draglines consist of a wedge and socket that lock the rope in place through friction. These components must be separated when the wire rope is changed. At present, the cannon method is the most common procedure used to accomplish this. However this method, using a small cannon and primer (detonator) cord to propel a steel projectile that will knock the wedge out of the socket, has the potential of causing injuries to mine personnel and damage to equipment. The Bureau of Mines, has devised safer, and equally efficient methods of removing wire rope terminations. The Bureau began by studying the cannon method, its merits and draw-backs. Safety guidelines were then developed for the cannon method, and two alternative methods-the pendulum ram and hydraulic pusher-were devised and tested. The Cannon Method The steel projectile used to separate the wedge and socket in the cannon method was found to be very effective. However, the method poses the inherent hazards of any explosive de-vice-hazards that could be increased by lax work procedures. There is no strict uniformity in the manufacture of the cannon or in the work procedures used in the mines employing it. Hazards could be reduced, or even eliminated, with adaption of certain manufacturing and work-procedure guidelines, such as 1) making the cannon and projectile de-signs, as well the work procedures used, uniform, 2) ensuring separate loading of the charge and detonator with insertion of the detonator through a separate port, 3) connecting electrical firing circuits only after the charge and projectile are loaded and the cannon is placed in its final firing position, 4) using approved detonating devices, 5) anchoring the cannon before firing and, 6) placing armor netting over the cannon before detonation.

The necessity for protection against the hazards of lightning manifests itself from time to time in the mining industry by reason of loss of life, damage to electrical equipment, fires in surface structures at mines, and accidents in the handling and use of explosives. This paper is intended to assemble, correlate, and present some of the salient. points embodied in the available literature on the subject and at the same time give some factual data concerning instances of such loss of, life and damage to property, with special application to the mining industry The annual loss of life and destruction of property by lightning is considerable; the former may be prevented to a limited extent, though use of common sense as to exposure is required and not always followed; the latter can be prevented to a considerable degree. The manufacturers of electrical equipment,, through improved types of lightning arresters,, have done much toward the protection of electrical equipment, with consequent safeguarding of life and of property. Education based on unfortunate experiences has gone far to discourage the handling of explosives and blasting accessories during thunder storms, especially in open pits and quarries, and to a much smaller extent in underground workings. The lowly lightning rod plays an important role in the protection of certain types of buildings (especially isolated buildings), stacks, monuments, and other structures. LIGHTNING PHENOMENA In 1751, Franklin proved that lightning was simply a visible display of electricity - an extended spark; and until a generation ago little had been added to his exposition, to define the various phases of the phenomenon. As part of an effort to establish processes that could be exploited in case of adverse changes in international chromium production and trading patterns, this study was sponsored by the Federal Emergency Management Agency (formerly the Federal Preparedness Agency) through the Bureau of Mines, to experimentally determine the feasibility of recovering chromium from critical scrap metals containing significant quantities of this element. Based on a conceptual pyrometallurgical chromium recovery flowsheet developed at Arthur D. Little, Inc., the experimental program described in this report demonstrated key process steps for the recovery of chromium as ferrochromium in a batch process. The process involves oxidation of chromium into a slag phase, subsequent separation of the slag phase from the remaining metal, followed by reduction of chromium from the slag phase to produce ferrochromium.

Lead-silver deposits in the Omilak area, on the western slopes of the Darby Mountains, Seward Peninsula, Alaska, were investigated by the Bureau of Mines, during the 1953 and 1954 field seasons, as a part of the U.S. Department of Interior's continuing program for the development of Alaska's resources. The Omilak area was the scene of early day prospecting and mining activity. The Omilak mine, which operated from 1881 to 1890, was the second producing lode mine in Alaska; the first was a small gold mine near Sitka. Several hundred tons of ore were produced at the Omilak mina; as an indication of grade, 41 tons shipped from Omilak in 1889 contained 75 percent lead and 142 ounces of silver per ton. A prominent, nearby occurrence of lead-silver minerals, found but not explored during this period, has since become known as the Foster prospect. Subsequent exploration of this prospect revealed an abundance of massive galena occurring on an outcrop and as float scattered through limestone talus. Evidence of lead deposition, together with the generally high silver content of lead ores previously shipped from the district, indicated that deposits might be found which would be commercially valuable even in this remote area. To investigate the possibility, the Bureau of Mines made a reconnaissance of the Omilak area and did bulldozer trenching, diamond core drilling, and sampling at the roster prospect. Data resulting from the investigation are presented in detail in this report and are summarized in the following paragraphs.

Bulk carriers, freighters, and tankers are the three classes of seagoing vessels engaged in transporting mineral commodities. However, vessels in these classes are not wholly devoted to mineral commodity transport, as seen in tables 16 through 22. Bulk carriers move considerable tonnages of agricultural products as well as crude minerals, their concentrates, mineral fertilizers, and the like. Freighters, owing to their great variety, can be devoted wholly to hauling mineral products or wholly to non mineral goods, as well as carrying mixed mineral commodities and non mineral commodities. They include general cargo ships, full container ships, partial container ships, roll-on/roll-off ships, and barge carriers. Tankers, although largely engaged in moving crude oil and refinery products, also transport liquid chemicals, molasses, wine, liquefied natural gas, and other fluids. Table 16 shows the distribution of the world's merchant fleet by vessel type in terms of the number of vessels, their gross tonnage, and their deadweight tonnage. The increase of nearly 1.5 % in the number of vessels between 1990 and 1991 compared with a 2.7% growth in gross tonnage and a nearly 2.3 % increase in deadweight tonnage points to an increase in the average size of vessels. Of the four categories of vessels reported, all showed increases in number and in deadweight tonnage between 1990 and 1991 except for "other," and on the gross tonnage basis, all groups registered increases. Although physical characteristics of vessels such as size, draft, crew requirements, type of propulsion system, ratio of gross tonnage to cargo tonnage, and fuel costs have undeniable influences on shipping industry performance, problems of and changes in the quantity and types of materials moved also significantly affect the shipping sector of the world economy, and thus have a bearing on the minerals sector of that aggregate. Unfortunately, comprehensive global data reflecting changes in these critical variables are not published.

The United States is richly endowed with mineral resources. However, mineral recovery by its very nature, involves a destructive process, Figures 1 and 2. In the past, mining practices were all too often conducted with the purpose of removing minerals by the simplest and cheapest method possible, without plans for the preservation of land, water, and air, and with too little consideration for the rights of others. A mining company is in business to make a profit, but every company, regardless of the nature of its business, has moral obligations to reduce its undesirable effects on the environment and to safeguard the rights of others. The problem of environmental degradation caused by surface mining is widespread and serious. Minerals in some form occur in each of the 50 States and several States are extensively mined. Data on the acreage disturbed in the United States, by commodity and State are presented in Table 1. Thirty-one States have laws regulating surface mining, (Table 2). Briefly reviewed in Appendix A-1 are the basic provisions of State laws governing surface mining. It can be seen that these laws vary considerably from State to State owing largely to the mining conditions within that State. Of the 24 coal-producing States, only three (Alaska, Arizona, and Utah) do not regulate strip mining. Even the states that are often cited as models of comprehensive regulations still have problems minimizing environmental damages. Uncontrolled surface mining presents a situation as critical to the well-being of the society as any it has ever faced. Many mining activities have imposed huge social costs on the public at large. These costs are long-range and are in the form of stream pollution, floods, landslides, loss of fish and wildlife habitats, unreclaimed land, erosion, and the impairment of natural beauty. In a 1965 Department of Interior study,(1)it was estimated that of the 25,000 miles (1+0,225 kilometers) of contour bench in Appalachia, approximately 1,700 miles (2735 kilometers) are affected by massive landslides. Additionally, 1+800 miles (7723 kilometers) of streams and 29,000 surface acres (11,716 hectares) of impoundments and reservoirs have been seriously affected by coal strip mining operations in the United States.

"Eicosanoids and cylokines produced by the pulmonary alveolar macrophage (PAM) are key mediators for the defensive role this cell plays in neutralizing the inhalation of particulate dusts and foreign microbes. However, these factors are also mediators of inflammation and their uncontrolled release may cause the lung injury and liorotic changes observed in individuals exposed occupationally to mineral dust. In vitro studies have suggested a link between the production of certain eicosanoids and cylokines released from the activated PAM. To this end, we have studied the release of eicosanoids (PGE2, TXB2 and LTB4) and cylokines (IL-1 and TNF) by cultured PAM, obtained from healthy human volunteers by bronchoalveolar lavage under basal culture conditions and following acute exposure to provocative agents such as the endotoxin lipopolysaccharide (LPS) and mineral dusts including silica. Studies were also carried out in the presence of specific cyclooxygenase inhibitors. The addition of LPS (10 µg/ml) to the culture medium produced a significant increase in PAM release of the eicosanoids: PGE2 (3.5 fold over baseline), TXB2 (2.8 fold over baseline) and LTB4 (4 fold over baseline). LPS also elicited a 2.5 fold elevation in IL-1 from these cells and a 9 fold increase in TNF release. The cyclooxygenase inhibitor, ibuprofen, significantly inhibited the LPS-induced rise in PGE2, TXB2 and TNF but had only a modest suppressive effect on IL-1 release. Exposure of these cells to silica dust elicited a similar augmentation in eicosanoid and cylokine release which was neutralized by prior exposure of the cells to ibuprofen. These results suggest that the enhanced production of eicosanoids and cytokines by PAM exposed to endotoxins and/or mineral dusts may be linked and that inhibition of eicosanoid release is linked to the production of TNF. IL-1 release however is not effectively neutralized by cyclooxygenase inhibition.INTRODUCTIONThe initial pulmonary cellular response to inhaled mineral dust involves the elaboration of potent inflammatory mediators from the pulmonary alveolar macrophage (1). These mediators include the eicosanoids (oxygenated metabolites of arachidonic acid) and cytokines (intercellular peptides) which are released into the alveolar space by the interaction of mineral dust with the PAM surface membrane. The eicosanoids and cytokines promote local nonvascular and vascular smooth muscle contractility changes, elicit the recruitment of additional mononuclear cells into the alveolar space, and enhance the activation, growth and differentiation of lung fibroblasts (2). In this study we sought to examine whether eicosanoid release and metabolism are linked to cytokine release when PAM are activated upon exposure to endotoxin or mineral dusts. Modulation of these pathways through inhibitory pharmaceutical agents may help attenuate the Injurious effects caused by a sustained release of these proinftammatory intercellular factors (3). To that end, we have studied the in vitro effects of endotoxin and silica on eicosanoid and cytokine release from cultured PAM obtained from healthy human volunteers."

Exposure to excessive noise over time can cause permanent hearing loss. Workers in the mining industry are frequently exposed to A-weighted sound levels in excess of 90 dB. The A-weighted sound level at the roof bolter operator’s location can exceed 100 dB while drilling. The National Institute for Occupational Safety and Health (NIOSH) measured the sound pressure at the roof bolter operator’s position and utilized a phased array of microphones with beamforming software to identify noise sources on a roof bolting machine while drilling. The test data indicates the sound level at the operator’s position is dominated by the 2000 Hz through 5000 Hz one-third­octave-band sound levels. The beamforming results indicate that the drilling noise is primarily from two areas: the portion of the drill steel just below the rock and the drill steel-chuck interface. This paper will discuss the methods used to identify the primary noise sources.

HELIUM shipments in 1963 exceeded the volume shipped during the previous year for the 14th successive time. Shipments from Bureau of Mines plants were 627.3 million cubic feet, an increase of 5 percent over the volume shipped in 1962. Production from Bureau of Mines plants totaled 774.2 million cubic feet. The Bureau purchased 1,420 million cubic feet of helium in the helium conservation program and stored it underground for future use. Each of the five plants, financed and built by private industry for helium conservation, made deliveries during the year. Helium continued to playa key role in space, atomic energy, defense, and other research programs. Additional capacity for liquefying helium became available, and the first civilian helium-cooled nuclear-powered reactor in the United States began pre-operation testing.

OUTSTANDING TRENDS of the year included the following: 1. Concentration and beneficiation of iron ores to provide improved blast-furnace feed and extend ore reserves. 2. Successful development of pelletizing and sintering procedures for fine iron ores. 3. The realization that cyclone separation could replace existing classifiers in many grinding circuits. 4. The rapidly blossoming metallurgy of ultrapure silicon and improvements in zone melting. 5. The rapid increase in the use of liquid-liquid extraction and ion exchange in hydrometallurgy. 6. The industrial application of vacuum melting on the 100-ton scale. 7. The hope for developing a columbium (noibium) base alloy for high-temperature use. The technologic advancement in metallurgy that had the greatest effect on the American economy was the beneficiation of iron ores to give improved feed for blast furnaces and indirectly extend our ore reserves. This was not a sudden development but rather culmination of a decade of intensive effort.

Because of the high number of accidental methane gas ignitions in metal and nonmetal mines, the Bureau of Mines searched for a simple guideline that would allow mine personnel to evaluate the methane hazard in a given mine. Air samples were collected by the Bureau in 53 metal and nonmetal mines and analyzed for trace evidence of methane gas. Samples were collected in the returns and at the working faces. Those mines classified as gassy by the Mine Safety and Health Administration had a significantly higher average methane concentration than those classified as nongassy. Of the 9 gassy mines sampled, 7 had methane concentrations above 100 ppm, whereas only 1 of the 44 nongassy mines had a concentration above 100 ppm. The 100-ppm concentration may be used as a simple and convenient guideline for forecasting the methane hazard in a mine, whether or not the mine is classified as gassy. There was no consistent correlation between commodity mined and methane concentration, nor was there a correlation between mine depth and methane concentration. Neither of these factors can be considered a guideline for predicting methane hazards.

Data input is divided into three divisions for discussion purposes below. These divisions are: a) Information Retrieval and Control Options; b) Gaming Options; and c) Descriptive Parameters. The data input for model application, which is listed in Appendix B, is segmented to show the location of these divisions. In actuality, however, these divisions form a continuous data file. Each 80 character record of data input is edited by an alpha¬numeric editing routine which permits the format free numerical speci¬fication in most data divisions. The editing routine searches each record for numeric types and when found, converts these numbers into computational forms. The Fortran convention of decimal and integer numbers is not used by the editor so that a number may appear on the data record in either form desired by the user. Since the editor seeks only numeric types, the input records may be freely commented and identified with alphabetic letters (A - Z). One or more input records may contain only commentary information or be entirely blank. On the other extreme, any data record may contain up to 40 numeric elements, each separated by a blank space. The application of this capability can be seen by reference to the data. Information Retrieval and Control Options The information retrieval options specify the detail of infor¬mation required to be printed. The Bureau of Mines conducted an experiment at Exxon Mineral Co.'s Buffalo Shaft Operation to determine the time required for radon concentrations to return to a base average after fan shutdowns. Shutdown times ranging from 5 min to 16 hr were evaluated. An equation was derived to calculate a ratio that determines the time required for the radon concentration to return to the average level that existed in the mine prior to shutdown. For fan shutdowns of 15 min or more, underground personnel should be evacuated to areas with natural downcast ventilation. For shutdowns of less than 1 hr, personnel should not return to the working area until the elapsed time is four times the shutdown, or until the working area is resampled and found safe. If the mine is not in production during weekends, the downcast fans can be turned off .from midnight Friday until 4 p.m. Sunday, and the radon daughter concentration should be below 1 WL throughout the mine by the start of the shift Monday. This fan shutdown would conserve energy and save the mining company an estimated $21,000 each year.

That a close analogy exists between the flow of air in mines and the flow of current in electrical networks- has been known for a long time. The laws that have been used to solve series and parallel electrical circuits have been used to solve for the equivalent resistance in mine ventilation problems. Kirchhoff's current and voltage laws have also been adopted in solving mine ventilation network problems. It will be best to define a few terms here regarding networks, and with reference to Figure 1, these definitions can be elucidated. Figure 1 can be represented by the network in Figure 2 without losing any essential details. 1. A junction is a point where two or more airways meet. 2. The segment of a roadway connecting any two junctions is known as a branch. 3. A mesh is a closed path through the network. In the above network, B, C, D and F are the junctions, CF and CD are two of the branches and CFDC is a mesh. Kirchhoff's current law states that the sum of currents entering a junction. Applying this law to the junctions in the ventilation network, one obtains for junctions C and F, the following relationships: JUNCTION C: Q1 = Q4 + Q3 (1) JUNCTION F: Q2 + Q3 = Q5 (2) Similar relationships can be drawn for other junctions.
