The object of this paper is to survey and analyze the bearing of economic nationalism, competitive sources of energy, and technologic developments on international trade in coal with especial reference to the competitive position of the leading coal-exporting countries in the Italian market, the largest in the Mediterranean region, and the Brazilian market, the second largest in Latin America. The political, economic, and financial disturbances caused mainly by the World War have resulted in an amazing situation. Especially since 1930 have conditions been complicated.

The disposal of the brines produced with crude petroleum and natural gas has long been a constant source of trouble to oil and gas operators as well as to farmers and stock-raisers in the vicinity of producing fields. The amount of oilfield brines Produced from wells on new properties may be almost negligible, but some older wells may produce several hundred barrels a day. A survey of almost 200 wells on 31 properties in the eastern part of Osage County, Okla., showed that during the month of November, 1928, the average production of water was 3.26 barrels per barrel of oil produced. The age of the wells included in this survey ranged from two to 28 years; the maximum amount of brine produced was 26 barrels of water to one barrel of oil and the lowest was one barrel of water to 27 barrels of oil. These figures apply to a small area. In other fields the production of water also varies widely; for example, in the Cushing4, Okla., field several yells were reported as having produced 100 barrels of water to every barrel of oil produced. Often the production of oil-field brines is decreased materially and the production of petroleum increased by the use of bottom hole Plugs and by a general repair and cementing of wells. The records5 of 22 wells cemented in the Gushing field showed that prior to the repair work, the average total dally production was 242.5 barrels of oil and 3,977.5 barrels of water. For many years, much thought and effort have been devoted to the achievement of safety in the use of explosives by those interested in the preservation of human life and the protection of property. As a result, we now have adequate rules pertaining to the safe use of explosives , which, if observed, would prevent many, perhaps ail , of the explosives accidents that yet occur . Although the rules respecting the use of explosives are believed to be well - known, many accidents occur because they are disregarded . The mental awareness aroused by a tragic accident usually will cause safety precautions to be taken for a while ; however , this awareness gradually disappears unless a sincere effort is made permanently to prevent similar accidents . Frequently, because safe methods are more irksome than unsafe methods , the lessons taught by accident experience are forgotten in a short time , vigilance is relaxed , and there is a gradual return to unsafe , easy methods of performing work. If the preservation of human life is important , the unfortunate experiences of others and the lessons taught by them should be applied to reduce unnecessary loss of life . The value of a life lost as the resuit of accident should be calculated not only from the monetary and humanitarian standpoint but also according to what the accident could contribute in the way of saving other lives and suffering . This saving of other lives can and will , if the lessons from unfortunate accidents are applied , convert a loss to a gain a gain of such magnitude that the accident victim could be considered

The other South Pacific islands included in this chapter extend from Papua New Guinea, east of the Indonesian Province of Irian Jaya on the island of New Guinea, to Fiji, straddling the 180° meridian. A number of islands have been omitted from this chapter owing to the fact that their only mineral production remained insignificant to the economy of the respective country or territory. These islands include the French overseas territories of French Polynesia and Wallis and Futuna Islands; the independent states of Kiribati, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands; and the New Zealand dependency of Niue. The mineral production that did exist in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities used solely for domestic consumption. FIJI Fiji, an archipelago in Melanesia consisting of 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets to the larger mountainous, volcanic islands of Kadavu, Taveuni, Vanua Levu, and Viti Levu, straddles the 180° meridian about 1,800 kilometers south of the Equator. Fiji has been an independent member of the British Commonwealth of Nations since October 10, 1970.

Manganese-bearing deposits f the Leadville, Colo., district are of two distinct types. Manganosiderite, a combined or intimately mixed ferrous and manganous carbonate, occurs in unaltered zones as the predominant mineral. From 50 feet below the surface to as deep as 900 feet, psilomelane and wad, both black manganese oxide minerals, are found in intimate contact with hematite and limonite. A typical analysis of the black oxide ore shows 20.08 percent Fe, 18.64 percent Mn, 15.91 percent insoluble, 14.91 percent moisture, 0.94 percent Zn, and 2.13 percent Pb. A considerable tonnage of the oxide ore has been mined for production of spiegeleisen and for other purposes.

THE INJURY DATA and experience at coal mines in the United States for 1951 are presented in this bulletin under the following general heads: (A) General injury experience: Tables 1 to 18: Contain current data on number of fatalities and nonfatal injuries, frequency and severity rates, average severity, major and detailed injury agencies, and distribution of injuries by part of body and days of disability. (B) Selected injury data: Tables 19 to 43: Contain current data on various selected factors of operating and physical conditions that contributed to the occurrence of injuries at bituminous-coal, lignite, and anthracite mines. These factors include extent of hand and machine loading, size of mine by employment and production groups, thickness of bed or vein, duration and number of work shifts, rating of mine as gassy or nongassy, types of cap lamps, explosives, and combination of factors that influence mine safety. (C) Injury experience by States: Tables 44 to 50: Contain current data on number of fatalities and nonfatal injuries, frequency and severity rates, average severity, major causes and principal agencies, injury records of all coal-producing States, and the relative standing by States according to injury-frequency rates. (D) Major disasters: Table 51: Lists the coal-mine disasters that occurred during 1951, giving location, source, and cause. A major disaster in coal mining is defined as a single accident in which or as a result of which five or more men lost their lives. (E) Historical coal-mine injury experience: Tables 52 to 86: Contain data on injuries, injury-frequency rates, employment, and production at bituminous-coal, lignite, and anthracite mines from the earliest records through 1951.

A survey of endomycorrhizal fungi occurring on orphan coalmine lands in Western and Eastern Kentucky revealed a great diversity of species present. Thus a large number of fungi are available for isolation and evalution for enhancing revegetation of mined land. Endomycorrhizal fungi isolated from orphan mines stimulated growth of sweetgum seedlings on mine soil at low fertilisation but inhibited growth at high fertilization; this growth inhibition at high fertilization did not occur with plants growing on peat-perlite. Banding of endomycorrbizal inoculum was not advantageous, compared with incorporation of inoculum throughout the growth medium, for production of mycorrhizal sweetgum seedlings. Newly reclaimed mine spoils were nearly nonmycorrhizal, compared with land reclaimed four or eight years earlier. A procedure for isolation of single-spore cultures of endomycorrhizal fungi was developed; this procedure is necessary for studies of ecotypic variability. A practical procedure using container-grown Pisolithus tinctorius-infected shortleaf pine seedlings for production of large numbers of bareroot pine seedlings infected with P. tinctorius for mined land reclamation was demonstrated.

"Introduction.During the past two years the Bureau of Mines has conducted a study of natural-gas heaters*** to determine (1) what types of heaters literate carbon monoxide; (2) why carton monocide is liberated; and (3) how, by change of design or construction, the liberation of this gas can be largely eliminated, In addition to the above study the bureau has investigated cases in the Pittsburgh dis¬trict where fatalities have resulted from carbon monoxide given off by natural-gas heaters.Since these fatalities were first brought to the attention of this bureau through the press, it is likely that some cases were missed and thus not listed. On the other hand, some cases reported as being due to carbon monoxide poisoning, on investigation were found to be due to causes other than carbon monoride.The cases listed herein were shown in all probability to be due to carbon monoxide. Those in which there is any doubt have been omitted; so have those in which there was part asphyxiation, where the victims later recovered."

The techniques are discussed briefly in the following sections. However, detailed information on the techniques is provided in the cited references. INTRODUCTION Coalbed methane, if not properly controlled in the underground mine environment, is a safety concern due to the potential risk for an explosion. This is a particular problem during longwall mining, where the high rate and volume of coal extraction can result in the release of large amounts of methane from the mined coalbed and other adjacent gas-bearing strata. The variability and potential hazards of these sometimes unexpectedly high gas flows provide the impetus to develop methods to predict methane emissions into the underground workplace. A forecast of the volume of gas that might be released during coal mining is helpful for designing ventilation systems and for implementing optimum methane drainage strategies to help mitigate expected gas emission problems. A complete assessment of the need for methane drainage prior to mine development generally requires both an empirical and a theoretical approach. If there are active mines in the general area with similar geologic conditions and coal characteristics, a review of gas problems in those mines provides an initial insight into the level of gas emissions to be expected at a new location. In addition, relatively simple methods exist to determine the in situ gas content (volume of gas per unit weight of coal) of the coalbeds in a particular mining area, as well as the gas-in-place (volume of gas in the coalbed(s) within a defined geographic area).

Whole body vibration is known to affect movement accuracy [1], however little is known about changes in the organization of movement and movement strategies used to limit the influences of perturbations. The specific aim of this work is to analyze the motion and coordination of upper body segments of seated operators performing reaching tasks under whole-body sinusoidal vibration exposure and simulated vehicle ride motion. The long-term objective is to model reach coordination and predict the dynamic behavior of the upper body motion under vehicle vibration exposure. Method The reach task consisted of pointing with the right hand index finger to targets located on touch screens placed in front of the subject, 45° overhead and 90° to the right in the mockup cabin of an HMMWV placed on a 6 DOF ride motion simulator. The task was performed under stable (no vibration) and vibration (sinusoidal vibration or simulated ride motion) conditions. A motion capture system was used to record kinematic data of reflective markers to recreate body link trajectories. Joint angles (torso, shoulder and elbow; Figure 1) were then computed using quaternions. Coordination between body links was defined as a) the joints angle-versus-angle relationships between the upper arm and lower arm, and b) the joint motion onset relationships between torso, upper arm and lower arm in the time domain. Results Angle–versus-angle relationships. The relationship between upper arm vs. lower arm angle and torso vs. upper arm angle for a far forward reaching movement in the stable (solid lines) and vibration conditions (dotted lines) are illustrated in Figure 2. Fig 2A compares the control condition with a 4 Hz lateral vibration while Fig 2B compares the control condition with a 6 Hz vertical vibration. It appears that under vibration exposure the reduced upper arm extension is compensated by an increase in torso flexion. This effect is seen in the last phase of the movements (encircled areas). In addition, the lower arm extension is delayed under 6 Hz vertical vibration (Fig 2B left panel). Time of joint motion onset. North American railroad locomotive operators (engineers and conductors) are exposed to multi-axis vibration and shocks (1, 2). A recent epidemiological survey showed a prevalence of serious type of neck and lower back disorders nearly double that of a control group (3). Ergonomic working conditions are important co-factors in a vibration and shock exposure risk assessment (4, 5). The goal of this study is to illustrate typical work stations (cabs and seats) in US/Canadian type locomotives and assess shock related exposure risk by calculations of the new proposed shock risk indicators according to the new ISO 2631-5 (2004) (6). Methods Locomotive cab and seat inspections were conducted and operators’ activities were assessed by a trained observer. Field measurements (n=50) were obtained during normal revue service following generally accepted guidelines (ISO 2631 (1)). A sub-sample of n=20 locomotives were selected for the calculation of proposed shock indicators (ISO 2631 (5)). Results There has been little change in basic locomotive cab and seat design in the U.S.. Two locomotive cab design concepts are used: the Association of American Railroad (AAR) Control Stand and in newer series wide-body locomotives the “Control Consol” (Figures 1-2), with varying seating conditions, but frequently subjecting the operator to an awkward body posture in addition to the vibration and shock exposure. To develop effective noise controls for continuous min-ing machines (CMMs) to reduce worker noise exposure. Background Noise-induced hearing loss (NIHL) is an occupational illness caused by chronic exposure to excessive sound levels. For underground coal mine workers, NIHL continues to be a serious health issue. Analysis of hearing loss data suggests that by retirement age, 70%?90% of U.S. coal mine workers will have a hearing impairment. Operated in the confined spaces of underground mines, large industrial mining equipment often produces sound levels that can be harmful to workers. Of all equipment used in underground coal mining operations, CMMs account for the most noise overexposures. To reduce the occurrence of noise over-exposures, engineering noise controls must be developed for the CMM.

The United States Bureau of Mines frequently receives requests for information regarding the details of its organization and the nature of its activities. In response to such an inquiry a series of articles outlining the work of the bureau as a whole and of its different divisions was prepared and published in the United States Daily, Washington, D. C., during November, 1929. These articles are reprinted here in the hone that they may assist in giving the public a more complete understanding of the aims and purposes of the bureau and the methods by which it is laboring for the attainment of safer conditions and more efficient methods in American mineral industries. There are no producing or developing mines or active mining claims in the Deschutes Canyon RARE II study area. Only two prospects were found; they have no identified potential for mineral resources. Thin diatomite deposits occur in the Pliocene Madras Formation. Development of sand and gravel deposits in the area could not favorably compete with similar deposits in the surrounding area which are closer to points of use. By mid-1982, active oil and gas lease applications covered about 25 percent of the area, a reduction from nearly 100 percent in early 1981. No holes were drilled for oil and gas exploration. INTRODUCTION Personnel of the Bureau of Mines, Western Field Operations Center conducted a mineral investigation of the Deschutes Canyon RARE II area during the summer of 1982. The area, about 10 mi (16 km) southwest of Madras, Oregon, covers 10,890 acres (4,407 ha) in the Crooked River National Grasslands (fig. 1). The Deschutes River has incised a deep canyon into the north sloping elevated lava plain near the transitional boundary of the High Lava Plains and the Deschutes-Umatilla Plateau geomorphic divisions (Baldwin, 1964, p. 20).

Methods and results of studies to determine friction and shock losses encountered in auxiliary face ventilation systems utilizing flexible, spiral-reinforced ventilation tubing are presented. The results, tabulated in graphic form, simplify fan selection and enable mine operators to design adequate auxiliary ventilation systems. Problem illustrates the use of graphs.

The increasing use of Diesel engines for operating equipment on trunk-line railroads and for power-plant units has stimulated interest in the use of Diesel engines for other lines of work, among which is the possibility of substituting Diesel locomotives for trolley locomotives for mines. The possibility of developing Diesel locomotives for duty in American mines is not as remote as it might seem, particularly in view of the fact that locomotives of this type are already used in considerable numbers in European mines. A study of Diesel locomotives in Europe is contained in Report of Investigations 3320, Diesel Mine Locomotives - Development and Use in European Coal Mines, by George S. Rice and F. E. Harris.

The studies previously made on Smelting in the Lead Blast Furnace have dealt with the custom smelter of the International Smelting Co. at Tooele, Utah, and on the smelter of the Bunker Hill & Sullivan Mining & Smelting Co. at Kellogg, Idaho. The International plant may be considered representative of the traditional custom smelter. The lead smelter of the future seemingly will have to treat increasingly richer lead charges. This feature was then stressed in describing the Bunker Hill plant.

The direct method test was developed for general mine safety applications by the U.S. Bureau of Mines in the early 1970's to measure the gas content of coal samples obtained from the relatively shallow depths of eastern U.S. coal mines. Over time, applications for gas content data evolved which required increasingly accurate desorption values. It became evident that some of the inherent weaknesses in the original direct method test could best be addressed by abandoning the water displacement based desorbed gas volume measurements. The ideal gas law based modified direct method (MDM) and associated desorbed gas volume measurement apparatus was developed to provide the most accurate desorption values possible for rock samples obtained from any gas-bearing strata. The MDM has a number of significant advantages, including: (1) increased accuracy, especially for low gas content samples, (2) a test apparatus with an integral sampling port to facilitate the collection of uncontaminated gas samples, (3) an inherent head space effect correction in the periodic MDM desorbed gas volume calculations, (4) measurement of positive and negative desorbed gas volumes, (5) elimination of differential gas solubility effects as a source of error inherent in the water displacement methods, and (6) a compact and rugged test apparatus that along with the elimination of the ?glassware? required for the water displacement methods, facilitates its use in the field.

The mineral industry of Benin contributed less than 1% of the 1977 gross domestic product (GDP), which was estimated at $500 million.' Other than limestone and salt, no exploitable mineral deposits have yet been discovered in Benin, which has been rated by the United Nations as one of the world's least developed nations. In 1977, the economy was further weakened by petroleum price increases and severe drought. The country continued to depend on foreign assistance, which averaged $20 million per year, to finance development projects. The country's first 3-year plan, which was put into operation in October 1977 after many delays, allocated more than $1 billion to projects in infrastructure, agriculture, and light industry. The most important infrastructure project was the expansion and modernization of the port of Cotonou, valued as an entrepôt port for the transit of goods to the neighboring countries of Niger and Nigeria. Plans called for an increase in handling capacity to 1 million tons of cargo annually, the improvement of port and cargo handling operations, and the upgrading of the efficiency of the Port Autonome de Cotonou (PAC) management system. The $46 million project was to be financed by a consortium led by the International Bank for Reconstruction and Development (IBRD) and including Canada, France, Nigeria, and Abu Dhabi. Construction was scheduled to begin in 1978 and be completed in 1980.
