This paper considers three aspects of cemented fill practice and research in Mount Isa. Firstly, an account is given of the use of Portland cemented hydraulic fill both in MICAF sills and in recovery of major horizontal pillars in the 650 copper orebody, where, during mining, cemented fill has regularly been exposed on unsupported vertical faces up to 90 ft high. In the paper the main considerations are the role and specifications of the fill used but also included is a brief description of fill preparation and placement.Data resulting from a Portland cemented hydraulic fill sampling, curing and testing campaign covering about 18 months of operating practice are presented, analysed, and discussed. These yield information indicating the mode of operation of a fully-automated fill preparation station, as well as a means of comparing field and laboratory strength results. A technique with potential for use as a fill quality control without actual strength testing is also described. The data collected showed that the fill station can operate within tolerances set on product quality, that laboratory and field strength results are comparable, and that rapidly obtained fillsample properties such as moisture content and void ratio can be related to cement content and strength, and hence used for quality control.Results of a fill research programme conducted by the author in Mount Isa since early 1968 are presented involving Portland cemented hydraulic fill and alternative, cheaper additives for cementing hydraulic fill. The most significant alternative to Portland cement is quenched and ground copper reverberatory furnace slag, whIch behaves as a pozzolan, reacting strongly with any available lime to produce cementitious hydrated calcium silicates and allowing Portland cement reductions of at least 50 per cent without strength loss.

I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

The Amacan Copper Project was constructed in the Philippines by a Finnish-Filipino Consortium during the years 1979 - 1982. The project involved a turnkey contract for a mine and a concentrator to process 25 000 tonne per day of porphy- ritic copper ore at a grade of 0.45% Cu. The orebody is located on Mindanao, the southernmost island of the Philippines, in rugged, mountainous terrain approximately 1 000 m above sea level. The adopted design principle was based on an efficient, straightforward installation utilising a minimum number of items of equipment each with high unit capacities. The consortium faced many problems which resulted in lengthy delays in construction and finally led to the client taking over responsibility for the completion of the project. The concentrator was successfully commissioned in July 1982.

When ore is being selected from a regularised block model, a common procedure is to accept as ore any block whose iron content exceeds a cut-off value, and whose content in each contaminant analyte is below an appropriate cut-off value. This method defines a quadrant within the multidimensional analyte space, such that any block lying within the quadrant is accepted as ore and any block lying outside the quadrant is rejected as waste. The cut-off levels can be adjusted to maximise ore tonnage at a target grade (or analyte vector). When the method is applied to a project comprising multiple pits with systematically differing grades, it is found that ore tonnage at target grade is maximised if different cut-off quadrants are used for the different pits. This is apparently illogical, because it implies that an ore block from one pit may be accepted as ore, but an identical block from another pit is rejected as waste, even when ore from both pits is to be blended into the same product and there are no production cost differences between the pits. The paradox is an example of the ætheory of the second bestÆ: if there are multiple conditions for optimality and one condition is broken, then obeying the other conditions may not be the best policy. The problem lies with the quadrant cut-off method, which is shown to be inconsistent even for selecting ore from a single pit. A criterion that is inconsistent cannot be optimal. It is shown that a linear composite cut-off function provides maximum ore tonnage, and that a single composite cut-off criterion is consistent and optimal over multiple pits. Further, it is shown that a composite cut-off function not only maximises ore tonnage at a specified composition, but also can be used to select ore so as to maximise project value, if marginal costs and values are available.CITATION:Everett, J E, 2013. The amount of copper production by flash smelting process occupies about 17% (equivalent to 1.4 million t/year) of total free world production. In Japan, 650,000 tons of copper is produced annually by flash smelting. This is 65% of the gross copper production of Japan. To reinforce pollution control, promote energy saving, and enhance production efficiency by increasing the size of furnaces, conventional blast furnaces and reverberatory furnaces are being replaced with the flash smelters worldwide. The Ashio Smelter started copper production in 1884 and developed in association with the Ashio mine. In those days, the Ashio smelter produced copper by using the blast furnace process designed for the high-grade ore from the copper mine. At that time, this process was specialized in Japan. In 1956, for the first time in Japan, the Ashio Smelter introduced the flash smelting process developed by Outokumpu Oy of Finland (it is suitable for treating the copper concentrate, producing sulfuric acid and improving production efficiency). The flash furnace in Ashio, the first ever in Japan, had a capacity of 230 t/day for copper concentrate and was operated up to 1962. During this period, various operational troubles were solved, and further improvements were made; and, in 1962, a Furukawa-type flash smelting furnace was completed in Ashio. This improved version of a flash furnace had a capacity of 450 t/day. There was one flash furnace and one waste heat boiler, which were arranged in a unique pattern for that time. This furnace may be said to be the prototype of the present flash smelting process in the world.

A brief descri;tioki is given of nuclear power reactors and their fuels. These fuels are made from a variety of uranium compounds such as uranium dioxide, and uranium carbide as well as uranium metal and its alloys. The various processes used to produce some of these compounds from yellow cake are outlined. Using the natural uranium, heavy water reactor by way of illustration, fabrication of fuel elements is dis- cussed and the characteristics of U02 powder required for this partic- ular fabrication are indicated. The flowsheets and equipment presently in use overseas for production of this type of U02 powder are described. Possible areas where improvements might be made to this conventional process are enumerated and some details are then given of the programme of work which has commenced at the A.A.E.C. Research Establishment to gain experience in the general field of nuclear grade UO20

The Carajßs Province presents several volcano-sedimentary sequences that comprise the Itacai·nas Supergroup. The rocks represent bimodal volcanism, and clastic and chemical sedimentation in relatively unstable basins subject to recurrent structural events with subsidence and volcanism. The Grpo Parß Group represents one of these sequences with mafic volcanic rocks that enclose discontinuous jaspilite lenses, with development of large high-grade orebodies (Fe >65 per cent). This unit is named the Carajßs Formation and presents peculiar characteristics compared to other iron districts in the world, thereby departing from the classic Lake Superior or Algoma iron formation types. Owing to the dense vegetation, lack of outcrops and harsh landscape, the structural analysis of the district can only be accomplished by combination of regional field work, detailed structural work on the open pits, and remotely sensed image interpretation, in this case Landsat ETM7, JERS-1 images and the SRTM digital terrane model. The regional trend of the several sequences of the area is approximately N-S and the structure is dominated by a flattened flexural fold system with axes moderately dipping WNW, intersected by several strike-slip faults subparallel to their axial plane. The Serra dos Carajßs represents an s-shaped synform-antiform pair, herein named the Carajßs Fold. This regional structure is partially disrupted by the Carajßs Shear Zone that divides it in the northern (Serra Norte) and the southern (Serra Sul) Ranges and also probably prepared the terrane with the development of pathways for mineralising hydrothermal fluids forming large high-grade massive iron bodies. Syntectonic granitic bodies played an important role in the structural evolution of the area as well. They caused localised ductile flattening deformation and thermal contact metamorphism in surrounding terranes. The Estrela pluton, for instance, was responsible for the discontinuity of the regional trend between the Serras do Rabo and Leste. The Carajßs Province is regionally the upper crustal product of a very shallowly eroded dome-and-keel geometry of Neo-Archaean volcano- sedimentary units intruded by syntectonic calc-alkaline intrusives and overlying pre-existing infracrustal rocks. The lithostructural data suggest continental-margin back-arc basin development and closure in an oblique collision belt, with N-S shallow crustal shortening, parallel to the inferred pre-existing strike of the stratigraphy.

The Palaeo- to Mesoproterozoic McArthur Basin contains a thick (-10 km) intracratonic platform cover sequence of unmetamorphosed and relatively undeformed sedimentary and volcanic rocks (Pietsch et al, 1991). It covers an area exceeding 180 000 km2 of the North Australian Craton (Figure 1), overlying segments of the older deformed basement and transitional igneous units. Volcanism in the basin (including transitional domain) followed a four-phase pattern. These phases are geologically distinct and widely distributed, and are also recognised beyond the McArthur Basin in many similar-aged tectonic provinces in northern Australia. The four phases are described briefly below. Regional and structural nomenclature used refers to Figure 1. A stratigraphic correlation diagram is presented in Figure 2.

The estimation of the grinding mill charge weight is vital to ensure its efficient performance. Mill underloading or overloading can cause losses through decreased production or unplanned down time. Metso Minerals Process Technology Asia Pacific and South America (MMPT) has developed two systems for measuring mill load. The first is an acoustic system (SmartEarÖ) and the second is an online model-based charge estimation system. The aim of both systems is to facilitate better operation of grinding mills. SmartEarÖ performs analysis on an audio signal from the mill and allows each different frequency component to be viewed, analysed and used in process control for load estimation. By isolating different frequencies, SmartEarÖ can give an estimate of mill load. The online dynamic mill model uses measurable mill parameters (such as power) to predict the current total load. Kalman filtering can also be utilised to further increase the accuracy of the model. Both of MetsoÆs systems have been installed at BHP BillitonÆs Cannington mine to measure the load within their autogenous (AG) mill. In this paper, the methods of mill load estimation are reviewed and compared to the bearing pressure reading, which is the current method used by Cannington to control mill load. The redundant estimates of mill load provide increased confidence and consequently more robust grinding operation under a wide range of conditions.

Although significant advances have been made in understanding the mechanics of pit slopes, numerical modelling hasnÆt significantly impacted on the reliability of the design process. It is well known that legacy modelling approaches donÆt simulate large slopes well. In recent times, the emergence of very large finite element (FE) models with more than ten million degrees of freedom and the ability to simulate a large number of discrete structures, has allowed a step change in the simulation precision for slopes. The model size allows global and local effects to be realistically simulated in one model for the first time and the process can be better integrated into normal open pit slope engineering processes. Some examples of simulation of very large open pits are shown that demonstrate the challenges and some recent advances in modelling large slope behaviour. Significant limitations in the current measurement and observation regimes of open pits have been identified.

The Honeymoon Uranium Project comprises the Honeymoon Deposit,Goulds Dam Deposit and Yarramba Prospect in the Southern Lake Fromeregion, South Australia. Both the Yarramba Prospect and HoneymoonDeposit (which includes Honeymoon and East Kalkaroo orebodies) arelocated in the Yarramba Palaeovalley. The Goulds Dam Deposit is about75 km north west of Honeymoon, in the Billeroo Palaeovalley. Exploration for sediment-hosted uranium began in the area in the late1960s, culminating in the discovery of Honeymoon and Goulds Dam inthe early 1970s. In 1982, a 25 L/s demonstration plant was built atHoneymoon to confirm suitability for in situ leaching. The project was put on hold in 1983 due to changes in government policy. Southern Cross Resources Australia Pty Ltd acquired the project in mid 1997. Roll-front deposits form from a migrating geochemical cell, anadvancing reduction-oxidation interface between oxygenateduranium-bearing groundwater and its reduced aquifer host. The source of metal is uranium-anomalous granites, which were eroded fromsurrounding ranges. The weathered granites and resultant sediments are stripped of uranium by oxidised groundwaters, to form solutions carrying uranyl carbonate complexes. The solutions percolate down-slope through permeable sand zones until contacting a reduced environment where uranium precipitates. Uranium mineralisation occurs interstitially between and as thin coatings on sand grains, usually in the form of uraninite or coffinite. The palaeovalleys (previously termed palaeochannels) are incised intounderlying Cambrian/Precambrian basement rocks and filled withsemi-consolidated, largely un-cemented, Tertiary sediments of the Eyre Formation. The late Palaeocene to middle Eocene Eyre Formation is the basal unit of the Tertiary succession in the Callabonna Sub-basin of the Lake Eyre Basin. Further to the north, the Lake Eyre Basin overlies the Jurassic-Cretaceous Eromanga Basin, which comprises much of the Great Australian Basin. Eyre Formation sediments are in turn overlain by the late Tertiary Namba Formation and terrestrial Quaternary units. At Honeymoon, the Eyre Formation includes immature, pyritic,carbonaceous sands and gravels interbedded with lignite andkaolinite-illite-montmorillonite clays. It was deposited by braidedstreams during epeirogenic uplift of the Olary Ranges, accompanied bysubsidence of the Lake Eyre Basin. The Eyre Formation comprises aconsistent stratigraphy of interbedded sand and clay units that arecontinuous over the Honeymoon Deposit but with local variationindicating some hydrological connection between aquifers.In the Honeymoon orebody, uranium occurs within coarse-grained,pyritic sands where the basal sand pinches out between overlyingcarbonaceous clay and the southern palaeovalley slope. Its characteristics are typical of the well-developed, planar limb of a roll-front uranium deposit. Zonal changes related to the reduction-oxidation interfaces across the deposit are readily observable. The orebody extends for nearly 1000 m along the valley margin, is 400 m wide at its maximum and averages about 6 m in thickness. The East Kalkaroo orebody also lies near the southern margin of theYarramba Palaeovalley. It extends discontinuously for approximately 3.5 km and averages 200 m width, with significant uranium present in the Middle as well as the Basal Member. The Billeroo Palaeovalley extends northward for 40 km sub-parallel tothe western side of the Benagerie Ridge, is up to 5 km wide and hasgently dipping banks. Eyre Formation within the palaeovalley isconcealed beneath 90 m of Quaternary and Namba cover, isapproximately 40 m thick, and is sub-divided into three upward-finingunits, which are remarkably similar to the Yarramba Palaeovalleysequence.

A field investigation by making use of the seismic method has been carried out in order to comprehend the mechanism of rockburst and gas outburst and their predictive measures. The seismometers were so arranged both on the surface and underground as to enclose a mining panel. Seismic signals detected by the array were recorded and processed by the 32-kwords computer system. At present the system is available for analysing the source location and Richter's scale of each event and for visualizing the distribution of seismic foci and released energy at any mining stage. The magnitude distribution of events can be regarded as a comparable index of the seismic activities among mining panels. An analysis of the spatial density distribution of seismic energy in the mining panel can be useful to distinguish a highly stressed zone from stress released areas. The energy released curve or the rate of energy release determined from seismic data is also a good indication of the seismicity.

Cobalt is principally produced by hydrometallurgical means from the copper-cobalt ores of Zambia and Zaire. In addition cobalt is commonly found in minor quantities in association with nickel and copper-nickel orebodies. Generally the level of cobalt common to these latter orebodies does not warrant separate processing unless the metal price reaches levels last achieved in 1979 and 1980. For pyrometallurgical processing the distribution of cobalt and the factors which affect the distribution of cobalt between matte and slag are not well understood. A limited amount of fundamental research has been completed on cobalt distribution both for simple oxide and matte systems. The paper briefly reviews the relevant literature on theoretical aspects of cobalt distribution between metal and slag and the deportment of cobalt in sulphide smelting circuits. The deportment of cobalt in the Kalgoorlie Nickel Smelter circuit is critically analysed and areas where recovery improvements may be achieved are highlighted.

Tokyo Metropolitan Government designs the stormwater storage plans in underground, as a measure of flood control in completed urban district and improvement of combined sewarage system. This time, introducing those plans, we report about IKEJIRI and SIN-KOMAZAWA STORAGE TRUNK LINEs design and construction. They are located in Meguro river basin of the Morigasaki drainage area. Both storage trunk lines have capacity to store 15O,000m3 of stormwater. They are in use for countermeasure of flood till Meguro river's strengthening (intensity 50 mm/h) is ended. And after the strengthening, they will be in use for improvement of river water quality, through the storage of combined sewage and first runoff, which, otherwise overflows weirs and flows to river in a rainy day. These storage trunk line's full length is about 5700m. Boring diameter 66140 mm (f = 2672m) and 47800 mm (I = 2866m) of these tunnels are constructed by Mechanical Shield tunnelling method. And boring diameter 3600 mm x 4000 mm (R = 180m) is constructed by NATM tunnelling method. We began works in 1983, and have a mind to complete in 1987.

A study is presented of the theoretically possible initiation systems for outbursts and the subsequent propagation mechanism.Previous occurrences of outbursts and their correlation to the theoretical system are described. An estimation of the energy release from two energy sources, gas strain energy and rock/coal strain energy, is presented and the relative importance of each source in the severity of outbursts. Summary: The description of mechanisms of outbursting follows the examination of these phenomena at Collinsville in Bowen No. 2 mine and at Leichhardt Colliery, Blackwater. Quantitative material contained in the paper refers to Leichhardt Colliery, Blackwater. Clearly from the work carried out to date gas release has a major part to play in the out- bursting at both of these collieries. In the case of the December 1 1978 outburst at Leichhardt Colliery energy release estimates place gas strain energy release contributing eight times the energy of that from rock/coal strain energy. Even the normal outbursts at Leichhardt Colliery appear to show this trend. Estimates of energy released are for comparative purposes between gas and rock strain energy and the values obtained may be regarded as approximate.

Bivariate recoverable resource estimation aims at predicting the recovered metal for a secondary variable when a cut-off is applied to a primary variable. The choice of a consistent geostatistical model is advisable to allow a robust estimation from exploration data of the primary and secondary metal recovery functions on a generic selection block (selective mining unit û SMU) within large panels. Ore processing decisions at Lihir Gold LimitedÆs Lihir Gold Mine are based on the gold and sulfur estimates of SMUs from production (grade control) data. The predictive model from exploration data at Lihir is based on the estimation of a recoverable resource for gold by Uniform Conditioning (UC), with an estimate of the sulfur grade being provided by Ordinary Kriging of panels. While univariate UC is adapted to the diffusive nature of the gold mineralisation (Ladolam orebody) at Lihir, the independent estimation of sulfur, through ordinary kriging, fails to capture the potential spatial correlation that exists between gold and sulfur mineralisation. This paper presents a practical implementation of bivariate UC, which better represents in the resource model the spatial correlation between gold and sulfur. Incremental economic gains through improved definition of material categories and scheduling are investigated, and the particular impact on the process of geological interpretation and domaining is emphasised.

Gaining confidence in interpreting rock and strata properties of the coalmine roof is necessary for design, maintenance, modelling and optimisation of roadways supports. One of the key causes of roadway instabilities experienced in underground coalmines is an extreme variable nature (thickness, competence, discontinuities etc) of the coalmine roof. Normally, the thickness and strength of the roof are characterised with the geotechnical and geological data gathered from exploration boreholes, which are drilled often at considerable distances apart. This limited data cannot capture localised geological variations in the coalmine roof. With this background, this paper explores feasibility of using measurement while drilling concept to perform geotechnical characterisation of the coalmine roof. The parameters, for example, penetration rate, rotary speed, torque, sound, vibration, obtained during the drilling process can provide valuable insights into geotechnical properties. The paper describes the progress of the experimental work conducted at the laboratory on synthesized concrete samples representing various rock strata using a field-scale drilling machine. The samples with and without interfaces have been tested to replicate various underground roof strata. The signals returned from the drill machine, as the drill bit passes through the layers, have been analysed and interpreted to characterise whether the drill response data can differentiate various strengths associated with the rock layers. The initial laboratory results are promising as they show distinct responses of the various sample blocks in a controlled environment. The drilling data can differentiate the synthesized rock samples and detect ‘signatures’ of the roof strength variability and delineation of lithological interfaces (transitions). The weight and torque on the bit vary and show dependency on the strength of the blocks.

Christmas Island contains large deposits of phosphate minerals varying from high-grade calcium-phosphate (apatite) to lower grade iron and'aluminium phosphate (crandallite/millisite). The surface material is dominantly C-grade (Fe/Al) phosphate profiling into B-grade, a variable mixture of C- and A-grade ores, before reaching the high A-grade phosphate (apatite) which overlies a limestone Karrenfeld Base formation. A-grade ore is the basic phosphate used for the manufacture of superphosphate and phosphoric acid, whilst B-grade contains amounts of iron and aluminium which are unacceptable for these acidulation processes. Research into methods of separating the finer iron and aluminium phosphates from the coarser calcium phosphates has led to the development of wash-screen processes enabling recovery of 50 to 60%, as A-grade phosphate. Developmental stages included laboratory investigations, mineralogical studies, pilot tests leading the initial 20 tph prototype production unit and the current 100 tph production wash/screen plant, commissioned early in 1970 at Christmas Island.

Gold/silver orebodies of the Golden Plateau deposit, Cracow, Central Queensland, are currently being exploited by the Cracow Mining Venture. A geostatistical block model has been prepared to assist with long term mine planning. The Golden Plateau orebody, of inferred epithermal origin, is a multiply brecciated, silicified fault complex containing irregular, tabular and pipe- like oreshoots. Historically the lode has been stoped and open cut over a strike length of 750 metres at widths of up to 15 metres and to a depth of 250 metres. The Golden Plateau mine produced 1.55 million tonnes of ore at an average grade of 12 g/t Au and 13.5 g/t Ag over a 42 year period. In the preparation of the reserve model much reliance has been placed on recent diamond and reverse circulation drilling (71 holes in total). However a significant volume of data has been derived from historical level assays and underground diamond drilling. Over 3,000 level assays and 50 underground drill holes contributed to the database. Similar lognormal populations were observed for 1 metre composite grades from each major drilling campaign once corrections were made for core loss. Cumulative frequency plots revealed only one outlier which was cut to the population line. The population statistics from the historical level assays showed a significant difference from those derived from the drill hole composites. Level assay populations were cut to local drill hole populations before incorporation into the ore reserve model. The resulting data has yielded interpretable variograms, the parameters of which have been applied to the preparation of a kriged block model of the deposit.

Vatukoula is credited with the second largest population in the Colony of Fiji. Within an area comprising 550 acres are living approximately 4,500 people. Of these, about 1,150 Fijians, 90 Rotumans, 90 Europeans, 180 Part-Europeans, 180 Indians and 30 Chinese and miscellaneous Pacific islanders are employees of the Associated Mining Companies.The remainder is made up of employees dependants with a small minority of tradespeople and Government servants, such as storekeepers, school teachers, police and post office officials.To appreciate fully the work involved in the administration of this unusual community it is necessary firstly to know something about the various types of people which compose it.The FijiansAlthough the Fijians are of Melanesian stock their physical characteristics indicate a Polynesian strain. Natives from all provinces in the Colony are to be found in Vatukoula and their varied types point to this MelanesianPolynesian intermixture. For example, there are people from Lau** and Kadavu who are tall and well built with good features and comparatively fair skins contrasting with the dark, broad featured and generally short people of the hill tribes of Ra and the coastal tribes of Bua.The Fijians, particularly the older people, are noted for their dignity, courtesy and hospitality.
