Any engineering firm hoping to do business in the modern world must understand-and take into account-the social and economic realities of client, country, culture, and community. If these considerations are ignored, any large-scale international development project is doomed to failure even before it begins. In this changing world, the distinctions between `developed', `developing', and `less developed' nations are more and more blurred. The so-called `less-developed' and `developing' nations are rapidly acquiring technology, an educated man- agerial and technical class, manufacturing capa- bilities, a growing spectrum of developed financial and raw materials resources, and a broad range of labour skills. These nations are establishing themselves as an integral part of the modern world, on an equal footing with other nations and with justifiable expectations for an ever higher standard of living and an ever better quality of Life.

Analysis of the 2001 Australian census data set can be used to gain a detailed insight into the trends and levels of employment in different industry sectors. There is a common perception that employment of geoscientists within the mining industry and indeed across all industries has decreased significantly. However, the data shows that the number of individuals stating that they are geoscientists employed across all industries has decreased by only five per cent from 5336 in 1996 to 5067 in 2001. Within the mining industry (Australia and New Zealand Standard Industrial ClassificationÆs û ANZICÆs mining class), the number of geoscientists employed has decreased by ten per cent from 2701 in 1996 to 2441 in 2001. These figures, while showing a decrease, do not reflect the magnitude of the decrease commonly perceived. However, further analysis shows the number of geoscientists employed in mineral exploration may have decreased significantly more.

In this paper, life cycle assessment methodology has been used to assess the variations in water use associated with different metal production and processing routes and provide insights into the value derived from water usage in the minerals sector. Using water consumption data derived from the literature it has been shown that the æcradle-to-gateÆ water consumption (or embodied water) for production of the various metals considered in the study ranged from 2.9 m3/t for steel up to 252 087 m3/t for gold. The results largely reflect the grade of the initial ore used to produce each metal, and can be approximated by the following equation:W = 167.7 G - 0.9039 where: W = embodied water (m3/t refined metal) G = grade of ore used to produce metal (per cent metal) The study showed that indirect water consumption in the metal production life cycle, in particular that due to electricity generation, can make a significant contribution to the embodied water value, eg aluminium production. When expressed in terms of m3/t ore, the results for all metals considered indicated that the embodied water is roughly, on average, three times the water consumption of the mining and concentration stage. It was also shown that the economic value per m3 of water consumed for the minerals industry exceeds that for the agricultural and industrial sectors, supporting the view that allocating water resources to the minerals industry has a strong underlying economic basis. Water reforms currently taking place in Australia aim to address issues such as competition for water access, reduced security of supply and increase in cost. Consequently the minerals industry, along with others, can be expected to come under increasing pressure to reduce fresh or raw water use and to integrate water use across sectors. While water recycling is an obvious candidate to help reduce water consumption in the minerals industry, issues such as water quality, among others, will influence the extent to which this can be achieved. In addition, wastewater volumes can be minimised using techniques such as pinch analysis to establish and use the minimum water requirement for the process. The use of dry or near-dry processing technologies, for which the demand for water is small or zero, may be a more radical solution to the water consumption problem; however, it is possible that the introduction of dry processing would bring with it a new set of problems, including dust.

Metals Refining Operations Pty. Ltd. (NMO), PNG's only gold and silver refinery is operated by Golden West Refining Corporation Ltd (GWR), a member of the Rothschilds group and has a strong PNG ownership link through statutory shareholders. Located in Waigani, MRO has been successful in substantially increasing production through toll refining for Porgera, Misima, Tolukuma, Wapolu and, more recently, at Lihir as well as treatment of alluvial gold from smaller operations. This increased throughput has resulted in the need to constantly upgrade equipment, techniques and practices, particularly to continue quality improvements and meet market demands. The evolution of these changes are documented and discussed and the probable future development plans are detailed.

The FalTmT iron ore deposits are located in the so-called æBirrimianÆ volcano-sedimentary complex that extends in a general NE-SW direction across eastern Senegal and part of Mali and Guinea. The rocks underwent folding and greenschist facies metamorphism, as well as various events of granitoid emplacement. The deposits form part of the DialT-DalTma Series of the Birrimian Supergroup and were subjected to contact metamorphism. The Fe-mineralisation occurs as primary magnetite within the metamorphic aureole. Supergene oxidation (martitisation) of this mineralisation produced the hematite-rich iron deposits that can be seen as prominent hills across the plains of this south-eastern corner of Senegal. BRGM of France and Miferso (SociTtT des Mines de Fer du STnTgal-Oriental) have conducted several phases of prospecting since 1957. Their aim was to delineate the hematite deposits and to assess the grade, beneficiation characteristics and marketability of the iron ore. A feasibility study by Fluor Daniel was completed in 1992. Results indicated that, at the time, the resource could not compete in the international arena in terms of size and accessibility. The growing iron ore market and additional available resources in the area now challenge the 1992 feasibility study results and put the old kid back on the iron ore block. The project faces some mining challenges, such as the amount of magnetite in the hematite product that will be acceptable to the market. Previous project evaluations only considered the secondary hematite deposits as economically viable. It is therefore important to accurately delineate the magnetite/hematite contact zone to optimise the resource tonnage. Project logistic constraints also exist in terms of railway access and harbour facilities. The resource is, however, well situated for the European iron ore market and aims to find a place in the rapidly expanding iron ore seaborne trade.

A block model of the orebody is used to plan a mine. The first requirement is to identify ore to be extracted, discarding waste, so as to meet target grade, generally in multiple analytes. Commonly, cut-off values are set for each analyte, so as to distinguish ore from waste. It will be shown that, if more than one analyte is important, this procedure is wasteful of ore and a composite cut-off function is preferable.A second requirement is to sequence the ore extraction so that the variability in ore grade is controlled: failure to do so will result either in low-quality ore being marketed, or excessive re-handling being required to blend the ore to reduce the grade variability.A third requirement is that the extraction sequence should be such as to control the amount of equipment movement required, enhancing the equipment productivity.The overall objective, to optimise the Net Present Value (NPV) of the mined ore, is simply stated but complex in realisation, since so many factors, such as target grade, grade variability, equipment choice, equipment movement, and downstream blending all have alternatives which can be traded off against each other, and all of which contribute to the costs and benefits making up the total NPV.There exist commercial packages for ore selection and mine planning. However, they are often of a ‘black box’ nature, and users are sometimes not fully aware of the criteria being applied. In particular, the treatment of quality as a multidimensional vector may be problematic. The purpose of this paper is to discuss some of the issues involved and to suggest an alternative set of approaches, which should complement existing commercial treatments.The discussion will be illustrated specifically by reference to the mining of iron ore, but the issues are relevant to a wide variety of mining situations

The current approach to the design of fill, as a structural component in a mining system, is based on traditional usage, previous experience, empirical rules and preconceived ideas. This approach does not permit the relative economicsof the various possibilities to be evaluated, retards introduction of new materials or processes, and results in fragmented fill research effort.A rational approach to the design of fill is proposed as a means of overcoming these disadvantages.This is based on five components:(a) statement of functions of fill,(b) definition of modes of fill response,(c) criteria of satisfactory performance,(d) analysis of fill response,(e) specification of required fill properties and methods of obtaining them.An assessment of each component indicates that the adoption of this rational design approach will require research effort in categorising modes of fill response and in defining criteria of satisfactory performance.

During the last decade the proper training of operating and maintenance staff has been recognised as directly contributing to the successful startup and continuing operations of a metallurgical project. During this period Bechtel has assisted clients in the design, development and implementation of such training. The clients have been located in Australia, Papua New Guinea, Africa, China and North America. The programmes have addressed mobile and fixed plant operations and maintenance in coal, copper, gold, borax and other mining environments. The level of sophistication has varied from highly structured and documented instruction to less formal, yet controlled efforts to reorient and enhance the skills of experienced workers to training personnel with no previous work experience. Many lessons have been learned, some easier than others. This presentation will recount the elements of various projects which enhanced and detracted from the cost-effective achievement of the goals which training was

Many coal mine operators have responded to economic pressures by massive investment in machinery to reduce unit costs. To sustain the increased production which must justify the expenditure it is essential to know the resource in great detail months or even years in advance of its extraction. The required detail includes variations in composition and any lateral disruptions to the seam which night affect production. As Wilson (1985) has pointed out, a day's production loss can mean half a million dollars income forgone, and an unexpected major fault can mean a shutdown of weeks. Traditionally, seams were probed by surface drilling on (typically) 250 or 500m centres, and by horizontal drilling from sithin'the seam. Core was analysed chemically. The new generation machinery cannot tolerate the risk attendant on such widely spaced sampling, but the costs of much closer sampling rapidly become prohibitive.

The Ok Tedi open pit mine will have final wall heights in excess of 750m. The behaviour of these excavated slopes will be influenced by the presence of numerous defects. This paper discusses the identification of possible failure mechanisms within the pit walls based on mapped fault and joint data. Results from analyses using these data have formed the basis for the ultimate pit design.

A ground support system is a combination of individual reinforcement and surface support elements that work together to retain and contain the rock mass. The various elements are subjected to external loads and to interactive loading between individual ground support system components. This paper focuses on the challenges in determining the capacity and behaviour of mesh, recognizing that installed mesh can be subjected to several loading mechanisms. Field observations from underground hard rock mines demonstrate that there are multiple types of damage and modes of failure of mesh. However, these are difficult to reproduce in a laboratory environment. A critical review has shown that existing mesh laboratory testing rigs reproduce very limited loading conditions that may not be representative of underground conditions. This has significant implications in quantifying and extrapolating the performance of mesh to ground conditions. CITATION:Hadjigeorgiou, J and Stacey, T R, 2018. Significant improvements in the metallurgical performance at Pasminco Rosebery Mine have occurred over the last two years. Lead and silver recoveries have increased by more than ten per cent, lead concentrate grades are four per cent higher, zinc recoveries are up 1.5 per cent, and zinc concentrate grades have increased by two per cent. These impressive results have not occurred through the application of some new wonder reagent, but through the application of some fundamental metallurgical principals. The basic premise applied during this study was that to make an effective separation you must first achieve liberation. Therefore, the laboratory and plant studies examined the liberation characteristics within the lead circuit, and the impact of regrinding. The work demonstrated clearly that galena/sphalerite liberation was poor, and significantly impaired plant performance. Further, it was suggested that the application of lead regrinding of the lead scavenger concentrate and the lead first cleaner tailing would not only benefit lead metallurgy, but also improve sphalerite flotation. A similar approach was then applied to the zinc circuit. From these studies, solutions applying simple circuit changes utilising existing equipment were proposed and implemented. Further to the improvements in galena/sphalerite liberation, significant improvements in concentrate quality were achieved by reducing variation within the process. The implementation of changes in work practices negotiated in the Enterprise Agreement, employee contributions and specialist training also made a significant contribution to the unprecedented improvement in the lead and zinc flotation circuit performance. The results of these plant changes are discussed, along with the suggested scope for further improvement.

The intent of this address is to look forward into the 21st Century and present certain thoughts as to how underground coal mining might be conducted. The views in this talk are based principally on the author's experience with mining practices in the United States. It may be difficult to accept, but the 21st Century is a mere 12 years away. What new techniques will be available? To develop an understanding of the way in which technology has been and could be changing, a two- stage analysis is made of mining technology for U.S. Coal. The first phase covers the period 1975 to the present, while the second includes 1960 to 1975. This historical perspective includes a view of underground production by mining methods, considerations of labour productivity, and a review of accident and fatality rates. Several topics are important features of this historical analysis. Among the most significant are: (1) the introduction of Ion-wall mining technology into U.S. underground coal mines, (2) the use of computers to assist in mine planning and design activities, (3) major efforts to improve health and safety performance, with emphasis on underground dust control, and (4) improvements in mining equipment with an eye towards increased reliability and up-time performance. Based on that historical perspective, projections are made in three increments. The first being immediately at the turn of the century, the second being a dozen or so years beyond that, and the third being at the quarter point of the 21st Century.

The major slime forming minerals in coal seams are generally montmorillonite, illite and kaolinite, and due to the consistant trend to full seam mechanisation in New South Wales and Queensland these minerals remain in the feed to a coal preparation plant. After coming into contact with water their size degradation is very rapid, and therefore they mostly report to the fine coal cleaning section of the plant. Froth flotation, being the most effective method of beneficiating fine coal, is widely practised in these two major coal producing states of Australia. Plant experience and laboratory tests suggest that the presence of these slimes in the flotation circuit depresses the flotation of fine coal. Although the deleterious effects of slimes on the flotation behaviour of minerals is well known, the mode of their adsorption at the mineral surface has been a subject of controversy for some time. In this paper, on the basis of the surface properties of slime forming minerals and coal, a model has been put forward to explain the adsorption of slimes at the coal surface. The degree of slime coating has been examined by scanning electron microscopy. Laboratory tests have revealed that with the appropriate use of polyvalent phosphate electrolytes these slimes can be liberated from the coal surface. Just attrition and desliming are not enough to ensure complete liberation of slimes. Coal, after treatment with these electrolytes and then deslimed, floats readily with a common frother, such as MIBC. Modifications in the conventional flotation circuits have been suggested to ensure an efficient flotation of fine coal.

Lafayette Mining Limited, a listed Australian company, is developing a polymetallic Project on the island of Rapu Rapu, located to the east of southern Luzon in the Philippines. The Rapu Rapu Project is based on the Ungay deposit, which has proven and probable reserves of 6.0 million tonnes of 2.5 g/t Au, 28 g/t Ag, 1.2 per cent Cu and 2.1 per cent Zn. The Project will produce copper and zinc concentrates from a sulphide flotation plant as well as dore from a CIL gold plant. Average annual metal production over the projected six-year mine life is 9800 tonnes of copper, 14 000 tonnes of zinc, 50 000 ounces of gold and 590 000 ounces of silver. Despite a rich mineral endowment and long mining history, there have not been any significant new mine developments in the Philippines since the early-1990s. The investment climate has been affected by legal challenges to the 1995 mining code, civil unrest in parts of the country, the impeachment of the previous President and community concerns about the industryÆs environmental performance. As a consequence, the Rapu Rapu Project is viewed as a test case û within both the country and the international mining industry û on whether minerals investment in the Philippines is an acceptable business proposition from a risk perspective. Lafayette has faced formidable challenges in managing the development risks of the Project. The major risk areas of the Project for which the company developed strategies include: regulatory, environmental and approvals issues, technical evaluation, project development, social and community issues, land acquisition, and financial and marketing issues. This paper describes the risk management strategies successfully pursued by the company, and which have the Project on track to commence construction in 2003. Dealing with each of the areas in turn, Lafayette sought to develop strategies which either effectively neutralised, minimised or otherwise addressed the key risks most likely to be experienced.

Reliable sampling practices are the key to optimising the market value of a mining or chemical companyÆs stock. As a result, reliable sampling standards are needed. However, current standards on sampling present the æuniversalÆ Pierre GyÆs Sampling Theory in an ambiguous way. For example, the Total Sampling Error is divided into its basic components only in informative annexes, when it should clearly be the main body of the standard. Sampling standards are presently loaded with statistical concepts that actually belong in the annexes. Furthermore, many non-probabilistic sampling procedures are still mentioned which do not belong in a standard. The objective is not to criticise existing sampling standards, but to suggest better ones. Sections on the Sampling Theory should divide the Total Sampling Error into a sum of its nine basic components. Then, and only then, should they be addressed one at the time. Sections for establishing a sampling protocol should address the in situ Nugget Effect, the Fundamental Error, the Grouping and Segregation Error, the Long Range Quality Fluctuation Error, and the Periodic Quality Fluctuation Error. Sections for sampling methods, mechanical sampling, manual sampling, grab sampling, sampling of trucks, railroad cars, bags, and drums should be part of the critically important practical implementation of a recommended sampling protocol, called Sampling Correctness. It includes the increment Delimitation Error, the increment Extraction Error, the Weighting Error, and the Preparation Errors. Unless these errors are addressed one at a time, in an unambiguous way, the standard will remain ineffective in solving sampling problems for the industry. Therefore, a strategy is needed to create better standards required at the early stages of new projects, both by manufacturers of sampling equipment and by engineering firms. A logical sequence of important points that cannot be ignored in any sampling standard is presented. An analysis of the practical use of the words sampling uncertainty versus sampling error is recalled. Finally, as a practical example, an in-depth analysis of the correctness of cross-belt samplers is presented, and emphasis is placed on the correct ways to perform bias-tests for mechanical sampling systems.

This paper reviews some of the factors thought to control the formation of supergene gold in the Pacific and its Rim. Discussion of these should lead to reassessment of the economic potential of many areas. In several parts of the world many gold-bearing veins display rich gold values only in the oxidized zone, whereas beneath the present (or ancient) watertable the unaltered vein commonly holds only sub-economic refractory low grade sulphides or arsenides. In the Eastern Highlands of Australia some of the most spectacular concentrations of - gold have been found at shallow depths. For example, Harper (1918) describes the Canton mine in New South Wales which was stoped over a length of 180 metres from the 45 metre level to the surface. The reef yielded gold at 300 g/t in the upper levels, but became gradually poorer at depth. Present geologists of N.S.W. Geol. Survey, G.R. Mcllveen and B.P.J. Stevens, believe that many similar Australian enrichments were formed between the surface and its ancient water table level during the extended period of weathering in the Eocene or pre-Eocene. They concede, however, that further supergene movement of gold may have occurred since the early Tertiary. Large quantities of Mesozoic supergene gold of extreme fineness (Au 99.7%, Cu +òFe 0.3%; Leibius 1885) was found at Mt. Morgan near the Tropic of Capricorn in Queensland. Lower Jurassic sediments cover part of the gossan in a small depression caused by oxidation and collapse of the Main Pipe, thus showing that the supergene gold is pre-Lower Jurassic (Cornelius, 1968). Because the Lower Jurassic landscape around Mt. Morgan was mature with a surface slope of less than 10 (Playford and Cornelius, 1967), erosion would have been very slow. Moreover, once all sulphides had been removed from the ore body the Lower Jurassic environment would have reverted from highly acid to alkaline as it is at present. Accordingly, gold, goethite and 1. Since the mid-1970s there has been increasing attention in the South Pacific area to the problems of disaster planning and management at various levels, mainly from regional through national to provincial levels. This concern has been expressed in a variety of ways. International aid donors have made their views known in commentaries or reports. Seminar discussions have been organised at the regional level (such as at Suva, 1976; Suva, 1979; Tonga, 1982 and Suva, 1983). In-country training workshops or meetings have been organised (such as the "Disaster Preparedness Workshops for Non-governmental Organisations" in Pacific countries, jointly run by the Australian Red Cross and the Australian Overseas Disaster Response Organisation and supported by AIDAB, in Vanuatu, 1985; Solomon Islands, 1985; Western Samoa, 1986; Fiji, 1987; Tonga, 1987; Lae and Port Moresby, Papua New Guinea, 1988) or held outside the area (ACDC at Macedon, 1981). Training and/or research institutions have been established such as the East-West Center, Honolulu, and the Asian Disaster Preparedness Center, Bangkok (more Asia oriented). As part of the East-West Center Pacific Islands Development Program's Disaster Preparedness Project, a detailed manual of disaster preparedness and response procedures and guidelines has been published (Carter, 1984).Table 1 and figure 1 show that the area with which this discussion deals is a highly fragmented island region, comprising many small, some minute, nations, both in land area and population. The social structure is predominantly rural, with the capital city often making up a small part of the total population and, in absolute terms, little more than a small town. Outside the administrative and governmental activities concentrated in the capitals, in most cases the indigenous inhabitants depend on subsistence agriculture or on usually a monocultural concentration on a cash crop, most frequently coconuts.

For many years explosive sensitized explosives were assessed using the ballistic mortar. The standard test used lOg of explo- sive initiated with a detonator. Over the past 30 years many non- explosive sensitized explosives and blasting agents have been developed. Most of these new explosives and blasting agents cannot be tested in the ballistic mortar as they are not initiated by a detonator. It is also known that all explosives have a criti- cal diameter. When the cartridge diameter is less than the criti- cal diameter a stable detonation cannot be produced and the explosive fails to propagate. For many blasting agents the criti- cal diameters are greater than 50mm and such large diameters cannot be tested in the ballistic mortar. The underwater test allows explosives to be tested in diameters greater than the critical diameter and to be adequately initiated with suitable boosters. The effects of the explosive on the water are easy to measure and the test provides a safe, convenient and reproducible means of assessing explosive performance. The reaction products are allowed to expand to a low final pressure. The underwater test can therefore be used to give a measure of the total expansion work of explosives. The detonation of an explosive induces a shock wave in the surrounding water. The profile of the shock wave can be meas- ured 3-6m from the charge and the energy in the shock wave cal- culated. Measurements over a range of distances show that the shock wave is attenuated as it travels through the water and the attenuation is different for each explosive. This makes it difficult to estimate the energy dissipated in the water between the charge and a single gauge. The reaction products continue to expand and displace water. The bubble continues to expand until the kinetic energy of the water is zero. The gas pressure in the bubble is now lower than the hydrostatic pressure and the bubble radius is a maximum. The higher external hyrdostatic pressure causes the bubble to implode. The bubble energy is the work done displacing the maxi- mum bubble volume against the hydrostatic pressure and can befound from the bubble period. It is not always easy to find a large enough pond for the bubble to expand undisturbed by the water surface and the containing boundaries. This makes it difficult to determine the bubble energy accurately in shallow Ponds.

The recent modernisation program at the Risdon electrolytic zinc smelter of Pasminco Metals - EZ (PMEZ) inyolved significant changes to the composition of cell electrolytes. The most significant were increased acidity and sulphate level, a reduction in Co level, and the replacement of 2-naphthol in the additive mixture with licorice. In determining acceptable operating ranges, a relatively large number of industrial deposition tests under controlled conditions was required. The cathode zinc deposits so produced were examined in terms of overall appearance, crystal structure according to X-ray diffraction, and a micro-roughness parameter. Beginning with typical deposits produced in the presence of an excess of one of the addition agents glue or antimony or a mist suppressant (licorice or 2-naphthol), a simple classification system was developed. In this system, the deposits are divided into the following types: Doughy, Pinholed, Compact and Stressed. There was a weak correlation between deposit type and crystal orientation. In terms of ease of stripping, observations in plant operations showed that only Compact and Pinholed were consistently acceptable. Current efficiency was normally maximised by producing a Compact deposit. Process variables such as zinc concentration, temperature and the use of strontium carbonate were found to cause changes in deposit type if the reagent mixture used was unchanged. From the knowledge gained, guidelines were developed to allow glue and antimony additions to be altered to fit new circumstances. The simple classification system was first used to expedite recovery from undesirable morphologies and then to optimise individual cell units operated under substantially different conditions. It is believed that finer control could be exercised by determining the micro-roughness of Compact deposits. However, difficulties can arise if sudden, large deviations occur and go undetected. Suggestions are given for an improved additive control system. The classification system developed has been compared with published information in the literature, and good correspondence was noted suggesting a predictable relationship between short-term, laboratory deposition tests and observable phenomena in industrial electrowinning cells run under steady conditions.
