CABS - Costs and Budget System - is being developed to provide more appropriate tools to assist cost control. The most important of these tools is responsibility accounting, that is to ensure the respons- ibility for costs and budgets is placed at the lowest possible managerial level in the Company. The system design and computer techniques utilized include the use of on-line facilities for enquiry purposes plus entry and validation of data. Data base management is used to permit the complex relationships that exist between data in CABS to be defined and maintained. The system must be flexible in order to cater for organisational and other maintenance changes with minimum time delays. The major outputs of the system are reports produced in several cost dissections, by responsibility, by products by cost collection group and type of expense. A significant role in CABS has been played by users. This includes development, control and review of the system proposals in order to ensure that the objectives and requirements from all sections in the Company are met. This role has included Project Leader for the system plus a committee formed to provide formal acceptance of the system Design.

The base metal industry mines and processes hundreds of million tonnes of ore per annum to produce saleable products and large tonnages of waste by-products such as tailings. These ores usually contain less than 1 wt per cent of toxic elements (As, Sb, Bi, Cd, Se, Te, Hg, etc), which are subsequently treated with the other components in the ore during the production of concentrate through to saleable metal products. The deportments of minor elements across the various unit operations of a process flow sheet do not normally receive the attention that the major elements receive. However, these minor elements can have a major influence on the quality of the products as well as an economic and environmental impact. Therefore, a high degree of control over their deportments is a key step in reducing their dispersion in the biosphere. Ongoing work at CSIRO has been examining minor element deportments across unit processes used for smelting and refining and the options for early removal of minor elements, as well as methods for safe disposal of some toxic elements. This paper provides an overview of the R&D activities undertaken at CSIRO to develop tools and methodologies for improved management of minor elements during the processing of sulfide ores.

The design of a coal preparation plant using bore core data cannot be discussed without some reference to the wider considerations of design. A thorough knowledge of coal preparation processes and processors as well as ancillary equipment is essential if the coal properties determined from bore cores, are to be fully utilised. Whilst generalised information of processes is available from a wide range of publications and equipment suppliers for the intending plant designer, local operational experience must be taken into account where there are similarities. However it would be wrong to assume that satisfactory plant design can be achieved merely be repeating previous design parameters. A detailed examination of bore cores used in conjunction with well proven design 'criteria will identify important differences in design parameters without which efficient and economic plant/sectional sizing cannot be achieved.

This paper describes a more generalised or generic approach for the mine ventilation network problem. More specifically, it defines the network variables in a manner that establishes the network problem in a nonlinear programming format. Assigned to each branch are three variables: air quantity, regulator pressure loss and fan pressure. Each variable is imposed with lower and upper bounds. Based on these, the generalised network problem for a mine ventilation network with B branches is presented as a system of B independent network equations in 3B unknowns (variables) with variable bound restrictions, and it is classified as a nonlinear optimisation. A nonlinear programming model has been developed for this generalised network optimisation problem. The model is formulated and transformed into a standard equality-constrained nonlinear programming form with given variable bounds. Then, MINaS (Modular In-core for Nonlinear Optimisation System) is used to obtain solutions. Examples are given to illustrate this nonlinear programming approach to the mine ventilation optimisation problem.

In preparation of this Paper, the emphasis has been laid on the commercial rather than on the technical and scientific aspects of coal evaluation. It is intended to describe and comment on the principal factors which currently determine the selection and procurement of coking coal for the steel industry, and is not based on the results of any original research by the author. Evaluation of different coals for strictly thermal uses, for gas production or other chemical applications has not been attempted, and comparisons of coal with other fuels have been excluded: the paper is concerned only with coals for the production of blast furnace coke. The discussion is strongly related to, and illustrated by, British, and to some extent, other Western European practice, but it is hoped that the general conclusions may have a wider application.

The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) was formed in 1994 to promote development and adoption of international standards for estimation and reporting of exploration results, mineral resources and mineral reserves. The CRIRSCO standards have been accepted by most mining companies and professional societies worldwide. Market regulators from Australia, South Africa and Canada require that these standards be followed when releasing public information. Among these requirements is the use of specific definitions for what constitutes exploration results, mineral resources and mineral reserves. If such information is publicly disclosed in must be estimated by a Competent or Qualified Person. In the United States of America, public disclosures are regulated by the US Securities and Exchange Commission. The SEC does not recognise the CRIRSCO guidelines, and some of the SEC requirements for public release of information are materially different from those applicable in other countries. The CRIRSCO definitions and the Competent Person requirements are reviewed and compared with those of the SEC. The organisation of the SEC and its rule making process are briefly discussed. Ongoing efforts to bring the US regulatory requirements closer to those applicable in other countries are presented, as well as other activities that CRIRSCO is entertaining with the United Nations, the International Accounting Standard Board and other international organisations to reach the objective of worldwide standardisation of reporting procedures.

A mine planning system comprises all elements necessary to carry out the full range of mine planning activities from exploration to operations control. The application of computers as part of a mine planning system has great potential for increasing the efficiency and quality of mine planning and reducing its cost. The introduction of computers to mine planning in open cut coal mines has been hindered by the cost of processing the large databases associated with large coal deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/ mini-computers until recently have not had the capacity to store the volume of data or the processing capability required. Recent hardware developments have cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with open cut coal mine planning, incorporating them into a single system using a common database. The MINEMAP System is a hardware and software package tailored specifically for mine planning of open cut coal mines and is an example of such a system.

The Government Mining Engineer of South Africa has decided to legislate that Self Contained Self Rescuers (S.C.S.R.) become a mandatory piece of equipment for all those persons proceeding underground. It is envisaged that: * employees in underground coal mines will be fully equipped with S.C.S.R.s during 1988; * those persons employed in gold mines during 1988/89; and * personnel in all other mines by the end of 1990. It is the intention of this paper to discuss the introduction of these auxiliary life support systems, and to give an update on current market developments.

The use of gravity concentration is, and has always been, the conventional primary method for gold recovery from alluvial deposits. The development of high capacity cone concentrators and metallurgically efficient wash-waterless spiral separators has had some impact in the technology for alluvial gold processing, but perhaps more significantly has led to the relatively recent use of this gravity concentration technology in grinding circuits of hard rock ore for "coarse" gold removal and for scavenging gold locked in sulphides from cyanidation tailings streams.Gravity concentration systems are relatively low-cost, non-polluting and energy efficient; and their judicial use in gold treatment plants can significantly reduce overall capital and operating costs.The application of modern gravity concentration technology to hard-rock and alluvial gold ore treatment is discussed. Flowsheets and test and operating data from a number of gold processing operations incorporating gravity concentration treatment are presented.

The use of oxygen in the Mount Percy cyanidation circuit was investigated, with the aim of improving recovery. Preliminary batch and plant testwork justified a plant trial, and it was demonstrated that the use of oxygen reduced gold leachable from plant tailings by 12 per cent, and was economically viable. Oxygen is now in permanent use. Other benefits of oxygen in leaching were not proven. There were no savings on compressed air costs and no measurable reduction in cyanide consumption, although HCN levels in the atmosphere above the tanks declined. The possibility exists that more efficient use of compressed air for tank aeration could have achieved similar recovery gains.

Alkalis in the blast furnace are removed mainly by the slag, Alkali removal by the slag was studied as a rate process of alkali vapor- ization from the slag flowing through the dropping zone in the blast furnace. The vapor-, ization rate of I:20 from CaO-Si02-A1203 IZ20 slag was- measured under various experimental conditions. An empirical formula for the vaporization rate was obtained as a function of slag basicity, temperature and surface area per unit mass of slag. A simulation model of IC20 vaporization in the dropping zone was evaluated using the rate equation when the true velocity and surface area of the slag was de- termined from a flow dynamic model of counter- current gas-liquid flow through packed beds. The influence of the dynamic conditions of flow, as well as the slag basicity and temperature, on alkali removal by the slag was estimated.

In this paper, the use of topology preserving projections (Sammon maps) and neural networks are considered as a basis for the construction of multivariate statistical process control charts for a semi-autogenous grinding circuit on a gold plant. Comminution circuits are often operated in a quasi-steady state mode, where the mills tend to move rapidly from one state to another. This makes them difficult to monitor by conventional means designed for continuous steady state processes. As a first step, process data reflecting normal operating conditions are mapped with SammonÆs algorithm. Only one feature is extracted at a time and each mapping is captured by a neural network model to allow online application. Reverse neural network models are used to reconstruct the data prior to the extraction of subsequent features from the data residuals. The ensemble of neural network models can then be used for both fault detection and identification. The approach compared favourable with both linear and non-linear principal component models. It was able to detect two simulated fault conditions both with a reliability of 100 per cent, as opposed to 57.8 per cent and 95.2 per cent detected by an approach based on the use of linear principal component analysis and 84.1 per cent and 98.0 per cent detected by an approach based on non-linear principal components extracted with auto-associative neural networks.

The Suurikuusikko gold deposit was discovered in 1987 in western Finnish Lapland, 54 km NNE from the town centre of KittilS in the volcanic belt of Central Lapland. It is hosted by tholeiitic basalts in a graphite-bearing albitite breccia. The ore is located in subvertical shear zones characterised by strong albitisation, carbonatisation and sulfidisation. The ore minerals consist of arsenopyrite, pyrite, chalcopyrite, sphalerite, tetrahedrite, bournonite and rutile. Small amounts of pyrrhotite, gersdorffite, jamesonite, bornite, gudmundite, tetrahedrite, stibnite, kermesite, berthierite and native Sb are also present. Gold occurs as invisible and as 1 - 2 ¦m size inclusions in arsenopyrite and pyrite, on their grain boundaries and in fractures. The average amount of gold leached by cyanide is 2.93 per cent. The æinvisibleÆ gold contents were studied in pyrite and arsenopyrite by electron microprobe analysis (EPMA) and secondary ion mass spectrometry (SIMS) at CANMET/ MTL. Gold element distribution images show zoned patterns both in pyrite and arsenopyrite. SIMS analyses range from 343 to 55 ppm Au in arsenopyrite and from 217 ppm down to 0.32 ppm (detection limit 478 ppb) Au in pyrite. EPMA results range from 939 to below the detection limit 24 ppm Au in arsenopyrite and from 267 ppm to below 22 ppm Au in pyrite. Recovery of the refractory gold ore was studied using grinding, flotation, bio-oxidation and cyanidation tests. A sulfide bulk concentrate containing 40 ppm Au was obtained by flotation at 90 per cent recovery (As content 5.5 per cent, S content 22 per cent, and mass recovery 15 per cent). The grinding fineness in flotation was P80 -100 to 120 ¦m. At the original fineness the cyanidation recovery from the concentrate was lower than ten per cent, after ultra-fine grinding P80 -10 to 2 ¦m the Au recovery was less than 17 per cent. After bio- oxidation, Au recovery of 95 per cent was obtained in carbon-in-leach (CIL). The bio-oxidation time was two weeks in laboratory test, but after regrinding the oxidation rate was faster and recovery of Au higher. However, the selected method for the mining to be started in summer 2008 is open pit mining and mineral processing methods sulfide flotation and pressure oxidation in an autoclave. The ore reserves were estimated 31 December 2007 as: Probable 18.2 Mt with 5.1 g/t Au, Indicated 5.4 Mt with 3.0 g/t Au and Inferred 10.8 Mt with 3.4 g/t Au. The production capacity will be 3000 t/day.

The State Electricity Commission of Victoria (SECV) has been con- tinuously involved in the extraction of brown coal from open cut mines in Victoria's Latrobe Valley for over 60 years, but have not completed a major mine. Detailed consideration for rehabilitation at this stage has only been able to be given to overburden disposal areas. Increasing interest in rehabilitation in the 1980's led the SECV to review its existing policies and practices and to embark in 1985 on a public consultation process to establish an agreed and accepted policy. This was extended in 1986 to the consultation process for the rehabilitation planning for the Mor- well Open Cut External Overburden Dump. This paper covers the con- sultative process developed and the lessons learned by the participants.

The Deep Mill Level Zone (DMLZ) skarn Cu-Au deposit is the deepest explored part of the Ertsberg East Skarn System extending from the surface at 4200 m elevation to the DMLZ at 2900 to 2600 m. The DMLZ is hosted in an upper Cretaceous to lower Tertiary siliciclastic and carbonate succession adjacent to the 3 Ma Ertsberg pluton. Much of the DMLZ ore is hosted by mixed assemblages of siliciclastic and dolomitised carbonate strata that have been altered to Mg-rich skarn assemblages. Unaltered equivalent strata from a 300 m cored interval in the Yellow Valley Syncline were characterised petrographically and representative samples were analysed for major element compositions. These stratigraphic and chemical units are interpreted to be responsible for the varying skarn lithologies within the DMLZ. The dominant prograde skarn assemblages are controlled by protolith composition, notably the relative abundance of quartz, dolomite, and calcite within the protolith. Models based on isochemical metamorphism of mixed assemblages of quartz and dolomite suggest that the formation of the forsterite-diopside dominant skarn assemblages resulted in the greatest amount of pore space increase. DMLZ Cu-Au concentrations were locally controlled by host lithology, with structural features providing fluid pathways that focused the mineralising fluids. Fragmentation control is perhaps the most critical aspect of quarrying operations, potentially impacting on the costs of all down stream processes, and sometimes even on the economic viability of an operation. The focal points of studies to control fragmentation are generally the pattern of blastholes, the accuracy of drilling, and the most appropriate powder factor. Recent studies suggest that the performance, and consistency of performance, of explosive detonation in the blastholes may also be a significant factor impacting on blast performance in hard rock quarries. This paper presents the results of studies of bulk emulsion and watergel explosive performance, using blasthole velocity of detonation measurements, and its impact on fragmentation. Field studies show a strong correlation between blasthole VoD and blast fragmentation. Another aspect of explosive performance impacting on ease of excavation of blasted rock is muckpile displacement, from which estimates of effective heave energy have been made for different bulk slurry (emulsion and watergel) products.

IT is generally accepted that for transport of coal underground from different collecting stations, the system of endless rope haulage with remote control is not only one of the safest and most economIcal, but is also one of the most'efficlent in dealing with output.When the coal measures lie in regular planes, the work of laying down such a haulage presents no difficulties. When, however, the dip of the measures is Irregular, or dislocated by faulting, the management is faced with the problem of constructing vertical curves of such a radius that the sag of the rope will correspond with the road bed, and thus obviate the danger of the rope rising and throwing the skips off the track.The direction of the main roads for haulage purposes being ascertained from the plan of the royalty to be worked, the faults or dislocations in the seam are determined for these roads with the greatest possible accuracy by means of bore holes from the surface.From the data thus obtained the haulage road can generally be so graded that the rope will keep on the floor during haulage operations, although the grades may in places be synclinal.The writer confesses that he knows of no accurate formula for calculating the sag of the rope under varying tensions and so determining the safe radius of the curve, and he had to depend upon past experiences under somewhat sImilar conditions.The accompanying sections illustrate a case where the writer has recently installed an endless rope underground approximately 5000 ft. in length, from the foot of a tunnel in which an endless rope delivers the output to the screening plant, and having to negotiate, first a 400-ft. downthrow fault, and later a 32 ft. upthrow.

AIR-LOCK AT No. 14 SHAFT.Some time ago it became desirable to raise and lower the McBride tunnel men to save them walking the inclined tunnel, about a mile in length, with a dip of nearly 600 ft., and a maximum gradient of 1 in 4. The main Upcast shaft, No. 14, was, therefore, equipped for winding the men. As this shaft was the main ventilating shaft for the McBride tunnel mine, it was necessary to take the greatest precautions against leakage of air. The writer therefore devised the concrete structure shown in Plate 1.The structure, as shown, surrounds the shaft inside the poppet legs. As the men are wound on double-decked cages (twelve men to each deck) provision is made at both top and bottom for the two decks to be loaded and emptied simultaneously. The doorsover the sky shaft, shown in the drawing, have been cut out and the sky shaft has been close-timbered with a double layer of T. and G. flooring boards, with building paper between, nearly up to the thimble frame, a small hole only being left for the winding rope topass through. The space between the ramps is glazed with plate glass to allow the winding-engine driver a good view of the pit top.The men are wound from two levels, 302 ft. and 611 ft.2. An improved method of sample recovery for use with rotary percussion drilling has been developed. Cuttings can be recovered continuously from either dry or wet drilling, and the recovery under dry conditions is seldom below 99% of the cuttings brought to the surface by the rig. The system is designed for use with top drive drilling rigs using flush-jointed drill rods. The key feature of the system is a self-aligning mechanical seal around the drill rods. The sealing unit is removably fixed to a collar section of cas ing. the cuttings are recovered in a plastic bag attached to the bottom outlet of a cyclone. A valve at the bottom of the cyclone permits the cuttings representing various depths to I,e recovered separately for examination eind 0(iclysis.
