The developing countries whether they be in Africa, Asia or the Pacific, are a potentially vast market for the technologies of the more developed countries.Conducting business in the less developed countries however requires a keen understanding of their culture. A keystone of the culture of the Pacific Island Nations is kinship with the land. Without an appreciation of the implications of the land rights debate, a business venture into these countries is likely to be delayed or even doomed to failure.The European heritage, with its notions of private ownership of land, have frequently been a stumbling block to a proper understanding of the concepts of customary lands. According to our laws, ownership of land confers a number of definite rights: principally the right to use the land, the right to exclude others from its use, the right to transfer it and the right to receivF income from the property independent of use.

Dynamic hydrothermal modeling is a tool that can aid in studying problems associated with hydrothermal ore deposits and can help increase our understanding of the spatial distribution of ore within hydrothermal systems. Models are constructed by a sequence of steps involving development of a conceptual model, followed by its mathematical description in terms of governing equation with accompanying initial and boundary conditions. This equation is then solved either analytically or numerically. The four model types ò that fully describe a hydrothermal 'system are those for fluid flow, heat and ore solute transport, and deformation. At Renison, models have been used to help understand two major exploration problems. These are the controls on ore localisation in dolomite horizons and feeder faults respectively. The types of models used ò have simulated the distribution of all mineral zones, pyrrhotite, and temperature in the dolomites. This has allowed evaluation of the effects on ore localisation by physical and chemical heterogeneities within the dolomite host rocks, and allowed estimation of potential controls in different physical and chemical environments.

The mining industry represents a small part of the international economy. Comprising few large companies, the industry exhibits volatile returns and over the past 25 years has failed to produce a long-term return that meets its cost of capital. It is not surprising, therefore, that the minerals extraction and processing industry is under considerable pressure from the investment community to lift its game. Management and boards are responding to this pressure by implementing more exacting cost control measures, capital management programs and through the process of consolidation. However, the cost of capital to the industry appears to have increased in recent years and investor attention seems to be preoccupied with the ænewÆ economy. Both of these influences will conspire to raise the bar for acceptable industry economic performance. This paper provides a useful snapshot of the minerals and extraction industry as it enters the 21st century. It remains cautious about future performance other than to conclude that single digit returns are likely to prevail, albeit at higher levels than over the past 25 years.

In connection with the fact that technology of ore mining by caving system is often used when mining of deposits, characterising by low stability of surrounding rock mass, the main problem for such ore mines is ensuring stability of mine workings, placing in a zone of influence of winning operations. Besides natural disturbance of ore mass, stability of workings depends on the dynamic effect of blasting operations and also on the dynamic effect of structural blocks detaching from the ore mass and colliding with crests of ore pillars in the bottom of a chamber. Decreasing of dynamic stresses may be achieved by way of creation of a compliant porous screen or an ore cushion in the chamber bottom. It is established that maximum levels of compression take place when the first impact impulse occurs, and after that increase of compression of protective slice decreases. Necessary thickness of screen slice was substantiated theoretically with due account of height of structural blocksÆ fall, their mass, deformation modulus of ore mass and ore cushion.

Lignin grouts are cheap and easy to get. They have some desirable properties, but they aag less used now because environmental pollution is often caused by Cr from the lignochrome component of the grout. Their usefulness was researched in an earlier paper on lignin as a grout from other viewpoints. A non-toxic grout FUL was made composed of furfural, urea and lignin. After initial tests, including tests by spinning regression design, some response equations in which FUL's properties are described were obtained. Optimum formulations have been established by using optimization methods based on response equations. The engineering quality was assured by formulations whose properties were measured in further tests. The mechanical feature of gelling sand was measured by means of triaxial tests. This provides a basis for using FUL grout in-situ. Finally, an in-situ experiment on FUL was completed successfully. The results were that cracks in stratum were filled or blocked, the gelling of FUL had high strength, and low permeability and consolidation were achieved.

"This paper details the many improvements possible in narrow vein mining from the use of treated mining/milling waste as mine fill. Such fill can be: treated mill tailing, cemented or uncemented; development muck, treated or untreated, cemented or uncemented; andsome combination of these materials, or surface sands/gravels. Treatments involved may be both physical (optimisation of particle size gradings) and chemical (neutralision of potentially harmful milling chemicals).Potential benefits include a reduction in: back stress; vein closure; alternate ground support requirements; mining dilution; potential for surface subsidence; and extent of surface disposal of mining/milling waste, resulting in reduced environmental impact. Considering the usually small production tonnages involved, preparation and placement of a highly applicable fill material can be economically accommodated.Emphasis is placed on steeply dipping orebodies being mined overhand, although practice in the much less steeply dipping RSA gold/platinum-type orebody is also considered.CITATION:Thomas, E G, 2012. In the economic evaluation of any Australian mining project, changes in taxation can significantly affect viability. Australian tax laws, particularly in the period since early 1973, have undergone many changes which have led to shifts in the profitability of mining companies. This paper examines the sensitivity of a selected, broadly based sample of Australian mining companies to the changes that have occurred, or are reasonably likely to occur, in taxation legislation. In the past, tax systems have been altered for a variety of reasons, such as 1. reduction'in the impact of inflation 2. neutralization of incidence between different sections of the economy 3. as an incentive to encourage expansion and growth in a particular industry or area, and 4. increase in the real "take" of government. In this paper, conventional rate of return analyses are applied in a study of how profitability is affected under various taxation systems.

Mechanical models are established in accordance with the degree of mining on both sides of the coal pillar, and formulae were derived which calculated the superposition stress distribution and the width of the plastic region. The stability of the coal pillar was analysed and a reasonable size of coal pillar determined, in accordance with the elastic region rate. Further practical examples for the stability of the coal pillar are calculated and simulated.

The Koongarra uranium deposit was discovered in August 1970 by Noranda Australia Limited. Denison Mines Limited acquired the rights of ownership in October 1980 and has continued the 'struggle' to bring the proposed mine, containing approximately 13 300 tonnes of U308 of Indicated ore and having a value of $1 billion (1984 dollars), into operation. During the 14 years that have passed, the owners have found it necessary to deal with numerous Federal, State and Territory government departments, aboriginal representatives, handle thousands of communications, attend and convene countless meetings and spend millions of dollars. The mechanism of flotation of potash ores with long chain primary amines has been assessed. Since at high electrolyte concentration in saturated brine the electrical double layers of the interacting particles and bubbles are entirely compressed, the induction time measurements confirmed the elimination of kinetic factors associated with the energy barriers opposing particle-to-bubble attachment under such conditions as could be expected. The lack of the kinetic hindrance resulted in the correlation found between the contact angles on the KCl surfaces and the sylvite flotation measured under the same physico-chemical conditions. The iep values and acid numbers obtained for various Esso oils tested as extenders in the flotation of coarse potash ore fractions confirmed the base oils with high content of nitrogen-bearing compounds to be good extender oils. The performance of such oils could further be improved by dissolving in them a small amount of long-chain aliphatic amine.

A company tax rate based on profitability return, or as more commonly expressed, a resource rent taxation scheme has been intro- duced at various stages in the past by both Australian state and commonwealth governments. At present a number of overseas countries are applying this form of legislation to the taxing of sections of their mining industries. Within this study, ways in which this type of tax has been used are examined. The form in which the tax can be applied varies. 1. It can be selectively or universally applied. 2. The base on which economic return is calculated can be selected in a number of ways. 3. It can start operating only when high profit levels exist, or alternatively be the basis of a total taxation scheme. The implication for the Australian mining industry of the introduction of different types of resource rent taxation schemes is assessed within the context of previously enacted systems.

The lateral and vertical distributions of gold and a wide range of other elements in the regolith, close to Au and Cu mineralisation have been investigated at Goonumbla, NSW. Open cut mining has exposed deeply weathered profiles which have been used for this investigation. Determination of secondary mineralogy and micromorphology of profiles have facilitated the broad interpretation of processes that determine element mobility and dispersion from primary mineralisation as a result of weathering. This in turn has led to better interpretation of geochemical data and enhanced understanding and knowledge of regolith geochemical processes which are invaluable in the formulation of improved exploration Procedures.

The convergence of communication technologies in the office/surface environment has been identified by the mining industry as a means to achieve their long-standing goal. In particular use of Internet Protocol (IP) systems are seen as proving a basis for a mineÆs communication infrastructure. This paper presents the development philosophy and work undertaken by Inco Limited in Canada, as well as the implications of this on suppliers to enable the technology to be mine worthy and readily available.

Having successfully applied computer techniques to open pit mining applications, many software developers are now using their skills to tackle the much harder areas of underground mine design, planning and production.Dramatic improvements in the performance to price ratio of hardware (including high resolution graphics screens), a better understanding of the techniques of surface and solids modelling (and their subsequent display), moves towards standard user interfaces and advanced concepts of representing grade distribution in the ore body have all contributed to the recent increase in underground mining software activity.This paper details the general requirements of a workable underground mining software system, providing a minimum checklist of desirable features and emphasises the importance of ease of use, flexibility and intuitive feel. Some relevant trends in hardware, software and application techniques are highlighted and comments made on areas which require further development or are only available in a small number of packages.Finally, a comment is made on the role of computer models to provide a unifying medium for tying together all aspects of underground design, planning and production.

In conjunction with Charles Copeman, we have arranged the presentation of a paper by Charles with a support paper by myself presenting alternatives to currentaccepted legal concepts involving the ownership of minerals by the Crown and the absence of ownership in any minerals or entitlement to benefit therefrom by the owner of the land on or under which the minerals occur.2. The current situation has its historical route in the concept of gold and silver being royal metals and belonging wherever situated in the Kingdom to the King and it is submitted it can be'seen as being archaic in nature perhaps even feudal and perhaps worthy in this day and age of reconsideration.Our purpose in these papers is to present an alternative view supported by argument challenging the present system and hopefully, creating room for comment and interchange amongst those involved in the industry. My solutions are not Charles Copeman's solutions and vice-versa. However, we do share a common belief that the present system may not be the best system.

Mine dewatering has long been a problem with mines and some of the shallowest mines have the biggest problems. Machinery was developed by the ancients for raising water by rope buckets with treadmills or by horse whim. From the 1700's on into the early part of this century, massive cornish pumps or equivalent were the vogue powered by steam. One Australian mine pumping system was claimed to be the largest in the world just after the turn of the century. It was installed at Beaconsfield in Tasmania and the mine, like so many other mines of the period, were beaten by problems and cost associated with mine dewatering. The owners of that mine are looking at the feasibility of dewatering using surface drilled wells. Much simpler and smaller pumps are the order now and it is feasible to use boreholes instead of shafts to contain the pumps or else to use the holes to convey discharge waters to the surface from pumps located in drives or stopes.

The ER&S Company operates a copper sinter plant, blast furnace and converter smelting complex at Port Kembla. Eighty percent of the smelter feed is dirty copper concentrates that contain some lead and zinc. The remaining twenty percent of the smelter feed is copper bearing secondary materials, some of which contain lead, zinc and tin. A predominately lead/zinc fume is produced during the smelting and converting of this feed mix. The composition and tonnage of fume produced at Port Kembla has varied over the years as the smelter feed sources have changed. The economic processing of the fume has always been dependent on the value of the metals contained in the fume and on the fume composition. Both pyrometallurgical and hydrometallurgical methods have been used to treat the fume for the recovery of some or all of the following metals - lead, zinc, tin, copper, cadmium, silver and bismuth. A detailed description of the treatment methods that have been investigated and used to process ER&S fume is given.

The increasing market requirements regarding the quality of products, the enhanced predictability from detailed mine planning, the need for process consolidation and upgrading require continuous investigation on the characteristics of different ore types to be concentrated. This paper addresses the mineralogical and technological characterisation of several itabirite iron ore types and the influence of the composition and mineralogical associations on desliming and flotation. Pellet feed quality and the influence on the major performance indicators, such as weight recovery of slimes, selectivity index, metallurgical recovery, flotation kinetics of iron minerals and gangue is also emphasised. The investigation resulted in a classification of iron ores according to their mineralogical composition, morphology of the crystals, and/or texture and microstructure of mineral particles with respect to desliming and flotation performances.

The authors have undertaken many independent mine optimisation and operational improvement projects at Australian and international mining operations over the past decade. This work has provided an understanding of the underlying practices responsible for the good long-term performance of some operations, and the failure of others to achieve their objectives. Good long-term performance, and value creation can be achieved through a logical and rigorous process of identifying the optimal mine plan (æThe PlanÆ) that delivers the corporate goals, establishing appropriate performance measures that are aligned with these goals, and ongoing monitoring of compliance with the established targets to ensure the operation reliably achieves The Plan. A number of practical methods have been developed and implemented to assist mining operations deliver their corporate goals. This paper outlines some of these methods, providing some fundamental guidelines that will assist in the establishment, and reliable achievement of The Plan that delivers the corporate goals.
