Limited geographically by size and geo-logically by origin, smaller countries and territories of the Caribbean are nonetheless engaging in efforts to encourage the initiation of mineral and mineral-related industries. Petroleum dominates the minerals sector, which otherwise consists principally of minor quantities of construction-oriented materials, usually for local consumption. The increased cost of petroleum has adversely affected most of the world, but these islands with their economies precariously balanced on the uncertainties of agriculture and tourism are especially vulnerable to petroleum's direct and indirect costs. In 1975, the Government of Antigua acquired the financially troubled West Indies Oil Company refinery at St. Johns. The refinery ceased operations in 1976. In 1979, negotiations were underway to sell Ashland Oil Co. an interest in the small, 20,000-barrel-per-day refinery for $6.6 million. In 1977, Antigua granted petroleum exploration rights to the Antigua Mineral Exploration Company, which planned to drill in an undefined offshore area, possibly between Antigua and Barbuda. The company expected to spend about $200,000 per year through 1982. There have been no reports on its activity.

Natural gas is a general term applied to the gas obtained from oil or gas wells. It is the most widely used of all gaseous fuels. The principal disadvantage in the use of this and other gaseous fuels is the difficulty encountered in the storage and transportation of large quantities in the gas state. Handling in the liquid state is possible, but reduced temperatures are required since methane (table 1) is the principal component of most natural gases that are used as fuels. Actually, liquid storage has been utilized both here and abroad;3 however, the Cleveland disaster4 has pointed out the need for a critical evaluation of the hazards involved in the storage of this cryogenic fuel. Accordingly, a program was undertaken to obtain basic data that could be used to assess these hazards. In this report, the factors to be considered in an evaluation of the fire and explosion hazards associated with any fuel are each discussed briefly. These factors are then used to assist in the design of experiments for the evaluation of the hazards associated with liquefied natural gas (LNG) relative to those associated with other common fuels. Experiments have been conducted on the vaporization of LNG, the mixing of LNG vapors with air, the effect of temperature and nitrogen dilution on the limits of flammability of methane in air, the burning rates of LNG and other fuels, flame radiation, and extinguishment of fires above liquid pools. Based on the results of these experiments, LNG can be stored safely in suitably designed above-ground tanks surrounded by earthen dikes in much the same manner as gasoline.

[This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of specified French possessions in Africa has been prepared from the best information available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. France controls large areas on the African continent, but the various Colonies and Dependencies are administered more or less independently. Algeria is under the direct jurisdiction of the Ministry of the Interior, and its mining laws are essentially the same as those of the mother country. Tunis and Morocco are attached to the Ministry of Foreign Affairs; separate digests of the mining laws' of these respective colonies have already been prepared by the United States Bureau of Mines. The present paper covers all other French territory on the continent of Africa except Somaliland, a rather small Colony including the port of Djibouti near the point where the Red Sea joins the Gulf of Aden. Available information indicates that the prospects of mineral production in this Colony, apart from salt and gypsum, are not at all encouraging.3]

During the course of an investigation conducted by the fuel section of the Bureau of Mines , on a hand- fired return- tubular boiler plant , it was found that the average cost of fuel to produce 1,000 lb. of steam was $ 0.5287 . Tests conducted after some simple changes had been made in the furnaces , and in the control of the boilers , showed the previous high cost of fuel per 1,000 lb. of steam could be reduced to the reasonable figure of $0.3540 , or the equivalent of over 30 per cent saving in fuel cost .

Ignition of hybrid coal dust - methane - air mixtures by hot- turbulent - pulsedgas jets was investigated . The turbulent jets were generated by explosions in a primary chamber of stoichiometric mixtures of methane , oxygen , and nitrogen . The hot - gas ignition apparatus provided an adjunct means of testing , on a small scale , the type of ignition that exists in large - scale galleries or in coal mines . = coal particle The temperature Ignition variables were channel diameter , channel length , size , fuel concentration , and temperature of the hot - gas jet . of the hot jet was varied by changing the oxygen indices ( OI ) of the primary explosion mixtures . Coal dust having approximately 37 percent volatile matter was used . 02 O2ટ + N₂ The hybrid coal dust - methane - air mixtures required higher jet temperatures ( higher oxygen indices ) for ignition than the single fuel component methane - air mixtures . Methane in air concentrations less than the lower flammable limit of methane could be ignited in the presence of coal dust if the jet temperatures were increased . A specific explosion transmission ( ignitability ) curve existed for each coal dust concentration . The total fuel concentrations at the lower limit of each ignition curve was always close to or greater than stoichiometric , indicating that not all the coal dust was involved in the ignition .

The natural gas-air burner described in this report was designed and constructed to meet the thermal requirements of a convective process for heating steel scrap. This process involved downward combustion of natural gas with air, blending the combustion products with diluent air, and then passing this tempered stream of gases downward through a porous bed of steel scrap contained in the furnace chamber. The scrap would be heated to a temperature limited by the adiabatic flame temperature of the gas stream in a period that depended on the rate at which heat was supplied per unit of bed cross section. The temperature of the gas stream would be limited to that beyond which an objectionable degree of oxidation would occur; for carbon steel this limit had been found to vary from 1,900° to 2,100° F. with the superficial velocity of the gas stream. The productivity of the process was dependent on the rate of heat input per unit of furnace cross section; for the 3-foot-diameter experimental furnace an input of 680,000 B.t.u. per hour was desired. The burner described was designed to meet these conditions of temperature and heat input. It provided for three streams of entering gases: (1) A primary air-fuel mixture too rich to be combustible, that is, above the upper flammable limit; (2) secondary air for combustion of the primary mixture; and (3) tertiary air, principally for cooling the combustion products to the temperatures desired for process operation. Downward combustion of the primary and secondary streams occurred in a flame stabilized on an annular port, while tertiary air flowed in an annular path surrounding the port and also through an axial channel whose wall formed the inner ring of the annular port. This burner performed beyond the designed heat-input rates while producing stable flames, which were adjusted readily to the temperatures desired. Gas-stream temperatures were easily controlled to within 15° F. of the desired value by simple manual adjustment of the flow valves.

The year 1916 broke all previous records of mineral production in the Territory. As a consequence, there has been a noteworthy increase in the number of mines in active operation or under development, though the greater part of the increased output is the result of greater activity at mines already producing rather than of opening new mines. Owing to available funds not being sufficient to meet the cost of travel in the interior of the Territory during the winter months, the Federal mine inspector was unable during the spring to visit the placer mines of the interior as has been his custom in the past. However, by working in close cooperation with the Territorial in- spector, who left Juneau in June to take the first boat down the Yukon to Fairbanks after the spring break-up, it was possible to visit hurriedly all the larger mining centers of the Territory. The Territorial inspector covered the districts from Fairbanks to Nome and the Federal inspector covered those of southeastern and south- western Alaska. A number of applicants have begun mining coal on ground held under free-use 10-acre permits, and have furnished coal for local use. The larger leasing units in the Bering River and Matanuska coal fields have been advertised and applications for leases have been submitted. These applications came too late in the fall for active development to begin before the end of the year. The Government railroad has been built from Anchorage to the center of the Matanuska coal field, and private interests have under- taken the building of a standard-gage road from a point known as Goose City on Controller Bay to Canyon Creek, in the Bering River field. Capital has become interested in the oil fields on Controller Bay, and plans have been made for more active exploration and production. The work of the Federal mine inspector is still handicapped by the lack of funds for additional field assistants and of the office ac- commodations necessary for carrying on the work with the efficiency that its importance warrants.

Progressive mine management is placing increased emphasis on improved ventilation as a contribution to better safety , health , and productivity of miners . Management is on the alert for means of bettering the working environment by increasing the flow of air and distributing it more effectively to the working places , having in mind the necessity of avoiding exorbitant ventilation costs . A basic need in planning betterments of this kind is knowledge of existing rates of flow and air pressures , infCoorrmmaattiicon that is supplied through ventilation surveys . Some companies make partial surveys from time to time , but few make complete surveys on a routine basis . This report describes the practice of a large British anthracite -mining company , which operates 24 collieries in South Wales , in carrying out a routine program of ventilation surveying . Ventilation characteristics and climatic conditions in the working places of its collieries are determined at frequent intervals with a view to increasing the effectiveness of ventilation and protecting the health of workers . It is thought that many of the points of the procedure used in making the surveys and in compiling and reporting the results will be applicable to American practice and that a discussion of the program may be helpful to colliery managers who are planning similar work .

This report describes work done by the Bureau of Mines to simplify the design and operation of the vortex cone, a new device for prerefining blast furnace iron. Three new apparatus arrangements were tested. Results with one of these arrangements average 74.2 pct silicon removal and 61 pet oxygen efficiency (disregarding removal of carbon and manganese).

A numerical proceeding of corrections with respect to topography is worked out for places near the station and a graphical one for the remote parts of the terrain. The description is clear and very detailed. The numerical proceeding is very similar to that of the Eötvös and Schweydar methods which are in use already. In both methods the levelling is accomplished in certain circles and fixed azimuths around the station. While, in using the Eötvös method, the height differences are directly inserted into the final formulas with regard to the foot of the instrument and in case of accurate formulas derived by Schweydar the height differences are calculated with respect to the center of gravity of the attachment, Numerov introduces functions A and B, the heights, of the terrain and of the center of gravity, which are to be inserted into the formulas.

"INTRODUCTION Information on the gaseous products from the detonation of explosives has been obtained in two ways. In the first, the atmosphere in mines is analyzed after blasting, and in the second, the gases found after detonating an explosive in a testing apparatus are analyzed. The Bureau of Mines, in a cooperative research 3/ that compared data obtained in the field with those obtained in the testing station, showed that the results were not in entire agreement. The production of carbon monoxide was found to be governed chiefly by the oxygen balance of the explosive, but the production of oxides of nitrogen did not change in so simple a manner. Because of the increasing interest in correlations between the composition of the explosive and the production of toxic gases, it seemed desirable to continue the investigation.PURPOSE OF INVESTIGATIONAs field tests are both time consuming and expensive and as field results are affected by factors that are not always under control of or clearly evaluated by the operator, the purpose of this investigation is to develop a testing-station procedure that will reproduce the gaseous products quantitatively under known conditions analogous to those that may be expected in the field. Knowledge of the types of naturally occurring sulfur compounds in petroleum is of both theoretical and practical interest to petroleum chemists and geologists. This knowledge has been extended by the identification of 77 sulfur compounds, including 36 thiols, 23 chain sulfides, and 18 cyclic sulfides in a 111° to 150° C boiling range distillate of Wasson, Texas, crude oil. The characterization procedure used in separating and identifying these compounds included isothermal distillation, vacuum fractionation, liquid-solid chromatography (alumina adsorption), chemical treatment, gas-liquid chromatography, microdesulfurization, and infrared analysis. The procedural steps described represent a systematic method of sulfur compound analysis considered applicable for determining the nature and concentration of the sulfur constituents present in any straight-run petroleum distillate of the above-boiling range.

As part of the U.S. Bureau of Mines program to reduce the Nation's reliance on foreign supplies for critical metals, a procedure was devised to separate and recover critical metals from mixed and contaminated super alloy scrap. The process uses both pyrometallurgical and hydrometallurgical methods to treat the scrap. The mixed scrap is converted to a matte containing 4 to 7 pct S by adding S directly to the molten metal. This matte is then granulated and ground to a minus 35-mesh particle size and leached with an HCI-CI2 solution. This process takes essentially all the Ni, Co, Cr, Fe, AI, and Mo into solution in a 3-h leach, leaving W, Ta, Ti, and Nb (Cb) in the residue. The Mo is recovered from the chloride leach solution by solvent extraction, and the Cr and Fe are recovered together by precipitation. The Ni and Co can be recovered individually by an existing solvent extraction-electrowinning process. The W is recovered by a caustic leach of oxidized Cl2 leach residue.

Extensive studies have been made of the various effluents found in the Synthane coal-to-gas process. Analyses have been made of the waters, gases, and trace elements present in some of the streams. Results of analyses show the water effluents are the area where extensive research is needed.

Primary standard gas mixtures were developed for more accurate calibration of analytical instruments at the Bureau of Mines Helium Research Center and for calibration of analytical instruments used in the helium conservation program. A 10-kg-capacity balance is used to weigh a 4-kg metal cylinder filled to high pressure (1,800 psi maximum) with the component gases of the desired mixture. At 1,800 psi, a cylinder contains about 60 g of helium, or 420 g of nitrogen. An accuracy of ±0.05 mole-percent or better is claimed for each component in the mixtures.

An electronic color-sorting machine was tested for recovering colorless glass concentrates from mixed glass products. The tests were made using glass recovered from unincinerated (raw) urban refuse and residues resulting from the incineration of refuse. The results of the study revealed that concentrates analyzing about 86 percent colorless glass could be recovered from mixed unincinerated glass containing 54 percent colorless glass material. Recovery of the colorless glass was about 62 percent. Color sorting the incinerated glass was somewhat more difficult. Multiple-stage processing was required to recover 59 percent of the colorless glass material in a product analyzing 89 percent colorless glass. The feed material analyzed 41 percent colorless glass.

The microstructures of a CF2Br2-inhibited methane flame and its uninhibited analog have been determined using molecular beam-mass spectrometry. The slightly lean flames were stabilized on a cooled porous plug burner at reduced pressure. Composition profiles of stable, intermediate, and radical species and temperature profiles were obtained. Comparisons of the uninhibited and inhibited flame profiles revealed the following inhibition effects; a shift of the primary reaction zone to higher temperatures, a higher maximum flame temperature, an increase in the CH3 concentration, and a reduction in the H2CO, H, 0, and OH concentrations. Kinetic analyses of the data yielded rate coefficients at flame temperatures for the reactions H + CH4 ? CH3 + H2, H + O2 ? OH + O, CO + OH ? CO2 + H, and CH3 + O ? H2CO + H. CF2Br2 is judged to decay by thermal decomposition and abstraction reactions.

The Federal Bureau of Mines, as part of a program to insure future raw material needs for the iron and steel industry, undertook research to beneficiate the oxidized taconites from the western Mesabi range in Minnesota. The data presented were obtained by applying the Bureau-developed selective-flocculation/cationic-flotation process to the second of three oxidized taconite samples. These three samples are representative of an estimated 10 billion tons of ore analyzing 30 to 40 pct iron. The experimental work was performed in a 900-lb/hr pilot plant. Treating the ore sample (36.1 pct Fe) with the Bureau's process produced commercially acceptable concentrates averaging 63.5 pct Fe and 4.3 pct SiO2, with an average iron recovery of 84.6 pct.

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. The Bureau of Mines collected coal and coal waste aggregate material from two different mine sites to determine their strength characteristics for use in concrete. The concrete would be placed underground as support walls for ground control in adverse conditions or unique mining applications. A standard mix design was established for a "wet" mix using a water-to-cement (w/c) ratio of 1.0 to facilitate pumping into place. Later, material was collected from four more mine sites and used to make 2-by 2-by 2-ft test blocks with the same w/c ratio. A pull-out cone device and borehole shear tester were used to determine the in situ material strength of the test blocks. These techniques will provide a simple and quick way of determining support wall strength in an underground environment. Test results from the pullout cone de-vice showed a good correlation of 0.98 to test cylinder compressive strengths of the same mix. Results of the borehole shear tester were inconclusive.
