The Bureau of Labor Statistics (BLS) classifies hearing loss as a separate illness category. Hearing loss accounted for 11% of all illnesses in 2005 (U.S. Department of Labor Bureau of Labor Statistics, 2006a). According to occupational data for coal mining provided by the Mine Safety and Health Administration (MSHA) from 2000 to 2005, operators that exceeded 100% noise dosage were from only seven types of machines: auger miners, bulldozers, continuous mining machines, front end loaders, roof bolters, shuttle cars (electric) and trucks (Title 30 CFR Part 62, 2000-2005). Roof bolting machine operators rank second among all underground machine operators that exceed 100% noise dose. RECOMMENDATIONS FOR FURTHER WORK Based on the development effort and full-scale tests conducted during this program, a number of technical areas for future research and development have been identified. Further work in these areas would help to improve the reliability, speed of operation and efficiency of the remote sealing system. Recommendations for future work are summarized as follows 1. Development of an Inert Gas Generator For the sake of expediency in conducting the field test program, fresh air was used as the fluidizing medium for the fly ash. However, in an actual mine fire application the use of fresh air is likely to be prohibited. An inert gas, such as nitrogen, carbon dioxide or air containing less than 8 percent oxygen would be required. Using combustion as a means of reducing the oxygen content of air appears to be an attractive solution to the generation of the high flow rates of gas required (2500 to 5000 scfm). Such an inert gas generator would serve a dual purpose for the overall fire extinguishing operation. First, it would provide the inert gas for fluidizing the fly ash. Second, it could be used for inerting the fire area after the seals had been placed, thereby reducing the time required to extinguish the fire. It is recommended that the Bureau undertake a program to develop a field-operable, inert gas generator to satisfy these two requirements. 2. The Greenburg-Smith impinger was developed at the Bureau of Mines in cooperation with the United States Public Health Service in 1922 in the course of an investigation of dust-sampling instruments available at that time. Although it is not used extensively outside of the United States, it is now soused in this country to collect samples for the determination of any dustiness, and most of the information correlating degree of dustiness with physiological effect has been obtained by the impinger method. The chief disadvantages in the use of the regular impinger, especially in mines and other places accessible with difficulty, are its bulk weight, and power requirements. It requires a source either of electricity or of compressed air, which necessitates connections and extension of existing supply lines to each sampling point; the only alternative is the use of a relatively large pump hand-operated with considerable effort.

Pennsylvania anthracite coal is almost universally recognized to be the solid fuel best suited for domestic use when cleanliness , convenience and cost are considered . At various times and in various localities , however, conditions so affect the supply that it becomes insufficient or is too high in price and recourse must be had to other fuels as substitutes . In practically every district in the United States where anthracite has been the common domestic fuel , some other fuel is available as a substitute . In even the most severe climates such fuels are used either as emergency substitutes for anthracite , or as the ordinary domestic fuel . There may be some drawback to the use of such fuel , such as the need of more frequent attention to the furnace , smoke , soot and dust , in the case of solid fuels lower in price than anthracite , but these inconveniences must be accepted as necessary accompaniments to a decreased fuel bill . The cleanliness and ease of handling anthracite in the house must be considered in the light of a luxury and a higher cost of heating with this fuel must be expected . That a growing number of people are willing to pay for such added convenience is evident from the increasing mumber of heating installations using oil , gas and electricity , all of which are more convenient and usually more expensive even than anthracite .

Research undertaken by the Bureau of Mines in 1938 has resulted in the development of titanium from a laboratory curiosity to a commercial metal. Along with processes for producing the metal, it was necessary for the Bureau to develop methods for analyzing the metal, raw materials, and intermediate products. Some of the methods developed have been published.3 4 5/ General Services Administration (GSA) was responsible for purchasing titanium metal under Defense Production Act contracts with commercial producers. GSA designated the Federal Bureau of Mines to analyze this metal and establish its compliance with Government specifications. A substantial quantity of tin was found in some of the samples analyzed, and in July 1957 tin was added to the list of impurity elements to be determined. The specifications limited the amount of tin in titanium sponge to a maximum of 0.10 percent. A program was immediately initiated to investigate methods and techniques for determining tin in the range of 0 to 1.0 percent. A method accurate at the 0.10 percent level was necessary, as this level was the critical range for acceptance or rejection of the metal.

"Introduction.Oil-field operations have often been carried on under great stress and haste, in which the prime purpose has been to put the wells down rapidly as possible, without regard to a few of the various factors affecting cost. In such fields as Burkurnett, Texas, where the well locations are town lots and other small tracts, the operator was concerned primarily with in drilling. In such cases a few thousand dollars more or less in the cost of a well not considered. We are reaching a time, however, when our reserves a,more definitely outlined and properties are being along more economic lines. Operators are becoming more concerned with the actual cost of this work, and are gradually learning that fuel consumption can be reduced in drilling and producing without delaying the speed of drilling, and in the case of production, it will greatly reduce the unit cost per barrel of production.Types of Field Boilers.In the oil fields there are in general two types of boilers; those which are used for drilling wells and are of a more or less portable character, and those established later in a more permanent form and serve for the purpose,of generating steam for producing the oil. As a rule, the latter type of boilers are larger than those of the drilling type. Usually, little care is given to the installation of drilling boilers; particularly in attempting to set them up in such a way as to avoid waste in of fuel. Because of the temporary nature of these installations there may be some justification for not giving them more,attention in this resend, but it is believed that a few precautions could be taken that would amply repay the cost and trouble taken. In connection with the boiler plants that are afterwards established, when a few producing wells have been,brought in with a life of two to ten years and probably longer, much care to the boiler-plant construction and to the installation of recording instruments which will assist in operating the plant at minimum cost."

A new nonclogging water spray system for continuous-mining machines has been developed under contract with the Bureau of Mines. This paper presents installation and operating guidelines for the system, which consists of improved and easily maintained machine-mounted hardware, including an inline Y-strainer, a hydrocyclone, a backup filter, and two quick-opening valves for flushing particulates from the strainer and hydrocyclone. Underground tests with continuous-mining machines have shown that when properly installed and maintained, the new sys tern virtually eliminates nozzle clogging and thus greatly reduces spray maintenance. The sys tern is relatively inexpensive and has been installed on typical continuous-mining machines for a total cost under $1,000.

4. Guidelines for Implementing the Emergency Escapeway Standards for Metal and Nonmetal Mines The technical discussion of each escapeway component precedes the specific guidelines for the component. Generally, the technical discussion provides the background and reasoning behind the guidelines. Section 5 is a discussion of general escapeway requirements, including the escape route, fire retardants, warning systems, ventilation systems, escapeway signs and signals, auxiliary transportation and fuel storage. The discussion is followed by a list of guidelines pertaining to the escapeways. Section 6 is a summary of the computer simulation of an escapeway system for Mine "C". A complete documentation of the simulation is included in Appendix A and B. Section 7 covers emergency hoisting requirements and concludes with the guideline, for emergency hoists, their inspection and use. Section 8 is a discussion of refuge chambers and life support and is concluded with guidelines for the application o f this equipment.

General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. The National Institute for Occupational Safety and Health (NIOSH) has been working with diesel emissions control technology and the underground mining industry for a number of years. Underground isolated zone studies provided the emissions reduction performance of all of the alternative technologies currently available. A NIOSH/MSHA guide is available which provides mines with information and a process for selecting diesel particulate filters (DPF). Recent NIOSH experience suggests that more attention may be needed in managing the issues associated with diesel emissions and their control. The author argues that a holistic approach is needed which involves several key mine operations departments or disciplines by positing that workplace air can be considered as the product of a complex manufacturing process and examining how that process could be managed.

A novel method of extinguishing a mine fire in a stowed or gob-filled area by employing liquid carbon dioxide under high pressure eras used recently with success at the President (Prasident) coal mine, Bochum, Germany, as reported by P. Cabolet in Gluckauf (Apr. 24, 1937, p. 393) The use of carbon dioxide gas as a fire-fighting agent in surface plants and in ships is now general practice in the United. States, but when it has been tried for extinguishing fires in mines in large areas more or less confined by stoppings it has not been successful. Examples of the latter method of attempting to fight mine fires are given in Bureau of Mines Bulletin 229, Fifty-Nine Coal-Mine Fires; How They Were Fought and That They Teach, by G. S. Rice, J. VT. Paul, and 14. VT. von Bernewitz (1927). The reason for its nonsuccess may be either that the stoppings are not tight or that the roof and pillars are more or less fissured and enough air passes into the area to sustain a slow fire, whether of spontaneous origin or produced by gas explosion or other source of ignition.

Tunnel-driving is recognized as a hazardous occupation; adequate support of roof and sides for preventing accidents from falling material is usually one of the most important safety problems. Where extraordinary conditions of sand and water are found, this problem becomes even more difficult. Tunneling at the Tioga No.2 mine was stopped when a 22-foot bed of water-saturated, fine gray sand was encountered. The tunnel, designed to house an ore-conveyor belt, was being driven from both ends. Driving was extremely difficult at both the upper and lower faces when the sand horizon was reached. A distance of 178 feet remained between the faces. Heavy pressures deformed the steel-supporting rings at the upper face, and there was an inrush of mud and sand at the lower face.

"Electron spin resonance (ESR) measurements show that grinding of quartz particles in air produces silicon-based (Si- and SiO-) radicals which decay with aging in air. ESR spin trapping measurements provide evidence for the generation of hydroxyl and possibly superoxide radicals from a suspension of fresh quartz particles. The hydroxyl radical generation potential of the fresh quartz particles decreases on storing in ambient air and on the addition of catalase, superoxide dismutase, desferoxamine, or DMSO. Silica-induced lipid peroxidation also decreases on storing the fresh particles in ambient air. These findings suggest that oxygenated radicals play a role in the biochemical mechanism of pneumoconiosis in general and acute silicosis in particular.INTRODUCTIONThis communication summarizes our electron spin resonance (ESR) investigation of the formation of oxygenated radicals by freshly crushed quartz particles in a cell-free aqueous medium, and its potential role in the biochemical mechanism of acute silicosis. This study was undertaken because the mechanisms by which the quartz particles exert their toxic action on cells and the process(es) by which these actions progress to fibrogenesis are still not well understood. 1-3 It is generally believed, however, that the action of quartz particles on the cell membrane is the starting point of the silicotic process. 1,4 Since the first step must involve surface reactions, characterization of the chemical structure of the surface of quartz particles has been the subject of several recent studies!-' For example, we reported that mechanical crushing of quartz under normal atmosphere generates silicon-based (Si• and SiO•) radicals which decay with time, and that these radicals are associated with a higher cytotoxicity of fresh quartz dust as compared to that of an aged dust from the same stock. 6,8 Independently Fubini and coworkers' have also reported on the formation of Si• and SiO• -type of radicals from quartz particles crushed under atmospheric conditions. Gulumian and van Wyk9 have reported that quartz particles react with hydrogen peroxide (H202) to generate hydroxyl (•OH) radicals. These authors9 suggested that this process might contribute to quartz's pathogenicity but the mechanism of the -OH radical formation was not clarified. Earlier, Gabor and Anca10 had suggested that the cytotoxicity of quartz particles might be associated with the generation of some factor or factors possessing the properties of a free radical and hence capable of promoting the peroxidative chain cleavage of polyunsaturated fatty acid moieties of the phospholipids in the cell membrane. More recently, Weitzman and Graceffa 11 reported that asbestos is able to catalyze the generation of -OH radicals from H2O2. Their later work12 indicated that lipid peroxidation might be one of the mechanisms of tissue injury by asbestos."

It is suggested in chapter 1 that emergency activities (including escape) are not individualistic. They tend to be group responses. If escapes from mine fires are group activities, then preparation for such events must take group behavior into account. This chapter explores the hypothesis that the miners who escaped from the three mines under study did so as members of groups. For development of this chapter, the database was examined for evidence of the existence of escape groups and for instances when individualistic behavior was paramount. Illustrations of group and/or individualistic behavior were analyzed and representative examples are provided in the following discussion. The nature of groups was discussed in chapter 3 and the following working definition was offered: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at second-hand, through other people, but face-to-face" [Homans 1950]. To determine whether or not groups existed during the fire evacuations, it is important that the concept of group be clearly defined. Therefore, the discussion started in chapter 3 will be elaborated here. The defining characteristics of group given in chapter 3 were taken from Homans [1950]. They include size, person-to-person com¬munication, feelings that members have for each other, explicit and implicit rules for behavior, and common activities. An additional characteristic that is sometimes used to define groups is cohesiveness. Kiesler and Kiesler [1970] state, "Cohesiveness would include not only the attraction that the group holds for its members but also any other force operating on the individual to stay in the group." Variables said to contribute to cohesiveness include "(1) the attractiveness of a group for its members," and "(2) the coordination of the efforts of the members" [Keisler 1970]. One source of the attraction to a group occurs when "the goals or exterior tasks confronting the group are consistent with those of the individual person, and can best be handled by group action" [Cartwright and Zander 1968, in Davis 1969]. In other words, a common goal and a coordinated effort mounted to achieve that goal contributes toward the creation of a cohesive group. As discussed in the earlier review of research (chapter 1), groups have frequently been studied in laboratory or simulation settings. These methods allowed control over variables of interest. Kiesler and Kiesler [1970] state, however, that they "find group variables conceptually imprecise and experimentally difficult to work with." Experimental control, in other words, is difficult to achieve in the study of groups. The richness of the naturalistic mine fire data may provide an opportunity for an examination of groups that cannot be found in laboratories or simulations because this environment was not

The U.S. Bureau of Mines has established a method for the calibration of class 2 and class 4 standards of mass using a procedure from designs developed by the National Institute of Standards and Technology (NIST). This method produces a weight calibration that is within 1.0 pct of the balance sensitivity. A set of four 1-kg weights yielded a standard deviation of 3.25 mg compared to ±2.91 mg balance sensitivity. The method employs the use of a high-accuracy balance to measure the difference between a set of weights calibrated by NIST and the set to be calibrated. The error of the balance is included in the error for each weight calibrated.

Coal Workers Pneumoconiosis is the leading cause of death due to occupational illness among coal miners. This disease is caused by miners’ exposure to respirable coal mine dust. A Personal Dust Monitor has recently been developed to provide near real time feedback to miners regarding the number of milligrams of respirable coal mine dust in the air they breathe. This paper was prepared by the National Institute for Occupational Safety and Health to document coal miners’ reactions to this new device, and how they make use of the information it provides. Structured interviews were conducted with 30 coal miners at four mines. A four-stage conceptual model of miners’ decision processes with respect to how they interpret and respond to the dust exposure numbers from their personal dust monitor is proposed. The stages are: Diagnosis, Action Planning and Intervention, Evaluation, and Institutionalization. The interview responses provide considerable support for the model. Most miners paid attention to Personal Dust Monitor feedback and made efforts to reduce their dust exposure. Their efforts included: changing where they positioned themselves, making ventilation system improvements, and using respirators more often. The 29 miners who reported having experience wearing both the old and new type of dust monitors were asked which dust sampling system they preferred. Eighteen (62%) preferred the new monitors, 7 (24%) preferred existing monitors, and 4 (14%) had no preference. The most frequently cited advantage of the new monitor is its ability to provide relatively quick feedback on dust exposure. Miners provided several suggestions for improving the design of the instrument.

Combustible materials, when burned, produce toxic gases and smoke, which may vary dramatically from one material to another, with resultant different total toxicity and smoke obscuration levels. This U.S. Bureau of Mines report presents smoke property data acquired for a variety of mine combustibles and shows that there exists a correlation between the smoke properties, the relative toxicity, and the smoke obscuration levels of those combustibles tested. These correlations can be used to devise simple, standard tests for determining the toxic and smoke obscuration hazards of mine materials during fire.

The lower flammability limit of methane at 0 p.s.i.g. and ambient temperatures is 5.6 volume percent in chlorine, 5.2 in oxygen, and 5.0 in air. The corresponding upper limit values are 70, 60.5, and 15 volume percent, respectively, so that the range of flammable mixtures is greater in chlorine than in oxygen or air. The lower flammability limit of ethane at 0 p.s.i.g. and ambient temperatures is 6.1 volume percent in chlorine, 3.0 in oxygen, and 2.9 in air. The corresponding upper limits are 58, 66, and 12.5 volume percent, respectively. In this instance the range of flammable mixtures is greater in oxygen than in chlorine or air. Generally, the limits of flammability for both methane-chlorine mixtures and ethane-chlorine mixtures widen with increases in temperature and pressure.

The U.S. Bureau of Mines, in cooperation with the Mine Safety and Health Administration (MSHA) and the mining industry, has identified and demonstrated the effectiveness of several improved face ventilation techniques for longwall mining systems. These include the following: identifying improved techniques for measuring face ventilation parameters on longwall sections, installing curtains at the intake end of the longwall face to maximize usage of the primary airflow, identifying optimum face airflow rates for maximizing dilution effects, and coursing the primary face intake from tailgate to headgate to minimize outby airflow contamination. Application of these techniques throughout the mining industry should reduce the health hazard associated with excessive exposure to respirable coal mine dust.

"The town of Ajo is built in the desert and consisted of but a few houses when the New Cornelia Copper Co. started operations. Since there were no stores at Ajo or vicinity the New Cornelia Cooperative Mercantile Co. was established to serve the needs of the employees of the New Cornelia and allied companies.The New Cornelia Copper Co. advanced the money to erect the store building and to buy the stock, and assumes all risks. In all, $85,000 has been advanced, representing the capital stock of the enterprise.The store is run by a store manager appointed by the Copper Company and who reports only to the general superintendent. A committee of seven workmen, representing the various depart¬ments, meet with the store manager monthly and make suggestions for the betterment of the service and, present complaints which have been brought to their attention.The store is well managed, carries a large and well assorted stock and is modern in every respect. Prices are at the same level as in the other Southwestern mining camps. The Copper Company does not particpate in the profits of the store but does receive six per cent interest on the capital advanced. At the end of the year, after making proper deductions for interest on capital account, depreciation of store equipment and fixtures, and, for a proper sum to the surplus account, the rest of the profits is distributed among the employees of the company in proportion to the amount of their purchases."
